RP Event #1 - Dark Waters

The Ocean's Blessing was an old, albeit sizable, oil tanker, flying under the Nueva Ardian flag and operated by the Andino Oil Company, not an oil giant when compared to companies operating within OPEN but as an independent one it was decent enough. It was just another routine run from the Kyne oil fields back to port in Nueva Ardia, it was a journey that the ship had made many, many times it was probably the type off journey that her Captain Juan Enrique could make with his eyes closed, but here on this dark and moonless night something was about to go very very wrong, the ship suddenly shook, in about as violent a manner as possible, to Juan the noise reminded him of his military experience it was nearly explosive and he was convinced something in the ship had given way. But whatever had happened the ship was no longer moving. Juan picked up the radio, set the channel and sent his distress call

"Mayday mayday this is the tanker Ocean's Blessing in distress, require urgent assistance"

It was only when a passing cruise ship came by a couple of hours later and rescued the crew of the stricken tanker that Juan's worst fears were realised, with the sun up he could see what had happened, he could see his ship run aground on some sort of reef, he could see the damage to her, he could see the steady stream of oil gushing out like blood from a wound and perhaps worse he could see cruise ship passengers standing on the deck taking photos and video on their smartphones and tablets, this would likely be around Mundus before he had the chance to talk to his boss.


OOC Note - I think you all should have some understanding of what is going on (If not get hold of me by PM or on discord). Consider these events a good excuse to practice your story telling skills. Feel free to work with other players to have intertwining stories, etc. The goal of this event is not to "win" or to make yourself immune to the issue at hand, but to do the best quality roleplaying you can. Those who do the best quality roleplaying will earn an RP reward, I'm not sure what it will be yet but I'll figure it out.

Due to the wreck's relative proximity to the isle of Tsukishima, it was deeply troubling, in the eyes of the government therein, that it might affect the territory in the coming days, weeks, or even months. However, before any action could be taken, it would first be necessary to both notify the central government in Shinkyō and to surveil the damage; footage captured on a cellphone, while helpful to a degree, would only be able to capture a brief snapshot of the incident. What was needed was a detailed survey, and that would necessarily start with aerial reconnaissance. As such, a AC-92 would depart from Nichinan Regional Airport at first light, making its way towards the stuck vessel. What was once simply a strip of asphalt in a hamlet nestled on the eastern coast was soon to become a major center for the Daitōjin response to the crisis.

The helicopter traveled for roughly an hour and forty-six before it would reach the site. While it was good that there was no fire, not yet anyways, it was no consolation for the crew nor the government as a whole. After all, the ship, which was among the largest on Mundus, was capable of carrying some 4.1 million barrels of oil, and it was rushing like a waterfall out of the stricken vessel. Even if it wasn't in the nation's EEZ, it was in waters frequented by fishers and international shipping alike, which posed a threat to both the nation's economy, albeit limited, and to many others that used the area. This had the potential to be a disaster for many who lived in the region, however, it first required a plan to plug the leak in the crashed boat, which was no easy task at this point. Nonetheless, it was that or allowing it to fully drain, which could prove to be a PR nightmare and further endanger the many species that called the stretch of water home. So really, they had the one option, no matter how difficult it could prove: They had to plug the leak. Only then could cleanup operations really begin.

Recently the Empire of Kodima completed discussions with Paracambi to buy some of the TUNA endorsed systems for cleaning up the Alucard Garbage Patch. These systems are currently en-route to us however they can easily be diverted to Daito to tackle the oil slick forming in the region. We believe that it is vital that action is taken immediately and for the good of the environment.

Luis Cortez hadn't known a day like it in business in close enough to six years, but here he sat in his office reading over information with a grim look on his face, this was what he considered his worst nightmare, it was something he'd dreaded in recent years and now it had happened. The good news was that he hadn't any calls from his brother in law yet, the bad news was that he could see how this could play out, knew what it could mean not just for him or his company but more broadly as well. Still he needed to do something, something that bought him time and hopefully didn't betray his fears, calling his secretary into the office he dictated a press release to her. He still half expected the phone to ring any moment and when it finally did he had to hope that he was in a better position than he'd been at the start of the day.
 

Statement From the Andino Oil Company

As the world is now aware the Ocean's Blessing, a tanker operated by this company has run aground on a reef in international waters out in the Kyne causing a catastrophic oil spill, we don't yet know what led to the incident but an investigation into the cause of this will take place. What is clear is that the oil spill cannot be left unchecked as such, and assuming the Government of Daito agree, we are prepared to take the Government of Kodima up on their most generous offer. The company will provide regular updates on the progress of dealing with this situation.

