On behalf of Queen Heloise Gough of Huisslandia and Swastria, the Swastrian Ministry of Education and Culture hereby proposes the foundation of the International Organisation of the Germanophone, whose purpose is to represent countries and regions where German is a lingua franca or customary language, where a significant proportion of the population are germanophones (German speakers), or where there is a notable affiliation with German-based culture, which is in turn reflected in the most Germanic of values, namely in the motto "Unity (Einigkeit), Justice (Recht) and Freedom (Freiheit)", thus also promoting the study of the German language abroad and encouraging international cultural exchange and relations.
An addition to this would be an international Goethe-Institute, named after the famous German-speaking poet and statesman Johann Wolfgang von Goethe. The Goethe-Institut would foster knowledge about our German-based countries by providing information on Germanic culture, society and politics. This includes the exchange of films, music, theatre, and literature. Goethe cultural societies, reading rooms, and exam and language centers have actually played a role in the cultural and educational policies of German Swastria for more than 60 years, and thus would be a great international contributor.
It is our hope that those countries identifying themselves within these criterias will send your foremost representative(s) to the Ministry of Education and Culture
building in Wittburg, Swastria, where we may discuss and set some standards on a signable charter that every party can agree to.
