Patriarch of Ardiapur Resigns

The Patriarch of Ardiapur today tendered his resignation to the Crown Prince in a move that shocked the Royal Court. During a special audience with the Crown Prince the Patriarch informed the Crown Prince that he would be standing down from his position leading the Rhandic Church effective immediately, citing failing health as his reason. While the Patriarch did not specify the nature of his malady he is expected to retreat from Ardiapur to his private family residence in the country in order to undergo treatment and recovery in privacy and peace away from the stresses of the eternal city.

In an unexpected break with tradition the Patriarch has decided not to appoint a successor from among the current pool of Patriarchs, but rather to elevate the current Royal Chaplain Father Giorgy Crassus to the position. Explaining his reasoning the Patriarch said that throughout his years of close work with Father Crassus he has seen an almost preternatural humility, wisdom, and divine light in him - leading him to have the fullest confidence in his ability to ensure the continuing integrity of the Church in its salvific mission.

The Crown Prince accepted the Patriarch's resignation with sadness, stating that he was honoured to have been Beatified by him. The Patriarch's final official duty will be the annointing of Father Crassus, which will take place this coming Saturday.

Kadassa sat inspecting the two Ministers with a look that conveyed a disapproving suspicion that they had not been up to the task he had given them. The Ministers for their part were trying hard to convey an air of confidence that in itself betrayed their awareness of the precariousness of their position.

"So what your telling me is that you managed to achieve what? An agreement to pay them for their waste power and a commitment to split the shale gas fields we have spent years prospecting? No nuclear agreement, no commitment to joint economic project, no inroads for a regional bloc?" he screwed his face in anger and balled his hand into a fist which he brought down forcefully on the table with a bang "Are you completely incompetent? How could you agree to such a pathetic offering? Have you no pride? Have you no love for Lakhzovia, that you allow a measly country like Altona dictate to us as if they are the regional power? They have less than a quarter of our population, and of those most live in a single city. They should be prostrating at our feet, not dictating terms. To say I am disappointed is an understatement, this would never have happened when Cikniye was Foreign Minister." he said glaring at the two men.

"I know it was not the outcome we hoped for, but we honestly tried our hardest. The Altonan King is just deluded as to the real power he possesses." said Erdan

"Indeed. That tends to be a feature of Monarchs, but what did you do to dissuade him of these delusions? Cikniye would have cut him down in a moment." said Kadassa with a sigh "I thought you were up to this job, but now I am not so sure. I would have preferred friendly relations and the opportunity to unite the Cotf Peninsula as a strategic and economic force, but if the Altonan's have chosen the path of intransigence then what is left to us?"

"I don't follow sir?"

"Of course you don't, that merely proves my point... let me make this easy for you to grasp. Altona lacks sufficient respect for us, there is no basis for a relationship there. They seek to see us in the position of an inferior, they do not see us for the regional power we are, therefore there is no basis for an agreement. We will press for the maximum claim we can make over lake Kinoros and go ahead with shale gas exploitation as we see fit; they are hardly in a position to prevent us. The extra gas supply will allow us to boost our load following electrical generating capacity to cover demand while we bring online our own indigenous nuclear generating capacity."

"And what of their dam project?"

"Cause them as much of a headache as you can, I'm sure you can find some scientist somewhere that will claim the project will harm the Kinoros' ecosystem and use it to pressure them. I don't want any agreement with them until they learn their place."

Riots Break Out During B'rit Olam Festival

The old city of Khalin was beset with violence today as Lakhzov and Utman worshippers clashed at the western gate of Great Nakimah in what Khalin metropolitan Police have designated as a 'serious breach of the peace'.

The violence began when Utman Kerenists attempted to force their way through the western gate of the complex, clashing first with security personnel and then the Lakhzov worshippers within. The western gate, traditionally the entrance reserved for Utman worshippers, had been closed for the morning of the festival due to a combination of security threats, and a larger than expected influx of Emetist pilgrims. As a result the normal arrangement in which Kerenist were admitted to the compound for their ceremonies in the late morning was suspended leading to growing anger in the crowd gathered outside.

Matters came to a head when 'Medaber' Gaal Rutzan and his Tikkonist movement arrived among the crowd and began to agitate the assembly with his preaching, reportedly claiming making the claim that "Naqsim built the Nakimah with four gates in order that all the people of the world should be granted access" he then engaged in inflammatory rhetoric when he claimed that the Medaberit had "betrayed the intentions of Naqsim and in doing so had tainted the sanctity of the festival", he then addressed the security personnel guarding the gate demanding they allow the Kerenists entrance at which point the crowd surged forward.

Having breached the gate the angry mob attempted to force its way into the already crowded precinct threatening to create a crush. Some Emetist worshippers at first attempted to form a human barrier to protect others from the threat, leading to their being attacked by the rampaging Utman leading to a descent into widescale rioting with the Holy Precinct.

The Medaber of Khalin condemned the violence saying "For the Holiest site in Emetism to have been defiled in so heinous a manner on one of the Holiest days in the Emetist calendar is a stain on this country. It is clear that the governments policy of appeasing the Utman has only emboldened them to make ever more outrageous demands and engage in ever greater acts of desecration. Blame also falls on the government for allowing continued freedom to the Tikkonist cult. Gaal Rutzan and his heretical followers have, as we warned, moved from mere erroneous preaching to outright incitement to violence against the foundations of Lakhzov society. I implore the government to review their position regarding Rutzan and the Tikkonists before they bring more despair upon us."

Leaders of the Utman Shanata Party released a statement claiming that while they "reject all violence, it is important to recognise that the riots were caused by combination of existing tensions due to the scheduled demolition of the Utman Quarter around the Western Gate, and the new restrictions for the festival which broke with the long established status quo under which Kerenist worshippers were granted access to the site in the late morning to engage in festival worship according to their own tradition." they pointed out that "this status quo was enshrined in law by the government when it signed the Articles of Autonomy that created the Utman Autonomous Region which explictly promised to protect the rights of residence, religious worship, and access to religious sites for the Utman."