It had quiet some time that the Oceans Blessing had been stuck on the reef and this presented an opportunity for a group of Ardian Fishermen heading back from a long voyage out into the Kyne after Tuna for the lucrative Toshikawan market. They were close to the stricken vessel and, just as any good mariner would, they headed to lend a hand however with the crew now safely onboard the cruise ship the skipper, Samuele Di Antonio, made a decision. He quickly called the crew of eight together and they all agreed. Soon two of his men, Serafino and Evaristo had made it to the Ocean Blessings deck. It would be rather a difficult few hours and obviously it wasn't safe, at any point the ship could slide on the reef and that could be a disaster but to a poor fisherman there was money to be made especially as the Oceans Blessing was deserted.

Once everything was in place Samuele radioed the international distress frequency. "This is Captain Di Antonio of the Ardian flagged Flos Lunae. In order to prevent an ecological disaster we have taken control of the Oceans Blessing and hereby lay Salvage rights." His claim officially made the crew began using their onboard transfer pumps to get as much oil off the tanker and into their own ship as possible, next they pumped as much oil into the non impacted tanks as possible. Of course a huge amount was still flowing out into the Kyne but at least there was now evidence they'd tried to salvage the vessel, therefore allowing them to say they'd tried to salvage.

Next it was time for a more personal phone call. It took a while but soon Samuele was on with someone at the Andino Oil Company. "We are onboard your stricken vessel and have begun salvage operations, under the law of the sea the operation is now ours to undertake and later how much we shall be rewarded for this will be determined by an independent body. Now sir by that point no doubt a huge disaster could occur if we do not take swift action. Me and my crew mates have decided that it would perhaps be in everyones interest for us to hand over salvage rights to a different party. We would be happy to allow this to happen if we receive payment of $6.5million. Otherwise we can not be sure if we can prevent your company being responsible for a huge environmental disaster."

Following the disaster in the region of Dauntal the quaysides of Ovado in the West of Aosta had been paid a visit by the Imperial Carabinieri. They made headway to the  Andino Oil Companies tanker sat ready to leave to head south. It would though today not get that far. Sergeant Maldana presented a document to the Captain as he barged his way up the entrance ramp onto the ship. The task was simple, ensure the ship was safe and wouldn't present a risk to Aostan activity within its EEZ. They had brought with them several members of the Imperial Naval Police who were experts in this manner of work and much to the annoyance of the crewmen it delayed their departure. It would annoy them even more when four hours after the inspection began the Maldana presented the ships captain with an impound notice. There was in the moments that followed a scuffle and then two arrests as Neuva Ardian crew men attempted to punch members of the Imperial Naval Police, never a wise move with members of the Carabinieri present. They took joy in pepper spraying the two sailors and dragging them off to local police stations.

The notice was clear, the inspection had found the ships navigation system was four years out of date and the fire fighting equipment wasn't up to spec. As such the government made the decision to offload the 3.5million barrels worth of oil and impound it.

“This is interesting, something that we should probably help on before we’re torn apart completely” a Luna Resident reported after reading the paper. Even though the news had arrived rather late, Lunans are more alert then ever, prompting the government to act on such matters. Following the Andino Oil Company‘s disaster spill, Luna has deployed specifically trained cleanup navy ships and helicopters to support the common effort. Below is the logo of the emergency force deployed.

If Luis Cortez had believed things couldn't get any worse, he certainly didn't believe that now, this had gone from being an environmental issue to something far more serious for his company and as such it was no surprise when his brother in law called, Tero Melos the President of Nueva Ardia, Luis was in the middle of getting verbally carpeted by Tero about the impounding in Aosta not to mention the arrest of two crew of that ship when his secretary walked in and put a note about the salvagers and their demands on his desk, glancing at the secretary he took the phone from her this presented an unlikely opportunity he'd yet to speak with Captain Enrique and the odds were that the Captain had not had the chance to follow the companies procedures, the results of such procedures could potentially be attributed to damage caused in the crash.

"I'll pay you $10 million if you do that and render the onboard computer inoperable." Luis said, he scrawled some notes and handed them to his secretary concerning the situation in regards to Aosta, that would take a little more tact to handle so sending someone to talk to them was perhaps the best idea. Though it would take a good few hours for Marcel Mendoza, his company's legal department head, to travel to Aosta.
