International Organisations / COSNAT Discussion on Troyes

As many of you will no doubt now be aware the city of Troyes in Albion has been disputed for several years. Currently the city is occupied by Seaforthian military members while its status as part of Seaforth is disputed by many who live in the city who see their destiny with Marseille, their ancestoral homeland. In the past few hours we have seen the group known as "Real Marseille" declare the city an independent sovereign nation that will seek union with Marseille. Currently we have two brewing international factions, first Aosta and Abertone have supported Real Marseille, while Seaforth and Achkaerin have ties to Seaforth.

The Kingdom of Weissenwald believe that this "city state" should not be permitted to become a ping pong ball between major nations. The city has a population of around 3 million people by our estimate and therefore the Kingdom of Weissenwald puts forward the following proposal.

1. We issue support for self determination by the city proven by an independent referendum.
2. We offer the services of COSNAT to manage this referendum.
3. We offer temporary special membership of this body to Troyes. Should the referendum make Troyes part of Marseille this membership would be withdrawn. Should they remain independent then membership shall continue if accepted.


We now open the floor to suggestions.

KING'S POLE TO POLE JOURNEY

King Aldwin VI has today returned from a visit to the Kingdoms Hygelac research station and has confirmed he will spend less than 48 hours back home before going to the Northern most pole. The King will journey to visit the East Moreland Mobile research base in the Northern hemisphere. It will mark the first visit by a Weissenwald monarch to that continent. The King explained the purpose behind his visit. "Our faith tells us that in ancient times a pact was formed between mankind and the Moosleute (moss folk). That agreement saw this realm of existence left to mankind with an expectation that we care for it and prepare it for their return. Old folk tales tell us that a place of transition between the Moosleute and ourselves will come in the frozen north and south of this planet. As such there has always been a tight bond between our nation and nature, in particular the coldest and most barren part. Traditionally Hygelac was where our gaze rested and we've done a great deal in the past few years to study that place and hopefully do our part in what is a global mission of protecting it. Now though we can turn an eye to the North. I am thankful East Moreland's Professor Williams has extended his hospitality to come and see their base there as it settles into a new location. I'm intrigued to see the differences between that and our own centre. After all the Morelanders base is nearly a decade older than our new state of the art one in Hygelac. For us though it may provide an interesting way to help us conduct scientific operations at both icey wastelands. If I like what I see I'll be exploring our options to have a similar set up."

The King has been a frequent visitor to Hygelac and his recent visit was described by his press secretary as "Uneventful". It was also confirmed that the King hopes to pay his respects in person to King David in Northfort for allowing him to visit the centre. "We began a diplomatic effort last year with several nations and one of those has yielded a rather strange connection between Weissenwald and Queen Stasya, or perhaps in the context of our connection I should refer to her as the High Princess of Semelberg and King David as the High Prince. We have though yet to meet King to King so while accepting the hospitality of his kinsmen at their base it would only be proper for me to say thank you on my way home." The meeting would mark the first meeting between the two nations monarchs in living memory.

KING ANNOUNCES NEW "ICE COMBAT VESSEL"

King Aldwin has today announced that the Navy will purchase two "Ice Combat Vessels" by the end of the year. The two ships will be constructed in Weißenwald but will utilise nuclear propolsion built by an Altonan company. The vessels will be used primarily for patrolling the southern oceans and maintaining supply routes and will be capable of operating as an ice breaker if required. While the exact nature of the ships is yet to be confirmed the released conceptual images shows a ship expected to be similar in size to a frigate with a seperate rear deck area that our outlets experts say seems to be "mission specific" as it shows "what appears to be some form of containerised missile system, probably likely to mimic VLS systems. This suggests that there is an oppurtunity to add and replace modules based upon the exact mission profile." There is also a  flight deck capable of carrying a helicopter and some side vents suggest that Ship to Ship missiles could be utilised on a pop out basis. A large gun completes the armament phase of the project with images showing it mounted on the bow f the ship.

The cost of the project has yet to be confirmed but marks the first southern ocean specific vessels to enter the Navy.

One by one Aldwin had watched the various delegates arrive. As each had been given entrance to the research base there had been a pause as the team who lived at the station day in day out managed the "housekeeping" business of making sure they were comfortable. As the team of scientists showed each of the VIPs into the room Aldwin was in he went over and extended a hand in greeting, gentle with the ladies and firmly with the men. It was odd though meeting Lady Aurora again and seeing a young girl with a weird mask. It made no sense to him but from their first talks it had seemed that she was someone he could do business with. Now though it was time to perhaps begin seeing what could be achieved here.

"I'd like to thank you for being here today. I appreciate that its not the most conventional place to hold a meeting but it will become more apparent about why I choose this location. For now however the matter at hand is two matters. The first is that the Pharoah here has asked for a kind of special status within COSNAT. I personally believe that doing so would be a mistake and I have written to her explaining my view." He placed copies of their correspondence before the table. "Now, while I have said I do not think Clysperis should be granted such a privilege and outlined a few other concerns I have we are not a body that is a dictatorship. I would therefore be interested to see if you share my views, meanwhile Her Majesty may wish to outline what she see's as the future of her nation and this body?"

