President Seiko smiled slightly "Well what you speak of falls in the line of basic supply and demand. My government beleives in the principles of free trade. Josai being as small as it is has no choice but to uphold these principles. It's how our nation survives economically.East Morelandish producers and FDI can flow in so long as the treatment of Josain products is reciprocal. We'll let the market of each respective nations decide whether or not they will be able to compte on the same level on the basis of standard product sales. As for Visas I was going to defer to you for that. Would you offer the same renewal rate time frame for tourist, study and work visa's or would we have verying degrees. For example 30 days for tourist, 90 days for study and 180 days-maybe a year for work visas?"

Seiko chuckled lightly at King Lapu's banter. She obliged in kind "Well your majesty I would but I'm fresh out of gold star stickers." She said with light humor, she then assumed her more serious role and address with rest of the summit "Jokes aside though the King is correct. Josai's population is expanding, however our land is not. I mean yes there is still continued urban development and vertical expansion with high rise apartments can only go so far. What he ultimately want to do is purchase or at the very least lease some land or newly developed cities so Josains can use them in foreign territories. These will be known as Special Administrative Zones or (SAZ's)." She then deferred to her Urban Development Secretary Kenji Yosuke.

Kenji Yosuke then took over "Thank you Madame President. Ok so what this means is that of course while these SAZ's will be under Josain authority, we will of course allow access for the citizens of the giving nations to enter and work, study and live in the SAZ's as if they can in their own nations and if the land was under lease then we will allow for a 50-100 year lease of the land in which time, we will give the populace an opportunity for a referendum in which they can vote for either becoming fully fledged citizens of the Josain Republic and that these SAZ's become Josain territory, or maybe be re-intergrated back into the nations in which we leased the land from, or perhaps, maybe they can opt for interdependence and become their own nations.That being said however, we know that this offer isn't a one way street, so we can only assume that in exchange your nations would want us to give something in return."

The Secretary of Commerce and Industry politely took over from his colleague "Yes indeed. So I guess the question here is , before we initiate this plan, the frank question will be what can Josai provide in return?"  President Seiko replied "Yes now we'll leave the rest of the meeting up to the rest of you to open the floor on how we can come to an agreement."

Both President Kumoiya and State Secretary Uwi read over the draft carefully. The President was the first one to speak "Well Chairwoman, there is nothing in this draft that we disagree with. I have to say that it is refereshing that Josai has a nation that shares so much of it's values. Makes this meeting almost too easy compared to other meetings with nations from our side of the world in which we have to navigate. " she said as she politely smiled.

After the guests touched down at Haneda Airport the respective leaders and their security delegation were all escorted to the Josain Presidential Blue Manor.


There was a small delegation of Preisdent Seko Kumoya herself along with Commerce and Industry Secretary Gendo Shibata and Secretary of Housing and Urban Development Kenji Yosuke all waiting to great the delegates warmly.

President Seiko had mixed feelings about her surroundings. But she answered the Chairwoman's question plainly. "Josai, while a small nation needs more partners, otherwise we risk being irrelevant and relegated to just another client state of Rokkenjima, and while we don't have anything against Rokkenjima, Josai needs to spread its diplomatic and economic wings in order to survive and make it's own way into the world. Spreading our wings to be perfectly frank. Thus we came here today to ascertain what this Freedom of Trade policy entails. Is it some kind of FTA? Visa Free Access? Some kind of easing of border agreement? If there are no specifics in mind, that is fine. We can use this diplomatic visit to draft one up."

Your republic is the first country we have found that almost matches ours in terms of trade policy, foreign affairs and overall stance of democratic and republican principles. President Seiko greeted all the delegates involved and escorted them inside. It was a rather plain government building glass windows framed against ultramodern brutalist style architecture, however now was not the time to afford such levity she had a job to do as well as Secretary of State Keiko Uwi. They were all escorted into the central executive meeting room catered of course with all the coffee, tea,various fruit juices, biscuits and light food. No alcohol however, alchohol would come later when a resolution was made and to maintain a strict form of discipline and professionalism throughout the negotiations.


The President gave her opening statement. "Alright ladies and gentlemen we all know why we are here. My nation has the privilege of hosting this meeting on neutral ground that is our republic for one reason, to find a peaceful or a beneficial resolution to the ongoing NA crisis, with that I have been told that there are a few proposals that each one of your nations has offered has has expressed interest in. My State Secretary Madam Uwi tells me that the SANE and Rokkenjima parties have some deal in mind before the NA ciris can be resolved as well. So for the interest of all I will be monitoring this meeting, and going over the matters of state that would concern Josai within the context of this Crisis with her as well. THe President replied "The Wisteria Shrine you say? I think my son said something about that place. Can't quite remember, he came here a few years back at his first few years of undergraduate studies on vacation. I asked him how it was. He said it was one of the weirdest places he had ever been."She said as she chuckled lightly "No offense of course your majesty."She then turned back to Secretary Uwi and asked very deadpan and nonchalantly "By the way, is it normal that I can't exactly feel my face?"

Secretary of State Keiko Uwi merely sighed and gently took the joint from the President and said in the usual Josain deadpan manner "Yeah..I'll just be taking this." The President merely sighed then refocused her attention to Brilliant Speaker Junko. "Right, the Wisteria Shrine sounds lovely. We can go over the particualrs there. Fariff and non-tariff barriers, FDI access agreements, visa terms, everything." Secretary Uwi replied "Yes, but lets just push the breaks a little until we get tere and when you are a little less, well..Relaxed and more focused."

President Seiko replied "This treaty is good for a dip in the water. I would also like to discuss further dealings in terms of Quintella receiving some foreign direct investment in certain infrastructure projects as well, we will also be more than happy on that offer for buying land. In exchange we will reduce any trade barriers on goods being imported from Quintella, as you know your majesty, Josai has no real natural resources, thus we would like to pursue Quintella as an imports market as we do not wish to be too dependant on Rokkenjima for the importation of natural resources”

Preisdent Kumoya along with Secretary of State Keiko Uwi and Secretary of Commerce and Industry Gendo Shibata as well as  Defence Secretary Reisuke Furuta were waiting at the berth of which the Empress was docking. Along with 20 of the presidential personal guard all dressed on black. The refreshing mixture of sea salt blowing in the wind and and the overall hustle and bustle of the city can be heard far and wide as the city the never sleeps goes on with daily life. The press wern't present at the berth docks of Josai harbour but at the blue manor itself which will be given times to prepare and mingle amongst many media outlets from their respective media outlets. For now however both parties are meeting eachother quietly.

The officials talked amongst themselves for a bit. Secretary of State Keiko Uwi spoke “Why did she come via fairy?” The President replied “She’s an Empress of Rokkenjima, you know how they like to make grand entrances.” Gendo then chimed in “Couldn’t we just rent out a private terminal at Haneda Airport?” Secretary of Defence Reisuke Furuta responded “Yeah, but It’s actually cheaper for us this way.”

They then all walked up to the Empress President Seiko gave the well known signature bow “Welcome your Imperial Majesty to the Republic of Josai.”
