Army to be deployed after sarin gas attack

The besieged city of Tamsdin in Transmecuria appeared on Monday to have been hit by a chemical attack as the Khaliniz Brigade puts increasing pressure on a Hand of Emet militiamen who have prevented them from seizing the strategically important area north of Khalin. 

Witnesses report that shelling hit Tamsdin at 3:40am this morning, reportedly spreading sarin gas over the area.

More than 40 civilians from villages downwind of the town, including children and a civil defence worker, were treated in the Medaber Mamul Civil Hospital in Khalin suffering from breathing difficulties and convulsions.

“The deliberate targeting of populated areas happened using artillery launched shells loaded with sarin which has caused an unconfirmed number of deaths” the Lakhzov Emergency Coordination Committee said in a statement released today.  "Today Tamsdin woke up breathing sarin, the Khaliniz Brigades wont stop until we are all dead" said a nurse in Douma. "Only the sun can protect us. The international community has abandoned us." she added in apparent reference to the failure of the international peacekeeping forces to control the deteriorating security situation in the region.

President Kadassa has responded strongly to the latest atrocity "Humanitarian diplomacy seems to be totally impotent, we're getting nowhere," he told reporters in Khalin where he was visiting victims. "We have been clear since the outbreak of this current crisis that we sought only to protect our people from the genocidal intentions of the Utman extremists, and yet the international community in the name of humanitarianism threatened military intervention against us. We were pressured to stand down our military and accept peacekeeping forces, with the assurance that their only intention was to stabilise the situation. As a result we now have a situation where the Khaliniz Brigades are murdering increasing numbers of Lakhzov civilians in indiscriminate, criminal attacks. A red line has been crossed, we no longer accept assurances that the international peacekeepers are able to protect our people and will be taking action to ensure that no such outrage happens again."

A Defence Ministry spokesman said that "the Ministry has been ordered to begin preparations for a military deployment into Transmecuria to bring an end to the threat from the Khaliniz Brigades."

Ministry of Defence announces capture of Achkaerinese soldiers in Transmecuria

The Ministry of Defence announced today that the Lakhzov Defence Force has made a number of arrests of Achkaerinese forces which have penetrated in to Transmecuria. The forces were captured without a firefight and are being held under guard in an undisclosed military barracks.

The arrests come a number of hours after the government announced that it was terminating Achkaerin's peacekeeping role. In a press office statement the government said that it considered Achkaerin to be in part responsible for the sarin attack after having created the conditions that allowed the Khaliniz Brigade to operate freely in the region.

Commenting on the arrests President Kadassa said "I can confirm that we have made a number of arrests of Achkaerinese servicemen discovered operating within Lakhzov territory. The LDF have been tracking the movements of these forces shortly after they arrived in our territory and the soldiers surrendered without incident. They are being well treated pending their deportation to Somerset where the remainder of Achkaerin's forces are situated."

The Ministry of Defence went on to state that while not all Achkaerinese soldiers believed to be in the country have yet been apprehended, it is expected that the remainder will be apprehended and deported in the coming days.

LDF forces approaching Kinere as Utman defensive line collapses

Kinere, Transmecura – Lakhzov forces are approaching Kinere’s National Highway 4 bridge over the Kinere River 60km east of the city, a bridge that the Khaliniz Brigades attempted, but failed, to damage in a “desperate last act” on Wednesday.

Reports coming out of Kinere indicate the militants are losing numbers and, increasingly, morale as they are trapped in the city, cut off from supply and reinforcement routes, and facing LDF forces advancing from the east and north.

On Wednesday, Lakhzovia’s joint command released a statement declaring that they are in control of the town of Tebruk, putting them in control of the stretch of Highway leading to the 4th bridge, opening up a clear route to the de facto rebel capital.

The Khaliniz caused a “drastic loss of life” in Tebruk after they embedded themselves within civilian infrastructure and attempted to use the town's civilian population as human shields. Coalition spokesperson Col. Juz Doriyan described it as a “Desperate act as they continue losing ground, and another addition to the long, and growing, list of Khaliniz war crimes.”

The Lakhzov Defence Forces are also largely in control of the districts of Atibaa 1 and 2, and Rifaq in northeastern Transmecuria, according to the military’s statement.

Fighting was ongoing in isolated pockets elsewhere in eastern Transmecuria as small cells of Khaliniz clash with Emetist Militiamen it has been reported.

The Hand of Emet also reported they liberated three villages north of the strategic town of Vilniz, some 400km west of Khalin. Prior to this the Emetist force had not reported any gains in territory for at least one week.

Since the launch of the military offensive Lakhzov forces have progressed rapidly with a heavy concentration of force to push in to the heart of the Utman rebel territory – this rapid advance has been supported by extensive aerial and artillery bombardment – a tactic that has rapidly depleted the Khaliniz capability to operate leaving them increasingly thin on the ground.

"We have worn down the terrorist organization with this type of advance," Col Doriyan said “The Khaliniz are now withdrawing their remaining fighters from the front lines to concentrate them in Kinere.”

Reports coming out of the city confirm that the group is worn down.

Militants wounded in the fighting are no longer receiving health care, the Kinere Eye, a historian and blogger from the city who has been detailing Khaliniz rule in Kinere, reported. “Khalib decided to let them die of their wounds,” he stated using a derogatory name for the group, adding that 36 militants have died without medical treatment.

The Kinere Eye also reported that militants in the eastern half of the city number about 2,000 and have begun the process of embedding themselves among civilian infrastructure but detailed that some were trying to smuggle their families across lake Kinoros and escape themselves.

One militant swore in front of other fighters that “he will not fight anymore, and escaped afterwards,” the Kinere Eye reported. Another fighter “shot himself in the foot to avoid fighting.”

The LDF spokesperson said they are not seeing a lot of defections from the Khaliniz but stated that the group is directionless. “The Khaliniz have realised that they no longer have anywhere to run to. Their seizure of power in a coup and subsequent use of chemical weapons on a civilian population left them isolated from those in the international community who had been supporting the Utman separatist movement. I think they understand that their rebellion is over and know they are soon to die; they are resigned to this fate but wish to go out fighting.”

Liberation of Kinere imminent announces LDF

During the recent days, the Lakhzov Army has made significant progress liberating Kinere from terrorists. With the LDF claiming that now is a turning point of the battle for the city.

“Utman forces in Transmecuria have lost some 60 percent of the territory they once controlled” an LDF spokesman said on Wednesday. “Over the past several days, the Lakhzov military has turned the tide in the battle for the besieged city. Over the past day, thanks to very well prepared and careful actions of Lakhzov servicemen, the situation has drastically changed. Nearly half of the territory of Kinere’s eastern part occupied by militants over the past year has been completely liberated," he said.