"Ladies and Gentleman it is wonderful to be here and to kick start this first Expo. To be able to showcase what we do to the wider world, and to be among other innovators is exciting and I hope that we can persuade a few of you to utilise what we do. Our homeland is a nation full of forests, as such we have an abundance of a sustainable and I believe beautiful raw material in the shape of timber. The forests of our homeland are responsibly forested by our company in a way that means we allow the habitats these create to flourish but also help the environment. We strategically choose trees to harvest based not just on their ease of use for us but also on which will have the best environmental outcome. By doing this we are then able to plant three trees for each we cut down, sadly we know not all will grow up to be big and strong trees so we have to edge our bets. The great thing though is that these new trees when they grow absorb even more carbon dioxide than fully grown trees. Studies suggest young, actively growing forests can sequester carbon at rates ranging from 2 to 10 metric tons of CO2 per hectare per year. So while we're helping the atmosphere we're busy working with the older trees in our state of the art workshops.

It is in these workshops we build a vast range of timber framed buildings that can then be loaded, almost flat pack style, and sent anywhere in the world. These buildings can then be erected quickly and with joinery techniques with relative little need for other products. Modern plumbing and electrics can be added and we even have kits for solar panels, windmills and even thanks to our Alander customers geothermal energy. We've built everything from single room mancaves to three story family homes. Our research shows that you can expect to pay anywhere between $200,000 and $600,000 for a three bedroom brick house in our homeland, however one of our beauties would cost around half that , somewhere in the region of $100,000 and $300,000. That means we're better for the environment, better for the economy and better for communities. While we've been a success in Weissenwald we now want to be a success elsewhere so first we're looking for distributors across Mundus. Second we'd like to offer a chance to buy shares to enable us to launch Forest Timber Biofuel. Our manufacturing process is as resource savvy as we can make it. Little wood goes to waste and traditionally what has been left over has been utilised in a variety of ways ranging from being used to help make packaging to being gifted to local schools for projects of their own. What we however now intend to do is ensure every shard of sawdust is collected and every splinter of wood. These will be condensed into pellets and sold as a biofuel. While this is not a perfectly clean fuel it is one that is sustainable and in remote areas of the world can be used in a hugely diverse manner of ways. We therefore are offering the equivalent of 5% of our business on the Altonan stock market in the coming days to fund this new launch. It is our hope that this floatation will see us raise some $10,000,0000.

"Rooted in the Frost, United in the Forest" the words were inscribed in the metal beam that marked the doors that lead into the King Lothar VIII Research Station. The paint on the newly built station was largely still bright in colour being only six months old. the long series of prefab units was perched on top of a rocky outcrop giving unparalleled views across the ice of Hygelac. It was something that many of the Weißenwald staff could lose themselves at admiring all day. There was something that drew the Weißenwaldians to the cold, perhaps it was as their national mythology talked off the evil  Erlking being afraid of the cold and therefore there was a safety in the frost and ice. There was an airfield the teams had built close by that allowed supplies to be flown in regularly and it was still bringing in yet more equipment. The King had hitched a ride over with his Air Force who were delivering collection of snow-mobiles ready for the research teams to use in the coming month. There were of course more glamourous options but King Aldwin had enjoyed the trip and trusted the military pilots much more than his own private aircrafts crew. Once he'd touched down he made his way inside and found the station busy with people preparing to head out on the ice to do their research or checking equipment. The King had a brief meeting with the staff before making his way to Module B, the one that was used for when the station had to give press conferences or webcast into summits or lectures. It was not a large room and no doubt those who would be attending had experienced far more lavish and welcoming locations but Aldwin didn't have too much concern. The walls were painted white and large photographs hung on three of the walls showing scenes of penguins on the ice shelf. In the fourth wall a large window ran floor to ceiling and the full length of the room giving a view across the ice and out to sea. A supply ship bobbed in the harbour as Aldwin took a seat at the table in a large leather spinning arm-chair. He would see the arrival of the DKF Aircraft bringing in the other delegates and sat back enjoying some cocoa until they did.

Reply sent to all COSNAT members and Her Majesty Pharoah Akasha

For those of you who already I can call friend via COSNAT I would invite you all to speak freely upon the concept put forth by Her Majesty Pharoah Akasha.

When the idea of COSNAT was conceived it was mainly down to the fact there was a blossoming resurgence in attempts for forms of global geopolitical councils, such as the CTO. It is my firm belief that in such organisations the voice of us who call these treasured small communities home are usually left yelling from the sidelines with our voice to be unheard or worse still ignored. We have seen success in the creation of COSNAT and while we have yet had need to act using the organisations initial premise it is interesting that it is already working.

With this in mind let us turn our attention towards the proposal of Clysperis and its interaction with our organisation. I welcome international co-operation and believe that partnerships such as this could, if done correctly, amplify our voice. However there are concerns that I have. Some practical and some perhaps best described as personal. In practical terms I wish our meetings to not be swayed by "larger" nations. While the charter makes provision for this perhaps some day happening this will be in the far distance and even then shall happen organically as populations grow. As they grow globally it can be assumed that we, the originators of COSNAT, will grow too and therefore even though larger and perhaps exceeding the population limit set by ourselves we would, on the grand scheme of Mundus, still be conisdered "Small". Here in Clysperis we have a nation that is far ahead of our population numbers thus meaning we can not, if permitted to be a member in any guise, be considered a council of small nations. Now this does not rule out interaction or co-operation. I believe though firmly that in no shape or form can Clysperis or other similar nations be considered to have any membership, oberserver or otherwise, of this body.