Minister of Interior Shimi Arlitz has promised that the her Ministry would review the events of today and take appropriate action to avoid any future incidents of this kind.

Erdan said with a smile on his face "Obviously we understand your reservations regarding nuclear sovereignty, and agree that it is less than desirable for a situation such as that involving Slava Lavosk from developing, though I will say that is has always been Lakhzovia's view that the situation was handled appallingly by certain established nuclear powers in a way that unacceptably magnified the risks involved rather than diffusing them. It is our belief that the crisis could have, and should have been handled in a far more diplomatic manner. It is our fear that the MAEA mechanism merely presents a replication of the same dangerous approach. That said I have no desire to press the matter further.

In regards to the dam programme, we will obviously have our own teams make a thorough assessment of the impact, if any, it would have on the Kinoros - though I am sure there should be no major objections.

Finally that leaves us with the subject of the shale gas fields, we will of course have to carry out a full geological survey ahead of any attempt to agree terms of a split, but here too we have no objections in principle to a working arrangement that sees both our nations benefit.

"That sounds agreeable to me, which leaves the matter of my return. I plan to make a public announcement to the press, preferably televised, declaring my intention to accept the offer of amnesty before I attend the Lakhzov Consulate. It is my feeling that publicity is protection in this situation; having the press witness me enter the Consulate should deter any attempts to make a move against me at that stage.

When it comes to the return to Lakhzovia I will make a point of not landing at Nakim International, but rather in Herzluriya which is my party's stronghold, I will arrange with them to ensure a warm reception from our supporters in the city - it's better optics than landing where the government would be able to control the narrative. After that we will begin the hard work of building a viable opposition to the regime."

BACKGROUND

The Kingdom of Rhand was originally an Ardian merchant colony on the Albion coast centred around the city of Ardiapur. Though never a formal possession of the Ardian Empire, it was considered to be a part of the wider 'Ardian World', and held the status of a tributary state.

The colony acted as a trade gateway to Albion for the Empire, with the colony filtering goods from the interior of the continent to Ardian trade ports. As trade opened up with the natives of the interior of the country the colony grew in power and wealth, leading to ever greater influence and control over the native population. Eventually the spread of Ardian language, culture, and religion led to the Ardianization of the local Rhandian population.

During a period of political crisis in the 17th Century the merchant republican system collapsed leading to the rise of a political strongman, who unified the country under his rule, and founded the Kingdom of Rhand.

Rhand today is ruled by an autocratic absolute monarchy where all government officials are members of the nobility. The established church is Rhandic Orthodoxy which plays a keenly political role in the life of the court.

The country is beset by corruption, and suffers from severe economic mismanagement with a largely agrarian economy based on tenanted peasant farmers. Famines are a common occurrence.

"Forgive me, my intention was not to suggest creating another power bloc to distort the market. Rather what we seek is less of a formalised organisation, but rather something looser, a group of nations that make a declaration of 'cooperative nuclear sovereignty' it is our desire to protect the freedom of nations when it comes to their nuclear programmes, and do not believe that membership of a body should dictate your freedom to access the market. Our fear is that so long as the MAEA is able to present itself as the only option more and more weak nations will feel they have no choice but to join it. Our hope is that a group of nations uniting behind a set of principles on the freedom of the nuclear market would help serve as a counterweight to and help ensure that the market remains open.

Now that aside, your plans for the hydroelectric works on a tributary of Lake Kinoros, we would not object to this in principle, however we would be concerned about any potential impact on the environment of the lake itself. The regions border the Kinoros are some of the more impoverished in our country, and many there rely on the lake for their livelihood, we could not agree to a project that would threaten this... however, we do have some interest in exploiting some shale gas deposits which lie beneath the lake and near our respective borders. This would provide a significant boost to the development of this region of our country, and perhaps could be seen to mitigate any negative impact from your own project?

And on the topic of wider development, it is our desire to mutually strengthen our border regions. As I am sure you are aware our side of the border has been through turbulent times lately, and I know there are likely still concerns with such instability on your border. We feel it would be in the best interest of both our countries if we were to cooperate in providing improved infrastructural connections between our countries, upgrading railways and road connections between us."

Nal picked up the jug of cream and added a liberal amount to the tea, followed by an excessive amount of sugar and the contents of a small sache he seemed to manifest from an inner pocket of his suit. "Cardamom powder" he said by way of explanation, as he caught the look on the faces of some of the others gathered "I am a bit of a stickler for tea in the Lakhzov manner."

Erdan diplomatically added a slice of lemon to his own tea in mimicry of the King, hoping to ameliorate the rudeness of his fellow Minister. He took a small sip before returning the cup to the table while listening to the King's introduction.

"We thank you for the opportunity to meet with you, President Kadassa sends his apologies, he would normally meet a fellow Head of State in person, unfortunately there are rather pressing domestic matters that have demanded his attention, he hopes to have the opportunity to rectify this soon though.

In terms of your offer, it is true that Lakhzovia's energy transition will be greatly eased if we were able to import excess power from Altona. It is our longstanding policy, and ultimate aim, to maintain energy independence, however that does not preclude working with others on the road there. Doubtless you are aware that we have a number of nuclear power plants under construction as a part of our energy modernisation programme - however we are not likely to have quite the capacity required for at least 5 years which will leave us with a 3 year energy gap.

We are aware also of your recent nuclear dealings with Lijiang and feel that there is great potential for a wider cooperation in the fields of nuclear technology. Now as you may or may not be aware, Lakhzovia is not a signatory to the MAEA, it is felt by our government that the organisation intrudes too much into areas we believe should be sovereign; frankly we feel that the organisation is yet another way for certain world powers to hold power over emerging nations. It is for this reason we are tentatively considering the possibility of some alternative form of organisation aimed at promoting peaceful nuclear cooperation between nations outside of the draconian framework of the MAEA. I would be interested to hear your thoughts on such a proposal - of course whatever your opinion it will not affect the outcomes of today's discussions."

