Proposing the Association of Dauntel and Shaw Nations
An Invitation To Our Regional Neighbours



The Dauntel Sea and the Strait of Shaw represent a rich area of trade and commerce, comprising the economies of Abertone, Daito, Tytor, Rokkenjima, Gowu, Toshikawa, Nueva Ardia, Phuebra, Rhand, Skalvia, Marsielles, Aquitaine and Aosta. Rokkenjima has long seen and believed in the promise of our region, as well as our faith that nations that further their mutual economic and security prospects ensure a region that is not only free from conflict and strife, but one which enriches the Peoples they represent. Whilst I originally intended to present my ideas to a future Summit of the Cross-Straits Community, I felt that a new direction might serve our nations best; one which sees something new created in the place of past organisations, yet bringing forward the best aspects of previous organisations to best serve our interests moving forward. While we will not incorporate past structures in our path forward, we shall carry forward the lessons learned in those past endeavours and, together, build something which serves the interests of our nations here, now and in the present. In those interests I invite representatives from the above listed nations to join me at my home in Dunwich to discuss a mutual path forward toward the Association of Dauntel and Shaw Nations, ADSN.

I have prepared a framework from which I hope we can work from, and am happy to share it with you here:

The First Empire of Rokkenjima, [ADDITIONAL NATIONS];

MINDFUL of the existence of mutual interests and common problems among countries of the Dauntel and the Straight of Shaw and convinced of the need to strengthen further the existing bonds of regional solidarity and cooperation;

DESIRING to establish a firm foundation for common action to promote regional cooperation in the Dauntel and Straight of Shaw in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region;

CONSCIOUS that in an increasingly interdependent world, the cherished ideals of peace, freedom, social justice and economic well-being are best attained by fostering good understanding, good neighbourliness and meaningful cooperation among the countries of the region already bound together by ties of history and culture;

CONSIDERING that the countries bordering the Dauntel and Strait of Shaw share a primary responsibility for strengthening the economic and social stability of the region and ensuring their peaceful and progressive national development, and that they are determined to ensure their stability and security from external interference in any form or manifestation in order to preserve their national identities in accordance with the ideals and aspirations of their peoples;

AFFIRMING that all foreign bases are temporary and remain only with the expressed concurrence of the countries concerned and are not intended to be used directly or indirectly to subvert the national independence and freedom of States in the area or prejudice the orderly processes of their national development;

DO HEREBY DECLARE:

FIRST, the establishment of an Association for Regional Cooperation among the countries bordering the waters of the Dauntel and the Strait of Shaw to be known as the Association of Dauntel and Shaw Nations (ADSN).

SECOND, that the aims and purposes of the Association shall be:

1. To accelerate the economic growth, social progress and cultural development in the region through joint endeavours in the spirit of equality and partnership in order to strengthen the foundation for a prosperous and peaceful community of Dauntel and Shaw Nations;
2. To promote regional peace and stability through abiding respect for justice and the rule of law in the relationship among countries of the region and adherence to the principles of international norms;
3. To promote active collaboration and mutual assistance on matters of common interest in the economic, social, cultural, technical, scientific and administrative fields;
4. To provide assistance to each other in the form of training and research facilities in the educational, professional, technical and administrative spheres;
5. To collaborate more effectively for the greater utilization of their agriculture and industries, the expansion of their trade, including the study of the problems of international commodity trade, the improvement of their transportation and communications facilities and the raising of the living standards of their peoples;
6. To promote shared Dauntel-Shaw studies;
7. To maintain close and beneficial cooperation with existing international and regional organizations with similar aims and purposes, and explore all avenues for even closer cooperation among themselves.

THIRD, that to carry out these aims and purposes, the following machinery shall be established:

(a) Annual Meeting of Foreign Ministers, which shall be by rotation and referred to as ADSN Ministerial Meeting. Special Meetings of Foreign Ministers may be convened as required.
(b) A Standing committee, under the chairmanship of the Foreign Minister of the host country or his representative and having as its members the accredited Ambassadors of the other member countries, to carry on the work of the Association in between Meetings of Foreign Ministers.
(c) Ad-Hoc Committees and Permanent Committees of specialists and officials on specific subjects.
(d) A National Secretariat in each member country to carry out the work of the Association on behalf of that country and to service the Annual or Special Meetings of Foreign Ministers, the Standing Committee and such other committees as may hereafter be established.

FOURTH, that the Association is open for participation to all States which border the Dauntel Sea or Strait of Shaw who subscribe to the aforementioned aims, principles and purposes.

FIFTH, that the Association represents the collective will of the nations which border the Dauntel Sea and Strait of Shaw, to bind themselves together in friendship and cooperation and, through joint efforts and sacrifices, secure for their peoples and for posterity the blessings of peace, freedom and prosperity.

In this vision we seek the establishment of a common free trade zone and, during the discourse of our talks, further defensive coordination to preserve the peace and tranquility of our region from forces that would threaten our economic stability and security. In addition to the framework provided, Rokkenjima will work with our prospective partners to see more in the manner of cultural exchange, cross-border educational opportunities for our Peoples and decreased VISA requirements between members of the Association; remember this is a most basic framework, and where we take it from here is fully within our hands to determine. I look forward to meeting with you all, and to making decisions which will see the Dauntel and Strait of Shaw prosper for generations to come.