On a personal level there are matters that make me a little uncomfortable tying COSNAT to Clysperis. The first is that there at first glance appears to be a lack of any similarities between us and them. There is no common culture, language, size, geography or similar, while this is not always needed from my knowledge Clysperis shares no existing friendship of note with any members. This however again is no single barrier, I believe a wise author wrote "strangers are just friends we are yet to meet". My second issue is of a more theological and philosophical matter, a subject I hold dear. In the styling of the Pharoah is the words "Sovereign of Sovereigns" and while I understand the need for tradition and the perhaps spiritual nature of such a thing I for one will not sign an agreement where one claims sovereignty over myself. Our own Moosleut faith teaches us that there can only be sovreignty over mankind by either the Moosleut directly or by their appointed individuals on Mundus, there can be therefore no treaty I will sign where either symbolically or practically I give sovereignty of the Moosleut community to another individual. This issue is one that I believe we can perhaps fix.

With this in mind, and fostering the spirit of co-operation I have sought, I would like to invite Her Majesty and representatives from across COSNAT to meet with me in a weeks time (OOC-Whenever in RL terms) at the King Lothar VIII Research Station in Hygelac. It is my intention that this research station will allow us to welcome friends from COSNAT members and perhaps other places in the coming months to foster joint scientific research.

I hope you will accept this invitation and welcome my fellow COSNAT Head of States to comment upon the Pharoah's proposal.

ENCHANTED FOREST CRAFTS

Enchanted Forest crafts is not a single business but rather an umbrella organisation that allows small scale producers of hand made all natural products. Such small businesses include carpenters, jam making, witling and various small traditional crafts. The company helps these business people promote their products and sell them globally making it easy and straight forward for small local business to go global. WHITE FOREST PATISERY

In 1922 Wilhemena Prossard established a small patisery in her woodland home. She would travel the short distance to Honberg town each morning to sell her goods and before long had established a small cafe and take away in the town. This was so successful that she began to teach others her recipes and send them out across the nation making her one of the first nation wide food busineses. Today the company is active in several nations and still has all managers trained for a short period in Honberg at the original site. Since 2001 not only have you been able to pop into cafes and take aways on your high street but their sweet treats are available for purchase in most leading supermarkets.




APOTHECARY AT HOME

In the 1600's a group of local wise women formed a co-operative pooling their medical knowledge and using all natural herbs and other resources from the forests created home remedies for sale. With many people living in the woodland they began to make packs for sale at market that would allow individuals to take them home and make remedies themselves. While much of the business remains the same, only updated they have also branched out into things such as sports supplements, nutrition bars and diet management products. At the heart however is the idea that only the finest natural ingredients are used.




FOREST TIMBER FRAMES

With forests being abundant in the Kingdom it is no surprise that timber industries thrive. The Forest Timber Frames company makes pre-fabricated timber homes for export across the world. The company are environmentally responsible and manage woodland to encourage regrowth, carbon neutrality and wildlife management. They manufacture everything from small childrens playhouses to three story timber homes.




TAKE A HIKE

Set up in 2017 by two young University students who loved the great outdoors they have quickly become one of the nations largest holiday companies arranging lengthy guided group hiking holidays, wild camping experiences and even hiking festivals. The company are now branching out into setting up holidays in other nations suited to such adventerous holidays and are currently on the look out for new locations.

The Council of Small Nations and its associated bodies are open to any nation that meets the following criteria

1. Has a population of less than 15million according to its own census.

2. The Nation has control of its own armed forces.

3. The Nation has a Head of State who under their own laws can make agreements with other nation.

4. Any nation that is a member and due to a change in circumstances no longer fulfils these criteria will no longer be permitted to be a member but may become an observer.

5. Observer members may send diplomats to the Council of Small Nations but may not vote. They may send representatives to associated bodies who are free to establish their own systems of governance.

6. A nation may withdraw from this Charter at any time with no prejudice.

THE COUNCIL OF SMALL NATIONS

1. Any nation that is a member or observer may send a diplomatic representative to the Council which shall be headquarted in x x

2. The host nation shall, with reimbursement being shared equally among all members and observers, provide lodging, security and facilities deemed neccessary for this organisation.

3. The Council will be made up of one speaking member per nation per meeting.

4. Nations may send teams of advisers to support this speaking member but only the speaking member shall be permitted to talk during debates.

5. Any member nation may place before the Council a resolution for discussion. Any resolution must use the COSNAT template

6. Once the nominated chairperson believes an acceptable resolution has been drafted they may call for a vote of members. (OOC- No vote until 48hours with no reply or majority make it clear a vote is ready)

7. Should a majority of members agree with the resolution it shall be published on behalf of the Council.

8. Should a majority of members disagree with the resolution it shall be put aside. This does not prevent any member presenting an amended resolution on the same manner.

9. Any nation that is a member of the council that is a subject of a resolution is expected to comply with it, failure to do so will permit the other nations to exclude them from the organisation and/or impose sanctions upon them.