Khalin Prepares for Influx of Pilgrims for B'rit Olam Festival

Khalin City has began preparations ahead of the B'rit Olam Festival with officials expecting a dramatic rise in pilgrim numbers this year following reports that hotels and hostels have been fully booked up for over a month. With the city government and the Medaberit setting up additional temporary campsites on the outskirts of the city to accommodate the pilgrims who are expected to double the population of the city over the period of the festival.

The increase in numbers is believed to result from the abolition of the domestic travel permit system, improvements in the security situation, and an increase in disposable income from the improving economy. The influx of pilgrims is expected to provide a significant boost to Khalin's economy, with local businessmen keen for a return to the pre-conflict days where pilgrim money made Khalin one of the wealthiest cities in Lakhzovia.

The government has established welcome centres, closed off roads surround the Nakimah, and begun installing crowd control and traffic flow measures to ensure the safety of all participants. The Medaber of Khalin has added his voice to those of the city requesting that all visitors to the city for festival cooperate with the authorities to ensure the safety of all attendees.







Lakhzovia Prepares for B'rit Olam

Lakhzovia is abuzz with activity as Emetist citizens prepare for the upcoming holiday of B'rit Olam (‘Covenant of Creation’). The festival marks the day of creation by God, kicking off the beginning of the Emetist year and the festival cycle. It is typically celebrated with large festive meals, gifts to the poor, the feeding of wild animals and the lighting of bonfires. Other customs include the ritual sowing of the first seeds of the new growing season and the buying of new clothes.

The festival falls in the autumn around the time of the harvest in line with the belief that God created a fruitful world bursting with life. The theme of the festival focuses heavily on the ideas of the enjoyment of plenty and the birth of the new.

While the festival is traditionally held in the home and local community, there is a sizable group among the very religious who mark the occasion through a renewal of religious commitment by making the pilgrimage to the Great Nakimah in Khalin. This year record numbers are expected to make the journey to the holy city to observe the festival.

A variant of the festival is also observed by Lakhzovia's Kerenist citizens who view it as a celebration of the first hunt/feast. The traditional observance involves a ritual sacrifice of animals followed by a feast prepared from the carcass. This practice was banned under Lakhzovia's animal rights law which prohibits the slaughter and consumption of animals. Though this has now been relaxed within the Autonomous Utman Regions, the practice remains illegal outside the borders of the autonomies.

Nal and Erdan had arrived together in the Altonan capital by plane. Despite the proximity of the countries it was recognised that the poor infrastructure in the borderlands between Lakhzovia's Transmecuria province and Altona meant that a journey overland would have be slow and uncomfortable - a situation that hopefully would change in the future depending on the outcome of the talks.

Scenes of Altona's capital fled by the windows of the car as it wound its way towards the Kaiserplaza where the meeting had been set for. The two men were busy reviewing their briefings and discussing the finer points to be raised in the negotiations.

"Two minutes gentlemen" came an announcement from the driver. They reluctantly dragged themselves away from their work and began packing their files away, completing the task just as the car pulled up in the plaza. They exited the car to the usual mix of press and curious bystanders that gather at such events, and were ushered towards their meeting.

I must say, I am honoured to meet with you, when I requested a meeting with a government representative I did not in my wildest dreams expect that I would be given the ear of the Consul." Argan smiled warmly "Now as to why I requested a meeting. As I am sure you have probably been briefed, Kadassa has seen fit to issue an amnesty, one that mentions me by name no less. Now as much as I am the optimist, the fact the other person mentioned by name is Racip Uttaman, the infamous terrorist bogeyman of Lakhzov imagining, leads me to worry that this offer is less than genuine and that should I accept I would find myself promptly in a jail cell.

However, an opportunity such as this does not present itself everyday. Now whether genuine or not, it has been made publicly,  and I find myself tempted to accept it. That said, given my earlier worries I would feel more secure if the regime were subjected to the severest of international scrutiny if I were to return. Kadassa may have sought to bait us into a trap, however if placed under the gaze and pressure of the international community, especially that of fellow members of the CSU, he will likely be forced to honour the terms of the amnesty.

In such a situation I would seek to return to politics at the head of the Democratic Alliance. The regime has recently being trying to portray itself as a humanitarian, reformist, democratising force; a ruse clearly designed to attract investment and ingratiate itself with the international community. It is my intention to use the regimes grandstanding on reform to push for genuine democratic reform, and exert maximum pressure on the Kadassa regime in order to dislodge it from power.

I don't seek to put Achkaerin in a difficult position, I know that you are ostensibly friends with Kadassa's Lakhzovia, however I also know that you are a nation that values freedom, democracy and justice. I know how friendship with the Kadassa regime must cut across the grain, yet you do so out of the recognition of Lakhzovia's true potential under the right leadership. Well my friends, I am that right leadership. I am therefore asking you for whatever help and support you are able to give me."

Narantz - Lakhzovia's First Nuclear Power Plant - Begins Generating

Lakhzovia has taken a significant step forward as the Narantz nuclear power plant came online and began generating electricity for the first time. The culmination of years of work the Natanz plant is the first of five "Or Ha'Atom" plants to come online in the Lakhzov expansion into nuclear technology.

The indigenously built plants utilise a type of Magnox reactor designed to make use of natural uranium as a fuel, this has allowed Lakhzovia to utilise its own uranium deposits for fuel, without the additional processing and enrichment infrastructure required by light or heavy water reactors. As a result the nation has been able to sidestep the significant additional cost and rapidly expand its power production capacity without requiring costly outside assistance, or fuel imports.

