RELIGION IN EAST MORELAND


Religion has a big impact on life in East Moreland. The most common form of saying "Hello" in East Moreland is "May the Gods Watch over you..." followed by some wish for the person you are greeting.

The people of East Moreland follow a poly deity religion. There are numerous Gods in the Pantheon but these can be broken down into Major and Minor. Each God is thought to have a particular role or responsibility.

The East Moreland people believe that in the beginning the Gods created all things, they created a group of people to be caretakers of what they had created. These were known as the Underlords. However the Underlords where blessed with God like powers and rebelled against the Gods in an attempt to form their own world. A massive battle took place in which some Gods were killed, in an attempt to defeat the Underlords the Gods created a second group of caretakers, humans. The humans fought loyally side by side with the Gods and defeated the Underlords. It was at this time that the human called Unasson was deemed to be the bravest and most honourable warrior. He was presented with the God Jekar's sword. Since then all the Kings of East Moreland can trace their bloodline back to Unasson.

THE PANTHEON OF GODS

East Moreland has 8 MAJOR Gods. These are worshipped regularly, unlike the MINOR gods who are worshipped only in specific situations or days of the year.

Helus This is the Chief God. Often referred to as the father of the World. He is believed to be the God who created all things. His main Temple can be found in Northfort where it is believed he descended to Earth to fight the Underlords

Jekar This is the Warrior God. He was the first Legionnaire and stood shoulder to shoulder with Helus. He gave the knowledge of the sword to humans. His Temple can be found in Ostlake where it was believed he forged his sword.

Melanar She is the Goddess of Life. It is believed that it was her breath that gave life to the humans Helus had created. Her Temple is located in Freestone where people believe she made a heroic stand against a horde of Underlords

Rolaf He is The God of Death and the Afterlife. It is believed that one day the Underlords may return and Rolaf seeks brave soldiers for the next battle. He has built a Kingdom in which those who have followed the Laws of Canley are allowed entry. His Temple stands next to Melanar's in Freestone

Thiban He is the God of the Skies and Seas. It is believed that he rode a giant Eagle into battle as a result the Eagle is now associated with him. His Temple stands at the foot of the Moreland Alps in a town called Stoneton.

Marissa She is the Goddess of Love, Beauty and Health. It is believed that she acted as the healer of the Gods during their battles. She is thought to be the epitome of beauty. Her Temple can be found on the island of Penmoor in Ostlake.

Grasa She is the Goddess of Food and Drink. It is believed that she has the ability to grant great harvests and taught humans the secret of brewing mead and wine. Her Temple can be found in Aldfield.

Frossaj He is the God of Justice. It is believed that after the war was over he presided over the hearings of which humans where to live and die. Is thought to be the wisest of the Gods. His Temple is at the port town of Mortonside.


East Moreland citizens undergo many religious rituals involving the Gods.

Weddings are usually presided over by a Priestess of Marissa and involve hands being bound with a scarf made from the participants birth blanket.

Funerals usually involve three parts. First a celebration of the life of the deceased takes place at the local shrine to Melanar, the body is then taken to the Shrine of Frossaj where the family give an account of how well the deceased have followed the Laws of Canley. Finally the body is taken to the Shrine of Rolaf where the body is burnt on a pyre. It is custom that the next of kin stand by the pyre until the flames die down, although this is becoming less popular.

JekarThe God of War

Jekar was Helus' Legionnaire a God who became fascinated with war and combat. He spent time on Mundus as a soldier in various armies learning the ways of human combat and mastering them.
 He was killed multiple times but each time was revived by Helus. He is heavily scarred and created the first sword in order to defeat the Underlords
MarissaThe Goddess of Fertility and Beauty

Marissa was the first female created by Helus and is the mother of many of the Gods. She is portrayed as a beautiful young woman with golden hair. She is responsible for making crops grow and enabling women to give birth. She is often also associated with marriages.

THE IMPORTANCE OF THE SWORD IN EAST MORELAND

According to legend the first sword in the world was that of the warrior God Jekar. He was fashioned the weapon out of the bones of his enemy and used it to slay the Underlords who wished to destroy the World. He later gifted the weapon to the first human king in the world...King Unasson after he had proved himself a worthy person in the eyes of the Gods.

It then became tradition that once a man had proved himself worthy he would be allowed to fashion his own sword, name it and carry it wherever he went. Today the tradition remains however the conditions vary. In 1356 during the great recruitment crisis the army faced women were allowed to join the military and allowed to carry swords in the same way as men. Today only 15% of East Morelanders who are eligable make their own sword, but 81% of the eligable population have been deemed worthy. The honour of the sword is such that judges even take away the swords of those committing crimes considered dishonourable.

So how do East Morelanders get their sword.

The rules are quiet simple.

1. They must pass all stages of the compulsory education system (Ages 4-18)
2. They must pass the basic stages of National Service
3. They must be able to recite the Laws of Canley
4. They must have 4 witnesses willing to speak of their good character.


Many noble heroes of East Morelands past have their swords on display in the Museum of Honour in Northfort. The vast array of different types of sword is mind blowing and shows the changing nature of East Moreland and its military past.

THE CODE OF CANLEY


If you visit East Moreland you will hear the word Canley used often. It is a code which is the cornerstone of East Moreland's government, laws and culture.

No-one is sure where the Code of Canley originated from, some say it was given to the people by the Gods, others that King Robert I drew them up in the Alps. Today is has been slightly adapted, it is now accepted that "Man" is readable as "person" and "King" can be substituted with "Queen" and a simplified written code has been published known as the Laws of Canley. It is these laws that all citizens must be able to recite in order to earn their sword of honour.

The Laws of Canley

1.It is the duty of every man to protect those who can not protect themselves, even if it costs him his life.
2.Every man must give respect to the Gods at all times.
3.It is the duty of every man to be prepared to defend the Kingdom[1]
4.Every mans actions must be for the good of the Kingdom
5.No man must allow his dishonour to stain his families name
6.Every man must honour and obey the King above all others.[2]
7.Remember the deeds of our ancestors and add to their greatness.

4th-12th - The East Moreland Dance Festival held in Ostlake showcases traditional East Moreland dance along with competitions and workshops featuring dance competitions featuring styles from around the world.

