I hope this letter finds you well. I'm writing this letter on behalf of the Achkaerinese Government in the hope that you may be interested in a meeting between our nations, we are both nations of 'the north' so to speak and I believe there's a love of certain sports that our nations also share. It has always been Achkaerinese policy to seek out friendship and cooperation with our fellow nations, and we hope we can make another friend in Matthelon.

We are quite happy to send a delegation south to your nation or if you wish we are happy to make the necessary arrangements to host a visit from your nation. Do please let us know your preference.

The two Achkaerinese candidates, Catrin Waterstone and Poppy Locklyn had had a surprise waiting for them as they'd settled in, their primary reason - their orders so to speak for even being involved in this contest had mainly revolved around keeping a safe eye on Sophia Anselmo from within the contest, in short undercover work, however that was no longer their job as the Princess wasn't there so a minor adjustment had been made, they didn't have to think as much on the security mentality they could in fact now proceed with their secondary things and actually see how they fared in the contest, the odds of winning were the same as anyone else, if they won then this was the shortest job they'd probably ever have, if not then it was nothing ventured nothing gained. They did have one advantage, they were used to working together, they had a team ethos and while they were fairly certain that this was a contest that had the potential to get nasty albeit that depended on individual personalities they weren't about to stick the knife in each other.

The nations of the Dauntel Sea, Rokkenjiman Sea and Strait of Shaw

MINDFUL of the existence of mutual interests and common problems among countries of the Dauntel and the Straight of Shaw and convinced of the need to strengthen further the existing bonds of regional solidarity and cooperation;

DESIRING to establish a firm foundation for common action to promote regional cooperation in the Dauntel and Straight of Shaw in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region;

CONSCIOUS that in an increasingly interdependent world, the cherished ideals of peace, freedom, social justice and economic well-being are best attained by fostering good understanding, good neighbourliness and meaningful cooperation among the countries of the region already bound together by ties of history and culture;

CONSIDERING that the countries bordering the Dauntel and Strait of Shaw share a primary responsibility for strengthening the economic and social stability of the region and ensuring their peaceful and progressive national development, and that they are determined to ensure their stability and security from external interference in any form or manifestation in order to preserve their national identities in accordance with the ideals and aspirations of their peoples;

AFFIRMING that all foreign bases are temporary and remain only with the expressed concurrence of the countries concerned and are not intended to be used directly or indirectly to subvert the national independence and freedom of States in the area or prejudice the orderly processes of their national development;

DO HEREBY DECLARE:

FIRST, the establishment of an Association for Regional Cooperation among the countries bordering the waters of the Dauntel, the Rokkenjiman Sea and the Strait of Shaw to be known as the Association of Dauntel and Shaw Nations (ADSN).

SECOND, that the aims and purposes of the Association shall be:

1. To accelerate the economic growth, social progress and cultural development in the region through joint endeavours in the spirit of equality and partnership in order to strengthen the foundation for a prosperous and peaceful community of Dauntel and Shaw Nations;
2. To promote regional peace and stability through abiding respect for justice and the rule of law in the relationship among countries of the region.
3. To promote active collaboration and mutual assistance on matters of common interest in the economic, social, cultural, technical, scientific and administrative fields;
4. To provide assistance to each other in the form of training and research facilities in the educational, professional, technical and administrative spheres;
5. To collaborate more effectively for the greater utilization of their agriculture and industries, the expansion of their trade, including the study of the problems of international commodity trade, the improvement of their transportation and communications facilities and the raising of the living standards of their peoples;
6. To promote shared Dauntel-Shaw studies;
7. To maintain close and beneficial cooperation with existing international and regional organizations with similar aims and purposes, and explore all avenues for even closer cooperation among themselves.

THIRD, that the Association represents the collective will of the nations which border the Dauntel Sea, Rokkenjiman Sea and Strait of Shaw, to bind themselves together in friendship and cooperation and, through joint efforts and sacrifices, secure for their peoples and for posterity the blessings of peace, freedom and prosperity.

FOURTH, that the Association is open for participation to all States which border the Dauntel Sea, the Rokkenjiman Sea or Strait of Shaw who subscribe to the aforementioned aims, principles and purposes.
(a) Any prospective member of the organisation must be admitted by majority vote of the membership

ARTICLE ONE: THE COUNCIL

1. The Council shall consist of ambassadors representing each of the member nations, each member shall have one vote on any matter.