The Empress was much more seasoned for this meeting and it showed as she stood on the steps of Shizukesa Palace, Dunwich, awaiting her guests. "We may be on the precipice of something which will be put in the books of history one day," she said to Gregory McKenna, "much unlike those nightclubs you continue to run," she chuckled. "Those nightclubs are places where people let lose and have fun, they're important and no, I won't close them if that's what you wish me to do," McKenna said with a glare. "Run your clubs, but bring your A game when you're making decisions that impact the Empire, yes?" she asked. "My Empress you have my guarantee, of the fullest level," he paused, "though I trust the Imperial Police will look the other way for certain things?" The Empress sighed, "I will give comment neither way there, just behave yourself okay?"

"I'll do my best, best you'll get out of me," he replied with a chuckle. "Mhm," she would simply reply. "Be on your best," she continued, "I hear the engine of our first guest." "My Empress, I promise I'm always on my best," McKenna replied. "Full of yourself as always, keep that A-game face on," she sighed.

   It had been a little while since Eijirō had visited Dunwich, the last time, acting on the behalf of his father in the days leading up to accession to the throne. It was here that he had struck a deal with the then-Empress of Rokkenjima, Evanthe, and where he had gotten his first real taste of diplomacy. Of course, that treaty had fallen to the wayside after the events of the last year, especially the conflict which had broken out between their two nations. Since then, he had most recently been in the country back in June, where he had hashed out a "treaty of friendship", though some back home had felt it the wrong decision to make. It had, perhaps, been too soon then, but now, a new opportunity had arisen to not only further mend ties, to, in effect, restore the status quo ante bellum, so to speak, but to also achieve the dream of Pan-Ardianism, something which had been pursued by generations of Daitōjin statesmen and intellectuals. It was for that reason, then, that he didn't come alone.

   For the last few hours, both on the flight out of Hyakuri Air Force Base and then the drive from Dunwich, Eijirō had enjoyed the company of the Prime Minister, Sadazane Konishi. Konishi had long been an advocate for further economic integration among the East Ardian states, having even spearheaded EAFTA throughout the 2010s and into 2022, so it seemed fitting that he be present for negotiations surrounding an organization which might, in time, supersede it. Even if it did no such thing, of course, it was felt that the Prime Minister's presence was helpful, as it granted further legitimacy to the treaty in the eyes of the people; though the Emperor was, of course, a man with deep influence within society back home, Sadazane enjoyed considerable popularity both among the general public and the Diet, something which would lend itself to ratifying the treaty if they both signed. Some had, of course, questioned this trip, after all, just over a week prior, a dirty bomb had been detonated in the Rokkenjiman capital, so the less informed might've thought it was too risky to go to the country. Those who were better informed knew that wasn't a danger, but they still cautioned against the voyage as this attack demonstrated that the country wasn't exactly safe. Either way, though, it was a risk which both men felt was worth taking.

   In time, the motorcade arrived at Shizukesa Palace, pulling up before the steps of the palace. As the flags affixed on the hood of the vehicle fluttered in the gentle summer breeze, the driver, the Emperor's personal chauffeur, stepped out first and, without missing a beat, opened the rear door and bowed. Eijirō was the first to exit the vehicle, followed by Sadazane, and together, they walked forwards to greet their hosts.
   "Your Majesty, it's a pleasure to see you again." Eijirō said with a nod. "If I may, given the recent attack in Pyrettania, I'd like to extend the deepest condolences of our people. Now, more than ever, I believe unity between our nations is most necessary as we face this ever-evolving threat."

When the invitation had hit the combination of a nation that had recently been a victim of a dirty bomb and the proposal itself didn't immediately appeal to the Empire. The invitation however talked of it being merely a framework and those could be changed. Marco had, rather surprisingly said that he'd be attending however after discussion with various security agents that was determined to be unwise. The Emperors cousin, Graziano, was rather relieved about the fact as he didn't believe his cousin was really a skilled negotiator nor took such matters that seriously. It was frankly going to be best all round if the Consul attended rather than the Emperor.

On the day itself there was a short journey to Dunwich. Graziano had little time to reflect on the proposed framework but he'd ensured he was familiar with it. As he arrived just after the Daito delegation he left his security detail outside the Palace and made his way in. He bowed to the Empress. "I apologise for my cousins lack of attendance. Matters of the eastern part of the Empire required his attention." He excused Marco, it was common knowledge the east was experiencing some turbulence and so it was plausible that the Emperors attention would be needed. "You of course have our best wishes following the attack in Pyrettania, should we be able to help then we will." He turned, bowed to  Eijirō, "A pleasure to meet your Majesty." He said formally.

