Relatively arid and mountainous in the northern regions. Coastal area is somewhat flatter but the mountains extend rather close to the coast. River valleys through the mountains create some less arid regions.

How technologically advanced is your nation?
Developed. Comparable to Iran.

Historically how has your military been used?
For show and remaining competitive within the MidAranye region. Government cares more about looking big than providing welfare for its people.

What is your nations current foreign policy stance? Hardline stances against most forms of diplomacy with most nations except for certain agreements. More open to diplomacy with nations that it sees as possible allies in competing with the “good nations”(Ach, EM, Rokk).

GOVERNMENT of RAGHA


Executive Branch:

The Executive branch consists of the office of the President, who undergoes re-election every 6 years. The president is elected by the people. There are four presidential departments in the country, all of equal population. Presidential candidates in each department announce their candidacy. The Executive Secretary then handpicks one candidate from each department to become a candidate in the presidential race. The people vote to elect one of the four into office. An incumbent president has no term limits, and may continue to run for the nomination of whichever department they held residency in prior to being elected president. The president has the ability to propose legislation and enact it with the approval of at least 1/3 of the assembly. They also can make lesser changes without the assembly’s approval. Presidential candidates must be at least 35 years of age, and must be Zaharian.

The Executive Secretary is the head of government, and is responsible for selecting presidential candidates from each department. The Executive Secretary is appointed by the President. They also have the responsibility of managing the operations of the executive branch, and are the only person who can propose amendments to the Raghan constitution, though amendments require the approval of 2/3 of the assembly.

The Cabinet advises the President in what orders to make, and what legislation to propose. The cabinet consists of secretaries who advise the President on specific matters.


Legislative Branch:

The Legislative branch consists of a single house, the assembly. The assembly consists of 325 members, each elected from a legislative department, which is a geographical district in the country. Members run for re-election every 2 years, and have a term limit of 8 terms. A member of the assembly can propose legislation, but unlike legislation proposed by the President, it requires majority approval to pass onto the president for enactment. The president can veto legislation, and the assembly can not override a presidential veto. Assembly members can either be independent of a party or be a member of a certain party, however there are only a handful of parties that are “presidentially approved”. Candidates running for office that are members of these parties will receive campaign finances and endorsement from the government.


Judicial Branch:

The Judicial branch consists of geographical court districts. The judges appointed to these districts are always religious figures, typically clerics. They tend to make their decisions off of the moral teachings of Zaharianism. There is no jury in the courts.

The highest court, the Supreme Court of Ragha, is run by what is the Zaharian equivalent of the pope. They are the highest religious figure in Ragha, who serve as the sole Justice on the Supreme Court until death or retirement. They select their successor, but if their death was sudden and they hadn’t selected a successor prior, their successor is selected by the President.

RELIGION in RAGHA


Zaharianism

The symbol of Zaharianism, featuring a yellow circle representing oneself, surrounded by dark arches representing evil, with a yellow line going through the arches and connecting with a larger circle representing god to represent the constant connection with god even when surrounded by evil.

The Zahari faith, also known as the Zaharian faith or Zaharianism, was founded by the prophet Narseh in the 9th century. Narseh was born in Vaslekar, in what was then the predominantly Muslim Setab empire. Narseh taught of a new form of connection with god, without organized times or rules for prayer, based more on a constant connection with god through verbal or non-verbal prayer. Narseh taught of a somewhat more forgiving god than the previous abrahamic religions had taught of. Narseh also believed that those who followed other abrahamic religions were communicating with god, even if their practices differed, though this message has faded overtime, especially with the establishment of the theocratic government in Ragha. His teachings were initially shunned in Vaslekar due to the strong Islamic beliefs of the people and empire at the time. He moved to the smaller mountain city of Gashan, now named Narsehshar, where his beliefs caught on. Here he wrote himself the teachings of Zaharianism into a scripture now known as the Lirvan. The Zaharian faith spread in the inland areas of the Setab empire and continued to spread until it lead to the collapse of the Muslim government and the establishment of the Zaharian-centric Tezdar empire in 1082. Narseshar became a holy city for the Zahari faith, with Zaharians establishing the practice of making the pilgrimage to Narsehshar, just like Narseh had from Vaslekar.

