Prince Talaat gazed down on the landscape below them and the refinery. "We'd love to see it. It'd give us an idea of the kind of scale and infrastructure we're dealing with." Abdelkader Salih was looking down and doing his best to scribble down some notes as they flew. No doubt they'd feature into the advice he'd give the business brains later on in the trip.

Salih was though the one to comment on the desert, "If you're thinking of building a pipeline through a desert there are two nations who are old hands at that, us and the Seleucid. The vast majority of our nation is desert and we've pipelines everywhere. One of the advantages you'd have selecting us is that this is simply a case of distance, the other conditions are all things we've faced and overcome. If you want it connecting to other nations then welll once your politicians have set out arrangements between the two of you then we're ready to build it."

Zubair Kader was the man with much more understanding of the business elements than the others. "In terms of heading towards Lijiang there is an issue there potentially. That is the Seleucid influence. I can't be certain what arrangements they have with Lijiang but I know that they had an arrangement to help Lijiang access some reserves of their own and also send oil from Royal Seleucid in exchange for long life foodstuffs such as rice. Now we have good connections with the Seleucid but I wonder what arrangements you have in place regarding deals such as that?"

Prince Talaat Muhsin knew very little about the gas and oil business but he did now how to read a balance sheet. The 26 year old younger brother of Emir Sulaiman had proven to be a shrewd business man in his short career running various enterprises to boost the families income and that of the sovereign wealth fund. His position as President of Rayyu Sovereign Oil was largely a political one and his day to day involvement was negligible but this deal had the potential to be a big one for the Emirate and so his big brother had urged him to come along.

Zubair Kader was the Chief Executive Officer of Rayyu Sovereign Oil and it would be him who would be responsible for the real business talk. He'd been in position for five years now having taken over the role from his own older brother who now was enjoying his time as Finance Minister. Zubair was confident that a deal was there to be struck and was excited at the opportunity.

Abdelkader Salih was one of the Chief Engineers at the company, he had overseen the sinking of at least twenty on land wells and a further three at sea. He'd started as a young 17 year old apprentice on the drilling floor and ended up first getting taken onto the managers course and then several other interesting learning opportunities, now at the age of 50 he was one of the companies most respected voices on technical matters and the ideal candidate to join this process.

Prince Talaat lead the way into the airport, his dark black suited topped with a green and white headscarf. "State Councillor Mangjul" he extended a hand, "As-salamu alaikum and thank you for inviting us to your country. We are all very excited for what you have instore for us. We would like to thank you for your hospitality" The Prince handed over a gift wrapped box containing various sweet gifts. "We are in your hands." He finished happy to get underway

Emir Sulaiman Samar El-Amin sat leaning back in his chair one leg crossed over the knee of the other. He looked around after King Aldwin had spoken, until now he'd been content to allow others to control the conversation. "Your Majesty I quiet like the idea but I must say I had hoped for more. I think there are areas we can co-operate in beyond a council. We see nations spending vast sums on defence, nations such as those around this table may struggle to spend the funds on research and development the like of bigger nations do. I would like to perhaps see a mechanism similar to how the S.U.N. procured their Zarptica fighter but I don't want this to be about threats and danger. There is much we can promote about our nations, the Theocracy for example are from what I understand great scholars and have supported the creation of an education system in Waddan. We should look at ways of promoting culture, art, science. I wish to leave a legacy for Rayyu of us being more than just a nation that emerged from a desert and found oil but with just over 7million inhabitants that can be difficult. I would like therefore to see us have some kind of arts council, a scholarship exchange, we may be small but our intellectual weight is much greater if we can work together."

2.Construction of oil refineries in Bukjjeo and Yeogaehanam
3.Study and development of existing natural gas and oil pipelines, with the aim toward their modernization and better maintenance

Bid: Initial offer of investment (it may be renegotiated later)

1. The establishment of Rayyu Sovereign Oil in Asadal. The government of Asadal to be given 25% of this new business with Rayyu Sovereign Oil taking the remaining 75%. In addition a fee of $30 per barrel.
2. We would be willing to establish capacity of an initial 200,000 barrels per day (BPD) in which we shall invest $5billion. This figure is negotiable dependent on size of oil reserve and local demand
3. We would be interested in undertaking a study of the state of the network as it stands which we would do for cost on the assumption we have won either bid 1 or 2. Upon completion we would be willing to provide maintenance at market rate.

More information: Rayyu Sovereign Oil has operated in Rayyu, Kizad, and Waddan since the 1920's. The company has an excellent track record in safety and also utilising funds for the betterment of the general public. The Rayyu Sovreign Oil's contribution to the Oil Stipend system in Rayyu has enabled the public there to enjoy a large number of benefits.

With everyone in attendance it was time to get things underway. "Prince Golzar I look forward to our discussions and I hope that we can impress your father with the outcome." He turned to speak to King Heydar, "Each of the three of us had to learn the art of leadership and diplomacy from somewhere. I'm happy that we can be part of your education." He hoped Malachi shared the same sentiments. "Now if I may explain what we have in mind. Or rather have my much more knowledgeable friend Murtada Kader here explain. Murtada is one of the team from construction company from Rayyu known as Brightlights, they have made a name for themselves with some rather intriguing projects in our homeland and now they are thinking much bigger. I'll hand over to him."

