A Message To Marseilles

To: Prime Minister Ralph Deschamps

Recent times have seen much discussion of Marseilles and Troyes yet we've yet to hear from the Republic itself on these matters. While I recognize that Rokkenjima's history with Marseilles has been, at times, complicated I pledge to you, as the Empress of a new era, that when I said I wished to see the territorial integrity of Marseilles restored through the reunion of your Republic with Troyes I meant it. Yet that goal has been obscured, first with the proclamation of the self-proclaimed "Republic of Troyes" and foreign vessels operating within your waters, without the sanction of your government, to "take up a role of maritime security for the new Republic until such a time as they can take responsibility for doing so" to quote the Empire of Aosta; responsibilities which would be within the formal and official remit of the Marseilles Navy. In addition to the Seaforthians already present in Troyes, exerting their own influence, we now see another navy foreign to Marseilles operating within your territorial waters on the behalf of an entity which is recognized to datey by two powers only, those being the Empires of Aosta and Abertone.

Prior to the First Empire considering additional measures I wish to seek your position on the self-proclaimed Republic, as well as that in regards to foreign navies operating in the territorial waters of Marseilles without the sanction of your government which is an aspect of this situation which increases the risk to all parties involved unnecessarily. At present, I have dispatched Evanthe Rhodes to Seaforth to pursue all diplomatic options with the Kingdom which, I hope, will see a graceful exit from Troyes by the Seaforthians. I firmly believe that the path of diplomacy, not that of reckless actions, will be the one which sees the swiftest reunion of Marseilles with Troyes and am pursuing all avenues to see that happens. As I've said this will require much of the Seaforthians, but we will also require partnership with Marseilles to see that this happens as well. It is my hopes that we may together see our shared resolution is realized, and I am prepared to utilize the full set of diplomatic tools the First Empire holds with the Seaforthians to see that end goal become a reality.

Donna Gianna smiled to herself and then glanced over at her friend from Abertone. "Each of us here then I believe is now on record as saying that Troyes is already the territory of Marseille. We will therefore agree that as and when the representatives of the Marseille government request us to leave their territorial waters we will naturally comply. I believe this is a fair compromise for us to reach in that regards. We are grateful for the support you have given here by stating that Troyes is already sovereign Marseille and therefore the Seaforthians are there essentially as squatters."

   It seemed like Fusan had gone from one crisis immediately to another yet again, Sadazane thought as he read through the reports in his office. First, those damned islands in the Rokkenjiman Sea, then Kalasin again, and now, Troyes, not to mention a brewing political crisis at home which might decide the fate of his nation. Suffice to say, this was the last thing he needed by this point, but perhaps he'd brought it on himself. He had, after all, signed off on that declaration by the ADSN regarding Troyes in the year prior, and yet, he also realized that he had commitments to his allies, who in turn had their own commitments to Seaforth. Ordinarily, it would be a matter which Fusan could ignore, save perhaps a strongly worded letter, that most favored tool of diplomats and people who didn't really care about a crisis. Sadly for him, ignoring this would be political suicide, as would saying the wrong things.

   "Sir?" Asked Tadakatsu Haruno, his Minister of Foreign Affairs.
   "Yes, Haruno?" Sadazane replied, turning a page in the report.
   "What are your orders?"
   "Right... Well, we need to make it clear that we won't support the actions taken by this organization... 'Real Marseilles', was it?" Sadazane sighed. "Right. We also need to make clear that we will not support the actions of Aosta in sending their vessels into Marseillais territorial waters without the expressed permission of the government in Montaulon."
   "Of course, sir. Anything else?" Tadakatsu inquired as he took notes on what to do.
   "Well, other than reaffirming our support for our allies in Achkaerin, I'd suggest you pack your bags. You're going to Marseilles, meet with Deschamps and Sauzee."
   "...Very well. When do I leave?"
   "As soon as you're able."