Zaharian practices and beliefs:
- If possible, Zaharians should make the pilgrimage to Narsehshar at least once in their lifetime
- Zaharians do not believe in the holy spirit. They believe in god in a single form, they communicate with him directly
- Zaharians stoutly reject drugs of any kind. They believe drugs are the means by which satan influences the mind.
- Zaharians do not have a specific way by which they pray. They believe that as long as you stay connected with god constantly regardless of what position, verbally or non-verbally, he will hear you.
- At least initially, Zaharians believed that god, and the same god, communicates with all those who make the effort to communicate with him, regardless of their religious practices or their denomination.


Today Zaharianism is the basis of the Republic of Ragha. The state is constructed around preserving the faith and defending it from influence from other faiths, as well as spreading it elsewhere. Some scholars argue that defending the faith from external influence and rejecting other abrahamic faiths goes against the teachings of Narseh.


Islam

The Jezmani peoples are an ethnic minority in the northern region of Ragha that follow Islam. They continue to face persecution by the Raghan government for their refusal to follow Zaharianism. Their numbers are decreasing due to attempts to convert their people or eject them from the nation. A vast number of scholars from outside of Ragha have harshly criticized the government's persecution of the Jezmanis, saying that it goes against the teachings within the Lirvan, and that followers of another abrahamic religion should never be converted by force or harmed for their beliefs because they are loyal to god as well.


Manism

The theocratic government has continually dismissed Manism as a false religion, saying that it cannot be considered an Abrahamic religion, that it's teachings are morally wrong, and even insulting Mani on occasion. This has created tensions between Tamora and Ragha ever since the Theocratic Republic was established.

First Soleimani Satellite is Deactivated Ten Years After Launch


In a bitter-sweet goodbye ceremony, CARDA sent it’s last commands to SCS-1, the first fully operational satellite to be launched into orbit by Soleimani. The satellite’s solar arrays has stopped working two months ago, and its backup batteries were expected to die soon, so CARDA redirected the satellite into a so-called “junkyard orbit”, where it will remain orbiting Mundus inoperable until it falls back to the surface eventually. SCS-1 has served Soleimani and other nations for ten years, relaying telecommunications for the general public and military. CARDA director Darid Kamik spoke on the matter: “Despite the fact that the satellite was nothing more than a communications satellite, it has a special place in our hearts because it marked the start of a new era for Soleimani space travel and research.” Another satellite launch will be taking place soon to launch another communications satellite and a navigation satellite into orbit. It will be the first time Soleimani will send two satellites in one payload.

Ronan Minstra Announces New CARDA Projects at DKSC


Yesterday, Ronan Minstra spoke at the Darius Kazem Space Center to announce several new CARDA projects among other things. After speaking about certain other topics, Minstra began announcing several exciting developments among current projects, including the new launch vehicle which has been under development to replace the Matro rocket. Ronan Minstra announced that the rocket will be called the Simurgh and CARDA will cooperate with Carinder and Tourmeflight in designing the rocket. The private companies will design different parts of the rocket, significantly lowering the cost for CARDA. In addition to the new Simurgh Rocket on the way, the Vodata Lunar Lander is ahead of schedule and is nearing completion. It is expected to begin testing soon.

Minstra spoke about how Soleimani has been striving to become a more advanced and renowned nation when it come to space exploration, and with that, he announced multiple new projects, including the Nahid Surface-Research Probe, which will land on the surface of Ishtar and conduct surveys of the surface and atmosphere of Ishtar as well as capture multiple photos for at least three hours. In addition to that, Minstra announced the Cintari Mission, which is a mission to send a research and surveyor spacecraft to a unique asteroid in the solar system, which scientists believe to be the dead core of an ancient planet. The mission is expected to give insight on the origins of the asteroid. The mission has already been under development. Lastly, Minstra spoke of a new infrared space telescope that is currently being developed and constructed. Minstra said that the new telescope will be able find new stars and galaxies that have not yet been detected, due to the fact that most current space telescopes do not operate on infrared wavelengths. Further information on the individual projects will be released soon.