“The battle for Kinere has entered the decisive stage”, said President Kadassa "All the signs are that a turning point has been reached in the battle of Kinere. During the recent days, the LDF has cut a group of terrorists in the eastern suburbs in two parts and then destroyed the northern part of this group. The frontline in Kinere was reduced. Our forces which are currently attacking the rest of the militants from the east and north will further intensify combat actions," he told a press conference.

There are indications that the capture of the remainder of the city is imminent with the number of civilians leaving eastern Kinere and militants laying down arms significantly increasing. The terrorists appear to be increasingly disorganized and can no longer control the civilian population. Previously, they prevented people from leaving the city by shooting at them and planting mines along the evacuation corridors. Now, there are an increasing number of militants who want to surrender to government forces.

One expert on international security has said that the all the signs point to the imminent collapse of Utman resistance. According to him, now the terrorists understand that "resistance makes no sense." The expert also suggested that the militants are unlikely to retake control over Kinere from government forces.

"I don’t think they have forces to recapture Kinere. They received reinforcements from the hill country, but the route has been cut off by LAF aircraft strikes. Now, there is no area when the rest of the So-called opposition forces could take hold," he concluded.

Mass arrests as military cracks down on the Prefecture

President Kadassa has called for calm and reassured the country that there is no need to panic in a television broadcast today after the military launched raids against Prefecture offices across the country.

The crackdown on the Prefecture of Extraordinary Situation, normally referred to simply as the Prefecture, came after the President and military staff learned of an illicit connection between the operations of the agency, Hand of Emet militia and the Lakhzov Home Party faction of the government.

"The actions of the Prefecture and Lakhzov Home faction have been a blight on our country, the country they swore to protect and serve. Instead of promoting the welfare of all our citizens this agency and a faction of my own government pursued only their own narrow interests. The harmful actions of these groups could no longer be allowed to do damage to our people; I have therefore ordered the military to secure Prefecture sites and arrest those involved in crimes against Lakhzovia."

Defence Minister Hokhav confirmed that the military has secured all Prefecture sites and is in the process of seizing documentation "Documents will be sent to Military Intelligence for decryption and screening before being passed on to the Justice Ministry to serve as evidence in forthcoming trials of the traitors." he added that while there is no reason for the public to be concerned, the military will maintain increased patrols on city streets over the coming days following a declaration of martial law. "This policy is place purely to aid in the speedy return to normality in these trying times, citizens should have no fear in going about their business, the troops on the streets are there to ensure their own safety."

The government has confirmed that more information will be released as the investigation progresses, and that it is working with its international partners in rooting out the the "criminal infrastructure which has threatened to undermine Lakhzovia's position in the world and drive for peace."

Kadassa orders seizure of $11bn in assets as government crackdown continues




Lakhzovia has seized assets worth at least $11bn from nearly 1,000 businesses as part of a government crackdown in the months since the Lakhzov Home Party were declared enemies of the state and the Office of the Prefecture was disbanded.

The government has seized or appointed an administrator to 965 companies that employ 46,357 people, for allegedly having links to the now banned political faction which government accuses of funding the Hand of Emet militia, using government posts to engage in serious international organised crime and of attempting to organise a coup to seize the government and topple President Kadassa.

Following the discovery of the links between an international drug trafficking ring, the Lakhzov Development Corporation (LDC), the Hand of Emet militia and the Lakhzov Home faction, the President imposed martial law and launched a sweeping crackdown in which more than 140,000 people, including soldiers, teachers and academics, have been detained, dismissed or suspended for links to the faction.

The purge and the authorities’ decision to target businesses has rattled investors and has caused a slowdown in what has been one of the better performing emerging market economies. The companies’ assets are now held within the Restitution of Illegitimate Proceeds Fund, and are scheduled to be auctioned off to the highest bidders with the proceeds being used to compensate those who have suffered as a result of Lakhzov Home’s illegal activities. This includes an expected pay out of nearly $100,000,000 to Rokkenjima following the destruction of their embassy in a Hand of Emet and as compensation for the Trinitron cyber-attack which appears to have originated from the LDC.

 Nakim argues the seizures are evidence of the extent of the Lakhzov Home’s infiltration of the economy and state. All the companies are now run by government appointed trustees, while their owners are either imprisoned or abroad. Few, if any, executives have been successfully convicted, leading to criticism from some that President Kadassa has become increasingly autocratic. The state of emergency means it is impossible for the business owners — one of whom described the seizures as a forced transfer of wealth — to challenge Kadassa’s decrees in court. The combined revenues of the seized companies was around $11bn before the seizure.

Lakhzovia declares final victory over Khaliniz Brigades

President Sachim Kadassa declared final victory over the Utman Khaliniz Brigades on Tuesday after Lakhzov forces drove its last remnants from the country, over a year after the militant group captured the majority of Lakhzovia’s Transmecuria province.

Lakhzov forces recaptured the last areas still under Khaliniz control along the border with Valokchia, the military said.

“Honorable Lakhzov: your land has been completely liberated. The dream of liberation is now a reality,” Kadassa said in a televised address. He was speaking with five Lakhzov flags and dozens of servicemen from different branches behind him. “We have accomplished a very difficult mission. Our heroes have reached the final strongholds of the Khaliniz Brigades and purified it. The Lakhzov flag flies high today over all Lakhzov lands.”

Several squadrons of Lakhzov helicopters flew over Nakim carrying Lakhzov flags at noon, in an apparent rehearsal for a victory parade that Lakhzovia is planning to hold in coming days.
The government said the declaration meant lakhzov forces had secured the western hill country and the entire Lakhzov-Valokchian border, and marked the end of the war against the Utman.

Kadassa declared October 16 a national holiday to be celebrated every year. State television aired celebratory songs praising government forces and showed scenes of celebration on the streets of Nakim, Khalin and other major cities across the country.

 ETERNAL ENEMY

Kinere, the group’s de facto capital in Transmecuria, fell in July after a grueling nine-month campaign backed by an international coalition that saw much of the northern Utman majority city destroyed.

The forces fighting the Khaliniz Brigades in Transmecuria now expect a new phase of guerrilla warfare, a tactic the militants have already shown themselves capable of.

Kadassa said that “despite our victory over the Khaliniz Brigades today, Lakhzovia must be prepared for future threats… The Khaliniz Brigade’s dream is over and we must erase all its effect and not allow terrorism to return. Despite announcing final victory, we must remain vigilant and prepared against any terrorist attempt on our country, for terrorism is an eternal enemy.”

The war has had a devastating impact on the areas previously controlled by the militants with an estimated 2.4 million people currently displaced by the fighting of which 2 million are thought to be ethnic Utman.

During their control of the province the Khaliniz Brigades imposed a reign of terror on the populations they controlled, alienating even many of those Utman who had welcomed and supported the group as allies against the Lakhzov government rule.

