Ife stifled a smirk at the little exchange between the foreigners, dutifully jotting down a couple of notes as he digested Lynwood's proposition and composed his own response. Between the Fleuroix prickliness and Tytorian presumption, these foreigners were hardly the formidable opponents his brother had warned him about, though this Bakkeryaman Duke - seemingly in concert with his Heliusan compatriot, the Lord Berisov - did seem quite set on getting their armies into Merina. It was rather fortunate that none of the other Merinans around the table seemed any keener on the proposition that he did, though perhaps it was those Merinans not around the table that ought to be troubling him.

In any event, he elected to speak for himself, tactfully skipping over the little spat:

"With regards to Duke Lynwood's proposition" He began, careful to keep his expression neutral "While we appreciate the indication that we may yet be able to come to a mutually acceptable compromise, alas, this is not so. I cannot countenance any such withdrawal of the Merinan security forces. We have fought, and fought hard, to secure the future of our country against the excesses of these terrorists, and it would be unthinkable to surrender any number of kilometres of liberated Merinan soil at this juncture. While we are concerned that, with each passing day and week of this ceasefire, violent extremism has further opportunity has further opportunity to embed itself in those areas of our nation remaining under terrorist occupation, we remain hopeful that the best interests of the Merinan people are truly in the hearts of all we privileged few who walk these hallowed halls"

"Therefore" He continued, allowing himself a meek smile "I would like to suggest the following compromise: observer teams - of a composition which is found acceptable by those represented here - will be attached to our Security Forces at the front, and given unobstructed access to the present ceasefire line. Similar teams can be dispatched to those areas currently under occupation to oversee the peaceable disarmament of these extremists - and I have confidence it may be peaceable, once suitable guarantees have been made here - with a view to discerning weather or not the remaining populations in these occupied areas do, once the threat of terrorist violence is removed, indeed desire to be liberated, or not, whichever the case may be"

"In return" He added, despite the rising feeling that he was pushing his luck here "I would like to see the present blockading force, the mighty fleet presently sitting off our coast, withdrawn. Weather or not it is intended, there is a threat implicit in the existence of such a force, and we believe the removal of such a threat would be conducive to a peaceful outcome. As a gesture of goodwill, we are willing to facilitate your bar on new imports of weaponry with joint inspections teams - of a similar composition to those attached to frontline units - being established to monitor shipping at Merina's deep-water ports, namely: Kankato, Qarkhoi and Donze"

There was an element of theater in all this. Ife had not, per se, gone out of his way to either shock or offend, though neither had he precisely expected such a proposition to be accepted without fuss. It was a measured withdrawal from his previous position, and one couched in language he hoped would appeal to the Council. The other Merinans around the table were no more pleasured to be described as 'terrorists' or extremists' as Ife was to be labeled as 'the regime', though while he possessed the diplomatic bearing to gloss over such clear and obvious bate, some others were not.

"Preposterous" The Eorl Belawi spat, quietly at first, his voice rising as he spoke "Preposterous! Extreme, the very cheek of it. Is it extreme for a man to live on his land - the land of his forefathers, and the land he'd pass to his own wee bairns, if he's so lucky - in peace? Are ye terrorized by me!? Good, you'd better be" That was aimed squarely at Ife, though the bombastic Eorl now shifted to address the Bakkeryaman Duke "When I wae a lad, my told me, he said 'son, aye, if ye fight ye may die, and them that run may live... at least a while. Death comes to us all. Every man dies, but how many take their place in the Valhöll as a man who has truly lived?' A grim man he was, aye, but true nonetheless"

"So listen this to me" He directed his ire back towards Ife, who remained impassive "There is a difference between us, aye there is. You think the people of your country exist to provide you with position. I think your position exists to provide those people with freedom. So, listen here lad, I've a proposition of my own for ye. Have ye armies strike their colours and fuck off straight back to Merina, stopping at every Pindari home the' pass on the way te beg forgiveness for a hundred years of theft, rape and murde'. Do it, and ye men may live. Do it nae, and ye'll find nae peace in our hills. And maybe then we'll give ye reasons enough tae be terrified of us"

Between the wild eyes, the white-knuckled grip with which his good hand held the big oak table, and the fact that the point of his hook had embedded itself deeply into the hardwood surface, the Eorl made quite the impression. As he tore the tip irritably free, dislodging a chunk of timber in the process, the room erupted as the various Merinan delegations each attempted to talk over themselves, each other, and the assembled delegates.

"A peaceful Pindari?" The National Liberation Army's lead negotiator, Colonel Valentin Bemba, was heard to quip to a college "Didn't know they made them like that?"

"... two kilometres?" The exasperated voice of Noah Tergat emerged from the din "How are we to do that? The perimeter in Qarkhoi isn't that deep... not all the way round...?"

"...he's got a point about their fleet... don't give me that, what exactly do you think they'll do with it?..."

"Tamoran... slavers"

"...don't get me started on those bloody imperialist Tytorians..."

"At least Rokkenjima isn't involved... yet..."

"Shh"

"...don't you shush me..."

"Who does he think he is?"

"...thin end of the wedge..."

"...cochons anglais!"

"Shh!"

"Merde..."

Eventually, the little outburst did abate, and the room began to fall quiet again. Looking slightly abashed, despite his team having mostly stayed aloof of the worst of the tirade, Ife glanced to Lynwood, then to Alya, then finally to the Lodjan group, hoping someone had remembered his argument, or would at least seek to move the conversation forward.