"Your Majesties" he bowed to Heydar and Malachi. A screen had been prepared and with the flick of a remote it sprang into life. "What we would like to build is a tripartite city. A metropolis that would be the epitimie of the 21st Century. We want to build a city on the part of the Gulf of Auraxis where our three borders meet. It would though be a unique city. Our aim is to build a linear city based on giving everyone the best possible quality of life. It would be only a few hundred meters across but stretch potentially for hundreds of kilometers." Several concept images sprang up on the screen. Its a project that will take decades but at the end we could have the most advanced city on Mundus with examples of new technology making it 100% fuelled by green energy, zero cars, a city focused on allowing people to thrive in life and focus on pushing the boundaries of science, technology and other enterprises. Think the world in which Star Trek exists but in the middle of a desert. What we would need from you is three things. First an agreement to allow us to utilise land in your nation. The second is to join our organisation as an equal partner and help us make this idea a reality. Finally an agreement that you would recognise citizens as wishing to live here as having some kind of status allowing them to move freely between the three nations."

The Emir was not too pleased with how Heyra believed they had some kind of right to impose because of investments, he however also recognised that building good relations could be useful and so thought how best to speak diplomatically. "And nobody wishes to see you put aside." He began, "What we want is you to be able to be a valued friend but sometimes people belong to many different circles of friendship and while you hope that they all get along there will be moments when one circle is kept seperate to another. We have committed to you having an envoy and we would agree that you can attend meetings unless two members object to your attendance. After all the residents of the Gulf will be the people who know it best and ultimately are blessed to enjoy it. As for the Raccoon then if you have someone silly enough to manufacture it I am sure we can find a licence arrangement, however we would want some long term income from it to make up for the short fall from us not making it. I would suggest that perhaps you may build it but once built all spare parts must be obtained through our providers?"

At Tuwal's 300 or so residents were amazed that Emir Sulaiman Samar El-Amin even knew where their little village was so the fact that he had told them he would arrive in two days for an "important set of talks" made them a combination of nervous and proud. The past 48 hours had seen the village spruce itself up and people had been busy finding their best clothing. Amin Nejem, the eldest man in the village, had once proudly served in the Emirs army some forty years earlier and today he had found his old green beret and had pinned his two long service medals to his thawb. He had served twenty years in the infantry and then used his pay off to come home to At Tuwal and build himself a nice home from which his extended family now had a small business making dairy products, while the business was not known across the nation it kept his family comfortable.

The helicopter of the Emir touched down about 1km away from the village and a waiting SUV ferried him into the village itself. The whole of At Tuwal were out to greet him. The local Imam greeted him first and the Emir thanked him for his greeting. Several of the women in the village had trays of foods for him and one younger girl offered him a glass of sweet tea. He was about to accept when he spotted Amin and the Emir walked over. He offered two hands towards the man and they exchanged warm handshakes, the Emir glancing at the man's cap badge. "Ah a rifleman" he said recognising the badge. "Some very steady men there, we shared many a tent with them on exercise" The Emir tapped the Royal Reconnaissance Corps badge that was one of several on the tail of his keffiyeh. "I hope you've had a long and happy retirement out here. Can we share a tea while you tell me of this village." He waved the girl over who had offered him tea, she had a beautiful silver teapot on a tray and the Emir handed Amin the first glass, hurriedly a second glass appeared and the Emir poured himself a glass before taking a seat on a nearby low wall. Surrounded by the village he let Amin tell him about the village and several of the locals joined in the story telling. It was only when the aides of the Emir informed him the helicopters of the next arrival were soon to be here that he thanked the village for their hospitality and made his way to the large tent which was ready for their meeting.

The Emir consulted his document. "If a lump of iron is removed from Heyran soil and brought to Rayyu, then the ore may be brought to Rayyu tarrif free, if though that ore has been smelted into Steel in Heyra it too shall be tariff free, if that steel is then used to make a car, that too will be tariff free. If however at any stage another nation is involved then you pay a tariff once it reaches the first GAA border. Once over that internal transfers within the GAA shall not incur any tariffs. I hope that clears up your question." he paused for a moment. "Now as for an ambassador there is no standing body of the G.A.A unlike things like SUN or the CNN. With that in mind having an ambassador attached is not really going to be useful for you. What I would suggest instead is that we have an envoy from Heyra based in Rayyu who shall be given any reports made by the G.A.A and will meet annually with representatives of each nation. If and when talks relevant to Heyra take place then of course I would invite him to attend and hope that my co-heads of state from the Gulf accept."

"The Raccoon was little more than my father's vanity project" the Emir began, "His desire to out shine others while hoping perhaps to get involved in some space projects on the cheap. We have four of them but they are not in production at the moment. Is there a particular thing you wish to know?"

To get the supplies into our nation we would first suggest them being transported to Rayyu and then by ferry over the straits to our island. There we can have representatives of our armed forces meet it for distribution.