As was expected, a group of suited men and women came to pick up the pair, and led them to the car. There were only two cars, so as to not increase public suspicion, and they were differently colored.

After about a 25 minute drive, the two had arrived at the meeting location, taking place in an office in the CARDA federal headquarters. Once the two finally got to the office, the Director of CARDA, Darid Kamik and High Council member Pedram Dabiti were waiting.

Pedram begun by introducing himself, as did the Darid.
Then, Darid got to the point:
“Well, so, as you know, we are very excited to hopefully be able to contribute to the Mundus Skies Observatory Project. First, I’ll lay out the concept for the actual project, then Pedram can answer any of your questions regarding the diplomatic effects of the deal. So, as of now, we have one location in southeastern Soleimani which we believe is the best for the project. The location is in a relatively flat region that is near mountains and is at a decently high altitude relative to sea level. The area is also quite open allowing room for any required nearby facilities, and also allowing us to have a large quantity of radio telescopes. We personally believe you’ll approve of the location. As for the array itself we have plans for 30 18-meter wide radio telescopes. We understand that the costs of such an array would be high, and we are not sure exactly how keen the CSA is on paying for such an array, so, we have an idea. If urge CSA does not want to pay for 80% of the construction costs for the array, we’ll pay for 50% of the costs, but in return, we would want the array to be available to CARDA’s own team for 155 days per year instead of 90. If that is a deal that you are willing to agree on, then we’d like to proceed discussing about other aspects of the project, if not, we can adjust the plans for the deal.”

New Proposed Legislation Aims at Preserving Rural Economy


Executive Senator Minstra proposed new legislation yesterday that would dramatically increase internet access in rural regions of Soleimani, in an attempt to preserve rural towns and continue rural development to encourage and boost rural businesses and farmers that are fueling the economy. The legislation would be part of a major act currently named, the “Rural Development Preservation Act” or RuDPA. The legislation would spend millions on establishing low profile network antennas as well as a slightly increased funding for Network satellites launched by CARDA. Analysts say they expect Senators/Secretaries Benyamin Nahal and Pedram Dabiti to support the bill which would right off the bat give the proposal 5 out of the 6 needed votes in the High Council to have it be passed, assuming Minstra votes for his own proposal. Political analysts also say they expect Gina Parzona to most likely vote for the legislation, giving it the necessary six votes needed to pass.

The proposal comes as Soleimani begins to see a slowing increase in population for rural regions. Soleimani has long been known for its large rural populations and its preservation and development of rural communities, and as citizens of other nations move to cities and abandon their rural businesses, Soleimani is desperately trying to keep people in rural areas and develop rural communities due to the fact that Soleimani’s economy has over time become dependent on rural businesses due to the long history of rural businesses growing in the nation. The proposal is expected to be just one part of a series of legislation that will be proposed to tackle different aspects of rural development under RuDPA. Voting will take place tomorrow after a short debate is held.

“Ladies and gentlemen, after Rokkenjima had come to an agreement with the Ardian Assembly the other day over the QAMB situation, we have decided to drop diplomatic sanctions. While the resolution isn’t perfect from our point of view, we believe it is the closest we’ll get. Since Rokkenjima has finally shown that they do have a level of decency, we have removed our diplomatic sanctions in an attempt to allow for more civilized talks to occur between our nations so that we can work together to deal with future situations more efficiently.“

“Quite frankly, we don’t care how less-than-ideal the options were before the incident, it was Rokkenjima’s actions that caused this disaster, and still other nations are left to clean it up. In fact, if any significant level of thought was put into these actions, then Rokkenjima could’ve and should’ve realized that the assets located in the base would cause major pollution to spread throughout the area surrounding the island if detonated. In addition to this, Rokkenjima had many other options to remove the base without causing such a catastrophe. They say that the reason for which they chose to destroy the base so suddenly was because the technological security of Rokkenjima’s systems was at risk, but we believe that the protection of Heyra’s environment and seas is far more important than protecting Rokkenjima’s systems from temporary harm. Even if Rokkenjima had no other option, they still have to commit to fixing the current situation. Soleimani and Tamora are assisting, and yet we weren’t even involved in the mere decision over how to deal with the QAMB situation. If Rokkenjima doesn’t take action now, then there will be significant long term damage, and also most likely major condemnation from the international community. Like we have said before, if Rokkenjima is unable to directly assist, they must at least pay for the costs of the clean-up, and for this reason we support the proposed resolution.”

