Statement on Changes in Immigration Policy

   Effective 12:00 AM on the 1st of May, 2023, the Empire of Daitō will raise its quota on refugees from 100,000 to 180,000 during the course of Fiscal Year 2683, including authorizing the entry of up to 40,000 fleeing from authoritarian regimes in the region dubbed Midaranye. Under the new quota, Tamoran citizens who possess at least secondary or vocational degrees will be designated as a group of special concern, granting them a Priority 2 designation to access the Daitōjin Refugee Admissions Program (DRAP). This will, in turn, grant them a quicker, more streamlined path to admission to the Empire of Daitō, as well as access to assistance programs, and the right to look for work within the country. As this new policy continues, the Immigration Services Agency will watch the results closely, with the potential for an expansion of the policy to other regions across Mundus starting in FY2684.

Travel Advisory issued for Kalasin

   Do not travel to the Union of Kalasin due to the ongoing civil war. The Ministry of Foreign Affairs advises that Daitōjin citizens not travel to Kalasin due to the active armed conflict. All Daitōjin citizens should carefully monitor Imperial government notices and international media outlets for information about changing security conditions and alerts to shelter in place. Those choosing to remain in Kalasin should exercise caution due to the potential for military attacks, crime, civil unrest, and consult the Ministry's latest security alerts. The security situation in Kalasin is now unpredictable. Daitōjin citizens in Kalasin should remain vigilant and take appropriate steps to increase their security awareness. Know the location of your closest shelter or protected space. In the event of mortar, missile, drone, or rocket fire, follow instructions from local authorities and seek shelter immediately. If you feel your current location is no longer safe, you should carefully assess the potential risks involved in moving to a different location.

   There are reports of separatist forces singling out Daitōjin citizens in the territory that they occupy for detention, interrogation, or harassment because of their nationality. We have been informed that Daitōjin citizens have also been singled out when evacuating by sea to Paechon and by land through separatist-held territory to neighboring countries. Daitōjin citizens seeking emergency assistance should email [email protected] for assistance. Please review what the Daitōjin government can and cannot do to assist you in a crisis overseas. Daitōjin citizens may also seek consular services, including requests for repatriation loans, passports, and visa services, at Daitōjin embassies and consulates in neighboring countries. On the 21st of July, 2023, the Union State's government declared a state of emergency. Each province decides on measures which will be implemented based on local conditions. Measures could include curfews, restrictions on the freedom of movement, ID verification, and increased security inspections, among other measures. We urge all citizens in the country to comply with these province-specific state of emergency measures.

Travel to High-Risk Areas
   If you choose to disregard the Travel Advisory and travel to Kalasin, you should consider taking the following steps:

      • Draft a will and designate appropriate insurance beneficiaries and/or power of attorney.
      • Discuss a plan with loved ones regarding care/custody of children, pets, property, belongings, non-liquid assets (collections, artwork, etc.), funeral wishes, etc.
      • Share important documents, login information, and points of contact with loved ones so that they can manage your affairs if you are unable to return as planned to Daitō.
      • Leave DNA samples with your medical provider in case it is necessary for your family to access them.
      • Establish your own personal security plan in coordination with your employer or host organization or consider consulting with a professional security organization.
      • Develop a communication plan with family and/or your employer or host organization so that they can monitor your safety and location as you travel through high-risk areas. This plan should specify who you would contact first and how they should share the information.
      • Enroll your trip in the Foreign Ministry's Smart Traveler Enrollment Program to receive Alerts and make it easier to locate you in an emergency.
      • Follow the Ministry of Foreign Affairs on Twitter, Facebook, and Instagram.
      • Prepare a contingency plan for emergency situations. Review the Traveler’s Checklist.

   If you are currently in Kalasin:
      • Read the Ministry's country information page on Kalasin.
      • Familiarize yourself with information on what the Daitōjin government can and cannot do to assist you in a crisis overseas.
      • Have a contingency plan in place that does not rely on Daitōjin government assistance.
      • Monitor local media for breaking events and adjust your contingency plans based on the new information.

