Office of the Press Secretary to the Prime Minister



Since 1962, the Press Secretary to the Prime Minister has handled almost all communications to the press by Tytor's head of government.  Accordingly, this office is intended to be a major source for announcements, updates, briefings, and so forth.

Questions addressed to the Press Secretary of the Prime Minister are welcome, but fielded on a case-by-case basis.

Statement to the Press from the Prime Minister's Office

In response to the well-wishes from Pyrena Castle early yesterday, we wish to express our thanks to the First Empire of Rokkenjima.  We have long been friends with the Rokkenjiman people, what with there being a rather sizable community of Rokkenjiman expatriates across the country.  Besides this, Tytor has long found Rokkenjima to be a firm and consistent ally, despite occasional disruptions by such persons as Frederick Davis and Paul Winthrop.  It is with great pleasure, therefore, that the Tytorian government accepts the proposal for the discussion of a new bilateral treaty between our two nations, one which will, with any luck, lead to even stronger ties of friendship.  The Prime Minister's office will, of course, see to arranging a venue for these talks with the Rokkenjiman government, and we will be seeking input on such from them in the near future.

It is my hope that the spirit of cooperation once evident in the functions of the now-defunct Cross-Straits Treaty Organization will continue to be reflected in Tytorian-Rokkenjiman bilateral relations.

In response to the recent emergence of the Diarchy of Hassfurt onto the international stage, we desire to reiterate Tytor's commitment to the equality of men and women everywhere.  Hassfurt employs a strict caste system based upon such genetic features as the color of one's skin, hair, and eyes.  These distinctions are a relic of the ignorance of ages past, and the Tytorian government rejects their validity, fully and without hesitation.  There is and can be no acceptable justification for the abridgment of a human being's rights and privileges on the basis of race, ethnicity, religion, sex, or appearance.  Accordingly, this government will have minimal interactions with the Diarchy of Hassfurt until such time as this barbaric practice is overturned.  While the Kingdom of Tytor will maintain an embassy in Hassfurt for the foreseeable future, the country will be placed under a Class Four travel advisory, firmly warning Tytorian citizens of the dangers of travel to a nation upholding such discriminatory practices, trade in weapons and other military supplies will be banned, and a full moratorium on all trade to and from Hassfurt will be considered.

Furthermore, the Tytorian government notes that the Tamoran Imperial News Service has accused the international community of embracing Hassfurt "with open arms".  I am sure that I am not alone in assuring the world that nothing could be further from the truth.  So long as any government puts restrictions on the rights of any group of people, that government can and should be regarded as an international pariah.  It is the intent of this government to stand united with the global community in denouncing discrimination, wherever and whenever it may be found.

In response to the recent heightening of tensions in the northern Sea of Kyne, the Tytorian government finds it necessary to urge the international community to act with restraint.  Several nations have announced the deployment of military assets to the region affected by these tensions; it is the feeling of the Tytorian government that this reaction has great potential to do more harm than good, and the Kingdom of Tytor must, therefore, ask those nations to reconsider their response to the developing crisis.  While the concerns stated are perfectly valid, a more proper response to any international dispute is diplomatic pressure and negotiation, not immediate application of military force.

Along those lines, the Tytorian government firmly denounces the governments of both the Emirate of Royal Seleucid and the Commonwealth of the Unified Iwi for their parts in the escalation of tensions between their two nations.  First, to the Seleucid government, we wish to emphasize the severity of the actions which have been taken; under no circumstances is it acceptable to seize the shipping of another country during times of peace, in effect acting as common pirates, no matter the extent of debt, real or perceived, owed by that country; neither is it acceptable to issue threats of force toward all who enter a nation's territorial waters.  Second, to the Iwi government, we wish to reiterate the implications of resorting immediately to military action; no matter how bad a situation may be, the killing of foreign citizens will always make it worse; nothing justifies the taking of lives by military action during times of peace.

Blame for the instigation of the present crisis in the Sea of Kyne can and should be placed firmly upon the government of Royal Seleucid.  However, both the government of the Unified Iwi and the international community at large are also at fault for exacerbating what could have been a relatively low-level dispute.  It is the hope of this government that those involved will see sense and that a negotiated resolution will be forthcoming.

Address to the Nation by the Prime Minister

11 November 2019

Good evening.

