Chun was not entirely sure of the proposal, it sounded a little like the Chief State Minister was suggesting that Lijiang contribute to the construction and in return get some of the revenue. That would not be something that they'd be too interested in as it would be costing a little too much to make it worth doing. He did though have a proposal. "What I propose then is that you nominate a company from your nation to be the builders of the pipeline. That could even be a newly created consortium of oil companies from your nation. They would own the actual pipeline and be responsible for ensuring its safe maintenance. We would insist that the majority of the workers on construction and maintenance are Lijiangians. We would ensure the pipeline's security. We would expect an annual rent for the territory the pipeline runs on and 15% of the profit from the sale of the oil that leaves our ports. Is this the kind of arrangement on the oil you're looking for?"

"Now in regard to extradition we would be willing to enter into such an agreement on two conditions. First when you request extradition you provide our courts with evidence that the person in question has a case to answer. The second is that the person in question does not face charges in Lijiang and that if they do they face those charges first. Naturally we would accept the same conditions in return."

Tielin considered the suggestion for a moment or two and then smiled. "I think your idea is perfectly fine. Infact it makes perfect sense. We seem to have made great progress here. I for one am struggling to think of anything else on this occasion that we can discuss, we've lots to look forward to in the coming months and fingers crossed those will lay the foundation for further agreements. Now of course if there is anything else you'd like us to discuss I am, as always, all ears."

OOC- Sorry for the delay. I had written a response and thought I'd posted it, was waiting for you but clearly hadn't posted////my bad.



The proposition put forward had some merits however there were a few issues. "If I may begin by saying we shall ensure the new ambassador and his team are welcomed in Lijiang when they arrive. I know my father and mother will be keen to meet them at the Golden Enclave when they are ready to." Next came the tricky parts.

"As for the pipeline there may be a conflict of interests. Lijiang has, due to our lengthy period of political control lacked the real untapping of many of our fossil fuel reserves. So much so that one of the first things my father did when he ascended the throne was begin a programme with Royal Seleucid, in exchange for exports of food stuff they have provided us a range of equipment and training to enable us to begin extracting the oil under our southern regions. Now I believe a deal of some kind could perhaps be done but it is our hope that within a decade we can become totally independent in terms of oil and gas and therefore a huge pipeline may not make financial sense. We however realise that your land locked nature means it will be difficult for you to export without the co-operation of either ourselves or Cassiopeia. Therefore what kind of arrangement would you suggest in this regard?"

"As for security it would depend on what grounds. In terms of sharing information about potential threats we'd be open, as to on issues such as smuggling or cross boarder crime then again we'd be delighted. Is this what you are looking for or something more."

Tielin listened to the Khan and rather liked the idea of getting access to a variety of raw materials because he had big ambitions of what he wanted to do in diversifying the Lijiang economy and while for the time being they had everything they needed you couldn't predict the future. If the Khanate had access to things Lijiang lacked the idea that they could access them so easily sounded nice. "A trade body?" Tielin mused, "I believe the old Cross Straits bodies had such a thing and they are now practically history, I think though that with just two of us involved it should be much more streamlined and much simpler. I think though we would need more than an envoy, I can't think of someone who would for example know about suitable standards for coal extraction while simultaneously knowing about the diary industry. I therefore suggest that we establish a joint office of experts located here. We can also then establish a staff here that will oversea the joining up of our transport systems. I also have a final suggestion that I would like to float. We've both got a shortage of modern arms manufacturers. In the more recent year or so we've spent time cultivating links to buy equipment from elsewhere. I'd like to follow what the S.U.N pact have done and set up a new government owned arms company we can then try and undertake the development of equipment on a modern scale with also the boost to our own economies. I propose that we each take 40% of the shares and that we utilise the remaining 20% to entice engineers and scientists to come and work for it from across Mundus thus ensuring we have some quality workers."

Tielin thought about the question for a moment, he had several ideas and was unsure where to start. We have between us a vast amount of land yet our population is just over 170million people between us. We've excellent access to raw materials and in Lijaing we've created a superb transport network using our waterways. What I see is us creating a kind of combined policy in some regions of economic affairs. So for example we create a common policy regarding things such as agricultural standards and manufacturing rules. That way goods can seemlessly travel between our two nations and we can ensure a level playing field meaning tariffs and taxes would not be needed. Furthermore we could allow our nations to freely invest so long as taxes are paid at a local level. Thus allowing larger businesses from each of our nations to expand into a new market while we are capable of boosting our economies off their actions. By building a link between our transport systems we can then move goods across the whole continent North to South within our zones. I believe we can therefore make our economies stronger. What do you think?"

Chun had brought with him his friend, Jianhong Tsui, a young man just a year older than himself. Jianhong was set to become the Crown-Prince's "Shìzǐ Qīnglǐ" a title that translated into "Gentle Keeper" meaning it would Jianhong who would help support the Crown-Prince in his early delving into his royal duties. The two had meet at the Shūyuàn Academy he had attended and Jianhong was the son of a Lord of some mountain region. As they were introduced to the Throne Room Jianhong waited outside, after all this meeting was between the two royals. He entered when introduced and bowed to the Queen, he had no intention of standing like the others in the throne room, he was after all the future Dragon-Emperor and so he took the cushion even if it was less comfortable than he expected. "I'm thankful for your welcome and on behalf of my father extend our Empire's best wishes. He is eager to hear of the progress that we make here today."