10. Any resolution that requires military action will be then sent to the COSNAT Military Office (COSNATMO) for further action.

6. Upon the formal ending of military action the leadership team shall appear before COSNAT to give a full debrief and to answer any questions put before them.

7. While it is not expected that nations will have signed the Uppsala Convention this document shall be utilised as a standard for operations.

8. It is expected representatives of COSNATMO will share relevant intelligence so long as it does not impact their own national security.

ASSOCIATE ORGANISATIONS

1. Any member of COSNAT may propose the creation of an Associate Organisation.

2. An Associate Organisation shall be an individual body that shall have the aim of at least one of the following

i) Promoting global co-operation in a field
ii) Providing support for those in need
iii) Aiding nations to better defend themselves
iv) Furthering science and technology

3. Once a proposal is made to form an organisation it shall create a charter. Once a charter has been accepted by the majority of COSNAT members the organisation may be established. A proposal shall proceed in the same manner as perscribed in Article 5-9 of the COSNAT section of this charter.

4. Nations may opt out of an Associate Organisation regardless of how they voted however initially all nations who voted in favour shall be considered members. 

5. Once an Associate Organisation has been approved it shall be free to establish its own procedures.

6. At least once a year all Associate Organisations are expected to give a report to COSNAT.

RESEARCH BASE OPENED

Yesterday marked a land mark moment in the scientific history of Weißenwald. Following months of construction of prefabricated pods the King Lothar VIII Research Station has been completed and was officially opened by King Aldwin VI. The station will feature permanent facilities capable of housing up to 12 scientists as well as workshops for maintaining equipment and conducting a wide range of experiments ranging from monitoring the weather to historic climate research. King Aldwin flew into the base early in the morning and was given a guided tour of the facility before conducting an official opening. Once the station was opened the King hosted a webchat with around 100 schools in Weißenwald that allowed students to ask questions about the work scientists do as well as the way the base will operate. The King then was taken out to see the penguins that reside near the station before returning to the station for an evening "banquet." The King then stayed the night at the base before leaving this morning. During his stay the King said, "My grand-father became the first monarch of Weißenwald, and I think maybe in the whole of Mundus to visit Hygelac. In 1981 he had a dream of seeing Penguins in person and it saw him spend several weeks out here enthralled by the beauty. The teams then risked great hardships to research this icy wilderness but the work they undertook was important. My grand-father always spoke fondly of the experience and had it not been for his failing health I am certain he would have spent much more time on the southern continent. We as a nation have a deep connection to the Southern ocean, the snow and ice that we reside in and so it makes sense we have a station here committed to preserving the wilderness as we learn as much as we can. Aldwin was a little unsure, to the best of his knowledge he had tried to make sure all those in attendance would be able to engage in the charter but now with Queen Lucille's question he was worried. He looked back down at the Charter, "To the best of my knowledge you would meet the criteria, I know you have the TDF and even a Foreign Legion which I assume you, or maybe one of the other Queens is commander in chief, you have around 9million subjects and I know Semelberg have entered agreements with East Moreland seperate to the Charterlands. As I see it the only part I may have wrong is if you have full control over your armed forces. Lets take a hypotheical situation where we determine a COSNAT naval force is going to help in some disaster, could you commit your naval assets without the leader of the CHarterlands giving you permission. If the answer is yes then your in, if the answer is no then we would have to perhaps look at observer status."

KING URGES AOSTAN EMPRESS TO COOL RESPONSE

King Aldwin VI has today used his visit to a naval base to speak about the current situation in Troyes. With the Seaforthian enclave in Marseilles being the current focus of a series of protests designed to remove Seaforthian influence the Empress of Aosta has given the group "New Real Marseilles" support and sought to circumvent Seaforthian economic measures. King Aldwin VI stated in a statement given at the base, "Troyes has the potential to become a conflict already and with Aotsa emboldening protestors it can only get worse. The city has been peaceful since the end of the conflict in Marseilles and only recently has seen turmoil as agitators stoke fires that did not exist. These flames should not be flamed, ironically by an Empire. I would call on the Empress to end her involvement in the crisis for the sake of Albion stability." Many in Weißenwald have supported the Kings stance with one statement from social media saying "The world needs order and order comes from hierarchies. The Aostan Empress is seeking to topple that and that brings disorder for all concerned."

As of yet there has been no response to the Empress from Seaforth but King Aldwin VI has stated that he would be willing to meet with the King of Seaforth to discuss a way forward as a mediator.



CONSTRUCTION OF LOTHAR VIII BASE BEGINS

In 1981 King Lothar VIII travelled to a small corrugated iron and wood building in Hygelac to fulfil a long standing desire to see Penguins in the wild. The King spent three weeks in Hygelac supporting teams from Weißenwald taking various environmental and zoological data. Now just over 40 years later that building is being replaced with a state of the art research base which will bare the current Kings grand-fathers name. The first supplies for construction were flown in today and, with thanks to the Nya Aland research station advisers, will be used in the construction expected to take six weeks. Dr. Matthias Dunelwald is the current leader of the existing team in Hygelac and stated., "When we sought to establish a base we looked at the existing ones, the Alanders have a good track record of work in this region and so we simply went to them and said we'd like the same. Thankfully it comes in prefabricated bits, essentially like flat pack, so construction should be pretty quickly. We are excited about what the future holds for the research teams. We've metaphorically planted a flag in trying to improve the standards of science in the region, we've formulated the Southern Ocean Initiative and now a state of the art base here will open up huge possibilities." Once construction has been completed King Aldwin will visit and officially open the research base.