The Empress would nod as the Emperor spoke, "Thank you, my friend, and while I've stated so in remarks allow me to personally offer the condolences of the Rokkenjiman People for the attack upon Awara. Sadly terrorism has been a facet of my life from a young age; I was targeted in my youngest days, kidnapped and then rescued by the Borlanders out of all the possibilities, kidnapped by Ofdensen's goons and now, terrorism strikes at the heart of the Empire itself and, for what? Because our People gave blood, supplies, and funds to those impacted? We must stand together, we've seen through the hellhole of Ofdensen what the alternative looks like, and we can never gaze on such a potential reality again. We'll face this threat together and I have all confidence that we will persevere."

"Honourable Prime Minister," she said with a respectful nod, "I thank you for joining us here today as well. I must commend you for your work on the EAFTA, a noble effort and one which has succeeded where past Rokkenjiman initiatives, such as the Association of East Ardian Nations, had failed to gain traction. I hope that your experience and, I believe, dedication to a shared vision will serve us well over the course of these meetings. I think a piece of the same dream landed in both of our minds, so, may we nurture it to fruition, yes?"

As her first guests were ushered into the Palace she extended a respectful welcome to Graziano. "Welcome to the First Empire, and thank you for your well wishes and offer to my Nation and People. "Your cousin's absence is excused and understood, I am certain that there are matters which demands his full attention and do not take it as a slight, I assure you. As we await further delegations I have prepared some light refreshments and entertainment in the sitting room, please take a moment to refresh yourself ahead of our formal discussions."

Empress Tanya Ydrakov pulled up driven by a government statesman, however there were 3 women in the back. There was Empress Tanya Ulisi Ydrakov, however there were 2 other women were Ulyana Helmar Yadrakov, Duchess of Novogorsk, and Katerina Elmira Ydrakov Duchess of Chelvgorod both 29 and 26 years old respectively.

Both fair skinned, blond haired, blue eyed, looking nothing like their sister the Empress of Skalvia, they are however half-sisters, from a different father, a doctor from Suomiland in the UVBR. All wore matching maroon dresses. They all got out of the car. Ulyana the middle child was standing at 163 centimetres tall had shoulder length hair, dead straight platinum blond hair, Katerina despite being the youngest of the 3 women was standing at 175 centimetres tall had more wavy sandy blond hair.

Katerina asked “Why did you bring us again?”

Empress Tanya responded sarcastically “Because I enjoy your company.”

Her sister Duchess Ulyana chimed in “Hilarious…Seriously”.

Empress Ydrakov replied, “Mother kept insisting I take both of you.”

Both women responded almost in unison “Of course.”

Katerina asked “I don’t know why you didn't just bring your Vynish boyfriend. Also, when are you going to marry him already? I mean you already have Zoya.”

“Oh my god did mum tell you to ask me that?”

“Well you’ve been together for 7 years and have a child together…I mean.. come on make it official.”

Tanya stared at her sisters blankly for a few seconds. “I’m going inside, before I do though I will have to insist that both of you be less…I don’t like your annoying selves and change your personalities entirely…Like at least for a few hours.”

Ulyana scoffed “Whatever.”

They then made their way to the entrance.

Serena had one successful overseas visit under her belt. Her trip to the Theocracy of Kaitaine had been almost personally. With a large number of Bene Gesserit worshippers in Aotsa and being home to a Chapterhouse School she had made it seem like she was doing her duty in supporting members of her nation. The arrangement that now allowed the citizens of the Theocracy and Aosta simpler travel was on paper one she had been able to sell to the public as a cultural connection. In truth it had been one more designed to help her sisters in the Bene Gesserit faith, her secret faith. This now though placed her in a predicament. On one hand her advisers had said this potentially could be a benefit to the nation, on the other however there was the fact that in the past Rokkenjima had not spoken favourably on the Sisterhood.

She had agreed in the end to go in person but two advisers had come along with her. First was her Aide-De-Camp Olivia Adimari she was responsible for many important channels of communication to the Empress and as a result was almost like her shadow. The Air Force Officer was also a Truthsayer and as such shared the Empress misgivings about this meeting. Mattia Giordano completed the trio from Aosta. He was considered to be a leading light among the governments phalanx of lawyers and many believed one day he would be Minister of Justice. He was here to simply offer advice to the Empress on the legal implications of the discussions. The Empress lead the group into the Palace and up to the Empress of Rokkenjima and extended a hand, "Good Morning, thank you for having us here". She introduced her two underlings and then did the rounds of the others.

for Xiaoling, Rokkenjima was a short hope across the water from Gowu, it was a trip she'd made a few times before, her job had over the years she'd held it meant that she'd spent plenty of time navigating the currents around the 'bigger fish' in the region. She was however under no illusions, she knew she was in the experience stakes the heavyweight here, she also knew she was the one with nothing to prove judging by the looks of the various other nations it was a mix of people who needed to make a mark and those who were at a meeting such as this for the first time, by contrast Xiaoling was still three years out from having to worry about re-election and she'd been to more than one of these things. Running a hand through her hair she approached in her usual deliberate manner, slowly and methodically taking in everyone already there. Given what was potentially going to be discussed there was the need for the presence of Molly Newton, the Gowu Minister in the Achkaerinese Government, she was there because while legally speaking Gowu had the power to enter into treaties on its own as per the Gowu Exemption Treaty Act of 2003 it had that power up to a point there were things that Gowu could not commit to because they were not within its devolved competences and that was where Molly came in, someone with the authority to cover what Xiaoling could not but not senior enough to outrank Xiaoling.