Tielin had not expected to all but be chastised by Mönkhsaikhan. He was though aware that the discussions earlier in the day would have been seen as a failure for the Khan and so it was perhaps to be expected. "While I appreciate your advice I do not think you know as much on Lijiangs situation as I do. I though do no want us to get hung up on the proceedings of the last few hours. I want us to focus on the future and I see we are on the page totally when we talk of creating a central Adrian powerhouse. We dominate the region geographically speaking and I see no reason why that can't spread to other spheres. Now you can be certain I'll place no obstacle before your son and I'll be hoping the two of them hit it off. I think they're doing rather well so far. " Tielin looked over at the table where the rest of the family were sat. It seemed like Mönkhsaikhan was offering a kind of ultimatum but at least it was one that he could live with. "I'm very aware of the ancient agreement and the way men from your nation have upheld the arrangement, often in difficult circumstances. I'd be delighted to see Tomorbaatar join the unit and of course one day look forward to him commanding those men. I will place them as part of the forces that guard the Golden Enclave, this way when Saruulbuyan arrives he'll know people and as a result rather than having the men swear their oath in the Palace, where generally only our family reside I would like them to take it outside the gates of the Enclave. I think, if I explain the imagery of the situation, you'll agree that it is a great way of showing respect and trust to you." He paused a moment then outlined his idea. "The Golden Enclave is more like a town than a Palace, a very small town all be it. It is the property of the Empress and it is the place where my family live. I am therefore putting the safety of my family in the hands of men like Tomorbaatar. I believe there is no greater way of me showing repsect and trust for you and your people."

Back at the table Princess Wenjun was relaxing a little. "The Enclave is a home that I adore. Its not the most modern of places but its renevating fast, we've even got our own cinema now. By the time you arrive it'll likely be as modern as any city. Its a place where anyone can walk at night without worries and its always got some celebration happening. As for warmth though our winters can be very cold and we've had snow recently, but the homes are warm inside." She thought for a moment. "I enjoy dance and music at school....maybe you can teach me some from your lands?"

Tielin was pleased that marriage talk seemed to have died down, at least for the time being.

Wenjun blushed as Saruulbuyan spoke to her. She had not been prepared for the meeting to go this way. "It would be an honour to receive any gift" she said looking at her mother for approval and avoiding the Prince's gaze. "It would be nice to perhaps have some attire from your lands." She added worried if leaving things to vague that it may be an insult. "Is there anything I could arrange for your visit?" He seemed to consider the question for a while before asking to see her school. "I know we can arrange that wih my school-mistresses permission. We learn about other nations and for my friends to have a chance to question someone on their homeland would be a good experience for them perhaps."

Tielin did his best not to react negatively to the Khan's comments to his daughter. Once the families seemed to get to know each other a little better Tielin motioned for the Khan to follow him as he oved away from the family. "Perhaps while our families handle the more softer side of diplomacy we should begin talking some of the more official matters between us. Its been over a century since we, our nations, did this and we've a lot of catching up to do. First I want to make sure the talks we just had have left no hard feelings. I will do whatever I can to ensure we can put that behind us and I'll be praying Wenjun and Saruulbuyan hit it off. He seems a good young man." He took a opened the door to one of the accomodation blocks that had been put aside for his family and the two men settled in the lounge. "We should, I think talk about our economic ties in terms of infastructure. We have formed a very useful water network from our southern provinces to the Krimeon and with the addition of rail and road I think we could build a network that would allow someone to cross from the very south to the north of Ardia without leaving our lands. It could be a rather useful project between us and of course if we are making the journey physically simple we could do so economically too. What are your thoughts."

Tielin felt like this marriage idea was something that the Khan was desperate to conclude and however much the Dragon-Emperor may like to ensure the future good relations between the nations there was no way he could fully accept. "What I promised Jincheng's father is that one day her daughter will be Dragon-Empress, that requires that she be Chun's first wife." He paused for a moment or two, "However I do see a potential way forward. We can have Chun and Azjargal marry but on the understanding that she will not become the Dragon-Empress" he lowered his volume slightly. "I also have the problem that while I have been Dragon-Emperor these last few years I'm still aware that many of my people fear that the outside world may swallow us up, we've worked with a good number of foreign nations and its always, at least for now worked well, however the idea of one day having a foreign born Dragon-Empress is I believe a step too far for the time being. I'm afraid in terms of the marriage between Chun and Azjargal that is the best that I can do."

Tielin now turned to the matter of Saruulbuyan and Wenjun. "I have no doubt that your son would be a good husband to my daughter but beyond political marriages I want my children to be happy, and no disrespect to my girl but her marriage will mean very little in the scheme of Lijiang politics therefore I don't want to sacrifice happiness for politics. Now I will offer prayers to the Two that she and Saruulbuyan find a connection that love can spring from but should that not happen then I would not force her into the marriage. Should it not happen I have no doubt the many High Lords in Lijiang would be only too eager to find a daughter willing to marry the son of the Khan and as for a bride price I am confident that we could manage to do that. So where does this leave us?" He asked hopefully.

