GOVERNMENT STRUCTURE

The government is run as a Presidential Republic. Elections are held every five years for the President, which is given the title of Knight Commander. Every four years the nation has elections for a council known as the Round Table, this council then chooses a Prime Minister who is called the Knight Master.

The Knight Commander is elected every five years. Anyone who is a a citizen or has served the Order for ten years is permitted to vote. Canididates must have reached the rank of Captain of the Order before announcing their candidacy.

The Knight Commander is the Commander in Chief of the Army as well as The Order. They sign all legislation into law and may veto a piece of legislation getting less than 65% approval of the Round Table. Furthermore they nominate the nations cabinet which must be approved by the Round Council.

The nation is split into fifteen regions known as Shires. Each shire elects on member of The Order to represent them on the Round Table. Anyone who has been a resident on the island for five years may vote but only those with the rank of Knight Lieutenant may stand for election.

The Round Table appoint from within their number one individual to be Knight Master. They are responsible for the day to day running of the Round Table and manage the nations legislative agenda.

THE ORDER


"The Order of Knights of Mountjoy" or simply called The Order is an organisation which is essentially responsible for everyday life on the island. Membership is not compulsory but it is difficult to reach any position of responsibility without becoming a member.

The Order is open to all Islanders, regardless of faith, aged 18 and over. To become a member one must volunteer for either military service or the Island Labour Force and serve 18 months as a minimum. Upon satisfactory completion of this time you are enrolled in The Order as a Squire, ranks are kept for life and even once out of service you may progress through them. 

The Order maintains four full time branches that employ a large number of people.

The armed forces are the largest part of the Order, they defend the island, aid in any foreign incidents and fill in for the Police, Fire and Ambulance Services when required.A group that undertake projects for the good of the nation such as Forestry, Public Transport, Power Production and various other functions deemed "vital to national interests"The Priestly aspect of the Order is responsible for education, worship, maintainence of religious property and conversions.Responsible for running hospitals and clinics as well as responding to emergencies both at home and abroad.

Within each branch of service there are various ranks which are progressed through depending on both length and quality of service. These are formed into two sections, Common Ranks, which tend to be for those less well educated, and Knightly Ranks for those of noble birth and better educated. Even once out of the Order on a day to day basis ranks play an important part in Mountjoy society and people may still gain promotion for things such as volunteer work or excelling in there civilian career and being nominated to their branches leader.

BACKGROUND

During the 11th Century the territory that the nation now occupies became an assembly point for Christian Knights and peasants wanting an adventure together. They turned the land into a logistical centre for their attempts to ensure the safety of all Christians world wide. They counted amongst their number Knights from most nations in the world. Under the banner of the Mountjoy’s they brought many lands under their control. By the 15th Century however they had handed control of these lands over to various Christian Kings, the homeland however always remained under their control.

When in the 17th Century many Kings became concerned about the Orders growing militaristic stance they were purged and many of them imprisoned and murdered. Those of the order spread across Mundus were attacked and the survivors fled home.  As a result in 1667 the Order declared themselves a nation and established a government based on the "Principles of the Order" something that today is effectively the nations constitution.

The government of Agira Latina is a two tier system. The lowest tier is the Senate, this is an elected advisory body tasked with supporting the Consul.

The Consul forms the upper tier. They may rule by decree which can be, in certain circumstances, be blocked by the Senate. They are also responsible for all Foreign Affairs matters.

THE CONSUL

The Consul is the Head of State and acts in an almost autocratic manner. They are free to issue any decree they wish, however it does not become law for 14 days from being signed. In this time the Senate may instigate a vote against it which should it reach 65% is enough to halt it. In times of crisis the Consul can force the Senate to vote immediately.

The Consul is elected every five years and may stand for re-election just once before having a break from the position. There is no limit to the total number of times a person can be Consul.

Traditionally the Consul belongs to no political party.

The Consul is the Commander in Chief of the Armed Forces and is accompanied by two members of a ceremonial guard unit known as the Praetorian Guard. These are often drawn from noble families and serve for a period of 2 years before being rotated, as well as serving as bodyguards they also act as personnel assistants to the Consul and many have gone on to hold high political office.

Date of Birth:- 29 September 1936

Education:- A gifted student in practical subjects. In 1954 went to University to study Mechanical Engineering graduating with Honours in 1958.

