FOS Sail Meeting No.1 - Abertone and East Moreland

David had just finished handing his sword back to a Red Legionnaire who was tasked with making sure it got back to Northfort Palace in one piece when his Head of Royal Household Qunn Germaine arrived. "Your Majesty" she bowed before handing the King his leather bound note book and favourite pen. It had been given to him from the Queen of Sky Coast so many years earlier and now it was on its fifth refill and probably second spring but it had signed so many signficant parts of East Moreland's history. David suspected that when his time came and he went off to see Helus the pen would end up in some museum and in an odd way that thought made him determined to keep adding to its prestige, who knew if today went well it could see more action.

"Thank you" David slid the pen into his inside pocket. "Who do we have first?" he asked

"Emperor Marco of Abertone" Quinn waved at a Red Legionnaire to get the gate in front of them that lead down a military only part of the base and would be a short cut to where the meeting would take place. "I'm rather surprised you're meeting him and not his cousin Prince....although he never uses that title...Graziano who is Consul. It seems the cousin handles the politics and well Marco handles the......"

"Ladies" David finished her sentence. "At least thats what the press would have people believe maybe. Lets not judge though. He's here to speak one monarch to another so lets see what happens." David thanked the Legionnaire as they hurried along a path towards the rocky arm that sat just outside the Naval Dockyards waters. There at the far end sat the Naval Lighthouse which had been used in the past to help ships navigate the coast. Today it served as a residence and office for visitors to the base. The King had arranged for its roof top terrace to host the talks with Marco who had arranged to already have escorted there (OOC - Assume this is whoever you had attend). The King had arranged for Sir Harry Samuelson his Minister of Defence and Sir Jacob Longe to entertain the Emperor until he arrived.

"Good Morning Emperor Marco" the King extended a hand as he greeted his guest. "Please accept my apologise for keeping you waiting, days like today are a bit crazy but I do rather enjoy them. A chance to mix a nice day at the seaside with the pleasure of meeting new people." The King took his jacket off, placed it on the chair and sat down unfastening his note book and retrieving his pen. He poured himself a drink as Sir Jacob took care to do likewise for the Emperor. "I hope my friends here have been taking good care of you. The pair of them are among my most trusted friends, Sir Harry here keeps are military in check while Sir Jacob here did his best to guide a young Prince in his political education. Perhaps today he can see whether all his work was for nothing." David took a sip of his watered down wine. "I'm thrilled you've taken up the invite to meet with me. I think this is the most important part of the Festival, a chance to show we're part of Mundus and meet people in a way that isn't a formal conference. Can I ask though, is there anything in particular that lead you to ask for a private meeting rather than just what many do which is bump into me in the Festival grounds?"

The Emperor would have been more than content to allow his cousin to handle the matters of diplomacy but Graziano had insisted that when meeting East Moreland it would be best to have the monarch do it but still that gave Marco hope that perhaps he would have a chance to meet this Queen Stasya face to face. It would just be a shame her husband would be there. He'd heard wonderful things about Lodjian women and would need to open up diplomacy there, a nation he'd take a lead in. For today though the Emperor and his cousin Prince Graziano would be making the most of this opportunity.

The scale and manner of the pomp and ceremony at the opening ceremony had impressed Marco especially seeing the Vento di Lupo among ships from a seemingly similar time period although his grasp of nautical history was rather limited. The touch of having a sword bearer was nice, he made a mental note to have Graziano work something similar out for formal occasions. He was hopeful that one day Abertone would be able to host some large scale festival such as this and the plan to do so would be part of his discussions with the King. Following the opening ceremony he made his way through the Festival grounds and to the Lighthouse. It was certainly not as regal as he had expected from a well respected monarch but it was maybe fitting for such an occasion.

Marco settled himself on the roof top terrace with his cousin and enjoyed a glass of wine, despite it being early in the morning, while he waited for the King to arrive.