FUTURE CHALLENGES

Driven from the outskirts of Khalin, the city the Utman claimed for their future capital, the Khaliniz Brigades were progressively squeezed this year into an ever-shrinking pocket of territory straddling the Lakhzov-Valokchian border, by enemies that include regional states, local militias and global powers.

Kadassa recognised the role played by the Hand of Emet militia in driving back the Khaliniz Brigades, however made clear that the conduct of the militia, especially in relation to Utman civilians, could constitute war crimes and called upon the militia to disarm for the sake of peace “Weapons should only be in the state’s hands. The rule of law and respect for it are the way to build the state and achieve justice, equality, and stability,” he said.

The President called for unity, which he said was the main reason for the victory, a reference to the contribution of different communities, including Axicz and Ceouz Utman soldiers. “The joy of victory is complete with Lakhzovia’s unity after it was on the verge of division. The unity of Lakhzovia and its people is the most important and greatest accomplishment,” he said.

Still, disarming the Hand of Emet is seen as Kadassa’s most difficult test after the Khaliniz Brigade’s defeat.

President Kadassa Announces Lakhzov Support for Beleaguered Slava Lavosk

The President today announced Lakhzov support for Slava Lavosk during an interview on Army Radio. In a move likely to surprise policy experts the President has radically departed from the Rokkenjiman line on the mounting Midaranye crisis where tensions between Slava Lavosk and the neighbouring Tamoran Slave State are reaching boiling point.

The conflict surrounds the status of the region known as the Medak Pocket. This area across the natural border formed by the Lavosk mountains contains a large population of ethnic Tamorans and forms a continuation of the Tamoran lowlands, however the area is internationally recognised as Slava Lavoskian territory and Slavs form the majority of the population.

Tensions have arisen as a separatist movement among the ethnic Tamorans has gathered pace threatening the stability of the western frontier. As the Tamorans have increasingly come to reject the authority of the Slava Lavosk government Tamoran cultural practices deemed illegal in the civilised world have begun to emerge, first among these is the institution of slavery. Reports have emerged of the abduction and smuggling of Slava Lavoskian citizens across the frontier into Tamora where they are fated to become chattel slaves.

This has led to an attempted crackdown by Slava Lavosk authorities who have been attempting to halt the illegal people smuggling operations, secure the border and stifle the threatened Tamoran uprising. This has resulted in deaths after ethnic Tamorans began rioting forcing authorities to intervene, there have also been reports of minor border skirmishes with the Tamoran military.

Commenting on the tensions President Kadassa said “The Slava Lavosk nation is facing a threat that Lakhzovia is all too accustomed to; that is, the threat of terroristic minded violent separatists who seek to sow divisions, undermine the territorial sovereignty of the state and subjugate the rightful occupants of the land. That the Tamorans enshrine the inhumane practice of slavery as a religious virtue and seek to extend this to the Medak region shows even more the importance of ensuring that Tamoran designs on the region fail. Slava Lavosk is entirely justified in taking whatever actions are necessary within the scope of reasonable force to ensure that their population in Medak are protected from the evil sought by the Tamoran Slave State. As such Lakhzovia offers Slava Lavosk our full support in their efforts to curb the Tamoran insurgency.”

When pressed on the alleged use of concentration camps and the planned Crucifixion of Dilara Haghighi the President downplayed the seriousness of the detention camps while urging Slava Lavosk to reconsider the chosen method of execution saying “These two things are separate issues that should not be conflated as equal human rights issues. In the case of the camps these have been established to detain those suspected of being part of a terroristic movement engaged in the criminal act of enslavement, people smuggling and insurrection. Lakhzovia recognises fully the right of Slava Lavosk to take extraordinary measures to protect its citizens. In the case of Dilara Haghighi we have a situation where an individual has been convicted of being directly involved in acts of gross inhumanity, by all accounts she is an appalling individual and deserves the death penalty; in fact, under Lakhzov law she would also be condemned to death. However, the chosen method of crucifixion extends well beyond what could be considered reasonable for the protection of society and crosses into the realm of inhumane. I would urge President Kravec to reconsider the use of a method of execution which should remain abandoned in the dark ages, if only to retain Slava Lavosk’s moral ascendancy over the barbaric Tamoran Slave State.”

The interviewer subsequently asked Kadassa what his thoughts were regarding Rokkenjima’s stance on the ongoing crisis, and whether he expected any repercussions from Lakhzovia’s closest ally. The President made clear that while he values the Rokkenjiman friendship, that Lakhzovia is a sovereign nation entitled to its own foreign policy. He also emphasised that despite the apparent disagreement Lakhzovia and Rokkenjima remain committed to complementary goals saying

“We hear often from the alarmists that the Nakim-Pyrena Accord is under threat, however what they fail to appreciate is that the accord is a document that sets out a partnership between our two nations, not the subservience of Lakhzovia to Rokkenjiman interests. Having had personal dealings with the Empress of the First Empire I can assure you that our nations share a relationship based on mutual respect and understanding, our end goals are broadly the same; we both strive to ensure stability, security, peace and the enhancement of human rights. Where we differ at times is in how this is best achieved. Take for example the case of Tamora. While both Rokkenjima and Lakhzovia are opposed to the chattel slavery that has been institutionalised in Tamoran society the Empress has come to the belief, misguided in my opinion, that the best way to ameliorate that particular evil is to avoid creating a siege mentality or economic hardship that could lead to further enslavement. While that position is entirely understandable it is one I disagree with, it is clear to me that attempts to nudge Tamora to reform will fail as the institution of slavery is too deeply engrained in the nation’s religious culture. Thus Rokkenjima’s apparent support for the Tamoran regime, and hostility to Slava Lavosk can be seen as an error in moral calculus, but one Lakhzovia feels unable to join them in.”

Supreme Court ruling clears way for uranium mining in Scheduled Tribal Territories

The Supreme Court today ruled in a 2 to 1 vote to allow the government to commence uranium mining operations in the Scheduled Tribal Territories of the Rossetian desert. Government plans have been hindered by the objection of the local Djibek Mulang tribe who's land the deposits were discovered in.

The point of contention was whether the government had the right to enforce the compulsory re-purpose of the land the deposit is situated under and the relocation of villagers from the area. While the government has argued that they are entitled to do so under the provisions of the constitution that charge the government with the duty to provide 'stewardship and protection' to the Mulang tribes people as well the responsibility of the state to ensure the economic integration of the tribal lands into greater Lakhzovia.

The Djibek tribal leaders argue that the area has been their grazing grounds for generations and is recognised by the entire tribal system of the desert as being their tribal territory. They argue that no relocation package could make up for the loss of their cultural ties to the area.

The region's rich deposits of uranium first came to the attention of the government after health outreach workers noticed an abnormally high incidence of cancers, goitres, childhood leukaemia and birth defects. Further investigations discovered high levels of dissolved uranium oxides in the water table of the area resulting in a full geological survey that determined the region known as the Djibek triangle to contain one of the richest deposits of exploitable uranium in western Cotf-Aranye.

