A FORMAL REQUEST FROM HIS MOST SERENE AND EXCELLENT MAJESTY THE MAHARAJADHIRAJA KRISHNARAJA III

Dear Honourable Nations

As you will no doubt be aware our beloved Empire is currently embroiled in an ongoing conflict with our neighbours Topri. This was has recently cost close to 20 innocent civilians in Parbhani their lives while attending Temple for their daily prayers. Meanwhile our own forces are slowly advancing towards the Topri capital in an inevitable victory. Our concern is that many more countless people will die between now and a time when we can achieve a military victory. It is our hope that if an organisation such as yours with numerous members of a variety of different nations within its ranks and each with different approaches to the world were to take up an attempt to persuade Topri to the negotiating table this may end needless bloodshed. I would therefore hope that in the coming hours and days we can work together to bring an end to the conflict that we had to begin to protect our people and secure a peace that may last. I would be interested in inviting representatives from your organisation to meet with myself and ask you to extend a request to meet the King of Topri to try and act as a conduit for peace.

We have been asked by the monarch of Parbhani to seek a mediation between your two nations in an effort to bring the ongoing war to an end. At present the membership of the Sovereign Union of Nations have only seen one side of the conflict and therefore believe that if peace is to be given a chance we must seek to fully understand the conflict. We have therefore put together a proposal that both sides undertake a 7 day ceasefire while a small cohort of senior officers from our nations travel to each nation to investigate the situation and explore whether further talks are possible. We hope that this opportunity for peace is accepted and that we can bring an end to the conflict that is ongoing.

We are happy to see observers from your organisation visit the Kingdom. Sadly we can not guarantee the security of your incoming flight. We at present can not and will not bend to the demands being made by Maharajadhiraja Krishnaraja III and while we shall honour the offered 7 day ceasefire we are not confident that Parbhani will.

Squadron Leader Panagiotakis Michelakis had been selected by the Realm to be part of their representation to Topri and was being accompanied by Prince Grigoris, the Queen's own brother. The duo made their way to the nearby Air Force base in Cassiopeia and awaited the others. A Cassiopeian flight to Topri would take place and from there steps taken to work out exactly what was going on there. Now the duo just had to wait for the representatives from the other three nations.

OOC- On Saturday the SUN delegates will arrive in Topri. We've a SUN Pizza Zoom Party so we'll fly things through then.




The Drenovian delegation arrived. They'd sent Lead Swordswoman Bara Herceg The Order of Oak and Lt-Col Eugen Župan. Herceg was dressed in her tunic of the health care branch of her religious order while the Lt-Col had opted to wear a suit rather than his uniform. The breast pocket showed his units coat of arms while on his lapel was pinned the emblem of his own religious order, The Order of the Forest. Between them their King believed they could best assess the situation, Bara from her medical background could assess the humanitarian situation with the Lt-Col was an expert on military affairs.

Foreign Minister Einar Koppel of Chistopol was a former Air Force officer and accompanying him was naval Commander Heino Kukk. The Commander was a little surprised to be selected because the conflict saw no naval element but he would follow his orders and go and see what was occuring.

The final duo to arrive were the brothers Olayinka and Albin Brinley. Olayinka was a former journalist who was now a member of the province of Castires local government. His younger brother Albin was a Squadron Leader in the Imperial air-force who served in an intelligance squadron. They greeted the others and prepared to board for the journey.

The eight individuals represented a blend of civilian and military know how. The four civilains would be the ones taking a lead in any talks however the military contingent existed to make sure that they understood the situation they were getting involved in. The flight from Cassiopeia to Topri was a long one and gave the team a chance to consider their approach it was just a few moments after take off though that the first curve ball was thrown with the Achkaerin government announcing that they were sending an aircraft carrier. They had hoped to get Topri onboard for talks without the waters being muddied. The impending arrival of a carrier might give Topri the impression the international community was about to come and save the day for them or even ally themselves with them. By keeping their identity hidden the four nations had hoped to be able to avoid pressure being put on any of the parties involved. The team watched the news as they neared the Topri airspace and by the time they touched down they were concerned. They had hoped for a good clear 48 hours to do their work but now the Maharajadhiraja was voicing that he might jump that gun. They now were entering a potential war-zone and naturally this would change their approach. They had just enough time to take this into consideration before they touched down. They exited the aircraft and waited for their contact to come and get them, the civilian members stood one side together while already the military contingent were looking for tell tale signs of things of interest at the airport.