It was Graziano, clearly better briefed than the Emperor, who first saw the duo of Morelanders arrive. "Sir Harry, Sir Jacob" He stood while his cousin remained seated sipping his wine. The Consul smiled as he extended his hand to each. "I have the pleasure of introducing my cousin, Emperor Marco." The Emperor remained seated and simply raised his glass to each.

"Good morning gnetleman." He smiled as he waited for the duo to take their seat. "Will your King be joining us soon?" he asked only to not sooner see the King ascend to the roof. This time Marco stood, handed Graziano the wine and approached the King with a hand outstretched. "David I think given the chance to meet a fellow monarch you should take it, especially as we have no formal connections. The idea of meeting in such a relaxed manner if rather appealing rather than around some conference table. We are after all in a position to do a deal here and now. I hope that will be the outcome. Now as for a private meeting there are going to be things that monarchs must discuss that are not for the ears of the press. The first thing I would like to discuss is you helping me put our nation on the map. I like the idea of showpieces and I intend to make a spectacle in Abertone. What advice would you give a monarch wishing to do such?"

David sat and helped himself to a cup of green tea as the listened to the Emperor speak. "Mundus has so many great showpiece events. The sporting world is dominated by them but culturally we have a few that have lapsed in recent times. You might therefore be able to help me out." David placed his cup and saucer down. " Growing up at school at I was never the most sporting of boys. I enjoyed the idea of sport but just wasn't really any good at anything other than just running and then not blessed with any great speed. It wasn't until I discovered climbing that I found my niche and well sadly that wasn't competative back in those days. There certainly weren't medals for it in the Mundus Games. As such I preferred books, especially History ones. It was this and a desire to do similar things that lead me to create the Cultural Exchange Treaty Organisation. Its done some good work but largely been inactive in recent years. What I'm proposing is a two step strategy that will help my baby and help you. To join you just have to put your name forward and two nations will nominate you, we'll be one and I suspect they'll be no shortage of takers for the second. Once in the organisation is supposed to hold an annual cultural event however this has been pretty low key over the last few years. Why not have Abertone host? You could showcase yourself and boost some tourism I suspect. I'm not sure if this is the kind of idea you were looking for?"

Marco looked across at his cousin. Reviving something that was dormant, it was maybe an easy way to get a foot on the ladder and it potentially had the ability to bring some money in for tourism. Marco and Graziano exchanged a few nods and hand waves which to David maybe looked rather odd but a lifetime of knowing each other meant such gestures were practically a language to the duo. "It is a great start. If you ensure we get into the CETO thing then I will ensure that we host an impressive festival. I naturally would like the author of the treaty to attend as my guest of honour. It would also be good if we could have some arrangement to also celebrate. I would like to therefore suggest that we, well Graziano and you as he is more policy focused than me, draft an arrangement. It would be one that would see the Empire forge a trade arrangement with the CNN. My hope would be that we would put it on paper, you could then sell it to your allies before the festival. As a grand gesture of our arrival on the international stage I would like the CNN leaders and myself to sign it in public. Now if you believe such a wide sweeping agreement is not possible then fine Abertone and East Moreland could proceed?"

This was certainly not something that the King had expected but was more than willing to roll the dice on it. "I'll be honest we have tried to avoid the CNN being seen in a similar way to the Cross Straits Union, as an economic block. We prefer to think of ourselves more as a social club that has a few political things to deal with. I though would not be put off trying to make such an arrangement work. Now if we are planning on making such an arrangement perhaps this would be a basis for where to begin."

David placed his notebook on the table showing his hastily written ideas.

1. The Parties agree that they shall undertake no action that shall knowingly harm the economy of the other.

2. The Parties agree that they shall gradually reduce tariffs over the next three years until a point where no tariffs exist. This arrangement shall cover any resources or goods that have originated from one of the Parties.

3. The Parties agree that so long as a business can provide a valid certificate of origin and that the other Party is the final destination for the attached import it shall be treated in accordance with Article 2.

4. Both Parties agree that any exports must comply with all local health and safety laws.

5. Both Parties agree that any individual with an invitation from a business in the other party may travel visa free for a maximum of 30 days in a calendar year. Beyond this a visa must be applied for. All Parties reserve the right to deny entry on national security grounds.