However despite their attendance both Xiaoling and Molly knew that this was far from a done deal, this idea had potential but it also had several hurdles to overcome, some more obvious than others and some that would only show themselves if certain paths were trod. The hilarity was that they did know McKenna, the future Viceregent had been given a bit of a crash course in meetings that they'd both been involved in, the Empress of Rokkenjima was a whole other factor. "Good morning Your Majesty." Xiaoling said "Mr McKenna." she smiled "Let's see what you can do with a blank page rather than the apparatus of a by gone age." not specifically her own words and Asuna would probably hear her aunt in them which was the point.

"Empress Tanya Ydrakov, welcome back," she said with a smile. "As we're awaiting further arrivals please join our contemporaries in the sitting room where a spread of refreshments awaits. I look forward to joining you all shortly."


Shizukesa Palace interior, visible to the guests of the Empress.

"Empress Serena III, Olivia, Mattia, allow me to welcome you to one of my favourite homes in Rokkenjima." She pointed to a particular staircase visible from the entrance of the Palace, "I often got in trouble hanging off the banisters up there in my younger days," she said as she pointed to the spiraling staircase, "and today I stand here hosting dignitaries from across our region for some most significant talks. I'm glad that you could make the trip and hope that we can produce something most productive by the time you all return home. An aide will lead you to my sitting room where refreshments are available. I'm humbled for the opportunity to host you."

"Good morning," the Empress would reply in response, McKenna answering with a respectful nod in turn. "You already know your way around," the Empress continued, "please head to the sitting room where I will join you all shortly? Light refreshments are available, and the most cozy seat is the one in the corner by the western-facing window," she concluded with a wink. "Let's see what we all can do," she would add as Xiaoling entered the Palace.

As she joined her guests in the sitting room the Empress let out an inaudible sigh, "My guests, thank you for joining me here today. I am pleased that my invitation received so many responses and look forward to drafting a future, a vision, for the region we all call home, that is more prosperous and offers our Peoples greater opportunities as we move into the future. We are all blessed with a shoreline, either on the Dauntel or the Strait of Shaw, and represent a region which is rich in resources, know-how, and economic opportunity. Just as the Peoples of the Illumic Channel have unified their efforts for their region I believe we, too, should unify our efforts to see that as one of us wins, all of us wins and further builds upon the inherent prosperity of our region." As the Empress continued tablets were dispersed to those in attendance with the provisional Dunwich Declaration displayed on the screen.

As she took a tablet of her own she looked to each of her guests, "We've a template before us, and I'm certain all of us have ideas as to where this idea, this seed yet to germinate, may grow from here. Rokkenjima has presented its basic ideas already, now it is your turn to take this shared tapestry before us and leave your marks upon it. Perhaps we should begin with what all of us seeks from this idea, or maybe we should ensure that larger economies do not stifle the opportunity and potential of those smaller who would be party to the ADSN; I leave it to you, my most welcomed guests, to set the tone as to the topics we first explore. Let us produce something we're proud to show our Peoples, and equally proud to sign once this Summit has concluded."

As they sat and the rest of the room filled with the other attendees Serena was interested in how things would start. She had two documents in her leather binder which she'd unzipped and held in such a manner as concealing them. Both creamy white bits of paper were covered in green pen scrawl. As the Empress talked stopped talking she looked out the corner of her eye and to the uninitiated it would appear that Olivia Adimari was merely loosening her fingers and fidgeting with the string that marked the page in her ledger but to the Empress, fluent in Bene Gesserit "doublespeak" it was clear "Now is the perfect time" the Empresses aide signed. Serena gave a small nod, more to herself than anything else.

"Empress I'm happy that you've invited us here and its actually convenient that you begin by talking about the Illumic and their various arrangements. I am well aware King David spent many years discussing Illumic Self-Determination and at times your nation and his have not seen eye to eye over how that was interpreted. Now though that region is peaceful and prosperous showing such a body as what your suggesting does work. With that in mind and Illumic Self-Determination being such a corner stone I believe we should perhaps consider the notion of Straits Self Determination. The ASDN, or whatever name we finally settle on, will at some point have to face a test in how it handles things. Very few existing relationships exist between us so perhaps a test is needed before we from this body to see if we are capable of co-operating."

She laid her own piece of paper on the table.

2. The Kingdom of Seaforth should remove, as soon as realistically possible, its armed forces from the region.

3. The Kingdom of Seaforth be permitted to remove any sensitive or classified materials from its military establishments.

4. As the people of Troyes have contributed to the Royal Treasury of Seaforth the Kingdom of Seaforth is to ensure Troyes military establishments are left functional. This to be achieved with co-operation with the Marseille military.

