Addressed to: My esteemed counterpart


I am writing to express my support for your government in these difficult times for the nation of Merina. The Tamoran government has always supported stability of Mundus nations as it considers that a necessary requirement for a peaceful and prosperous Mundus. Whether it is in Clysperis, where the Tamoran Empire has deployed troops to fight terrorists elements that are very much like those currently threatening the stability of your country, or in Zimalia, where we offered our support in order to avoid a military intervention by the Rokkenjiman Empire, our policy has always been the same.

From the experience we have gathered in dealing with the situation in Clysperis, which has sadly turned into a civil war but we are hopeful the government will win thanks in small part also to our help, is that the longer you wait in dealing with the terrorist elements the more costly in lives it is in the long run to end the conflict. It is for this reason that we advise you to use appropriate force in dealing with the terrorists rather than waste precious time with talks. 
 
It is for this reason that the Tamoran government has decided to allow me to enter in talks to supply you with the adequate military equipment necessary to defeat the terrorists in your country and ensure a peaceful Marina.     

Should your Excellency agree to accept our offer of support, we can begin negations at your earliest convenience.
I look forward to your reply.

Firstly, I would like to express my gratitude to our government for choosing Tamora to be among your supplies in your latest tender.  I will see to it personally that the equipment is delivered as soon as possible and ahead of schedule. I know that time is of the essence and that getting that equipment as fast as possible can save lives.

Secondly, I would like warn you that according to our intelligence reports the Free Merinan Association are engaged in a campaign that seeks to undermine your government and also to seeks foreign intervention in Merina. We believe such an intervention risks affecting the territorial integrity and unity of the Merinan state and is in clear violation of the sovereignty of Merina.

Thirdly, in order to counter such disruptive elements we believe your government needs to make all possible military efforts to put an end to the rebellious elements in your country. The Tamoran government is prepared to provide you with satellite surveillance in order to increase the effectiveness of your armed forces. We are also willing to provide further support should a suitable agreement can be reached between our two governments.

We remain open to further cooperation between us and look forward to your reply.

You have our thanks for your supplies that have already reached us; some systems are already with front-line units, where I am assured they are well-received. Even more so for passing on this intelligence regarding the latest subversive activities of the FMA - our own intelligence sources had suggested that something similar was afoot - and we consider ourselves blessed to have friends such as yourselves in the international community who are willing to take action to counter the baleful influence of these conspirators.

With regards to your third point, we are most grateful for your gracious offers of support. We would like to invite you, either in person or through a suitably empowered representative, meet with us to discuss what measures of further support you would be willing to provide, and further with what we may be able to provide our stalwart friends to begin to repay the kindness which you have shown us.

Alya decided to take a flight to Merina as soon as possible. Time was of the essence since the FMA  could do get others involved in Merina and thus end any potential Tamoran involvement.

The Tamoran plane landed in Marina. The Tamorans made arrangements with their embassy to take them to Christian Atandje’s office. Marina was in civil war and there was little time for pompous greetings. In fact, with the eyes of many countries on Merina the more discrete the visit was the better for both parties.

The Tamoran car reached the building of the Merinan Foreign Service and the Tamoran staff exited the car to deal with the Marinan security and make sure everything was in order so that Alya Safavid could enter the building.

The Tamoran embassy in Merina, along with all the other foreign representations in Merina, had been evacuated from Katamba when the rebels overran the capital two years previously, with new lodgements found close to the Ministry of Foreign Affairs in Nigyia. As the Tamoran car pulled up outside Citadel Park after its short drive, security were on hand to usher Alya inside without delay, sweating profusely inside their body armour. They weren't expecting trouble per se, though with someone this important in town they were nonetheless on edge.

Christian's office was upstairs, in the attic room of what had been a fairly smart town house, the bay window letting a soft green light filter in from the park outside. The space had all the trappings of officialdom, with a heavy oak desk in the centre garnished with a small Merinan tricolour, though Christian was uncomfortably aware of how intimate the setting seemed, amateurish almost. He couldn't help but feel like he'd invited her into his bedroom.

