Regarding the Formation of a Provisional Government
The First Committee of Izhitska Ednota and the Parliament of Yach officially declare the Constitution of the Federation of Izhitsa null and void. In the coming year, Izhitska Ednota and the Yach Governate will be forming a provisional government, using their military forces to keep order in Izhitsa while a new Constitution is drafted.

FAQ:
1) Isn't this illegal?
Yes.
However, because of Izhitsa’s current situation, any effective government would be illegal. Under Article 10 of the former constitution, all legislation must be approved by a monarch of the Zhemislovtsy dynasty, inheriting by male-preference primogeniture. As the royal family was hunted down by the nationalists during the civil war, there are no living candidates for this position.
The only solution we have is to create a new constitution that reflects the challenges Izhitsa faces in the modern world.

2) Why not amend the old constitution?
Under Article 24 of the former constitution, a two-thirds vote in both the Shekhtichka Rada and the Lidova Rada, followed by approval from the reigning monarch, can amend the constitution. As the monarchy no longer exists, and the current members of both Radas were all murdered by the nationalists, this is a rather difficult thing to do!

3) What gives Yach and Izhitska Ednota the authority to form a provisional government?
In the early stages of the civil war, both Yach and Izhitska Ednota pledged their support for the legitimate government. As a result of the war, they already effectively govern Izhitsa and are thus the most capable hands for forming a government.

4) What will the provisional government be doing?
The primary goal of the provisional government will be to draft a new constitution and begin the reconstruction of Izhitsa and her place in the world. Funds are already being drawn for badly-needed road repairs in Ved, which will greatly alleviate economic difficulties in the area.
Also, in the coming weeks, the Izhitsan government will re-enter international treaties that it left under the nationalists, including the Commonwealth Treaty, the Mundus Convention of Human Rights, and the Fair Seas Concordat.

Regarding the Formation of a Temporary Constitutional Committee and a Foreign Office

In accordance with our declaration earlier this month, the provional government ratified a decision yesterday to create a temporary committee for the purpose of drafting a constitution. This committee, hereby referred to as the Dochasny Rada, will be composed of 100 delegates from each administrative zone of Izhitsa. The Dochasny Rada will convene in the Amphitheater of Hrabohrada palace.

The Dochasny Rada will be working towards a deadline of November 30th. On that date, the new Izhitsan constitution will be displayed for Izhitsa and the world to see. Should the constitution then be ratified by elected representatives from each of Izhitsa’s constituent regions, national elections will take place on January 8th, 2021.

In addition, Izhitska Ednota and the Yach Governate have created a unified foreign ministry, headed by one foreign minister from each of these organisations: Bartolomey Hatsek and Dushan Ondrevich. These two fine gentlemen will be working to re-integrate Izhitsa into the international community.

FAQ:
1) When will the members of the Dochasny Rada be chosen?
They will be chosen before the committee first convenes on February 10th.

2) Will the Dochasny Rada have legislative power?
No. Legislation at the national level will continue to be implemented through compromise between Izhitsa's administrative zones. This system has worked well so far, and it is important that the Dochasny Rada avoid any distraction due to minor political squabbles.

3) Will the Dochasny Rada have control over the Izhitsan Foreign Ministry or future unified Izhitsan government offices?
As the Dochasny Rada is, by definition, an ephemeral organisation, and Izhitsa’s current state of affairs is purely temporary, we do not anticipate needing to integrate them into a wider governmental process.

4) What will happen if the new constitution is not approved by all of Izhitsa’s constituent regions?
The Dochasny Rada will reconvene to recognise the complaints of the dissenting regions and propose a new solution within three weeks. This process will repeat as much as is necessary to ensure that Izhitsa is governed by rules that all are willing to abide by.

Regarding Recent Actions by Morelander Troops on the "SeaTowers" Offshore Platform

High Lord of Yach Antek Dzhavid gave this short message at a press conference outside the former king's palace in Hrabohrada, with Matvey Karamovo standing beside him.