KIZAD YELLOW-TONGUE CRISIS

While the rest of the world has got the animal disease of Yellow-tongue under control it appears that the island Emirate of Kizad have yet to get on top of the issue. While cases had been unreported for the last six months a large number of illegal immigrants crossing the Emir Straits this week have told border patrols that they are fleeing the disease. While none have yet said that the disease is present in humans there is concern that the government of Kizad are not taking precautions against the disease. One illegal immigrant that we spoke to said that he was aware of at least two goat herders who despite having discovered the disease in their herd had still sold meat from infected goats to unaware customers. The move has lead to the Ministry of Health putting in place a series of precautions regarding the island emirate. A spokesman explained by saying, " The concern is if we continue to see consumption of infected meat we could see a jump in species and with around 300 illegal immigrants arriving in our nation a week unannounced on top of those taking advantage of our worker visa system the virus could end up being passed human to human. To ensure this doesn't happen we will be placing anyone caught entering illegally and those entering via the visa system into a quarantine system for 10 days or until we have blood tests reassuring us that they are not infected. In addition we will be stopping any imports from the island of animal products."

The blocking of imports is likely to be a huge blow to the Emirate as Kizad relies heavily on accessing the ports of Rayyu for wider global trade. The Emir of Rayyu though has offered support. "The island of Kizad are our brothers and sisters and so we will be offering our surplus vaccines to Kizad. We will also be dispatching, if permitted, a team of scientists to help track the outbreak and manage it. To date however the Emir of Kizad has not declared that the disease has broken out on the island.

The Emir had to surpress a comment when Anginer mentioned the size of population, Rayyu was just 7.5million people and so to the Emir the 13million seemed rather more large.

4. All parties agree that they shall ensure they maintain active embassies between them.

5. All parties agree that ambassadors will present themselves before a Head of State within 24 hours of a written request.

On behalf of the Kingdom of Clysperis I offer my congratulations to the Abrahamic nations for producing a viable alternative to the Occidental-dominated Mundus Convention for "Universal" Rights. Often employed as a tool of internationalist powers to strip each and every unique culture of their qualities to bring into existence their idea of a homogenized Mundus, and as a vehicle to export their degeneracy and impose it upon the sovereign nations of Mundus we now have a document which recognizes that not everyone is the same, that we should not tolerate men laying with men (and likewise, women laying with women) and confer upon it the holy recognition of marriage, and that it should not be imposed upon the nations of Mundus to normalize mutilating surgeries in the name of "sexual reassignment surgery" denying these people the actual help they need for their issues.

Therefore, on behalf of the Clysperi Government in Exile, I am pleased to affix my signature to the Abrahamic Declaration. I hope this shall open the doors for further cooperation between our states in our mutual quest to guard against the sick Occident.

ABRAHAMIC DECLERATION CREATED

Today a landmark document has been signed outside the Mosque of the Emirs in Rayyu. The document was proposed by Emir Sulaiman Samar El-Amin as a way of allowing nations with concerns about the Mundus Convention of Universal Rights to show a commitment to human rights. The new document was signed first by the Emir in the public plaza outside the Mosque after sunset prayers. The Emir spoke to the media saying that the MCUR "focuses on rights without responsibilities." As a result there is an emphasis that an individual must try and contribute to society in order to enjoy the fruits of that society. Emirates 24/7 went to print as others were invited to sign the document but it is expected that leading religious figures from Samantra, Zaporazah and Vinitsìa will sign as well as Emperor Malachai from Kodima. In addition there is hope that several NGO's and other organisations will show support for the document.

With the document being signed by the Emir the charter will come into force in Rayyu with immediate effect. It now means that any individual concerned that their human rights are not being honoured has a legal pathway to challenge that. As the concept of an Abrahamic declaration was heavily criticised by some prior to even meeting and with the recent "Keystone" statement from Rokkenjima it remains to be seen what will happen moving forward in terms of foreign relations.

Mansur saw the smile on the Emir's face and the respectful and proud nod he gave the imam. "While I would like to think we can be proud of what we have achieved it is worth remembering An atom’s weight of pride can lead one to hell. We must not begin patting ourselves on the back until we have truly put into practice the words of the creator. I suppose we could say that until the ink is dry we have not completed our work." He said as he gestured that it was now time for Emir Sulaiman to speak.

"I suspect that once this document is signed some, if not all of us, will face criticism in the media from nations aligned with the MCUR. What I propose then is that we host a news conference and have a signing ceremony. By doing so we may be able to take some of the wind from the sails. It is also my intention that following the signing the treaty will be left in a place where diplomats, envoys and the likes from across the world can come and simply add their signature for say a fortnight. Allow those maybe unable to attend to make a visible symbol that they support us. Therefore I will ask my staff to prepare a short signing showcase." he stood from his chair. "We shall meet again in the future to discuss the establishment of something that our friend Tikhon has suggested, perhaps once we know who is likely to be involved he would do us the honour of visiting his nation to make it a reality."

The Emir gestured to a guard who stood near a doorway who quickly disappeared inside. Within a few minutes glasses of fresh fruit juice and chilled rose water was being brought forth. There were even a few glasses of alcohol free champagne. There was time for those at the conference to mingle and speak on matters they had in their mind while fruit and cheese platters were placed on the table. "I was nervous with a Heyran  here, with us serving alcohol free Champagne I would fear an invasion, but it appears the youth of our nation see some of these celebrations in things like sports and more liberal nations celebrations and see it as something to emulate, the problem for us however is of course it would not be halal and so we're finding a growing market for the taste of these products without the mind altering alcohol. I just hope our Heyran friend here doesn't  I'm trying to poison them." He took a sip of one and liked the taste despite never having tasted the real thing.