6. Both parties agree that they shall permit investment from the other party within their economy so far as companies involved pay relevant taxes on profits made within that nation and follow local laws governing operations of business.

7. Both Parties agree that should they wish to cancel this treaty they shall be permitted to do so 30 days after giving written notice.

Marco gave the paper his deep undivided attention for a whole thirty seconds before handing it over to Graziano and then pouring himself another glass of wine. It was therefore left to the Consul to offer his input.

Graziano found it odd that King David shunned modern technology preferring to scrawl his note but at least his handwriting was neat. "What you propose I see no issue with but I would like some additions if possible, and of course with my Emperors approval." He removed a pen from his jacket and added onto the bottom of the King's writing.

11. Both Parties agree that they shall recognise the intellectual property rights registered in the other party.


"I hope these are suitable" He asked his cousin who glanced over them and nodded to Graziano. "It is my hope that these would allow it to become easier for our nations to promote themselves to each other. For example I'm aware that East Moreland has a track record for some interesting agricultural projects, golden rice and the Yellow-Tongue vaccine for a start. We have an Eastern Part of our Empire which is heavily reliant on such a trade and therefore being able to shoscase to each other what we have could be important."

David took back his note book and looked down. It seemed that Graziano had some interesting ideas. "I can support those." David said. "Can I assume that with you putting in clauses about performers you expect there to be some cultural exchanges, I'm assuming things like touring musicians, sports etc. In that regard what do you imagine happening that would make you specifically pick this out? Its the first time I've had anyone seek visa exemptions specifically for performers. Its not something I'm opposed to, I think its a good idea, I just find myself intrigued." David smiled. "I would also like to head a little deeper than just trade. Education has been a pet project of mine for a while, tied to the cultural side of my reign. We established some time back the More and Mundus project. A scheme that currently sees us tied to around 15 countries in terms of school exchanges between students. I would very much like to make that 16. The project would involve each year a group of students coming from East Moreland to a school in Abertone, usually the trip is two weeks but we've seen some longer ones. The student would stay with a host family with a child of a similar age. They'd spend a week in an Abertone school and a week having a chance to sight see. Then when they return their host families child would come with them and we'd return the hospitality. My neice Archduchess Sophie was one of the first to go to what is now Nya Aland when we partnered with the Union of Nordic People what feels like a lifetime ago. Its a project that I will have Rhiannon and Llewellyn take part in when they get to 16 years of age."

Graziano had heard of the More and Mundus programme and approved of it. He paused for a moment or two and then looked at Marco. "I wonder Emperor if we can lead by example here. My son Andrew turns 18 very shortly. He has just a few weeks left in school. Use him as a guineia pig so to speak. Have him come over to East Moreland and then we shall host someone from East Moreland in return. If it goes well then naturally we can roll it out to schools across the Empire having said we personally stand behind it." Graziano suspected that Marco would probably struggle to pick his nephew out of a line up and so there wouldn't be much for him to think about regarding that.

Marco had been busy watching the ships out at sea and paid very little attention to what his cousin was saying. Talk of education and schools didn't really interest him. School was simply a place to turn up and you absorbed what you could. Some like his cousin absorbed slowly while he had been rather quicker, he believed that education was not as important as life experience. With his attention snapped back he gave a nod, "Yes, yes Andrew should take part. It'll do the boy good to get to see something other than farms and churches." His comment forced the Consul to bite his lip. His 17 year old son was an active member of the Order of Isidore Youth which was in effect Boy Scouts with farming and it was something Graziano was proud of. Andrew had grown into a well rounded young gentleman and his father was confident he would one day be someone who would achieve great things.

"Sign us up then." Graziano tried his best to sound pleased about the response. " I look forward to hearing of his experiences and while I know this makes us a host family I hope you would not mind the fact that whichever Morelander we got we would not have them stay with us in the Palace, we'd head out to the countryside where we have property to try and give them a more authentic Abertonian experience."