As far as the Southern Ociean Initiative is concerned the following was agreed by the three founding nations.

1. The aims of the SOI are to further knowledge and understanding of the deep seas. In order to achieve this the SOI will establish a network of manned and unmanned research methods.

2. The SOI shall establish a fibre optic network of cables across the Eastern hemisphere of the Southern Ocean. This cable network will have a minimum of 100 automated nodes capable of monitoring a variety of data.

3. Each nation will be able to freely access the data of each node at any time they wish. It is permissible that the nation permits any organisation based within their nation to have access to the system.

4. The SOI will be equally funded by all three members.

5. All items used in the construction of the network and its maintenance will be sourced from within the three nations as far as possible.

6. The maintenance of the system will be carried out by the nation closest to the section of cable and nodes that requires it. The financing of this maintainence will be equally shared by the nations.

7. The nations shall agree that they will not give any nation not directly named within this document access to the system without the prior agreement of the other member nation.

8. All nations agree that before any changes can be made to the system once constructed all parties must agree.


As Article 8 states all nations must agree before any changes can be made to the agreement. I would support amendments to this by adding Article 9 to state "Any non-founding members must be unanimously supported and prior to becoming part of the treaty must reimburse existing members an equal share of the finances spent to establish the system. Once this has been done the charter shall automatically be amended to reflect the current number of member nations."

Should this proposal be accepted by the existing membership and then yourself then I would welcome your admission to the SOI. Should either Holmvik or Drenovia have other plans or suggestions I am more than happy to meet in person to flesh out this arrangement.

Aldwin was pleased with how things had been brought back to the topic at hand. "I personally would not like to see a common procurement programme. I think that it could lead to a weakening of our own native companies and I am rather proud that while being small we are capable of producing quality equipment. I though believe that we could perhaps examine that rather than having a common procurement system we do it on a case by case basis and look to promote co-operation at company levels and not national levels. As for the Emir's dream of an art and cultural programme that sounds a wonderful inclusion. I therefore would like to put together this proposal."

MEMBERSHIP

The Council of Small Nations and its associated bodies are open to any nation that meets the following criteria

6. A nation may withdraw from this Charter at any time with no prejudice.

THE COUNCIL OF SMALL NATIONS

1. Any nation that is a member or observer may send a diplomatic representative to the Council which shall be headquarted in x x

2. The host nation shall, with reimbursement being shared equally among all members and observers, provide lodging, security and facilities deemed neccessary for this organisation.

3. The Council will be made up of one speaking member per nation per meeting.

4. Nations may send teams of advisers to support this speaking member but only the speaking member shall be permitted to talk during debates.

5. Any member nation may place before the Council a resolution for discussion. Any resolution must use the COSNAT template

6. Once the nominated chairperson believes an acceptable resolution has been drafted they may call for a vote of members. (OOC- No vote until 48hours with no reply or majority make it clear a vote is ready)

7. Should a majority of members agree with the resolution it shall be published on behalf of the Council.

8. Should a majority of members disagree with the resolution it shall be put aside. This does not prevent any member presenting an amended resolution on the same manner.

9. Any nation that is a member of the council that is a subject of a resolution is expected to comply with it, failure to do so will permit the other nations to exclude them from the organisation and/or impose sanctions upon them.

10. Any resolution that requires military action will be then sent to the COSNAT Military Office (COSNATMO) for further action.

COSNAT MILITARY OFFICE

1. Each member nation shall appoint three representatives to the Office, these should be ranking officers representing each of the traditional branches of the military, Army, Navy and Air Force.

2. In a situation where a nation does not have such branches they are to appoint three officers representing however best they believe Land, Air and Sea operations would be represented.

3. Following the passing of a successful resolution the membership of COSNATMO shall formulate a leadership structure that is believed best for the situation.

4. Once a leadership structure is in place that leadership team shall present members of the Council with a formal request for assets.

5. It is expected members who voted for military action shall, within reason, supply military assets.

6. Upon the formal ending of military action the leadership team shall appear before COSNAT to give a full debrief and to answer any questions put before them.

7. While it is not expected that nations will have signed the Uppsala Convention this document shall be utilised as a standard for operations.

8. It is expected representatives of COSNATMO will share relevant intelligence so long as it does not impact their own national security.

ASSOCIATE ORGANISATIONS

1. Any member of COSNAT may propose the creation of an Associate Organisation.

2. An Associate Organisation shall be an individual body that shall have the aim of at least one of the following

i) Promoting global co-operation in a field
ii) Providing support for those in need
iii) Aiding nations to better defend themselves
iv) Furthering science and technology

3. Once a proposal is made to form an organisation it shall create a charter. Once a charter has been accepted by the majority of COSNAT members the organisation may be established. A proposal shall proceed in the same manner as perscribed in Article 5-9 of the COSNAT section of this charter.

4. Nations may opt out of an Associate Organisation regardless of how they voted however initially all nations who voted in favour shall be considered members. 