Imperial Decree 14034 of October 14, 2683
Blocking Property of Certain Persons and Prohibiting Certain Transactions Due to Sponsorship of Terror By The Republic of Lakhzovia
By the Authority vested in me as Emperor by the Constitution and Laws of the Empire of Fusan, including the Foreign Emergency Economic Powers Act (47 E.F.C. 1501 et seq.) (FEEPA), the Imperial Emergency Powers Act (47 E.F.C. 1601 et seq.) (IEPA), section 187(e) of the 1957 Immigration Act (8 E.F.C. 1192(e)), and section 301 of chapter 3, Empire of Fusan Code,

I, EIJIRŌ YAMATO, Emperor of the Empire of Fusan, hereby expand the scope of the national emergency declared in Imperial Rescript 8177 on 26 July 2023, and expanded by Imperial Decree 14018 on 28 July, 2023, which defined state sponsorship of terror, finding that the government of the Republic of Lakhzovia has repeatedly provided support for acts of international terrorism contradicts the fundamentals of international norms and thereby threatens the peace, stability, and prosperity of the international community, and therefore constitutes an unusual and extraordinary threat to the national security of the Empire of Fusan. Accordingly, I hereby decree:

Section 1. (a) The following are to be prohibited:
   (i) new investment in the Republic of Lakhzovia, in consultation with the Minister of Foreign Affairs, by a Fusanese person, wherever located;
   (ii) the importation into the Empire of Fusan, directly or indirectly, of any goods, services, or technologies from the Republic of Lakhzovia;
   (iii) the exportation, reexportation, sale, or supply, directly or indirectly, from the Empire of Fusan, or by any Fusanese person, wherever located, of any goods, services, or technology to the Republic of Lakhzovia; and,
   (iv) any approval, financing, facilitation, or guarantee by a Fusanese person, wherever located, of a transaction by a foreign person where the transaction by that foreign person would be prohibited by this section if performed by a Fusanese person or within the Empire of Fusan.
   (b) The prohibitions in subsection (a) of this section apply except to the extent provided by statutes, or in regulations, orders, directives, or licenses that may be issued pursuant to this decree, and notwithstanding any contract entered into or license or permit granted prior to the date of this decree.

Sec 2. (a) All property and interests in property that are in the Empire of Fusan, that hereafter come within the Empire of Fusan, or that are or hereafter come within the possession or control of any Fusanese person (including any foreign branch) of the following persons are blocked and may not be transferred, paid, exported, withdrawn, or otherwise dealt in: any person determined by the Minister of Finance, in consultation with the Minister of Foreign Affairs:
   (i) to operate or have operated since the date of this decree in the Republic of Lakhzovia;
   (ii) to be or have been since the date of this decree a leader, official, senior executive officer, or member of the board of directors of an entity operating in the Republic of Lakhzovia;
   (iii) to be owned or controlled by, or to have acted or purported to act for or on behalf of, directly or indirectly, any person whose property and interests in property are blocked pursuant to this decree; or
   (iv) to have materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, any person whose property and interests in property are blocked pursuant to this decree.
   (b) The prohibitions in subsection (a) of this section apply except to the extent provided by statutes, or in regulations, orders, directives, or licenses that may be issued pursuant to this decree, and notwithstanding any contract entered into or any license or permit granted prior to the date of this
   decree.

Sec 3. The prohibitions in section 2 of this decree include but are not limited to:
   (a) the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any person whose property and interests in property are blocked pursuant to this decree; and
   (b) the receipt of any contribution or provision of funds, goods, or services from any such person.

Sec 4.
   (a) Any transaction that evades or avoids, has the purpose of evading or avoiding, causes a violation of, or attempts to violate any of the prohibitions set forth in this decree is prohibited.
   (b) Any conspiracy formed to violate any of the prohibitions set forth in this decree is prohibited.

Sec 5. The exportation, reexportation, sale, or supply of the following to the Republic of Lakhzovia shall furthermore be prohibited:
   (i) IT equipment
   (ii) Semiconductors
   (iii) Weapons and miscellaneous materiel
   (iv) Natural gas, petroleum, and petroleum product
   (v) Uranium, Plutonium, and other nuclear material
   (vi) Lithium

Sec 6. Nothing in this decree shall prohibit transactions for the conduct of the official business of the Imperial Government by employees, grantees, or contractors thereof.

