An Invitation To The Empire Of Ikhan

It was with dismay that I received news of the attempt against the life of His Imperial Highness, Eshai-va Esik I Vahram ve Sherkoz. Just a few short years ago my predecessor, Empress Emerita Beatrice, was the target of an assassin's bullet. If there is anything the First Empire may do to be of assistance the Empire of Ikhan need only inform us of what is required. Too often we see assassins attempting to claim the lives of those who look after their People, and while we may never eliminate the possibility of its occurrence, I am confident we may all take steps to ensure each attempt ends in failure, with the perpetrators brought to face the full force of justice.

While I recognize that times are trying at present I do not believe that our two Empires have engaged one another despite being such close neighbours. In those interests I wish to open the prospect for discussions to take place between Rokkenjima and Ikhan, exploring areas of mutual interest and benefit while ensuring that our border is harmonious and fertile to cross-border opportunities for trade, commerce and joint economic prosperity. Whether or not we should meet in Rokkenjima or your nation, I look forward to the opportunity for us to finally speak in a manner which looks to the future of our Nations and Peoples.

 To the Empress of Rokkenjima, Evanthe Rhodes, blessings of the Spirits be upon you;
I wish to thank you for your kind words, especially in these most trying of times. While yes, during the reign of your predecessor, we may have isolated ourselves from international politics where at all possible, now, with the tragedy that was the attempt on His Imperial Majesty's life, it has become apparent that our security requires further cooperation with our neighbors. It will please your majesty that my father, the Emperor, is expected to make a swift recovery, and that his would-be killer is expected to be put on trial for his crimes in the coming weeks.

 I would now wish to turn our attention to more pressing issues, for instance, your proposed meeting. I would be glad to meet within your nation, provided that I be permitted to bring along my own security detail. Can't take any chances and all, you see. If it were any other time, Prime Minister Ekhral would be sent in my stead, but of course, these are trying times and he is needed at home to handle this situation. I look forwards to our meeting, and may it prove fruitful for both of our nations.

It is in the darkest of times that we often find that cooperation with our neighbours provides greater safety and options than the path of silence and isolation. Amongst my sincerest of hopes is that we, together, may find that our nations and peoples share a common path, one which we may traverse together in our mutual interests. We, too, hope to see this would-be assassin face the consequences for this despicable act.

To minimize your travel I've elected to receive you at Haru Palace in Dunwich, Estvua Prefecture. I will be arriving the night prior and have already put the staff present to ensure that all preparations are made prior to your arrival. I understand and have no issue with you bringing your own security detail, however, it will be necessary for any weapons to be left at the door. In kind, my security shall not bear any arms within the Palace in kind. As Haru is a personal holding of my family, I can assure you it is one of the most secure and safe locations anywhere in Mundus.

Evanthe had taken the opportunity to enjoy a night at Haru Palace alone. One of the smaller holdings of the Anselmo-Rhodes family, its charm had long held her heart and it had become one of her favourite places to spend time in the whole of Rokkenjima. Receiving the Crown Prince and Prince-Regent closer to the border was preferable, especially with what was undoubtedly a situation which could change at a moment's notice in his homelands. Ensuring that he could quickly return if need be should something unexpected arise was a convenience she didn't mind granting in the least.

Directions had been included with the last message she sent, as well as updating any Rokkenjiman police along the way that they should expect to see a diplomatic vehicle crossing the border. At the border, they would receive an escort provided by the Estvua Prefectural Police, after which she would be on hand to greet them as they arrived at the Palace.

 The new day would come quickly for the Crown Prince, whose motorcade would cross into Rokkenjima (after going through the necessary prerequisites for crossing) near the border-town of Enekh. Upon crossing over, the procession would be accompanied, as planned, by the Prefectural Police of Estvua. Over the next few hours, the convoy would make its way to the city of Dunwich, and by extension, the Palace of Haru. Upon pulling up to the entrance, the Crown Prince would not leave the vehicle, at least, not until his guards— members of the Imperial Guard— had exited first to ensure nothing was amiss. That was not to say that there was a lack of trust for his hosts, but rather due to heightened security measures undertaken after the attempt on the Emperor's life.

 After a few moments, one of the guards would open the door the Crown Prince's limousine, allowing him to exit the vehicle, his military uniform in near-perfect condition despite the longer than expected trip. The Empress of Rokkenjima would, no doubt, have been informed of their arrival beforehand, so the Crown Prince, as was customary among his people, bow to her, not as a sign of subservience as some might perceive it, but out of respect for her position, even if he was, at the moment, the acting head-of-state for his own nation.