1st-10th East Moreland Film Awards - Based in Ostlake the East Moreland film industry showcase the finest in local and international films. The highlight of the festival being the Film Awards where those voted best by their peers are honoured.

22nd - Feast of Helus - A festival to celebrate East Moreland's Chief deity.

3rd-10th Aldfield Opera Festival. A week long music festival in which tickets are heavily subsidised. Around 800,000 people attend over the week.

19th - Feast of Jekar - Feast held to honour the Warrior God. Services are held to remember soldiers who have died in defence of East Moreland. Often it is this day Sword Ceremonies are held.

1st - Presentation of the Keepton Prizes for Art. A serious of awards presented for the best artwork produced over a 12 month period, categories include, music, painting, sculpture, outdoor, performance and audio visual.

27th Feast of Melanor - Festival held to honour the Goddess of Life. Families hold get togethers and trees are planted in local parks.

23rd Greenflowers Day - National holiday to celebrate Kind Robert I victory over his brother Niall at the Battle of Greenflowers. People dress in national colours and street parties are held.

28th-2nd June Roberton Regatta. A rowing regatta held in the city with competitions between clubs from all over the country. Alongside this many cultural events take place in the evenings.

4th-10th The Ostlake Military Games - A sporting event for the military of East Moreland. Events include traditional sporting events such as athletics, rugby, swimming etc but also military events such as drill, shooting, combat runs and river crossings.

3rd Saturday of the month - The Highmoor Time Trial - The top 20 ranked long distance runners from the country are invited to run the old city walls of Highmoor, a distance of around 19miles.

29th - Feast of Rolaf - Day to remember the dead, prayers are said for those who have died in the previous year, often people will save any ashes from deceased relatives and scatter them on this day.

9th-13th Highmoor Old V's New Sporting Festival - Students from Highmoor Ancient College take on their rivals from Highmoor Modern University in a wide variety of sports. The Festival also features many social events.

10th-17th East Moreland Festival of Sail in Portworth. A week long open sea regatta which features a street party on the final day where the historic replica of the REMNS Royal Robert sails into town accompanied by fireworks.

29th Festival of Thiban -God of the Skies and Seas. The Festival takes place differently depending on Geographic location. Those on the coast , riversides or lake shores make and sail model boats. Those living inland build kites and take part in kite flying festivals held in most parks.

1st-7th Rockhampton Wine Festival - Following the grape harvest a wine festival is held in the City of Rockhampton. Prizes are given for the wines from previous years and massive street parties are held.

9th - Aldcliffe Heroes Bridge Dive - Competitors attempt to win the prize for best acrobatic dive from the Bridge of Heroes in Aldliffe. The Bridge is the site of a legendary battle between Red Legion and foreign invaders.

Closest Sunday to the 11th, unless it clashes with the Bridge Dive then it is postponed for a week. Aldcliffe Bridge Run - A marathon around the city of Aldcliffe crossing each of the cities 16 bridges and finishing at the historic Royal Fort.

First Saturday in the month - Silverhills Royal White Night Ball. A Charity fund raiser for royally supported charities, strictly enforced dress code.

12th - Feast of Marissa - A day to shower your loved ones with gifts. Many weddings take place on this day as Marissa is the Goddess of Love. She is also the Goddess of Health and as such many people also take gifts to local hospitals as a thank you to Doctors and Nurses.

28th - Honey Badger Day - Marks the anniversary of when King Richard I introduced the now national animal to the country in 1790. It is thought that the Honey Badgers bravery, intelligence and ferociousness in battle was meant to be an example to the military. People dress as Honey Badgers or wear Red and take to the streets to party in what has become a day to just celebrate being a Morelander.

7th - Alba Karinya Day - A day to mark the official signing of the Alba Karinya Organisation charter. The day is marked by celebrating the different cultures of the continent.

22nd/23rd - Feast of Grasa - On the 22nd people fast only drinking water. This is to make them appreciate the food and drink the Goddess gives. The 23rd however is a day to eat yourself silly. Quiet often communities hold big feasts where each family brings a selection of home-made food and everyone shares food with each other.

30th December - 2nd January - Freestone New Years Music Festival. A giant street festival where the cities many squares and plaza's are turned into music stages. The event is free and see's the cities population go from 200,000 to somewhere close to 800,000 during the event.

The main centre of East Moreland government. The Palace is split into three distinct sections known as Pavilions. The Central Pavilion is the home of various offices of government officials and conference rooms. The East Pavilion is used for state and ceremonial functions, it hosts the traditional throne room, ballroom, dining room and various other large rooms for entertainment and administration purposes. The West Pavilion is the Royal Residence, the wing has self contained apartments for 10 members of the Royal Family as well as a home theatre installed by King David III, a private art gallery and stables.

The Palace was built in the 17th Century by King Sebastian II and has been used ever since by the Royal Family. The Palace sits on top of a hill in the northern section of Northfort, the Palace is close to Embassy street and sits in its own private park of 200-hectare (490-acre) which contains a large lake and various "Summer Houses" these "Summer Houses" are self contained homes which are often used to accommodate foreign dignitaries, leading government members and other royals.

The interior of the palace was originally decorated in the Baroque style and many of these features have been retained in the Public areas. These include the various conference rooms which are full of original features.

The two most noted of the Summer Houses is the Hunters Lodge. This was built in the 1760's by King Nathan I as an elaborate Hunting Lodge. It is currently the Royal Residence of Princess Freya, despite the elaborate exterior the interior is modern in décor.

The other noted Summer House is the Royal Bath House. Originally built in 1720 by King Paul II as a place for his wife to enjoy a heated swimming pool the Royal Bath House has been converted into a residence in 1970. The building now acts as a five apartment home for visiting dignitaries.

Spoiler: Rockhampton Royal Retreat • show


Built in the foothills of the Alps the city of Rockhampton is the nations highest city. The summer retreat was set up in 1581 by Queen Rhiannon the Fierce. It was designed to be both a pleasant summer bolt hole to escape the heat of the East Moreland lowlands while at the same time providing a valuable fortress in the Alpine region. The castle has maintained much of its traditional charm. The castle sits on top of a cliff known as Royal Rock and backs onto a large lake known as the Blue Tarn. The castle is accessed only through a front gatehouse which opens into a large courtyard onto which the three wings of the castle face. The castle contains 10 private apartments along with sleeping quarters for around 50 other people. The castle contains a subterranean ballroom/dining room for formal functions.

