World Leaders,

I am honored to be authorized by my people to conduct a International Civil Aviation Conference in our capitol of Harbordale, Victoria. The conference aims at establishing a treaty on International Civil Aviation in the following areas:

• Establishing firmly the freedoms of civil aviation
• Elaborating upon civil air traffic control
• Maintaining state sovereignty over airspace
• Ensuring national aircraft regulations maintain relatively uniform to facilitate international commerce
• Establishing the rights of states to search international aircraft landing or departing, without undue delay.
• Other generalized procedures and policies to ensure uniform international commerce and free travel

It is our hope to see as many representatives as possible and a successful meeting.