A fuel reprocessing plant is also under construction and is slated to come online early next year, which with further expand Lakhzovia's nuclear potential and opens the opportunity for the growth of Lakhzovia as a exporter of reprocessed nuclear materials, and may serve as a boost to private nuclear enterprises such as those specialising in nuclear medicine, imaging etc. However, in order for Lakhzovia to achieve optimal benefit from the opportunities presented it will likely need to join the MAEA - an organisation that the Kadassa government has so far resisted joining, citing the importance of 'energy sovereignty and independence' to the future of Lakhzovia.

Aside from the potential trade benefits, the simple increase in cheap energy generating capacity will likely provide a stimulus to the wider Lakhzov economy, with Ministry officials claiming that the average Lakhzov energy bill could be cut by almost 20% over the next couple of years; such a saving would benefit businesses and regular citizens alike.

Argan Tsagari sat in the lobby of the government building where his handler had told him the meeting with the Achkaerinese officials had been arranged.

He had requested the meeting following the news that the Kadassa regime had issued a general amnesty, one in which he had been mentioned by name, and which, if genuine, offered the tantalising prospect of a return to his homeland and the life he had left behind when he had been forced to flee under charges of incitement.

As he waited his mind raced over the events that had led him here: the election he had come so close to winning, the post-election crisis as Kadassa's regime first refused to publish the results, then launched a bloody crackdown to secure his illegitimate hold on power. As the crisis spiralled out of control and the Utman began their uprising it had become apparent that his situation was precarious, it was then that he had fled to Achkaerin for asylum, which was promptly granted.

He had spent the years since then keeping his head down. At times he had been tempted to try to influence events from afar, however his Achkaerinese handler had advised against drawing any attention to himself, especially after the near fatal poisoning of another Lakhzov refugee in an act that was believed to have been the work of a Lakhzov agent.

But now with the amnesty there was a ray of hope, despite his concerns that the offer may prove to be a regime trap. General Amnesty Announced

The Government of Lakhzovia wishes to announce a general amnesty to be extended to those Lakhzov citizens currently residing abroad due to their participation in the events immediately prior to, and during the civil war.

The state guarantees that there will be no legal action taken against political leaders, or public figures who have previously been listed as 'wanted' for their involvement in the incitement leading up to the outbreak of the conflict. This includes both former leader of the Utman Liberation Organisation Racip Uttaman and former Democratic Alliance Leader Argan Tsagarai.

The government encourages all those eligible for the amnesty to contact a Lakhzov consulate in order to arrange their Amnesty Papers and repatriation to the Lakhzov Republic.

Khalin City Announces Slum Clearances

Khalin City Council has revealed the first phase of its slum clearance programme as mandated under the recently passed Slum Clearance Act. The first phase seeks to improve condition within the historic old city of Khalin, where decades of neglect have led to dangerous, unsanitary conditions. One particular neighbourhood abutting the west gate of the Nakima shrine has been has been scheduled for complete demolition with plans for a public park to be built in its place. The drastic decision was reached after a citywide consultation determined that the neighbourhood in question was widely viewed as a dangerous crime riddled no-go area.

The Office of the Medaber of Khalin has long complained of the proximity of the neighbourhood to the Nakima - Emetism's holiest shrine - and is believed to have played a key role in the decision to have the area cleared as a priority.

A city official said "The decision to clear the streets surrounding the west gate was judged to be a high priority for the revitalisation of the historic old city. The proximity to Lakhzovia's holiest, and most frequented shrine means that this is prime real estate. The creation of an expansive area of parkland, suitable for public events, will dramatically improve the local conditions, increase tourist draw, and will ultimately be more conducive to the atmosphere of peace and tranquillity one would expect to find in such a holy location.

Preamble

The Lakhzov Republic was founded in recognition, and realization of the inalienable rights of the Lakhzov people to self-determination in the ancestral lands of our people, in which our culture first formed in deep antiquity, the land which contains our sacred places, and to which we are tied by bonds of blood, history, and religion.

While the right to national sovereignty belongs exclusively to the Lakhzov people, the long standing history of cooperation and brotherhood between the Lakhzov and other peoples living within our lands shall be preserved to ensure a prosperous future for all who dwell here in friendship.


Article I - Character of the State

1. The Republic of Lakhzovia, also known as the Lakhzov Republic, is organised as a Federal Presidential Republic

2. The Official Language is Lakhzov, all government business is to be carried out in the Lakhzov language

3. The State Religion is Emetism

4. National Holidays shall be instituted observing Emetist festivals and any secular events of importance to the Lakhzov Nation

National Symbols

5. The flag of the Republic shall be green with a Lakhzov Mandala upon it in white

6. The State Emblem shall be a green shield containing the Star of Emet, olive branches, and the name of the Republic

Article II - Executive

1. President

a. The President shall be elected by a simple majority in a direct election

b. The President shall appoint all Ministerial positions

c. The President may appoint members of the Presidential Advisory Group, members may be drawn from any source

d. The President may issue Decrees which carry the status of legislation, these may be overridden or altered by subsequent legislation from the National Assembly subject to the approval a simple majority in the Supreme Court

e. The President has the power to Veto legislation from the National Assembly

f. The President may nominate individuals for the position of Chief of the Lakhzov Defence Forces, Supreme Court Judge, and Diplomatic Offices

g. The President may pardon individuals for crimes committed, with the exception of treason where a Pardon is only possible with the approval of the Supreme Court


Article III - Legislature

1. National Assembly

a. The National Assembly is responsible for developing Federal Legislation

b. The National Assembly appoints the Speaker of the Assembly

c. Members of the Assembly shall be elected by a simple majority on a constituency basis, each State of the Federation shall consist of 15 constituencies, the boundaries of which are to be determined by the Lakhzov Electoral Commission

d. An additional 5 seats are reserved for members of the Mulangana Tribal Autonomous Region representatives

2. State Assembly

a. The State Assemblies are responsible for passing Local Legislation

b. Local Legislation passed cannot conflict with Federal Legislation

c. The State Assemblies are responsible for selecting the State Governor

3. State Governor

a. State Governors are responsible for implementing all Federal and Local legislation in a given state, the maintenance of order, and ensuring effective day to day administration