2. Any member may propose a matter for debate, all votes on resolutions are by majority vote unless determined otherwise by the Council.

3. Only a resolution of the Council may amend this document.

ARTICLE TWO: TRAVEL

In order to ease the movement of citizens throughout the ADSN region members of the ADSN agree to the following measures.

1. There shall the the establishment of a four path system for visas. These shall be the Short Term Visa, Business Visa, Educational Visa, and the Temporary Worker Visa.

2. The Short Term Visa shall be available to any individual who books return or onward passage via any means at least 30 days before the date of travel. So long as these dates are no longer apart than 60 calendar days then the individual may enter visa free so long as the receiving nation do not believe that the person poses a risk to the security or good order of the nation. Holders of this visa may not undertake any work while staying in the receiving nation.

3. The Business Visa shall be available to any individual who is travelling on business purposes. To obtain this an individual must have a guarantor from a business within the receiving nation. This visa shall allow an individual to remain in the receiving nation for 180 days and they may undertake paid employment while based there. This type of visa may not be renewed for 90 days. Should the receiving nation believe the individual is a risk to security or good order of the nation then entry may be stopped.

4. The Educational Visa shall be available to any individual who has obtained confirmation of the offer of an educational course within a receiving nation. This visa shall cover the entire duration of the course and will permit the holder to a maximum of 20 hours per work employment during their course. Should the receiving nation believe the individual is a risk to security or good order of the nation then entry may be stopped.

5. The Length of the above visas may be increased at the discretion of the receiving nation.

6. Any individual breaking the conditions of any of these visa programmes is liable to deportation and may be banned from travel to the receiving nation indefinitely.

7. The home nation shall take all reasonable steps to ensure anyone deported and banned from travel is prevented from returning.

8. In the event of an individual traveler in one nation being believed to be responsible, whether individually or as a conspirator, for criminal actions within the jurisdiction of another member state, the individual shall be extradited subject to the following being provided to the visited nations relevant authority.
a) Evidence of the wrongdoing
b) An understanding that the individual will receive a fair trial in a court of law

9. There shall be no obligation for the visited nation to extradite an individual to the death penalty.

ARTICLE THREE: TRADE

In order to effect more prosperous trading oppurtunities the nations signed as members of the ADSN agree to the following measures.

1. Any export to a member nations shall be accompanied by a declaration that the export abides by all local laws. To ensure compliance the receiving nation may carry out any non-destructive test on any product arriving at their nation. Any product deemed to be not incompliance with local laws or not accompanied by a decleration shall see a fine of non more than 5 times the value of the consignment paid by the exporter.

2. On the anniversary of the signing of this document each member nation shall produce a list of tariffs to be paid by all member nations. Those tariffs may be set on any goods or items the nation wish. The tariffs set by each nation must be at a level lower than for any nation with which they do not have a current trade agreement with.

3. This agreement does not prevent member nations making their own trade agreements.

4. Any item with a value of less than $1million exported to a nation for temporary use shall be permitted to enter tariff free so long as it is for a period of less than 30 days.

5. ADSN nations agree to allow operations by businesses from other ADSN nations on condition that those businesses operate following local laws concerning taxation, employment, health and safety and environmental matters.

ARTICLE FOUR: SECURITY

In order to make the region a safer place for all nations members agree to the following.

1. That they shall first and foremost consider their regional neighbors as friends and as such shall do all that is reasonably possible to avoid armed conflict with them.

2. In order to protect citizens of all nations any intelligence gathered by one nation that would indicate a likely threat to another is to be shared in a speedy manner. Should a nation believe that by revealing this intelligence it would place its own safety or operations in jeopardy then they are excused from sharing this intelligence.

3. Each nation shall maintain in their embassy a military attaché who shall share relevant military details with their host nation so long as doing so does not infringe on the attaché's own nations security.

4. Nations hosting military exercises shall, so long as it is safe to do so, advertise via the attaché system the size, scope and nature of these exercises at least 3 days before they begin. They shall ensure all relevant notices to shipping and airmen are made in good time.