   Ever since Seaforth had illegally occupied Troyes, now roughly six or seven years ago, Eijirō had viewed the country with suspicion. It was true that many in the city and surrounding regions sought its return—sought reunification with their Marseillais brethren—and so, it would be wrong to deny them that right. Elections had demonstrated this desire, yet even so, there was no sign that the Seaforthian government would budge. Even if it weren't, as the Aostan Captain said, a "test", he would support such a measure. The people had chosen their future, and now, it was on King Andrew to respect their wish for freedom. Besides, none of what was being proposed was particularly objectionable to him, and Eijirō suspected that few others would see it differently. Perhaps the Rokkenjimans, given their ties with Seaforth, but even that could be called into doubt.
   "I see nothing, with regards to this statement, that the Empire of Daitō would oppose. It is my firm belief that Troyes is, as of the present, illegally occupied by the Seaforthian military, and that should we allow it to continue, we would be setting a dangerous precedent going into the future." Sutāraito read over the paper following Eijirō, allowing McKenna to read over it himself. A Seaforthian himself, nephew of that McKenna, he whispered to her before she stood from her seat. "If we are to see a new start today, let it be the start of an era where all nations who border the waters of the Dauntel and Shaw have their futures, and their sovereignty, fully under their control. The Seaforthian occupation of Troyes is a relic of a bygone era and it is the opinion of the First Empire that their continued presence in our region has long since reached the moment it should have ceased." She opened a drawer in a table and produced a pen and with a swift motion of her wrist returned the paper to her.

He began, "First I wish to state I agree with a lot of what Empress Serena said, particularly that many of us have no existing ties and that this is in effect a test. I believe though we have just seen a failure of this test. The statement the Empress of Aosta presents will stand as the voice of this meeting, you could consider it the first statement from what our host hopes will become a cross-ocean partnership yet it has had the input of one nation and is now being signed without hearing all voices and therefore allowing for descent. Is this how the body will work, as soon as the views of one nation is presented all those who agree will automatically back it? If that is to be the case then we simply have the system we have now where each nation operates completly independently. I would request that the Empress of Rokkenjima withdraw her signature until we have had a chance to reflect on this matter." He waited to see her decision before continuing.

"Now to the best of my knowledge the Seaforthians have not mistreated or oppressed the people of Troyes, following the war there Troyes has become once more a major port.  The Seaforthian government have allowed the people there to voice their views and as far as I have seen they have not sought to stop peaceful protest. They even had armed men outside their military HQ's and there was no incident. So lets keep that in mind we are not talking of some Silverhills Ozzie style movie where an evil power brutally enslaves and oppresses the people. I do though believe that Troyes should be Marseilleian. Currently though their is a wave of fierce pro-Marsailles, anti-Seaforth sentiment there. I am concerned that should the Seaforthians withdraw what would be the fate of the Seaforthians living there, lets remember around a million Seaforthians live there. They are a minority yes but a sizeable one and many of them have been there a long time. We have not seen in any of these discussions anything about these people. If we put out the statement written by Empress Serena and then God forbid any reprisals by taken against Seaforthians remaining or any future discrimination then part of the blame for that will lie at our door. I also disagree with Seaforth having to leave the establishment operational or pay for it. It was restored to operational standards through the Seaforthian purse and as a result the Republic of Marseille have not had to pay anything towards it. We are not talking on the wholesale destruction of a military base, we are talking of removing sensors, removing computer programmes, removing weapons systems, all thing the Republic would have had to pay for anyway. Even if Seaforth left everything behind Marseille would have to switch things over to fit their own systems.Therefore before I sign anything I want something in there giving assurances against this. I am therefore taking the liberty of amending what Empress Serena has brought before us.

Empress Tanya Ulisi Ydrakov I simply sighed “I know my nation isn’t exactly connected to this situation, nor really is one to speak due to its actions in the recent past, but I have to agree with what Consul Lupin has said. If the Seaforthian gradual and peaceful withdrawal would be best. If the Seaforthian military hasn’t actively oppressed the citizens of Toyres then forceful removal I wouldn’t think is warranted. We know what it is like when a situation escalates way to fast to the point where it can no longer be controlled. In any case like many of you I do believe in the principle of the Republic of Marseille getting the Tores back and allowing the Seaforthian minority to either return to their homeland or have an option to stay and find a way towards citizenship. It’s only fair, on this matter however I’m afraid that is all I can say.”

I firmly believe that the future will see Troyes reincorporated into Marseille, the people have made their feelings clear on the matter and I fear that delaying the fulfillment of these desires has far greater potential to create instability than an orderly withdrawal of Seaforth forces and a peaceful reintegration fully supported by the regional powers.

I am therefore completely in favour of signing the document as it is, perhaps with some additional guarantee of the rights of the Seaforthian minority."

