CMA Debate - Barnacle/Nurashima
« on: August 06, 2018, 10:52:27 PM »
A resolution to Finalize a roadmap to a lasting solution to the long running dispute over the chain of islands known as either Barnacle or Nurashima and to support the Humanitarian Crisis occuring there and elsewhere.

The Agency must act because What initially began as a humanitarian response following a natural disaster tsunami, which saw action taken by several nations has since become far more complex than was originally envisaged with outside events concerning the overall sovereignty of the islands (the subject of a dispute between Himeyama and Heyra) being trumpeted by Rokkenjima the result of the Rokkenjiman statement saw a response from Heyra and has directly affected circumstances on the islands leading to a hostage situation involving Lodjan troops and has generally unecessarily and recklessly increased the danger to personnel engaged in humanitarian work. It is also noted that in the last few hours an increase in Heyra's military presence on the islands has been observed with no explanation for this as yet forthcoming.

in this instance the Holy Empire of Achkaerin proposes to the CMA the following course of action

1 - That the CMA support the rights and freedoms of the inhabitants of the disputed territory of Barnacle/Nurashima in determining their own destiny. This to be effected by a referendum of the people of the islands (should a majority desire it) no later than six months from the end of the present humanitarian effort (this to be determined by the nations involved in the effort) and must include the option of the islands becoming an independent state should the islanders not wish to be under Heyran or Himeyaman sovereignty.

2- The CMA affirms that the result of any such referendum must be regarded as safe and that the agency will therefore offer to provide neutral personnel to carry out the referendum process. (for the purposes of this article neutral shall be defined as not having taken a position in support of either Heyran or Himeyaman sovereignty over the islands or have a vested interest in the result going a particular way)

3- In the absence of any information to the contrary from the Himeyaman Government the CMA agrees to reject the Heyran classification of deserters and regard the Himeyaman marines remaining on the islands as members of the Armed Forces present and assisting with the humanitarian relief effort. Nations with personnel on site are encouraged to attempt to establish communication with senior Himeyaman officers to coordinate efforts.

4 - The CMA shall request of the Heyran Government an explanation for the noticible build up in its military presence on the islands chain, noting that the build up occurs in areas that the status quo of the islands regards as Himeyaman including Tansei Airbase.

5 - The CMA shall contact the Himeyaman Government and ascertain what humanitarian aid is required on the Himeyaman mainland and make all efforts to provide this in coordination with JET if possible.

Resolution open for debate.

The Dartfordian delegate stood. "I'd like to thank my Achkaerinese colleague for raising this issue. Critically on the point of the referendum, we believe that the following conditions should be added: First, that the referendum is held by secret ballot, and second, that multiple referendums may be held on the same day and under the same terms. We wholeheartedly agree with the remainder of the proposal."

The Neu Uburzis Delegate shook his head:

"A Nation waltzes in and Land grabs Parts of another Nations Island, in the wake of a Natural Disaster, and now we are even discussing to hack down on Himeyamas sovereignty by allowing Heyra to try and chop of a piece of their Nation?"

The Delegate shook his head:

"Heyra's claim on the Island would be similar to see Ardia claim back Rokkejima. Or the Borlanders claim on Moreland. An outdated relic of the Past, yet the abuse Tragedy to change borders and basically occupy another nations airport. This is sickening and Despicable. I strongly Disagree with any Referendum to cut away another Nations Borders, especially since Heyra tries to push this in the wake of a Natural disaster and occupying more Parts of the island. This decision is only for Himeyama to make, and no one else. This is their Land, not ours to give away. Instead we should condemn Heyra for Abusing this tragedy to make a forced Landfall, even declaring foreign Troops deserters and other nonsense, not to Mention firing at other Aid efforts."