Sec 7.
   (a) The unrestricted immigrant and nonimmigrant entry into the Empire of Fusan of noncitizens determined to meet one or more of the criteria in section 2 of this decree would be detrimental to the interests of the Empire of Fusan, and the entry of such persons into the Empire of Fusan, as immigrants
   or nonimmigrants, is hereby suspended, except where the Minister of Foreign Affairs and the Director of Homeland Defense, as appropriate, determines that the person's entry would not be contrary to the interests of the Empire of Fusan, including when the Minister of Foreign Affairs or the Director of
   Homeland Defense, as appropriate, so determines, based on a recommendation of the Prosecutor-General, that the person's entry would further important Fusanese law enforcement objectives.
   (b)The Minister of Foreign Affairs shall implement this authority as it applies to visas pursuant to such procedures as the Minister of Foreign Affairs, in consultation with the Director of Homeland Defense, may establish.
   (c) The Director of Homeland Defense shall implement this decree as it applies to the entry of noncitizens pursuant to such procedures as the Director of Homeland Defense, in consultation with the Minister of Foreign Affairs, may establish.

Sec 8. I hereby determine that the making of donations of the types of articles specified in Section 202(b)(2) of FEEPA (50 E.F.C. 1502(b)(2)) by, to, or for the benefit of any person whose property and interests in property are blocked pursuant to this decree would seriously impair my ability to deal with the national emergency declared in Imperial Rescript 8177 expanded in Imperial Decree 14018, and further expanded by this decree, and I hereby prohibit such donations as provided by section 2 of this decree.

Sec 9. For the purposes of this decree:
   (a) the term “entity” means a partnership, association, trust, joint venture, corporation, group, subgroup, or other organization;
   (b) the term “person” means an individual or entity;
   (c) the term “Fusanese person” means any Fusanese citizen, lawful permanent resident, entity organized under the laws of the Empire of Fusan or any jurisdiction within the Empire of Fusan (including foreign branches), or any person in the Empire of Fusan;
   (d) the term “noncitizen” means any person who is not a citizen or noncitizen national of the Empire of Fusan; and
   (e) the term “Republic of Lakhzovia” includes the land territory in that region as well as any maritime area over which sovereignty, sovereign rights, or jurisdiction is claimed based on sovereignty over that land territory or area.

Sec 10. For those persons whose property and interests in property are blocked pursuant to this decree who might have a constitutional presence in the Empire of Fusan, I find that because of the ability to transfer funds or other assets instantaneously, prior notice to such persons of measures to be taken pursuant to this decree would render those measures ineffectual. I therefore determine that for these measures to be effective in addressing the national emergency declared in Imperial Rescript 8177, expanded in Imperial Decree 14018, and further expanded by this decree, there need be no prior notice of a listing or determination made pursuant to section 2 of this decree.

Sec 11. The Minister of Finance, in consultation with the Minister of Foreign Affairs, is hereby authorized to take such actions, including the promulgation of rules and regulations, and to employ all powers granted to the Emperor by the FEEPA, as may be necessary to carry out the purposes of this decree. The Minister of Finance may, consistent with applicable law, redelegate any of these functions within the Ministry of Finance. All ministries and agencies of the Empire of Fusan shall take all appropriate measures within their authority to implement this decree.

Sec 12. (a) Nothing in this decree shall be construed to impair or otherwise affect:
   (i) the authority granted by law to a ministry or agency, or the head thereof; or
   (ii) the functions of the Director of the Accounting Division of the Imperial Household Ministry relating to budgetary, administrative, or legislative proposals.
   (b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

Declaration Defining Terms for Kalasinese Surrender

   Recognizing the situation on the ground in Kalasin, in consultation with our allies in the Holy Empire of Achkaerin, the First Empire of Rokkenjima, and the Preorian Republic, and in the pursuit of justice as defined under the Uppsala Conventions and the Mundus Convention on Universal Rights, the Government of the Empire of Fusan hereby issues the following decree to the government of the self-declared Kalasinese State.