Article IV - Judiciary

1. Supreme Court

a. The Supreme Court is made up of five Judges with lifetime terms

b. The Supreme Court is responsible for:

c. Ensuring that legislation is not in conflict with the Constitution

d. Resolving disputes in interpretation of legislation

e. Resolving conflicts between different legislation

f. Selecting new Judges when a seat becomes vacant

g. Acting as final Court of Appeal

2. Second Tier Courts

a. Second Tier Courts are responsible for Judgements on Criminal cases where the severity of the crime would result in a custodial sentence

3. Third Tier Courts

The Third Tier Courts are responsible for:

a. Judgements on Criminal cases where the severity of the crime would result in a fine, community service or other minor sanction
b. All civil cases

4. Specialist Courts

a. Specialist Courts may be constituted for carrying out specific functions where necessary

5. Appeals

a. The judgement of a lower tier court may be referred to the tier above on appeal

b. The Supreme Court is the final Court of Appeal, it’s judgement is inviolable


Article V - Autonomous Territorial Units

1. Autonomous Territories may be designated with the approval of the National Assembly, President, and Supreme Court in concert

2. Autonomous Territories will be bound by the Articles of Autonomy specific to each territory

3. An Autonomous Territory may be abolished if found in violation of the Articles of Autonomy by the National Assembly, President, and Supreme Court in concert

4. Tribal Autonomous Regions

a. The status of the Mulangana Tribal Autonomous Regions may not be altered


Article VI - State of Emergency

1. In the event of a grave threat to national security or Lakhzov sovereignty the President may declare a State of Emergency

2. During the State of Emergency the President may suspend, with appropriate justification, articles of the Constitution for only so long as is necessary to avert the national threat

3. A State of Emergency may be ended by:

a. Presidential Decree

b. Legislation from the National Assembly with the approval of the Supreme Court


Article VII - Constitutional Amendments

1. This Constitution may be amended by a two thirds majority of the National Assembly, with the approval of a simple majority of the Supreme Court

ARTICLE I
AIM OF THE AGREEMENT

The aim of this agreement is to bring about the cessation of historical hostilities between the Utman and Lakhzov peoples in order that both may continue to live within the territory of the Lakhzov Republic according to their respective customs, religion, and laws. This agreement will be considered a final resolution of the Utman-Lakhzov Conflict and the closure of all further claims and ambitions.

ARTICLE II
FRAMEWORK FOR THE EXTENSION OF AUTONOMY

The agreed framework for the extension of autonomy to the Utman community in the designated Utman Autonomous Region (UAR) is set forth in this Declaration of Principles.

ARTICLE III
ELECTIONS

1. In order that the Utman people in the UAR may govern themselves according to democratic principles, direct, free and general political elections will be held for the Utman Authority under agreed supervision and international observation, while the Utman police will ensure public order.

2. As a transitional provision the first sitting of the Utman Authority shall comprise of those Utman Shanata Party representatives of the territories that comprise the UAR currently elected to sit in the Lakhzov National Assembly.

3. Subsequent elections will be held in concurrence with the Lakhzov General Elections.

4. The internal division of electoral districts within the UAR will be the responsibility of the Utman Authority Electoral Commission.

ARTICLE IV
JURISDICTION

1. Jurisdiction of the Utman Authority will extend over the area assigned as the Utman Autonomous Region defined as:

The western most area of the Transmecuria Province, from the North-Western International Border extending to the Shar Valley of the Har HaShidrin Mountain Range; The Western International Border to the Chluz River, and from the South-Western International Border to the estuary of the Chluz River into lake Kinoros.

2. No Jurisdiction is granted over the Ceouz Utman Autonomous Region.

3. The UAR is not entitled to form, or attempt to form political unions with the Ceouz Utman Autonomous Region, or attempt to encourage other Utman majority areas to seek autonomy or unification with the UAR as an exclave.

ARTICLE V
TRANSFER OF POWERS AND RESPONSIBILITIES

1. Upon the entry into force of this Declaration of Principles a transfer of authority from the Lakhzov Civil Administration to the authorised Utman for this task, as detailed herein, will commence.

2. Immediately after the entry into force of this Declaration of Principles authority will be transferred to the Utman Authority in the following spheres: education and culture, health, social welfare, direct taxation, local development planning, and tourism. The Utman side will commence in building the Utman police force, as agreed upon.

ARTICLE VI
PUBLIC ORDER, SECURITY, AND BORDER CONTROLS

1. In order to guarantee public order and internal security for the Utman of the UAR, the Utman Authority will establish a strong police force, while Lakhzovia will continue to carry the responsibility for defending against external threats, as well as the responsibility for overall security of ethnic Lakhzov for the purpose of safeguarding their internal security and public order.

2. The UAR may not establish or raise any military or paramilitary organisation for the purposes of territorial defence. Territorial defence shall reside solely with the Lakhzov Defence Forces.

3. The UAR may maintain a customs service and man customs checkpoints as appropriate. However, the external border and its crossings will remain under the control of the Lakhzov Border Police and other related agencies

ARTICLE VII
LAW AND LEGISLATION

1. The Utman Authority will be empowered to legislate, in accordance with the scope of this agreement, within all authorities transferred to it.

2. The Utman Authority is not empowered to draft, pass, or implement legislation which is in violation of the Constitution of the Lakhzov Republic, or which violate or abrogate any national criminal law except where exceptions are explicitly granted.

3. The Utman Authority will establish Magistrates Courts to enforce local civil law.

4. Utman Civil laws will not apply to members of the Lakhzov Ethnic group that remain resident in the Utman Autonomous Region, except for in cases of public decency where the provisions do not impede on Lakhzov cultural or religious expression.