As the sun began to set a gaggle of people began to gather outside in the public plaza of the Mosque of the Emirs. Inside the Emir and several hundred of the Muslim faithful (OOC- Any Muslims in the RP feel free to join) were lead in prayer by Mansur. As they finished the Emir, still wearing his prayer hat and a plain simple white thobe. As the media and interested citizens gathered to watch the Emir and Mansur shook hands with the various guests before the Emir addressed the gathered media.

"Several weeks ago I was pondering the track which the Emirate of Rayyu would travel down. In recent years we've seen several attempts to establish a system to ensure that the people of Mundus are able to live in peace. These efforts deserve the applause and commendation of us all. While the Mundus Convention of Universal Rights is a noble pursuit however my concern, and that shared by the wonderful people I've had a chance to meet today, is that the MCUR goes too far. It focuses on rights without responsibilities. To many of us, particularly those descended from the Abrahamic Faiths, the MCUR is moving away from the Almighty. This has given some ammunition to try and attack us as uncaring and tyrannical towards our citizens. Today we show that nothing could be further than the truth. This document that has united the Christian, Muslim and Jewish worlds has been created with input from respected scholars, individuals who are experts in their faith and a handful of politicians as spectators. Unlike the MCUR this document will not just apply to nations, any organisation may show the world it supports the aims of this document, any NGO may abide by it, let it be a herald for what we hope for Mundus. While today I shall be proud to affix my name to this I have also relayed invitations to hundreds of individuals from across Mundus inviting them to become signatories to this. Be that the newest sects of religions such as the Manist Church of Clysperis to the most ancient ones such as the Pope in the Ecclesiastical State, every Head of State and Head of government have been invited. They are welcome to come here and sign the document in person or affirm their intent to follow it. Allah wishes us to live in peace with friendship between all people and today I am pleased to have made some more."

With that the Emir signed the bottom of the document and offered the pen to the next person waiting.

3. It is forbidden to resort to any means which could result in the genocidal annihilation of mankind.

4. It is the duty of individuals, societies and states to preserve life wherever possible.

5.  Safety from bodily harm is a guaranteed right. It is the duty of the state to safeguard it, and it is prohibited to breach it without a just legal reason.

6. All should be done to avoid armed conflict except if it is in a just cause of self -defence or stopping either corruption, tyranny, discrimination or oppression

a) In the event of the use of force and in case of armed conflict, it is not permissible to kill non-belligerents such as old men, women and children. The wounded and the sick shall have the right to medical treatment; and prisoners of war shall have the right to be fed, sheltered and clothed. It is prohibited to mutilate or dismember dead bodies. It is required to exchange prisoners of war and to arrange visits or reunions of families separated by circumstances of war.

b)  It is prohibited to deliberately cut down trees, to destroy crops or livestock, to destroy the enemy's civilian buildings and installations by shelling, blasting or any other means.

7. Every human being is entitled to human sanctity and the protection of one's good name and honour during one's life and after one's death.

8. The state and the society shall protect one's body and burial place from desecration regardless of faith.

9. The family is the foundation of society, and marriage is the basis of making a family.

a) Men and women have the right to marriage, and no restrictions stemming from race, colour or nationality shall prevent them from exercising this right.

b) The society and the State shall remove all obstacles to marriage and facilitate it, and shall protect the family and safeguard its welfare.

10. Woman is equal to man in human dignity, and has her own rights to enjoy as well as duties to perform.

11.  As of the moment of birth, every child has rights due from the parents, the society and the state to be accorded proper nursing, education and material, hygienic and moral care. Both the unborn and the mother must be safeguarded and accorded special care.

12. Parents and those in such like capacity have the right to choose the type of education they desire for their children, provided they take into consideration the interest and future of the children in accordance with ethical values.

13. The seeking of knowledge is an obligation and provision of education is the duty of the society and the State. "Now as for the idea put forward by Tikhon I think that is something we can examine soon. Perhaps it is best though to take it one thing at a time. Our own faith promotes the idea of zakat, charity to aid the poor but I understand the idea of tithes in Christian communities is not unusual. What I do not want to do is open up a loophole giving anyone a foot in the door. I think we would potentially be better off simply negotiating a specific G.A.A and Heyra trade deal. There are similar arrangements between East Moreland and TUNA, and East Moreland and the CSU. This can be tailored in such a way as to protect what we want the G.A.A to be while allowing some kind of arrangement. As they waited for the others to arrive it was a useful time to get some other business done, or so it seemed that was the intention of Anginer. THE EMIR STRAITS INCIDENT

Over the last week a total of 172 individuals from Kizad have attempted to enter the Emirate of Rayyu illegally. The 200km or so strait that separates the mainland Aranye nation of Rayyu and the island nation of Kizad has always seen attempts by a handful to cross it and enter Rayyu however this week a larger than normal contingent have tried to make the crossing. With one group having been discovered using pool floats after a small ship they were using capsized. Members of the Rayyu navy were fortunately able to save those a drift and they have now been sent back to their homeland. It is understood that the recent water shortages on Kizad have lead to a shortage of crops and as such many are seeking to find work in Rayyu. The Foreign Office has released a statement saying, "Our nation does not have the infastructure to accept hundreds of immigrants washing up on our shores. We also have very clear and easily accessible routes to gaining visas for immigrant workers. Hundreds of Kizad nationals do this every year and are successful in our land. Some come for short stays to earn money to establish businesses of their own back home, others to try and carve out a life here. What we can't have however is people undermining our economy by working on the black-market."

