Sorry guys that i've been absent. I started my nation full of ideas but then kind of fizzled out as I'd based it all on Ukrainian culture, backgrounds etc as I had a fascination with the Cossaks. However the war there has kind of meant I felt a little bit disrespectful playing the nation the way I was and the way I had plans for. As a result I've been super inactive. I however have been active with a different nation elsewhere (I apologise for my treason) that has now been concluded. As far as I know I have no active RP here so  unless anyone tells me so I'm assuming I'm not causing an issue with establishing a brand new nation.

Tymofiy had read that the Lodjains had some very unique ideas about their Queen and that he would have to just go with the flow so to speak. "Thank you for agreeing to meet us Your Majesty" he began. "Now as for my own title it is an old historic one. In the past each Cossack group would have their own military leaders and from time to time they would come together as a mighty host. When that happened they would elect an Ataman. Now depending who you believe the word itself means either "head-man" or "father of horseman" either would be a good term for a Keremovan. Thankfully though I am not expected in this day and age to directly lead the military but its just a traditional title. Now in terms of how to address me back home people use our names, so please call me Tymofiy." he smiled and began to feel more relaxed. "I suspect though we will have many cultural matters to catch up on, despite us sharing some common distant ancestor our nations have took very much different paths."

Emiliya Chepiga (Holovaty)

Emiliya is currently the Matron of Kemerovo, a position similar to many Republics "First Lady". Her role is to act as a support for her husband and hostess when the nation invites dignitaries.

She was born in Soboleva in 1970. Her father was Adam Holovaty (Served as a RM for several years), the younger brother of the former Ataman Radimir Holovaty, and her mother a Primary School teacher. She had a younger sister and brother. She attended the Soboleva Girls Academy and was considered a prodigy in terms of art. She was pushed down this route by her family and by the age of 16 had contributed art works to several exhibitions and come runner up in the coveted Svyatoslav Ignatiev Junior Artist Award which is presented to the nations top artist under the age of 20.

 She attended University where she studied Art and Art Conservation before graduating in 1991. At that time she meet Tymofiy and the two began a relationship. In 1993 the pair married and have since had five children Rurik (b.1994), Diomid (b.1997), Yeva (b.1999), Arisha (b.2002) and Ulyana (b.2002). Currently Rurik is serving as a local councillor and Diomid serves as a local Church official.

Beside raising their children she has taken a role in local Art projects helping set up Art Therapy in several schools across the nation. Since her husband became Ataman she has used her position to make access to cultural exhibitions such as art galleries and museums as cheap as possible and also established large travelling exhibitions of some of the nations leading art works. Traditionally on the first and last day of a serving Ataman's term a portrait is released of the Ataman and Matron. Emiliya is the only Matron to produce a self portrait for this and also completed her husbands.

Tymofiy Chepiga

Tymofiy is the latest in a long line of Chepiga's to run the country. He became Ataman in 2019

He was born in 1970 and is the son of Oleh Chepiga (Ataman between 1985-1993 & 200-2008) and his wife Lana. Tymofiy is the eldest of five children (2 brothers and 2 sisters) and had a very traditional upbringing. He was schooled at the St. Constantine the Blessed Monastery School. He did not stand out as a great student but was described by teachers as "polite, hard working and popular with his peers." Beyond the classroom he enjoyed horse riding and training birds of prey. At the age of 12 he made a commitment to his father to serve in the Chepiga Host for a period of at least five years and in 1988 began that. He served in the 1st Mounted Regiment for a total of six years before leaving in 1994.

Upon leaving he entered the family business of politics and was first elected to the position of a councillor in 1995. During that time he did lots to help his local community and promoted a series of competitions between local communities designed to promote traditional past times. He also established the Agarkovo Summer Camp which took youngsters into the forests and taught traditional life skills as well as cultural aspects such as music and dancing.

In 2002 he became the Osavul for his region and was able to attract a series of high investments from national companies. As a result the Chepiga Host was considered to be among the most prosperous. In 2008 his father's successor in the role of Ataman,  Radimir Holovaty, invited him to serve as a government minister. He was initially responsible for "Cultural Affairs" before later taking control of "Business and Trade". He was considered a good politican in both roles and in 2010 was elected to the Rada having won the vote for the Grizalek area of the Chepiga Host. He continued to serve within the Rada until 2016 when Grisha Platov took the role of Ataman. Tymofiy was appointed as Deputy Ataman and also Chairman of the Kurin Party. When Platov took ill in early 2019 Tymofiy was given the Kurin Parties nomination for Ataman elections and was endorsed by his father, Radimir Holovaty and Grisha Platov all but ensuring his victory. In November of 2019 he won 67% of the national vote and was elected as Ataman.

In 1993 he married Emiliya Holovaty, the niece of Radimir, thus further cementing the Chepiga-Holovaty connection. The pair had known each other most of their lives due to the families friendships. They have five children, Rurik (b.1994), Diomid (b.1997), Yeva (b.1999), Arisha (b.2002) and Ulyana (b.2002). Currently Rurik is serving as a local councillor and Diomid serves as a local Church official.