   (1) We, the elected governments of the Empire of Fusan, the Holy Empire of Achkaerin, the First Empire of Rokkenjima, and the Republic of Preoria, representing the hundreds of millions of our countrymen, have conferred and agree that Kalasin shall be given an opportunity to end this war.
   (2) The combined land, air, and sea forces of this coalition of the willing are poised to strike the final blows upon Kalasin. This military power, scarcely seen since the end of the Great War, is sustained and inspired by the determination of all coalition partners to prosecute the war against Kalasin until she ceases to resist.
   (3) The time has come for Kalasin to decide whether she will be controlled by those self-willed leaders whose unintelligent calculations have brought her to the precipice of annihilation and who have exacted cruel atrocities upon her people, or whether she will return to and follow the path of reason in this new era.
   (4) The following are our terms. We will not deviate from them; There shall be no alternatives and we shall abide no delay.
   (5) There must be eliminated for all time the authority and influence of those who have deceived and misled the people of Kalasin on this campaign of revenge and terror, for we insist that the global order of peace, security, and justice shall remain threatened until irresponsible militarism is driven from this world.
   (6) Until such a time as there is convincing proof that Kalasin's war-making power is destroyed, points in Kalasinese territory to be designated by the coalition shall be occupied to secure the achievement of the basic objectives we are here setting forth.
   (7) The extent of Kalasinese sovereignty shall be limited to those lands east of the Pa Sak river, with provisions made for plebiscites regarding statehood to be held in territories occupied by ethnic minorities.
   (8) In agreement with the Union government led by President Kaikaew, the Kalasinese state, as well as all states broken off from her, shall rejoin the Union. The Union government shall reform to serve as an association of states surrounding the Matilda Channels, with common defense and economic policy managed by the leadership in its capital.
   (9) The Kalasinese military forces, as well as all militias associated with the government, after being completely disarmed, shall be permitted to return to their homes with the opportunity to lead peaceful and productive lives.
   (10) We bear no intent that the Kalasinese shall be enslaved as a race or destroyed as a nation, but stern justice shall be meted out to all war criminals, including those who have visited cruelties upon the peoples residing in Kalasinese territory. The Kalasinese government shall remove all obstacles to the revival and strengthening of democratic tendencies among the Kalasinese people. Freedom of speech, of religion, and of thought, as well as respect for the fundamental human rights shall be restored.
   (11) Kalasin shall be permitted to maintain such industries as will sustain her economy and permit the exaction of just reparations in kind, but not those industries which would enable her to re-arm for war. To this end, access to, as distinguished from control of raw materials shall be permitted.
   (12) The occupying forces of the Coalition shall be withdrawn from Kalasin as soon as these objectives have been accomplished and there has been established in accordance with the freely expressed will of the Kalasinese people a peacefully inclined and responsible government.
   (13) We call on the Kalasinese Government to proclaim now the unconditional surrender of all the Kalasinese Armed Forces, and to provide proper and adequate assurances of their good faith in such action. The alternative is the government's total annihilation.

Statement on Successful Test of a 18.1 Inch Gun-launched Scramjet Projectile

   The IFN Fusō, in conjunction with our defense industry partners at Zayasu Heavy Industries, undertook a test firing of an experimental scramjet-powered munition from the vessel's Number Two 18.1-inch gun turret at 1:53 PM TST on the 17th of January off the eastern coast of Tsukishima. This test firing is part of ongoing efforts by the Ministry of War to field long-range scramjet-powered projectiles for use aboard naval vessels and with ground-based artillery. This test is unrelated to recent events with regards to the missile tests undertaken by the People's Democratic Republic of Kusan, rather having been planned as early as the 5th of July, 2023.

   The projectile travelled approximately 520 kilometers at a speed in excess of Mach 7 thanks in part to the trajectory of the munition and to the dutiful work of the crew aboard the IFN Fusō in conjunction with Space Force assets. While not reaching the projected maximum range of the projectile, the test successfully demonstrated that the scramjet worked and that the projectile was capable of being guided via GPS, all while providing valuable data to ensure future successes with the program. The test is a culmination of months of preparation that involve multiple government partners. The men and women who performed this test are among the most skillfully trained and educated the Navy and Space Force have to offer. The Imperial Fusanese Navy will continue to work with its partners within the Imperial Fusanese Armed Forces and the Ministry of War, as well as with its partners in the defense sector, to continue the development of these munitions. It is their intent to perform a full range test of the weapon NET late February 2024.
