The Empire of Tamora meets the Theocracy of Kaitaine

Addressed to Reverned Mother Erin McGregor, HoS of the Theocracy of Kaitaine:

   It is with great pleasure that I inform you that the Empire of Tamora has accepted Mr. Verspasian Atreides as ambassador. We would be honored if Mr. Atreides and his wife were to come to the Imperial Palace in Djerb to receive the papers of his confirmation and to talk about the future relationship between our two countries. Since the people of our two great nations have so much faith in Divinity, we believe there will be many avenues of cooperation to explore. Should Your Holiness agree, we would like to address the following issues while, of course, not necessary limiting to them:

-   The appointment of a Tamoran ambassador to the Theocracy of Kaitaine and potential security issues relating to that.
-   The location of your future embassy in Djerb and security issues relating to that.
-   The travel regime between our countries.
-   The possibility of allowing Tamoran goods to be exported to the Theocracy without any tariffs.
-   Potential investment opportunities.
-   Potential cooperation in the R&D field.

I would also like to assure Your Holiness that my staff will be prepared to address any other topic Your ambassador might wish to address. Furthermore, aside from me and my staff, Lady Musaevna Kadyrov will also be attending the meeting. She had had the pleasure of meeting you in the past and is a friend of the Theocracy.

At first Verspasian hadn't really wanted this job, he'd much have prefered to have stayed in Achkaerin running his arcetecture company, it had been his father who had convinced him otherwise though. "Do you not understand, you'll one day inherit my Dukedom and as such need to be able to work in the diplomatic arena, what better way of getting your apprenticeship than being the Theocracies first ever ambassador. Its a big honour son." and with that he'd signed over his business to his father to look after, packed some stuff for a week or so while the rest of his things would be sent on when he had got his bearings. His wife Abigail however was rather looking forward to it, she'd returned from dropping their five year old son Bastein off with Grandfather Oswald who would be taking him to look round his new boarding school soon, he was to be one of the first students at the Bene Gesserit school for boys in Seaforth. As the aircraft began its final approach into Tamora Abigail gave home a quick ring to check on their son and before she knew it they'd touched down.

Once the aircraft had stopped Verspasian gathered his belongings as Abigail found her black hooded cape and the steel circlet that would hold the hood in place. It was a tradition for those who were qualified as Mothers in the Sisterhood, however serving Mothers wore gold coloured circlets and shaved their heads. She checked it was all correctly in place and stood next to her husband as the only other person on the flight other than the aircrew began opening the door. Masie Riley was the first of the group to exit the aircraft, the Truthsayer officer had been assigned as the new Ambassadors Head of Security until someone more permanent was found. She descended the steps and spotting the welcoming committe turned and waited for Abigail and Verspasian. She flanked the new Ambassador on his right, she may have been a Truthsayer but today she was dressed in civilian attire, a smart business suit, the feint glimpse of the white crystknife on her belt being the only indicator that she was a member of the Sisterhoods military order. On the otherside of the ambassador was his wife holding his hand gently.

"Good Morning, I'm Verspasian, this is Abigail" the Dukes son said as they reached the welcoming committe, "and this is Liuetenant Riley of the Truthsayers." The Truthsayer nodded respectfully  as Abigail stepped forward.

"On behalf of the Reverned Mother I've been asked to present this to you." She held an object on the palm of one hand covered with a silk cloth. Underneath as she unveiled it was a bone carved box, as white as the knife Maisie was carrying on her hip, inside the box was some of the new spice harvest from Kaitaine. "We also have another gift." A steward from the plane arrived carrying a box about the size of small suitcase. Inside was a set of the adornments each branch of the Sisterhood wore, the circlet of the Mother, the golden collar clasps of the Missionara, the Jeboah cap badge of the Truthsayers and the jade brooch of the Honored Matres. "It is our hope that perhaps when the first Tamorans graduate as a member of one of these your government would present them with their emblemn." Abigail explained.