SYSTEM OF GOVERNMENT

The government of Kemerovo is based on the idea of traditional Cossack groups.

The nation is made up of eight Hosts (consider them like English counties). Each Host elects its own Council every four years, generally this is done on a rolling basis so two Hosts elect a new Council each summer. Originally these Hosts were governed by a family who had, prior to the creation of the nation, been respected enough that they had been permitted to lead their own armed forces. Today these families retain significant prestige but most have no significant influence on daily life. Elections are staggered so that each year two Hosts elect a new council. The size of these councils are determined by geography but must have no more then 13 members and no less than five. At the same time as electing council members the Host elect an Osavul (comparison to a mayor). This council and its Osavul are responsible for ensuring the care of local infrastructure and development. They are given an annual budget from central government for their work and may raise additional funds by limited local taxation. Typical duties include road maintenance, organising local festivals and handling planning applications.

The Rada is to national parliament. Each host is split into 10 districts which each elect two representatives.  A further 40 representatives are then elected using a system of proportional representation. Elections take place every four years staggered with the election for Ataman So when an individual goes to vote they are presented two voting forms. The first asking them to pick two representatives from a list, the two acquiring the most votes are returned as Rada Members (RM's). The second paper asks them to pick a party. Prior to the election each party produces a list of candidates and depending on the percentage of the vote earned nationally they recieve that many seats. So for example should the Kurin Party earn 50% of the vote the first 20 candidates they had listed would become RM's. As a result the Rada is made up of 200 RM's. The Rada discuss the legislation presented by the Ataman and should it pass their scrutiny it becomes law. RM's are permitted to draft legislation. This is put before the Ataman who determines where in the legislative pile of paperwork it is placed. Each Thursday is "Representatives Day" and no legislation being either authored or co-authored by the Ataman can be discussed. Some pieces of legislation can take years to reach the top of the pile however should the author no longer be a RM then the document must find a new sponsor or it is removed. Debates in the Rada are governed by the Laws of the Host and a team of three judges appointed by the Rada from a shortlist of at least six given by the Ataman act in a similar manner as speaker. These individuals are known as the Lords of the Rada

The Ataman is similar to a President. They are elected directly by the people every four years. They have responsibility for choosing what legislation is discussed each day in the Rada. A list of potential legislation is kept both symbolically and administratively. Symbolically a pile of papers is stored on the platform used by the Lords of the Rada, each morning following prayers in the Rada an army officer arrives carrying new legislation with instructions for where it should be placed in the pile. This legislation has however also been placed in a digital waiting list that is updated the previous evening. In cases of emergency the Ataman may send a single army officer with a piece of legislation written on red paper. This is moved immediately to the top of the pile. The Ataman can enter the Rada only when ceremonies swearing in new members takes place.

The nation has several political parties however the Kurin Party tends to dominate political affairs having provided the vast majority of Ataman and generally controlled the Rada for long periods. While this is not the case those unfamiliar with Kemerovian politics could be mistaken as describing the nation as being a one party state. This can go even further as the Holovaty-Chepiga family have won 12 of the nations 19 Ataman elections.

THE NATIONAL HOST

Unlike many nations the Republic does not have multiple branches to its military. In the Cossack tradition it is expected that all men are expected to be able to defend the nations territory if required. This is done as each region has its own "Host", a military unit. Upon reaching the age of 18, or following University if a person wishes to attend, all men must undertake 18 months service within the National Host and then six months in their local Host. If an individual at the end of their service with the National Host wishes to they may extend their service there and this exempts them from serving in their local host. Upon the end of their service each man is permitted to take with them their rifle and are expected to maintain two magazines of ammunition. At this point they are classed as "committed to a host", meaning should the nation go to war they would be required to serve again. As such once a year each man must attend a 4 hour training session with their rifle run by their local host. Here newer weapons can be issued if required. At the age of 40 they are removed their obligation to be "committed to a host" but may also agree to sign on for additional years. During times of emergency this system can be utilised for humanitarian purposes. This means that should the nation enter a large scale war it could, in theory, field an armed forces in the region of 3.1million people.

Each local Host maintains what is called a Garrison Host which is responsible for local defence and often supports the role of the police in the region. Each host is responsible for the upkeep of is own equipment and is in some ways a small regional military.

The Office of Ataman

The Ataman is the equivalent of what many nations would consider a President. They are elected every four years and may serve two consecutive terms, however may serve as many terms as they wish so long as they have a gap of at least one term. The President is responsible for determining the order of proposed legislation is presented to the Rada (council). The President may draft legislation themselves. Thursdays in the Rada is considered "Representative Day" and is a day on which the President may not have any of their own legislation put before the Rada.

The President is responsible for foreign and domestic governance as well as being the head of the National Host (Armed Forces). The President also appoints judges to the Supreme Court which is made up of six individuals who once appointed maintain their position until death, disability or retirement.

