1st Annual Conference of TUNA

In accordance with the charter of the Treaty for the Unity of the Nations of the Alucard (TUNA) an annual conference will take place in Walesby, Bakkermaya. The organisation has determined that this year invites will be extended beyond those of the current membership as island nations believe tha co-operation with the wider Alucard region is beneficial to all. As such the invitation will be extended to the following nations.

* Ui Cenneslaig
* Nya Aland
* Pardelinnia

It is our hope that this invitation will be accepted and we look forward to welcoming everyone to Walesby.

With Queen Klara currently being unavailable due to health issues the Queendom of Lodja will be sending CrownPrincess Roksana and Princess Alana Tar to speak on behalf of the nation. We look forward to useful and fruitful discussions and welcome the input of other nations as suggested.

The Odinist Republic of Nya Åland has watched TUNA with interest. We have been impressed with its actions regarding the environment and the way it has banded together to support itself in international affairs. As such we would be delighted to accept your invitation. As such the new Allsherjargoði, Cathrine Nyström will be attending with support from Foreign Minister Birgid Strand. Historically we have much in common with Lodja, a nation whom we have built close ties. We have a strong connection to Bakkermaya's friends in East Moreland and believe firmly that a friendship between our two nations is of mutual benefit. Sadly as of yet we have had minimal contact with the other TUNA members but I believe that a meeting with TUNA would be of great benefit to all parties. As such please expect my attendance at your conference along with our nations Foreign Minister Jack McGarry.

As founder members of TUNA we are as committed now as we were then to ensuring this organisation continues to develop and strive towards it's targets. Duke William of Walesby was the eldest of the Six Dukes by some way and now as he entered his 92nd year he was regretting Bakkermaya taking a more active role in the world. He was expected to stand around waiting for guests on behalf of the Grand Duke. While William was still able to stand straight backed and tall he began to feel it in his bones after a few minutes. He was trying to hand the more onerous day to day business of the Dukedom over to his son Samuel but the man seemed to have more interest in his sailing boats. He had meet with Grand Duke Hugo Lascelles the day before and the pair had spent the day fishing at one of the many docksides that littered the island. The pair of them hadn't caught much but it had been a rather enjoyable day and had allowed them to discuss the conference.

Duke William waited at the Ducal Palace in Rockleyfor his guests to arrive. Grand Duke Hugo however waited upstairs on the balcony were they would gather for iced tea before the real talk begans.

King Finley had learned a lot about the Cult of Helus during his friendship with King David, he believed therefore he'd get on well with Bakkermaya and so arrived along with his foreign Minister, Jack McGarry, in good spirits. The pair had made the reasonably short flight over from the Ardian mainland. He had expected perhaps to have meet the Grand Duke first but he understood the nature of how Bakkermaya was a collection of Dukedoms rather than a single nation. "Duke William" He greeted the old gentleman with a warm handshake. "Thank you for allowing us into your home" he handed the man a silver pair of cufflinks, one with his own Dukedom's emblem on and the other a Cenneg Stag, it was tradition when visiting someone's home for the first time to bring them a small silver gift as a blessing for prosperity. He then made his way inside to greet the Grand Duke and present him with the bottle of whiskey. "Grand Duke. I'm pleased to meet you."

Crown Princess Roksana would have preferred to stay in Lodja, she had risen a little above her station and felt that attending international conferences in a leading capacity was a step above her pay grade, if she got paid. With her was the sister of the deceased Queen Viktoria. Princess Alana on the other hand wanted to have more influence, she had hoped it would have been through marriage by now but Queen Klara had put a stop to that for now. Roksana had visited Walesby before with her now wife when Lodja and Bakkermaya first began to bury the hatchet formally after an informal peace that had lasted centuries became formal. Things had grown between the two since then and it had been that which had lead to the formation of TUNA. Roksana and Alana walked side by side as they approached Duke William and announced themselves, it was odd for Roksana who had spent years announcing three different Queen's of Lodja to now have to announce herself as royal. "Queen Klara sends her apologies but is indisposed." Roksana informed him before they made their way inside and greeted the Grand Duke. "Nice to meet you again" Roksana smiled as she extended a gentle hand to the Duke before turning and giving a courtsey of sorts to King Finley. "Your Majesty".

