INVITATION TO CHAMWICK

At the age of 18 I was fortunate enough to be accepted as a reservist into what became my beloved Alpine Cadre. I still technically carry a commission within that Regiment and I do my best to keep up to date with the workings and functions of equipment at their disposal. While also being commander in chief of the East Moreland Armed Forces I like to think my knowledge of the systems utilised by the Cadre go above and beyond that expected of a normal commander in chief having had oppurtunities in Mavrosia and beyond to actually use them. While I am grateful to have equipment at the disposal of my forces that limit their exposure to danger I am also concerned that we, as humans, are allowing computers and in particular AI to make more and more decisions as to how we fight wars and ultimately how we strike targets. As a result we are making ourselves less accountable and I fear a time will come when nations will violate the Uppsala Convention due to actions outside human control. As such I am looking at putting together the Robotic and Autonomous Weapons Declaration. Just as we have committed ourselves to just measures in conventional warfare, outlawed chemical and biological weapons and thankfully scrapped nuclear ones we must now examine the next frontier of weapons that could potentially become a problem on Mundus. With this in mind I intend to invite delegations from all nations of Mundus to Chamwick to discuss the matter and review proposals to ensure we as humans retain our responsibilities.

Chamwick was the newest city in East Moreland and was one that was less accustomed to foreign conferences. The Universities campus had several buildings that would be more than adequete for such a conference and hopefully the creation of a treaty or decree of some sort. The King had several ideas in mind but naturally it would be important to try and bring the global community together. As such the King had arranged for each nation to take over a suite of rooms within one of the many new hotels that the city had and he'd even encouraged people to come early. There had been various dinners, shows in the threate and the like to help people meet before the conference, pre meeting diplomacy so to speak. Now though it was time to get started and the King and his Minister of Defence, Sir Harry Samuelson stood ready to welcome the various delegations who arrived. Inside the venue, a large room within the Faculty of Engineering, was usually used to host conferences between various businesses that meet as part of the conditions of having economic breaks for being in Chamwick. Companies had to undertake joint collaborative projects and here many deals between the likes of EMAC, SmartWar, OsmanTech and various others had taken place. A large lounge sat just outside the room where Queen Stasya, Princess Freya and Admiral James Thompson, the nations most senior military officer, were ready to mingle before the business of the day took place.

"HOT DOG" FROM SMARTWAR

SmartWar have today released footage of one of their latest prototypes. The company that is based in Chamwick have been working on various robotic and autonomous systems for several years and today released a video showing a kind of four legged robotic device carrying a flame thrower. The device was explained by the companies CEO, Martin Dawson, who said. "We are working on a variety of products utilising the "dog" element of the project, everything ranging from medical evacuation to helping provide logistics support. One of the key military needs is the ability to move heavy weapons with small squads and clearly this is difficult for the men on the ground. We believe this, as of yet unnamed project, can solve that as it will be able to carry a variety of logistical loads and a remotely operated, or autonomous weapons system. For our demo we asked ourselves what is perhaps the most over the top system we could add and someone said flamethrower. As a result that's what we ended up with, I think it looks rather impressive."

It was however a civilian use that has potentially seen the most interest in the project. Rockhampton's Chief Fire Officer explained, "Every summer we end up having to establish spotters, patrols and various other methods to look for wildfires in the forests. We've talked for a while about utilising something like UAV's but often these don't see beneath the canopy. Its our belief we could potentially release several of these into the forest and they can wander around high risk and remote areas looking for danger. We could then utilise their flamethrowers to perhaps carry out controlled burns allowing us to ensure the safety of the woodland, the general public and private property. Its something I'll speak to Mr.Dawson about and we'll see what comes up."

The concept has however seen Minister of Defence, Sir Harry Samuelson, talk about his thoughts on "autonomous systems". "I will always back things that help our fighting men and women stay ahead of the opposition and I see a definite place for 99% of this technology. We sadly see that AI is, in many ways, replacing humans in many processes such as in the industrial markets. My fear is attempts will be made to remove humans from warfare and that's very dangerous. We've seen AI getting things wrong all the time, I mean they can't even draw a human hand without six fingers. If we are to take human life for a greater good the decisions to send that person to the great beyond can not be shirked, a human must take that responsibility." It is believed that Sir Harry is about to discuss his concerns with the monarch in the coming days.