No sooner had the aircraft touched down than a fleet of armoured cars appeared complete with a whole host of soldiers. "Please ladies and gentleman come with us. I am Major Sanjiv Kulkarni." The man hardly stopped to welcome the guests instead urging them into the vehicles. "We must move quickly. We are sure the Parbhani military have pre targeted locations such as this. We need to be moving." As soon as the last of the SUN representatives had boarded the vehicles a young soldier in each handed them a headset as Kulkarni boarded the lead vehicle as the convoy took off heading outside the airport. The convoy was going to head to the cities barracks where an underground facility hosted their military command. Kulkarni had carefully planned the route taking them past several sites in the capital that had been struck by Parbhani air strikes, "You can see the reason for why we need such vehicles" his voice came over the headsets they'd been issued. "Over the last year or so there have been periodic strikes against the capital. Residential areas such as this have not been spared." The trundled through an area where among the row of houses a pile of rubble existed. Kulkarni didn't explain that it had been a site of a radio transmitter used by the military. Further down the road more rubble marked where on the edge of a suburb a factory that had made components for Topri's military was mangled. "They have made everyone in the city fearful of the next air raid alarm and obviously children are now growing up with severe mental health issues." The convoy skirted the wire fence of the military base and it was a hive of activity. Aircraft being overhauled, tanks with their guts on hangar floors and soldiers checking equipment. Once the vehicles had stopped in their own hangar Kukarni guided them across to a structure that sloped down underground. There was a series of staircases and then an elevator "We are now around 10 floors underground" the Major informed them as he pushed open a door and lead the group into a corridor in which a few uniformed members of staff where hurrying back and forth with folders and piles of paper. At the end of the corridor there was a large room, usually used for briefings but today where representatives of each of the branches of the military were sat waiting. Kulkarni waited for the S.U.N group to be seated and then introduced people, all were officers of similar rank to himself and a few junior government ministers. "We are here today to answer any questions that you have. WHere would you like to start?"

Squadron Leader Panagiotakis Michelakis jotted notes down in the bumpy compartment of the armored car. The view as they shot by didn't allow for much observation but the officer was certain that he'd seen enough. If there had been only one building hit in a residential area it made you consider just why that building. The questions were already formulating in his mind. There was clearly going to be a need for some humanitarian aid, and likely on both sides of the conflict and that was something they would need to address. As they were ushered into the underground complex and shown seats the two Cassiopeians compared notes from the drive. "If I may ask the first question" the Squadron Leader began, "How extensive is the damage to the city and would we be able to be provided with plans of the city?"

Each had been considering what they wanted to ask and now as the Cassiopeian had finished their question it was Herceg who would begin. "We would like to know from your side what the casualty figures have been among both the military and civilian members of your nation. Additionally I would like to understand what kind of strike caused the damage we have seen, was it gravity bombs, laser guided or missile strikes for example."

Župan  than took over, "I think it important we ask this. The leader of Parbhani has several times stated that if he wanted he could end this war within a week. What is your view of that assessment?"

 Kulkarni listened carefully to the questions before forming the responses.

"The city here is not too badly damaged, naturally as it is the capital it is perhaps the most well defended. What we have seen though is a pattern where for several days air strikes and artillery bombard a town close to the frontier and then the ground forces move in. In those towns and other cities we have seen severe damage with whole blocks levelled by the Parbhani military. We have had to therefore focus teams on getting people out of the rubble, unblocking streets and the roads so ambulances can get by. It has become difficult to move people out of the warzone because of damage to things such as bridges and overpasses. In terms of plans of the city I am sure these can be made available." He looked at a man in a suit who nodded and then began a phone call asking for them to be brought.