Alya, the Head of Foreign Affairs, and Musaevna, the close friend of Alya and the richest women in Tamora, went to the Djerb international airport to meet their guests. Alya was enjoying the recent rise in power and influence she was getting. After spending almost two decades in the shadows she was now on the spotlight and Musaevna, her best friend, also benefitted from Alya growing influence. While many factors influenced Djerb into recognizing the Theocracy, it was no doubt that Musaevna was among the deciding ones.
The two women were wearing black abayas dresses a matching hijab. They both chose black because Tamora was under a period of national mourning after the execution of Dilara.

“Welcome to the Empire of Tamora! It is a pleasure to meet you.” said Alya to her guests bowing lightly and putting her right hand over her heart. She then presented Musaevna to the guests who proceeded to make bow and make a similar gesture.

Alya took the gifts and thanked the guests “I will make sure a representative of the government will be at the graduation” she added referring to the first Tamoran girls doing so. “I also know just how precious and hard to obtain this spice is. Lady Musaevna explained to me how important it is for your faith and the great sacrifice it took to obtain it. 

“If I may, Your Grace. We have also prepared something for you. “ said Alya handing Verspasian a parchment. “It carries the seal of the Emperor. It is the official confirmation as ambassador to the Empire and proof to all that you are a guest enjoying all the ranks and privileges of a foreign representative." Whether by chance or by careful examination of Tamoran mores the Theocracy had chosen a representative that pleased Tamora: he was married and also had a child. 

Alya then proceed to present the second gift, a book with lavish covers” This is a copy of the Book of Mani, our holy book. It is the essence of our faith. It also bears the signature of the Supreme Ayatollah of Tamora. After all, it was the synod of the Church that took the first steps to bringing the situation in Kaitaine to the attention of the Tamoran people. It is my modest opinion, Your Grace, that the holy book will would help you better understand Tamora as a whole.”

Once the exchange of gifts was done and the people made the proper introductions, Alya invited the guests to proceed where the military fanfare stood. Once they reached their designated places the band proceeded to sing the national anthem of the two countries.

Afterwards, the guests were escorted by limousine to the Imperial Palace. As the convoy made its way to the palace, the passengers could see through the window a city packed with minarets from the various Manist temples that were present all over the city. From time to time even crosses of churches and minarets of mosques could be seen. Djerb was the most Manist large city in Tamora yet even here the presence of other religions was noticeable. Aside from religious symbols, the Tamoran flag was also ever present, whether iT was in window shops or just apartment windows, it was pretty much everywhere. In close “competition” with the Tamoran flag was the portrait of Dilara which was recently declared a martyr by the Manist Church after she had been crucified by the Slavans.



Less than an hour after the guests arrived in Tamora, they together with their hosts were just settling in the large meeting room of the Imperial palace designed for meeting guests. Unsurprisingly, here too the Tamoran flag was present as were numerous portraits of various Emperors from Tamora’s long history. Above all stood the portraits of the two most revered figures in the Manist religion: the Prophet Mani himself and, a little lower and in a smaller portrait, Alya the Mother of the Nation. Aside from the slave servants that were busy brining in refreshments for the guests, two imperial guards were also present in the room, close to the corners doing their best not to be noticed.

The guests were invited to take a seat at a round table. After everyone was sited, Alya asked the guests ”Was the trip to Tamora okay?” in order to start the conversation before going to the more important issues.

After a couple of minute of conversation, she resumed:

“With your permission, Your Grace. We would like to start addressing some of the issues on our agenda. We took the liberty of picking a location for your embassy here in Djerb”, she handed Verspasian a tablet with a couple of pictures of the proposed location. It was a about the average size of what you would expect from an embassy. Nothing too lavish in proportions but not small either. What it did have was location; it was close to the Imperial palace which, according to Tamoran customs, was a sign of respect and courtesy.


“Now of course, considering the issues you are having with the KGB, we will be providing extra security to the location, If you have any requests on this matter please do tell me and I will make sure we do our very best to fulfill them as fast as possible.”
“I would also like to thank you for the fact that you offered us a location for our embassy so fast. I have to admit you took as by surprise with how fast you reacted. I am a bit ashamed to admit that we have yet to choose an ambassador but we are working on it. So far, from what I understand even getting one in there is a challenge as he would have to be “smuggled” in. We will of course have the embassy be active and will inform the rebels in the east that any attack against our embassy will be seen as an act of aggression against Tamora.”