Institution Spotlight: Belmont International University

Belmont International University (BIU) is a higher education institution located within the city of Belmont, centered around a compact campus in the south-side district known as Little Katamba. The University was founded by Merinan exiles in 1978 as Belmont International College, before achieving full University status in 1983. Initially serving the "coloured" community of Belmont, BIU has admitted students of all ethnicities since desegregation in 1994, though remains proud of its roots in the Merinan expatriate community, and maintains links with Merinan educational institutions to the current day.

The present head of BIU's Anthropology Department, Professor Kwatsi Abebe, is regarded as one of the foremost experts on Merinan affairs. Born to Biathalan parents in Kholda, Merina, Kwasti moved to Kaedwen as a child, and attended BIU as a young man. Now a naturalized citizen of Kaedwen, Kwatsi has been involved with several archaeological and historiological studies on Merina, though he has refrained from involvement since the outbreak of the present crisis in 2018. He has authored such factual works as: "The Tribes of Merina", "The Making of Modern Merina: 1790-1990" and "The New Scramble for Merina", as well as several fictional works set in the country, including the cult novel "Half an Orange Sun".

The town of Coward, though perhaps the title of 'town' was a little overly grandiose, lay almost one hundred kilometres east of Wynarka, out in the dry, dusty heart of rural Kaedwen. This was a place barely changed in the last century: a few-dozen tin-plated houses squatted around the little station out on the open plain, which spread out rust-red in all directions, punctuated every so often by the white-painted walls of the odd ranch house, shearing shed or outstation. This was a place where men were men, and the women moreso; a place where the shearers and stockmen from miles around gathered to drink, and tell tall tales, and drink, and play cards by lamplight, and drink, and share all the sorrows of their harsh lives. And, if they'd any energy left before the grey fingers of dawn crept across the great, wide Kaedweni landscape, perhaps they'd drink some more.

Walker - almost exclusively 'Beu' to his mates - was one such sharer. And tonight, like many nights, he'd had a drink or two, then maybe a few more, and then one for the road, and now found himself sat in the little kitchen of their modest digs with his best old mate Arb. Arbuckle J. Longstreet, to give him his full name. Arb had also availed himself of hearty libations in the course of their merry evening, and his broad face flushed red behind a bristly ginger beard as he perched on the corner of their tiny sink, gesticulating expansively with an almost-empty jar of clear, foul smelling spirit, the kind that looks and smells like it could be paint stripper, and tastes much the same to boot.

"Tha's wh 'm say'g" Arb slurred down excitedly, splattering Beu with flecks of drink and spittle "Th's thin, 'y don' wan' 's t' kn'w! 's th' badg's, m'n! Th's badg's 'n th' wa'er!"

"Arb" Beu croaked back, banging his head on the door frame his was sprawled against as he made to lean it back, eyes screwed shut "Arb, wha's th' tim', ma'e?"

"Ma'e" Arb cast about madly, looking for the clock just above his head. Spotting it, he heaved forwards, landing heavily against their little wooden table, before twisting awkwardly to see "I's fuc'in' ea'ly ma'e. B' ligh' so'n"

"Fuc'in' 'ell ma'e" Beu groaned involuntarily "Fuc'in' 'ell"

"I's th' badg's" Arb added helpfully. It was the one thing he seemed quite sure about.

"Mmn" Beu agreed "Th' on's 'n th' wat'r, thin' y' sa'd"

"Is" Arb protested, before changing tack with all the grace and tact of a train wreck "An'wa', 'm goin' t' b'd. Bugg'r th' badg's"

"I w'd" Beu quipped, lolling onto the floor heavily "Thin' 'll jus' sl'p 're"

"'ll gi' y' a kic' 'n i's 'ime f' wor', y' dr'ngo" Arb smirked, as he stumbled over Beu's prone form and stumbled off in search of his bed "G'ni'"

As his mate's drunken crashes faded away, Walker had a moment of lucidity, staring up at the off-white ceiling above through groggy eyes. They'd be wanted at the sheds first thing... which gave him an hour of shut eye. Why would a man do this to himself? Yeah, that was it, for the craic. All good craic, this. All good.

Jacobs-Carmichael-Burns Unveil Mundus' First Hydrogen Fuel Cell Excavator

Industrial equipment producer Jacobs-Carmichael-Burns (JCB) - part of the Carmichael Group - unveiled Mundus' first hydrogen-powered Excavator at their plant in Menae today, where the twenty-tonne machine was demonstrated in front of an eager crowd of industry and civic dignitaries.

The project - which has been part-funded by the Kaedweni government - is an exciting development for Kaedweni manufacturing, which has long struggled to compete with Mundus' biggest technology exporters, such as East Moreland and Achkaerin, and Carmichael Group shareholders will doubtless be encouraged that this engineering first could help launch the JCB brand on the export market.

The first machines of the so-called Type 220X are expected to roll off the assembly lines in Menae later in the year, with several large orders already said to be on the books.

Prime Minister Stewart's government have backed a number of carbon-reduction projects throughout her tenure, with the Prime Minister herself reputed to take particular interest in the potential for hydrogen fuel to take over from conventional hydrocarbon fuels. While this is, in part, unsurprising given the National Liberals' penchant for environmentalism, a number of defence sources have indicated that a reduction in Kaedwen's reliance upon imported fuel - and, thus, vulnerability to extortion by the autocratic regimes of OPEN, Mundus' foremost petrochemical producers.