Today, our fellow citizens, our way of life, our very freedom came under attack in a series of deliberate and deadly terrorist acts. The victims were in airplanes, or in their offices; secretaries, businessmen and women, military and federal workers; moms and dads, friends and neighbors. Thousands of lives were suddenly ended by evil, despicable acts of terror.

The pictures of airplanes flying into buildings, bombs exploding, fires burning, huge structures collapsing, have filled us with disbelief, terrible sadness, and a quiet, unyielding anger. These acts of mass murder were intended to frighten our nation into chaos and retreat. But they have failed; our country is strong.

A great people has been moved to defend a great nation. Terrorist attacks can shake the foundations of our biggest buildings, but they cannot touch the foundation of Tytor. These acts shattered steel, but they cannot dent the steel of Tytorian resolve.

Tytor was targeted for attack because we are one of the brightest beacons for freedom and opportunity in the world. And no one will keep that light from shining.

Today, our nation saw evil, the very worst of human nature. And we responded with the best of Tytor -- with the daring of our rescue workers, with the caring for strangers and neighbors who came to give blood and help in any way they could.

Immediately following the first attack, I implemented our government's emergency response plans. Our military is prepared. Our emergency teams are working in St. Elmo's City, Tsargrad, and other parts of the country to help with local rescue efforts.

Our first priority is to get help to those who have been injured, and to take every precaution to protect our citizens at home and around the world from further attacks.

The functions of our government continue without interruption. Government agencies in Tsargrad which had to be evacuated today are reopening for essential personnel tonight, and will be open for business tomorrow. Our financial institutions remain strong, and the Tytorian economy will be open for business, as well.

The search is underway for those who are behind these evil acts. I've directed the full resources of our intelligence and law enforcement communities to find those responsible and to bring them to justice. We will make little distinction between the terrorists who committed these acts and those who harbor them.

I appreciate so very much the members of Parliament who have joined me in strongly condemning these attacks. And on behalf of the Tytorian people, I thank the many world leaders who have called to offer their condolences and assistance.

Tytor and our friends and allies join with all those who want peace and security in the world, and we stand together to win the war against terrorism. Tonight, I ask for your prayers for all those who grieve, for the children whose worlds have been shattered, for all whose sense of safety and security has been threatened. And I pray they will be comforted by a power greater than any of us, spoken through the ages in Psalm 23: "Yea, though I walk through the valley of the shadow of death, I will fear no evil: for Thou art with me."

This is a day when all Tytorians from every walk of life unite in our resolve for justice and peace. Tytor has stood down enemies before, and we will do so this time. None of us will ever forget this day. Yet, we go forward to defend freedom and all that is good and just in our world.

In response to a request for comment from The St. Elmo's City Globe, I wish to clarify this government's stance on two foreign policy issues regarding currently-ongoing insurgencies in Clysperis and Kaitaine.  As most of you are aware, the Soviet Republic of Kaitaine and the Kingdom of Clysperis are both fighting rebellions against their established central governments.  The international community has divided itself over recognition of one actor or the other in each conflict.  Some, like the First Empire of Rokkenjima, have labeled the rebels as terrorists.  The Kingdom of Tytor has, thus far, failed to make clear its formal position on the subject.

It is the determination of this administration that both Kaitaine and Clysperis have legitimate central governments.  These are the aforementioned Soviet Republic and Kingdom, respectively.  While this administration recognizes that the dissenters in each nation may have legitimate grievances, we condemn their violence and declare that both the Clysperi Confederation and the Theocracy of Kaitaine are illegitimate and legally indefensible.  We will not, however, be going so far as to declare these rebels terrorists at present; to make such a call would require more information than is currently forthcoming.

I am reminded of a past crisis during which the Cornwallis administration gave diplomatic support to the regency of Prince James Ironside of East Moreland, then the legal government of that nation.  This precedent is being followed today.  While Tytor is not on the best of terms with either Clysperis or Kaitaine, it is in the interests of both their people and the international community at large to seek a peaceful resolution to these conflicts.

