Well, these are the official numbers, I actually intended to go a bit DPRK with that detail. If we're going meta, the literacy rate in my country is about 94%. Though, at higher population counts, the amount of people who are fully unable to become literate is too low to account for even 0.1%, so you could argue it'd be fine to round to a 100% in such a case.

"Wait, wait, wait. The purpose of this network was to promote the ideas of democracy across Mundus, and to serve as a democratic pendant against the organized Monarchists, wasn't it? We even discussed rejecting a potential member because they don't fit into the predominant view on what a democracy is. But now, as soon as someone mentions terrorism, there's suddenly talk of unity and cooperation with the Monarchists?" Nováková seemed genuinely shocked. "Atheroje will sign this treaty no matter what, but we must protest harshly on this matter!"

During the discussion she was reading a telegram one of her aides brought her, and while the content caused her face to become quite pale, she did not comment on it publicly as it seemed to not be of relevance to the meeting.

The Atherojan Commissar had listened to the debate with increasing nervosity, but apparently mustered the courage to speak up once more:
"Kaitaine's representative is right. It may be disputable how democratic their Republic really is, but that is true for all nations gathered here. It's certainly not something to bicker about now, as we came together to forge our common principles into a Network that will serve as inspiration for democratic movements everywhere. We surely don't want to become the laughing stock of those who accuse democracy of being a failed system that primary causes endless disagreement, would we? So please, let's stop with the talk about expulsion. It most likely stems from underlying anti-communist sentiments anyway."

"My... colleague, I guess, Vice President Vadik, has raised some valid questions", interjected Nováková, "and I'd like to also offer a possible solution to the issue of our varying perception regarding 'terrorist' and 'criminal' groups. Now, I fear we wouldn't come to a common understanding any time soon if we drew up a list of organizations that we all agree on being vile and worthy of punishment, but at the same time the whole point would become void if we changed Article 5 in a way that would only require member nations to comply with it if they individually share the view of another nation that would demand such information or help."

She took another sip from her bottle, which again turned up from who-knows-where, and continued: "I propose to amend Article 5 in a way that allows member nations to deny requests for information or other help against criminal or terrorist organizations, but with the limitation that requests can only be denied concerning a single organization per country. That way it will be possible to protect certain interest groups from unjust oppression and at the same time what would possibly be a multitude of different criminal or extremist factions and groups will be forced to either be wiped out or join a single organization with views that are moderate enough to justify protection by their 'patron country' (the country that chose to deny help against them).
Of course, this will not bar any member nation from hunting down these organizations on their own if they so please."
The Commissar falls silent again, looking at the other conference attendants with an anxious expression on her face.

The rest of the Atherojan delegation dispersed into the corners of the room, with obvious suspicion towards the gathered politicians as well as the strange foods, but Commissar Nováková took a seat near the representative of Mountjoy. After drinking from a water bottle she pulled out of some hidden compartment in her coat, a polite, if not friendly smile appeared on her face. "Esteemed Knight Commander", she said while leaning towards Lascelles, "I want to use this opportunity to applaud the humanitarian efforts of your nation. We may not have the best relationship with religious groups, but we give credit where credit is due. We have even published an article on that issue in our central organ. After all", Nováková added, "how is charity something other than revolution? It gives food to the hungry, hope to the thirsty, and the world to the poor."

As the conference continued to gain momentum in terms of attendance, a strange sight revealed itself in the skies above the riverside: with a noise that reminded of a scrap metal compactor, a dilapidated and disarmed Tu-14 stuttered through the air. Though it seemed like it could crash at any moment, the plane displayed astonishing endurance and somehow managed to land safely at last.
Its doors opened, and a small group of serious-looking people clad in dark greatcoats took their first steps on the island. The delegation of Atheroje, led by the People's Commissar (Minister) for Foreign Affairs Martina Nováková, had arrived to enter talks with other democratic nations now that the country finally left its long isolation. That rather sensational arrival, however, was somewhat damped by what followed, for the delegates just continued to stand around at the airfield, both confused as to which way to take to the gathering and seemingly unwilling or nervous to ask for directions.

the Socialist People's Republic of Atheroje has always stood firmly in the defense of democratic principles, peace and international cooperation.
