Dear Professor Jack Daley,

I heard recently of a program being run by Ui Ceinnselaig that invited nations to establish numerous radio telescope arrays around the world for a better understanding of what lies beyond. I have talked with numerous other officials and we have concluded that we would like to become a part of this project. We feel like it is necessary that we cooperate to gain a better understanding of the cosmos, and learn more about where we came from. For this reason I am inviting you and any other officials of UC to discuss the plans for the array and terms of the agreement. We will have a private meeting in Tehrestan. The High Council already has some suggestions for where to build the array as well as the extent of the array. CARDA doesn't have many budgetary constraints, so the array can be quite large and advanced. Feel free to discuss this with UC government officials, we will allow any other officials to join the meeting. The exact date and time of the meeting will be determined later, but I would like to get this project going as soon as possible. You may suggest some dates for the meeting in your response.

The Cenneg Space Programme is delighted to hear of your interest in this project and would be delighted to discuss the matter with you. One concern however is the current situation between yourself and one of our allies which could potentially impact the export of technology associated with the array. As I am not a politician and less familiar with the aspects of international trade than a government official I will be joined on my visit by Boyd O'Donnell who is our nations Foreign Minister. I look forward to our meeting and hopefully the expansion of this project.

To Professor Daley,

First off, I must thank you for being able to find the time to come to Soleimani to discuss the project. About you concerns, we will discuss them in further detail during the meeting. You may arrive in Tehrestan by plane if you wish. We’ll have a motorcade waiting at the airport to escort you to the meeting location. We will try to keep it quick and low profile so as to not arouse public suspicion. I would like to have the project officially announced later on if and when we have a proper plan made.

Boyd and Jack had flown over on a regular flight between Claith and Solemani. The government had wanted to try and make the arrival rather low key despite not hiding the fact that a meeting was taking place. There would probably be no problems as currently the various factions in Merina were talking however a potential stand off between Lodja and Solemani could take place and then naturally the Cenneg would come down on the side of their CNN allies. That though was a matter for Boyd O'Donnell to worry about and not Jack who was really focused purely on the science. The pair showed their diplomatic passports as they left the aircraft and waited for someone to come and meet them as they cleared the arrivals lounge.

As was expected, a group of suited men and women came to pick up the pair, and led them to the car. There were only two cars, so as to not increase public suspicion, and they were differently colored.

After about a 25 minute drive, the two had arrived at the meeting location, taking place in an office in the CARDA federal headquarters. Once the two finally got to the office, the Director of CARDA, Darid Kamik and High Council member Pedram Dabiti were waiting.

Pedram begun by introducing himself, as did the Darid.
Then, Darid got to the point:
“Well, so, as you know, we are very excited to hopefully be able to contribute to the Mundus Skies Observatory Project. First, I’ll lay out the concept for the actual project, then Pedram can answer any of your questions regarding the diplomatic effects of the deal. So, as of now, we have one location in southeastern Soleimani which we believe is the best for the project. The location is in a relatively flat region that is near mountains and is at a decently high altitude relative to sea level. The area is also quite open allowing room for any required nearby facilities, and also allowing us to have a large quantity of radio telescopes. We personally believe you’ll approve of the location. As for the array itself we have plans for 30 18-meter wide radio telescopes. We understand that the costs of such an array would be high, and we are not sure exactly how keen the CSA is on paying for such an array, so, we have an idea. If urge CSA does not want to pay for 80% of the construction costs for the array, we’ll pay for 50% of the costs, but in return, we would want the array to be available to CARDA’s own team for 155 days per year instead of 90. If that is a deal that you are willing to agree on, then we’d like to proceed discussing about other aspects of the project, if not, we can adjust the plans for the deal.”

"While we want to build up a huge network we see more use of having them dotted across Mundus, the wider the points they view from the more accurate the results. While having 30 like you suggest in one place is an OK way of doing things we already have such a system in our Highlands." Jack Daley explained. " However we do admire your ambition. We though aren't going to fund something on that scale as we hope to fund the project in other nations too. Your project will require $720 million. We had never intended to build so many telescopes in one area. We will however fully fund five of your 30 on condition that for those five we are granted the rights to man and operate them for the next 50 years. For 28 days a year we would grant you access to those 5 in return for 28 days a year having access to yours. We would also be able to provide the equipment at a 10% discount."