Tielin had arrived at the fort with a few plans of his own regarding how the two nations could renew their friendship and traditions that had gone along with it. He had not expected the idea of marriage however to be brought up and it was clear that neither Wenjun nor Chun had expected to be dragged into it. While such conversations would have been commonplace in the past it was not a cultural tradition the Dragon-Emperor had ever considered his children being part of, casually arranging marriages. He took a deep breath. On the one hand the proposals had some merit. It would tie the two nations together strongly and the fact that none of the families heirs were involved meant there was no chance of either royal family taking control of the other nation. It was though a question that placed the Dragon-Emperor in a difficult position. He took another deep breath. "You're going to have to forgive our families reaction" he said spotting the wide eyes of Wenjun in particular. The 16 year old knew her father was likely to be investigating avenues for marriage but to hear herself discussed so openly in front of her own eyes was something she wasn't ready for. "Now if I may begin by saying I'm honoured you consider our family to be suitable partners to your own and in the past I know such arrangements would be common but there are now a few matters that might muddy what would previously have been a simple decision." He looked first at Chun who it seemed was less concerned than Wenjun. He was three years older and had spent several months experiencing life across Mundus and had learned how the diplomatic and political world was shaped. "First the matter of a marriage between Azjargal and Chun in the manner you requested is off the table. You see I have already promised Chun to Jincheng and if I then go back on that promise people will look at me like I'm a man who can not and does not keep his word." He paused and examined Azjargal to see if his response had upset her. "Now if you were happy to wait for the marriage of Chun and Jincheng and then Azjargal would be willing to be a second wife then could agree to that." Chun seemed satisfied with that proposal knowing his father had indicated that it was almost a duty to have many wives and thought it couldn't hurt to start his "collection" early on.

Next Tielin turned his attention to Wenjun who nervously glanced at Saruulbuyan she had a look on her face of confusion and apprehension. "As for Wenjun she has a year of school to complete before I would consider marriage to anyone. I therefore have a counter proposal. I would like for Saruulbuyan to come and spend a few months living in the Golden Enclave, allow the two to get to know each other and more importantly allow our Dragon-Priestess a chance to assess the omens connecting the pair. If the Prince and Wenjun feel marriage is acceptable and the Dragon-Priestess approves we could hold the marriage here at this point next year."

The embrace was another rather unexpected thing but Tielin didn't mind this it was a good way to show that the two nations shared a closeness. As they seperated the Dragon-Emperor motioned for his family to come over. "First may I introduce the Dragon-Empress, my dear wife Jing, we've been married 24 years this year." Tielin said proudly.

"And it still feels like yesterday" Jing embraced the Khan warmly. "We are delighted to have you join us for dinner." She said proudly as she escorted the Khan over to where some of the families servants were hastily setting up a series of tables. "Here is our eldest son Prince Chun, its his wedding that is upcoming, it should have been in April however the Dragon-Priestess determined that the omens were not suitable and so we are currently awaiting her say so and when that comes we are hopeful that there will be a significant attendance from your own family, we believe its important that our two families as well as our nations become friends." The Dragon-Empress showed the Khan to a chair and began to move behind her family, "This is Princess Wenjun, she has just entered the final year of her studies at the National Academy. The young girl dressed in a traditional white chenyi dress. She turned slightly blush at the mention of her name and bowed respectfully. "Here we have our youngest son, Prince Daoming. He has a year left in his Junior School before we hope that he will enter the Shūyuàn educational system." The 9 year old Prince stood respectfully and copied the bows of his sister.

There was another female figure at the end of the table who Tielin now stood behind a rather elegant looking young woman with her dark hair slicked back and a dark black dress. "This is Lady Bao Yijun, Royal Concubine" Tielin added. The young girl stood and bowed much deeper and lower than the others had. The Dragon-Emperor sat down next to her allowing the Khan and his family to have the other side of the table. A wide variety of dishes were being placed out and Shaoxing wine was poured into several cups. To mark the occasion even young Daoming was permitted to take a small cup.

They may share a border and a history as long as the Dragon-Spine River but there was a marked difference between the two rulers. Here was Tielin dressed for a business meeting and the Khan looked like he was about to lead a horde across the 13th Century. It probably shouldn't have surprised the Dragon-Emperor that the man had embraced the history of the day based on the contents of his letter, Tielin meanwhile had all but forgotten this tradition. He was unsure about the horse, while he could ride he was by no means a natural in the saddle but he carefully took the reigns knowing that the people of Jargalant had a kind of connection to horses. "Thank you Prince Tsagaan-arslan" he said as he patted the horse and then with one of his own guards holding the reigns tight and help from another rather awkwardly climbed into the saddle. He was surprised that Batbayar seemed to stand as still as if made of stone despite the new rider and their obvious unease compared to their previous rider. As he gripped tightly to the saddle's pommel he called for one of his own guards to come forward, "I had not planned to give this to you from horseback but I hope you will accept this." The guardsman bowed deeply as on the flats of his hands he rested a dagger made from jade. "We have one for you, naturally your father, and each of your brothers. For your sisters we have brought a gift of a set of jade hair pins. We hope they serve as a symbol of the respect we have for your family, and your nation." The soldier handed two swords over to the Prince before allowing the various formalities of such a situation to be played out. Now calling out loudly to the Khan the Dragon-Emperor spoke loudly. "Khan Mönkhsaikhan I hope during our stay here we can see the fort as our shared home and you are free to come and go in our half as you wish. It is my hope you and your retinue will join us for lunch." He slid from the horse gave it another good pat thanking it for not throwing him off and walked directly to the line hoping the Khan would meet him there and accept his invitation.