Kaedwen's first commercial hydrogen fuel plant - utilising electrolysis to produce hydrogen fuel from sea water - is due to open in October. Also taxpayer-funded, the zero-carbon plant aims to set the blueprint for future fuel production in Kaedwen, as we move towards the 2040 "net-zero" target for national carbon emissions.

We would like to confirm that the museum ship RoKS Vendetta shall be in attendance at the Festival of Sail this year, having previously been withdrawn due to concerns over her seaworthiness in 2018, and laid up undergoing repairs the following year. She remains under Commander Louis Tas (Ret), and crewed largely by former ROKN seamen. She will offer insight into live aboard small warships in the early 20th Century, and the history of the Kaedweni navy in particular. She will be accompanied by an example of her contemporary counterpart, the Koyuga-Class frigate RoKN Finke.

The Kaedweni ambassador to East Moreland, Harold van der Stel, has also confirmed his attendance at the event, and has arranged to take questions from the public aboard the Finke during the opening afternoon.

While we've a pair of more sizable vessels due for retirement in the not too distant future, the I don't believe the ROKN have ever possessed a vessel quite so large. That said, our commercial infrastructure should be more than adequate, if you'd be happy to base this ship out of a commercial port, rather than a specifically military base"

Ife sat back for a moment while the foreigners spoke their parts, nodding and smiling appreciatively as the Tamoran fought his corner. The pause gave him some time to observe the other Merinan delegations; he wasn't too worried as to what the Merinan National Army might have been up to, the commanders at the front were under strict instructions to hold back with their heavy equipment, and in that sector would be quite likely to have their air identification panels deployed to demark their forward positions. He knew better than the Communists seemed to that no one was truly master of the Makeni highway, and that these were running battles being fought by small units of light infantry, both sides seeking to probe and provoke, but neither willing to risk overt disregard for the Council's peace initiative.

The Merinan People's Army team were already in hushed disarray, that much was clear, even to those unfamiliar with the Biathalan-french dialect in which the group were presently berating each other. The man in nominal charge of the group - Noah Tergat - seemed quite unfamiliar with his subordinates, and they in turn seemed to bridle at his efforts to regain control of the situation. Someone was quite likely to get themselves executed for this, Ife considered with detachment, when the group reported back to Muemba and his cronies. But maybe that was the point. Maybe.

The others all appeared rather more composed: the NLA team presenting a wall of green in their best dress uniforms, the Pindaris poker-faced behind their beards and checkerboard headdresses, while the Free State men - and some women, Ife noted, unlike either the NLA or Pindari contingents - appeared rather more at ease in their kippahs and business suits. The last was strange, Ife mused. While Donze was fairly famous for its Jewish community and heritage, he'd never known the Free State to emphasize this aspect quite so much. Not that he could blame them, the religious persecution card could be a powerful tool to influence the soft, vein royal houses of Albion. He'd have done much the same in their position.

With the pause over, he listened again as Anfisa made her second point, and that exchange was had. He nodded in thanks towards Alya and the Tamoran delegation before speaking himself:

"Thank you, madame Safavid" He began "For your support, and thank you all for your suggestions. I must, however, declare that the Commonwealth shall not countenance any withdrawal of our security forces back from their present positions; we shall not accept any risk that more of our people shall lose their lives and livelihoods to these violent extremists. We would, however, be prepared to consider the deployment of a neutral observer force to oversee the disarmament and disbandment of these forces in the territory which they presently occupy. If those opposite me would be willing to commit to laying down their arms and forswear further violence, perhaps we may speak more amicably. We may even be willing to consider amnesty for some" He shifted his gaze to the hapless Tergat and the MPA team, his tone suddenly solemn "Though, I must add, there are some crimes which cannot go unpunished"

No sooner had Ife finished than the Pindari leader spoke up, his voice deep and booming, though hardly raised. He was a big, barrel-chested bear of a man in - at a guess - his early forties, long black hair just edging to grey tied in a thick braid that hung down just below his broad shoulders. He was gripping the table edge hard with a right hand heavily set with thick gold rings, while his left was a steel claw, which he banged on the table to emphasize his points.

"The cheek of this man" He boomed "I am the Eorl Aliku Belawi, and I say that not one inch of Pindari soil shall be yielded to these people. Not one step back shall we take; come all the world in arms, and we shall fight until the last son of Pindar has joined the ranks of the Einherjar!" The other Pindaris murmured in approval at this bombast, though Ife suspected the Eorl to be more wily than he appeared in his deployment of religous conjecture "We shall not yield" He continued calmly, after a momentary pause "Not to you, not to any foreigner, and we shall certainly not lay down our arms. I have fought all my life for a free Pindar. My father died fighting for our freedom, as did his father before him. By what right" He gazed around the table now, challenging anyone to meet his gaze "By what right would anyone here presume to command my people to lay down their arms? Our stance is thus; you may either recognize the independence of my people, or stand aside. There can be no compromise in this. You may take our lives, but you will never take our freedom!"

"Perfect" Christian smiled again, before adding "I believe the commissary should be able to get your man what he needs, your driver will know the way"

As she went to leave, he responded to her second question:

"Ah, yes, the Bishop of Nigyia" He grinned a sly grin "Both his quarters and his office are at the Cathedral, again your driver should know the way. And, if not, take a look at the skyline as you leave, you'll soon spy the spire; a lovely old building, that one. A good day to you all, I shall follow your exploits with great interest. And, please, if you've any troubles with your accommodation or treatment here, don't hesitate to come to me about it. Godspeed to you all"

The group were led outside to the street, where their civil service cars had been brought back around. The lead driver - a smartly turned-out young man, and one of Tomou's secret service men, not that he'd admit to such in this company - held open the door smartly for Charlie, and doffed his cap to her as she approached.