The government has since sought to relocate the tribes people to new lands within Rossetia arguing that as stewards and protectors of the Mulang people it was their duty to ensure that the population was moved away from the harmful environment they currently inhabit. Piri Shanketz Minister for Environment said "We have a situation where hundreds of people: men, women and children are living on land that is slowly killing them; where the very water they drink and food they eat is literally poisonous. It is our responsibility to ensure the wellbeing of these people and unfortunately in this case that means moving them to a safer environment."

A local Djibek Elder rejects this argument "Our people have lived on these lands for generations. It is here that the bones of our ancestors reside, where our spiritual protectors reside. The Lakhzov want us gone because they desire what is under the ground, but this land is ours and we will never leave."

The Supreme Court however has backed the government stating in their determination that "The Government has satisfied us that its actions fully abide by the Constitutional responsibilities and restraints imposed upon it, a document that the Djibek Tribal Group themselves ratified the Constitution in whole.

We are additionally satisfied that the government's intended relocation and compensation scheme, including a share of future mining revenues, will lead to the material betterment of the Djibek."

While a date has not yet been set for the commencement of mining operations, the government is expected to begin preparations for the relocation of the tribal villages in the next 6-8 months.

Encouraged by the return to peace following the devastation of the civil war, Lakhzov citizens have turned out in record numbers to welcome in the first night of Natan Or, the festival of lights.

Extravagant celebrations were held in cities throughout Lakhzovia, while the largest displays occurred in Khalin and New Nakim where public spaces have been elaborately decorated with colourful lights, while concerts and street parties climaxed in fantastic fireworks displays and a mass release of flying lanterns.

The festival of Natan Or, ‘Giving of Light’ is a 7 day festival held in the winter during which people decorate their homes and environment with lights. Traditionally lamps are lit with the number of lamps increasing each night to represent the desire that the light of Emet be reflected on Mundus as it is in the heavens and that the light be increased until night is banished for good.

Many classic Medaberic commentaries suggest that the darkness referred to in the Takhmud is in fact a metaphor for death; From this draw the belief in the immortality of the soul as well as the idea that in the end of days death will be abolished. As a result it is common for people to visit and tend the graves of loved ones where they will light lamps and read Olamim 10:3 - “When man was young and had never yet seen the long night, dusk seized upon his heart with terror. Seeing man’s trembling Emet spoke saying ‘Fear not the darkness that closes in, for it too shall pass and never overtake you. Behold I have put my lamps in the heavens so that when you look into the void you shall know that I am with you.” - to comfort the soul of the dead that they will be restored.

Foreign dignitaries invited to enjoy the celebrations with President Kadassa in New Nakim include the ambassadors from Rokkenjima, Achkaerin, East Moreland, Huisslandia and other nations with diplomatic missions in the Capital.

Government announces snap election

President Sachim Kadassa today surprised political analysts when he called early elections for both the Senate and Presidency, setting the stage for a month-long campaign that will provide the first Presidential elections in over a decade.

Riding high in the polls, Kadassa appears all but certain to win a third consecutive term, securing his legacy as both the first, and longest running President in the country's history. Appearing loose and confident, he listed his government's accomplishments in office and said he hoped his current religious, nationalistic coalition would be the "core" of Lakhzovia's next government as well.

"We will ask the voters for a clear mandate to continue leading the state of Lakhzovia our way," he said to applause from party members.

Kadassa who was first elected to the Presidency after independence in the late 1980's has gone on to win all subsequent elections providing him with tenure of over thirty years in office. His supporters point to a an expanding economy, his handling of security issues, particularly countering the threat of Utman terrorism in the region, and his gains on the diplomatic stage, including a close alliance with Rokkenjima that has paid important dividends.

But critics say these gains have come at a deep price to democratic vision put forward at Lakhzovia's foundng. Kadassa's hard-line government has promoted a series of laws that critics say are aimed at muzzling liberal critics and sidelining the minority Utman population. They point to wide gaps between rich and poor and high cost of living, and say that by neglecting the Utman issue and continuing with harsh policies in Transmecuria, the country is on the path to becoming dangerously divided.

Former opposition leader Argan Tsagarai has called the elections the most important in a generation, "If we all act properly, on election day we will part with Kadassa," he said speaking to FMN. "The state of Lakhzovia will get on a different path instead of this nationalist, racist, dark vision."

However the current swell of support for Kadassa's Lakhzov National Congress Party following the victory in the recent civil war makes the re-election of the President and his coalition partners almost certain.

Kadassa is expected to lay out his manifesto in the coming days, providing him with an advantage over his opponents who are expected to struggle to put together their campaigns over the next week.

Voting Intentions: The LNCP has opened a 20 point lead in polls

A recent poll of voting intentions has shown Kadassa's Lakhzov National Congress Party open a significant lead over their rivals the Democratic Alliance. With over 50% of voters pledging their support to the LNCP Kadassa's party looks set to return a landslide victory in the elections, due to be held in a weeks time.

The popularity of the party has surged following the end of the Utman Conflict with the majority of the Lakhzov population viewing Kadassa and his Ministerial team as responsible for avoiding foreign invasion and bringing an end to the violent Utman separatist movement with minimal disruption to Lakhzov civilian life. Many feel that Lakhzovia is in a stronger position internationally and domestically as a result of Kadassa's policies and this has translated into electoral support.

The other side of the story is the collapsing ratings for the Democratic Alliance, who's leadership through its militant response to outcome of the last election are viewed as having triggered the series of destabilising events that led the country to the brink of civil war.

They are largely viewed in light of their past expressed sympathy for the Utman cause and apparent collusion with foreign powers, to have acted in a treasonous manner. That Argan Tsagarai remains in self-imposed exile simply adds to this perception, and leaves the party without a strong uniting leader.

In another significant development the Superior Court has ruled that citizens displaced by the conflict have a right to vote in the election in the locality that they are currently resident. This has alleviated concerns that the large numbers of internally displaced refugees might have effectively been disenfranchised, with potential implications for the ongoing peace in the Transmecuria region.

Kadassa wins landslide victory as Lakhzov National Congress Party secures Senate majority

President Kadassa has won a landslide victory in the first Presidential elections to be held in over a decade. The final count revealed that the President had been re-elected with a considerable 73% of the vote on a turnout of 86%. Declaring victory Kadassa said "Today the people of Lakhzovia have spoken with one voice and selected me to lead them towards the bright future that is our destiny. I am humbled by their faith in my administration and shall not disappoint them."