Following reports that the Empire of Tamora has withheld recognition of the provisional government of Izhitsa, I wish to clarify this administration's stance on the situation there.  Over the last several years, Izhitsa has seen civil war, genocide, and hardship beyond measure.  Hundreds of thousands, if not millions, have died.  The current provisional government, while imperfect, is all the Izhitsan people have to rely on for the time being.  To fail to recognize the efforts being made toward peace and national healing would be irresponsible; the promised restoration of democracy should be hailed as a worthy goal.  Accordingly, it is the intention of this government to offer full diplomatic support to the provisional government of Izhitsa.  The Tytorian embassy in Hradohrada will reopen upon the completion of repairs currently being performed in the reception area, and the ambassador hopes to be able to open subsidiary consulates in both Tilhuitnah and Kherhorod at some point later this year.

We recognize the trials Izhitsans have faced, the trials they still face, and the trials they will yet face, as they move their battered nation on the path to reconciliation and, God willing, resurgence.  Tytor is prepared, despite our own struggles against the evils of terrorism, to send humanitarian aid to Izhitsa.  We offer the services of our skilled diplomatic corps in observing and helping facilitate future elections and referenda.  As a nation, Tytor has experience with the democratic process -- its procedures, its intricacies, and yes, even its occasional restoration.  To the provisional government of Izhitsa, I believe, belongs both the burden and the vindication of history.  The Tytorian government stands ready to help in any way it can.

As a side note, I wish to directly address the statement issued by the Tamoran government on this issue.  This administration accepts the decision of Tamora to withhold its recognition, for that decision is Tamora's to make, though I have reservations about the reasoning behind it.  The main motivation seems to be the underlying assumption that anything that happens within a certain portion of Cotf Aranye is automatically Tamora's business, but no one else's.  Tamora routinely denounces internationalism, specifically as it affects Midaranye, which the government in Djerb appears to believe is its exclusive sphere of influence.  It is potentially concerning to see Tamora extending its rhetoric further afield; Izhitsa has never been part of Midaranye, either culturally or geographically.  There is a significant amount of hypocrisy at work in this attitude.  Tamora claims that it opposes intervention in the affairs of its neighbors, yet it intervenes in those same affairs on a rather regular basis; one need only look to Clysperis for evidence of this.  Any such intervention in Izhitsa during the transitional period will be seen as an act of aggression, unless it is specifically authorized by Izhitsa's provisional government.

In conclusion, I wish to emphasize that in this modern age all nations are interconnected.  That which affects one affects all, no matter what politicians and diplomats may say to the contrary.  It is impossible in the age of the internet to isolate any part of the world from the rest.  When any nation suffers, for whatever reason, it is the responsibility of the rest of the international community to act to alleviate that suffering.  Imperialism, with its selfish motivations, has no place in the modern world; every government would do well to remember that.

Partially in response to today's announcement by the Empire of Tamora regarding the deployment of troops to Merina, I have the following statement.

In no uncertain terms, the Kingdom of Tytor denounces the Empire of Tamora and its imperialistic actions.  This deployment, stated by the Tamoran government to be intended to bring "an end to the current loss of life taking place and restore tranquility in the country", will do nothing of the sort; rather, it is considerably more likely to bring about greater instability and further suffering.  Furthermore, as is evident in the events of the recent past, Tamora's military interventions tend to be used as a method to bring other nations into its orbit.  The Tytorian government has reason to believe that the same is intended here.  We call upon the government of Merina to recognize this imperialistic adventure for what it is and to reject the insidious "aid" Tamora offers, and all the strings that come with it.

Moving beyond the immediate issue of the crisis in Merina, it has been brought to my attention that Tytor has not yet issued a national response toward the pro-slavery policies of the Empire of Tamora and certain of its allies and neighbors.  I will be instructing the Foreign Ministry under Sir Gregory Major to investigate the extent of slavery's inhumane and archaic reach across Mundus.  The Foreign Ministry will then give me its recommendations as to how best to deal with the nations guilty of such crimes.  In the meantime, due to its increasing influence around the world and the abhorrent policies it advocates, the Empire of Tamora will be faced with sanctions from the Kingdom of Tytor, effective immediately.

These sanctions will include a ban on the export of military equipment to Tamora; a ban on the export of goods usable for military purposes to Tamora; a ban on the importation of Tamoran goods manufactured through slave labor; a ban on the importation of Tamoran fossil fuels, regardless of the method of extraction; and a freeze on any and all assets in Tytor held by Tamoran government officials, military leaders, and public figures advocating for the continuation and/or expansion of slavery.  Finally, the travel advisory currently in place for Tamora will be raised from a Class Three to a Class Five.  These measures will be reviewed by the Foreign Ministry and will be amended as is found necessary.