TOP SECRET- THE NIGHTWITCHES

BACKGROUND

The Nightwitches is a covert secret anti-Borlander organisation set up by Alex Redfern in 2014. Their existence is a secret and they operate outside the regular chain of command. The motivation for the groups formation was the unrestricted methods used by the Borlanders while it was felt East Moreland was restricted to conventional responses.

Set up after a meeting between the King and Redfern the idea was given Royal approval. During this meeting Alex Redfern told the King "The aim is not so much revenge but mainly to make the Borlanders frightened. We want to make them look over their shoulders and feel that we are upon them. And therefore we don't want to do things by just shooting a guy in the street – that’s easy ... fairly we want to show them we can get them anytime, anywhere."

METHODS

The group carry out a range of tasks including covert intelligence gathering using reconnaissance and surveillance techniques. This is supplemented by comms intelligence. The organisation also deals with apprehending high value targets, black ops assassinations, sabotage and counter-intelligence.

The group often operate under assume identities with fake documents.


MEMBERS

The Nightwitches operate in cells.

The cell is made up of five parts, however each member has a knowledge and capabilities for each role.

1. Alphas - The frontline of the organisation. These carry out the assassinations and are the front line operators.

2. Bravos - Provide over watch and support for the Alphas. They also pass information onto the Alphas during operations.

3. Charlies - The logistics and supply agents of the operation. They deal with the infil and exfil as well as sourcing equipment and weapons.

4. Deltas - These are the surveillance experts. Responsible for electronic data gathering, covert street surveillance and planting devices in a targets home etc.

5. Echos - Handle the communications for the team.


Current Cell

Alpha One - Kelly Matthewson

A former Army Captain, Kelly is the current IC of the Nightwitches. She was a former Cross Country champion and represented the former Green Legion numerous times at the Ostlake Military Games winning Gold in the Combat run two years running.

Alpha Two - Graham Upson

A former Red Legion Sergeant and instructor, Graham has served 15 years in the military. An expert in close quarters combat he represented East Moreland in the Independent Order Games at Judo. He has spent the last two years running parts of Red Legion selection.

Bravo One- Mark Yates

Mark served for 10 years as a Marines sharpshooter. He retired in 2011 to compete professionally in rifle shooting. In 2012 he was recruited by Red Legion to instruct their own sharpshooters.

Bravo Two - Michelle Graves

A former Marine medic she attempted to join Red Legion twice failing at the interview stage prior to selection. She has since gone on and gained her Medical Degree while working full time in the military. In her spare time she is a keen recreational hunter.

Charlie One and Two
Sergeant Grayson  and Corporal Marsham where the two members of Black Legion who organised the aerial insertion of Operation Haystack (EM's raid into Safraen) the two grew up in Northfort together and joined the military straight from school.

Delta One - Amir Ram

A former undercover police officer Amir served his national service with Redfern in the Alpine Cadre before taking up Law Enforcement. He has a PhD in Digital Communications.

Delta Two - Flt Lt Grace Deans

A former Air Force Electronic Warfare officer Grace has served in the armed forces for 12 years. She was considered the nations foremost Air Force officer in terms of communications intelligence gathering.

TOP SECRET - KING'S LEGION

Despite the rather militaristic name King's Legion is not an actual part of the armed forces, in fact it technically does not exist.

Established in 675 during the final year of King Robert the Unifiers reign by Lord Thomas Henley the original King's Legion was drawn from members of the King's army who Henley trusted above all others. They formed the Legion in secret believing that Robert's son Eoin would not be able to hold back the Borlanders and that it may be neccessary in the future for Morelanders to fight a rebellion against their enemies. Thankfully for East Moreland this has never come to be until the Regency Crisis of 2014, however the Legion has always existed in secret, only two monarchs being aware of it's existence.

The first was Christian The Dark (833-849) who was actually on the receiving end of the Legion's wrath after he began a massacre of the Priesthood. The 2nd monarch was King David III (present King) who was rescued by members of the Legion when his cousin James attempted a coup. King David however is himself not fully aware of the Legions extent or membership.

PURPOSE

The Legion exists to defend the King and the people of East Moreland from enemies. This is not achieved in a conventional sense but rather by creating a network of intelligence gatherers and operatives designed to discover a threat and take care of it before it becomes an issue. This often see's members passing information to local law enforcement or government intelligence agencies through backdoor channels. In the event of East Moreland being invaded or a Borland take over the Legion is prepared to carry out "Stay Behind" operations to try and bring down the regime of anyone other than the rightful King.

MEMBERSHIP

It is estimated that their are currently around 500 members of King's Legion, these however are spread around Mundus. One operative for example based overseas has been used as a backdoor messenger by the Legion to pass on information about potential Borland operations. No one applies for King's Legion as it exists as nothing more than a tale of chivalric orders, as a result all members are recruited by invitation. An invitation is only extended with the approval of the Kings Legion Commander and at least four cell leaders.

The majority of members are ex Red Legion however a handful of serving Red Legionnaires are also members of the Legion.

STRUCTURE

King's Legion is commanded by a Grand Marshall who is elected by the Legionnaires. Usually the Grand Marshall is a person in a position of influence or importance and close to the King, while no rules exist about length of command most Grand Marshall's hand over control once they feel they are no longer sufficiently connected to the King to carry out the role. While not guaranteed the former Grand Marshall's wishes in who should succeed them is taken highly seriously.

The Grand Marshall apoints Field Commanders who are assigned groups of Legionnaires to form a cell. Each cell is responsible for a Geographical area of the Kingdom while a group known as Jekar's Exiles are a network of Legionnaires based overseas and they report directly to the Grand Marshall.

It is not uncommon for Legionnaires to have no contact with each other for months or even years at a time.