"Madame Safavid" He greeted her, offering a handshake, though a little unsure as to what was customarily appropriate "It's a pleasure to meet you, I do hope your journey wasn't too arduous. Please, do take a seat" Then, once the pleasantries were exchanged and she was settled, he leaned forward across the desk and continued, in an almost conspiratorial tone "So, what do you have in mind?"

“Well Mister Atandje, as I said we believe that the longer the conflict in Merina drags on the more likely it is for the Free Merinan Association to draw international attention and attempt to stop your government from resuming control of your territory. So time is critical if the Merinan government is to make progress against the rebels.

The Tamoran government is willing to provide you with three avenues of support:

One, satellite surveillance in order to increase the effectiveness of your armed forces.

Two, a squadron of 24 fighter jets to support your operations. Getting them to Merina will be difficult and depending on how some certain powers will interfere, we might not be able to provide you with them.

Three, two thousand civilian contractors, ex-military, to help you fight the rebel elements in your country. We believe that civilian contractors would be a better approach than Tamoran Armed Forces as they could stay even if an agreement will be reached where foreign forces have to leave Merina.  Not only will those civilian contractors have prior military experience and can help the Merinan forces in their operations but can also help with training, organization etc.

We can provide additional support depending on your needs.

The Tamoran government believes that Merina has the potential to become a vital strategic interest for Tamora. I believe you are aware that Tamora’s relations with the powers in the Albion are not great and we are looking to for an ally in this continent as we have on all others. Merina is a massive country and the Tamoran government strongly believes that it will have a bright future ahead.

So in return for our continuous support we ask that the Merinan government do the following:

First, to allow us to send missionaries in your country to spread the faith of the Prophet to those that have yet to hear of him. We want them to be unrestricted by the government in their ability to do their mission in Merina.

Second, the Merinan government to consider Tamora first when it comes to military acquisitions. We are already cooperating in this regard and we believe there is plenty of room to further develop that cooperation in the future.
 
Thirdly, when the reconstruction begins we would like for the Merinan government to consider Tamora’s contribution when it comes to allocating the contracts to rebuild the country.

Lastly, when the conflict ends we would like the Merina government to provide us with the intelligence on the position of Rokkenjiman warship movements. Before you ask, we would not expect the Merinan government do anything out of the ordinary but only what every country does: patrol its waters and monitor foreign warships. We only need you to provide information on Rokkenjiman ships on a regular basis. If need be, Tamora can supply Merina with a couple of maritime patrol aircraft so that you can do the monitoring. 

Please tell me if the proposals of the Tamoran government sound good.”

Christian listened patiently as Alya ran through her presentation, jotting down a couple of notes attentively. He was well aware of the Free Merinan Association's machinations, though nonetheless grateful for the Tamoran's show of support. Like most of Nguessa's lieutenants, Christian also had a military background - as an artillery subaltern, in fact - though this had been many years ago, and he was rather relying on the content of a preemptive defence briefing a couple of hours earlier to respond.

"That is quite the suggestion" He remarked thoughtfully in response "And quite a bit to unpack, if I may say so"

"With regards to your offers, while these are all most generous, there's a couple of points I'd like to query before agreeing to anything. First, regarding this satellite surveillance scheme, what form would this be taking? I mean, would you be looking to pass across satellite imaginary on a request basis - in which case our own airborne reconnaissance assets would be equally capable - or providing our armed forces with native access to these systems? It might sound like a trivial distinction, but I am assured such details are pertinent"

"On your second point, and similarly, what would be the arrangement with these fighter jets? Would these be flown by Tamoran crews or Merinan? And if the former, would this be done openly? I ask for two reasons: one, the Merinan Air Forces already operate a number of aircraft types, and are somewhat reluctant to take on more, and, two, having Tamoran aircraft operating from Merinan bases would provide a degree of diplomatic deterrence against unfriendly interventions, so to speak"