"As for our casualty figure we have seen around 3,500 from our military die in defence of their homeland, around another 5,000 or so suffering major injuries. In terms of civilians we have casualty figures at around 3,000 most from the frontier towns. We however have around 30,000 people unaccounted for, we are not sure if they are dead, in a prison, in hiding or refugees. As for the damage we passed these were carried out by the Parbhani's using what we think was a type of long range missile we have not been able to work out the exact weapon."

"The final question. We do not believe he could end this in a week. I think it highly likely we could fight to a stalemate. Our resolve is such that his casualty figures and financial cost to reduce us to a point where he is victorious would make it not worth it. We are confident that we can last at present another 12 months with ease, even longer. The enemy are far too over confident in their weight of numbers. "

"In terms of the humanitarian crisis what is the situation presently, in terms of homeless, displaced, food supplies and the like. Furthermore to the best of your ability how do you think this conflict would come to an end if it wasn't for mediation?"

Squadron Leader Panagiotakis Michelakis checked his notes while the conversation continuted.  Once the representative from Chistopol had finished their question he asked another question. "With respect you say you're confident of forcing a stalemate. You've currently told us that around 8,500 of your military have become casualties of war, that represents nearly 8% of your total military being out of action. Surely those levels of casualties can not be sustained, meanwhile Parbhani is three times your size in terms of military power and have lost not even 1% of their military if we believe their press stories. Surely pushing for peace is therefore the best route for your nation?"

"From my understanding the root of this stems from a desire for your nation to utilise a river for hydro-electric via a dam to meet your electric needs. Is that the case? If so perhaps we can look at alternatives to damming the river to meet your power requirements. Could we perhaps then as a group of nations look at ways of supporting this? That would therefore allow you to offer Parbhani an agreement that the river would not be touched therefore making the flash-point of this conflict mute and hopefully putting their mind at ease. Between the four of us here I am sure we could put together a package that could support your energy requirements. If the conditions Parbhani are offering for peace are too harsh, which I believe they are, then why not use this as a way of making a counter-offer as I am sure the Parbhanians will expect to give some concessions in negotiations."

One of the suited civil servants began to address the SUN delegation. "In terms of humanitarian issues we have largely been able to evacuate people but help with rehoming wouldn't go a miss. As most of the nation is rural until we reach the capital that has not really been an issue."

The fact the Cassiopeian Air Force officer was so happy to use these statistics to try and undermine the nation did not sit well with the hosts. "Numbers do not win wars. Determination and will power. We will keep fighting and more and more of our people will take up arms if we need to. As the enemy supply lines stretch we will be able to take advantage." It was of course nothing but bravado but they had to put a brave face on it.

When the Paracambian put forward a way to perhaps find a solution there was sideways glances to all of those representing Parbhani. "The cause is mainly Parbhani's failure to understand our rights to determine our own management of our land. Now if we were to find a way of us meeting those needs in other ways then we would naturally consider it. In terms of meeting with Parbhani we would be willing to do so but that would need to happen on three conditions. First that their troops withdraw 5km from their current positions which would allow us to tend to the areas ravaged. Second that the talks take place in Abydos, Vanora or one of your nations. The final condition is that one of your nations handle the transport to and from the meeting."

The various delegates sat and spoke among themselves.  They had been partly prepared for such a thing to be requested. "We can obviously undertake that we can host the talks and handle the transport for it in both directions. We would have the talks take place in Drenovia and their air-force would take control of the transport arrangements. We will of course outline your request to the Parbhani government and we hope they will see to comply with them."

Following talks with Topri we have been able to secure their agreement to talks aimed at bringing the conflict between the two of your nations to an end. They have imposed some conditions on these talks taking place.

1. The talks will take place in Drenovia.

2. The Drenovian military will provide transport to and from the talks ensuring both parties arrive the day before and are given equal security during their stay.

3. Your forces withdraw 5km from their current positions.

Should you accept these conditions talks shall begin as soon as possible,.