Alex Redfern - Grand Marshall

As the Kings closest friend, a Major in Red Legion and Chief of the Royal Household the Legion determined Redfern was ideally suited to running King's Legion in 2011, he had been recruited as a member however in 2008 after serving with the King in the military and striking up a close friendship. During the Regency Crisis Redfern activated the whole Legion for only the 2nd time in it's history.

CONSTITUTION

1.1   The Kingdom shall be defined as all the land contained within the recognised borders of East Moreland and all the seas contained within the nations internationally recognised territorial waters.

1.2   Northfort is the capital of the Kingdom and  the seat of the Representative Council and Executive Council.

1.3   The Kingdom is a hereditary monarchy in which the reigning monarch has ultimate authority over the nation.

1.4   The Monarch shall be entrusted to comply with the constitution in all their dealings.

 1.5   The succession to the throne will be determined by the Inheritance of the Throne Act.

 1.6   The flag of the Kingdom will be a Red and White Quartered Flag, the Red quarters containing the tower of Northfort, the White quarters containing the Honey Badger Rampant.

 1.7   The Monarch is free to use any coat of arms they wish.

1.8   Morelandish shall be the only recognised official language of the Kingdom.

2.1 The Monarch is the Head of State and shall exercise their sovereign authority in conformity with the measures laid down by this constitution.

2.2 The Monarch or their chosen represetative shall represent the state in all its relations with foreign states. 

2.3 Every law shall require the approval of the Monarch  in order to acquire validity.

2.4 The Monarch may appoint judges to oversee the courts.

2.5 The Monarch shall possess the prerogative of remitting, mitigating or commuting sentences which have been legally pronounced.

2.6 Only with permission of the Representative Council and Executive Council may the Monarch remit, mitigate or commute sentences which have been legally pronounced on members of those bodies.

2.7 Every successor to the throne must, before taking their oath as monarch and before receiving the oath of allegiance , declare upon their honour , in writing, to govern in accordance with this constitution.

2.8 Should 250,000 citizens table to the Representative Council a motion of no-confidence in the monarch a national referendum shall be called. During this the options shall be to keep the current monarch, to replace the monarch with the heir apparent or for a re-drafted constitution drawn up by the Representative Council, even if this makes the Kingdom a Republic. Should this referendum be required it shall take place within one calendar year of the motion being tabled and at a date set by the Representative Council. During this time the monarch shall only be able to pass laws with the majority of both the Representative Council and the Executive Councils approval. The majority vote of the referendum will be enforced.

2.9. The monarch is the commander in chief of the armed forces.

2.10 The monarch may call elections at their discretion, but must hold elections for both Councils at a maximum period of four years.

2.11 The monarch is not bound by the majority votes of the Councils.

2.12 The monarch must be a member of the Cult of Helus.

Spoiler: Article 3 – Functions of the Kingdom • show

3.1 The Supreme function of the Kingdom is to promote the general welfare of the people. For this purpose, the Kingdom shall provide for the provision and maintenance of law and for the protection of moral, religious and economic interests of the people.

3.2 The Kingdom shall provide all citizens with access to education.

i) Education will be compulsory and free between the ages of 4 and 18.

ii) The following subjects will be classed as core subjects and will be compulsory until the age of 18.

                Morelandish, Mathematics, Physics,  Chemistry, Biology,  History,  Citizenship, Physical Education   Religious Education (Students must learn of native and non-native religions)  A foreign language.

iii) Private education is permissible as long as it conforms to the legal requirements of curriculum, duration of education and standards laid down by applicable laws.

3.3 Students meeting minimal standards of education as set down by Universities will be, if deemed necessary, given grants to allow them to study beyond the age of 18.

3.4 The Kingdom shall be responsible for Public Health systems.

3.5 The Kingdom shall safe guard the right to work. Laws will be enacted to ensure equality for all in terms of opportunities of employment.

3.6 All workers have the right to not work on religious feast days. If they do not follow the state religion workers may work on religious feast days but shall be granted a day of paid leave in return.

3.7 To promote trade and industry the Kingdom shall be free to enter into treaties with foreign states.

3.8 The currency shall be the East Moreland Pound, abbreviated as EM£. The Kingdom shall regulate both the currency and banking systems.

3.9 The Kingdom shall establish an equitable system of taxation. On this matter the monarch must attain approval of both Councils majorities.

3.10 The Kingdom shall administer for relief of the poor and those in need. In particular the Kingdom shall grant assistance to those living in poverty, the old, the mentally handicapped and people suffering from incurable diseases and conditions. Furthermore the Kingdom shall establish and maintain orphanages

3.11 The Kingdom shall provide a rapid procedure for legal actions and the execution therefo, under conditions that will safeguard material rights; it shall also provide for a system of administrative law based on the same principlies.

Spoiler: Article 4 – General Rights and Obligations of Citizen of the Kingdom • show
4.1 A citizen is defined as being anyone who;

i) Was born to parents who are citizens of East Moreland

ii)Was born within the boundaries of the Kingdom.

iii)Has been granted citizenship by the Monarch

iv) Has resided in East Moreland for a continual period of five years, with no more than a 30 day break in one calendar year. This person must also have applied to the government for citizenship and completed their national service.

4.2 Every citizen shall be entitled to reside in any locality within the Kingdom and to acquire property of any description, provided that they observe the detailed regulations relating to such matters.

4.3 The domicile rights of aliens shall be determined by treaties , or in their abscene, on a basis of reciprocity.

4.4 Persons staying within the territory of the Kingdom shall be bound to observe its laws and shall be entitled to the protection afforded by the Consitution and other laws.

4.5 All citizens shall be entitled to civic rights in the conformity with the provisions of the present constitution.

4.6 All citizens who have celebrated their 18th birthday may exercise all the political rights of the Kingdom.

4.7 All citizens shall be equal before the law. The public offices shall be equally open to them, subject to observance of the legal regulations.

4.8 Equality will be given to all citizens regardless of race, religion, nationality, gender, sexuality and age.

4.9 The rights of aliens shall be determined in the first instance by treaties, or, in the absence of such on the basis of reciprocity.

4.10  Personal liberty, the immunity of the home and the inviolability of letters and written matter are guaranteed.

4.11 Except in the cases specified in law and in the manner thus prescribed , no person may be arrested or detained in custody, no house or persons may be searched and no letters or written matter may be examined or seized.