Verspasian was rather impressed that the Tamorans had been able to sing the Theocracies national anthem, it was an old Truthsayer song and he himself wasn't too sure of the words. There security agent though clearly was as without a care for protocol Maisie sang proudly. As they took the ride through the city the new ambassador found it good to see the flag everywhere, people should be proud of their homeland and while he had never set foot in the land he called home he was hopeful that one day the flags would hang just as commonly as they did here. As Alya began the conversation it was Verspasian who responded. "Well the flight went as well as a slightly clandedstine one could." He began to explain, "Coming from Cantabria our flight plan actually said we were heading to Paracambi but then we filed a change of plan once off the ground. Never know when the KDF are plotting" the Ambassador hoped it made sense, "Especially since we're now more open with who we are and where we are." he added as an extra thought. "Now as for the location then we're happy to accept your advice" he turned to his wife, "It will be just myself and my wife, a small admin staff. I can't see many people needing to come to our embassy after all many Bene Gesserit will if in trouble abroad use their citizenship of their adopted nation as its likely to bring much more political pull than our own. Add to that we realise that we're very likely to be under KGB surveillance so I'm not sure you'll see a rush of people coming to visit us." Verspasian had been briefed heavily about the security risk but figured with their prescence being so talked about it'd see the KGB not plan to do anything stupid. You ask about security, we had planned to have a team of Truthsayers handle the security, uniformed and armed but only based on our property, however the odd check in by your security forces wouldn't be a problem." Verspasian looked over at Maisie.

"We had planned to have about twenty Truthsayers on the property. Naturally no arms would be carried outside our own complex and we can give you the details of the team we would have in place." She handed over a small brown card folder containing the details of the twenty Truthsayer team she'd put together. "I'd also like to ask what the status of us being permitted to carry out knives publically is." Maisie said tapping her own white knife on her belt tucked under her jacket. "Obviously the last thing we want to do is cause yourselves problems. We are guests here of course." she added. "As for getting your ambassador in then I strongly suggest you do not do this. It's hard enough getting Truthsayers in and Seitch isn't the most secure of towns should anything go wrong, those who have gone in understand this could well be a one way trip. The last thing we would want is a Tamoran diplomat being trapped should the line not hold. Now clearly I can't explain our route in we're using at present, which is another reason I'm suggesting you not send someone because for security reasons we'd have to take some.....uncomfortable....precautions, blindfolds, searches and the like." she hoped it was clear what she meant without being too graphic. "And I know McNeill (the Truthsayer commander of Seitch) very well and I think if she saw a Tamoran turn up she'd be rather unhappy that the seat in wasn't filled by a Truthsayer."

"I hope that isn't disappointing" Verspasian apologised. "However I do have an idea. You see an embassy is supposed to be the sovereign territory of the nation it is administered by, that being the case I'd like to invite whoever you was planning to appoint to take up residency in the embassy, at least on a semi permanent basis. Legally speaking you've a delegate in the Theocracy, but it means less...hmm....."

"Logistical issues" Abigail finished her husbands sentence for him. "I'd also like permission if possible to establish a library somewhere closeby, our Chapterhouses have far more books than they can display and often have multiple copies of the same texts, I'd like to establish the Tamoran Library of the Bene Gesserit. It would naturally be open to people of any faith, and have a variety of books, be them sacred texts of our own, historical commentaries, biological thesis and even a few books on art and the like. My faith says we should gain knowledge and so I believe helping spread it is a religious duty of ours. We'd be happy to conform to local laws and customs regarding distribution of writings so any guidance would be welcome."

“You are absolutely right Your Grace when you say that traffic at the embassy will likely not be overwhelming. And I believe it’s not just because of the reasons you have mentioned but also because Tamora is not a major destination for foreigners. It is my hope that today we might find some common ground and set the stage for what can lead to a flourishing relationship between our nations, one that will also lead to more travel between our countries. But we will get to that later” said Alya.