Statement on the Ongoing Situation in Troyes

   The Empire of Fusan formally reaffirms its position with regards to the sovereignty of the city of Troyes, wherein the territory is a legitimate part of the Republic of Marseilles, albeit presently occupied by the Kingdom of Seaforth without the consent of its people. Nonetheless, we refuse to recognize the independence of the self-proclaimed "Republic of Troyes," noting that the Republic of Marseilles has not itself recognized its government as legitimate. Likewise, we reject any notion that this supposed government holds sovereign claim to any territorial waters or airspace legally possessed by the Republic of Marseilles. Furthermore, we wish to express our concern with regards to the movement of Aostan vessels into Marseillais territorial without the expressed permission of the legitimate government in the region, which at best is a violation of Marseillais sovereignty and at worst an outright provocation against both the Kingdom of Seaforth and the Republic of Marseilles and an act which risks the further escalation of tensions in an already brewing crisis.

Respected Minister,

I believe in that aspect our Empires are most in alignment; while the Principality is not legitimate and stands as a roadblock to a reunified Marseilles so to does the self-proclaimed Republic and yes, I share your concerns with "Real Marseilles" in regards to the people of Troyes and broader Marseilles. A lack of recognition from the Republic of Marseilles is concerning, and it is a matter of concern to me that our partners in Aosta and Abertone are using the invitation of the self-proclaimed "Republic" to operate within the waters of Marseilles; this is an issue which has been addressed by Kōshaku Rhodes, our representative to the ADSN and, most recently, by myself.  The First Empire would, while recognizing that there is no mandate for the Empire to do so, welcome a second call for foreign vessels to cease operations in the territorial waters of Marseilles without the explicit permission of Montaulon and recognize that such operations do not enjoy any protections under the Fair Seas Concordat as they are at the invitation of a body which lacks the legitimacy to grant any authority or authorization for foreign vessels to operate within those waters.

I appreciate the understanding of the Empire, as well as its willingness to offer assistance given the difficult position Rokkenjima and Achkaerin finds themselves in this moment. Trust me when I state that I did not wish to be in this position, however, Rokkenjima has given its word to the Kingdom and it is the highest duty of a Rosari to honour their commitments. As I've shared with our friends from Abertone and Aosta this situation, one which could see Rokkenjima called upon to defend Seaforth in this moment despite our shared goal of a Troyes reunited with Marseilles, could have been avoided through fully utilizing our shared strength represented through the ADSN. Unfortunately, our paths forward will be fragmented until they subscribe to the path put forward by the Achkaerinese before the ADSN, and I pray that they see the reason and logic which our friends in Achkaerin have put into their proposal and see it put into motion with haste.

I thank the Empire for their continued dedication to the path of diplomacy and the champion of peace in this most recent flash point and pledge that I will do all I can see to ensure your efforts succeed in facilitating a successful diplomatic resolution to this situation. I am pleased that we are partners in this affair and, just as we defied expectation in seeing peace succeed between our nations, let us sow together the seed of peace and prosperity in the present crisis before us. With our goals aligned and our vision set on the same target there is nothing that can guide us from a path I'm confident will be most successful.

Aunty Serenity,

I agree with you there and recognize that we're in a difficult position, it only takes one mistake here for the entire house of cards to collapse into a disaster I know none of us wants to see. Both of us have our ties to Seaforth, a nation which has proven itself a true friend to both of us but then it's our responsibility to guide our friends when they're doing things that, in the long run, are harmful to them. I know you're headed to Seaforth and I've sent Evanthe as well and, I hope, between the both of you we can assure Seaforth that yes we're here for them, but Troyes is as foolish an endeavour in maintaining as QAMB was for Rokkenjima in the Illumic. We have to help them see that there is an off-ramp, that their contributions to Troyes can be recognized while they gracefully exit, that this is not a zero-sum game before them.

Let us both pray that our efforts result in success, and that in the coming days we're not making life or death decisions because I doubt you, nor I, nor the Fusanese or even those in Abertone or Aosta wish to be making such decisions in the coming days. Let's show what diplomacy can do, and have faith in the march of peace and prosperity in our region.

IRN Cecelia Anselmo has joined Rokkenjiman naval forces operating in the Straight of Shaw in response to the unilateral actions of the Empire of Aosta  in regards to the situation in Troyes. "Without the explicit permission of Marseilles Rokkenjima will not tolerate foreign vessels operating within the sovereign waters of Marseilles, and we are positioning the fire power to see that such vessels leave within the coming days," the Empress shared with the RBC. "These vessels enjoy no protections under the Fair Seas Concordat nor do they enjoy any other international protections. They operate, in effect, as pirates in the waters of another sovereign nation and we will see that they are removed absent the approval of the Republic of Marseilles. They may parade the approval of the self-proclaimed Republic, which is recognized only by the two Empires, but until the Republic of Marseilles itself welcomes them to their waters their vessels aren't truly welcomed, we will act to prevent them from transitioning into the waters of Marseilles. They may challenge us under such circumstances but," the Empress paused, "it will be their sailors on the floor of the Shaw, not ours."