There had once been a tradition of the Khan and the Dragon-Emperor, or at least their representative meeting up at the Narun Sebusitai Fort every two years. For close to a century now the meeting had not featured both nations leaders. That though hadn't halted the other tradition. The fort was one building but the road between the Eastern and Western gatehouses marked the border of the two nations and while both maintained a symbolic garrison of around fifty troops they never crossed the road. Most days there would be a symbolic flag raising ceremony and at night a flag lowering and while during these ceremonies the soldiers largely ignored each other salutes were exchanged if both factions happened to reach the point where the flagpoles fluttered side by side. The fort had several other purposes and now Dragon-Emperor Tielin found himself agreeing with Khan Mönkhsaikhan. Tielin had brought with him his son Prince Chun and his youngest wife Azure Dragon Queen Dandan. The trip to the Fort had been rather relaxing, first a cruise down the river known by Lijigians as the "Dragon Spine" and then a scenic mountain train ride until they reached the plateau where the fort was located. It seemed Tielin had arrived first and to show he was in attendance the Lijiang soldiers hoisted the royal standard on a flag pole next to their national flag and then carried out a large red wooden chair that was placed on their side of the road that split the fort. Legend said previously the first to arrive would sit meditating on the chair until their counterpart arrived and their meeting could begin but that was one tradition Tielin had little wish to revive and so while his troops kept an eagle eye peeled on the Jargalant countryside for the signs of the Khan approaching Tielin spent his time drinking tea with his officers.

Lóngzui was known as the "Dragons Mouth", it was here that the mighty "Dragon Spine" river meet the Krimeon. It had once been just a small fishing village with a small dock but that dock had over the last two hundred years grown and grown until it was now a major port and just a tiny speck on the eastern bank gave a clue as to the settlements ancient history. A small multi-layerd pagoda style building surrounded by a low grey stone wall sat as though guarding the mouth of the river. At one time it had been flanked by an actual fortress but that had long gone now. The Pagoda was the "River Palace" and used as more of an administration centre than anything but it did contain a suite of rooms for the Dragon Emperor and his family but for close to 150 years these had not been used. While they would not be hosting there it was useful as it allowed Tielin and his senior wife, Dragon Empress Jing to change and then simply walk out of the walled gardens and board a Navy provided motorboat.

The Abertonian Emperor had been assigned a secure berth in the Navies HQ marina and the "Support Yacht" sat alongside one of the Navies Frigates. The Dragon-Emperor and his wife were ferried over and came alongside where a young Naval officer ensured they both got onto the quayside safely before escorting them to the walkway onto the Abertonian vessel.

Jiahao Hsu was the international business man of the Hsu family. On paper he owned a network of companies that farmed and gathered various herbs and spices used throughout Mundus, they even owned a series of shops in several nations that sold the products they farmed. All of this though was a front. The family had carved out control of the Lijiang drug trade about decade ago under the stewardship of Jiahao's father Tua. They'd set up networks across the globe and using a variety of means found ways of getting them into many nations. Now though a new lucrative market was at hand. In Lijiang it was believed that the consumption of certain animal parts had medicinal qualities, Tua himself took sea-horse powder for his arthritis and the medics had huge shopping lists of the exotic however the importation of such items was banned under Emperor Tielin but that made it just more desired. Tua could sell rhino horn for almost treble the price of gold per gram and now his contacts in Kermah could get him a decent supply. Jiahao today was heading over to Kermah to finalise something a little special.

PRINCE CHUN ACCEPTS NAVAL POSITION

Today a ceremony in the port town of Jianyu the heir to the Empire, Prince Chun, was named as the High Lord of the Navy. The ceremonial role was held by the Dragon-Emperor however now that Prince Chun has become 18 years of age his father has begun giving him several significant roles and titles. This title means that the Prince is responsible, on paper at least, for maintaining the readiness of the Navy and approving captaincies of ships. The crew of the Imperial Frigate Shennong paraded for the Prince and received a new ensign for their vessel. The Prince was given a tour of the ship and dined with its officers. The Prince is set to return to the Fengtai Institute for Science and Technology (FIST) in September to complete the 2nd year of his degree in Urban Engineering and now is considered likely to enter the Navy for a short time following his graduation. The Prince was joined at the ceremony by his future wife, the 17 year old Lady Jincheng whom he is expected to marry in the next month or so when omens are considered right. The future Princess will become the High Lady of the Navy and be responsible for promoting events involving the wives of naval officers. Lady Jincheng joined the crew for dinner and received several gifts from the crew. The current Captain of the Shennong said "I am honoured to have had the future Emperor and Empress aboard today, its a blessing for the ship and its crew. I hope the Prince will build upon what will become a special bond between himself and the Navy."

Meanwhile the Shennong will later set sail into the Krimeon as part of the multi-national task force patrolling what has affectionately become called "The Rainbow Route". It was announced from Daito that following their partnership with the  Preorian government their ships will also join the patrols. A Naval spokesman stated, "While we welcome the contribution Daito is likely to make I believe General Tamura has rather insulted those of us who have been doing this work for weeks now. He stated "that these assets will help to restore peace to the region" however save for one Lakhzovian incident of piracy there has been peace. The fact Lakhzovia choose to ignore the opportunity to work with the region on piracy illustrates just how insignificant piracy actually is in the region. The Krimeon can now be described as a well protected and policed waterway, it was always reasonably secure before this. The Krimeon nations have demonstrated unprecedented co-operation on the matter and this should be recognised not insulted."