5. Once an Associate Organisation has been approved it shall be free to establish its own procedures.

6. At least once a year all Associate Organisations are expected to give a report to COSNAT.

This was either going to destroy his fledgling plan or create an oppurtunity. Aldwin had no idea that this could turn into an arguement between the Theocracy and the Morelander Queen. He was though rather happy when Stasya diplomatically moved things along.

"I must say I am delighted with the start we've made. There has been much to think on and now we must walk the line of how we make these dreams come true. What I am going to suggest then is that we form a kind of informal council. That this council meet periodically as a routine, say maybe four times a year, but can be called sooner if we feel the need. At these meetings we can suggest either decrees, resolutions, statements, whatever name we wish to call them and then discuss, draft and vote on them. This then almost becomes a kind of voice of the community of small nations, as we would publically release the details of the vote and debate then it would be possible to distance yourself or go your own route except I suspect we will likely find more to agree on than disagree. Does this sound like the kind of things people want?"

Aldwin was pleased, he'd been nervous that hardly anyone would show up but so far things seemed like they may just pull things off. There were a few nations he was unsure of becoming too close friends with, he'd heard rumours of the Morelanders spreading influence but largely that came from the media rag that was "Burn the Curtain" but he tended to air on the side of caution. Then the Bene Gesserit had less than a stellar reputation but perhaps they were now becoming more friendly. He inspected each of the gifts people had brought him and thanked them for their attendance. He liked the Sultan of Waddan's attitude in terms of trying new things, "I am sure we can find you a Reindeer to ride once we are done, I would say we could send you home with one but, well the climate wouldn't exactly be kind to the animal." He smiled. "Please come inside" he motioned and then made his way up the steps. As they entered the front of the Palace there was a large open reception area with balconies flanking three sides and a large central staircase raising first straight ahead but then as it reached half way to the next floor spliting to the edges of the room. There various black uniformed men without caps offered trays of drinks while others offered to relieve the guests of coats or anything else they didn't require while indoors. "If you'd follow my brother upstairs we can get things underway." The King brought up the rear ensuring everyone got to the library he'd set up for the meeting. The room normally had several lines of desks along the central part giving a study area for anyone using the royal library. These had today been replaced by a large circular table. A young woman sat on the 2nd level a sketch pad on her knee. "That is Annette Kainefeld, an artist of growing renown in our nation, I've asked her to produce a painting of todays talks after all if its successful we have something new that may be a significant moment in world history, if it fails we can all have a pretty picture made, if anyone objects of course Annette likely has much she can be doing." He waited for any objections and then took his own seat having waited for Max to ensure everyone else was settled.

"Here we have monarchs, religious leaders, even a Veiled One." He gave Aurora a small smile, "Something truly historic. We represent though some of the minnows of Mundus. The smallest nations. We have seen in the past nations with millions of people at their backs, nations like the giant Ui Cennesliag, the 100million Morelanders" he gave a small nod to Queen Stasya and her adoptive homeland, "and various other shape the future of Mundus. My fear is that it is easy to brush nations the size of ours aside. I don't want that to happen. We have as much right to create a Mundus suitable for our people as any large nation. We though may need to band together in order to do this. It is my intention that we form an organisation akin to the failed Commonwealth Treaty Organisation, but better." he laughed, "We have an ability to put together a framework that I think can ensure we amplify our voices and if done correctly can become a valuable force for good. Now that is my aim, if anyone has ideas for other things they wish to achieve today then please voice them and we can discuss them too."

King Aldwin was already impressed with himself. He had seen other nations, ones much more established than his own, call international conferences and not get six attendees and those hadn't had a limited audience. Reinsberg may be the capital of the Kingdom but today it was the White Palace some 10km outside of the city that would be playing host. While the Royal Palace in Reinsberg sat perched above the city on a rocky outcrop the White Palace was just a little more private and the DHH felt more confident of protecting several Heads of State in this more isolated location, especially as just a mile up the road was the DHH military headquarters. Aldwin stood in a thick woollen coat on a balcony that overlooked the green lawn that was today under a good inch of snow. It made a rather pretty picture of a flat expense of white powdery snow with the odd deer track running through. He sipped his coffee mentally trying to recall the faces of the various delegates.  "Its time brother" a voice snapped him out of his memory exercise. Prince Maximillion looked rather dapper in his dark blue Air Force uniform, a pair of medals pinned to his chest and a looping of gold braid made him appear rather regal. "The convoys just hit the village." Just up the road sat the small village of Bingen where many of the Palace staff lived, it today served as a marker for the welcome committee to gather.

"Thanks Max" the King picked up his dossier and tossed it casually onto his bed knowing some servant would place it back in his office. He gave his hair a final glance in the mirror and then followed his younger brother down the stair case and out into the brisk morning air. They exited the front of the Palace to stand at the top of the steps and in the distance could see the slow approach of the convoy. While it had travelled most of the distance with a motorised escort the final half mile up the drive was flanked by members of the King's Own Cavalry Regiment, more usually they rode in armoured vehilces but today they had stout horses. Each horse was black but had a bright yellow and blue blanket over its back. A soldier in Black greatcoat with a lance bounced cheerfully in the saddle, the exception to this was the units Sergeant Major who, as tradition dictated, rode on a Reindeer carrying an axe. Aldwin and Maximillion where joined by Queen Hildegard dressed in a thick white fur coat with matching white fur hat. "Nice of you to make it" Aldwin said sarcastically as the first car now began to turn to park at the bottom of the steps.