"Subscribe to the path of diplomacy or accept the consequences of the path of the sword," the Empress continued. "The Joint Statement of the ADSN united our military and diplomatic resources, your actions independent of that have rendered us not partners, but adversaries, and I will not turn my back on international norms nor our commitments to the Kingdom of Seaforth. See reason, see cause here, and do not proceed further than you already have. We can still be partners in peace if you dissuade from this path, and I hope that is the path you choose. Remove your vessels, respect international norms and standards, and do not inflame the situation beyond the present confines."

I would like to invite you all to a four nation conference in Tanith Magna. The four of us share very close border in South-East Albion and I believe that we could all benefit from a range of mutually beneficial agreements. I hope that each of you will attend the meeting with ideas for closer co-operation. Tanith for one would like to expand the Lodja-Aosta high speed rail network further South and if successful explore talks with Holmvik or Weissenwald to begin exploring links heading South to North. It is my hope that we can also discuss matters of significance to each of you.

Lt-Col Freddie McCaul had been out for dinner with his wife and 12 year old daughter in Troyes itself. His phone had begun ringing and seeing his 2IC phone number her picked up, "Steven.......I see......I'll be there in ten minutes....." He stood and motioned for the waiter to come over at which point her handed over several bank notes and thanked the man. "We need to go" Freddie told his family, who sensing that something urgent was happening stood and followed. The car drive back towards the base was at first uneventful but then as he got closer to the base they began seeing crowds. "I'm guessing another silly protest." he said telling his daughter not to worry. Soon though the traffic was so backed up after hearing on the radio that this was slightly more serious he switched to a plan that the Blackwatch Special Forces had come into for various scenarios. He turned and headed to the nearby Troyes Celtic Rugby club and moments later he'd parked the car up in the clubs car park while a helicopter touched down on the training pitches. He helped his wife and daughter onboard and then the helicopter took them into the base. "Jim what's happening?" He asked his 2IC as he meet him away from the wash of the engines while his wife took their daughter away to their home.

"Sir, we've that Cantona chap declaring Troyes a Republic, gate guard have said they've blocked the loop road with several trucks that they've disabled, effectively turning them into road-blocks, which explains your struggle getting back. They've estimated about 100 people in total helping man the barricades and we've evidence of guns. Been several non-armed groups joining them too. In a simple sense we're beseiged but it seems more serious than previously." The base had quiet often been the focus of protests and had even found itself cut off for 48 hours before but this was something different. Within the next 30 minutes the various statements, first from Real Marseille then Aosta came out, and this gave the commanding officer the sense that this was something bigger and as such he contacted HQ back in Seaforth.



Over in Seaforth news had begun trickling through to King Andrew. The monarch was not too pleased. The two Albion Empires seemed like they could be a thorn in his side but at least the Rokkenjimans had his back. He was annoyed at the Achkaerin stance, they'd been there in Marseille and knew just how hard the Seaforthians had worked to first secure the city and then rebuild it. If the blood of Seaforthians soaked into the soil there and the billions spent reconstructing the place didn't make it part of Seaforth then what else would? For now though he had to work on what to do. He had several meetings with Ministers, the intelligence community and various others before coming to a conclusion. Once he'd made his mind up her phoned McCaul over in Troyes. "I'm authorising you to do whatever is needed to maintain control of that base short of carrying out action outside the wire. You will be authorised to only open fire once fired upon otherwise you may use non-lethal aggression to hold the perimeter. Should local law enforcement or councils request your support then it can be given with the same rules of engagement. I'm going to dispatch the Red Crown aircraft carrier and a support fleet with it. If you need anything let me know."