The Secretary of State of Soleimani Benyamin Nahal stood up:

“What we want is very clear and straightforward, for Rokkenjima to take the responsible and respectable route and admit to the terrible mistakes they have made and immediately begin sending assistance to the affected area to fix what they have done wrong. If Rokkenjima is unable to send direct assistance, they should at least send financial compensation to Heyra and the other nations involved in the clean-up to cover the costs of sending clean-up teams into Heyran waters. Rokkenjima must take swift action as this is a situation in which time is of the essence. Chemicals are quickly spreading through Heyran waters and it’s not our job to clean it up or at least pay for it to be cleaned. Paying for the clean-up is absolutely not a problem for a nation as rich and prosperous as Rokkenjima. We believe that the Assembly will most certainly agree with us on this matter at least. If Rokkenjima refuses take responsibility for their actions, we will resume taking our hardline stance against them.”

Soleimani Temporarily Lifts Economic Sanctions on Rokkenjima


Earlier today, Executive Senator Ronan Minstra made a statement on the sanctions put on Rokkenjima. He spoke about the plan on how to deal with the situation:

Ladies and gentlemen of the commonwealth, upon consulting and discussing the situation with my colleagues, we have temporarily lifted economic sanctions on Rokkenjima. We feel, that if we want to reach an effective solution, then we must discuss the situation directly with the rest of the Assembly of Ardia. We see the economic sanctions as an obstacle that would prevent us from reaching such a discussion. This is why we have lifted the sanctions. If Rokkenjima is reluctant to cooperate with the assembly or if the assembly isn’t able to properly stand up against Rokkejima’s actions we will absolutely resume the sanctions. At the current moment our diplomatic sanctions will remain in place until we hopefully reach an agreement at the Assembly meeting.

This has come to the discontent of many senators of the commonwealth, with High Council member Nahid Kholbali speaking out against the lifting of sanctions saying:

The situation in Heyra is an urgent situation and requires immediate action. We must continue to pressure Rokkenjima and hold them accountable for their ignorance. We don’t have time to set up a meeting. By lifting economic sanctions, we are succumbing to Rokkenjima’s powerful and irresponsible government. Rokkenjima has massive amounts of power, and so they should have to be very responsible when using it. They have the ability to assist Heyra, it isn’t at all as if they can’t afford to do so.

I would like to address the statement made earlier today by Rokkenjima. The Commonwealth of Soleimani sees Rokkenjima’s actions that led to the destruction of QAMB and the damaging of Heyran lands as senseless, and feels that they must take responsibility and assist massively in the clean-up process. We feel that through mounting pressure, we can ensure that Rokkenjima fixes what it has done wrong, which is why we imposed economic sanctions on Rokkenjima. However, after further consideration, we have realized that the Assembly of Ardia itself is a possibly useful tool in settling the dispute. For this reason, we will be open to begin a meeting on the situation surrounding Rokkenjima, Heyra and the environment surrounding the former site of QAMB.

But, might I add, the environmental disaster that is quickly spreading through Heyran waters should be taken lightly, and action should be taken immediately to stop it. For this reason, we will continue to push economic sanctions on Rokkenjima to force them to act, as a meeting may take too long, and would waste crucial time. It should not be up to us to use our taxpayers’ hard earned money to clean up Rokkenjima’s mess. We shall leave it up to the Ardian Assembly whether or not they feel it necessary to oust us from the organization and side with the unfair and irresponsible Rokkenjiman government or allow us to remain in the Assembly and side with those who are trying to hold Rokkenjima accountable for what is has done wrong.

Then help fix the damage you have done to Heyra’s oceans. Until you begin to take accountability for your unprofessional and outright vacuous acts, we will remain where we are.