Evanthe returned the bow, although not any lower than that which she had been presented. "Crown Prince Arkan Vahram ve Sherkoz, welcome to Rokkenjima," Evanthe said warmly. "Please, do join me inside," she continued, motioning for him and his entourage to follow within. "I am thankful that you could meet me on such short notice, especially with the circumstances in your homeland. I was most serious when I offered any assistance the First Empire may provide to your nation, so please, if there is any way we may be of assistance do not hesitate to mention it today."

"Although we share a border I feel there is much we do not know about each other," Evanthe continued. "As this is our first greeting it is customary for me to present to you this bottle of Pyrenan Mead, a mead brewed from honey from bees raised upon the grounds of Pyrena Castle itself. I do hope your customs aren't opposed to alcohol, and if so, please do not take offense to this gift. The traditions of one people do not always need to transfer to another efficiently, and I am certain your time in Rokkenjima won't be a total loss if you cannot accept."

"As my guest, I have often found it beneficial to leave the floor open rather than setting the agenda on my sole discretion. So then I ask, what is it you wish to see from our discussions on this day? I see many possibilities before us, opportunities that have long precluded us, but hearing your own words will be so much more meaningful than my own preconceived notions."

 The Crown Prince would nod as they walked, listening to his "counterpart" from Rokkenjima as they did so. When he was offered the mead, he would graciously accept, saying "Our people aren't opposed to its consumption. While I may not personally be much of a... fan of mead, I accept this gift." after being handed it. Eventually, they would reach the meeting-room, from where the rest of the meeting could continue.

 "Thank you, your highness. Firstly, I do believe that, after the last few decades of isolation, it is time that our Empires renew what diplomatic ties we had. I may not be a diplomat by trade, but there are... some things we can discuss." Prince Arkan would note. "For instance, I wish to consider the re-establishment of an embassy in Pyrettania in exchange for Rokkenjima establishing one in Ikan. Simple things, sure, but we have to start somewhere."

"That would be a great place to start," Evanthe replied. "We've room available for an embassy in Sakura Square, which houses most embassies within the First Empire in a secured district of Pyrettania. If there are any special accommodations which may be required for your embassy please inform me so I may ensure that preparations are made prior to the arrival of your ambassador and attached staff. I'll likewise instruct the Ministry for Foreign Affairs to make arrangements for the appointment of an Ambassador, as well as assembling staff to man the embassy."

"Given the border shared between our nations it would also be prudent for us to consider some economic factors as well," Evanthe continued. "Rokkenjima is committed to a vision which sees Ardia cooperate toward economic prosperity and opportunity and, often, that starts on a more local level. For example, Rokkenjima has established a Free Trade Zone which allows companies which hold operations in the Tri-City region the ability to transfer goods and resources into, and out of, Ardia without tariffs or duties being imposed. What sort of economic relationship with Rokkenjima would your nation have in mind?"

"Bilateral ties are, as it stands, in the best interests of both our nations." Arkan said with a nod to her first offer. "We can offer similar accommodations in Ikan's Eshvai ward, not more than a kilometre from our nation's National Assembly Building, should such an offer be permissible." He would follow it up with.

 For a moment, as he listened to what she might have to say regarding the future economic ties of their two nations. "Well, I'm open to any options that may prove necessary, if we're being honest." He would say, though he knew he wasn't the most qualified person for this job. "That being said..." He paused, for the first time having the weight of an entire nation on his back. "I believe a free trade agreement would be in the best interests of both our nations, though if you believe otherwise, I welcome the chance to discuss these matters further."

"It is more than a permissible offer," Evanthe replied with a smile.

"I believe it would then be in our mutual benefit to ensure that we have in place an infrastructure to support robust cross-border trade, business and commerce between our nations," Evanthe would reply. "Putting into place high capacity highway links between our nations, ensuring both high speed and freight rail connections, as well as putting into place regulations and easements at our ports to facilitate trade and more open movement of people between our nations. We will also wish to look at eased visa regulations to support the more open movement of people allowed by the aforementioned initiatives as well."

"I also feel that we should consider, as an initial foundation, a Treaty of Friendship and Cooperation between our nations. From that foundation we can build the provisions we wish to include, leaving the Treaty itself as a "living document", if you will, to be amended as defined by the relationship our nations build."

"I do not disagree, such a treaty would be most beneficial at this time. And of course, I agree that it would be best to improve cross-border infrastructure as well as such an eased visa requirement would be useful as well." Arkan said as he thought about what else he could do. After all, a lot of these duties would fall upon the National Assembly to ratify; He was only operating as the acting head of state until his father recovered. "Of course, these changes will need to be ratified by the National Assembly, not that it really matters as they have approved past measures to improve relations between our states." He would note as he glanced around the room. "Any further suggestions will likely have to wait, however, as despite previous plans, I will likely need to return home shortly, official business and all." He said as he readied to leave. "May our next meeting prove prove more fruitful than this one..." He stated. "...unless there's anything else you'd wish to add, of course."