Kadassa is expected to outline his legislative agenda for the coming years in his inaugural speech. He is anticipated to announce a programme of reforms and modernisation aimed at boosting Lakhzovia's economic standing. It is also expected that the President will be looking to expand Lakhzovia's influence on the international stage, with speculation that he will announce plans to begin the process of joinging the Cross Straits Union. There are rumours that Kadassa will also seek to use his renewed mandate to push for constitutional amendments aimed at restructuring the boundaries of provincial governmental districts and allow for a formalisation of power devolution in the Ceouz Autonomous District.

While the majority of attention has been on President Kadassa, his party, the Lakhzov National Congress, has itself achieved a significant reversal of fortunes, sweeping to power with 58% of the national vote when combined with the seats taken by its sister party the Axicz National Congress, puts it in a position to secure the necessary two thirds majority required for constitutional amendments to pass the Senate.

The Party's main opposition, the Democratic Alliance, has suffered a devastating loss of support since the last election receiving less than 30% of the total cast votes, while the Utman Shanata Party polled strongly in some districts of Transmecuria yet still suffering a loss of Senate seats.

Government Outlines Reform Agenda

The government today has released the much anticipated reform agenda that was promised as a part of President Kadassa's electoral manifesto. The agenda itself cover a range of policy changes and initiatives ranging from constitutional reforms to programmes designed to boost the economy, here we outline the most significant changes proposed by the LNCP government:

Provincial Administrative Adjustments

The government is seeking constitutional amendments to allow adjustments to be made to the provincial boundaries, including the creation of whole new provinces. The argument is that the current provinces are a hangover from the days of the United Peoples' Republic and do not reflect the demographic and geographic realities of the country. The boundary adjustments are aimed at providing better provincial administration and to provide better representation to communities which had previously been marginalised.

This will see the creation of the provinces of Axicz, Tziphon (formerly North Rossetiya and Khakh respectively) and the Capital Provincial Region around Nakim.

Autonomous Areas

The government seeks to introduce a formal constitutional framework for the granting of limited autonomy to certain regions. This is in order to formalise the status of the Utman Autonomous District of Ceouz and allow for the creation of a new Utman autonomy in the Utman majority blocs of northern Antemecuria.

Energy Policy Reform

The government seeks to reduce Lakhzovia's reliance on fossil fuels for energy production, favouring an expansion of low carbon alternatives that are expected to include heavy investment in solar power, hydroelectricity and nuclear generating capacity. This mix of options is expected to completely replace the current generation of coal and gas plants within the next fifteen years while also allowing the country to meet the demands of a growing economy.

Infrastructure Investment

The government seeks to invest heavily in infrastructure in the country's hinterlands in order to promote development of the neglected rural regions. This will see the construction of new highways, railways and airports.

Trade reforms

The government has applied to join the Cross Straits Union which will provide Lakhzovia with access to a large number of markets. It will also make Lakhzovia a more attractive option for investment. As such the Ministry of Trade will be looking to drop tariffs on imports which will raise the standard of living and stimulate the economy.

Promotion of Localisation

The export of rare earth metals from the Axicz mines will cease, while the government will establish special economic zones in Rossetiya and Luriya aimed at attracting electronics manufacturers to establish production facilities in the country. This should support the development of a local supply economy geared towards electronics production that will promote the further development of a high tech industrial hub in the country.

Ministry of Energy unveils nuclear power plans

The Ministry of Energy has today unveiled its plans for the construction of Lakhzovia's first nuclear power plants, in what it calls a strategic expansion of Lakhzovia's electricity generating capacity. The plans are for five "Or Ha'atom" Magnox power plants to be built as a part of the first phase, which will also see the construction of the necessary supporting infrastructure such as a fuel manufacturing and reprocessing facility, a vitrification plant and deep geological repository. Phase one will also see the start of research aimed at developing the next generation of nuclear plant in preparation for roll out in phase 2.

The Or Ha'atom plants are based largely on designs produced in the last years of the United Peoples' Republic. While the UPR began construction on a prototype magnox plant the project was abandoned amidst the economic and political crisis of the 1980s. While the original plant has proved to be structurally unsuitable for continued use, the designs themselves have proved, with minor updates, to be workable.

Commenting on the plans Minister of Energy Erdan Araval said "Lakhzovia considers the current climate challenges facing the world to be of great importance. As a country that already experiences extremes of weather, from scorching summers to monsoon flooding, we are particularly vulnerable to the increasingly erratic climate events linked to anthropogenic climate change. These threats can only be managed by the concerted effort of governments across Mundus making choices to lower their emissions of greenhouse gases.

In addition to this Lakhzovia is also threatened with a looming energy crisis as our coal and gas plants begin to reach the end of their intended generating life and head for decommission. This combined with a growing economy threatens the stability of our future supply. It has therefore been decided that the only practical way for our country to avert an energy crisis while remaining committed to achieving a low carbon economy is to massively expand our mix of low carbon power production. This includes not only expansion of solar and wind power, but also the development of a network of nuclear stations capable of providing reliable base load and load following power to the national grid.

The design of Or Ha'atom Magnox plants was chosen for two primary reasons. First the majority of the design work had been completed by the UPR government in the eighties, requiring minor adjustments by our teams to bring the plans into alignment with modern safety guidelines. Second the design will allow us to utilise natural uranium as a fuel, greater reducing the cost of fuel processing and allowing us to more readily utilise our own proven uranium deposits."

Tikkonist Movement decreed Heretical Cult - Medaberit urges government ban

A conclave of Lakhzov Chief Medaberim have today issued a formal decree against the 'Tikon Alam Movement' and it's leader Gaal Rutzan. Declaring the movement a spiritually hazardous and heretical departure from Emetism they have moved to strip Rutzan of his Medaberic ordination and excommunicate him and his followers.

Reading a prepared statement the Chief Medaber of Khalin said: "For some time the Medaberit has expressed our concerns at the teachings of Gaal Rutzan, particularly in their departure from the tradition we have inherited from the sages. This tradition has been faithfully handed to us in an unbroken line of transmission directly from the Prophet Naqsim himself, it is therefore not within the remit of any single Medaber to discard these teachings.

The introduction into the Emetist tradition of foreign concepts such as dualism, the notion of the irredeemable corruption of matter and a warped, immanentist eschatology, present a grave moral hazard to adherents.

We cannot allow this form of spiritual poison to go unchallenged, or to be allowed to spread under the respectable guise of Emetism. The Conclave of Medaberim therefore call on the government to formally ban this dangerous cult before further damage is done to the moral life of the nation."

The Tikonist movement responded to the declaration by saying "While we are not surprised at the action of the Medaberit we are none the less disappointed. Our movement seeks to repair the damage of the world by uniting all the righteous in the light of truth, an idea which Naqsim himself was the embodiment of. We will continue to reach out to the righteous of the world in order to do our part in bringing about the long awaited 'World to Come' in which light will finally triumph over all wickedness."