The Denisov Host"The Forgotten" - This name for the Denisov host is drawn from the fact that three Cossack families, the Denisov's, the Holovaty and Chepiga's lead the rebellion against Rodina yet have yet to have any of their members lead the nation as Ataman. Despite this the family have a proud reputation for providing leading members of the National Host (armed forces)

The Holovaty Host"The Bannermen" their name comes from the fact that historically when the National Host had marched a member of the Holovaty has served in the colour party. Along with the Denisov's and Chepiga's the Holovaty family lead the rebellion against Rodina which created the nation. The family then inter-married with the Chepiga's and the two families have since almost held a monopoly on the nations political system.

The Chepiga Host"The Black Birds" The family rode into battle during the historic conflicts on the past with large black plumes in their helmets and later cap badges. They are the largest of the Hosts and closely tied to the Holovaty family.

The Platov Host"Andrews Tigers" - The families patriach in the 1600's adopted a special veneration of Andrew the Apostle, this combined with the families adoption of yellow as a uniform colour gave them the nickname.
The family today are considered to be one of the most prolific producers of artists and poets.

The Grabbe Host"The Hunters" the family originate from part of the nation with dense woodland and considered to be some great game. The family have long been associated with woodland life and quiet often provided scouting parties for the National Host. In more recent times the family have established a number of timber businesses.

The Kaledin Host"Dragon-Killers" In the 1650's Gregori Kaledin began to adopt St.George as his preferred saint. Since then the emblem of a dragon being struck by God has featured on their emblem. The family today are known to be one of the more global outlooking.

The Krawtzoff Host"The Bowmen" The family were considered rather poor and while in the early period of gunpowder usage by the cossacks struggled to equip their soldiers with firearms. As a result the Krawtzoff would often form cavalry units exclusively and many opted to carry bows which they were skilled with from horseback. Their horses are considered even today among the best in the nation.

The Ilovaiski Host"The Fortress" During the rebellion the relatively unknown family of the Ilovaiski were located on the frontier of Kemerovo and Rodina. Despite being vastly outnumbered when Rodinan forces invaded they refused to leave their home town despite being given many oppurtunities to. A force of around 150 men of the family held the town against a force numbering in the thousands for six days. On the 7th Day the National Host arrived to relieve the town and found just 33 men left alive. Their stand however ensured that the National Host were able to gain an advantage against the Rodinans. As a mark of respect they were given permission to become their own Host and status. They today are still the smallest Host but still highly respected.

The Ataman Republic of Kemerovo was formed in 1901. They Cossacks that called the Kemerovo region their home rebelled against the Rodinha regime after attempts at "Rodinhafication". Keen to keep their way of life the Cossacks undertook a brutal two three year war that saw them take land off of Rodina. They also spread North from their river home and pushed their boundaries until in 1901 they signed the Kemerovo Pact which saw several Cossack Hosts and Rodina agree to the territory claimed today.  The Pact also sets out the rules under which the Republic will be run. The nation is governed by an Ataman, a title previously reserved for individuals who commanded multiple Cossack Hosts. While the title is non-heridtary the Holovaty-Chepiga family have dominated the nations politics since its foundation.

"FAKE DEMOCRACY IS NOT DEMOCRACY" SAYS UKG


Following the announcement of a referendum for independence in Eigg it has been revealed that Queen Aoife of that state has been arrested. Eigg currently exists as part of the Federation of Dai Raithia and for some time Queen Aoife has been pushing for independence. Following a referendum being called a result was returned giving the impression the people of Eigg wished to be independent. Several nations including Achkaerin and Daito have officially given support the referendum and called for Aoife to be released while the future Empress of Rokkenjima has used social media to voice her own support. the United Kinship Group, the largest faction within the Families Council and headed by Moisey Viktorov today discussed the stance that Zaporozh should take regarding the situation.

Following the meeting their unofficial spokesman Artem Lebedev made a statement saying. "While we support the notion of self determination 100% we can not support Eigg on this occasion. Democracy should be the cornerstone of any nation. Currently we have three monarchies rather unsurprisingly supporting the Queen of Eigg who is attempting to further the fortunes of another monarchy. The people of Eigg are part of a Federal system with rules and with established mechanisms for changing legislation. I would ask those supporting Eigg to show us evidence of these system being used to bring about legislation to run a proper referendum. Currently we have only the results of a referendum under which the Queen herself admits 10% of people were prevented from casting their vote. Further more all returning officers, ballot counters and escorts for ballot boxes were appointed by the monarch and there were no international observers. We have a biased institution running a referendum to determine its own future, it is a fake form of democracy and fake democracy is no democracy. Queen Aoife has over the last few weeks inflamed tensions between her people and the Federation even prior to the results, a wholesale rebranding for example of their militias being a prime example of zingoism. This however was easy for her to manipulate following the poor manner in which the Federations leader Kenneth Macrae responded. Queen Aoife has potentially broken the law of the Federation that she is a citizen of and should that nations laws not grant a monarch of a Federal State special privilege it is only right she stand trial for any criminal activity she may have been involved in. It is our belief the right solution is for Queen Aoife to be tried and a referendum run with a formal build up under which both sides respect common decency of democracy. At this moment we will be suggesting the Families Council do not recognise the Kingdom of Eigg as independent from the Federation."

