Thatcher gestured at the empty chair in front of her desk before seating herself, feeling for all the world like an elementary school principal summoning an unruly pupil. "Ms. Velter," she said after a moment's pause, "I feel fairly confident that you are aware of the diplomatic conflict that has sprung up between our nations over the past few days, if only because your Diplomatic Corps would have been sure to brief you on it before your arrival here today. So I'll get right to the point. Ms. Velter, why does the Heyran government believe that it is proper to send a warship into the thick of an ongoing peacekeeping operation?