5. All Criminal Cases will be referred to the nearest Lakhzov Magistrate Court.

ARTICLE VIII
INTERNATIONAL AFFAIRS, TRADE, AND DIPLOMACY

1. The Utman Authority is not empowered to set a Foreign Policy separate from that of the Lakhzov Republic, nor is it permitted to maintain or operate a Foreign Ministry, Department or any other such office.

2. The Utman Authority may not receive foreign delegations except in coordination with the Ministry of Foreign Affairs, nor is it permitted to send Utman delegations to foreign countries, territories or organisations, nor is it permitted to make petitions or presentations to such.

3. The Utman Authority is not empowered to enter into international treaties or agreements of any kind.

4. International Trade will only be permitted with nations that the Lakhzov Republic have full relations and trade agreements with.

ARTICLE IX
RESOLUTION OF DISPUTES

1. Disputes arising out of the application or interpretation of this Declaration of Principles. or any subsequent agreements shall be resolved by negotiations through the Joint Liaison Committee to be established with an equal membership of Lakhzov and Utman participants.

2. Disputes which cannot be settled by negotiations may be resolved by a mechanism of conciliation to be agreed upon by the parties.

ARTICLE X
UTMAN-LAKHZOV COOPERATION CONCERNING REGIONAL PROGRAMS

Both parties view the multilateral working groups as an appropriate instrument for promoting regional development programmes that impact both territories or would otherwise be impossible without cooperation.

ARTICLE XI
RELIGIOUS FREEDOM, PROTECTION AND RIGHT OF ACCESS TO RELIGIOUS AND CULTURAL SITES, AND THE STATUS OF KHALIN

1. The freedom of worship for Lakhzov Emetists within the UAR will be respected and actively protected by the Utman Authority.

2. The Utman Authority will undertake to protect and preserve the physical integrity, and the right of access to Lakhzov cultural and religious sites within the UAR.

3. The city of Khalin, its communities, shrines, and landmarks will remain fully under the administration of the Lakhzov Government subject to the appropriate administrative devolution as laid down by the Constitution and other relevant laws.

4. The Lakhzov Government will facilitate access for the Utman to the city to allow for Kerenist worship in accordance with the existing status quo.

ARTICLE XII
STATUS AND REPATRIATION OF UTMAN REFUGEES

1. Those Utman who have been displaced overseas by the Utman-Lakhzov Conflict shall be repatriated to the UAR.

2. Those Utman who have been internally displaced due to the Conflict have the right to voluntarily move to the UAR or remain in situ, they may not be forced or coerced by the either the Lakhzov or Utman Authorities into relocation to the UAR.

3. Voluntary relocation to the UAR will not be considered grounds for forfeiture of other rights, and those relocating may continue to pursue property claims through the Court of Disputations. Those who have their claims confirmed by the Court of Disputations are entitled to relocate to their former homes or receive appropriate compensation for their land.


MISCELLANEOUS PROVISIONS

1. This Declaration of Principles will enter into force one month after its signing.

The Republic of Lakhzovia was founded in 1986 following the collapse of the United Peoples' Republic (UPR), a socialist regime dominated by a political elite drawn from the Utman minority group. Emetism

Overview

Emetism (originally from the Lakhzov: emeyt "truth") is the religion of the Lakhzov and Axicz peoples. It is an ancient, monotheistic religion with the Takhmud as its foundational text. It encompasses the religion, philosophy, and culture of the Lakhzov people. Emetism is considered by religious Emetists to be the expression of the special relationship that God established with the Lakhzov people.

Within Emetism there are a variety of movements, most of which emerged from Medaberic Emetism, which holds that God revealed his laws and commandments to the prophet Naqim in the form of both the Written and Oral Takhmud. Historically, this assertion was challenged by various groups such as Axicz Emetists and Kerenists.

Today, the largest Emetist religious movements are Orthodox Lakhzov Emetism, Axicz Emetism and Reform Emetism with Kerenism being considered a separate, heretical, religion. Major sources of difference between these groups are their approaches to Emetist law, the authority of the Medaberic tradition, and the place of non-Emetist communities in Lakhzovia. Orthodox Lakhzov & Axicz Emetism maintains that the Takhmud and Emetist law are divine in origin, eternal and unalterable, and that they should be strictly followed. Reform Emetism is more liberal, with a typical Reform position being that Emetist law should be viewed as a set of general guidelines rather than as a set of restrictions and obligations whose observance is required of all Emetists. Historically, special courts enforced Emetist law; today, these courts still exist but the practice of Emetism is mostly voluntary. Authority on theological and legal matters is not vested in any one person or organization, but in the sacred texts and the Medaberim and scholars who interpret them.

History, Theology and Festivals

History

The history of Emetism spans more than 2000 years. Emetism has its roots as an organized religion in the Lakhzov region during the post-city state era. Emetism is considered one of the oldest monotheistic religions and was founded by the prophet Naqim in approximately 330BCE after which it quickly grew in influence culminating in the formation of the Lakhzov Amphictyonic League. Despite the short lived league disintegrating a century later Emetism had become firmly rooted as the supreme religious tradition in the region.

Following the disintegration of the amphictyony a movement of scholars, teachers and interpreters of Emetist law began to assume greater religious authority leading to the establishment of Medaberic Emetism. The formation of Medaberic authority led to an increasing standardisation of religious doctrine which resulted in increasing tensions between the Medaberim and more esoteric streams of the religion. This tension culminated in the Kerenist Schism of 221CE.

Kerenism was subsequently adopted as the state religion of the Utman Empire which came to dominate the region, resulting in a period of sustained persecution of Medaberic institutions and the dispersal of many prominent Medbaric dynasties to the newly formed Lakhzov diasporic communities that sought to escape persecution by settling in more tolerant lands.

Emetists today form two separate ethnoreligious groups, the Lakhzov and the Axicz. Membership of these groups include those born Emetist, in addition to converts to the religion though the latter category remains small. In 2018, the world Emetist population was estimated at about 38 million, about 94% of all Emetists reside in Lakhzovia with the remaining 6% spread out in communities located in various countries across Mundus.