First, let me congratulate Mr. Ironside on his engagement. Marriage is a happy and joyous occasion, one in which two families join their fates together, without intrigues or deception. This marriage is especially wonderful, as it joins not only two families, but two nations, uniting not just households, but peoples.
This is why it is with such a heavy heart that I find myself discussing this unfortunate subject today. For while East Moreland plans for this celebration of life, it also planned the slaughter of nine men by illegal and despicable methods. I speak, of course, of the actions taken on the SeaTowers offshore platform.
This week, the Borlanders released a security video from the platform to news agencies around the world, including our own Mbruk Inquirer and Kherhorod Truth. The journalists who received this footage were so disturbed by it that they sent it straight to the provisional government. They were right to do so. In this video, devices fly into SeaTowers, releasing gas. Some people collapse and die quickly. Others are thrown into fits of seizures, before they are executed by Morelander special forces. I need not remind this audience that both the execution of people who have effectively surrendered and the use of chemical weapons are war crimes. Both myself and Mr. Karamovo have witnessed such events before, and are appalled that a civilised nation could adopt such barbaric practices.
We do not know what weapons were used in the attack, but given the symptoms shown in the footage, we believe it could have been 3-quinuclidinyl benzilate, hydrogen cyanide, or even a nerve agent.
I do not defend the acts of the Borlanders over the years. I do not claim to know the ultimate goals of the nine people who died on SeaTowers. But, neither can the Morelanders. As stated by Mr. Ironside himself, there was no evidence of imminent danger from the platform. Even the capability of using the station in an ecological attack, their claimed concern, has not yet been confirmed, despite claims of a “forecasted” disaster from the Morelander military. Nothing justified this disproportionate use of illegal force. There was no reason for the Morelanders to perform such a contemptible stunt. This attack can only be explained by hatred.
We here in Izhitsa know that our condemnation alone is powerless to effect any change. This is why we call on the international community to immediately initiate a public, independent investigation into these actions. East Moreland, a nation which, given its wealth and power, could have been a paragon of virtue on Mundus, has chosen instead a path of iniquity. God help us all if they continue on this path. Thank you.

Regarding Recent Reports on the Izhitsan Food Supply and Offers of Aid from Izhitsa’s Neighbours

First, the provisional government of Izhitsa would like to acknowledge some facts:
Izhitsan food supplies have been impacted seriously by the civil war, causing considerable pain for the Izhitsan people. Despite rumours being spread by malicious agents, government workers and leaders are just as impacted by the shortage as the rest of Izhitsa. Claims espoused by some protestors, with lurid tales of hidden hoards of food, or of plots to control the population via high food prices, are untrue and harmful.

The provisional government is hereby taking the following measures to alleviate the food shortage:

Workers are being hired in both administrative regions to make unused agricultural space available for cultivation. Certain workers, such as mine clearers, can earn up to ₽4200 per week. This will also help Izhitsa shift from its war-time economy. In addition, the provisional government will in the coming weeks develop a monetary policy to restore the Izhitsan revna’s reputation on the global market. This will improve the viability of Izhitsan exports and make it feasible for Izhitsa to import food commercially.
The provisional government would also like to publicly acknowledge and accept offers of aid from Clysperis and Achkaerin, pending negotiation and a mutual understanding of how such food will be distributed. Particularly since Clysperis is itself recovering from war and has expressed considerable hostility to the provisional government, even outlawing the sale of goods of any kind to Izhitsans, Izhitsa recognises the considerable generosity of these actions and hopes to repay the favor when it is able.

A statement regarding the employment of nationalist fighters in the Izhitska Ednota administrative zone will be finalised in the next few days.

Official Statement by Izhitska Ednota on Voluntary POW Farm Camps

A spokesman for the party gave this address before the media in Hrabohrada.