Birgid Strand was experienced as any Nord when it came to diplomacy and so had no issues with visiting Bakkermaya especially as they were a nation that she had heard were very similar to the Morelanders who were a nation the Ålanders had a rather useful and close connection. The new Allsherjargoði however had worked her way up through various domestic posts before assuming the nations Head of Government. She was rather nervous about meeting though, the Ålanders had built up a small band of friendships across Mundus and even though they had joined various international organisations they hadn't seen much mileage from them. There was the hope that perhaps the closeness of TUNA could help them spread their circle of friendship.

Birgid recognised many of the faces who had already arrived despite not having meet many of them before. Naturally they introduced themselves to the host and thanked him for their hospitality. They then made their way upstairs and waited for the chance to introduce themselves to the Grand Duke and the meeting to start.

With everyone now in attendance the Grand Duke took the liberty of taking control of the meeting. He had thanked each party for their attendance as they arrived and seated people around a long table overlooking the courtyard below. "Thank you all for coming here today. When we formed this organisation it was all about those of us who inhabited the islands keen to take measures to protect them from natural disasters while at the same time beginning to promote co-operation in a number of fields. Those first baby steps have been successful, staggeringly successful and now we're ready to take the organisation further. With that in mind we have invited nations from the mainlands of Albion and Ardia who border the Alucard to come and join us and at the end of the meeting determine whether this is an organisation they wish to get involved in. I suspect they must already have some interest otherwise they wouldn't have jetted all the way here. As such I thank them for taking the time to come and meet us. The talks today will hopefully lay the foundation for a new larger organisation that allows us to do so much more than we are at present. With that in mind there are several things I wish to discuss, and I suspect that each of you have things to bring to the table to. With that in mind I would like to start discussions on the charter of the organisation."

c) Search and Rescue Operations

4. Signatory nations shall share information regarding criminal and terrorist activity so long as the sharing of that information does not endanger the nations national security.

5. Signatory nations shall seek to work together to reduce pollution in the Sea of Alucard. All member nations will be required to fund an equal share of the Alucard Plastic Clean up system (Approx $60million a year for the project)

6. Signatory nations shall seek to work together to reduce climate change as we recognise that our island homes are among the most threatened areas of Mundus in this regard. In order to do this the signatory nations shall seek to co-operate in international organisations to influence global or regional legislation.

7. Signatory nations agree to ensure port fees for other signatory nations are equal to or lower than non signatory nations.

8. Signatory nations agree to reduce tariffs between each other to levels lower than non signatory nations excluding those covered by specific treaties.

9. Signatory nations meet once a year as a minimum to discuss issues of concern to each nation.

10. The nations of this treaty agree to live peacefully with each other and use international organisations to arbitrate any disputes between them.

11. Nations agree to establish an embassy in each of the others. Should the Head of State of a signatory nation request it the Ambassador must present themselves within 24 hours.

12. A nation may withdraw from this treaty after 60 days written notice.

However we oppose the granting of citizenship unless this article is worded in such a way as to those seeking/gaining citizenship are planning permanent residency in the nations territory or waters.


12. A nation may withdraw from this treaty after 60 days written notice.

UC feel this article is irrelevant to us as we are around 1,500km away from the nearest island in the Alucard. We however support the Water Nomads being able to maintain their lifestyle

"It is clear the main sticking point at the moment for this Charter moving forward, especially if we are to extend the organisations remit, is the issue of the Water Nomads.As such I think we should spend some time addressing this. It is the view of Bakkermaya that this group wish to on the whole retain their own identity and do not identify as belonging to or having any particular links with any of us. Additionally there is a large number of them who, for various reasons, are either causing damage to the oceans through practices such as illegal fishing methods, or ill prepared ships. They are in our view a group that need to be monitored for a variety of reasons and that they would be best served in the long term by having citizenship of somewhere. We would not wish to make them able to simply just take citizenship without in return taking onboard a commitment to that nation. So I open the floor to suggestions on how people believe we should tackle the Water Nomad issue."