"I arrived exactly on time" she said with no remorse. "Now come lets greet your guests" She lead her husband and brother-in-law down the steps. Prince Maximillion opened the door and allowed his brother to speak.

"Welcome to Weißenwald I'm so happy you accepted my invitation." He motioned for an aide standing off to one side and with haste they stepped forward offering thick fur coats to the guests. Aldwin hoped his staff had done their job well and worked out the sizes people would need. While he didn't intend to be outside long the offer of warmth was, he hoped, a nice gesture and the coats would be a gift to his guests. Each party was greeted as such and then Aldwin lead them inside. Where more staff waited with silver trays. "We have mulled wine, fresh tea and hot chocolate. Should you have a desire for something else please ask. While you stay with us I want your comfort to be well taken care of. If we are going to become good friends I'd like to think my friends are happy and well looked after when in my home."

Over the last few years many of us nations that are seemingly dwarfed by the larger nations of Mundus have begun setting out into global affairs and I am sure you would agree that at times this can be challenging. It is clear that we are nations keen to play an active role within the world and often our small size leads us to be more innovative. It is though important that those of us small in population find ways to ensure our voices are amplified. With this in mind I would like to explore the possibility of us creating a formal partnership designed at mutual support and co-operation. He had Professor Fritzel draft an agreement for just in case they reached this point. Now it was clear they would it would be needed to make a few adjustments to take into consideration what the two had said during their discussion.

King Aldwin and Queen Hilde had perhaps one of the longest journeys to Achkaerin and as a result they suspected they'd see a similar climate. The duo both felt a little nervous this being their first large scale international event. The pair had arrived just before the cars headed off and Aldwin made sure to tell his staff not to leave things so last minute. There were some big name attendees in the recent diplomatic history of Mundus and Aldwin was making a tick list of who he wanted to have conversations with. They'd made the obligatory small talk with Esme and then enjoyed the trip to the Temple. Hilde was interested in exploring the Temple a little before it filled and so the duo wandered off after Esme explained a bit about the ceremony.

Fritzel hadn't expected to become the centre of attention but also was prepared to provide the information these leaders needed. "Mr.President I'm grateful for your kind words about our plan so far. Now if it would help I would be more than happy to return to Holmvik with you and meet with people from your Republican Council, if that is possible. Now should that not be possible I need to prepare you for those questions. If I was in your shoes and someone asked me what they'd get in return for their vote I'd say they would be getting access to a state of the art tool for scientific research. Your a nation that has a maritime history, you explored the coasts of Albion, you and the Nords of Nya Aland are well respected historical mariners. This project will once again put your nation into a state of high prestige involving the nation. Those of your people who rely on the ocean for a living, particularly those two island, will have better information to care for their income that comes from the seas. Also there is every chance that companies in Holmvik are going to be able to manufacture significant amounts of the project. That in mind the $100million investment will have so many chances to return itself in the first decade. Now in terms of the nodes there is nothing that poses a harm to the environment. The biggest danger that we will have with them is that in some waters barnacles can form on them which can make their maintenance difficult towards the end of the decade. The decisions on the other two matters however are for you as leaders of nations to determine."

That was an invitation for King Aldwin to step in once more. "In the case of the two conditions I firmly agree. Had you not suggested that then I think I would likely have. Now I know for example Drenovia is part of this body called S.U.N. but I would hope that this could be kept among just us until such a time as we all feel comfortable with each others friends. In terms of manufacture we are a relatively minor nation with very few large scale industries of this manner, we'd have looked at this project regardless of you gentleman coming and we'd have likely been asking someone like you to make things for us. I think between all three of us we can make all the various part required. Can I ask therefore if everyone's mind is at ease with this project?"

Aldwin could sympathise with Durad. He had sat through several briefings on the matter and only just about understood it himself. "No need to apologise" Aldwin began, "I'm more of a literature scholar than a scientist, last time I studied science I was 17 years old so a lot of time has passed. However I had anticipated such matters so perhaps Professor Fitzel here can explain better than I can." Aldwin twisted in his chair to where two seats to his left a bald headed man with a thick beard sat.