4.12 Persons arrested unlawfully or when demonstratably innocent and those proved innocent after conviction shall be entitled to full compensation from the Kingdom as determined by the courts. Whether and to what extent the Kingdom has a right of recourse against third parties in such cases shall be regulated by law.

4.13 Nobody may be deprived of his proper judge, special tribunals may not be instituted.

4.14 Nobdy may be threatened with or subjected to penalities other than those provided by the law.

4.15 Accused persons shall have the right of defence in all penal proceedings.

4.16 The inviolability of private property is guaranteed’ confiscation may only take place in such cases as determined by law.

4.17 Where necessary in the public interest, property of any kind may be compulsory assigned or subjected to an encumbrance, against appropriate compensation, the amount of which in cases of dispute shall be determined by the courts.

4.18 The procedure for expropriation shall be regulated by the law.

4.19 Trade and industry shall be free within the limits prescribed by law; the extent to which exclusive commericial and industrial privledges may be admisable for specified period of time shall be regulated by law.

4.20 Freedom of belief and conscience are guaranteed for all persons.

4.21 The worship of Helus is the state religion and enjoys the full protection of the State; other religions are entitled to practice their creeds and to hold religious service to the extent consistent with morality and public order.

4.22 The enjoyment of civil and political rights shall not be dependent on religious belief nor may the latter constitute a ground for any dereliction of civil obligations.

4.23 Every preson shall be entitled to freely express his opinion and to communicate his ideas by word of mouth, or in writing, print or pictures within the limits of the law and morality; no censorship may be exercised over the press by the Kingdom.

4.24 Citizens are entitled to protest peacefully without hinderance from the authorities as long as the protest does not threaten, incite, cause injury or harm.

4.25 The right of free association and assembly is guaranteed within the limits prescribed by law.

4.26 The right to petition the Councils is guaranteed. This right is extended to both citizens and non-citizens resident in East Moreland.

4.27 At the end of the school year in which a student turns 18 they will be expected to undertake a period of two years compulsory national service. In the first instance this will be a ten week period of military training. After this all will take a screening test and be streamed into one of the following professions for the remainder of their service.

i) Military service in the Legions, Navy or Air Force

ii) Cultural Service under the authority of the Ministry for Culture and Tradition

iii) Religious Service under the authority of the High Priestess of Helus.

iv)Care Service under the authority of the Ministry of Health.

4.28 Should a person be medically unfit for military duty they will be allocated National Service appropriate to their level of medical health.

4.29 A person may postpone their National Service until they have completed their University Education.

4.30 Every person fit to bear arms shall be liable, up to their 60th birthday , to serve in defence of the country in the event of an emergency.

4.31 Apart from this contingency, no armed units may be organised or maintained, except so far as may be necessary for the provision of the police service and the preservation of internal order. Deatiled regulations regarding this matter shall be laid down by law.

Spoiler: Article 5 – The Councils • show

5.1 The Kingdom shall establish two Councils. The duty of these councils are to suggest laws to the monarch, ensure the compliance with the constitution and represent to people’s interests.

5.2 The rights appertaining to the Councils may only be exercised in the lawfully constituted assembly of that body.

5.3 There shall be two Councils, one elected by the people. This will be called the Representative Council. It shall consist of 500 individuals known as Representative Councillors (RC’s). This shall be elected by the citizens of East Moreland who have reached their 18th birthdays. These elections shall be equal, secret and direct suffrage according to a system of first past the post in geographically determined seats.

5.4 The second council shall be known as the Executive Council. It shall consist of 80 individuals known as  Executive Councillors (EC’s). Half of these shall be selected by the monarch and half by the people in the same manner as the RC elections.

5.5 A person may not be a RC and an EC at the same time.

5.6 Any citizen may stand for election as an RC as long as they have completed National Service.

5.7 Any citizen may stand for election as an EC as long as they have completed National Service and have reached their 25th birthday.

5.8 Detailed regulations regarding the conduct of elections shall be laid down in a special law.

5.9 The term of each Council shall be four years from the date that the election takes place.

5.10 The monarch has the right to call elections at their discretion before the end of the four year period.

5.11 Should a petition equal to or exceeding the number of votes a councillor received in the election be presented to the council calling for that Council member to be replaced a by-election will take place within 6 months of the petition being presented. All names of the petition must be from people within that seat. In the case of a person appointed by the Monarch a petition of at least 200,000 names and a majority vote by the RC will cause that persons removal from office.

5.12 In case of an accession to the throne an election will be called within 6 weeks of the monarch taking the Royal oath.

5.13 The RC will elect from within it’s number a Chief Councillor who will represent the council to the King.

5.14 The King will nominate a Prime Minister from within the ranks of the EC. This nomination must then gain the approval of a majority of the RC.

5.15 Before the first session of an elected council all Councilors will take the oath as follows “I hereby swear upon my honour, to observe and protect the Constitution, to work for the well being of my country, its people and its honour. I will serve the Monarch loyally to the best of my ability. So help me Helus. (Non-state religion Councillors may substitute the word Helus as necessary.)

5.16 Should during their term of office any Councillor be unable to fulfil their duties, resign or be found guilty of a criminal offence a by-election will be held no more than 60 days from the date the conditions are meet.

5.17 Any Councillors elected by a legally run by-election will be required to take the oath of office as laid out in the constitution, before commencing their duties.

5.18 No Councillor may be arrested while the Council is in session without the majority approval of that body.

5.19 Members of the council are to vote solely according to their oath and convictions. They shall not be made to answer to the Monarch for their votes. Votes within the Council will be made in public and recorded , voting records will be made public as to inform voters at times of elections.

5.20 For a decision of the RC to be valid it must be a majority of members present at the time of the vote.

5.21 For a decision of the EC to be valid it must be a majority of members present at the time of the vote.

5.22 In the event of an equal division of votes the Prime Minister will have the casting vote in the EC while the Chief Councillor will perform the same function in the RC.

5.23 The Councils will each elect a Speaker of the Council. It will be their responsibility to ensure the smooth organisation of Council business and enforce the Constitution.

5.24 Councillors will receive from the Kingdom’s Treasury  an annual wage which will originally be set at £EM 80,000. Any alterations to this must be placed to vote in a national referendum where a straight majority will be necessary.