On the 29th April 2023 the nations that have signed this document have done so with the intention of ending piracy in the Krimeon. The nations have agreed to a four step solution which is outlined in this document.

Step 1 - Protecting Shipping.

a) The Krimeon will have a recognised maritime trade route that will be divided into zones for each nation. This shall be called the Rainbow Route.

b) Each nation shall maintain a naval, and if possible, aerial prescence in the region designated to them.

c) While this route is in international waters signatories will allow, as far as possible, the nation designated that section of the Rainbow Route to take a lead in handling security for that region.

d) Details of this route will be published and commercial shipping passing through the Krimeon is recommended to utilise it.

e) Details of this route will be published and military shipping from non-signatory nations are recommended to liase with the designated responsible nation while operating in the area.

f) Any nation stopping acts of piracy in the region shall, as far as practical, take any seized vessel and its crew to the nearest signatory nation for processing.

Step 2 - Establishing Co-Operation

a) The signatory nations will, as far as possible, provide resources to a Krimeon Naval Coalition (KNC).

b) The KNC resources will be allocated first to nations who believe they need support fulfilling their patrols of the Rainbow Route and then to a multi-national team patrolling the extremities of the Rainbow Route.

c) The KNC will undertake in October 2023 a series of naval exercises and drills.

d) If a base of operations is discovered within a nations territory or waters (territorial and EEZ) as recognised under the terms of the FSC then the officer from that nation shall take command of disruption operations.

e) If a base of operations is discovered outside of all signatory nations then negotiations with the nation in question shall be carried out by representatives of signatory nations. This may include offering KSF assets to support that nation.

f) Any individuals taken prisoner during operations are to be handed over to their home nation in the first instance so long as that nation will place that individual on trial. If that will not take place then the nation of the ship which was pirated will have authority over the prisoner on condition that they will place the person on trial. Should neither of these things be possible then the nation making the arrest will take control of the prisoner.

Step 4 - Removing the Need for Piracy

a) The signatory nations shall establish the Krimeon Development Fund (KDF)

b) The KDF shall hold a balance of funds as made available by signatory nations, private donations or corporate gifts. Any funds given more than $10,000 shall be declared publicly.

c) Any signatory nation may appoint a Trustee to the KDF.

d) The purpose of the KDF shall be to offer micro-loans to individuals in the Krimeon region who intend to establish or expand small businesses or enterprises.

e) No micro-loan may be for more than $100,000.

f) The development loans can be used for any of the following purposes.

i)To improve regional access to education
ii)To improve the standard of agriculture and aquaculture.
iii)To provide better access to clean water, energy production, health care or waste disposal.
iv)To create employment opportunities for people outside the person applying's family.

g) Those gaining mirco-loans for purposes ii and iv shall make the accounts of the enterprise available for the next eight years. Should the enterprise make in excess of $500,000 before tax the enterprise shall begin repaying the loan. Trustees shall negotiate with the enterprise a reasonable rate of repayment.

h) Once/if the enterprise begin making repayments they will be charged 1% interest. All payments, including interest shall be repaid into the KDF.

If there are people in desperate need then seeing ships getting sunk and people arrested is likely to put people off taking this course of action. Poverty leads to desperation and those people are then likely to be easily lead. While of course we need to track down the masterminds of these projects we also need to make sure that they lack recruits. They are likely to not risk the seas themselves. a) The signatory nations will, as far as possible, provide resources to a Krimeon Naval Coalition (KNC).

b) The KNC resources will be allocated first to nations who believe they need support fulfilling their patrols of the Rainbow Route and then to a multi-national team patrolling the extremities of the Rainbow Route.

c) The KNC will undertake in October 2023 a series of naval exercises and drills.

FIRST ZARPTICA FIGHTER ARRIVES

The Imperial Aviation Wing (IAW) has today received the first of a 50 aircraft shipment to replace the F-21 Qingniao fighter. The nation have agreed to but the fighter aircraft from the consortium made up of the Sovereign Union of Nations membership. With parts coming from Cassiopeia, Chistopol, Drenovia and Paracambi the pilots scheduled to fly them have been attending flight training in those nations. This marks the first new air force acquisition in what the Dragon-Emperor has described as "New Wings 2030" which will see a massive overhaul of the air forces capabilities. Currently the IAW inventory is made up of combat aircraft manufactured in the 1960's meaning that it is becoming increasingly costly to maintain and hard to find spare parts leading to many senior officers to believe that in the long run replacing these aging aircraft would save the nation money. Currently the IAW have two front line combat aircraft, the Qingniao which entered service in 1959 and fulfils a fighter/interceptor role, the second is the Sanzuwu which is used as a multi role fighter and entered service in 1961. The two aircraft will eventually both be replaced by the Zarptica, some of which will be designated as air superiority fighters. The Ministry of Defence have also announced that they have begun looking at replacements for the Shangyeng advanced trainer with a spokesman saying, "If we are to invest in quality aircraft for our defence we also need quality pilots and this means our pilots will need to be more familiar with modern avionics systems and at the moment that is not possible. We are thankful to the S.U.N membership for allowing us to utilise their training for the time being but I think it is important that we eventually are capable of doing this for ourselves."