A spokesman for the Ministry of Interior said "The government does not take an opinion on the legitimacy of different branches of Emetist thought. We recognise that belief is a highly personal and important part of a citizen's identity and is a right protected by our constitution. While the government recognises the right of the Medaberit to govern aspects of the Emetist faith it is not within our remit to act as mediator or to outlaw alternative interpretations of the faith."

Kadassa attends ceremony as Narantz Nuclear Plant construction advances

Lakhzov state nuclear corporation Lakhatom has announced completion of the basemat for the nuclear island buildings of unit 1 of the Narantz nuclear power plant in Luriya province.

President Kadassa attended a ceremony to mark the pouring of first safety-related concrete for unit 1. The milestone was completed on 23 September and involved the casting of 17,000 cubic meters of self-compacting concrete, Lakhatom said. Construction of the exterior and interior walls of the reactor building will be the next stage, while building concrete bases for the auxiliary reactor building and the emergency control room building are simultaneously under way, it added.

The four-unit plant, the largest so far commissioned, is part of Kadassa's 'New Future' initiative to retool the Lakhzov economy for the 21st Century and is intended to reduce the country's dependence on energy imports. The first unit is scheduled to begin production within the next few years with other units coming online as they are completed. The plant is expected to meet about 10% of Lakhzovia's electricity needs.

Speaking at the ceremony President Kadassa said "This plant, just one of many that are currently under construction, are the first step of our country onto the road to energy self-sufficiency. Our native designed and self-built plants are a clear message to the world that Lakhzovia is a country just as capable, technologically proficient and dynamic as any other on Mundus."

Kadassa dismisses Pharaoh Beketaten-Hesy-Re's remarks: "Who is she again?"

Pressed by the media President Kadassa today responded dismissively towards news that the state of Clysperis had decided to impose sanctions on the Lakhzov Republic, seemingly having to be reminded of who Pharaoh Beketaten-Hesy-Re was.

The exchange began when a journalist asked the President what he thought of Beketaten-Hesy-Re's announcement of sanctions against the country, during a Presidential visit to Khalin University to which Kadassa is recorded as asking "Who is she again?" at which point a bemused aide whispered into his ear, presumably informing him that she is the Pharaoh of Clysperis.

The President then explained that "As far as Lakhzovia is concerned Clysperis is a nation of minimal importance to us diplomatically and economically. I cannot, in fact, think of a single import or export between our countries" he said, adding  "I doubt I could locate it on a map." much to the amusement of the gathered students.

The Ministry of foreign Affairs later issued a statement clarifying that "As a matter of policy the government of Lakhzovia does not take a view on Clysperis. We have minimal diplomatic and trade links with the Midaranyean country and no strategic interests tied to it. While we are surprised that the Pharaoh felt it necessary to make a public show of announcing the cutting of non-existent ties and trade with the Lakhzov Republic, we understand this in the context of regional politics as being a piece of diplomatic theatre to demonstrate their fidelity to the Tamoran Slave State. Lakhzovia remains committed, along with all other moral nations on Mundus, to the isolation of the Slave State until such a time as the barbaric institution is abolished and the Tamoran people join the human race. It is unfortunate that Clysperis would seek to overtly support the monstrosity that is the Slave State, however that is their choice, let history judge them for it."

Police respond to attack on Manist Community Centre

The Nakim Metropolitan Police have arrested 24 men involved in a mob attack on a Manist Community Centre located on the edge of Nakim's old city. Manist worshippers belonging to the tiny Tamoran diaspora community were forced to barricade themselves in the centre following assaults from a large group of young men who proceeded to break windows and force the main door.

Police arrived within ten minutes of receiving the first panicked call from the community and quickly broke up the mob, making a number of arrests at the scene. A police spokesman confirmed the incident saying "We were called to the Manist Community Centre following reports of targeted physical abuse and following a brief altercation made twenty four arrests. Those taken into custody will be questioned and released on bail pending a decision from the State Prosecutor's Office on whether to proceed with formal charges."

The young men have been identified as students of the nearby 'Midrossa Or HaEmet' a religious study institution closely linked with deceased extremist Medaber Danoi Yishveliy. This is not the first time the Midrossa has come under scrutiny with past complaints of aggressive behaviour and intimidation being lodged against the students by nearby residents.

The Chief Medaber of Nakim has responded to the events by calling for increased tolerance "The news of this attack on a small, peaceful and defenceless religious community comes as a shock to me. The heart of the Emetist faith is predicated on the love of peace, tolerance and protection of the weak, these are the values which we should seek everywhere to promote. I am especially concerned to learn that this violence originated from those studying at an Emetist house of learning and I will personally be holding talks with the Midrossa Principle to establish exactly why their students are behaving in such an undisciplined manner divorced from Emetist values."

The President's office promised that following the attack that the government would act to provide greater security to the Manist community, providing funds to upgrade their security arrangements while also running their own investigation into the Midrossa.

The Manist community of Lakhzovia is comprised of approximately 4,000 souls all of whom live in the capital Nakim where they are concentrated on the old city margins. The community has a mere five houses of worship and two community centres and live somewhat secluded from their Lakhzov neighbours.

Tensions between them and their neighbours have grown in recent years as their neighbourhoods have experienced an influx of religious Lakhzov residents attracted by the increasing number of Midrossa's being built in the area. Incidents of verbal assault and other anti-Manist behaviour have increased as Lakhzovia has entered into diplomatic conflict with the Tamoran Slave State.

The current events come on the back of another incident in which graffiti denouncing the Manist's of Nakim as 'blood soaked slavers' appeared prominently in the main shopping street of the heavily Manist Tibrok neighbourhood.

Lakhzovia today celebrates the holiday of B'rit Olam (Covenant of the World), ushering in year 5778 of the Lakhzov calendar.

According to Emetist belief B'rit Olam was instituted by God in order to mark the act of creation which traditional scholars place as having occurred almost six thousand years ago. The Takhmud, in the book of Olamim says “And so it was that in Emet the world was made to be, and with creation was made a covenant of truth as testimony that all that exists should turn in thanks for their blessings.” From this came the festival we know today in which followers of Emetism show thanks for the bountiful world Emet created for us.

The festival falls in the autumn around the time of the harvest in line with the belief that Emet created a fruitful world bursting with life. The theme of the festival focuses heavily on the ideas of the enjoyment of plenty and the birth of the new. It is typically celebrated with large festive meals, gifts to the poor, the feeding of wild animals and the lighting of bonfires. Other customs include the ritual sowing of the first seeds of the new growing season and the buying of new clothes.

One of the most eye catching festival traditions involves decorating the ceiling of the main room of the house with an elaborate display made of fruits. The family and guests then dine under this canopy which symbolically represents the initial paradise man found himself in when he was first created.

