"Perhaps a solution to Seaforthian concerns of a stacked referendum could be solved via a cut-off date; those who entered Troyes after a mutually agreed upon date would be ineligible to take part in the referendum. It's clear that there are many concerns that have to be taken into consideration to ensure a fair path forward for all involved parties, and this is one measure that may be employed to ensure that, say on the day of the referendum Troyes suddenly has 1,000 new residents who sway the results in a manner which would not have transpired otherwise."