EMPRESS IN SEAFORTH TO TALK TROYES

Empress Serenity has arrived in Seaforth for talks with the Seaforthian government on the matter of Troyes, the visit comes following the apparent seizure of the city by the Real Marseilles group who have proclaimed a 'Republic of Troyes', a move that has not gone down well with either the Empress or the government in Valtheim. Speaking following her arrival in Seaforth the Empress said "The Achkaerinese position on Troyes has been very clear from the start, the only authority who can grant sovereignty over land is the legitimate government that owns that land, that didn't happen a few years ago and it didn't happen a few hours ago, but we are now in a far more potentially dangerous place than we were a day ago on this issue. While the frustration of the citizens of Troyes is understandable, the current situation has the potential to put several nations all of whom support the position that Troyes is the sovereign territory of Marseilles on opposite sides of matters because of existing international relations. The hope now is that diplomacy can resolve this issue before anyone is put in the position of having to make hard choices. Achkaerin and Seaforth share a significant history of cooperation dating back to our days in the CIS and beyond, so hopefully that puts us in a place where a path forward can be developed. While I'm here my cousin Sakura is in Marseilles meeting with President Sauzee and Prime Minister Deschamps, the aim is the same to develop a path that resolves the Troyes issue in a peaceful manner. But this is contingent on the situation not escalating any further, there's a substantial difference between what we might describe as a creative protest and where this might go, it's the responsibility of all those who want to see this resolved to exercise restraint at the moment."

"We see no issue with the proposal put forward," Kayumi Asami said. "Kōshaku Rhodes, former Archoness of Seaforth and Lord Protector of Somerset, is set to touch down in Seaforth in the coming hours. We're confident, alongside Empress Serenity, that their efforts will find some success in effecting the path for Troyes to determine its future. I would wish to echo the words of the Kōshaku in regards to naval forces in the region: unless the explicit permission of Marseilles is granted foreign vessels should not be operating within the territorial waters of Marseilles."

Kōshaku Rhodes Heads To Seaforth


With the drama unfolding in Troyes Evanthe Rhodes has been dispatched to the Kingdom of Seaforth.

The Empress has dispatched Kōshaku Rhodes to the Kingdom of Seaforth to discuss the situation presently unfolding in Troyes. "Let me be clear in no uncertain terms that Rokkenjima stands by its security commitments to the Kingdom of Seaforth, and we thus urge all foreign powers to act responsibly in regards to Troyes," the Kōshaku shared with the RBC. "The Imperial Rokkenjiman Navy will be in position to monitor the situation and, if called upon, to assist our allies should the need to do so arise. We must also respect that any foreign presence in Troyes must be brought to an end, yet that goal must be accomplished through legitimate means. Propping up a self-proclaimed republic that lacks recognition from even Marseilles to accomplish that goal, and using that self-proclaimed republic to operate in Marseilles waters, likely in violation of the Free Seas Concordat, is not the path to a Troyes which is ultimately reunited with Marseilles, however."

Kōshaku Rhodes reiterated the irritations of Chrysanthemum Throne on how the situation has unfolded. "We were not consulted prior to the present actions being undertaken. When Rokkenjima joined with the other members of the ADSN to issue the Joint Statement on Troyes we expected a path forward which was unified; this, by definition, has not been the path we ascribed to in regards to Troyes. While Rokkenjima will continue to support the path toward a reunification between Troyes and Marseilles we will not turn our back on our treaty partners, nor will we set aside international norms and standards to reach the end of that path. Indeed, while I travel to Seaforth the Empress is seeing that business is addressed before the ADSN to rectify this situation and ensure that the peace and prosperity of the Dauntel-Shaw region is maintained."

"Whereas before the ADSN pursued this issue as a united front we've seen that front fractured due to recent events. My duties in Seaforth will be three fold: to ensure that we coordinate with the Kingdom to ensure the situation does not spiral out of control, to establish a path for Troyes to see an internationally monitored and endorsed referendum as to their future, and to reiterate Rokkenjima's position as a defense partner of the Kingdom. While much will be expected of Seaforth, likewise, we'll need to see actions from Aosta and Abertone which reaffirms a path toward a peaceful reintegration of Troyes, in line with the ADSN and the Joint Statement. I would suggest, for a start, that foreign naval vessels do not operate within the territorial waters of Marseilles without the explicit permission of Marseilles, who are the only ones who may legitimately authorize such vessels to operate in their waters."

Kōshaku Rhodes, aboard the Imperial Concorde, is set to touch down in Seaforth in the coming hours.