"I trust Madame's meeting was fruitful" He greeted her with a pleasant smile "Where to, my lady"

The National Liberation Army patrol were spread out along the top of the ridge, overlooking the villa from the north-east. Colonel al-Quirm's Kandak had moved into the Farsiboka area soon after the cessation of the Katamba offensive and the start of the Gaia talks, though small-scale skirmishes like this continued in an intermittent, tit-for-tat fashion. Keith and the ever-present Sergeant-Major Blackwell had brought this reinforced section up to block the road to Gagh on the suggestion of NLA intelligence, which had suggested a night attack on the outstation there was coming, but it seemed like. a mule train had blundered into the ambush instead. Panicked animals ran back and forth across the valley floor, lit periodically by bursts of tracer and eerie pyrotechnics.

A brief survey of the scene through a set of night-vision goggles showed a handful of figures crouching on the roof of the compound off to their extreme right, another dozen or so men creeping purposefully right-to-left through the wadi bed, and yet more flitting from cover-to-cover, climbing the ridge to their left. It would be time to go soon, they'd made their point, no sense in dragging through the mud over two dozen mules and some bags of rice. He shouted over to Blackwell, who was crouching nearby, merrily dropping rounds down range with the Dijlei light mortar they'd come across at the NLA depot back in town - an unusual weapon for Merina, but Keith had noticed odds and ends of old Dijeli kit getting about, clearly the Federal Republic was losing its touch. When this failed to produce the desired effect, he picked up a rock from the dusty ground and wanged it off the Sergeant-Major's boot.

"Lads coming up on the left, mate" Keith had to shout to make himself heard, gesturing in the direction where the Pidaris were coming at them up the ridge. Blackwell took one look, remembered his own night optic, took another, then nodded. Keith added: "Send them some love, then form the lads up in marching order if you could please, Sergeant-Major"

One of the men on their right was popping off some shorts towards the compound as it was lit briefly by the glow of a Schermuly. He fired once, twice, three times, aiming deliberately, before a a heavy machine gun replied the favour with a throaty bark. The man cringed back below the skyline as rounds landed around him, tearing chunks off of a nearby limestone outcrop. Keith stepped up to pull the man clear from the line of fire with a violent yank on the back of his webbing: "and lets not play with them" he added, to himself.



Ade Oywali; Villa East of Gagh, Western Pindar, Merina

Ade seemed rather taken aback at being grabbed from behind, writhing and pulling out a viciously sharp fighting blade as he rolled out of her grip, before grinning appreciatively as the round ricocheted off the balustrade behind them. Duly concerned, he crouched over her to dress the wound on her arm. One of the other men on the roof had some medical training from civilian life, but could offer little more than the odd expletive and a few words of encouragement as he sheltered from the incoming fire.

The gunner, however, had spotted the muzzle flashes up on the ridge and swung his weapon around to reply. A burst of fire, red tracers in the darkness and the clatter of brass cartridge cases on the rooftop. Another burst, then another. Ade stayed by Hazel, and the pair sheltered behind the low adobe balustrade as the battle washed over them. The rattle of gunfire, the flash of the odd rocket and whistle of the little mortar. But, by now, the NLF men were already going backwards; the Fedayeen kept up their own barrage on the ridge until their own fighters were almost upon it, then an eerie hush fell over the valley.

Somewhere, a bird sang, and the grey light of dawn began to filter over the barren landscape.

It was in this soft light that, a little while later, the convoy came in, corralling their remaining mules into the compound courtyard. Ade led Hazel back down the stairs and into a scene of controlled chaos: wounded men lay on litters inside the main building, and a few in the shade of the trees where Hazel had spent her night as a prisoner, while a somber party were hard at work digging a grave pit by the compound wall, stripped to the waist and already sweating in the mild morning air. Supplies from the compound were being brought out and piled in the courtyard, while anything which could not be removed was being burned in a small fire in another corner.

Sam was there, speaking diffidently with a tall, lithe man in camouflage fatigues under the shade of the fruit trees. As Ade led her closer, Sam made a gesture towards Hazel and the tall stranger turned around to look. His dark face was deeply scarred, with a patch over his left eye, while a fresh dressing covered part of his jaw, though his features were nonetheless sharp and striking. A carbine was slung by his side, and he rested his forearm on the top of the weapon easily as the pair approached.

"Good morning, Ade" He grinned broadly, as if greeting an old friend, and the two embraced. The stranger's command of English sounded far more comfortable than any of the Pindaris from the outpost, an air of sophistication to his voice "So, here is our spy?" He turned to Hazel with a wry smile on his face "The appropriately-named Miss Flare? Samuel, my man, I had rather hoped for a little more, the way you talked her up. No matter. Look, could you take over here for a moment, pal? I'd talk to her for a moment"

Sam deferred without protest, and wandered off in search of a wayward mule handler to victimise. The stranger ushered Hazel to walk through the courtyard with him, angling away from the more busy areas. Ade followed, but at a respectful distance, as watchful as ever.