The Emir has also indicated that should Kizad request then "humanitarian aid" can and will be provided. The Emir said, "I will not permit people to come unchecked and unverified to my nation. It prevents a security risk for us all. My number one duty is always to keep our nation secure. My second duty is to be a good neighbour." The Emir has ordered more frequent patrols of the Straits.

Mansur felt a sense of relief now he knew people didn't think his ideas were insane or intolerable. He had expected more edits and redrafts but the original looked like it might get away relative unscathed. Mansur turned his attention first to Cheon Suk-Won. "I'm grateful for your kind words. I believe that the draft gives flexibility for nations to fit many of the articles around their laws." He then turned to the charters biggest critic, which in truth was a very mild criticism, Mansur considered what he was about to say for a moment. "Patriach Alexy" he began, "I can appreciate the ideas you have suggested, we ourselves considered whether to use fetus or unborn. In the end we elected to use a more scientific word. We have no issue using the phrase unborn, in the end it achieves the same function so I can support it." He paused for another few seconds. "In the guise of article 25 I can appreciate your concern but I do not believe that if we have the means to save a life we should withhold that regardless of the reason why. Life is the most precious gift and if it is within our power to ethically sustain it then we must. Perhaps we could examine a wording that sees us move to give life saving care while perhaps not doing so for things such as cosmetic care which I frankly view as just vanity. As for Article 26 I think we may misunderstand each other. To my reading the article simply says it is the duty of the state to ensure that every man is allowed to earn a decent livlihood that would allow them to provide for themselves and their family. I think a wise man once said "The Devil Makes Work for Idle Hands" and I think this is a wise saying. Perhaps the idea I was aiming for is lost in translation, what if we added a single word that I think will make the intent clearer."

The Emir guessed that all of the G.A.A nations had received the same letter but the Emir was keen to get things moving and so had his Foreign Minister contact the various other nations involved. It would be a meeting unlikley to attract the very top members of the G.A.A but non the less it was a chance to host a significant event between nations again and so the Emir this morning donned his newly delivered Silverhills made suit and headed down to the coast. He'd selected the Coastal House as the venue, it was a place just outside the city of Rayyu and a favourite get away of the well connected in the nation.

A sign hung up showing the owners pride in his work on the place He'd found a derelict house often used as a shelter by some the Emirate's herdsman and turned it back into a beach club of national renown. Today the top floors, that gave an impressive view across the ocean, had been reserved for the meeting. As host he would naturally remain but had left instructions for his brother Prince Talaat Muhsin to make sure everyone got here safely.

Normally the Emir would have greeted his guests with the offer of drinks however it was now the middle of Ramadan and as such the Emir had clear instructions for the staff that no food or drink was to be carried through the venue in sight of the public. As each guest arrived he seated them at the long table normally used for dining and then once everyone was in place got things started. "I'd like to thank you all for coming. Its nice to have our neighbours with us as we consider an interesting proposal. Our friend from Heyra here wishes to become the first Associate member of the G.A.A. I think it in our interest to hear them out and for us to consider what actions to take, if any." The Emir took his seat next to his Foreign Minister who would handle most of the talks. Isa Taj Sultan was excited to have the chance to be the real host of these talks and get his first real taste of diplomacy. "Isa over to you." The Emir officially handed things over.

"Thank you Your Majesty" he licked his lips nervously before continuing. "So as we all no doubt realise to become an Associate member our guests here must secure the backing of the membership. It must be unanimous. If we grant them this status then they become a  preferred trading partner and thus receive reduced tariffs on a reciprocal arrangement. Perhaps then you'd care to begin with telling us why you feel your connected to the Gulf?" The question was addressed to the Heyrans.

The Nations of the Gulf of Auraxis recognise that streamlined trade between them can lead to greater prosperity for all nations. In addition that region wide investment can bring the living standards of all to become higher. With this in mind the nations of the region have agreed to the following arrangements.

i) Nations agree that any business who has its headquarters in another Gulf nation may take advantage of the terms outlined here.

ii) Any materials may cross freely from one nation to another with no tariffs so long as the materials do not leave the Gulf region. Materials are defined as unprocessed naturally occurring item.

iii) Any products may cross freely from one nation to another with no tariffs so long as its whole process was undertaken within the Gulf. For no tariffs to be charged the product must remain within the Gulf. A Product is defined as any item that has seen materials changed from their natural state.

iv) Any service provider may offer its services within the Gulf region so long as they pay taxes on profits accrued in that nation to the local government. Furthermore all service providers must ensure that all services being offered comply with local regulations.

v) Once a material or product has entered into the Gulf region and a tariff has been paid no further fees or tariffs for crossing a border shall be liable so long as the item remains in the same condition it entered the first Gulf nation. Should one Gulf nation have a "no tarrif" arrangement with the exporting nation then tariffs shall be liable at the first Gulf border it crosses after entry.

vi) A nation may set limits on items covered in ii and iii so long as it is declared on the 1st of April. Any nation setting such limits will automatically have tariffs placed upon their own exports of such materials.