Ladies and gentlemen, after Tamora dispatched ships and a crew to Heyra to assist in the clean-up and prevention of further environmental disaster, Soleimani has decided to follow suit. We will be sending eight crewed with 140 men and women in total. Two of the ships will be equipped with nets to collect degree that has fallen into the sea. The other six ships will be equipped with booms to collect chemicals that have spread into the water, just like Tamora has done. Our crew will be able to assist on land. On top of that we’ve sent five temporarily refit riverine battleships that will be used to collect debree on a smaller scale and also survey the environmental damage. One of our ships will be carrying a crane truck to assist in lifting heavy loads. We have also sent two Liroceras class patrol ships to regulate and guard the area to ensure that commercial boats don’t interfere in the clean up process unless they intend to assist. We hope these efforts will speed up the healing process for the area around QAMB. In addition to these efforts, we have also temporarily imposed diplomatic and economic sanctions on Rokkenjima. We encourage other nations to do so as well.

The Acting Secretary of Foreign Affairs of Soleimani, Soraya Ardavan, stood up. “Soleimani would view the rotation of veto powers unfavorably, as this would mean that there would be some proposals that nations want to veto, but wouldn’t be able to, while there would be others that nations wouldn’t want to veto, but have been given the opportunity to, basically rendering the vetoes useless in many situations. This would skew the actually preferences of member nations, and end up in the passing or rejection of legislation that is actually disapproved of or approved of, respectively, by the majority of the international body. For this reason, Soleimani suggests giving nations a limited number of vetoes that would be replenished after a certain amount of time. This way, nations would be able to identify what proposals they would want to veto or not veto, whilst still not having unlimited vetoes, which would slow the progress made by the League of Nations. This is merely a loose concept, and it may or may not work in trial.”

First off, I must thank you for being able to find the time to come to Soleimani to discuss the project. About you concerns, we will discuss them in further detail during the meeting. You may arrive in Tehrestan by plane if you wish. We’ll have a motorcade waiting at the airport to escort you to the meeting location. Dear Professor Jack Daley,

I heard recently of a program being run by Ui Ceinnselaig that invited nations to establish numerous radio telescope arrays around the world for a better understanding of what lies beyond. I have talked with numerous other officials and we have concluded that we would like to become a part of this project. We feel like it is necessary that we cooperate to gain a better understanding of the cosmos, and learn more about where we came from. For this reason I am inviting you and any other officials of UC to discuss the plans for the array and terms of the agreement. We will have a private meeting in Tehrestan. The High Council already has some suggestions for where to build the array as well as the extent of the array. CARDA doesn't have many budgetary constraints, so the array can be quite large and advanced. Feel free to discuss this with UC government officials, we will allow any other officials to join the meeting. The exact date and time of the meeting will be determined later, but I would like to get this project going as soon as possible. You may suggest some dates for the meeting in your response.

The Commonwealth of Soleimani realizes that the current system that both the CTO and CMA operate under is broken and outdated. For this reason, Soleimani wants to become a part of the efforts to connect the world’s nations and work to ensure progress by rebuilding the system to be more inviting and efficient. Dear Marshal Bemba,
I am aware of your concerns over how our planes will be able to reach Merina. First of all, we will be sending our aircraft in from the east, so as to avoid the rather active waters of the Strait of Shaw. This will most likely allow our aircraft to reach Merina with little in our way. Secondly our P-4 aircraft have an extended range and multiple Electronic Warfare Support measures. If we keep it the fact that we're sending aircraft confidential, we'll be able to get our aircraft around Lodjan waters without raising much suspicion. Now, the reason for which we plan to utilize these aircraft in the liberation operation is to patrol the Strait of Shaw and set up a perimeter of mines to prevent enemy ships from interfering with the mission. We plan to publicly announce that we have placed mines. The P-4 aircraft are equipped with numerous weaponry and defense systems including anti-submarine torpedoes, depth charges and missiles capable of both air-to-air combat and air-to-surface combat. In addition to that, they are also capable of using electronic warfare to impair the enemy ships' ability to detect the fleet. Finally, to answer your question about whether we could postpone the mission, I believe it's better to send the aircraft sooner rather than later because as we wait, more ships are being activated and the region is becoming more strongly monitored. If you have any aircraft which you feel are capable of fulfilling that role, then feel free to use them instead, if not, I await a letter confirming that we can send our planes.