Xiaoling and Molly glanced at each other, they'd known there'd be moments where Molly would have to step in but they'd expected that to come in proof reading not right off the bat. Taking a deep breath Molly picked up the piece of paper and looked at it for a moment "It strikes me that we're having a conversation that really comprises two if not three parts." Molly said "Firstly do we believe that Troyes is Marseilles territory? Given that the Government of Marseilles has at no point agreed to any form of arrangement with Seaforth in relation to Troyes it seems very clear to me that the city is Marseilles territory, it should also be noted that what Seaforth claims as its justification for this so called 'protectorate' status no longer holds any water and their lack of action confirms the very clear reality that what Troyes represents is a land grab by Seaforth. It is therefore on principle that we must support what Empress Serena has presented us with which is that Troyes is Marseilles territory and that it should be returned to Marseilles." She took a moment to think about how to word this next bit "Having answered yes to that question we then have to consider what such a return should look like in our opinion, in principle there are two parts to that - the removal of the Seaforthian military presence and also guarantees regarding the safety of the people of Troyes. I believe that Prince Graziano has provided sufficient additions that see the latter addressed, in the case of the former I do have a concern in that I find the wording of point two somewhat ambiguous rather than saying 'as soon as realistically possible' I'd prefer to see a date named for when we expect the Seaforthian military to be withdrawn. If they didn't, they'd be hypocrites thanks to the QAMB process which played out in the Illumic. We have the precedence, we have the right side of history at our back, let us see our regional mates free of foreign occupation and dictation. Serena was happy enough with the additions put forward by Graziano, end of the day it achieved freedom from Troyes, assuming that it worked but that was yet to be seen. "I believe we've reached a draft that achieves what I had asked for and hopefully puts the minds of the Consul and others at ease. I suggest then that we affix our signatures and the release this, it can be done before we even finish the talks, imagine the optics that gives that within just a few hours of even trying to come together as a region we've been able to make a decision and show support to people within our region. When I presented the document I said that it was to me a kind of test, at the moment I think we're on the brink of passing that test, now just comes the signing." She waited with a pen hovering over the document to see if there are any objections.

OOC - I suggest we perhaps say 48 hours real time and consider it a done deal?

"Thank you," she continued, "if we're to succeed we can't just focus on the "fluffy" issues, we have to deal with the ones that are difficult as well, and you picked a most difficult one. Like our friends from Gowu said, however, it's not binding upon Seaforth to oblige. We may be in for a showdown in the future, but it's one which will have the full backing of Rokkenjima and I imagine all sat around us."

"While I am certain that cooler heads will prevail and, in time, a peaceful settlement will be enacted, the people of Troyes will have the support of Daitō should this situation not evolve in a favorable manner." As it was not a binding treaty—Seaforth would need to be involved in negotiations for that—he couldn't help but feel, deep down, that the Seaforthian government might not back down, that it would not acquiesce, though it would be foolish not to.

With everyone who had agreed with Troyes being returned to the people of Marseille Consul Graziano was pleased that even if nothing else was agreed they had at least achieved something here. Graziano suspect that if Serena hadn't ruffled any feathers he was about to. "While I largely support the initial draft of the ADSN treaty, charter, whatever we intend to call it, there is a minor point of clarification that is needed. If I can call all your attention the following point from the draft. "2. To promote regional peace and stability through abiding respect for justice and the rule of law in the relationship among countries of the region and adherence to the principles of international norms;" This causes me some concern when written by a Rokkenjiman, please allow me to explain. You see at the time of its formation there were several people who spoke out about the Abrahamic Decleration of rights, and while I understand this government of Rokkenjima at the time may be described as lets say questionable, a member of the Rokkenjiman government said "We must see that the MCUR, not the Abrahamic Declaration, perseveres as the guarantor of rights". Now this clearly means that we face an issue, the charter says "principles of international norms" and clearly both Abertone and Rokkenjima for example have clear differences about what these "Norms" are. I think perhaps we need you to clarify what we are talking about when we say norms as despite geographically being neighbours the culture, values and traditions of say Abertone and Daito are very different, what an Abertonian would consider to be a norm, Daito may not. So therefore what exactly do we mean?"

The differences presented do not, in fact, exist when viewed through a lens which takes in all of the facts and data available on the topic matter."

THe Uppsala convention and the Abrahamic Declaration and talk of such agreements is already going beyond the scope of this meeting. With that said With that said I have a possible idea of possibly, with the help of our neighbors in Rhand, Aosta, and Bahia of a something to integrate our energy sectors. Graziano had to remind himself he was a mere Consul speaking in a room full of royals. He was used to dealing with his cousin but there he had the benefit of the family bond allowing him a little leeway, that and he would rather busy himself with other matters rather than those of state. He paused for a moment as he considered what to say to Empress Sutāraito however Empress Tanya got there first causing him to change his wording. "With respect Empress Tanya the discussion on energy integration is not a matter that impacts the vast majority of us here and as much as such projects can be important if they are to be discussed as part of a body such as what we want to create then we need to do so within a framework. That framework needs to be established from the beginning. Its not enough to sit around a table and just say we're going to co-operate, at some point in the future it is saly inevitable that there will be some crisis, incident or conflict that will feature two of us on opposing sides. That I am sad to say is simply the nature of the world that we live in and when such a thing happens we will need to have a document, charter, call it what you want in place to smooth over those times." Graziano turned back to the Rokkenjiman Empress, "Your initial idea talks about co-operation in economic, social, cultural, technical, scientific and administrative fields. I have an interest in that, I therefore don't think we need muddy the waters by discussing international norms, despite what you say I think there are and will be times we disagree on what those things are but that doesn't stop us co-operating in the fields that you want to. I suggest therefore we remove any reference to that term. Beyond that my concern is the charter sets nothing in stone, it talks about co-operation and the establishment of ad hoc or permanent committees. As there is no outline of any of these committees existance or purpose it make me wonder do we need such a body, after all we've already seen Empress Tanya try and conduct a meeting between four nations for co-operation and we saw the Krimeon nations respond swiftly to piracy without such. So perhaps we need to consider one of two paths, first do we need to have some actual plans of action set up within the group or are we just creating a communication conduit?"