Around an hour later Moisey Viktrov made that proposal to the Families Council and the motion was passed 59-0 with two Council members being absent through family commitments. Mr.Viktrov said, "Zaporizha values the people's right to choose more than any other nation. We are not controlled by a Head of State, a Prime Minister or someone lucky enough to be born to the right bloodline. Every decision made in our land is made by representatives informed by the will of those they are elected to represent. We feel that democracy was not given a fair chance in Eigg and so we condemn the actions of Grand Marshall Macrae and do not recognise Queen Aoife as anything other than a potential criminal."

ABRAHAMIC DECLARATION SIGNED


Yesterday Tikhon, the Metropolitan of Zaporozh, was invited to address the Families Council. The governing body of the nation have only twice before invited the nations leading religious figure to address an ongoing session of the Council. Once was in 1961 during discussions on abortion following which the nation agreed to maintain a policy of it only being permitted in extreme circumstances. The other was in 1991 during discussions on the use of the death penalty which left the Council to conclude that it would go against God's will and so has not been used since. This time however members of the Council were interested in questioning the religious leader about the contents and his meeting in Rayyu where the document was drafted. The Metorpolitan explained that in his view the document was "an important underpinning of what our society sees as fundamental values."

Following debate the Council voted 58-3 in favour of adopting the Declaration. The three who voted against were the non affiliated representative Tyberiy Fedorov who explained his vote saying, "I agree fully in 99% of the Declaration. I believe though that any document on human rights should be drafted in our nation and not Rayyu. This document could have been better tailored to our own needs and beliefs but it is not a bad document." Meanwhile the representative of the Khmil Alliance, Svyatopolk Lagunov voted against because " Faith is important but we should not have laws based on religion. Laws should represent what is best for people and sometimes religious ideas can run counter to that." in the past Lagunov has been a vocal advocate for better access to abortion and less stigma around contraception. Finally Oleksandriia's representative from the city of Stovpyn, Yura Shwetz voted against stating "Our nation has not had enough input on this. The input from our nation was dominated by the Viktorov faction and that should not be allowed. Our nation is not a Kingdom but at times Mr.Viktorov seems to think he can act like he runs the land."

The Declaration will be entered in law at the beginning of next month and experts say that most people will not notice any change in their lives. Tikhon declared himself "pleased that the nation will adopt this worthy treaty".

He quoted, "I would agree that we can with this send a strong message that hard work is a virtue. While the MCUR promotes handing people things on a plate we must reflect the truth that even in a land uninspired by our God it is not fair that the hard working provide for the non-working. I believe though that alongside this statement we must do something, and this can be separate to this document, that helps what I would call the deserving poor, those born unfortunate in terms of health, the old, the sick, the orphans and the like. Following a visit to your nation by our family friend Artem Lebedev which told us of the friendship each of us desire,  and the recent media coverage your work has received I was compelled to write to you. The plight of any child being left for so long in such a environment is heart-breaking for a mother. We are fortunate that in Zaporzah we often tend to raise children in kinship groups and collectives. A child here often knows many mothers so to speak. With this in mind I would like to investigate ways of working with you to try and help ease this burden that you and your fellow sisters have taken upon yourselves. Zaporazh and Samantra are in many ways family and so the children in your care are as much a concern to us as they are to you. I am minded that perhaps with our rather unique system of kinship collectives that we may be able to find collectives willing to take in the older children. This may be especially true as despite our histories having quiet separate trajectories at some point it is likely the Viktorov's in Zaporzah have some distant connection to the Viktorov's in Samantra. From our end their is no barrier to an adoption, or even short term fostering of a child from Samantra and so, with your blessing and if possible I believe we could give some of these children a better life. I wish you luck in all your work and will be keeping you and those like you in my prayers.

Tikhon had been pleased that Moisey had stepped in and helped the Kermah Church build their garden. It was a fantastic show of co-operation even if the Catholics here didn't share the exact same values as their Orthodox church. That was a shame but it didn't matter as much as the fact they were worshipping God and his son Jesus Christ. What Tikhon did regret though was wearing some of his traditional garb as it was more suited to lands of home than the fine weather of Kermah. For Moisey this was a kind of PR trip, a chance to get his name across the world, he'd brought with him Nadiya his wife and their son Vitali Jnr who had only been permitted to have time off by his school if he made a report on the country on his return and as such he was armed with his Go-Pro camera absorbing the scene.

While Moisey was more intent on meeting Dr.Kamau, Tikhon made his way to Archbishop Emeka who had just finished talking to the Patriach Alexy. Tikhon offered a handshake to both men. "I'm honoured to meet the two of you." He smiled. "I think it is safe to say you've been very blessed, we saw the crowds from the air and it is most impressive that so many have come. It is a great credit to the work you've been doing here to try and spread the word and long may it continue. In a way to help with that I hope you will accept this." He handed over a sheet of thick white paper. "It is a credit note for a printers company in Zaporozhia that manufacture beautiful illustrated bibles for children. 4,000 copies have been pre-paid for and their delivery costs covered, all you need do is contact them and say where you want them. If we're to see you continue this magnificent effort I hope this will help." He found some of the celebrations a little too wild and less reflective on God, suspecting that perhaps it was for some of them more about the party than the prayer.