5.25 The duties of the RC are as follows.

                i) Presenting potential laws before the Council for debate and vote.

                ii) Advising the Monarch as to the will of the people.

                iii) Approving tax measures laid down by the monarch

                iv)Ensuring adherence to the Constitution.

5.26 The duties of the EC are as follows

                i)Presenting potential laws before the Council for debate and vote

                ii) Advising the monarch on matters of state.

                iii) Approving measures from the RC

                iv) Approving tax measure laid down by the monarch.

                v) Ensuring adherence to the Constitution.

                vi) The right to appoint investigative panels in matters approved by the Monarch.

5.27 The Monarch’s duties regarding the Council are as follows

                i) Giving final ascent to laws which meet the approval of both councils and the Monarchs will.

                ii) To present before the Council laws prior to giving them for ascent.

                iii) Opening the Councils for business on the 3rd September (unless this is a feast day in which case the Opening will take place on the following Monday)

                iv) Closing the Councils for business on the 3rd of August (unless this is a feast day in which case the Closing takes place the day before the feast.

                v) Making necessary royal appointments.

 5.28 Should a petition on an issue be presented to the RC with at least 150,000 signatures of people eligible to vote, the RC will be bound to debate and vote on the issue within 30 days of the petition being presented.

5.29 No law will become valid until the monarch has given their ascent. If this does not take place within 6 months of the vote in the EC the law will be deemed to have been refused.

5.30 All laws given ascent come into force 7 days after the ascent is granted, unless otherwise stated.

5.31 Without the approval of the Councils no direct or indirect tax or duties may be imposed or collected.

Spoiler: Article 6 – The Cabinet • show

6.1 The Cabinet will consist of at least the Monarch, The Prime Minister and the Chief Councillor. The Monarch may appoint a maximum of 15 ministers and may define the role they have. They need not be members of either Council. Their appointment must be approved by the majority of both councils.

6.2 The Cabinet must meet at least once a month.

6.3 The Monarch is not bound by the advise of the Cabinet.

6.4 The Ministers appointed by the Monarch and approved by the Council may act as with the Kings authority when assigned to negotiations.

Spoiler: Article 7 – General Provisions • show

7.1 The whole administration of justice shall be carried out in the name of the Monarch and the people by responsible judges appointed by the monarch. The decisions of the judges in the forms of judgements shall be delivered and drawn up “in the name of the King/Queen and the people of East Moreland.”

7.2 In the first instance civil and criminal matters shall be heard in county courts, should this judgement be disputed the case will be heard again in the Regional Court, should this verdict still be disputed the Capital Court in Northfort will hear the case, its verdict shall be final.

7.3 The nation will not send a person for trial where death is a possible sentence unless it is for treason. The two exemption to this are people tried under military law which is dealt with in the Military Crimes Act (2014), the second exemption is for the crime of treason. In both these cases the judge may only order the death penalty with the majority approval of the jury.

 

7.4 Each town or city with a population greater than 150,000 citizens will elect a Mayor for a period of 4 years. The elections and conditions will be the same as those for Councillors with the exception that the candidate must have lived in the city for a period of no less than five years.

7.5 Any future changes to this constitution may only be permitted with the approval of ¾ of all elected Councillors and the ascent of the King.

The Purpose of this Act is to determine the line of succession to the Throne of East Moreland

Spoiler: Article 1 - Use of this Act • show


1.1 - Article 2 of this Act will come into force when any of the following conditions are meet.

1.2 - The Monarch dies. This shall be announced by the Chief of the Royal Household upon confirmation of two medically qualified doctors. The Chief of the Royal Household will in the first instance verbally announce the Monarchs death from the gates of the Palace while affixing a written confirmation of the palace gates. The Chief of the Royal Household will then inform the embassies present within East Moreland by couriered note. Finally he will contact the media.

1.3 - Should the Monarch's remains be unable to be inspected by two medically qualified doctors the Chief of Household will inform the people of the Monarch being "Missing Persumed Dead" he will then inform the embassies in the manner laid out in Article 1.2 and then the media. 120 days from the Monarch being declared "Missing Persumed Dead" Article 2 will come into force if the Monarch has not been found. If the monarch is found they shall resume their duties, otherwise Article 1.2 comes into force. During the 120 day period  or until the Monarch returns the heir shall be regent

1.4 - If the Monarch is classed as having suffered complete and irreversible loss of brain function as verified by two doctors and then confirmed again 30 days later Article 2 comes into force. In the 30 day period the heir will be Regent.

1.5 - If the Monarch is classed as being mentally unfit for rule by two doctors and then confirmed again 14 days later a motion will be placed before the Executive and Representative Councils calling for Article 2 to come into effect. A 3/4 majority of both Councils will be required.

1.6 - Should Articles 1.4 or 1.5 be necessary it will be the duty of the Chief of the Royal Household to inform , in the first instance foreign embassies followed by the media.

2.1 - The Monarch may circumvent these Articles if they inform both the Representative and Executive Councils in writing of his choice of heir. The Monarch must also lodge this declaration with the CIS and have it witnessed by any two nations ambassadors. Should any of the situations described in Article 1.2-1.5 take place the written circumvention will be ignored unless a period of 14 days has expired.

2.2 In the first instance the throne and all its powers laid out in the constitution shall pass to the Monarch and their Consorts eldest child regardless of gender.

2.3 Should the Monarch have no children with their consort the throne and all its powers laid out in the constitution shall pass to the monarchs eldest sibling.

2.4 Should the Monarch have no siblings the throne and all its powers laid out in the constitution shall pass to their eldest uncle.

2.5 Should the Monarch have no uncles the throne and all its powers laid out in the constitution shall pass to their eldest Aunt.

2.6 Should the Monarch have no Aunties the throne and all its powers laid out in the constitution shall pass to their eldest cousin.

2.7 Should the Monarch have no cousins the throne and all its powers laid out in the constitution shall pass to the closest living relative through blood as identified by an investigation lead by the scholar appointed to the Cultural Exchange Treaty Organisation (CETO). The closest relative as established after 120 days shall inherit the throne and all its powers laid out in the constitution.