Employment:-

1958-1960 The Imperial Air Force (National Service) - Served as an engineer on fast jets, found he enjoyed the job and upon completion enlisted as an officer.

1960-1971 - The Imperial Air Force (Officer) - Resumed his role as a fast jet engineer as an officer. Rose to the rank of Flight Lieutenant by the time he left.

1971-1976 - Junior Minister of Defence. Coming from a wealthy connected family and having a wealth of military experience he was asked to work under family friend Drusus Tiber who was the Minister of Defence. He proved to be a capable politician but disliked the idea of partisan politics.

1976-1978 - Minister of Defence. With Drusus Tiber being caught up in a drugs scandal he was promoted to Minister and set about extensive changes to make the military more effective.

1978-1988 - 1st Consulship - Stood for election on the basis of providing Universal health care and creating jobs. Won 62% of the vote and delivered on a lot of his manifesto. Was hugely popular with the people.

1988-1993- Minister of Defence- Returned to work in a position that had become bloated with administration and managers. He set about cutting it to the bone so more money could go to front line services.

1993-1998 - 2nd Consulship - Aimed to make education at University level free for all students, he achieved this by stopping people applying for courses he deemed "pointless". This saw many University courses such as "Creative Writing" ended. He furthermore began legalising certain drugs and prostitution.

1998-2001- Having stood for re-election he became ill after being diagnosed with cancer in the run up to the vote and withdrew his name from the ballot just two days before the election took place. He filled the next few years with semi-retirement, working occasionally as a media analyst as he recovered from the cancer.

2001-2011 - 3rd Consulship - With incumbent Consul Tacitus Morbius being caught up in a scandal about a solar panel subsidy going to his family business and charging well over the retail price the Senate called for a vote of No Confidence. An election was trigged and Gemini made a comeback. He stood for government transparency, an end to uncontrolled immigration and lowering certain taxes. He won 61% of the vote.

2011-2016 - Chancellor of Agria Institute of Engineering. A mainly honourary and symbolic role he encouraged men and women across Agria Latina to aim for a career in Engineering. He furthermore pushed for the government to ensure all students learned a science and maths up to the age of 16.

2016-present - 4th Consulship - Became the 2nd person to become Consul on four occasions. Has this time focused on education reform to in his mind "Prepare Agria Latina for the mid 21st Century" as well as "Celebrating our heritage" messages that went over well with the growing right wing.



THE SENATE

The Senate is made up of 60 Senators, 10 drawn from each of the provinces of the country.

The Senate may vote to block the introduction of decrees

They may introduce legislation for debate and vote on it. Any that passes is then approved or vetoed by the Consul.

The Senate may give a vote of no confidence in the Consul and should this get 65% support it triggers a new election.

The Senate approve the Consuls Cabinet and may dismiss a member with a 65% vote.

The current council is dominated by the right wing nationalist party known as Agira Uno which are calling for extra rights for natives.

HISTORY

In the 2nd century BC the city of Agira rose to regional prominence as a centre for trade and enlightenment. Becoming far richer than the areas around it the city became the target for various raids by those keen to claim some of its wealth for themselves. This provoked the Agiran people to hire mercenaries to deal with the raiders.

By the beginning of the 1st Century AD the city of Agira had subdued their homeland and even raised its own citizen army. As such their success saw them get greedy and they then in turn began raiding their neighbours. Soon these raids became occupation and the what was once a city state had become a nation.

Soon they had created an Empire which featured five major regions.

1. Randazzo - Conquered in 300AD
2. Lentini - Conquered in 900AD
3. Palmero - Conquered in 1200AD
4. Ribera - Conquered in 1450AD
5. Cefalu - Conquered in 1670AD

Since then the Empire had remained fairly stable since 1678.

GOVERNMENT

The nation is run by an Imperial Consul. This is someone elected for a period of four years. They may run for re-election but may not serve for more than two consecutive terms. The Consul can rule by decree however a 65% No vote by the Senate can block this.

The Senate is elected every three years and is made up of ten members from each region if the Empire. They have to responsibility of scrutinising and approving decrees as well as suggesting new legislation and voting on it. Such legislation can be vetoed by the Consul.

The governments role in the constitution is to provide the citizens with the means for a healthy and prosperous life and in return citizens provide the government with various forms of service and taxation.

The current Consul is Gemini Marcia.