Theology

Monotheism


Emetism affirms monotheism, the belief in one God. The basic tenets, drawn from ancient sources like the Takhmud as well as later sages, include the attributes of God as one and indivisible, preceding all creation which he alone brought into being, eternal, omniscient, omnipotent, absolutely incorporeal, and beyond human reason.

Revelation

The defining doctrine of Emetism is the belief that the Law, both Written and Oral, was revealed by God to Naqim, and that the Law was transmitted faithfully from him in an unbroken chain ever since. One of the foundational texts of Medaberic tradition is the list opening the Ethics of the Fathers, enumerating the sages who received and passed on the Takhmud, from Naqim through Sachim Ben Natal, the Elders and latter Prophets, and then onward until Kamsin the Elder.

The basic philosophy of Emetism is that the body of revelation is total and complete; its interpretation under new circumstances, required of scholars in every generation, is conceived as an act of inferring and elaborating based on already prescribed methods, not of innovation or addition.

Particularism vs Universalism

Emetism is viewed as being a body of law and practices intended solely for the Lakhzov and Axicz peoples. However the teachings of the religion are seen as containing a message regarding the nature of reality, principles of ethical conduct and the destiny of all mankind which is considered to be a universal one.

This contradiction is most often resolved through the explanation that Emetists through their dedicated practice of the religion act to reveal the hand of God in the world, and as a beacon of righteous conduct to the non-Emetist world.

Despite this conceptual division between the historical roles of Emetists and non-Emetists most modern branches of the religion accept sincere converts.

Festivals

B'rit Olam


“And so it was that in Emet the world was made to be, and with creation was made a covenant of truth as testimony that all that exists should turn in thanks for their blessings.” Takhmud, Olamim 2:1

‘Covenant of Creation’ marks the day of creation by God, this festival marks the start of the Emetist year and the festival cycle. It is typically celebrated with large festive meals, gifts to the poor, the feeding of wild animals and the lighting of bonfires. Other customs include the ritual sowing of the first seeds of the new growing season and the buying of new clothes.

The festival falls in the autumn around the time of the harvest in line with the belief that God created a fruitful world bursting with life. The theme of the festival focuses heavily on the ideas of the enjoyment of plenty and the birth of the new. As such children born on this festival are considered a particular blessing and it is said that on B’rit Olam not a single stomach in all of Lakhzovia remains empty.

Natan Or

“When man was young and had never yet seen the long night, dusk seized upon his heart with terror. Seeing man’s trembling Emet spoke saying ‘Fear not the darkness that closes in, for it too shall pass and never overtake you. Behold I have put my lamps in the heavens so that when you look into the void you shall know that I am with you.” Takhmud, Olamim 10:3

‘Giving of Light’ is a 7 day festival held in the winter during which people decorate their homes and environment with lights. Traditionally lamps are lit with the number of lamps increasing each night to represent the desire that the light of Emet be reflected on Mundus as it is in the heavens and that the light be increased until night is banished for good.

Many classic Medaberic commentaries suggest that the darkness referred to in the Takhmud is in fact a metaphor for death; From this draw the belief in the immortality of the soul as well as the idea that in the end of days death will be abolished. As a result it is common for people to visit and tend the graves of loved ones where they will light lamps and read Olamim 10:3 to comfort the soul of the dead that they will be restored.

Natan Emet

“I selected Naqim from among all the peoples to bring to you the knowledge of my nature, laws and statutes in order that you may be corrected. This truth I give to you so that you may walk straight and upright, counted righteous among the nations. Do not be bowed down with the ways of the wicked nations that surround you, for this [Takhmud] is a well of life, a spring of sweet water; drink deep of it lest you succumb to death.” Takhmud Naqim 5:1 ‘Giving of Truth’ is the festival that marks beginning of the transmission of the Takhmud through the Prophet Naqim. On this day people gather to hear the reading of the scroll of Naqim in full following which people dance in jubilation around Takhmud which is placed on a symbolic throne and adorned with a crown, silks and jewellery.

Sweets are commonly given out to children and a festive meal followed by sweet delicacies and honey sweetened tea are enjoyed as symbols of the sweetness of truth.

Many devout believers will travel on pilgrimage to Khalin where the Takhmud was first revealed to Naqim in order to participate in festivities there.

Hi'Ason

“There will come a day when my statutes have fallen from the minds of men, when my laws are seen as a burden and every man turns his heart towards the wickedness of his hand. On that day I will no longer encircle you and your walls will be as dust. I will hand the good land I have given you over to another people who do not know me, they shall take your vineyard and field, your house and stable and make you a despicable sight to the nations. On that day there shall come a great lament from the throats of the people, who will have no shelter, nor food nor rest from one day to the next.” Takhmud Ra’ot 1:1

‘The Disaster’ is a peculiar festival in that while it is considered to have been divinely ordained, it was not until the events of the Utman imperial conquests that its observance began. Medaberic tradition states that until the time of the disaster itself, to observe the festival would have been inappropriate as it would in effect be mourning a tragedy that had not yet happened. While some ancient commentators have suggested that the festival should have been observed prior to the events of the disaster, in mourning for the fates of their descendants, others have pointed out that this would be like mourning the death of a relative while they are still alive.

On this festival people will leave their homes and reside in temporary shacks erected outside. There they sit on the ground and fast while chanting songs recounting the wicked things that have been done, and that have befallen the people. In doing so the soul is believed to be chastised and arrogance eradicated, this renewed humility allowing the people to recognise their own corruption, the first step necessary for repentance and healing.

This festival begins in the morning of the first day and ends at sunrise of the next in order to fulfil the Takhmudic prophecy that “there shall come a great lament from the throats of the people, who will have no shelter, nor food nor rest from one day to the next.”