Pursuant to the goals of the Council of Albion's resolution of 10 May 2020, I wish to take this opportunity to announce that an arms embargo is being put into effect on shipping heading into Merina.  Yesterday evening, elements of the Home Fleet of the Tytorian Royal Navy departed Williamshaven for patrol just outside Merinan territorial waters.  The Merina Taskforce, as the Admiralty has chosen to name it, is expected to arrive at its designated patrol area at some time tonight or tomorrow.  This embargo will remain in place until peace is achieved in Merina, or until the Council of Albion requests its removal, whichever occurs first.  A list of the ships included in the taskforce will be attached to the transcript of this statement.

Once in place, the Merina Taskforce will stop any ships attempting to enter Merinan territorial waters which are suspected of transporting arms, ammunition, and other military supplies into Merina, regardless of nationality.  Each such ship will be requested to submit to inspection to confirm compliance with the embargo; inspection and, if necessary, translation of the ship's manifest will also be requested.  Those ships found to be in violation of the embargo, along with any which refuse cooperation with Tytorian naval authorities, will be turned away.  All others will be permitted to continue on their course.

The Tytorian government recognizes the fact that it is inflicting some amount of inconvenience upon the owners and operators of shipping flowing into Merina.  For this, we can offer only our regret that the inconvenience has been made necessary and our appreciation for that cooperation which we receive.  Rest assured that the actions announced here today are temporary, and that they have as their goal the restoration of peace, stability, and freedom to Merina.

The Kingdom of Tytor wishes to express its dismay at reports that Heyran civil servants may have been present at Queen Adriana Military Base (QAMB) during its demolition.  As we have every confidence that the Rokkenjiman government would have conveyed its intentions to its Heyran counterparts prior to carrying out the operation, we are forced to conclude that Heyran authorities knowingly kept personnel at the location of the condemned base.  We can only guess at the intent behind such an action by the Heyran government, but rapidly deteriorating relations between Heyra and Rokkenjiman cannot have helped.  We call on the Heyran government to retract the accusations against Rokkenjima and to issue a formal apology to the Heyran citizens affected by this horrendous oversight on their part.  We further call upon Rokkenjima to clarify whether a warning was delivered that would have allowed Heyran authorities to act as we have described.

In response to the recently announced decision by the Mundus Games Voting Group to award hosting rights for the 2020 Mundus Games to a joint bid by the Empire of Tamora and the Emirate of Royal Seleucid, it is my painful duty to inform the press of the Tytorian government's decision to boycott that part of the Games taking place in Tamora.  This is due to the continued support for slavery within Tamora, along with Tamora's continued negative influence on world stability.  The Kingdom of Tytor will not countenance any support, even indirectly, by its government and associated entities for the barbaric and unethical practice being propped up by the government in Djerb.  It is the determination of this government that the sending of an athletic team to the events being held in Tamora would constitute a surrender to those forces against which this nation and its allies have stood for so long.

In addition, I wish to note my disappointment with the Mundus Games Committee itself.  In allowing Tamora to bid to host the Games, the Committee has once again yielded its moral center.  The Committee serves as one of the sporting world's highest regulatory bodies, but yet it seemingly stands for nothing beyond its own bureaucracy.  The abhorrent practice of slavery should be a disqualifying actor for prospective hosts, but the Committee chooses instead to follow the path of least resistance.  Instead of doing what is right, the Committee has chosen to do what is easy.  The Kingdom of Tytor will be reevaluating its relationship with the Mundus Games Committee in the aftermath of this debacle; in the meantime, the world may rest assured that Tytor stands by its principles, now and forever, whatever the cost may be.

Just short of five months ago, I instructed Sir Gregory Major, Minister of Foreign Affairs, to "investigate the extent of slavery's inhumane and archaic reach across Mundus".  This morning, the Foreign Ministry delivered its report to me.  It is with the greatest severity, therefore, that I announce the following measures, to be put into effect immediately.  All sanctions and travel advisories leveled at the Empire of Tamora will remain in place.  In addition, the following nations continue to practice slavery or indentured servitude: the Unified Tribes of Waddan; the Empire of Socram; the Kingdom of Clysperis; and the Emirate of Royal Seleucid.  Each of these will also have sanctions placed upon them.  Each set of sanctions will include a ban on the export of military equipment from Tytor; a ban on the export of goods usable for military purposes from Tytor; a ban on the importation of goods manufactured through slave labor or indentured servitude; a ban on the importation of fossil fuels, regardless of the method of extraction; and a freeze on any and all assets in Tytor held by government officials, military leaders, and public figures advocating for the continuation and/or expansion of slavery.  Each nation will also be placed under a Class Five travel advisory.