5. Nations agree that they shall take no action to prevent or interfere in exercises or movements of another nation so long as it does not impose on their own waters as laid out in the Fair Seas Concordat.

6. Nations agree that under no circumstances will they knowingly allow a third party nation to utilize their territory, waters or airspace to conduct a first strike or similar operation against another member nation.

Footwork makes it a whole lot easier, it adds more force it also moves the impact point of the opponent." she moved around behind Asuna "Again." she watched as Asuna continued to swing "Now vary the direction and see what it means for your footwork. You might learn something if you keep this up."

This was one of those events that, due to external factors, had played havoc with the diary in Valtheim - what had originally been pencilled in as on the Empress's calendar was now the responsibility of Sakura Sheppard, probably after the Empress the most experienced diplomat Achkaerin had. She was the official representative, wearing a black dress she walked up to the Imperial Palace glad that it was a relatively short distance, so less chance of her health problems causing issues. Like the rest of the Azurewinds she was familiar with some if not all of the Daitojin Royals and would hopefully be a welcome face to proceedings, she did have something that needed discussing but that would wait until later at that point her focus was on other things. Greeting Hisato she expressed the Achkaerinese condolences before proceeding where directed, this was going to be a long day and a hard one.

Arriving not long after Sakura were an unusual and perhaps unexpected quartet - the Taira sisters Kae, who was Gowu's representative to the Ardian Assembly, and Hana the other two were the Soga siblings the younger sister Juhani and her older brother Sasuke. All four wore the traditional black robes and black cloaks, red lining for the Taira's and dark blue for the Soga's. As they held the position of Daimyo, or head of their respective clans (or rather what was left of them after the latest Toshikawan Civil War) Kae and Sasuke had their clan's respective ring of office on them, Kae's hung on a chain around her neck while Sasuke's was on his finger both a mixture of silver and gold, a ruby on Kae's and a sapphire on Sasuke's. The political relationship before the two clans was reasonably straightforward the Taira's had been one of the 'big four' clans in Toshikawa alongside the Nekhaga's, Yoshimo's and Miroma's of which only the Yoshimo's still held sway in Toshikawa but that was purely ceremonial now, the Soga clan was one of the clans that had traditionally been allied to the Taira and the two clans retained that closeness to the present day.

Approaching Hisato the quartet paused letting the Grand Steward register, if he hadn't already, the echo of Daito's past standing in front of him. "I hope we're not about to create a scene but we couldn't stay away." Kae said "I appreciate I'm not the Shogun but as we come from a particular way of life I bring the condolences of the samurai." she took a moment "Speaking of and I know this is a little bit on the list of questions you probably weren't expecting, what would you like us to do with our weapons?" she indicated the swords they had, katana's, wakizashi's and tanto's - as samurai the four were almost obligatorily attached to their blades though they had chosen to leave their bows, arrows and quivers at home. "If you're agreeable we'd like them for the procession but we'll defer to your preference."

Statement on the Rokkenjima/Kusan Situation

The Achkaerinese Government welcomes the decision of the Rokkenjiman Empress to stand down the use of military force against Kusan. We would however respectfully point out what we presume is an error born of inexperience on the part of the Empress she stated "I've heard the pleas of Ri Sang-Hee, she says she is an innocent woman, that the state she leads is innocent; I will allow her the time to prove that both are in fact true." This is surely in error as Rokkenjima is signatory to the Uppsalla Convention which embodies Article 7 of the MCUR which states "2. Everyone charged with a criminal offence shall be presumed innocent until proved guilty according to law." In effect the Empress of Rokkenjima having accused, or rather charged, Kusan with complicity in the terror attack on Pyrettania would appear to be seeking to place the burden of proof on Kusan, who in the context of Article 7 are entitled to the presumption of innocence. The burden of proof is not on Kusan, the burden of proof is on Rokkenjima. It is not for Ri Sang-Hee to prove that Kusan is innocent it is for Rokkenjima to prove that Kusan is guilty, Rokkenjima has so far failed in that respect and we would strongly advise a clarifying statement in this regard.