After Alya took the brown envelope from Masie, she resumed: “Thank you for your cooperation on the matter. Our intelligence service is convinced that the KGB will attempt to disrupt the activity of the embassy here wishing to make it an example. Of course you are much more familiar with how the KGB operates so I won’t linger on that but be sure on our side is fully engaged in protecting the embassy and its staff as it our duty as host country. “

Alya then continued:” In regard to your question, Ms. Riley. Tamora is a very open to guns. I think you will find it hard to believe just how open it is but as a rule, our men do not open carry their guns. Obviously we do not allow for non-citizens to carry guns but considering the security threats your staff is facing,  all the individuals in the folder you provided will be given permission to carry them. We do however ask that you keep them concealed. In this part of Tamora we call the Imperial Enclave (ooc: one of the six kingdoms of Tamora), women are not allowed to own guns so carrying them in public will draw attention from the local police.”
Musaevna was quick to add: ”We believe that protecting the family and country is matter for men hence the restriction. The federated kingdoms in Tamora each have different traditions “. She hoped that by adding that would avoid a sensitive issue as Truthsayers were all women. “So carrying a knife in public though perhaps unusual would not be an issue and certainly not be against the law.”
“Oh yes, of course” confirmed Alya realizing that  Masie’s question was about knifes and not guns. “After all, if I understand correctly from Musaevna, the knives also carry a religious meaning so that means carrying them openly is a public display of your religion. As a freeman you should display your religious symbols in public with pride.”     
 
“Disappointing ? “said Alya referring to the information regarding the Tamoran embassy in Seitch. “Not at all, this is the reality of war and the current situation on the ground. We wouldn’t want to get in the way and cause an incident. We will explore other alternatives including the one you so generously suggested.”

She then addressed Abigail: ”We would be delighted to have the library. As for guidance on the local laws and customs, I think you need to approach things differently. As a freeman you can do whatever you want without asking for permission. That should be starting point on how see things. If the authorities have any problems, it’s their job to come and voice their concerns to you. You don’t ask for permission first. So when the local police will arrive and inquire about that the establishment is about, they will do just that: check to see if everything is okay. They aren’t there to intimidate you. Now as guests and not citizens, there are of course further limitations. The first is to not engage in commercial activity of any kind. While asking for donations is fine, opening a business of any kind is not. The second is to not engage in any security related issues like purchasing fire arms etc. Having those covered you should do just fine. “

Musaevna continued: “Opening a library and spreading knowledge is fine, feel free to try and spread your faith as you fish including proselytizing in public. People expect it and will engage. On the other hand even if you don’t proselytize expect people here to try to approach you and engage on the topic. Some foreigners are bothered by this and by other aspects like our prevalent gun culture. While inside your spaces like your library you can set whatever rules you like, in the street people are free to engage you.”
“Oh, one more thing Your Grace” continued Musaevna addressing the ambassador “In Djerb and the Imperial Enclave in general a good deal of the public amnesties are segregated. Most of those that are segregated are women-only but some are exclusive for men. Since your security seems to be mostly female it’s best to check before going to certain stores and restaurants so to avoid an uncomfortable situation.”

After giving the guests the opportunity to reply, Alya resumed:

“With your permission, we would like to discuss if we can explore the possibilities of economic cooperation between our two countries. Before you object, I understand that that the Theocracy while achieving an increasing number of successes against the rebels in the East it is still far from winning and that economic opportunities in the Theocracy are limited, to put it mildly,  considering that we cannot even send an ambassador there. However, we Tamorans like to believe we think and act with long term objectives in mind. We firmly believe that the Theocracy is not just the rightful ruler of Kaitaine but it will also regain its territory. So with that in mind we would to know if the Theocracy is interested in discussing business opportunities regarding the territories in the East that are currently under the control of the rebels. We or better said Tamoran businesses are always interesting in acquiring agricultural land and mining rights in foreign countries but are willing to hear any other opportunities you might offer. With that in mind, we would also be interested in singing a trade deal that would allow Tamoran manufactured goods and products to be sold without tariffs or quotas in the Theocracy. While we cannot offer the same conditions in return because Tamora remains a closed country for foreign investment and imports we are willing to negotiate and offer you something else. I understand from Musaevna that although the Bene Gesserit does not exactly swim in money, you have adequate funding thanks to you admirable solidarity. That is why we have not offered money as compensation for signing such deals and instead wish to know if there is something else we can provide you that is perhaps more useful to you than money.”