GOLDEN ENCLAVE TO UNDERGO "UPGRADE"

The Golden Enclave, the nations imperial complex, is to undergo extensive renevations. The Enclave is home to the Imperial Palace, the Concubines Lodge and the homes of many leading families of the Empire. It is also the area of the Empire where the Empress is the ultimate authority. For centuries it has been seen as a key symbol of the nations heritage and traditions. Currently the Enclave is home to around 800 people however during the day the numbers of people there swells as guests and civil servants enter on matters of national importance. The complex is also contains housing offered to ambassadors who hold noble ranks for example Sir Maxwell Hobbs of East Moreland has become a regular resident of the Enclave with his family. His 12 year old daughter, Darcy, is also attending some of the classes put on by scholars employed by the Imperial family. The Enclave will see upgrades to its educational facilities with six extra classrooms being constructed including a state of the art computing and digital media suite. The Enclave contains two traditional bath houses however one of them reports less than six visitors a week and as a result this is being replaced with a modern swimming pool. Each building in the complex is also being given access to top of the line fibre optic broadband. The work is expected to take almost a year to complete and by the end will see, according to an Imperial Spokesman, "the Enclave become a ultra modern area of the Empire. It will allow our diplomats, our civil servants and our guests from around the world to work more effectively and this can only be good news for the people of Lijiang."

The Enclave will also later this week take part in the "Procession of Life", a ceremony to welcome a new Imperial birth.  Lady Jihai Huian, one of the Dragon-Emperors two concubines is due to give birth next month and the ceremony will help guide the spirit of a Dragon to the new child. The ceremony will involve a procession around the Enclave by  Lady Jihai accompanied by the Dragon-Emperor and Empress. During this music will be played by drummers who and crowds will line the streets to throw good luck tokens at the processions feet. The belief is that those watching will throw items associated with their favoured Dragon and upon seeing its faithful supporting the new child that Dragon will send a spirit to help guide the child. In the case of this child if it is male it will be raised to be a future member of government, historically boys born between Dragon-Emperors and Concubines have become government Ministers, military leaders or scholars. Meanwhile females have often either entered the Priesthood or been used for political marriages. There has been significant pressure for the Dragon-Emperor to father more children as traditionally the size and success of the Imperial Family has been seen as a gauge for the prosperity of the nation. The former Dragon-Empero, Zhihao Guo had in 1899 a lack of children and died at the age of 22 plunging the Empire into 120 year mourning period that also saw flashes of warfare. This is a stark contrast to Dragon-Emperor Jingyi Tong who in 1720 had 62 children during his life. Currently Emperor Tielin has three children, Prince Chun (aged 19), Princess Wenjun (aged 16) and Prince Daoming (aged 9).

Li Ki enjoyed the journey along the canal. The industrial revolution was something very different in Lijiang where the vast majority of people had remained in the agricultural sector. He thought in some ways this was merely a man made version of his nations own mighty "Dragon-Spine" river which flowed deep into the interior of the nation. While Li Ki enjoyed the scenary and a local beverage his son, Lim was busy scanning through various notes he'd made on his digital tablet. As they arrived Li Ki exited and with his hands at his side gave a stiff formal bow to Diane, his son followed and did likewise. The High Lord followed the monarch across the lawn and into the Palace. As they got seated he turned to his son. "This diplomatic endeouver is vital to our family name. It has been centuries since the High Lords of Lóngzui have been given a chance to represent the Majestic Empire. I expect you to conduct yourself in a manner to bring pride to our ancestors and to me."

"Don't worry father." Lim placed a reassuring hand on his fathers shoulder. "I know that between us we can ensure the Dragon-Emperor will be pleased with the outcome of today." he thanked the aide for the head phones and took the seat next to his father. He listened carefully to Queen Diane and had to agree that her approach was one that would be workable, but only if they had the full attendance. He thought and began scribbling away on his tablet while his father seemed puzzled at what his son was doing. Li Ki was much less tech savvy and considered chiding his son until he flashed him what he had been doing. As Diane finished talking Lim leaned close to his father. "May I address her?" He asked.

Li Ki thought for a moment or two. Back home whatever happened it would be his name attached to it but in truth while here he could allow his son to speak for now and if things went wrong he could blame the boys inexperience and manoeuvre in a different direction. "Go ahead son." he permitted his heir to speak.

"Your Majesty" he stood and faced Diane  thinking to leave a brief pause to allow the translator to keep up. "Thank you first for inviting us to your wonderful home. I am grateful for the chance to view the beautiful river and hope you will one day come and visit our own waterway that defines our nation. Today though I am saddened that we meet under the problems we potentially face. Our nation has worked hard to make sure we are ready and prepared for the 21st Century demands of global shipping. We are therefore not willing to let the Krimeon become a hotbed for piracy. It is my understanding however that at present there have been very few issues but it is better to put the fire out while the kindling is still catching rather than wait for the flames to burn down your roof. I would have expected our Majestic Empire to support Your Majesties plan. I though agree that with five of us to cover the whole Krimeon the idea of it being divided how you say and manning two routes is likely not to take place. I would therefore maybe suggest a single corridor. Each of us maintaining a constant patrol in that region with whatever assets we deem best. It will naturally mean some nations operating for a prolonged period away from home waters but I believe the division I have here would likely provide a way for commerce to flow." he handed his tablet around the room allowing each to see his quickly put together diagram. "Naturally I am an unseasoned diplomat so I now yield the floor to others for their views."