Kado I will file this under the list of conversations that we never had, however allow to be very clear my assessment of what you have provided as well as the assessment of my counterparts agrees that you have evidence that the nuclear material sourced for the terrorist attack in Pyrettania came from a nuclear reactor in Kusan. However that does not meet the required standard for you to implicate the Government of Kusan in this as there is no evidence of complicity presented. You have to be able to show that someone in a position of state authority in Kusan ordered the movement of the nuclear material or was aware that such movement was happening, you have shown neither. Absent that information any military strike on Kusan is questionable and as this would very likely be the first shot in a war it would place every Achkaerinese, Daitojin and Preorian soldier in Kalasin in jeopardy through no fault of their own.

Present the evidence that shows complicity on the part of the Kusan Government or stand down the military response until you have something concrete in that respect. I am communicating this as a courtesy but you should be aware that your Empress has received the same concerns from her aunt.

At midnight on the 25th January 2024, the Achkaerinese military will conduct an orderly pull back of those units deployed to the border region, this will not constitute a total withdrawal from the region owing to military operations in progress prior to the deployment remaining ongoing - to put it bluntly we don't wish to see terrorists wanted for crimes in Kalasin hopping across a border into another state where the trail could easily be muddied or go cold. The pull back shall see our forces pull back to their previous positions. This is an order that has been issued in good faith, we will expect that no later than 48 hours after the order is implemented that Kusan forces will also withdraw to a respectable distance thus deescalating the situation. Should the Kusan pull back not occur then you are advised that the Achkaerinese forces will be issued orders to re-deploy back to the border region.

As has been previously stated this is not a one way street. If you expect Achkaerin to help you create certain circumstances for you to save face then you most certainly are going to have to give something in return and that is an apology to General Fuji. You have been provided with publicly available information that you should have considered prior to making a statement that maligns a good mans name, you do not get to do that unchallenged and you do not get to not say sorry when shown that you are wrong. Lack of apology does not give anything other publicly than a negative impression and regardless of any private suggestions gives no reason for Achkaerin to act in any way other than how it currently is. It is worth noting that over this entire affair you have insulted Empress Serenity's niece, someone she regards as a brother in Emperor Eijiro and a seasoned military officer and you're only been asked for an apology in regards to the one that you can apologise to, a woman of your intelligence should be more than able to recognise where you can show your strengths in that respect without showing weakness and where we have already provided you with the reasoning. Given your choice of words in relation to the Achkaerinese flag you are certainly more than capable of controlling the narrative on your side of the equation.

One of the most common criticisms often expressed diplomatically by the Achkaerinese foreign office, ambassadors and even Government Ministers or leadership figures in respect of foreign nations is simply "You didn't do your homework", given the questions you are asking it would appear to apply to Kusan in this instance. The Foreign and Defence Policy Review 2017, a publicly accessible document that your foreign office or equivalent has access to, very clearly lays out the five circumstances under which Achkaerinese military intervention occurs:

Achkaerin has been attacked - this is self explanatory, an armed attack against Achkaerin will be responded to in a proportionate manner and we make clear that a nation has the right to self defence, if we are attacked we will strike back, we will eliminate the threat and we will make sure that those responsible face the consequences of their actions.

Achkaerin has been asked to step in - this would be comparable to action in Phuebra, we were asked to help stabilize the country by the democratically elected government. To be clear just because Achkaerin is asked to assist does not mean we will assist, any decision made in this respect is made having reviewed the evidence and in the case of Phuebra we saw a clear case of a religious fault line leading into a civil war with a coup taking place. Having seen that we determined that it was right to step in as requested.

Achkaerin is obligated by Treaty to intervene - this is straightforward as it covers stuff like mutual defence clauses so events such as the Seaforth Eugenics War and the War of the Enlightenment, under the CIS Charter we had an obligation to defend those nations and we did - this is the ground under which our presence in Kalasin falls.

There is an International Mandate for intervention - This would cover circumstances such as Marseilles and Uppsala, Achkaerin was not obligated by Treaty to commit to these efforts but did so following careful thought and deliberation of all the evidence and implications of such a commitment.

To not intervene would be abhorrent and or immoral - Simply put this is the Cult of Helus Genocide, when you have people being massacred because of skin colour, faith, sexual orientation or ethnicity even tribe identity it is not acceptable.