In light of these developments, I wish to turn my attention upon the Emirate of Royal Seleucid.  Faced as I am with irrefutable evidence of the continued institution of indentured servitude in Royal Seleucid, I have found it necessary to end all Tytorian involvement in the 2020 Mundus Games.  In doing so, I recognize the pain and inconvenience I have given those athletes who have trained for these Games.  I can offer only my sincere apologies in that regard.  This, of course, brings me to one more matter.  The government of Royal Seleucid has requested that those members of the Tytorian and Floodwaterian Mundus Games Teams who wish to participate despite the boycott be allowed to compete under the banner of the Mundus Games Committee.  While I cannot dictate the choices of this country's athletes, and would not if I had the power, due to the travel advisory which I have just announced I also cannot extend any official resources to those who desire to take advantage of this offer.  In short, though I will not stop any Tytorian from competing, those who do so do it at their own expense.

In these troubled times, it is essential to remember what is most important in life.  Tytor chooses to boycott the Mundus Games, not because we were not chosen to host, but because those who will host have elected to violate that most fundamental of all God-given rights: the right of a human being to choose his or her own destiny.  It is in solidarity that we do this, solidarity with the slave, with the indentured servant.  We do it in the company of other nations with integrity.  Rokkenjima and Izhitsa stand by our side in support of the freedom of humankind, and we urge all others who value that freedom to follow suit.  Let the slavers have their Games, their time in the sun, for that time is limited.  Let us look forward to the day when slavery and its ilk are naught but distant memories, stains upon the pages of history, and nothing more.

In recent history, Mundus has seen an increase in the numbers and influence of culturally, religiously, and socially repressive regimes.  In many countries, we have seen governments restricting the right of the people to basic freedoms.  It has long been the policy of this government to speak out against repression, whatever form it will take, but by itself, speaking out is not enough; words must be backed by action for there to be any hope of change.  It was with this in mind that I authorized the Tytorian boycott of the 2020 Mundus Games; the deployment of a naval taskforce to Merina; and yes, even the erection of last year's Christmas displays at the Tytorian embassy in Krokom, Nya Ĺland.  In the near future, I will be giving an address more fully detailing this policy and its effects on future Tytorian actions on the international stage, but this is not the time for that.

The issue of religious extremism and repression has, in particular, been a focus of this administration.  This government has taken action against the denial of the right to worship freely and openly around the world, and it will continue to do so.  However, there is one point in relation to that which I intend to address here at this time.  In the last few days, the Demarchic Republic of Runavik has become aware of a group of would-be separatists claiming sovereignty over three uninhabited islands in the Sea of Antalin, within Runavik's territorial waters.  These separatists have declared the creation of a republic of their own with a radicalized interpretation of Odinism as its guiding concept.  This may seem familiar to many, as a similar proposed state has been the declared goal of the terrorist movement known as the Gungnir in Nya Ĺland and the former UNP for the past several years.  At this time, I wish to state unequivocally that the Kingdom of Tytor supports the continued territorial integrity of the Demarchic Republic of Runavik against illegitimate separatist movements, particularly those which would deny rights presently guaranteed to the people at large.  Furthermore, the Kingdom of Tytor is prepared to offer whatever support the government of Runavik may need in maintaining sovereignty over the whole of its legal territory.  This government is and will remain committed to the preservation and extension of freedom and democracy wherever it is found.

It is with great concern that the Tytorian government takes note of a recently passed law in Kopsje which effectively bans both the practice of religion by anyone younger than 13 and the display of religious symbols in public.  While at present there is no publicly-stated reasoning behind the law, it is clear that it is a direct and purposeful violation of the human rights of the Kopsjenese citizenry.  No government has the right to dictate either the beliefs of its citizens or the peaceful practicing thereof, and we denounce this act by the Parliament of Kopsje for what it is: an attack on liberty, and a travesty of great proportions.  In the coming days, my administration will review an effective response to this abuse of power by the government of Kopsje; it is my expectation that sanctions will be put in place equal in force and strength to those currently directed at other abusers of human rights.