vii) Any product or material crossing a border must comply with the laws of the nation it is travelling through even if these are different to those of the final destination.

viii) Any product or material leaving the Gulf region by a 3rd nation is liable to tariffs at a rate set by the nation from which the export takes place.

ix) A business may transport items for promotion and marketing without having to pay taxes on them for crossing the border. This is regardless of where their final destination is.

x) Staff required for promotional and marketing purposes may cross the border freely so long as their event is confirmed 7 days ahead of schedule and that they spend no longer than 14 days within the nation. While in that nation they must comply with all employment law.

xi) Materials or Products destined for the Blue projects will be granted entry to the Gulf tariff free. Should they then leave the Blue project they will be charged Tariffs at the rate set by the country in which they entered the region.

xii) All Gulf ports agree to the docking of the KHELPS project without fees or taxes unless paid also by local vessels.

xiii) No nation shall knowingly take action designed to harm the economy of another Gulf nation.

xiv) Should the Gulf members all agree then a nation may be recognised as an "Associate Gulf State" which will see them granted recognition as a preferred trading partner and thus receive reduced tariffs on a reciprocal arrangement

The Nations of the Gulf of Auraxis recognise that they are each uniquely positioned to offer their citizens strong cultural enrichment opportunities. With this in mind the nations of the Region have agreed to the following.

i) Nations will permit anyone travelling for non-business reasons to enter their nation for a maximum of 21 days without the need for a visa. An individual on entry must prove they have a return ticket, have accommodation for their stay and sufficient funds.

ii) A citizen of any nation may apply for places at educational institutes at any Gulf nation so long as they can fund their study and have reached a minimum educational standard set by the institute.

iii) Individuals working as performers, athletes, musicians or artists shall be permitted to engage in their work in any Gulf Nation so long as they have a contract with a local company or organisation. They may only be stopped from working in other nations if they are deemed a threat to national security or public order.

iv) Sports teams travelling to other Gulf Nations may do so without the needs for visas so long as they are to take part in games sanctioned by international governing bodies.

v) A month prior to the Mundus Games there shall be the Gulf Games. This shall be hosted in a different nation each year on rotation. Should a nation wish to skip their opportunity to host they shall be under no obligation to do so.   

Section 3 - Security
The Nations of the Gulf of Auraxis recognise that the spectre of war and threats to security will prevent the citizens of the Gulf from being able to enjoy the prosperity and opportunities this document creates. With this in mind the Nations of the Gulf of Auraxis have agreed to the following:

i) Nations pledge that they will do all that is reasonable within their power to avoid war.

ii) Should a dispute arise between two nations who have signed this document the other nations shall do all that is possible to mediate between them to avoid war.

iii) Nations discovering a threat against another Gulf Nation agree to share that information so long as doing so does not endanger their own national security.

iv) Nations agree to maintain where possible a military element able to respond to humanitarian and military crisis that may occur in the region.

v)Nations agree to maintain active anti-piracy and search and rescue patrols within their region and should they be unable to maintain this will seek support of the other nations to ensure maritime safety and security is maintained

vi) Prior to conducting military exercises in the region nations agree to give other nations at least 48 hours notice.

Mansur was pleased, it seemed like everyone was singing from the same hymn sheet so to speak.

"I'm excited that we all share so many common values and are supportive of the ideas put forward. What I hope is that rather than this becoming a free form floatation of good ideas we can harness this energy towards a common goal. Mansur reached down and took several bound documents from a pile sat on the floor next to him. "I have been in consultation with my brothers in the mosque and with the Emir. What we have hoped to create is a document we can put our names to, either as a national leader like my Emir hopes to, our as a significant member of our religions community, maybe in the case of places like Kodima both." He said hopefully. He distributed the document and even the Emir collected some and walked them around the table to the guests.

The organisations and nations that have signed this document recognise and are committed to the following.

1. All humanity, regardless of what faith they follow, are part of one family. An individual should not face discrimination on the basis of race, colour, language, belief, sex, religion, political affiliation, social status or other considerations.

2. Life is a God-given gift and the right to life is guaranteed to every human being. It is the duty of individuals, societies and states to safeguard this right against any violation, and it is prohibited to take away life except for a just legal reason.

3. It is forbidden to resort to any means which could result in the genocidal annihilation of mankind.

4. It is the duty of individuals, societies and states to preserve life wherever possible.

5.  Safety from bodily harm is a guaranteed right. It is the duty of the state to safeguard it, and it is prohibited to breach it without a just legal reason.

6. All should be done to avoid armed conflict except if it is in a just cause of self -defence or stopping either corruption, tyranny, discrimination or oppression

a) In the event of the use of force and in case of armed conflict, it is not permissible to kill non-belligerents such as old men, women and children. The wounded and the sick shall have the right to medical treatment; and prisoners of war shall have the right to be fed, sheltered and clothed. It is prohibited to mutilate or dismember dead bodies. It is required to exchange prisoners of war and to arrange visits or reunions of families separated by circumstances of war.

b)  It is prohibited to deliberately cut down trees, to destroy crops or livestock, to destroy the enemy's civilian buildings and installations by shelling, blasting or any other means.

7. Every human being is entitled to human sanctity and the protection of one's good name and honour during one's life and after one's death.