We have demonstrated our ability to cooperate already in agreeing in regards to Troyes, what we are now faced with is as put by the Consul the question of what are we wanting to build? Whether it be a communications conduit or something more established the likelihood is that both models are going to end up discussing the same things. My way of looking at this is to ask a different question - do we want this organisation to be a 'voice'? I would submit that through the matter raised by Empress Serena we have already seen the nations in this room, the nations that could form this organisation, speak with a single voice. I would suggest if that's the intent then a committee is perhaps the way to go, one ambassador each, one vote each. If we need to get experts in should we find ourselves dealing with particularly niche subject matter then that is easily accomplished, so I don't see the need in any case for Ad-Hoc Committees and Permanent Committees of specialists and officials on specific subjects. when ultimately it is mechanically the same meeting, this is a regional organisation it is not the CTO, it needs far less to make it function, in fact a standing committee needs only a home, appointed ambassadors and basic rules with regards voting to function. A communication conduit doesn't require the home but requires everything else, it's just the case that the committee would in effect be meeting in an online format, either way clarification around decision making is required."

All while she'd been speaking she'd been making a few notes which she now slid on the table.

CONSIDERING that the countries bordering the Dauntel and Strait of Shaw share a primary responsibility for strengthening the economic and social stability of the region and ensuring their peaceful and progressive national development, and that they are determined to ensure their stability and security from external interference in any form or manifestation in order to preserve their national identities in accordance with the ideals and aspirations of their peoples;

AFFIRMING that all foreign bases are temporary and remain only with the expressed concurrence of the countries concerned and are not intended to be used directly or indirectly to subvert the national independence and freedom of States in the area or prejudice the orderly processes of their national development;

DO HEREBY DECLARE:

FIRST, the establishment of an Association for Regional Cooperation among the countries bordering the waters of the Dauntel and the Strait of Shaw to be known as the Association of Dauntel and Shaw Nations (ADSN).

SECOND, that the aims and purposes of the Association shall be:

1. To accelerate the economic growth, social progress and cultural development in the region through joint endeavours in the spirit of equality and partnership in order to strengthen the foundation for a prosperous and peaceful community of Dauntel and Shaw Nations;
2. To promote regional peace and stability through abiding respect for justice and the rule of law in the relationship among countries of the region. and adherence to the principles of international norms;
3. To promote active collaboration and mutual assistance on matters of common interest in the economic, social, cultural, technical, scientific and administrative fields;
4. To provide assistance to each other in the form of training and research facilities in the educational, professional, technical and administrative spheres;
5. To collaborate more effectively for the greater utilization of their agriculture and industries, the expansion of their trade, including the study of the problems of international commodity trade, the improvement of their transportation and communications facilities and the raising of the living standards of their peoples;
6. To promote shared Dauntel-Shaw studies;
7. To maintain close and beneficial cooperation with existing international and regional organizations with similar aims and purposes, and explore all avenues for even closer cooperation among themselves.

THIRD, that to carry out these aims and purposes, the following machinery shall be established:

(a) Annual Meeting of Foreign Ministers, which shall be by rotation and referred to as ADSN Ministerial Meeting. Special Meetings of Foreign Ministers may be convened as required.
(b) A Council, consisting of representatives of each member nation, any member shall be entitled to propose any motion they wish. Each member shall have one vote.

(b) A Standing committee, under the chairmanship of the Foreign Minister of the host country or his representative and having as its members the accredited Ambassadors of the other member countries, to carry on the work of the Association in between Meetings of Foreign Ministers.
(c) Ad-Hoc Committees and Permanent Committees of specialists and officials on specific subjects.
(d) A National Secretariat in each member country to carry out the work of the Association on behalf of that country and to service the Annual or Special Meetings of Foreign Ministers, the Standing Committee and such other committees as may hereafter be established.


FOURTH, that the Association is open for participation to all States which border the Dauntel Sea, the Rokkenjiman Sea or Strait of Shaw who subscribe to the aforementioned aims, principles and purposes.

(a) Any prospective member of the organisation must be admitted by majority vote of the membership

FIFTH, that the Association represents the collective will of the nations which border the Dauntel Sea and Strait of Shaw, to bind themselves together in friendship and cooperation and, through joint efforts and sacrifices, secure for their peoples and for posterity the blessings of peace, freedom and prosperity.