Maisie was pleased the knives wouldn't be an issue, and was midly surprised they'd be able to carry their internally silenced pistols both had become somewhat of a trademark of the close protection agents in the Truthsayers. "You are correct Ma'am" Maisie began to explain regarding the knives. "All Bene Gesserit are presented a smooth white bone when they get streamed into their.....profession. They then are expected to carve the entire thing from that piece of bone. Legend has it the first crystknife was carved from a giant sandworm's tooth, now we tend to use cow bones. It represents our spirit, I think that's what you'd call it." She could have done with a Missionara explaining it and had hoped that Abigail may take over. "When our life ends so does the knife, its either turned into dust or cremated." she explained. "Now if your looking for displays of religious symbols then we can oblige" she grinned, "You can expect any of us out and about in uniform then if that is something encouraged in your nation." She rather liked the dress uniform of the Truthsayers and always regretted there were not enough oppurtunities to wear it.

Abigail took over when talking about the library. "Rest assured all that will happen there is the borrowing of books. Although I suspect if the younger Missionara have their way the place will be full of DVD's, magazines and various other.....less academic materials. There is a kind of movement among the younger Bene Gesserit since we've outed ourselves so to spea to utilise modern technology to spread knowledge and teach people of our faith. I'm sure you're probably aware of the various bloggers out in the Theocracy that are popular. We've a few newly graduated Missionara trying to persuade the older sisters to establish a film company, essentially making documentaries and the like." Abigail smiled, in a way she thought it was a good idea but the pace of change among the Missionara was sometimes rather slow.

Verspasian nodded as Alya explained about the rules on segregation, it seemed rather odd to him but he guessed he'd have to get used to these things now. "I'm sure we can manage that." he nodded, "We're planning a mainly Missionara run admin department, rest assured they'll probably have the non-segregated places scoped out before their wheels touch down here. Naturally though we'll ring ahead." he smiled. "As for spreading the faith" he thought perhaps his wife better prepared for this but felt it should come from himself. "We will not be prostelysing as such" he began thinking carefully. "You see the Sisterhood believes your already part of our faith, just your interpretation of the universe....and everything in it....differs to others. Only through time and exposing, challenging and nurturing different interpretations will the truth of the cosmos be revealed. As such if your people want to discuss faith on the streets then I suggest you warn them to put aside quiet some time if speaking with a Missionara. They'll gladly stand all day." he chuckled. "As for economic agreements, it would be pointless at this moment. What I suspect you'd consider Theocracy businesses are run outside the Theocracy. If I can give an example, Niklaus Corrino controls several companies, ranging from a shipping company based in Claith, to a fishery based in the highlands of Cantabria. We have nothing to export from the Theocracy, and all on importing what the people of Seitch need. As such I am not sure what we could do. However you're much more experienced at this kind of thing than us, so any ideas are welcome" he held his hands open apologetically.

“About the bloggers if I may intervene” said Musaevna politely”We have heard of them and we have been impressed with their dedication. This might not be the perfect place to ask but some of the people working for TINS have been asking if you could supply them with pictures/clips about what is happening in Kataine: the brutality of the regime, the abuses etc. While without a doubt you are doing an excellent job on the Internet and not only, some of the people at TINS would like to help you out. They would appreciate if you would send them some pictures first so they are the first TV channel to break in the story. “ before being able to finish, Alya cut her off.

“TINS is the largest Tamoran media trust, it is owned by our Church and has a large presence aboard. While there are those who criticize it, many foreigners watch it. It is not my place to tell you how to manage your PR but I do believe TINS can help you. If you do consider working with them, please take into account that they are not Pravda, we do not tell them what to say and they have their own view of things that is not guided by the government but by their belief they are doing the work of the Prophet. This is not something that involves the Tamoran government. “

As Verspasian explained to Alya the Bene Gesserit view on proselyting and how they believed that Manist are already part of their faith and that just their interpretation was different, Musaevna couldn’t help but smile discreetly and gave Alya an “I told you” look. Musaevna had come in contract with the BG before and was familiar with their view. She had informed Alya of their rather unorthodox view of religion but she could tell that Alya was still shocked to hear them say it. As Verspasian finished explaining, Alya did her best to hide any signs of her bewilderment and simply said:

“That is an interesting perspective. I do believe that not many in Tamora or even Midaranye in general are familiar with it. I think the Missionara  that will come to Tamora will have a busy schedule ahead of them. “
Alya did not linger on the issue, as important as religion was for Tamorans, the meeting of today had a different purpose than theology.