2.8 If a regent is required then the above rules will be followed to determine their appointment.

2.9 Should any member of the Royal Family enter a career in the Priesthood they shall be removed from the line of succession.

3.1 No-one under the age of 21 may become Monarch, a regent must be appointed until their 21st birthday.

3.2 No-one may be monarch until they have fully completed their National Service, a regent must be appointed until this time.

3.3 The Regent shall not be the Commander in Chief of the Military. This position will be given to the Chief Councillor.

3.4 The Monarchs consort may not inherit the throne under any circumstances.

3.5 The Monarch must be a follower of the Religion of Helus. Should the heir not be they will be removed from the line of succession.

NORTHFORT ROYAL PALACE


Northfort Royal Palace was built in the 17th Century by King Sebastian II and has been used ever since by the Royal Family. The Palace sits on top of a hill in the northern section of Northfort, the Palace is close to Embassy Row and sits in its own private park which contains a large lake and various "Summer Houses" these "Summer Houses" are self contained homes which are often used to accommodate foreign dignitaries, leading government members and other royals. The Palace also has running along one flank People's Park. This was a former area of the Palace that was utilised for grazing livestock until the early 19th century when King Philip III granted the land to the Mayor of Northfort for use "by the people of Northfort regardless of rank or title from now until the end of time." King Philip III also granted an annual payment to the city for the upkeep of the park. This allowed the park to become a key part of the lesuire of the city with it regularly being used by those living in the city to go for strolls, have picnics or take in the various forms of street entertainers who ply their trade there. It often also becomes the venue for major events such as Pride, the Festival of Greenflowers and various other events.

Map of the Palace


As can be seen from the map the perimeter fence is rather long and is guarded by a series of remote sensors, regular foot and vehicle patrol as well as spotters descreetly encamped around the Palace grounds. The majority of the guards on duty are members of East Moreland's elite Red Legion supported by members of either the Royal Marine Commando's, the REMAF Specialist Aviation Squadron and Police Close Protection Unit (many of whom are recruited from those who reached the later stages of Red Legion selection and then failed). Just outside the Palace begins Embassy Row. These are a collection of old 18th Century Townhouses each standing in their own small grounds. The street has free access for all to walk down however often random military checkpoints are put in to check ID's and to support the embassies particular situations. While not every nation can have their own townhouse as these are limited to around 40 some nations such as the Ecclesiastical State and Safraen share buildings as they are smaller nations and have made decisions that mean they need less space because of having small populations. Some nations however have, for their own reasons found buildings elsewhere in the city. To one side of Embassy Row is the Temple District, this is a serious of streets on which a Temple to each of the eight Gods and Goddesses exist. Among the eight large temples are small temples and shrines dedicated to various groups, for example the Blacksmith's Guild Shrine to Jekar exists. Additionally this district contains various buildings dedicated to the running of the Cult of Helus including the Cult's Priestess College which is seen as the religions central training school.


The Palace


The Palace is utilised for both a residency for the King and his immediate family. It also has facilities for several other uses.

The Main Gatehouse

The main gatehouse is around 3km away from the Palace itself. It sits at the end of a white gravel driveway lined by trees and flanked by a river that brings water into the Palace for a variety of different lakes and waterways. The main gatehouse is where most of the visitors to the Palace enter and is manned day and night by Red Legionnaires. The gatehouse also features a special board on which royal announcements are made such as the birth of royal children, deaths in the family and various other incidents. It is only once this information is posted on the board that it becomes official. Often several cars are stationed at the gatehouse to transport visiting dignitaries to the Palace itself as often many choose to arrive by foot.

The Ministers Lodgings

To the left of the river is a series of five buildings referred to as the Ministers Lodgings. These five buildings are in effect split into three suites meaning that there are in truth 15 different residencies that can be utilised by members of the King's Council which is similar to many nations cabinets. They are often not used and tend to be utilised during times of emergency or if the Minister resides outside of Northfort and is in the city for an extended period. Each residency has two bedrooms, an office, kitchen, bathrooms, lounge and dining room. They share a communal garden and wine cellar. Between the residencies are tennis courts or other sports facilities which aside from being used by the Ministers are often used by other people residing within the Palace grounds at any single time.

Head of Military Lodgings

To the right of the river are four buildings each of these reserved for the heads of the Army, Navy, Air Force and Intelligence Services. While from the outside these look very similar to the Ministers Lodgings however they have more space. This is utilised for their own briefing rooms and extra accommodation for their staff. While often the Head of that particular branch of the military is not present they do continually keep a member of their staff there in case of emergencies where the input of the military would be required instantly. The lodgings may also be used by the owner for entertaining their guests from overseas during military exercises or discussions.

Security HQ

This is the brains of the Palace's security network. It houses the facilities to monitor the various security systems, houses the main communications hub as well providing office space for the Royal families security teams to carry out day to day duties such as background checks on visitors to the Palace and research into the royal families travel arrangements. The facility also houses a secure armoury with weapons ranging from those used by security patrols to heavy machine guns and even shoulder launched anti-aircraft weapons. The HQ is also where visiting dignitaries security details are housed during visits allowing them to also, depending on levels of security sharing, to also monitor Palace security camera feeds and communications. The Head of the Royal Protection Force also has their office in the attic.

The Queen's Residence

Informally known as the "Palace of the Pink-stone" this once stood as a separate wing of the Palace standing in isolation. It was absorbed into the main Palace in the mid 18th Century. Traditionally it was where the Queen spent her day with her courtiers and noble ladies as well as hosting events for her interests. Today the rooms are a series of suites, a small banqueting room, small ballroom, kitchens, library and reception rooms. The Queen still maintains an office here for her own staff to deal with correspondence. When any foreign dignitaries spend the evening at the Palace, such as during state visits, they are given rooms in this part of the Palace. It sits with its own quad garden which is known as Queen's Park. Today the Queen usually spends her time in the King's Residence meaning that for most of the year this wing of the Palace is rarely visited.