The nation today has been informed that the Dragon-Priestess is expecting her first child. The spiritual leadership of the Empire is a link between humanity and the Twin Dragons and the title Dragon-Priestess passes down a bloodline that dates back over 1000 years. Historically the Dragon-Priestess has conceived a child with a prominent member of the nobility or even the Dragon-Emperor himself. This often sees a series of announcements of who will father the future Dragon-Priestess with changes happened as omens and the stars change. On this occasion however there has been no announcement of who the father will be. This however was explained by the Dragon-Priestess. "In the past the Dragon-Priestess has given up her chastity and physical purity in order to ensure the future of the holy line. Having consulted with my sisters in faith we determined that there is no such need. We could find nothing that said we could not use modern technology and so as a result we have used the services of Gattaca from Heyra to ensure that my body remains pure while at the same time utilising genetic sciences to ensure that a female is born." Traditionally male children born to the Dragon-Priestess are sent to a military boarding school and then expected to serve in the military. Female children join the Priesthood and should the Dragon-Priestess have more than one child one is selected to be the heir to the Dragon-Priestesses title upon the death of the office holder. The current Dragon-Priestess is 30 year old Xi Mengyao. She confirmed that High Lord Zhi-ting Qīnglóng of Hohot is the "genetic donor". The 26 year old is the High Lord of Hohot after his father was executed for disloyalty following a rebellion during the period of mourning. Zhi-ting meanwhile remained loyal and served within the Dragon-Priestesses militia force that was raised to try and maintain order. He is also the older brother of Queen Dandan. The Dragon-Priestess said "High Lord Zhi-ting was selected as he has shown the utmost loyalty to the post of Dragon-Priestess putting the Twin Dragons before even his own blood. If the daughter we produce is as dedicated then the faith of Lijiang is in strong hands."

The news has caused debate among many of the Lijiang population who are discussing whether they approve of such an arrangement.

HIGH LORD EYES RHAND

High Lord Jiang Ru of Hézhun, a province often known as the Majestic Empire's pantry, has today spoken of his hopes to begin exports of food to Rhand. Following an annoncement from the Albion nation that they are opening up their economy for imports the 62 year old noble has said, "I believe our climate, our culture and our agriculture will mean our provisions will be very different to what people in Rhand may generally be used to. I believe that if the Dragon-Emperor acts quickly we can capitalise and gain a good market position for farmers from Hézhun. Each year we have a surplus of rice, soya beans and various other items and generally these end up being sold at below cost to just get the farmers some money back. Now we have a new market that we can get involved in."

Currently Lijiang and Rhand have very few contacts and as such any trade arrangement may be difficult however with the Majestic Council meeting on Wednesday it is likely Lord Jiang will place this on the discussion board.

The Dragon Emperor knew that the security of shipping was important. The new Vertebrae Ports were running full steam ahead now welcoming shipping from East Moreland, Royal Seleucid and the S.U.N nations. If they were to get even busier it was vital waterways like the Krimeon were kept free from danger. With that in mind High Lord Li Ki was sent, his province contained the entrance to the port system and so it was important he was part of the talks. It was well known though that the High Lord was really more of a figure head for the Lóngzui region and so his 30 year old son Lim was sent as well to do the talking.

As they arrived the High Lord and his son bowed deeply as a sign of respect and then greeted the Prince. "Thank you for organising this gathering. I look forward to co-operating with your Kingdom and I hope to see some of your nation." he said rather formally.

It was confirmed today that the impending wedding between heir to the Imperial Throne, Prince Chun, and his bride to be Lady Jincheng was to be postponed until the summer. "Having examined the omens of the Dragons it is clear that Huánglóng is favouring Lady Jincheng, as such to coincide the wedding with changes in the seasons would not be possible as the Huánglóng is carrying out his cosmic duties and would be forced not to attend. We are thankful that Huánglóng has chosen to bless this Imperial marriage and watch over the young couple and so we have determined a better and more auspicious date for the wedding to take place." The wedding will be the first for Prince Chun who as Imperial heir is permitted up to five wives. So far the couple have not appeared in public together beyong ceremonies required for the wedding. Prince Chun has recently returned from East Moreland where he spent time seeing the nation and studying.

Prince Chun had hoped to spend the Winter Break from University down on the coast of Lijiang. The weather there was pleasant, not warm but certainly more welcoming than the snow storms in the hills that dominated the south of the country. With just a sweater on you could walk the seafronts and enjoy the nice little seafood restaurants although what was most appealing to Chun would have been the surfing. The sport was relatively new to Lijiang since it had ended the mourning period and the youth of Lijiang had seemingly taken to it and seemingly also some of the beach based culture. Chun had wanted to check it out, as much for the bikini clad girls as the waves but instead his father had insisted that he visit a foreign land to broaden his horizons and help him develop some state craft for his one day future as Dragon-Emperor. Chun had initially suggested Lodja to his father, he hinted it would mean he could stay on the Isle of the Goddess and mingle with ambassadors and politicans all day but in truth he had read of the supposed beautiful women with loose morals and that had swayed his opinion. His next option had been Mersch. He understand his rank and title would ensure that a royal family anywhere he visited would have to ensure his visit was respected and the new Queen there was rather pretty. His father though had blocked both these options as he believed that the relationship blossoming with East Moreland still needed some cultivation. With that in mind phone calls had been made, the ambassador summouned and within 24 hours the two month long trip arranged.