As they made their way down the road to the new Church Vitali Jnr was busily sat by the window filming the crowd. As they arrived at Churches new compound Moisey and his wife made a line towards Dr.Kamau. "Doctor, or should I call you Consul?" Moisey began, "I'm delighted to get a chance to meet you today. We've watched your nation build this with interest but I understand you don't share our Christian faith, may I ask what faith you belong to?" He was keen to get a conversation with the man, building diplomatic links could be useful moving forward.

Vitali Jnr had meanwhile headed down to the river where  Father Abraham Okache was baptising people. Respectfully he turned his camera off and sat beside the river on a rock. Once Okache had finished the latest baptism Vitali spoke to him telling him of his school project and asking if he'd mind him filming the event.

"VIKTOROV AGENDA" ADVANCES


Today the Families Council have passed another key reform that is part of Moisey Viktorov's programme of reforms intended for this year. While Mr.Viktorov is a simple member of the Families Council his control of an influential group of Councillors known as the United Kinship Group (UKG) gives him a firm control over the Council. Currently the UKG has 29 affiliated members in a 61 seat council, there are however a number of other councillors who despite not being members of the UKG have publically supported the Viktorov Agenda. Today the Families Council passed a series of reforms that will see harsher sentencing for a variety of crimes and also some key changes into who prison releases will work.

Under the new reforms the sentence for being involved in organised crime will change from a minimum of five years and a maximum of life to being a minimum of ten yearswhile the maximum remains unchanged. In addition to prison time property belonging to the family involved can be confiscated and sold by the state to provide compensation for victims and recover costs of prosecution. The reforms also see changes to the punishment for rape. Now the minimum sentence has been extended from five years to seven as well as permitting chemical castration to be part of the conditions of release. Kidnapping will now carry a minimum of eight years in prison with a maximum of life. Anyone involved in terrorism activities will now face a minimum of ten years in prison and a maximum of life. There was an expectation that Mr.Viktorov would also push for the death penalty for murder and possibly rape however that did not come as it is thought the criticism of the use of the death penalty by  Tikhon, the Metropolitan of Zaporozh saw a more restrained version of the Viktorov Agenda presented. The nations leading religious figure had gone on record as saying the use of the death penalty would be "an insult to the ten commandments, only God should appoint the time of our departure from this world." It therefore seems apparent that on this occasion the Metropolitans words were influential.

Speaking after the success of the votes Mr.Viktorov said, "I'm happy that we are sending a clear message that those who wish to live outside the values of our society and live a life of sin at the expense of good citizens will be facing stiff punishments. In addition to more time in prison we have today successfully made it a law that before a sentence can be considered complete an inmate must amassed a certain number of good conduct points which can be earned through behaving as expected, completing various training programmes or other courses as defined by a judge. One of the main causes of crime is drugs so if a judge feels that is a case then good conduct points could be earned for passing random drug tests while in prison and completing rehab sessions. God tells us Love the sinner, hate the sin, we must have a system that allows a person redemption if possible." When asked why he did not seek the use of the death penalty Mr.Viktorov said, "There are several reasons I've reviewed my stance on that. A report by my friend Artem Lebedev suggests that around 5% of our prison population may have been incorrectly judged as guilty. If that is true then it would be likely 5% of those murderers in prison today are not guilty, if we have them locked up we can attempt to give them a return to a normal life, if we have executed them then we have not carried out justice. No system of justice can be perfect but we must try and make sure it is as perfect as we can make it."

The UKG is expected to present reforms in some taxes next week.

Tikhon had arrived and been impressed with the outside of the mosque. A few crosses and images of Christ and it would be wonderful. He had been fearful that much of the talk would become political and as a result had asked a politician to come with him as his guest and naturally he had selected Moisey Viktorov to fill that role. Moisey was perhaps the most respected politician in the nation and this was a mutually beneficial arrangement. It helped cement Moisey as a power in Zaporozh politics and at the same time ensured he would continue his pro-Church policies. Tikhon listened to the others while Moisey sat behind waiting until he would perhaps be called on. It was time to show support for the Emir, "There is a wise man in the Christian church called Paisios who wrote many interesting things. One that I think very important for us today is his belief that he said "When your children are still small you have to help them understand what is good. This is the deepest meaning of life." My fear is that in the 21st century this is becoming harder, we live in a world bombarded constantly by images and messages from around the world, some of those are useful others are corrupting. Today I think we can clearly work together to try and ensure that our children see a way they can measure what is good. To help us do this the idea of the newspaper is an important one but perhaps we should ask ourself is a newspaper really the best way to connect with the youth of today. We should consider making this a website, a pop-cast or whatever it is called. We already have a youth wing of our church that runs youth activities and I think we should energise people like that. I think the Emir by assembling us all here could potentially pave the road for a better Mundus."