"Thank you Your Majesty" The man stood to speak to the room, his name badge before him stated Professor Roland Fitzel, University of Vilbruck. The whole plan had originated at his instutute five years earlier and though they had asked for funding before it had always failed to get the green light. Today Roland saw this as his final attempt. "If I miss anything you asked please just remind me." He looked down at the notes he had made with Durad talked. "We would identify anywhere between 60 and 100 sites in the southern ocean. Each location would be earmarked for a node. If we're given the green light we would ask that each nation nominate an institute to be its lead contact and while we have a design for a node ready to go we'd welcome input from other bodies. Once the sites have been approved we would load the nodes onto a boat along with a vast amount of fibre optic cable capable of withstanding the depths we'd be working at. This allows the data to flow back to land at high speed. Ideally either of Holmvik's islands or one of your own would be ideal as a starting point. The ship would lay the cable of the sea bed and when we reached a node spot a remote controlled sub would take down the node and fix it to the cable. Periodically we'd have small floating platforms with a small solar panel collection on to provide extrad power for the nodes. Now each node would be the size of a hotel rooms mini fridge and would contain various devices to measure the ocean's physical and chemical properties, including temperature, salinity, and pressure. This data is used to study the ocean's climate and to monitor the effects of climate change. The nodes are autonomous, meaning that they can operate without human intervention. They are equipped with sensors that collect data on the ocean's environment, and they use this data to make decisions about how to operate. For example, the nodes can adjust their sampling rates in response to changes in the environment. Once the whole network has been installed they will send their data back to shore and then to anyone with access to the system. All a scientist would get is live real time data from each of the nodes, it would then be for them to utilise the data for whatever research they are doing." He hoped that had covered the technical aspects. "Now these nodes should, all being well, last a decade and can then be replaced. Think of this as essentially underwater satellites. Now as for the finances we'd see no financial return directly. What the system would allow you to do is make better decisions for your people. I believe you're an ex-military man, so you'll be familiar with the idea of battlefield intelligence flowing in real time gives commanders better options, this would do the same for you in terms of managing your nations waters. You're science teams could use the information to help inform you on decisions about potential changes to fishing stocks, climate issues you may face or even where to best locate things such as tidal or wave energy. The data could also help predict things like typhoons, tsunamis or other natural disasters and thus save you money in other areas. I hope this answers your questions." The professor now looked at his own King who nodded approvingly before standing himself.

"Its a lot to take in, I know when the good Professor came to me with this I didn't quiet understand the scale of what he is proposing. To me the bit that makes sense is the comparison to space. We are effectively sending a series of probes to an alien planet, we're doing what nations like Daito, Achkaerin, Rokkenjima and the Alanders have been doing for decades, just while they risk the heavens we'll risk the depths."

Aldwin shuffled his briefing notes having sensed this question would be asked early on. "The programme I have been suggested by our own researches combines both. We would put to sea a series of vessels capable of undertaking a variety of research roles using both manned and remote systems. This however is not our main focus here today, at least not from my point. We can each utilise vessels already but I would of course love to see a combined crew pooling our shared experts. What our team would like to see is a network of fibre optic cables that connect research nodes across the southern oceans. The nodes would be remote accessed stations that would monitor a variety of sensors, including cameras, microphones, and instruments that measure temperature, salinity, and pressure. Each of our teams would have access to these round the clock all days of the year. In additionan we would include things like seismic sensors that allow us to monitor underwater changes. In waters at some point where its possible I'd like to have us construct and man some underwater labs. I think these projects would allow us to learn a lot about such things as climate change, biology and perhaps even discover new species. Its an exciting project I'd like us to all work on. Now I understand there will be concerns on cost however our team estimate the establishment of such a project would cost in the region of $300million." He hoped the mention of money didn't derail this project but if it was going to be a barrier then it was best that they'd be overcome sooner rather than later.

The DKF is the nations Air Force. Not only does it have responsibility for ensuring the security of the nations air-space but it also operates an effective search and rescue unit as well as a plethora of historic aircraft for preservation purposes. The DKM is the naval service of the nation and incorporates a small blue water navy with a littoral force and a Marine unit that is in effect an amphibious commando unit. The Navy takes no conscripts and is based in the coastal city of Golk. It is currently commanded by Admiral Raban Winter.

The DHH is the nations land forces and made up of a regular army, a militia and a paramilitary police force. Each year an annual lottery takes place that see's 6,000 people aged between 18-21 join the military for two years. Many of these however end up serving in support roles while front line units are kept full of volunteers. The monarch is the legal commander-in-chief however Sauerwald serves as the home of the militaries command which is currently run by General Arnoald Moser.

Once the Princess has gone off to school King Aldwin lead the parties into the Palace proper. From the outside it may have seemed just a white block of stone blending in with the snowfall. Inside though it was an explosion of colour as artworks from throughout the Kingdoms history covered each of the red and gold coloured walls. They made their way up two flights of stairs and along another artwork festooned corridor until two black uniformed soldiers stood either side of a polished oak door. Without a word they snapped to attention and one neatly turned to open the door holding it open until all were inside. He gave the King a quick bow and then returned to the other side of the door leaving them alone. "Please be seated". A long rectangular table domintated the room. Its wood polished to a deep oaken shine. Around it sat a number of high backed chairs in red leather. Aldwin had wanted a triangular table but it wouldn't have fitted in this room. He sat himself at the narrow end but at an angle, not wanting to give the impression that he was taking the head of the table and then began to speak. "The three of us represent nations stuck in the most southernly ocean, we are the most southernly nations in the world and as such I think we need to do more to become friends. Each of us will have seen nations like Rokkenjima, Achkaerin and Daito heading for the stars but I myself find the depths more fascinating, and more important to the future of humanity. The seas around Hygelac represent a vital ecosystem and we know comparatively little about them. It is my ambition that we create the South Ocean Initiative. A series of remote and manned missions to learn more about the sea. I would also like to establish a Southern Ocean Initiative Research Base on Hygelac. The three of us together could achieve a great many things and I am interested if you have a desire to join in the concept, if so we can then discuss how we can make it a reality."