Had someone in your government taken the time to read that document, which I repeat is publicly accessible, they would have noted that Kusan presently fulfils none of the criteria therefore there should be no question of any aggressive intent on the part of General Fuji or the Achkaerinese military, the General is required as part of his responsibilities (as the Empress has made clear) to interpret and respond to actions that impact military operations that are ongoing under his command - the deployment of a foreign military force to an area bordering regions where units under his command are operating clearly is going to have an effect, which again your military leadership should have pointed out to you, if they did then you knew this was coming and you're raging about nothing, if they didn't then I question their competency.

Achkaerinese intentions towards Kusan presently do not carry any negatives though given that we have seen you openly invite a man that we regard as responsible for or party to acts of terror to a state event that is likely to change but as not as yet. It is not the responsibility of the Achkaerinese government to educate the Rokkenjiman Empress for the very clear and obvious reason that we do not determine Rokkenjiman policy, as Empress Serenity has pointed out the history was mentioned in the Covenant Address of 2006. Memes are a poor response, but I would also say that insults and name calling are equally poor responses. I would posit that childish antics are going to be responded to with childish antics and that reasonableness is going to be responded to with reasonableness, if Kusan wishes to engage on the wrongs of history then perhaps a more formal approach to the Rokkenjiman Government is required rather than berating them before they have the chance, I don't need to remind you that the current Rokkenjiman Empress hasn't been on the throne for a year and has spent most of that time dealing with the fallout left by her immediate predecessor.

However all this isn't one way, if you expect nations around Mundus to raise awareness then you must look at your own actions. The nation of East Moreland often uses the term "Deeds not words." Achkaerin's deeds are known and they are consistent from the first time to the most recent. Rokkenjima's may not be but you're not addressing a member of the Rokkenjiman leadership, given all the publicly available information at your disposal you know very well that there is no threat coming from our side of this. A full and public apology to General Fuji is expected and I strongly advise you to refrain from further inflammatory rhetoric as that has a tendency to get situations beyond the point of recovery, consider that the Mundus of 2024 is not the Mundus of 2004 and give people a chance before you condemn or dismiss them out of hand.

Empress Serenity has responded to accusations levelled by the Government of Kusan against the nation, in a statement given under article seven of the Constitution she gave the following remarks:

"Mr Speaker I thank you for permitting me to make this statement, I promise not to take up too much of the Senate's time but I do believe it important that when accusations are made, especially when they are false, that they are robustly responded to. Let's start with the obvious General Kakashi Fuji is not an idiot he is one of if not the most experienced battlefield military commander on Mundus, any nation's military would be fortunate to have someone of his skill, professionalism and experience in their ranks and there are those that do. The chairwoman has called the deployment of Kusan forces basic steps to securing the security of its borders noting the turmoil that Kalasin is in. This may shock her but I agree with her in that respect, every nation on Mundus has the right to defend itself so when the Chairwoman says that the PDRK is reinforcing their borders because they perceive a spill over of said turmoil, I'm going to assume there's truth to that statement, I'm not sat in their meetings, I'm not in their chain of command, I don't determine their policy, I don't determine their doctrine. However by the same token of nations having the right to defend themselves when General Fuji sees a deployment of forces across the border he has to react to it because he is charged currently with the defence of Kalasin territory, if the Chairwoman and her leadership can perceive the situation in Kalasin as potentially spilling over then a seasoned military commander can certainly perceive a troop deployment across the border as potentially threatening, potentially aggressive and considering the rhetoric that went before from all sides concerned potentially if not probably provocative and escalating. Perception may not be truth but perception is what preparation and action is based on. Whether I like it or not the chairwoman has deployed troops, whether she likes it or not I agree with General Fuji deploying troops to mirror the Kusan positions it is a reasonable response. General Fuji is correct to imply that the reallocation of troops in this manner does take resources away from current operations which are counter terrorist focused - these are operations which are intended to prevent the very thing that she and her government are concerned about.