Empress Tanya Ydrakov sighed  and spoke in a respectful yet firm tone. "What exactly is the nature of the agreement? Because I see nothing about anything concrete, nothing about the reduction of  tarriff or non tarrif barriers to trade, visa agreements, military matters, some common policies regarding trade or industry. no standard setting. I see a lot of adhoc ideals, but nothing concrete. If this is to only work together and set up a vague setting of meetings whenever we can then you don't need us here if there is nothing concrete. There is a lot saying about promotion or collaborating, but nothing about the actual details of how this needs to be implemented other than forming committees of ministers, if we want greater regional prosperity in the fields of  economic, social, cultural, technical, scientific and government administration, then we would be talking about those matters which actually make this happen. If this isn't the case then you don't need us here. What this is is merely a template. Not an actual agreement. this is a skeleten. I'm sorry to waste your time everyone, feel free to send a delegate to Korongorod."

She then turned to the Rokkenjiman Empress "We will leave if you so wish your majesty."

It would have been fine for me to outline everything in fine detail, down to the final bolt so to say, but that approach would not have set a tone for cooperation. In the past we've seen many treaties which Rokkenjima has proposed where that has been the case as some of my predecessors felt they had the answers for everything, now, if I wanted to see an organisation purely of Rokkenjima's vision for the region I wouldn't of wasted anyone's time in inviting you all here; I could have simply dispatched the treaty with an invitation to sign it or pass on it, and I'm imagining there'd be more rejections than signatures. Looking at what Xiaoling has put on the table this would be the natural time in which we start making proposals about those finer details, establishing what we're looking for in terms of reductions to trade barriers, visa requirements, defence concerns, etc."

Serena was happy to sit back and listen while the two other Empresses seemingly had different views. "I'll explain where my nation sits. We do not want full tariff removal. Our economy has an outstanding agricultural and processed foods sector for example. The problem this organisation has in a way is so does the Eastern part of Abertone. As a result if we remove tariffs our own and Abertone's Eastern Empire agricultural markets will be coming head to head and while competition can be good the average workers wage in the East of Abertone is much lower than our own. Potentially our own markets become flooded with Abertone wheat for example and our pasta begins to be made with foreign wheat before being exported to the rest of the region meaning our farmers loose out. They're are likley other such conflicts of interest around the table. What I propose therefore is this. Each year every member nation producers a list of their tariffs for the coming year. We agree that, unless a seperate treaty exists, we all are charged the same tariff rate and that the rate on each item, product, material etc is lower for ADSN members than other nations. For example we may put a 5% tariff on wheat imports into our nation on the ADSN but 6% on non-ADSN members. This promotes regional trade but allows us who wish to protect our economies.

Now in terms of other areas I would like to propose the establishment of the ADSN Science Consortium. I would like to see a body set up that would see each of us who are willing invest a lump sum each year. As such we each receive a equal share of the Consortium. We recruit and fund scientists, engineers and the like and let them be about their work. When they patent something new or unlock some research we all get an equal share of it. For example we saw Heyra and East Moreland work together to create the vaccination for the Yellow Tongue outbreak, their drugs companies no doubt making a profit from its development. We could then utilise the body to undertake such work on our behalf and maybe get the body to be self sustaining in terms of funding."

Graziano couldn't help but smile a little when Serena mentioned the disparity between the East and West of the Empire. It was true, wages were much lower and the cost of living in the East reflected that. While the West seemingly now ran on financial centres, small scale high tech manufacturing the East still ran on farms and factory assembly lines. "Her Imperial Majesty is correct" Graziano began, "There are sectors each of us wish to protect but also wish to deal in. I suspect a farmer in the East of our Empire would love to sell his wheat to the pasta manufacturers of Aosta his heart only breaking as it will not go into an excellent Abertonian ravioli" He gave Serena a smile confirming that he was only trying to have a friendly rib at a nation whose cuisine was similar to his own nations. "Whatever mechanism we put in place none of us are going to be able to sell it to those back home if it creates undue stress and harm to our own industries. We all want markets, but we also want our own industries to flourish, what does it matter if we say to a farmer from a poor Eastern province that we've opened up a market to potentially hundreds of millions of people if we also flood our own internal market with the same good they're trying to sell. I therefore would support Empress Serena's suggestion. Now in regards to her Science idea then I am a little more concerned. I like the idea of scientific co-operation and the Consortium seems a good idea, however my concern is thus, what if those of us around this table all agree and end up with lets say an even distribution of 20% each. Then our Consortium produces the next vaccine to a major outbreak, Abertone would like to sell that patent to drugs companies meanwhile Aosta being big hearted wish to give it away. I would not be happy seeing our investment controlled by others. I also have a concern that if say those of us here all contribute our membership fee of say $20million and get our 20% , then next year we pay our fee again and the year after and then say Tytor, who are not here today but could well have been, wish to join. Are we saying that if they contribute $20million they get say 15% and our own 20% get diluted down despite the fact we'll have invested close to $100million into the Consortium while Tytor would have contributed a mere $20million. If we're forming the Consortium I believe that once it is formed then any new members would have to buy their way in by matching historic contributions."