In this vein, the Kingdom of Tytor similarly denounces a press statement issued by the government of Fleur the same day this law was announced.  In the statement, the Fleuroix government congratulated the Parliament of Kopsje on its anti-religion actions, praising the move in the most glowing of terms and bestowing an award upon the body "for their great determination and bravery in this fight against obscurantism".  We condemn this flagrant disregard for the rights of human beings everywhere to worship in accordance with their own conscience, and we call upon Fleur to disavow this statement.  If this disavowal does not take place, then the Tytorian government will be forced to reevaluate its interest in continued diplomatic relations with Fleur.  The Kingdom of Tytor will not stand idly by while those who trample on the rights of others, and those who enable and encourage such trampling, are permitted to act with impunity.

Finally, I wish to take a moment to assure the governments of both Kopsje and Fleur that, contrary to the assertion contained in the Fleuroix press release heretofore referenced, history is not on the side of any government which would deny fundamental rights to its citizens.  Both Kopsje and Fleur ought to be ashamed of their actions earlier this week.

The Tytorian government hereby denounces the antidemocratic actions of former Ikhani Prime Minister Ashot Kaval, who was legally removed from office by a vote of no confidence passed yesterday by Ikhan's National Assembly.  News reports in the aftermath of the vote revealed that Mr. Kaval was refusing to relinquish power; additional developments within the last several hours have left no room for speculation as to Mr. Kaval's intentions.  Mr. Kaval intends to remain in power illegally, and as a formal ally of Ikhan, Tytor cannot stand idly by.

In response, therefore, to this alarming turn of events, I call on Mr. Kaval to stand down and relinquish his illegitimately held power.  Until he does so, Mr. Kaval's "administration" will be recognized as hostile, and all appropriate measures will be taken.  Accordingly, the Kyne Fleet of the Tytorian Royal Navy is now in the process of deploying to waters off the coast of Ikhan.  Other members of the Cross-Straits Treaty Organization are called to assist in conducting a campaign of maximum pressure against those who would subvert the democratic process in Ikhan.  Attempts are being made to establish contact with legitimately elected governmental leaders within the National Assembly; if contact cannot be established, and Mr. Kaval proves uncooperative in restoring normalcy and democracy to his country, I and the CSTO will be forced to consider more aggressive measures for that restoration.

Ikhan will not have its freedom taken away because of one man's lust for power.  If Mr. Kaval does not step down peacefully, he shall be removed.

In the aftermath of first an attempted coup, and then a brazen attack on the embassy of East Moreland, the Tytorian government denounces the actions of Leopold, self-proclaimed king regnant of Lodja.  As has been this nation's position at all times, Tytor refuses to accept the transfer of power by force, and condemns the "Monarchy of Lodja" proclaimed by Leopold as illegitimate and contrary to both Lodjain and international law.  In proclaiming support for the legitimate Lodjain government, the Kingdom of Tytor will not be taking direct action against Leopold unless invited to do so by the proper Lodjain authorities.  However, I wish to note my own confidence in the competence of both the loyalists in Lodja and their allies in the Conradh na Náisiún, and I wish them good fortune in restoring order and civility to Lodja.

In the interim, non-essential embassy staffers are in the process of being evacuated from Gaia in the event that forces loyal to Leopold attempt attacks on other embassies in the city.  Security personnel at the Tytorian embassy have been directed to assume high alert procedures, and have been authorized to repel any assault on the embassy with lethal force.  These measures are temporary, and will be lifted upon the resolution of the crisis at hand.

It is with heavy heart that I extend this country's condolences to the Empire of Arashkai in the wake of this despicable terrorist attack.  We here in Tytor know full well the pain that comes from major terrorist acts such as this, having experienced some of our own, and I will accordingly be directing my administration to make efforts to assist our Arashin allies to recover and rebuild.  In memory of those who have lost their lives, flags across Tytor have been ordered to half-mast for the next two weeks.  We will provide what aid we can in bringing the perpetrators to justice, for an attack on one member of the CSTO is an attack on us all.

In response to the emergence of a new group of Christian-inspired fundamentalist insurgents in Centralia, I wish to express the Tytorian government's harshest denouncement of extremism of all sorts.  We here in Tytor ourselves suffered due to self-proclaimed "Christian" fundamentalists in the vicious 11/11 attacks of 2019; I would not wish that heartache on any other nation anywhere on Mundus.  While Tytor and Centralia have had their differences in the past, this government is willing to set past issues aside in combatting these terrorists for the good of the entire world.