Now let me turn briefly to what I will politely refer to as the ill informed comments regarding Achkaerin's relationship with Rokkenjima. The Achkaerinese presence in Rokkenjima is limited to personnel who currently have responsibility for the safety of the Imperial family and before someone says it yes the Viceregent is Achkaerinese. That presence operates independently of influence from Valtheim, the Viceregent is not accountable to our Senate in the way of being a member of the Noble Moot would make him, that responsibility was deferred upon his appointment as Viceregent and will remain so until he no longer holds a position in the Rokkenjiman Government but as this point no one other than him can tell us when that may be. The Chairwoman stated 'the Achkaerinese an opportunity to impart upon the Rokkenjimans the importance of disavowing the actions of the Federal Republic instead of embracing them and whitewashing them from their history books.' Mr Speaker let's be clear this is an outright lie. I don't doubt that Rokkenjima hasn't disavowed the actions of the Federal Republic however I know very well that we have strongly recommended it on several occasions, I encourage both the Chairwoman and the Empress of Rokkenjima to read the Covenant Address of 2006 where my father, and the father of the then Empress though she didn't know it, strongly recommended such a disavowing. The Chairwoman may also be interested to know that the very man she has called an idiot was involved in the planning stages of the Anselmo restoration and made clear exactly the same thing. I don't know why Rokkenjima didn't pay heed to that but I do know that the matter was raised and here I am raising it again.

In the next few days I will be meeting with President Kaikaew where I expect most of the conversation to be about the post war situation in his country and what assistance Achkaerin may be able to provide. Kusan has the opportunity to form part of that but it must recognise that if they desire a minimising or complete removal of the coalition force in Kalasin, which based on the rhetoric appears to be the case, then creating perceptions which increase the timescale is not helpful to anyone. I suggest the chairwoman apologise to General Fuji, I suggest she downscale that military deployment and I suggest that she let the coalition forces do their jobs."

GENERAL FUJI ON PROVOCATION AS TENSION RISES

As tensions around the northern side of the Matilda Channels, General Fuji (pictured above) the commanding officer of Achkaerinese forces in Kalasin has spoken about the situation saying:

"It's absolutely pointless amount of sabre rattling that is not going to achieve anything except the opposite of the expressed intent. The Kusan government will be aware of the terms under which Kalasin surrendered to the coalition forces, specifically that the Kalasin military largely a separatist militia engaging in terrorism was disarmed, therefore when Kusan mobilises a military force to the border how is that to be read? It is a needless escalation, it has to be read as a provocation and it has to be read as Kusan threatening Kalasin, that's why we're now forced to mirror that Kusan deployment because our duty is to protect the Kalasin people, we're engaged in making sure that the terms of the surrender that lay out the path forward are met and once they are met then the coalition is under those terms withdrawing its forces, that's all public information that the Kusan Government has access to and I would also remind the Kusan Government that the Achkaerinese military conducts its operations to treaty provision. Coalition forces will not be in Kalasin a moment longer than the governing authority, which defers to whomever is elected in February, likes. If Kusan wants to see that withdrawal happen sooner rather than later then quite simply they need to stop giving the governing authority reasons to ask us to stay - mobilising military units, missile tests, and now an air force scramble following apparently a drone incursion, these are all part of provocative snowball surrounding this and it all amounts to reasons why we'd be possibly asked to stay. Dangerous rhetoric and dangerous actions will not see a resolution here and they certainly won't take our eyes off what our responsibilities are. If the Kusan government thinks that putting military forces on a border with a nation that has no substantive military of its own isn't a provocative or threatening act then they are welcome to consult any one of the many military commanders across Mundus who will tell them that it can be interpreted in that manner, we as the forces presently responsible for the territorial integrity of Kalasin must perceive it as a threat and act accordingly this is why Achkaerinese military units have been deployed to mirror the Kusan units positions. I suggest Kusan begin to deescalate this situation by standing down those units, remove the perception and let us do our jobs, because the sooner those jobs are done and the better the circumstances the sooner the coalition forces are not in country."

The island itself was small but it was what Astrid and Lisa liked to call their hideout, there was a treehouse, a campfire and a few other things scattered around. "So sleeping bags up in the treehouse and I'll start the fire?" Gemma asked tossing the sleeping bags at Asuna "Hey you got to work if you want to eat kid."

SENATE STARTS NEW YEAR WITH DEFENCE QUESTIONS

The Senate has reconvened following its break for the festive period, it had been scheduled to resume business with debates relating to committee appointments however events elsewhere on Mundus prompted the Leader of the Senate Chamber and the Senate Business Committee to adjust the schedule and bring forward questions to the Minister of Defence Adam Sheppard (pictured above). In a prolonged session the Minister answered questions across a variety of issues including the following:

Can the Minister update the Senate on the status of Achkaerinese forces stationed abroad?