“I perfectly understand your confusion to our expressed intention. After all, as you just said there is little to no economic activity in the Theocracy of Kaitaine. We know that and we are still interested in discussing an economic agreement with the Theocracy and acquiring land in the territories that are not under your control but are rightfully yours by sovereignty. We want to be the first to negotiate these things with you. Outsiders see the Theocracy, and I do apologize for saying this, as a hopeless cause that will never get back its country. That is not the case of the Tamoran government, we believe you will prevail and when you do and all other nations will flock to you to congratulate you and sign deals. When that comes we want to be in a much stronger position having long established ourselves in the Theocracy.
   
Of course, this is not something that we will agree on today. But as ambassador to our country we want you to know what our intentions are and what we would like to see our relationship go. Of course, should your leadership decide it has other priorities or approach, we will understand. As long as you know what our interests are, as time goes opportunities may arise that are not obvious right now. “ Alya hoped that it she had been more clear about the issue without pushing the ambassador into an uncomfortable position.
Alya then resumed:

“We are of course interested in also cooperating with the Theocracy outside of the Kaitaine area. One of the areas we are interested is R&D. It is not a secret that Tamora is lagging behind the most advanced nations of Mundus. While we are keeping up in the arms sector, agriculture and pharmaceuticals, we are unfortunately lagging behind in almost all other areas. The Bene Gesserit chapter schools are famous throughout Mundus for educating some of the brightest minds of Mundus. If there is any way that we can cooperate on this area it would be of great help. Whether that implies having some of them working for our large businesses or establishing a long distance network from the various Mundus countries where your ladies work in the R&D sector or some other form of arrangement we are willing to discuss all options. While it’s true that Tamora cannot compete with the large wages rich countries like UC can offer, there might be other ways to compensate your people or the Theocracy in general for their assistance.” Alya did her best to imply that by compensation she did not necessary mean money since the BG while not ultra-rich were not in dire need of money.

Stacey Bradshaw perhaps being the most followed, she's a Truthsayer but also a bit of a citizen journalist. One project we have already talked about is a special trade zone, an area where we'd cut taxes and ease legislation in return for investment and job creation. We're essentially planning a less advanced version of East Moreland's Technology City. I am sure we can say Tamora will be offered first choice of investment if that is what your looking for as a commitment today?" he asked. "As for working alongside the Chapterhouse Schools I am sure an arrangement could be reached, but that would depend on the host nation. The Cenneg are generally pretty open to us coming and going now so that shouldn't be an issue, now as for them coming and working for you the Missionara are a little like the military. They go where they are sent on a task presented to them, now should you think of something you would benefit from having a Missionara onboard with I'd suggest you present your ideas to the Chapterhouse in Ui Cenneslaig as that is the school systems HQ. In the final weeks of each Chapterhouse year the students undertake a week full of extra curricular activities, for the soon to graduate that includes visits to and from a wide variety of people. There is a chance for some of your people to come and tour the Chapterhouses seeking the recent graduates to fill positions. I'm not sure how that sounds?"

“We will also get in touch with the UC Chapterhouse for any ideas that we might have. Who knows what form of cooperation might come out of this.”

“I believe the last point on the agenda was the travel regime between the two countries. Since there’s hardly any traffic from the Theocracy and the Empire this is a rather minor issue. In the spirit of cooperation, we will offer the Theocracy citizens visa free stay of 30 days. Now since most of your citizens have the citizenship of another country just as you have said today, the measure is largely symbolic but as with most of our talks of today it is aimed at the long term when things will greatly improve for the Theocracy.”

“With that I believe we have covered about all we had planned on our side. If there’s any issue you would like to address or any proposal you want to forward for consideration then please do.”  said Alya.