Artem was pleased that Yeva seemed ameniable to the ideas he'd put forward. The conversation turned to the Theocracy, a place seen as an opportunity. "Like yourself we're yet to take an official position on the Theocracy, we are inclined towards a kind of middle path. We'll not refer to them as a country but we'll also not ignore them. We'll work with them on some matters, those that favour us helping get word of our faith in there and possibly tap into their excellent educational set ups however we'll likely not go as far as things like trade deals, after all I'm not sure their desert really gives them a great deal to export as it is. Now in terms of the meeting we'd like to set up who to send is totally over to you. Naturally you'd be very welcome in our nation but should you think it more beneficial to send someone else they too will be welcome. The more the merrier." Artem smiled. "We're naturally concerned about their faith being a little, how shall I say, bonkers, but we also don't think there is much to fear of it spreading because of the exact thing you pointed out, its a Cult, those born into it are brain washed and as a result blind to alternatives. They could though be a useful tool and partner. As for the Soviets they're someone we'll be keeping an eye on to ensure their Communist influence doesn't sneak into our nation. "

MOISEY VIKTOROV ACCEPTS CHILD CLAIM


Two weeks ago a court granted a reporting injunction on a court case brought against influential political figure Moisey Viktorov. A 35 year old woman by the name of Galina Ignatov had filed a claim against him that in 2006 they had a brief affair that resulted in her falling pregnant. She had claimed that Moisey was the father of the child and the 43 year old politican requested the judge prevent the press from reporting on the story until the case had been resolved. The judge granted the request especially as Moisey voulenteered to undertake a DNA test. With results returned it was confirmed that Moisey Viktorov is the father of 16 year old Alyonka Ignatov and as such the injunction was lifted. The lawyers of Moisey Viktorov released a statement which said. "Mr.Viktorov wishes it to be known that the request for an injuction was not because of his desire to hide the situation. Miss Igantov is a young lady at the centre of a sensitive matter that will shape her future. It is best for all concerned that the truth be known rather than gossip and conjecture. During the time in question Mr.Viktorov is well known to have followed a path that today he would like to disascoiate himself from however that is impossible as actions have consequences. Mr.Viktorov now having proof that Miss Ignatov is his daughter is committed to playing an active role in her life and ensuring that, as far as is possible, he makes up for lost time. Mr.Viktorov has a particular fondness for the hymn Amazing Grace as he believes it is rather relevant to his own life, "I once was lost but now I see." During his youth he lost his way in the wilderness however for the more recent part of his life he has dedicated himself to making amends for his sins. This shall be another situation where he tries to do just that."

Alyonka Ignatov becomes the forth child of Moisey Viktorov and is now the 2nd eldest, being just 6 months younger than Vitali Jnr. It is not known yet whether the whole family have meet as of yet however it is understood that following the court hearing Moisey Viktorov spent an hour with his new daughter and her mother to establish what lawyers have called, " a timetable towards bonding." Little is known about Galina Ignatov other than she is a native of Barmaky and runs a store making costumes for traditional dance. In her youth she was a member of the cities performing arts group and it is likely through this she meet Moisey Viktorov. It is thought a Non-Disclosure Agreement about the relationship has been made.

When the question came about further utilisation of hydro-electric power Artem gave a small smile, it was clear that while Yeva was well informed on the general matters of Zaprozah she perhaps didn't understand the finer intricacies of local politics but that was understandable after all this meeting was in part about getting to know each other a little better. "The great thing about my nation is the fact that we are all free to make our choices and we have minimal oversight from a central authority that is also the problem with huge infastructure projects. To get more hydro electric set up we'd need more families willing to make compromises. At times that just can't.....actually better to say won't happen. For us to be able to build on a big scale we'd need just too many people to play along and with some families wanting to utilise land in different ways we may be slightly limited. It may take a bit longer but we could get some movement from some of the families. As for a collective bargaining approach to OPEN we would be interested. Ironically the loose nature of the system back homes means we actually have a better chance getting nuclear power than hydro-electric. All we need is one family willing to give up land and we have our go ahead. Some of the families with less financial backing are likely to agree to give up some land for the project. As for initial investment you're right that it is a concern but we are confident that we can manage the financial situation so long as someone like Altona aren't too inflexible."


"Now with what I think are some excellent foundations on the table of a relationship and co-operation between us. We now want to expand this further afield. It is our intention in the period ahead to train missionaries to understand the Bene Gesserit and three religions in Chistopol. BUSY DAY FOR NADIYA VIKTOROV


Nadiya Viktorov, the wife of respected politican Moisey Viktorov, has today announced two large pieces of news connected to her charitable efforts. This morning following the Sunday service at her local Church she announced that she had accepted an invitation to be a national ambassador for the Global Childbirth Initiative. The charity was established by East Moreland but has recently seen a boost thanks to the efforts of its founder Mary Osman and the Queen of East Moreland. Mrs.Viktorov accepted the invite despite recent comments in a pro-Communist news outlet, Unite Vision, "The Communist mouthpiece forgets that in Soviet nations infant mortality rates hit close to 30 per 1000, in modern developed nations that figure is closer to 4 per 1000. Why would we therefore take advice on how to reduce this figure from nations that embraced the backwardness of the Soviet systems. Regardless of what political ideology you follow the aim should be to reduce that number to 0 per 1000. The GCI has done much to aim towards this and I am proud to do my part. Motherhood is one of the greatest tasks on Mundus and no woman should fear becoming one due to lack of medical care." Mrs.Viktorov has said she will be raising funds for the organisation and hopes to help establish a specialist training school for midwives in the near future.