"So, Madame spy" The stranger chuckled as they walked "Or perhaps that is too presumptive of me, no. I am Captain Cecil Banda, by way of introduction, and this is my country into which you have so... delicately inserted yourself" He paused momentarily for effect, before adding, conspiratorially "They tell me you came here in search of the Prince Ezana?"

Defence Force's Concept 2020+ Review Out

The Defence Force's "Concept 2020+" Review is out, and has already stoked controversy.

So-called "Concept 2020+" is a bold and expansive re-imagining of the Republic's armed services, much-needed in an organisation not much changed since the days of the Bush Wars.

"The Concept 2020+ programme is the Kaedweni Armed Forces' project for the wholesale revitalization, including measures to improve equipment, organisation, manpower and morale. The programme is the product of the 2020 Armed Forces review, and aims to restore the ROKAF's deterrent factor through a thorough, if drawn out, series of reforms. The resulting body will, it is hoped, be tighter and more suitable for the defence of the Republic and her allies"

But the project is already courting controversy in several aspects.

Foremost, this stems from the plan for the disbandment of the Kaedweni reserve force, the Commando Volunteer Rifles (CVR). While the CVR has a long - and, some would say, chequered - history, many Kaedweni communities still place enormous stock in the institution for their protection, particularly along the borders of the Unorganised Zone (UZ).

The CVR has its roots in the citizen-soldier forces of eighteenth-century settlers, named "Kommandos", becoming a key component of the Kaedweni Army upon achieving independence in 1921. This tradition of the citizen-solider is still very strong in many, particularly rural, Kaedweni communities, where the frontier spirit of old is very much still alive, and in some areas still a keystone of local security.

In its current form the CVR was created based on a reform of the Bush War-era District Commandos (DC), which had become embroiled in a race-relation row over its role in enforcing segregation prior to the National Convention and reintegration of Kaedweni society in 1994. Where the District Commandos were strictly segregated based on race - and predominantly a white institution - the Commando Volunteer Rifles were conceptualized as an integrated institution from the start, though the image of the Commandos of the mid-20th century has been difficult to shake.

Despite this, and while the CVR are commonly viewed as a colonial relic in the increasingly forward-looking big cities, CVR units have seen intermittent action in recent years against Natavist insurgents, particularly in those rural communities surrounding the UZ.

One small-town mayor, speaking to the Daily Sun on condition of anonymity, had this to say:

Most recently, one of the homesteads out on [location redacted] got hit just last week, they tried to break down the door, then set fire to some of the buildings... Our CVR boys responded very quickly, killed one and drove the rest back into the UZ... Our local Police Constables just don't have the capacity to protect us from attacks of this scale or frequency... We need the CVR to survive, its as simple as that...

A government review on the future of the UZ is currently underway, and is expected to report its findings later in the year.

Concept 2020+ has also provoked controversy in other regards. The slew of advanced weaponry due to be procured by the ROKAF has prompted concerns from some quarters over the costs and viability of these projects, and the potential diversion of funding from other government departments to expand what one opposition MP described as "[Prime Minister Lindsay] Stewart's toy box".

Government sources refute this argument, maintaining that the programme is a "long-term investment" that will provide "greater efficiency and better value in the long run, whilst also bringing our Defence Forces up to date", adding that "This programme is projected to be funded entirely within the Defence Ministry's own budget... no social programmes will be cut to make way for arms purchases".

While not noted in any official announcements, commentators have suggested that the recent - and ominously named - attack by the Imperial Rokkenjiman Navy against nearby Heya (Operation Armageddon) could have prompted a renewed focus on external defence in Belmont.

Sam glowered at her through the murky darkness, more than a little tempted to shoot the prisoner out of hand. He had his rifle at his knee where he was crouching, and fingered the trigger guard irritably. Her attitude and demeanor seemed to confirm his suspicion that she was, indeed, a spy. Perhaps it had been her who had somehow communicated the convoy's movements to the enemy? He cursed himself for the laxity; she should have been bound, blindfolded and thrown in the hole hours ago. At least she'd slipped up too - the mortar, if there was indeed one out there, hadn't fired yet. If this was more than bluster, and this woman was a spy, he might have to reconsider his options.

"A wicked little witch you are" He growled back "I don't know if you're stupid, or you think I am. Is it not gracious enough already for us to tolerate a spy in our midst already? To ask that we arm you, to give you the gun to hold to our backs? You are very lucky we let you live. Ade, bind her hands and feet, and get her chained to the rail over there. Quickly now, I've not the men to spare you to nap"

This latter part was aimed at the hapless rifleman, who produced a set of platicuffs from his webbing and moved quickly to obey. Down in the compound yard, there was a hushed commotion as a fighting patrol was assembled; these men would sweep east along the bed of the wadi until they made contact with either the supply convoy or their enemy, if the attackers had infiltrated down to the valley floor. They'd pulled in the men from their OPs when the attack first started, and Sam was clearly feeling bullish. Given the lack of night-vision equipment, fighting in the hours of darkness tended to be decided by scrappy contacts at close-quarters, where it would be all aggression under synthetic red light.

"Ade" He explained to his man, once Hazel was firmly secured "I'll take the patrol out, the place is in your hands while I am away. If the trip-flares start going off here, we'll come straight back. If she" He shot a vicious glance in Hazel's direction "Gives you any trouble, then shoot her dead. Take care" He clapped Ade on the shoulder before disappearing down the stairs. Moments later, his voice could be heard from the yard, and the patrol trooped off towards the rear of the compound, where a small back gate dropped them down into the wadi beyond.