Protests outside Achkaerinese embassy as Lakhzov CSU application rejected


Protesters have gathered outside the Achkaerinese Embassy in Nakim after it was leaked that Lakhzovia's recent Cross Straights Union membership bid was rejected on the basis of Achkaerinese disapproval. Lakhzovia had made an application to join the body as a full member as a part of President Kadassa's promised economic reforms which were promised to propel the country into the status of a global power, as such the rejection presents a major embarrassment to Kadassa and his government, with some openly questioning the viability of the entire reform package.

Leaked internal Lakhzov National Congress Party communications give Kadassa more cause for worry as an apparent rift has opened in the party between the centrist wing which promoted furthering ties and alignment with the liberal democratic nations of the CSU,  and the right wing of the party which has historically resisted concessions on social reforms in favour of maintaining hard line traditionalism.

The protests were made up mostly of centrist and liberal groups who were dismayed at what they describe as the shortsightedness of the Achkaerinese government "Achkaerin presumably rejected our application because of the civil war and their concerns about human rights, don't they realise though that granting Lakhzov membership of the CSU would empower the reformers and allow them to have greater influence on nudging Lakhzovia towards the nation we all want it to be? All they have done is hand a victory to the hard right and doomed Lakhzovia to become exactly the country they fear." said one protester brandishing as placard that posed the question "Achkaerin, are you retarded?".

The Office of the President released a statement saying "We are of course disappointed at the outcome of the vote. However it was always clear that membership of the Cross Straits Union was but one element of a multifaceted plan to modernise the Lakhzov state and economy. As such while this rejection present us with a minor setback we do not expect it to interfere with our ultimate aim. Our government will be meeting to discuss alternative avenues to achieve our desired outcome and fulfil our mandate."

The Ministry of Foreign Affairs has confirmed that they will be summoning the Achkaerinese Ambassador to explain their country's decision.



Government announces plans to ease travel for Manist pilgrims

The government today announced that it is seeking to ease travel restrictions for the small Manist community living in Lakhzovia in order to allow them to participate in pilgrimages to their Holy sites in Tamora.

Due to the historical hostility and lack of formal diplomatic relations between Lakhzovia and Tamora the Manist community in Nakim have been unable to visit their spiritual homeland. Kadassa speaking at a press conference earlier today stated "We Lakhzov know too well the pain of being denied the ability to access our sacred sites, we know also that a soul deprived of its spiritual fulfilment withers. We cannot therefore in good conscience allow to continue the situation where a religious minority is deprived of such fulfilment simply because of the diplomatic stance of two governments. We are therefore seeking to ease the transport restrictions on Tamora in order to facilitate pilgrimage of Manist adherents."

When asked the Ministry of Foreign Affairs confirmed that while there will not be direct flights between Lakhzovia and Tamora the laws around exit and entry visas are to be relaxed so that it will no longer be considered a criminal offence for a Lakhzov citizen to enter Tamora via a third country.

Chief Medaber of Nakim calls for Government to lift Tamora sanctions


In the light of eased travel restrictions the Chief Medaber of Nakim has called for the complete removal of sanctions on travel and monetary transfers between Lakhzovia and Tamora. This comes after a resolution by the Gemakh Federation of Lakhzovia (GFL) of which the Medaber is President to establish a Benevolent Fund aimed at providing interest free loans to Tamoran debtors to allow them to avoid being forced into indentured servitude. Speaking at a press briefing after the GFL meeting the Medaber said:

"Emetism has a long tradition of maintaining the spiritual equality of all men, stemming from this is the key concept of Khesed, that is kindness and charity. A follower of Emet must always be ready to extend hospitality and aid to those in dire need. On this basis our communities have long run Gemakhim, charitable deposits that offer free loans of money, furniture, clothing and equipment. This system of social solidarity was born under the harshest days of Utman oppression of our Emetist community and today has grown into the Gemakh Federation of Lakhzovia of which I am President.

In our meeting today we recognised the Emetist values expressed by our Government's decision to ease the ability of those of the Manist faith to tavel to Tamora for pilgrimage purposes. However we feel that this does not go far enough. It was the decision of the Federation that this thaw in relations presents a unique opportunity to address one of the most significant social questions in Mundus today in a way that shows sensitivity and humanitarianism in line with the spirit of Emetism. We are proposing to establish a Benevolent Fund that will extend interest free loans to Tamoran citizens that have fallen into debt and are at risk of indentured servitude. This Fund would be non-activist and would not be in the business of buying Contracts of Indenture.

In order for the proposed Fund to function though we would need to be free to transfer money and personnel to Tamora and call upon the government to review their current sanctions policy in this regard."

Utman Autonomous Region signed into law

The government has announced that negotiations on the settlement of the Utman question have concluded with the parties agreeing to the creation of an Utman Autonomous Region in the west of Transmecuria province. A team of negotiators led by Arad Irdan met with representatives from East Moreland and Achkaerin to hammer out the details of an agreement that aims to allow the Utman population limited self-governance in a designated autonomous zone.

As a part of the agreement refugees currently residing in East Moreland and other countries will be repatriated to the newly created territory where they will be able to vote in elections for their own regional government responsible for education, tax collection, policing and developmental policy. The government has expressed confidence in the solution as the only one that respects the legitimate rights of both Lakhzov and Utman citizens while ensuring security for all residents of the land.

Some conservative commentators have expressed dismay at the move viewing it as a concession on Lakhzov sovereignty at the behest of foreign powers that lays the ground for future agitation for full separation of an Utman state from Lakhzov territory; on the other side of the divide hardline Utman voices have denounced the plan as an attempt to kill all future hopes of an independent Utman state and have urged the Shanata Party to refuse to accept the transfer of authority. One academic speaking on the basis on anonymity said "This deal has been drawn up by the Kadassa Regime and presented for approval to foreign powers, at no point was an open and honest conversation had with the Utman people or their representatives. That this deal is being pushed by the Lakhzov oppressor should be all people need to know about what its aim is, this piece of paper is designed to win the Regime favourable opinion among the world powers while simultaneously strangling the remaining life out of the Utman cause. Any party that cooperates with such a move can be called nothing other than a traitor."

A government spokesman said "Given the long and painful history that has existed between our two peoples it is understandable that bold moves like this are likely to evoke strong emotions on both sides. The fact that we have received criticism is vindication that the government has managed to produce a fair compromise resolution to the conflict in which concessions have had to be made by both peoples. This agreement is not the end of the process of reconciliation, rather it is the starting point for the process of healing the country and we encourage all to engage sincerely in the process."

Government Announces Reforms Package

The Government today announced the outline for its long anticipated reforms package. The proposals which include significant economic liberalisation and sweeping changes to the State's control over media are being hailed as the most important shift in domestic policy since the Republic was established in 1986.

Speaking at a press conference President Kadassa said "Lakhzovia in the past two years has seen changes which take other nations decades. We have gone from a state of isolation to being a major partner of the most powerful nations on Mundus. We have overcome the disadvantages of our past building our country from the ashes to become an economic and military powerhouse. Now we find ourselves setting the international agenda, our words carry power in the halls of the world and none can ignore us.