"I thank the member for his question. Our forces remain stationed abroad in Phuebra, Kalasin and Vaguzia in accordance with our treaty obligations. We continue to ensure that the fledgling Phuebran military is trained to the highest standard, our counter terrorist operations based out of Vaguzia continue to see success and our forces in Kalasin continue to keep the peace there. We do retain the capability for further military deployment should it become required."

What is the Government's response to the testing of missiles by Kusan?

"The Government has taken note of the tests and will be monitoring further developments as and when they happen. I will inform the Senate that the Achkaerinese navy has in relation to the tests of the Harbinger 5 and 6 missiles reported multiple successful catch and claw operations, this level of success has been verified by the MDI. In addition Cerberus platforms positioned in Gowu also conducted successful operations in relation to this matter."

Does the Minister anticipate a swift set of prosecutions in relation to the Kalasin conflict?

"As the Senator knows we have members of the Rangsitpol regime, separatist military and terrorists in custody they will have their day in court. I will not comment beyond that so as to not prejudice any proceedings that may occur but to answer the Senators point I do hope that we see them brought to trial more expediently than the Andean Genocide prosecutions were."

What is the Ministers response to circumstances concerning Rokkenjima?

"The situation in Rokkenjima is being monitored, we are liaising with our allies and partners on the matter and hope to have a clearer understanding of the situation soon."

Doctor Donna Steele had to crack a smile at Marcus's words the two of them had been there ten years earlier in Avalon at the first meeting of the scholars and now here they were for the latest, it wasn't just Donna present for Achkaerin Melanie Bell was also there.

"It's hard to believe it's ten years since the first time did this." Donna said "When this organisation was created the criteria for admission of sites was also determined one of which is that the site must have significance beyond its own borders to quote the treaty 'sites which are of interest to more than one nation'. When I look at this application that aspect is wafer thin. I think our Daitojin colleague should explain how this site has significance in other nations, yes it's a war memorial, yes it commemorates a horrific act that is historical but then again by that argument one could say that the village of Halsteads in Seaforth is equally as deserving of this status. I don't think the presence of names alone does enough. So as I've said I'd like our Daitojin colleague to elaborate on how this site has significance in other nations."

Where had the time gone? That was the question running around inside Serenity's head, it didn't seem like a decade since she, King David and others had sat in a room in Northfort and crafted the very treaty that underpinned the CETO and yet it was ten years ago. The arrangements for this from the Achkaerinese perspective had been somewhat interesting, those familiar with Achkaerinese royals turning up at festivals knew well that they viewed such things as a family occasion in this instance it was no different Serenity was accompanied by her two daughters Astrid and Lisa as well as her girlfriend Euphy. Having been to a few of these sorts of things before it was calculated that such an event presented diplomatic opportunities which was why the elected head of the Achkaerinese Government Michael Williams, the Consul, was in attendance. Rounding out the Achkaerinese attendees were two people who'd potentially be quite busy at the festival Doctor Donna Steele, the first chair of the CETO, and Melanie Bell arguably Mundus's most noted Archaeologist and quite likely one of the youngest as well. Donna and Melanie would be participating more in the Scholars meeting that was scheduled.

Arriving on the roof of the hotel, Serenity blinked against the sun light for a moment, making a mental note to apologise to the Morelander's when she saw them for ruining their reputation for punctuality, and approached Aurora. "Veiled One." she said choosing the title rather than the name as she presumed that to be the appropriate etiquette for first contact so to speak "I thank you for the invitation and as the then girl who hosted the first of these festivals I thank you for hosting this festival, it's been far too long since the last one. May I introduce my family and the rest of Achkaerin's delegation." she went down the line introducing each person and then nodded to Michael who handed Serenity a leatherbound book.

"This is a gift to mark the occasion." Serenity said handing the book to Aurora "It's what you could call a factbook of obscure Mundus trivia, it was put together by Achkaerinese schoolchildren to mark ten years of the CETO, it's got information on different nations, recent history, some things that people may laugh about, things that are rarely known. I think there's a reference to King David's stag night and a beer bike in there and a Panda breeding program as well. I hope you like it."