Ade looked at Hazel almost apologetically, then held out a hand in what he hoped would be a calming motion.

"No worry" He smiled, his teeth flashing brilliant white in the darkness "Will be okay"

The man on the machine gun smiled at this, passing inaudible but invariably lewd comment, which the third man chuckled at heartily. The firing certainly wasn't coming any closer, but the men on the rooftop stayed on edge, straining their senses for any sign of their patrol of the unseen enemy.

Due to the ongoing Yellow Tongue outbreak, the Ministry of Agriculture has ordered an immediate halt to the import of livestock and raw meat products into Kaedwen. Due to the severity of the threat posed by this disease to the Kaedweni stock industry, this halt will remain in place until such a time that a sufficiently rigorous quarantine and testing regimen can be put in place, which we expect to take no more than two weeks.

Please not that this will not effect exports of Kaedweni livestock or meat products, which are to continue without special restriction. While we have no reports of incidences of Yellow Tongue, a precautionary testing programme is underway.

"Hmm... it is a little warmer than I'd anticipated today" Lindsay picked up, looking at the sweating Emperor with a slightly concerned expression "No table... but there's some benches in the shade of the gums over there, perhaps we should rest a moment. Call Captain Price and tell him to stand down his lads up at the memorial, could you Koos? Get them out of the sun for a bit, if they're not already, we'll be up a little later"

Koos nodded in agreement, and the RKR contingent up at the top of the hill were stood down for a break while the royal party were settled on the benches in the shade of a grove of gum trees. Koos gave her a nudge, smirking at the sign which had been affixed to one - 'beware the drop bears' it read, along with a little caricature of a koala dropping on an unwary head - before the two Kaedwenis joined them.

"Is there anything you'd like to ask of us?" She asked in a conversational tone "I feel like I've been doing a little bit too much talking. I hear my own voice far too much in this line of work as it is"

The first sheet in the envelope was a large but grainy image showing a tall, half-caste gentleman with graying hair and neat beard getting into a big black car on a busy city street. After allowing Charlie a moment to study the image, Bertrand continued "This man is Charles van de Mar-Ekembitoto, leader of the so-called Free Merinan Association, a man whose ambition is matched only by his ruthlessness. He would bring ever more war and destruction to our little country until he has achieved his duplicitous aims. As you may be able to tell, we have already expended some effort on the case. Republic of Kaedwen Air Force Concept 2020+


The new Republic of Kaedwen Air Force will combine the aviation assets from the old Air Defence Force with those previously belonging to the army and navy, in addition to land-based area air defence systems. Retaining the 24-aircraft Squadron organisation previously utilised by the ADF, the force will be re-equipped with more modern aircraft, while also gaining additional support assets. Under ROKAF 2020+, the Air Force will be resturctured along the following lines:

-8 Squadrons with the F-21 Nightjar - a light fighter developed on the basis of DAE's Merlin Trainer
-2 Squadrons with the F-23 Shrike - a stealth fighter built by SSK

-1 Training Squadron with the T-21 Merlin Advanced Trainer

-Half-strength (twelve aircraft apiece) squadrons operating AWACS, Heavy Lift, Tanker and Maritime Patrol aircraft, respectively. Spesific models for each of these to be established.

-5 Rotary-wing helicopter squadrons, initially equipped with ex-army air brigade H-7 Utility Helicopters, with these to be replaced shortly with a more modern type.

The Republic of Kaedwen Navy will be reduced in size and re-orientated to become a more defensive force focused around the striking power of the submarine arm and land-based air power to deter conventional opponents. The current navy's aviation and amphibious vessels - the carrier Illawarra and landing ship Mallee - will both be paid off, along with the modern Bushranger-class Corvettes, for which a foreign buyer will be sought to help offset the costs of the modernisation programme. The RoKN's frigate force - already approaching the end of their service lives - are to be replaced like-for-like basis with an efficient light design from abroad upon their retirement. The land-based missile batteries will be placed into reserve, while all aircraft not permanently attached to warships will be transferred to the new Air Force. The future RoKN will be organised along the following lines:

Republic of Kaedwen Army Concept 2020+


The Concept 2020+ programme is the Kaedweni Armed Forces' project for the wholesale revitalization, including measures to improve equipment, organisation, manpower and morale. The programme is the product of the 2020 Armed Forces review, and aims to restore the ROKAF's deterrent factor through a thorough, if drawn out, series of reforms. The resulting body will, it is hoped, be tighter and more suitable for the defence of the Republic and her allies.

Land Forces

The ROKAF's Land Forces are to be re-organised and re-equipped, though the existing ceremonial regimental system will be retained, and the battalions themselves largely untouched. The new 'General Purpose' brigade structure, combining a heavier armoured and mechanised core element with two lighter motorised infantry battalions, with the former providing the primary punch of the brigade while the light troops adopt the traditional role of such units in providing screening, skirmishing and shaping efforts. Three of these brigades would be grouped - along with supporting elements - to form a division, of which there would be two, with these forming the principal strength of the Land Forces. Maintaining the same quantity of brigades as the current order of battle, the free brigade will form an independent 'light' element as a rapid-reaction force.

The Land Forces' Concept 2020+ structure is tabulated below. The 7/1st (Light) Brigade will be the first to be formed - based upon an amalgamation of the current Brigade of Republican Guards and 7th (Airborne) Brigade - and shall serve as a kind of experimental formation for the implementation of some of the systems proposed for Concept 2020+.