Later on in the day Mrs.Viktorov joined with a large group of other women from the Kovel commune to make care-packages for those on strike in Petrograd. Speaking to the media Mrs.Viktorov said, "I have no view of importance on the reason for the strikes. That is a matter Samantran's to work through. What I do know is that when strikes take place families suffer." Boxes were being packed with bags of rice, tins of vegetables, toiletries and various other items had been made up and will be delivered to various trade union HQ's for distribution to their members.

Artem was slightly disappointed with the view on the Youth League idea, he suspected he hadn't explained it as well as perhaps a seasoned politician would. "Naturally we would never knowingly send our young people into a country that was dangerous. Should things change while they are there we too would follow the same procedure as you and get them home however best we can. Largely though I'd be expecting things like people from our nation coming to you, maybe Chistopol, who knows one day we may even be able to get a Church built in Lodja." Artem smiled mischievously "We could also set it up as a NGO if we had a mind. A chance to serve the Church and see the world. Its an opportunity I wish I'd had when I was younger. Of course working through an NGO or similar set up would streamline any visa situation but of course we could extend it to members of the clergy and those employed by the Church."

As talk turned to trade Artem knew he would struggle a little more. He was familiar with economics from running a family business but then he thought perhaps he'd have an insight from his own experiences. "I would like to think that the Family Council would agree for a like to like deal. Whatever you lower your tariffs and taxes to we would happily match. We are a natural partnership, our language, our culture, our faith, even our close location. Like you we value agriculture, the dream would be that every Zaporzah family would be self sufficient in terms of growing enough food for themselves however clearly our climate and need for a more diverse economy means those things such as that passed by a long time ago. We do though still see the idea of life on the land as important. Land is granted to families and communes not individuals. To buy and own land the commune would need to agree. Now if for example one of your countrymen wanted to buy property in our nation then as long as the Commune agree then that property could be sold, land could be acquired in a similar way. If I'm honest though I suspect such acquisitions, even for friends such as you, will be difficult."

"When it comes to energy resources we scrape by. We've some coal power stations, not the cleanest but efficient and we've a decent amount of coal. We've some deep mines that have been closed for some time which we're investigating using as geothermal and various heat exchange processes. I've even read of some of the deep mine shafts being used to drop weights down to turn turbines and make energy when supply runs low. We also believe that our limited gas supplies could be supplimented by fracking some of these old abandoned sites. In the short term we recognise though with bare minimum gas supplies, coal being so shunned internationally and oil needing to come from elsewhere we need to look at new ideas. We're considering contacting Altona who have been talking of helping nations set up nuclear power stations and assessing whether that could be a viable alternative. If we could get oil and resources from elsewhere than Midaranye we'd be happy."

Artem liked the idea of the Churches working together. "I think the idea of a kind of Restoration Fund is a good one however why limit it to government funding. For example my homeland tends not to have a vast spare budget to go giving it to nations other than our own. The reason for that is simple, the role of a government is to provide for the needs of its people, to put them in a position to thrive. As such we have thankfully a Families Council committed to keeping taxes as low as possible so that people are left with as much of their income as possible. Now some of my countrymen have done rather well and see it as a duty to help those in need and do charitable deeds. I suspect many of these people would donate to the fund, in addition I have another proposal connected to it. Money is all well and good but often projects like restoring a Church need things other than money. We have at home the Church Youth League who have been highly active in helping support and restore Churches. They've some skilled artists who have helped paint Churches, they've prepared gardens, even such basic tasks as litter picking. If we perhaps propose attached to this Restoration Fund a Pan-Rus Church Youth League we can mobilise a workforce committed to the cause and give them a chance to experience a new land, but not too different a culture. Could this be something you would support? In terms of funding I will naturally request that we contribute to this fund however that will be for the Families Council to determine. I will also speak with some of my better connected friends and see if we can get even more money towards this."

VIKTOROV SENDS GARDEN TO KERMAH




Following the announcement from the Kermah Confederation that their new Basilica of St.Arcadius is nearing completion Moisey Viktorov has sent funds and supplies to help them complete the garden. Viktorov has sent an undisclosed amount of money along with several trees and seeds to Kermah in the hopes that it will speed up completion of the Church, reported to be the largest in the Confederation. The Church is dedicated to St.Arcadius who holds a special place in the hearts of Catholics in Kermah. Speaking of his donation after services at his local Church today Viktorov said. "I am always interested in who people select to name new Churches after. I think we pick people who inspire our faith either by being from a region or their deeds. St. Arcadius was a man I knew little of and I discovered he is also respected by many in the Orthodox Church. It seems fitting then that from one Church to another we reach out and help. The sooner the people of Kermah can get into their new Church the better and hopefully its beauty and the hard work of those who made it a reality will inspire more of their countrymen to turn towards God."