While it is regrettable, it is a certain fact that Izhitska Ednota has found itself in the position of being less able to care for its citizens than a government has any right to be. Because of this, we have been forced to take actions which in any other time would appear drastic. We have decided to include nationalist POWs in our work programs until the time when they are properly processed through a legal system.
While most Izhitsans in the Izhitska Ednota Administrative Zone have been instructed to continue the same work they were doing prior to the end of the war, socialist organisation has dictated that some of these people, particularly the unemployed, be moved to more important fields of work, such as agriculture. This latter category is what has happened to certain of the nationalist POWs. They now work on collective farms, where they are surrounded by their comrades, and have above-average rations, as long as they contribute to society.
There are those who criticise this as involuntary servitude. This is clearly a result of being socialised in a capitalist system. In the Yachese Administrative Zone, he who does not work earns no money, and therefore does not eat. However, Izhitska Ednota provides its citizens with some amount of food whether they work or not. In which society does a person have more freedom to choose whether or not to work?
However, this is not the time to quibble over minor differences in belief. This is a time for action, and as administrators of Izhitsa, we are doing as much as we can to solve the food crisis before it gets out of control.

Regarding Events Unfolding in the Northern Ocean and Parbhani

The Provisional Government of Izhitsa, pending a further review of the situation, issues this brief statement in response to reports of an Achkaerinese vessel moving into the southern Northern Ocean to protect Achkaerinese troops aiding in minesweeping duties across the nation.

First, we would like to express our disappointment that our first knowledge of the situation came from the Achkaerinese correspondent to the Kherhorod Truth, rather than from the Achkaerinese government themselves. While we understand that the Northern Ocean situation is volatile, we are saddened that the Achkaerinese government chose not to consult or alert the Izhitsan government before taking unilateral action. While none of the Achkaerinese actions in this situation have been illegal, it seems outside the spirit of the Council on Izhitsan Aid to send a warship near Izhitsan waters without informing any of the parties involved in Izhitsa.

That said, we are likewise deeply troubled by the situation in Parbhani. While it has been many years since our nation's last contact with Parbhani, news that it is once again violently refusing to allow its neighbours any self-determination is concerning. We call upon the Maharajadhiraja to retract their punitive measures on the people of Topri and engage in real acts of peacemaking, rather than conquest. If the two warring nations require a neutral venue for international healing, Izhitsa would be proud to invite a delegation from each nation to a peace conference in Hrabohrada.

Regarding the Fleuroix call for Achkaerin to recall their ships from the vicinity of Izhitsan waters, we again urge caution and express our disappointment that no consultation was made with any part of the Izhitsan government. Despite this, we do respect the concern that the Fleuroix have for their own troops in Izhitsa, who have at great expense aided the Izhitsan people and provided an inspiration for our constitutional scholars. On behalf of and in concern for our other invited guests, we would like to request that the government of Achkaerin either, a) ensure that their ships are kept at least three (3) days out from strike distance of Izhitsan waters, or b) allow one (1) naval vessel from each of the allies represented in the Council on Izhitsan Aid, including Achkaerin to monitor the Parbhani situation from Izhitsan waters. In this way we hope we can ensure the safety of our invited guests and neutrality of our territory.

As we understand the situation better, our stances on many of these issues may change drastically. However, we hope that no matter how this ends, that international statements and gunboat diplomacy will be replaced with mutual understanding and active communication.

Regarding Foreign Election Observers in the Upcoming Izhitsan Constitutional Referendum

Noting the Fleuroix offer of election observers and applauding the spirit in which this offer was made, the Izhitsan Federal Assembly and Parliament of Yach formally invite election observers from all democratic nations to monitor the upcoming referendum. This offer includes any nation with strong democratic norms where the common people have the ability to choose their leaders and govern themselves. Special consideration may be given to those from nondemocratic countries who have nevertheless fought greatly for democratic rule at home or abroad. Those who wish to participate may apply for a visa through their government or directly through the Yachese Election Commission.
We hope to demonstrate to the world that Izhitsa has entered a new era of stability and popular rule.