"The Cenneg believe that this organisation should in some way take measures to be the guardians of the Water Nomads and believe that they should, as far as possible be entitled to maintain their traditional way of life. Our concern however is that those nations you have invited from the mainlands of Albion and Ardia have no connection to these peoples at all and I am worried that Ui Cenneslaig may end up being dragged into a regional affair we have no desire to be part of. As such we will not be signing any agreement that would see us as having to accept Water Nomads as citizens through any process other than that we already have in place regarding people claiming Cenneg nationality."

"I have made it clear that Paracambi does not agree fully with an easy route to granting of citizenship. We agree the Water Nomads should have free movement so long as they comply with the FSC and national laws regarding the use of the nations EEZ. However we oppose the granting of citizenship unless this article is worded in such a way as to those seeking/gaining citizenship are planning permanent residency in the nations territory or waters.

We therefore suggest that the following is adopted as the stance of the organisation.

d) Water Nomads not granted residency may be removed.
e) One a Water Nomad has fulfilled all criteria to gain citizenship of a member nation they are granted all rights and privileges associated with this organisation.

"The Cenneg government believe such a matter is for the nations of Lodja, Bakkermaya and Paracambi to determine however we would like if possible to see limits put on how long a person can be kept there. We largely however have no concerns."

7. Signatory nations agree to ensure port fees for other signatory nations are equal to or lower than non signatory nations.

8. Signatory nations agree to reduce tariffs between each other to levels lower than non signatory nations excluding those covered by specific treaties.

9. Signatory nations meet once a year as a minimum to discuss issues of concern to each nation.

10. The nations of this treaty agree to live peacefully with each other and use international organisations to arbitrate any disputes between them.

11. Nations agree to establish an embassy in each of the others. Should the Head of State of a signatory nation request it the Ambassador must present themselves within 24 hours.

12. TUNA recognise the Water Nomads as one of many indigenous groups that have managed to maintain their way of life. As a result this organisation shall commit to, wherever possible, supporting their way of life. As such the organisation shall adopt the following measures.

Measures

1) Water Nomads in environmentally serviceable vessels may freely travel through the waters of member nations.
2) Water Nomdas shall face no restrictions on the use of a nations EEZ beyond those placed on citizens of the nation of which EEZ they are in.
3) Water Nomads shall be permitted to stay in the water of a member nation, so long as they comply with said nations rules of use of the EEZ, indefinitely.

In addition the following processes shall be applied to the Water Nomads.

Processes

a) Any Water Nomad wishing to leave their traditional way of life behind will be supported to do so by members of this organisation.
b) Water Nomads presenting themselves at an official port of entry to a TUNA member nation shall be granted 12 months residency and must be treated as a citizen during that time
c) Following the 12 months the person shall be permitted to apply for full residency which must be granted if the individual has a) full time employment/study b) a permanent land based residence. c) not commited a criminal act d) is not deemed a threat to national security.
d) Water Nomads not granted residency may be removed only if another nation grants them residency, they return to the nomadic ways or are relocated to a residential centre located in the Mid Alucard Island Range.
e) One a Water Nomad has fulfilled all criteria to gain citizenship of a member nation they are granted all rights and privileges associated with this organisation.

12. A nation may withdraw from this treaty after 60 days written notice.

With immediate effect the nations of Lodja, Bakkermaya and Paracambi are pleased to announce that we have extended the membership of TUNA. While the organisation was originally set up as a group committed to improving the environment of the Alucard Islands it has become apparent that an Alucard wide organisation is better equipped to do this. Additionally it was felt during our recent meeting in Walesby that the various other initiatives that make up TUNA would also be improved by a wider prescence and as such we are pleased to announce that with a renewed charter we also welcome Nya Aland and Ui Cenneslaig to the organisation.