Along with this re-organisation of the regular forces, the Republic's reserve army - the Commando Volunteer Rifles - are to be disbanded; the body has been determined to be too anachronistic, too inefficient and too wound up in the memory of the Bush Wars to be brought forward into the 2020+ structure. The present serving members of the CVR are to be either pensioned off immediately, or inducted into the regular forces, where deemed appropriate. This will produce a leaner, more professional Land Force, under which personnel and personal development will be prioritised, as part of a re-assessment of pay and conditions in an effort to boost recruitment, improve retention rates, and improve overall morale.

In addition to re-organisation, a slew of new equipment is planned for the Land Forces to replace the multitude of legacy systems presently in service. The most prominent of these are outlined below:

  • Individual Weapon System - the K11 is to replace the present inventory of K1 SLR and K2 SMG personal weapons in front line service, with a general switch to a new 4.7x33mm caseless service cartridge. The weapon and its caseless ammunition is still in development.
  • Section Automatic Weapon - the K17 Light Machine Gun is to replace the in-service K7 GPMG as the section's primary sustained fire weapon, and will also chamber the new 4.7x33 caseless round
  • Light Forces' Anti-Tank Weapons - the Precision Top-Attack Munition and Kinetic Energy Missile programmes aim to create two distinct but complimentary means for light forces to defeat armour. The PTAM offers an indirect-fire solution, while the KEM would bypass the traditional means utilised to defeat chemical energy munitions usually employed by infantry.
  • Compact Light Gun - the development of a new 40mm gun for light vehicles, based on a more compact case telescoped 40mm round, aims to enhance the lethality of autocannon armed fighting vehicles against both infantry and AFVs.
  • Future Reconnaissance Vehicle - the venerable K36 Fox wheeled reconnaissance vehicle is to be replaced with two similar machines, one tracked and one wheeled. The K38 Caracel and K29 Blackfoot will utilise the same turret and weapons system, with the former to be deployed alongside light forces and the latter with heavy.
  • Modernised Infantry Carrier - the 6x6 K43 is to be superseded by the 8x8 K44 Ratel II wheeled vehicle family in the motorised battalions.
  • K105 Panther - A new MBT family is to replace the K101 and its derivatives in service, currently under development as the K105 Panther.
  • Future Artillery System - the vintage K33 and K36 SPGs are to be replaced with a more modern system, such as Archer
  • MEHEL - a lightweight directed-energy weapon for use against UAVs is to equip many of the ROKLF's fighting vehicles, in addition to an as-yet undetermined APS and elevating sensor mast.
  • Tactical UAVs - networked sensors, and in particular UAVs - will enhance commanders' tactical awareness. Several types are planned: Black Hornet, T-Hawk, Desert Hawk and Shadow type systems are all under consideration.

It will take some time to develop, procure and deploy all of these systems, and even more before the Land Forces are fully equipped in this nature, though this is the vision which the ROKAF are working towards for their Land Forces.

Our maritime arm has produced vessels which have served with distinction in the Dijeli and Achkaerinese Navies, and the product which we are offering in this tender is currently under consideration by another major customer.

The vessel which we are putting forward for this tender is a varient of the Type S Fleet Attack Submarine, a state-of-the-art piece of military equipment which first entered service with the FDDF in 2015. Utilizing the same ultra-quiet hull, x-form tailplane and pump-jet propulsion, we shall modify the internal machinery of the type to accept a diesel-electric power plant, based upon our previous experience with such drives. This we shall term the Type SE.

We feel these vessels would fit your requirements well:

-Displacement: Type S boats displace 4,700t while surfaced, and 5,300t submerged, with the completed Type SEs expected to come in somewhat lighter.

-Accommodation: The base Type S submarine design provides berths for twelve (12) additional crew, on top of their usual compliment, and this space shall be expanded for the Type SE, utilizing additional space freed up with the use of a more compact power plant. An optional blister may be located aft of the conning tower to provide stowage for commando watercraft and other specialist equipment.

-Launch Tubes and Weaponry : The Type SE shall share its predecessor's four bow-mounted 533mm (21 inch) torpedo tubes, compatible with a range of guided and unguided torpedoes, as well MOSS decoy systems and missiles.

-Diesel electric-propulsion: The Type SE shall be fitted with a classic diesel-electric propulsion system with proven lead-acid batteries to provide submerged power. Range is estimated to be in the region of 18,000nm at 10Kn, while running on the surface.


The original cost for the design and delivery of the twelve Type S vessels ordered by the FDDF came to $1.296 Billion/hull ($15.552 Billion total programme cost). Accounting for the additional design work required to properly configure the Type SE for your needs, we'd be willing to offer the licences at the following prices:

1 vessel = $350M
2 vessels = $600M
3 vessels = $850M
4 vessels = $1.1Bn

With any further vessels commanding a fixed licence fee of $150M per unit.

Sam had barely closed his eyes to sleep when the first shots rang out, and, with the rest of the men in the compound, hurried to his stand-to position, weapon at the ready.

Ade heard them too, though the guard had remained unerringly awake, even as he'd watched Hazel sleep. A few minutes passed, but the snap and crackle of gunfire in the darkness never came any closer. The men on the perimeter were becoming restless. In the courtyard, another Pindari emerged from the darkness to hold a hushed conversation with Ade, the pair occasionally glancing in Hazel's direction, then looking away when they caught her eye. The newcomer eyed her warily as Ade moved slowly towards her, holding out his hands in a gesture of friendship.