"Excellent" David grinned and considered briefly whether he should reaffirm the Ironside family commitment to the project by having Rhainnon be the first Morelander to go but at the age of nine it wasn't really the right thing to do. He was confident however that he would find people willing to go in due course. " In terms of moving this forward we have on the table then a task ahead of me in terms of getting the CNN to sign off on our agreement, I'm hopeful it will be simple enough but just in case I'd like to say that should for some reason it get turned down that we sign off on it here and now as an East Moreland and Abertone deal. We'll keep the fact its been signed private until the CNN decision has been made. If the CNN agree we announce that deal if for some reason the CNN one fails we can announce that I'd been considering this arrangement and have finally come to a conclusion. As for the More and Mundus programme we can sign off on that here and now and I'm happy to give you a gentlemans agreement on the CETO steps if that is good enough to reassure you." David addressed this part to Marco but wondered if the term "Gentleman" was appropriate from what he had heard.

"I do have a final request." David shuffled forward and produced from his briefcase a pair of binoculars. He handed them to Marco and guided his vision to a large cargo ship sat off the coast "East Moreland maintains a series of four ships stocked with supplies such as water, batteries, rations, fuel, vehicles etc. Everything a military force of 1,000 men may need for a week. In the past its been utilised mainly for humanitarian efforts, the water facilities being utilised when Tytor had problems, refugee crisis in Mavrosia, food shortages in Royal Seleucid. We have agreements with several nations that allow us to utilise their ports. Abertone is rather unique in terms of it has ports a long way apart. I was hoping we could make some deal where we could access ports in Abertone in terms of restocking, refuelling etc."

Graziano was happy with how things had gone so far. They would certainly be going home with some kind of deal but the real pay-off would be who it was with. The Consul was hoping it would be the CNN, four nations with strong economies would be a really boost to the Abertone economy but even if that didn't come about for some reason he would still have East Moreland tied up and from there they could begin building with other nations. " I'm happy to take you at your word" The Emperor interrupted Graziano's train of thought as he seemed to raise a glass towards King David.

Graziano expected Marco to continue and talk about the proposal of the ship using their docks but he went back to the wine. "We buy equipment from East Moreland companies from time to time so it would seem strange for us to say no. I think though for the fact that we would be providing ports on both Ardia and Albion means that we should perhaps look at this as a way of you also helping us. While normally ports would charge a fee simply to anchor in the docks we will waive those for East Moreland's supply ships undertaking this role. We will however keep a record of how much they would be and when purchasing our equipment we would expect it to be deducted from the bill. Is  this possible?"

To David's knowledge port fees were not exactly in the millions and so the idea of giving Abertone some discount on military exports in return for the use of the ports was not going to be an issue, especially if they were getting two ports for the price of one negotiation. "I think that's an excellent deal" David concluded. "Hopefully we can continue to help you defend your nation. I think we've done a good days business here so far. We've a potential broad economic deal, some cultural events lined up and an educational exchange to organise. Add to that some kind of reciprocation for port use for our pre-positioning fleet and I think its been a good day. Do we have anything else to discuss?"

Before the Consul could continue however there was an interuption from the Emperor who had drained his second glass of wine and placed it on the table. "I would ask for a bit more of a personnel favour. I intend in due course if we are to have a CNN friendship. I see there as a kind of logical path to this. First you as you're kind enough to host a wonderful festival. Then ask you to introduce me to Queen Stasya and hopefully through her an introduction to Queen Natalya who I understand is a personal friend of hers. Then as she is someone very in tune with the Maori them and then when I've everyone the Cenneg should be easy enough to meet. I hope therefore you'd allow me to meet your wife."

David was pleased to hear that the Abertonians seemed to want to get on better terms with the whole of the CNN and it seemed that Marco had a plan. While he had believed that Graziano to be the politican of the two it now seemed that at least on the surface the Emperor had some political thoughts. "I'd be delighted to make the introduction but even though my wife is by birth a Lodjain that gives her no sway over actually making a meeting viable. But I'll see what I can do to help out?" David excused himself and made a phone call. It took about half an hour for the Queen to arrive from the festival grounds and make her way up the steps.