Mktvartvelo: Mixed result for education reforms in parliament



The national government education reforms faced mixed results in the National Assembly. While the Fair High Education Act, which establishes a new system of scholarships and reform of the faculty administration, was passed by a 433-155 vote, the School Autonomy Act, which would have banned tuition fees in all primary and secondary education, was rejected by a clear 177-416.

Minister of Education Gulisa Paliashvili declared to be disappointed about the result, and promised that her ministry will continue to have discussion with parliamentary groups in order to "make reality our aim to build the most advanced education system in the world". She also promised that despite the defeat, her ministry will propose to expand scholarships at the primary and secondary levels, as well as introducing free-of-charge education for children younger than seven years old.

Inga Ushkaladze, the national government spokesperson, has declared that the national government has full confidence in the person of Mrs. [Minister] Paliashvili to "deliver the required changes and reforms in the education system".



Sports: Fryda Andersen wins EMAC Time Trial


Fryda Andersen showed once again her skills against the clock by being the fastest rider in the 2024 EMAC Time Trial. The Kommuna Ladies showed her consistency and strength particularly in the last sectors of the race, as she defeated Haida Toki in a close race by only fifteen seconds.

It was the first win for Andersen this season as well as the first win by a Kommuna Ladies rider in the 2024 Mundus Cycling Cup. "I am happy to have won today. I was not too confidence at the start, to be honest", Andersen declared, "but as the kilometres advanced and they kept losing time, I knew I could do it". Andersen's teammate, Thora Bjerknes, finished fourth, same result than in the previous season.

Fryda Andersen confirmed that she will only ride in the Juglander National Championships before the start of the Tour of Ardia. "We have showed our strength as a team through these last months", Andersen declared, "even if results were not the ones we expected. We are convinced that they will arrive, hopefully in one of the most important scenarios of the season".

"Perhaps a solution to Seaforthian concerns of a stacked referendum could be solved via a cut-off date; those who entered Troyes after a mutually agreed upon date would be ineligible to take part in the referendum. It's clear that there are many concerns that have to be taken into consideration to ensure a fair path forward for all involved parties, and this is one measure that may be employed to ensure that, say on the day of the referendum Troyes suddenly has 1,000 new residents who sway the results in a manner which would not have transpired otherwise."

"I am of course understanding of priorities," Evanthe continued, "and as things presently stand the Rokkenjiman stance was made clear with our ADSN partners; "While Rokkenjima will continue to support the path toward a reunification between Troyes and Marseilles we will not turn our back on our treaty partners, nor will we set aside international norms and standards to reach the end of that path....Rokkenjima holds ties to Seaforth above and beyond the ADSN and, where we've given our word to defend those we've shed blood alongside, we will uphold that commitment if it is requested upon us by the Seaforthians." It is the hope of the First Empire that we won't see foolish actions lead to unfortunate consequences. That being stated, we should develop a path toward a workable referendum which addresses the concerns presented and ensures that the voice of Troyes is not hijacked to further the aims of those outside the city."

Andrew had very clearly outlined the two decisions he was willing to accept, he was though not surprised by Serenity trying to present other ideas but ultimately it was as though neither of them had truly listened to him, rather it seemed they both had their list of talking points they'd pre-prepared and that was that. He sat himself down and took a deep breath. "I'm afraid I'm not willing to allow Seaforth to come out of this empty handed. This is not, as I explained, about keeping the city, if I get concessions such as keeping the base access and the trade arrangement then they can have the city. Its clear that a referendum is stacked against us, as we opened the city to freely allow anyone in then of course its filled to the gills from citizens of Marseille. In your scenario's we're coming away with nothing and thats 100% certain. My way we can still potentially come away with something. Both your nations have claimed that you're our ally therefore I would hope that I can count on your support regarding our nations interests. Now we've got aircraft preparing to go in, members of the Bracorina Regiment will be onboard to reinforce the garrison, meanwhile we'll begin evacuating families. I expect that you will be supportive of this measure?" He asked before turning to Evanthe.

"We can speak of family matters once I've more time on my plate. At the moment you'll understand my priorities are focused on this matter in Troyes."