"Attack convoy" He explained, softly "Unchain now. Come, please?"

There was a clank as the lock that held her bonds was opened, and the two guards led her back into the building to which she'd first been taken, up a flight of stairs to the first floor - which seemed to contain more detritus, insomuch as it was possible to tell in the dark - then up a second flight onto a flat roof. The wind blew chill here, and by the light of the stars they could make out three more figures already crouching on the roof, behind the adobe lip. One was scouring the skyline over the sights of a bulky machine gun, while the second turned and spoke angrily in Sam's voice.

"Looks like your little friends are out there" He hissed at her, gesticulating towards the east, where the night was briefly lit by the flickering red glow of a Schermuly flare, before it fell back to earth "Why did they really send you? How many of them are there? What are they fucking doing? Start giving me some straight answers, bitch"

Security around the city is good, and this area especially. You're welcome to explore the town when we're done here, there's some accommodation been prepared for you a couple of blocks from here. I must recommend a walk around the park, if nothing else. Oh, and that reminds me, the cathedral isn't far away either - lovely old building - and I'm told the Bishop is keen to meet you, while you're in town, I'm sure you'll get on well"

At the top of the stairs, a doorway led them into the attic room that served as Christian's office. It was a small, intimate space as offices of state went, and today it would be positively bursting at the seams. There was also another man waiting in the room, well turned out in a dark suit and sporting close-cropped hair and beard, which was dark and curly, just beginning to run to grey around the edges. He rose from Christian's chair to greet them as the group entered.

"May I have the pleasure of introducing Mister Bertrand Tomou" Christian explained, as the stranger greeted the group "He's the head of our intelligence service, and, all going well, you'll be working together soon"

"It's a pleasure" The spymaster smiled genially.

Once they were all settled in the small room, Christian having reclaimed his seat while Bertrand retreated to a stool at the diplomat's shoulder, they got down to business.

"We're here" He began, frankly "Because there are things each of us can do for the other. For us, there is a man we want dead. Well, to be quite honest with you, there are rather too many men we want dead, though only one whom we would concern you with. This we would like your help with and, in return, we may be able to offer you something which you would like. Tell me, what is it your heart desires from us?"

With regards to Makeni specifically, the area is still contested, and shall continue to be so while the Council of Albion talks are ongoing, making relief operations difficult. Perhaps, as an alternative, you would consider directing your efforts towards the Qarkhoi area - a reasonable area of which was liberated shortly before the ceasefire came into effect - in the interim, until we are able to make the effected zone in Makeni safe?

Just as Ife had dropped the dossier on the table, he'd noticed the communist delegate make to speak up to denounce him, only to be pulled away by an aide. The pair had been deep in a hushed discussion as the Lord Besarain was speaking and, after a brief pause in the proceedings, Noah turned away from this, composing himself to address the group.

"Speaking on behalf of the People's Army of Merina" He clarified. Noah was a man of sharp features and piercing eyes, though at this moment he seemed ill at ease, like a man unsure of his footing "We contend that it has been the Merinan National Army which has been the aggressor. I apologise for not coming forewarned of this incident, though I assure you it is an emergent case, and our communications network is not optimized to support my team being here. Excuse me" Fortuitously, it was at this moment that a copy of Ife's report landed in Noah's lap. He took a few moments to glance through the document, before seizing upon something: "If my Lords were to examine the schematic on page two of this document, for example" He held up his own copy momentarily, indicating a satellite image showing the landscape southeast of Makeni, around the Kholda road. This had been annotated, with green markers given for the MNA, and red for the MPA "We can see quite clearly the gap between the National Army units either side of the road, such a gap to suggest that they do not - or did not - control the road corridor at the point this ceasefire came into effect. Therefore, I must insist that it is them who have broken the ceasefire in attempting to sever the Kholda highway and, thus, advance their encirclement of Makeni"

Noah sat back, already feeling exhaustion beginning to creep in. His spiel had not been entirely authoritative - his aide had apparently received word of the incident just as they'd been entering the chamber and, for reasons unbeknownst to anyone else, had elected to keep this to himself until after Ife had first spoken of it - though neither was it entirely a fabrication of the moment. The situation on the ground, he knew, had been complicated right up to the final hours and minutes before the ceasefire came into force, and in truth neither side had achieved a firm hold on the road corridor. The area also served as the final strand through which the city of Makeni could be resupplied from MPA territory and, if it were denied to them, the city would be cut off and effectively besieged.

"Good morning" Christian smiled back, before gesturing towards the open doors behind him. No. 5 was the handsome townhouse that the Foreign Service had requisitioned to be their temporary home during their exile from Katamba, though they'd been in residence for two years now, and the place was beginning to acquire a familiar, almost homely, feeling "The pleasure is all mine. Please, do come inside..." He went to turn away, before noticing the Chaplain and checking, adding: "Will the gentleman be alright traversing the stairs? Some help is on hand, if not"

Inside the door, a tall staircase led up towards the office, and a pair of aides were quickly marshaled to wait on the Chaplain, and the men waited diffidently for the Aschlonian's request. Christian, meanwhile, led Charlie up the stairway towards his office.

"I trust your journey was not too troublesome?" He inquired, conversationally, as they passed an oil painting of nineteenth-century cavalrymen sweeping across a broad landscape "I hear you arrived at Kankato aboard a submarine? How novel. I do hope you've had no trouble at home, as it were?"