"I understand I've been summoned" Stasya embraced her husband and then extended a hand to their guests. "Now Emperor Marco I understand you want an introduction to Queen Natalya I can make that happen I think. We have a season of balls taking place in Lodja. My family will be hosting one and as a leading noble family the Queen usually attends. Now if I tell her that I also have the Emperor of Abertone attending then I'm certain she'd come. So therefore can I interest you in coming to the ball?"

Marco was impressed that Queen Stasya was actually as stunning in reality as her pictures. The Emperor kissed the Queen's hand with a bow while Graziano rolled his eyes then delicately shook it. He resumed his seat next to Stasya and poured himself and her some wine. "A ball?" Marco mused. "I do rather enjoy such occasions." It was true that he did enjoy the pageantry and spectacle of them. "I can have my dancing shoes packed as soon as you let me know the arrangements and that is assuming the Queen will be in attendance. There is though one concern I have. I would be out of sorts in terms of the etiquette and even the styles of Lodja. I would hate to either embarass myself or more importantly you as my host. I was wondering if you could perhaps find me a partner to attend with, I would very much hate to find myself dancing alone."

Stasya imagined that if she contacted various families back home asking if they had a daughter willing to escort the Emperor she'd likely had quiet a contest and a media leak on her hands. She had a few people in mind she felt she could trust. "I am sure we can find a suitable lady to help guide you around the niceties of a Lodjain Ball."

David meanwhile had sent his staff away to prepare various documents and soon Quinn Germaine, David's Head of Royal Household, arrived with copies of the treaty between them. Quinn handed a copy to each of them for signing. Unlike other treaty signings there was no huge media spectacle but a photographer from the Northfort News and a reporter swung by to record the moment. While this one would feature just the name of East Moreland and Abertone the King was hopeful in the years to come her

The following agreement shall exist between the Kingdom of East Moreland and the Empire of Abertone which during this treaty shall be referred to as "The Parties"

1. The Parties agree that they shall undertake no action that shall knowingly harm the economy of the other.

2. The Parties agree that they shall gradually reduce tariffs over the next three years until a point where no tariffs exist. This arrangement shall cover any resources or goods that have originated from one of the Parties.

3. The Parties agree that so long as a business can provide a valid certificate of origin and that the other Party is the final destination for the attached import it shall be treated in accordance with Article 2.

4. Both Parties agree that any exports must comply with all local health and safety laws.

5. Both Parties agree that any individual with an invitation from a business in the other party may travel visa free for a maximum of 30 days in a calendar year. Beyond this a visa must be applied for. All Parties reserve the right to deny entry on national security grounds.

6. Both parties agree that they shall permit investment from the other party within their economy so far as companies involved pay relevant taxes on profits made within that nation and follow local laws governing operations of business.

7. Both Parties agree that should they wish to cancel this treaty they shall be permitted to do so 30 days after giving written notice.

8. Both Parties agree that samples of products or materials may enter the nation so long as they meet the following criteria.

a) They are to the value of less than $100,000
b) That companies may not ship more than $250,000 worth of samples within a nation in a calendar year..
c) Once $250,000 value has been reached a company is liable to pay import duty.
d) No fees or taxes will be charged on samples being removed from the nation.

9. Both Parties agree that equipment to be used for shows or demonstrations may temporarily enter nations so long as they conform to local health and safety laws. Such equipment may remain for 90 days after which time import duties are payable.

10. Performers are exempt from visa requirements so long as they are not deemed a threat to the national security. To be considered a working performer they must work at least 15 days out of every 30.

11. Both Parties agree that they shall recognise the intellectual property rights registered in the other party.

Having signed all the documents Marco handed his pen back to Queen Stasya, "Your Majesties have been very gracious in meeting me." He extended a hand to the King and shook hands on the deal before once more kissing the Queen's hand. "I look forward Queen Stasya to meeting again in Lodja and of course if your husband has no problem I would like to celebrate this treaty with a dance there. For now though I have a dinner appointment and I have taken up enough of your time. Thank you for your hospitality."