Tytor does not negotiate with terrorists; we urge Centralia not to either.

I have two announcements to make in regards to recent developments in Cotf Aranye.  Each involves the issue of slavery.

First, and more happily, it is my pleasure to announce that I shall be dispatching Sir Gregory Major, Minister of Foreign Affairs, alongside a team of diplomats and economists to evaluate the veracity of recent claims made in Clysperi state media regarding the abolition of slavery in Clysperis.  This is at the invitation of the Clysperi government, and I must say that Sir Gregory is already looking forward to the trip.

Second, and more dire, in light of recent disclosures from Pharaoh Seti of Clysperis, former Vice Governor of the Tamoran Imperial Bank, and from Crown Princess Serenity of Achkaerin, it is my responsibility to announce that, effective immediately, all business conducted by Tytorian companies and other interests in Elysium is hereby ordered to cease.  Furthermore, all Tytorian business dealings with the rest of Heyra are to be placed on hiatus until such time as the Heyran government can show complete compliance with anti-slavery measures such as the Freestone Mark.  Wittingly or not, Heyra has made itself a state sponsor of slavery, by providing a backdoor into the global economy for Tamoran businesses that rely on slave labor.  These sanctions shall be updated with more precise measures in the near future, and shall remain in place until the Heyran government can prove itself to be entirely disassociated with any business or interest which profits from the evils of slavery.  It is the 21st century; there can be no tolerance for slavery or its supporters if Mundus is to move together into the future.

The Ministry of Foreign Affairs has published a report on the abolition of slavery and indentured servitude in Clysperis, dated May 31, 2022.  In the report, Sir Gregory Major, Minister of Foreign Affairs, has done a wonderful job describing his and his team's experience in Clysperis in April.  I shall be going over a summary of his findings.

The team arrived in Khemnen on Thursday, March 31, and set to work the following day.  They returned to Tytor on Saturday, April 16, having conducted a thorough inspection of Clysperi industry and society.  The team received the full cooperation of the Clysperi government, and were given access not only to the entire country, but also to police records and Clysperi legal experts.

The practice of slavery has been entirely abolished.  The practice of indentured servitude having also been banned, and anyone caught engaging in it after the ban is subject to prosecution.  This is where the police records came in useful, as they showed criminal proceedings against numerous business owners.  Most convincing, however, was the arrest of a shopkeeper in Nemphis, witnessed by a member of the inspection team, on Monday, April 11.

Another important part of the claims being investigated was compensation promised by Pharaoh Akasha to freed indentured servants.  Sir Gregory himself confirmed that compensation has been successfully granted.  I quote now from the conclusion of the report, which can be found on the Foreign Ministry's website:

"It is the belief of this office that Pharaoh Akasha and the government of Clysperis have been entirely straight with the international community.  Slavery has been successfully abolished, and the last remnants of indentured servitude are being swept away.  Pharaoh Akasha has acted and spoken in good faith, and we can only conclude that Clysperis is no longer a state sponsor of slavery."

With this information comes a responsibility on my part.  On August 31, 2020, I instructed my government to enact sanctions upon the Kingdom of Clysperis, including, and I quote, "a ban on the export of military equipment from Tytor; a ban on the export of goods usable for military purposes from Tytor; a ban on the importation of goods manufactured through slave labor or indentured servitude; a ban on the importation of fossil fuels, regardless of the method of extraction; and a freeze on any and all assets in Tytor held by government officials, military leaders, and public figures advocating for the continuation and/or expansion of slavery".  In light of this report, it is my pleasure to announce that these sanctions will now be lifted.  Clysperis has made serious effort in stamping out domestic slavery, and have by and large succeeded.  It is my hope that this moment will mark the beginning of stronger relations between Tytor and Clysperis going forward.

The Kingdom of Tytor has been watching the present crisis in Rokkenjima with not a little concern.  The recent actions of Premier Charles Foster Ofdensen, both against the Empire of Daito and against Rokkenjiman democracy, have provoked no small degree of distress in this government.  With his removal from power having been affected, presumably pending proper investigation into the allegations of electoral irregularities that have been levied against him, we call on all involved parties to take a step back and allow diplomacy to rule the day.