8. The state and the society shall protect one's body and burial place from desecration regardless of faith.

9. The family is the foundation of society, and marriage is the basis of making a family.

a) Men and women have the right to marriage, and no restrictions stemming from race, colour or nationality shall prevent them from exercising this right.

b) The society and the State shall remove all obstacles to marriage and facilitate it, and shall protect the family and safeguard its welfare.

10. Woman is equal to man in human dignity, and has her own rights to enjoy as well as duties to perform.

11.  As of the moment of birth, every child has rights due from the parents, the society and the state to be accorded proper nursing, education and material, hygienic and moral care. Both the fetus and the mother must be safeguarded and accorded special care.

12. Parents and those in such like capacity have the right to choose the type of education they desire for their children, provided they take into consideration the interest and future of the children in accordance with ethical values.

13. The seeking of knowledge is an obligation and provision of education is the duty of the society and the State. The State shall ensure the availability of ways and means to acquire education and shall guarantee its diversity in the interest of the society so as to enable Man to be acquainted with God and uncover the secrets of the Universe for the benefit of mankind.

14. Every human being has a right to receive both religious and worldly education from the various institutions of teaching, education and guidance, including the family, the school, the university, the media, etc., and in such an integrated and balanced manner that would develop human personality, strengthen Man's faith in their God and promote Man's respect to and defence of both rights and obligations.

15. Both parents are entitled to certain rights from their children, and relatives are entitled to rights from their kin.

16. It is prohibited to exercise any form of pressure on a person or to exploit their poverty or ignorance in order to force them to change their religion to another religion or to atheism.

17. Human beings are born free, and no one has the right to take away this freedom without just legal cause.

18.  Colonialism of all types is totally prohibited. Peoples suffering from colonialism have the full right to freedom and self-determination. It is the duty of all States peoples to support the struggle of colonized peoples for the liquidation of all forms of and occupation, and all States and peoples have the right to preserve their independent identity and control over their wealth and natural resources.

19. Every person shall have the right, within the framework of the law, to free movement and to select their place of residence whether within or outside his country and if persecuted, is entitled to seek asylum in another country.

20. The country of refuge shall be obliged to provide protection to the asylum-seeker until their safety has been attained, unless asylum is motivated by committing an act regarded by the host state as a crime.

21 a) Work is a right guaranteed by the State and the Society for each person with capability to work. Everyone shall be free to choose the work that suits them best and which serves their interests as well as those of the society.

b)  The employee shall have the right to enjoy safety and security as well as all other social guarantees. They may not be assigned work beyond his capacity nor shall they be subjected to compulsion or exploited or harmed in any way.

c) They shall be entitled - without any discrimination between males and females - to fair wages for their work without delay, as well as to the holidays allowances and promotions which they deserve.

d) On their part a worker shall be required to be dedicated and meticulous in their work. Should workers and employers disagree on any matter, the State shall intervene to settle the dispute and have the grievances redressed, the rights confirmed and justice enforced without bias.

e) Everyone shall have the right to earn a legitimate living without monopolization, deceit or causing harm to oneself or to others.

22. Everyone shall have the right to own property acquired in a legitimate way, and shall be entitled to the rights of ownership without prejudice to oneself, others or the society in general. Expropriation is not permissible except for requirements of public interest and upon payment of prompt and fair compensation.  Confiscation and seizure of property is prohibited except for a necessity dictated by law.

23. Everyone shall have the right to enjoy the fruits of his scientific, literary, artistic or technical labour of which they are the author; and they shall have the right to the protection of their moral and material interests stemming therefrom, provided it is not contrary to the principles of the law of the land.

24.  Everyone shall have the right to live in a clean environment, away from vice and moral corruption, that would favour a healthy ethical development of his person and it is incumbent upon the State and society in general to afford that right.

25.  Everyone shall have the right to medical and social care, and to all public amenities provided by society and the State within the limits of their available resources.

26. The States shall ensure the right of the individual to a decent living that may enable him to meet his requirements and those of his dependents, including food, clothing, housing, education, medical care and all other basic needs.

27. Everyone shall have the right to privacy in the conduct of his private affairs, in his home, among his family, with regard to his property and his relationships. It is not permitted to spy on him, to place him under surveillance or to besmirch his good name. The State shall protect him from arbitrary interference.

28. A private residence is inviolable in all cases. It will not be entered without permission from its inhabitants or in any unlawful manner, nor shall it be demolished or confiscated and its dwellers evicted.

29. All individuals are equal before the law, without distinction between the ruler and the ruled. The right to resort to justice is guaranteed to everyone. A defendant is innocent until his guilt is proven in a fast trial in which he shall be given all the guarantees of defence.

30. It is not permitted without legitimate reason to arrest an individual, or restrict their freedom, to exile or to punish them. It is not permitted to subject them to physical or psychological torture or to any form of maltreatment, cruelty or indignity. Nor is it permitted to subject an individual to medical or scientific experiments without their consent or at the risk of their health or of their life. Nor is it permitted to promulgate emergency laws that would provide executive authority for such actions.

31. Taking hostages under any form or for any purpose is expressly forbidden.

32a) Everyone shall have the right to express his opinion freely in such manner as would not be contrary to the principles of good order.

b) Everyone shall have the right to advocate what is right, and propagate what is good, and warn against what is wrong and evil according to the norms of society.

c) Information is a vital necessity to society. It may not be exploited or misused in such a way as may violate sanctities and the dignity of others, undermine moral and ethical Values or disintegrate, corrupt or harm society or weaken its faith.

d) It is not permitted to excite nationalistic or doctrinal hatred or to do anything that may be an incitement to any form or racial discrimination.