As a nation we now command the power and respect that was always our right, we have achieved decisive and final victory over those who sought to tear what we have built asunder and can now turn our eyes towards to the tasks of tomorrow. On this basis it is my pleasure to announce that we will shortly be instituting wide ranging reforms in every area of Lakhzov national life that will bring us fully into the 21st century."

The proposals announced so far include the establishment of the 'Lakhzov Innovation Authority', a government agency that will include the newly created positions of Office of the Chief Scientist and Office of the Chief Economist. This organisation will be responsible for formulating and implementing economic and developmental policies designed to stimulate the development of the Lakhzov economy.

Further proposals include the abolition of the State Censor and the final abolition of the Transit Registry Authority. This will usher in an age of unprecedented freedom in both media and movement. As a part of the media reforms the government has announced that the Infoi Yedayi news service will be split off from the Lakhzov State News Corporation and return to being an independent news service as it was prior to the enforced merger four years ago.

Lakhzovia Announces Normalisation of relations with Tamora

Lakhzovia today announce that it has formally normalised relations with the Manist Republic of Tamora, ending a long period of tension between the states and promising a new age of peace for Cotf Aranye.

In a surprise statement by President Kadassa it was announced that the two countries had arrived at an historic accord which he referred to as a breakthrough toward peace. Until now Lakhzovia has had no diplomatic relations with Midaranye countries of which Tamora is the leading member.

Commenting on the announcement Minister for Foreign Affairs Arad Irdan said the deal with Tamora was "a win for diplomacy and for the region", adding: "It is a significant advance in Lakhzov-Midaranye relations that lowers tensions and creates new energy for positive change" in the region and Mundus as a whole.

The establishment of full diplomatic relations; the exchange of embassies; and normal trade ties between Lakhzovia and Tamora is a significant diplomatic step forward. But inevitably it raises questions. Will the full promise of this agreement be realised? And might other Midarayne countries follow a similar path?

The Ministry for Trade released a statement saying "Opening direct ties between two of Cotf Arnayes' most dynamic societies and advanced economies will transform the region by spurring economic growth, enhancing technological innovation, and forging closer people-to-people relations. We look forward to the forging of stronger links with our Midaranye cousins to ensure the prosperity and peace of all Cotf Aranye.

Some analysts have expressed surprise at the announcement. Despite clear signs of warming between the countries including including evidence of backroom agreements it was widely expected that Lakhzovia would fall in line with Rokkenjima's policy of maximal pressure on the Tamoran state, with Lakhzovia expected to maintain an official policy of sanctions on the Tamorans. The announcement has therefore come as a shock to some who regard it as a departure from the historical Lakhzov foreign policy that prioritised relations with Rokkenjima. The sudden departure has left some speculating about potential diplomatic realignment going forward.

Lakhzov Government Urges Calm in Jugland

The Ministry of Foreign Affairs today issued a statement on the current tensions in Jugland, stating that "It is the opinion of the Lakhzov government that the process of reconciliation after the Jugland civil war must be respected in full, this includes respect for the amnesty that has allowed the rehabilitation of participants of both sides of the conflict into the new political order.

At present we feel that the behaviour of the Freedom Party constitutes a wrecking action that aims to reignite the hostilities that the country has made such great strides in overcoming and should be condemned by all those who seek the road of peace and reconciliation."

When pressed on whether the government considers the current tensions a matter for direct Lakhzov intervention the government was clear that it respected the sovereignty of the the Juglander's and does not seek to intervene in their internal issues. However it was pointed out that the prime concern of the Lakhzov government is ensuring the stability of the wider Cotf Peninsula region and as such it is invested in ensuring that no further rounds of hostility break out within Jugland.

National Assembly Passes Slum Clearance Act

The National Assembly today voted the 'Urban Environment Standards Act' into law, replacing the now defunct Urban Planning and Exemptions Act that had been inherited from the era of the United Peoples' Republics. The act was tabled by the Lakhzov National Congress Party who argued that the laws inherited by the government from the old communist regime failed to provide adequate safeguards and protections for residents of urban residential structures.

The new act, widely dubbed the 'Slum Clearance Act' has revoked the exemptions of the former act which provided local authorities the option to designate certain urban areas and structures as being of 'overriding importance', 'temporary extraordinary usage' among other categories which freed them from applying the environmental, planning, and structural quality requirements. This resulted in the growth of numerous slum districts in cities across Lakhzovia as local authorities responded to housing and budget crises by abusing the exemptions system, creating vast, poorly planned, dirty, crime ridden neighbourhoods.

With the former exemptions abolished, and a new urban planning code brought into force, the government seeks to prevent the creation of any new slums. Under the new act local authorities are required to draw up plans for bringing all urban areas and structures into compliance with the new regulations. For some areas this will mean extensive repair and infrastructure work, while other districts are expected to undergo complete reconstruction.

4th Amendment of the Constitution Proposed

The Lakhzov National Congress Party today submitted a proposed amendment to the constitution which aims to increase democratic accountability by significantly reforming the existing electoral boundaries and number of seats in the National Assembly. It is argued that the recent changes to the political landscape in which Tziphon, and Axicz have been formed as their own administrative provinces left the current constitutionally mandated division of seats between the former six provinces outmoded. In order to better represent the demographic and political realities it has been suggested that amending the constitution to allow for proper representation of the new provinces was a necessity.

The government has attempted to allay fears being stirred up by critics that the reduction in the number of seats and boundary changes are a means to gerrymander the electoral districts in favour of the incumbent regime, stating that the new boundaries seek to ensure equitable representation, and greate democratic accountability.

Khalin City Announces Slum Clearances

Khalin City Council has revealed the first phase of its slum clearance programme as mandated under the recently passed Slum Clearance Act. The first phase seeks to improve condition within the historic old city of Khalin, where decades of neglect have led to dangerous, unsanitary conditions. One particular neighbourhood abutting the west gate of the Nakima shrine has been has been scheduled for complete demolition with plans for a public park to be built in its place. The drastic decision was reached after a citywide consultation determined that the neighbourhood in question was widely viewed as a dangerous crime riddled no-go area.

The Office of the Medaber of Khalin has long complained of the proximity of the neighbourhood to the Nakima - Emetism's holiest shrine - and is believed to have played a key role in the decision to have the area cleared as a priority.

A city official said "The decision to clear the streets surrounding the west gate was judged to be a high priority for the revitalisation of the historic old city. The proximity to Lakhzovia's holiest, and most frequented shrine means that this is prime real estate. The creation of an expansive area of parkland, suitable for public events, will dramatically improve the local conditions, increase tourist draw, and will ultimately be more conducive to the atmosphere of peace and tranquillity one would expect to find in such a holy location.