When asked if he would attend the opening of the Church in Kermah Viktorov replied, "I do not expect the Archbishop to extend an invitation. There are many people in Kermah who have done much more than I have to make this Church a reality and as it is there Church they should be the ones enjoying their happy occasion. I would though if invited attend if I didn't prevent one of the faithful there from attending. We may share differences in our approach to God but at the end of the day we all recognise his hand at work."

Artem knew that the various Families had discussed ideas of regional bodies, it seemed Aranye was the only continent that lacked one and perhaps that was due to its size. Zaporozh shared nothing in common with the likes of Altona or Eskdale and as such while that would not preclude them being worth forming friendships with it just made them a lower priority. It also meant a Cross-Aranye organisation was in Artem's mind pointless. This idea of one based more on cultural and linguistic ties was more interesting though. With the exception of Chistopol, Kaitaine and Lodja (OOC-Assuming we're saying their Rus and somehow ended up down there).

"My understanding of the  “Viktorov agenda” is that it would apply to matters such as mutual defence, economic trading blocks and things. There is a bit of distaste for them back home when organisations like the CSTO and CNN tie themselves together for no other reason than to boost their own power. What ties the CNN together other than a love of rugby? What makes Diato and Tytor natural allies other than a desire to belong to something?" Maybe it was because Artem was not a career politicial or diplomat but he often thought how strange it was that nations would send others to die for a nation they owed nothing to. At least Zaporozh and Samantra making an agreement, and potentially a larger Rus one, would see each other standing as Brothers in Christ, with the odd exception perhaps. "Depending on the content of the agreement I think we could sell it. For example if it contained a wider pledge to the Institute we discussed bringing onboard other nations, it could perhaps include things such as cultural events, competitions and maybe things such as some businesses like a publishing house that would focus on publishing things such as theological studies, historical journals, even works of fiction tied to our folk tales. This can then be distributed across Mundus and showcase our heritage and our culture. This in turn could act as a boost for our economies and attract people to the region. Meanwhile in terms of things such as defence I am aware of the vast cost of developments needed to stay cutting edge. A process similar to that of the SUN's fighter project could be included where nations would share developments between us, thus spreading the cost and sharing expertise. At this point though I think things such as a carte blanche visa exemption, complete withdrawal of tarrifs and mutual defence would for us be off the table."

He purposely left the issue of the seas name wash over him. It was something that was growing in common parlance and he saw no reason why it wouldn't continue to grow. He stood by his word that it mattered not what the waterway was called between them so long as they acted to ensure it was kept safe and secure from unwanted advances by those both in the region and those from outside it.

Artem shifted in his seat to ensure he faced Egorov directly. "In regards to denying military ships foreign to the region access I perceive two issues, the first is" a half smile came to his face, "the first is already partly identified by your colleague here, Rokkenjima, and not just her but her friends. One need only look at the Kyne and any historic slight sees huge fleets dispatched and their Tytorian bedfellows are very keen on these, I believe they call Freedom of Navigation exercises, to me a waste of fuel." Artem shrugged, "Now to my knowledge at present Rokkenjima and Tytor don't head into this region. If though you insist on this measure we must ask ourselves whether with their attitude towards the FSC and navigation they'd see a reason to come up here. This makes me think that perhaps makes me think that such an action achieves the opposite of what you want. On the matter of Chistopol I believe they are a nation that stand on a cusp of going one of two ways. The first will see them join with nations belonging to this SUN grouping in a more and more formal way. Yet their anti Soviet pact with the Bene Gesserit and Waddan would make us think that perhaps they could be persuaded to have a view to being more active in our region. While they lack the faith of ourselves they do seem a nation that I'd consider trustworthy. By preventing them from utilising their narrow coastal strip for SUN activities do we not perhaps force what could be a useful partner into the arms of outsiders? Now I do believe that we should be on-guard to ensure that it is us, the nations of the Inner Karifan, Rodinian Sea, whatever name someone should call it, that it is we who ensure that the future of the region is what we want it. I've read much about how East Moreland had a policy for many years of Illumic Self Determinism, they worked to create a network of co-operation so that if any outsider attempted to interfere in the region those nations pulled together and have created a useful and productive partnership in a busy international waterway, one much busier than our own. I wonder if perhaps a similar approach would work here. A Inner Karifan Union, the name may be its biggest stumbling block." He gave a small chuckle. "Might I propose as a starting point though something that maybe achieves your aim discreetly." He produced a map of the region on a tablet computer. It showed the Emerald Strait in detail. "How about we carry out a joint sea-bed mapping of the Strait, on paper it will look like attempts to improve shipping.