The Prince would be joined on his visit to East Moreland by Ben Tau. Ben was one of many Lijiangians who had ventured away from the Majestic Empire during the period of mourning and while he may not have lived in East Moreland he had spent five years in Bakkermaya and that was effectively the same thing in many ways. Ben was now a member of the Imperial Household despite being only 26 years old he was the deputy on a "desk" there which meant he was responsible for being part of the link between the Dragon-Emperor and the government of East Moreland. For this trip though the fact he looked about eighteen and was all but fluent in Morelandish had been the key to his appointment. They travelled with two Imperial Guardsman who were trained for diplomatic protection and stood out a mile in doing so despite having ditched the ceremonial black scale armour for civilian suits. The Prince hadn't been too disappointed in the choice of East Moreland though. He had spent an interesting few months with Matilda Osman as one of a host of foreign VIP tutors and he considered her a good friend. She had helped him become an expert on the importance of the environment and in particular the oceans and he was hoping to go visit her aquarium in Portworth while he was in East Moreland. Their aircraft was not a private one, the Dragon-Emperor had insisted Chun do this trip as far as possible like a normal student but his mother on the other hand had booked out all the first class tickets so that the four men had the fore-cabin to themselves. Chun had even managed to get a snooze in on the flight and now as they stood ready to retrieve their luggage from the carousel at King Robert International Airport he was exicted to start the experience.

PRINCE CHUN WINTERS IN EAST MORELAND

The Imperial Palace have today confirmed that with the Universities across the Majestic Empire closing for Winter Break that Crown Prince Chun will use the time to undertake a cultural and educational visit in East Moreland. Lijiang Universities close from the end of December to the beginning of February as for many students in the mountains attending Unversity can be problematic. It is expected that students while not actually in University undertake continued learning via other means with many signing up for hands on experience in their chosen fields. The Prince is currently studying Urban Engineering in the prestigious Engineering faculty in the Fengtai Institute for Science and Technology (FIST)but has now arrived in East Moreland for almost two months of visit. East Moreland was selected as a destination because, as an Imperial spokesman said, "The Dragon-Emperor found working with King David a wonderful experience and believes East Moreland can be a very important partner to the nation moving forward." In addition the Prince had several months with former Queen of East Moreland, Lady Matilda Osman, as a tutor for biology lessons and is therefore knowlegable but "far from fluent" in Morelandish. The exact itinery of the Prince's two months in the nation have not been released in detail however it is understood that while there he will visit several major cities undertaking a variety of official duties as a Prince, as a "Private Citizen" and as a student.

 The Prince is understood to have arrived on Wednesday this week and was greeted at the King Robert International airport by the King of East Moreland in person and had lunch with the ruling Ironside family at Northfort Palace. On Thursday the Prince attended Royal Northfort University where he enrolled on a dual "Intense Morelandish" and "East Moreland Literature" short study courses. That evening he was the guest of honour at a banquet hosted by the Universities contingent of the Royal East Moreland Naval Service Officer Cadets. The Cadets presented the Prince with an antique naval compass as well as inviting him aboard their training vessel next week. The Prince has previously stated that he would consider a period of service in the Navy if permitted by his father the Dragon-Emperor. While full details of the Prince's upcoming activities were not given it is understood that the Prince will spend the coming weekend in Silverhills, a popular entertainment city in East Moreland.

The Imperial Palace also confirmed that both Lady Jincheng and a male member of her family will join the Prince at some point during his stay. The Prince is due to marry 17 year old Lady Jincheng in February when she turns 18.

The Dragon-Emperor had promised a landmark project when he took the throne. He now would be presenting the 2nd of his reign to his subjects. The first had been the vertabrae ports, with the ones planned in operation and the SUN providing what in practice was going to be a bonus one. It had been a good few months for the Dragon-Emperor. These projects had boosted his prestige at home and the news of family additions had done a great deal to convince the people the current Imperials could form a mighty dynasty. Today was a chance to show some of the new prestige off. Wenchangzhen was if anything a collection of three houses, or rather it had been. As the plant had been built so had new homes in appartment complexes. A purpose built town now. The homes first for those workers, Altonan and Lijiangian who had worked on the project. Now they would become homes to those who would staff the station.

The town was welcoming its first real visitors. It had a new temple complex built within a thick earth wall and it was here that the days business would begin. Low tables and cushions had been laid out in the temples main hall and the Dragon-Priestess had been there since sunrise blessing it with the local clergy and now they stood ready to welcome the Dragon Emperor and his family. It was a rather large contingent of Imperials and so that meant hundreds of black armoured guards in attendance around the temple complex.

The Imperial family were excited for the day. Jing had ensured everyone was dressed in red, Dandan though as the Azure Queen had blue embroaidary. Lady Jihai was excused now she was pregnant but the Dragon-Emperors new concubine Lady Bao was pleased to be able to attend her first function. Even Prince Chun had his future wife, Jincheng in attendance, even all the High Lords were in the complex such was the importance of the day for the nation. Crowds gathered on the mile long road to the plant and all that was left now was the Altonan team to arrive and any foreign guests.