Stable Yard

Traditionally the monarchs of East Moreland have been members of the Royal Cavalry Guard when they serve in the military and often have raised their own horses from foals within the Palace. The ceremonial days at the Palace still see the Royal Cavalry Guard parade and their horses are kept in this facility alongside the Ironside families own horses. While each member of the Royal family today still retains a horse of their own many of them do not really ride on a regular basis. The Ironside Stable do however still compete in horse-racing and eventing as these are a big part of the nobilities social calendar. The position of Head of the Royal Stables is still considered a prestigious one and comes with accommodation within the Palace itself in the wing housing the Queen's Residence. There are spaces for approximately 50 horses in the stables.

Military Barracks

These facilities can house up to 100 soldiers and their equipment. They are not the most comfortable barracks Morelander Legionnaires will stay in but positing are often only for periods of 2-4 days. Soldiers based here are housed in rooms of 10 beds which share a bathroom. There is a communal kitchen and underground a secure armoury where personnel weapons are kept when off duty. Soldiers split their time between providing guards for patrolling the Palace as well as ceremonial duties. If need be extra beds can be brought in and the number billeted there increased to 150. Currently there are no separation between male and female quarters except for the allocation of rooms. It is expected within the next 12 months a separate female block is to be constructed nearby. The barracks has a statue of Jekar in its entrance hall which carries a shield upon which the regiments based in the barracks place their emblems while stationed there.   

Motor Pool

This is in essence the royal garage. It has a rather small above ground prescence but is rather large underground. The ground level area is reserved for the Royal Protection Forces vehicles as well as the King's own vehicles. Beneath this is a maintainence facility as well as storage for a variety of military vehicles which can access ground level through a tunnel to the surface or via one of three lifts. There are three battle tanks kept in the facility however these have never been seen in a long period of time. One of the longest standing residents of the Motor Pool is Coope, a vintage red mini from the 1970's which most members of the royal family today have owned at one point. While today the tiny car is out of day to day use it is still rumoured to be in working condition being looked after by the staff who work here drawn from the Royal Engineers Regiment.

Palace Staff Lodgings

While many of the majority of staff today have their own homes outside the gates around 30 live in the Palace itself. These tend to be key positions such as Head Cook, Royal Chamberlain, Head of Royal Household etc. Each of these are given a bedroom, bathroom, lounge and kitchen. In addition to their own private facilities they have access to a fitness suite, cinema room and library. Often these individuals elect not to live here on a full time basis but rather in the run up to and aftermath of large functions or when the Palace is busy. These staff live in these residencies for as long as they hold the post rent free. With many members of the Palace staff now being members of the Legions who have suffered injuries these quarters are being regularly adapted to account for any disabilities.

Reception Rooms and King's Office

This is in effect the nerve centre of the Palace. It is the part of the palace where the majority of the visitors on state business find themselves. It features a large entrance hall with a large staircase which leads to series of upper floors. The King's office sits on the rear of this block over viewing the fountain and lake. The King's office is in effect guarded by the office of the Head of the Royal Household and is a combination of a reception lounge and working office. This area also includes the official royal library, drawing room, dining room and a boardroom to allow for large meetings such as the CETO formation conference.

Function Rooms

This four floored building houses three important aspects of the Palace. The basement houses the Royal kitchen, a rather large complex able to cook meals simulatoniously for the Palace staff and for a state banquet. The kitchen is also "on call" 24 hours a day should they be needed.   On the ground floor is the Royal Banqueting Hall. This room is used for state functions and traditional feast days. It is capable of housing around 200 diners in a variety of layouts. Its doors open out directly onto the rear lawns through the centre of a marble staircase which leads to the floor above while also giving access from that floor to the lawns. The middle floor of the block is the Royal Ballroom which is used for a variety of functions from less formal dining experiences, private concerts and even more recently for Princess Rhiannon's sword fighting training. The top floor is officially called the Royal Lounge but is in effect simply a large room that can house around 150 people in informal arrangements. This usually means comfortable arm-chairs, sofas and coffee tables. There is also a permanent bar there that palace staff are permitted to use during their time off.

Palace Admin

These are the offices of those who carry out the day to day functions of the Royal Family. It is here that you will find the staff of Royal Press Secretaries, accountants, those responsible for the King's correspondence and even the King's Private Doctor. Several full time military intelligence officers are also based here for utilisation by the King on any matter he chooses. While these may be military officers it is not uncommon for the King to ask them to research a variety of matters ranging from the Palace's energy use to vehicle procurement.

Royal Gallery

This is a large collection of royal art-works either produced by the royals or procured by them. Since the reign of King David III this part of the Palace is open to limited members of the public by prior arrangement. The gallery houses a variety of different types of art ranging from sculptures, paintings and tapestries some dating back to the beginning of East Moreland. From time to time items from this are taken to various museums and galleries across the nation and occasionally the world. King David III became a fan of Arda Tuluvan art and the gallery houses a huge collection he gathered over his visits to that nation. One of the most recent art-works on display is the pictures by Princess Rhiannon.

King's Residence

This is the day to day home of the King of East Moreland and his immediate family. This block is split into five large suites each with two en-suite bedrooms, lounge, private kitchen, dining room, wetroom and office. These are often rather more modern in their decor than the exterior of the Palace would suggest and only accessible via high security passes. There are also several communal facilities such as a gym, cinema, bowling alley, swimming pool and bar and lounge. Underneath the block, and kept a secret, is a hardened bunker capable of surviving in theory a nuclear, biological or chemical attack. In the bunker there is also an emergency operating facility with several pints of the royal families own blood there.

King's Garden

The only way into this part of the Palace is through the private suites of the royal family. It is a place where they are given perhaps the most privacy. The garden features several little niches where statues of the eight Gods stand and since the birth of Princess Rhiannon a tree swing. The garden in more recent years has however been less used by the royals despite in previous years having been well tendered by junior members of the royal family.

Hunting Lodge

The Hunting Lodge is in fact one of several dotted around the parkland that surrounds the Palace. This particular one that is closest to the Royal Palace is the residency of the 2nd in line to the throne so long as they are adult. Currently it is home to Princess Freya however she now spends less time here since marrying. The Lodge is a self contained living unit with its own facilities to host small functions and events. It even contains an underground bunker similar to that of the King's Residence but this again is kept secret. The Lodge has three bedrooms which currently are utilised by Princess Freya's Chief of Household Rebecca Jarrett.