33. Authority is a trust; and abuse or malicious exploitation thereof is explicitly prohibited, in order to guarantee fundamental human rights.

34. Everyone shall have the right to participate, directly or indirectly in the administration of his country's public affairs. He shall also have the right to assume public office in accordance with the provisions of the law.

35. Should an individual believe the nation in which they reside is not fulfilling these obligations they may, without prejudice, test this belief in front of a judge who shall give a ruling to the best of their ability.

POLICE STOP "VPN SCAM"

Since the birth of the internet the Emirate has always had some form of control over what websites and applications can be accessed in Rayyu. Some of these controls have been on moral grounds while others have been on economic ones. At present websites featuring pornography and other adult related content are banned within the Emirate for  "endangering good moral order." while applications such as Zoom have found themselves blocked for similar reasons however it is more likely that as the application allows free overseas phone calls it is seen as a threat to the lucrative market in phone cards for foreign countries used by migrant workers. There have been for some time a black market in access codes to VPN's which act as a kind of bypass to these blocks by making your device believe it is in another country. Over the past five years the police have arrested around 400 people who have been caught selling access for these networks for usually $2 a month. To acquire one a buyer need only know some of the less appealing areas of Rayyu and should they seem like a tourist or migrant worker will likely be approached by someone offering them "software". The buyer will then usually produce what looks like a scratch card which boasts that it will give 30 days access to "unrestricted internet." Once purchased you're usually instructed to download an app with an innocent sounding name, the one we brought was called Soccer Update Plus. Once installed you're asked for a code which is beneath the rub off panel, once the code is inputted you have access to the VPN. However most of these apps last just a few months before authorities shut them down or the torrent of bad reviews see's them become untrusted. Soccer Update Plus saw reviews claiming it had installed spyware on their phone, others that all their social media apps had been hacked. One of the more worrying reviews claimed that the app had allowed someone to access their bank and take $30,000. One of the more reliable of the apps seems to be Rainbow Plus which is hoping the fact that it is named similar to one of the nations largest broadband providers helps secure the market. The app however has no connection to Rainbow Telecoms which have had around 700 complaints this year from people struggling with the app. The CEO of Rainbow Telecoms explains. "Typically its tourists who see our reputable logo everywhere from sports stadiums to the sides of buses. They then think this must be legitimate and end up with this app. When it doesn't work as they expect they often phone us up and ask for support or a refund and get quiet frustrated when we tell them that the app is a scam and nothing to do with us."

Today however the Police have arrested thirty people it claims are lynchpins in the scam. The Head of the Police said, "Today these men responsible for the constant churning out of these illegal apps have been found. These are the software developers and the funders. Previously we've got rid of the street sellers but within 24 hours someone else has appeared and is selling them in the exact same spot." Around 70% of those arrested are migrant workers who once their sentence has been served are deported back to their homeland. The Head of Police continued by saying, "It is estimated that in terms of sales and then fraud committed an estimated $25million has been made by these criminals in the last five years. Hopefully we will now have put a stop to them and in the process have protected our children who may be tempted to access some of these websites."

The thirty men are expected to be put on trial in the coming days should they be found guilty then the judges may order the amputation of a hand and up to five years imprisonment.

The Emir took the piece of paper that was itemised and without much inspection folded it up and placed it in his inside pocket. One of the men who had accompanied the Emir reached into his own inside pocket and removed a cheque book and filled in everything before handing the book to the Emir who briefly double checked the amount and then scribbled his signature before handing it to Sir Alan. "I am looking forward to hosting you at a game when you're next in Rayyu" he shook Sir Alan by the hand, "Miss Katelyn I look forward to seeing your creation come to life and I hope you and your family will accept a visit to Rayyu to see the final product when it is finished." He bowed slightly to the engineer.

The Emir bid farewell to the EMAC team and rejoined the Duchess Orlaith Kade. "I like EMAC" the Emir declared, "If they are a benchmark of excellence and service I look forward to my next stop" He flattered the Duchess. "I would like to acquire a suit for this evening. Where do you suggest?" he asked the Foreign Minister a perhaps demeaning question.

The Emir's Palace was prime beach front property. Had it not been home to the Royal Family it would likely have been flanked by luxury hotels and beach resort clubs but it had much of the Eastern part of the cities beach to itself. Prince Talaat Muhsin, the Emir's eldest brother was sent to the airport to fetch the Prime Minister and his delegation. The Prince had instructions to bring them down the coastal road and escorted by smartly green uniformed outriders from the military they had no problems reaching the Palace. "As-salamu alaykum and welcome to Rayyu" the Emir greeted him with a handshake. "Please come into our home." The Emir's two other brothers, Prince Prince Ibraheem Nuruddin and the 13 year old Prince Prince Diya Abdelhamid were each introduced in turn and then joined the Emir and the Prime Minister around a large glass topped table. "So Mr.Prime Minister we're excited to have you here. I think the first visitors from Mktvartvelo in many long years. I'm hopefully that we might make up for lost time. With that in mind is there any place in particular you'd like to start our talks?"