In consultation with our Rokkenjiman allies, I now wish to announce the deployment of Tytorian government and military personnel to those parts of Rokkenjima affected by the late conflict.  This will include personnel from the Royal Disaster Management Office, to aid in the reconstruction of damaged Rokkenjiman infrastructure; officials from the Royal Election Oversight Administration, both to aid in investigation into recent electoral misconduct and to observe Rokkenjima's transition back to democracy in the post-Ofdensen era; and soldiers from elements of the Army of the Crownlands, under a CSTO mandate, to aid in the restoration of order and to serve in a peacekeeping capacity to ensure fighting does not resume.

I now would like to take a moment to express my personal feelings on what has transpired in Rokkenjima, and between Rokkenjima and Daito, in recent weeks.  I feel a not-insignificant amount of consternation that a man such as Ofdensen should be able to subvert the democratic traditions of a nation as committed to democracy as Rokkenjima.  I find it even more distressing that he, acting on his own initiative, was able to provoke what could have been all-out war between two neighbors who, until fairly recently, were firm allies.  This experience has caused me to reflect on the necessity of proper checks and balances within democracy - entrenched institutions that can prevent one man or woman from subverting the process in such a way as to gain unlimited power.  The intervention of Empress Kyoko reminds me as well of the chain of events that brought down the military dictatorship of Samuel Amherst several years ago - it is a sad thing when a monarch must intervene on behalf of democratic governance; I only hope that Empress Kyoko and her successors are successful in resisting the impulse to treat such a drastic move as precedent for lesser emergencies.

With my personal thoughts thus expressed and out of the way, I once again urge those involved in the present crisis to allow cooler heads to prevail.  I do not believe that either side wants a war; it is therefore in each party's best interests to see the process of de-escalation to its end.  This government remains committed to peace across Mundus, and most particularly in the Kyne region.  May the cause of peace be successful in bringing an end to this crisis, and all others.

OOC note: Eagle-eyed readers may notice that this statement uses the personal name of the Rokkenjiman Empress, Kyoko, rather than her regnal name, Shizukesa.  This is due entirely to the need for accessibility for the Tytorian people, for whom this press office has been primarily intended from its inception in 1962 (IC).  As most Tytorians who speak English are much more familiar with the empress by her given name, the English-language version of this release uses the name Kyoko, as seen here.  Those Tytorians who speak Rokkenjiman, on the other hand, are much more likely to be familiar with Rokkenjiman customs regarding regnal names, and so the official Rokkenjiman translation uses the name Shizukesa.  No disrespect is intended to Rokkenjima, and both versions of the text are equally official.  This is similar to my previously adopted policy regarding non-English native-language demonyms and titles - for instance, English-language Tytorian publications eschew the term "Daitojin", instead preferring terms like "Daitoan" or "Daitoese", depending on context.  This choice regarding the name of the Rokkenjiman empress is inspired by the tendency of English-language sources in the real world to prefer, for instance, "Hirohito" rather than "Showa" when referring to the 124th Emperor of Japan.

Statement to the Press from the Prime Minister's Office

19 February 2023

My remarks tonight shall be brief and to the point.  My entreaties for an end to the violence between Daito and Rokkenjima have been ignored, and this government has been informed of Rokkenjima's intention to activate the defensive treaties that remain in place between our nations under the auspices of the Cross-Straits Treaty Organization.  In preparation for the invocation of Article 5, I have ordered the Kyne Fleet of the Tytorian Royal Navy to full alert, along with relevant elements of the Royal Air Force, the Royal Army, and the Royal Marine Corps.

I once again implore those responsible for this escalation to stand down and allow peace to prevail.  The livelihoods of your people, as well as mine, depend upon you being willing to do the right thing.  If, however, you are determined to follow through with this violent course of action, I can say only that the Kingdom of Tytor shall not shirk in her responsibility to her allies.

It is my duty in this press release to confirm that His Royal Majesty King Michael suffered a fall yesterday evening at approximately 6:15 Western Albion Standard Time, when he lost his footing at the top of a staircase.  The King was rendered unconscious by the fall, but was given immediate medical attention.  He has been taken to King George Memorial Hospital in downtown Tsargrad, where he will remain at least overnight as the nation's finest doctors assess the extent of his injuries.  As of my most recent information, his prognosis is good, and he is expected to make a full recovery at this time.