Rakhaman

“When it shall have come to pass that the people have been trampled and humbled my ear shall hear their cry and my heart shall be made tender. Their cries shall be like those of babes to me, and I shall be moved to deal compassionately with them. Takhmud Ra’ot 1:2

Following on immediately from the conclusion of Hi’Ason the festival of Rakhaman (Compassion or Mercy) celebrates the kindness of God to the unworthy and marks the point at which, having humbled themselves through Hi’Ason, the people were granted the opportunity to repent at the festival of Teshuva’ot.

The commentators ask why mercy came before repentance, the majority answer to which is that without the initial act of mercy on the part of God, there could be no opportunity for repentance. The granting of the ability for man to return to a relationship with Emet is the ultimate act of compassion.

Once Hi’Ason concludes, worshippers will return to their homes and bathe following which a breakfast of fruits and cake are eaten. People will dress in white and gather for a large family meal at midday. Following this it is common for children to go door to door collecting for charity, while adults will do good deeds. The festival closes with a communal meal emphasising the responsibility of everyone for maintaining a just society.

Then all the congregation of the people shall say ‘Behold the statutes and laws of the living Emet from which I have strayed. To these I shall return and hold tight.’ To these they must surely return, for these are the ways of life.” Takhmud Ra’ot 1:3

‘The Festival of Returnings’ falls ten days after Rakhaman and marks the day on which people request, and receive, forgiveness for their sins. This is the culmination of a process of spiritual rectification that began with Hi’Ason and closes the yearly festival cycle.

On this day people wear white and fast, spending their time in houses of prayer singing songs of redemption and making petitions for clemency. during the day long religious service there are two rituals in which a caged animal is released to freedom, the first a dove represents the release of the individual from their personal sins. The next, an Ibex represents the redemption of the nation from its collective sins. The service concludes with the congregation reciting the Takhmudic sentence ‘Behold the statutes and laws of the living Emet from which I have strayed. To these I shall return and hold tight.’ while prostrating on the ground before the Takhmud.

The day is ended with a large meal of fresh fruits and delicacies that are only made on the festival. It is customary for a new fruit that has not been eaten previously in the year to be consumed to represent a fresh start.

4th Amendment of the Constitution Proposed

The Lakhzov National Congress Party today submitted a proposed amendment to the constitution which aims to increase democratic accountability by significantly reforming the existing electoral boundaries and number of seats in the National Assembly. It is argued that the recent changes to the political landscape in which Tziphon, and Axicz have been formed as their own administrative provinces left the current constitutionally mandated division of seats between the former six provinces outmoded. In order to better represent the demographic and political realities it has been suggested that amending the constitution to allow for proper representation of the new provinces was a necessity.

The government has attempted to allay fears being stirred up by critics that the reduction in the number of seats and boundary changes are a means to gerrymander the electoral districts in favour of the incumbent regime, stating that the new boundaries seek to ensure equitable representation, and greate democratic accountability.

National Assembly Passes Slum Clearance Act

The National Assembly today voted the 'Urban Environment Standards Act' into law, replacing the now defunct Urban Planning and Exemptions Act that had been inherited from the era of the United Peoples' Republics. The act was tabled by the Lakhzov National Congress Party who argued that the laws inherited by the government from the old communist regime failed to provide adequate safeguards and protections for residents of urban residential structures.

The new act, widely dubbed the 'Slum Clearance Act' has revoked the exemptions of the former act which provided local authorities the option to designate certain urban areas and structures as being of 'overriding importance', 'temporary extraordinary usage' among other categories which freed them from applying the environmental, planning, and structural quality requirements. This resulted in the growth of numerous slum districts in cities across Lakhzovia as local authorities responded to housing and budget crises by abusing the exemptions system, creating vast, poorly planned, dirty, crime ridden neighbourhoods.

With the former exemptions abolished, and a new urban planning code brought into force, the government seeks to prevent the creation of any new slums. Under the new act local authorities are required to draw up plans for bringing all urban areas and structures into compliance with the new regulations. For some areas this will mean extensive repair and infrastructure work, while other districts are expected to undergo complete reconstruction.

Much has changed in the relations between our nations in recent years. We have gone from seemingly intractable conflict and opposition to ever warmer feelings of brotherhood.

It is my pleasure to announce that the Lakhzov government has just approved a sizable grant to support the local Manist community located in Nakim. A significant part of this grant has been contributed to the renovation and expansion of the Manist compound, the historical nucleus of the Manist community in Lakhzovia, as  well as for the provision of enhanced security for the community.

We cordially invite Tamora to send a high level delegation to attend the opening ceremony. Should you decide to send such a delegation it would be received as a formal state visit, the first in history between our two nations. We hope that such an event would provide a unique opportunity to strengthen trade, and diplomatic ties between our countries while sending a message to Mundus of the possibilities for reconciliation and peace.

While we have had some historical disagreements with other members on the best method to achieving this end, we fully agree with the principle of forbidding our companies from direct profit from slavery. We feel that the proposal in its current form will allow us to pursue our own policy of using positive economic incentives to challenge the institution of slavery in Midaranye."

Lakhzov Government Urges Calm in Jugland

The Ministry of Foreign Affairs today issued a statement on the current tensions in Jugland, stating that "It is the opinion of the Lakhzov government that the process of reconciliation after the Jugland civil war must be respected in full, this includes respect for the amnesty that has allowed the rehabilitation of participants of both sides of the conflict into the new political order.

At present we feel that the behaviour of the Freedom Party constitutes a wrecking action that aims to reignite the hostilities that the country has made such great strides in overcoming and should be condemned by all those who seek the road of peace and reconciliation."

When pressed on whether the government considers the current tensions a matter for direct Lakhzov intervention the government was clear that it respected the sovereignty of the the Juglander's and does not seek to intervene in their internal issues. However it was pointed out that the prime concern of the Lakhzov government is ensuring the stability of the wider Cotf Peninsula region and as such it is invested in ensuring that no further rounds of hostility break out within Jugland.