"With regards to your third" Christian grimaced internally at this point; mercenaries tended to grate on him "While good men are always appreciated, and my government do indeed already employ a number of such men, I believe that having regular Tamoran troops in the field would carry much the same benefits as having Tamoran aircraft in our skies. Whilst our warmongering neighbors may not think twice about bombing Merinans, they would, I believe, not dare strike against Tamorans in the same way. Even in small numbers, regular Tamoran troops would shift the balance of power in the region substantially"

"In this vein, I've a suggestion of my own to make" Christian smiled "We anticipate that our neighbors may engage in a degree of gunboat diplomacy against us, seeking to leverage their significant arsenals of standoff and airborne weaponry against us, while being unwilling to deploy ground forces. To forestall such designs, we'd be interested in discussing the supply of more modern anti-aircraft systems - either to our own forces, or to be operated by the Tamorans. Is this something you'd be willing to consider?"

At this point, Christian paused momentarily for breath, before continuing:

"In terms of what we can do for you, I have a few concerns also. Foremost, while my government are not like to be overly concerned by this kind of spiritual mission, I can make few promises as to the kind of reception you are likely to receive from the public in such an enterprise. The back-country, in particular, is not exactly what you might call a bastion of religious tolerance, and I'd hesitate to allow our security forces sufficient latitude to escort such a mission effectively in the current climate. Without our base, we will never win this war, you see, and our base overwhelmingly views your Prophet as something of a heretic"

"Of your third and fourth points, there are no reasonable grounds for objection; you have proven reliable partners in these regards thus far, and I, for one, share your belief that this relationship can and will continue to blossom in future. Your final request does trouble me somewhat, however. The Rokkenjimans are not the kind of people we would cross easily. To what end would this information be used?"

She avoided the issues of Tamoran troops on the ground and addressed the other concerns.

“The Rokkenjimans have time and time again used military assets to attempt to coerce nations into following their demands. This is why we are concerned and ask for that information. We would use this information so as to better prepare to neutralize their potential attempts to interfere in the affairs of Tamora and the MidAranye region. It will be a passive use of that information; we do not plan on raising tensions in the sea of Kyne. That will not be in our interests, especially with a potential agreement between us.”

After pausing for a few moments she touched on the most sensitive of topics:

“Religious matters are something that greatly concerns the Tamoran government and the Tamoran society in general. I understand that your government has to consider your base of support however we expect the Marinan government to make an effort so that the men who will come to Merina to preach the word of the Prophet have a reasonable level of support and security provided by the Merianan government. We do not want to send them to Merina to be an open target and without any chance for them to achieve their mission.

Maybe at first they could focus their efforts in only the safest of areas or maybe you can come up with other ideas on how they could proceed but leaving them out to dry and expecting the Tamoran government to stand shoulder to shoulder as allies is not going to happen.

Should the Merianan government understand how important the issues is for Tamora and find some kind of arrangement for them then I can confirm that the Tamoran government would be willing to send to Merina two thousand soldiers, troops in Tamora uniform, including anti-aircraft systems which will be operated by Tamoran soldiers only. I believe that is more than a generous offer of support. “

Christian again took a second to compose himself before responding. This was a little more than he'd bargained for.

"With regards to the Rokkenjiman question" He decided, at length "I believe that we will be able to supply you with the information you desire, on the proviso that this not be used in support of overtly offensive actions. If challenged, we shall deny all knowledge of these activities, naturally"

"I understand your attachment to religious matters" Christian added, with consideration "And I have no reasonable objection in principal. My... concerns are from a purely practical standpoint; with so many of our security forces posted to the front, I hope you can appreciate we're not particularly keen to risk trouble in our rear areas. Your missionaries are quite at liberty to operate within the city limits of Nigyia for the duration of the present contingencies; if they wish to venture beyond this, they will be doing so at their own risk. Once the current conflict is resolved, and our security situation improves, then they shall be welcome to range more freely. Would you consider this to be an acceptable arrangement?"
