We have been watching the recent constitutional changes in your nation over the last few months and are happy that you now feel you are at a point that you are considering building foreign diplomatic contacts. We are glad to read your message -along your pleasant good wishes- and to confirm that we are ready to send an official delegation headed by the President of the National Council, Burkhardt Kvalheim, and Secretary Johannes Skouen, to a date of your choosing, starting from next week.

We trust Ambassador Gerulf Bjorkstad to address any assistance for the preparation of the meeting, in case your government needed it, as well as a list of our proposals for the agenda of the meeting.

With this being the first meeting in many years between Jugland and East Moreland it was important that the start to the visit went as well as possible. The Foreign Office had been keeping up to date on the recent political changes in Jugland, new constitutions, the issue in Emrata there was no doubt going to be a lot to discuss once things reached that point. The Palace was beginning to take on its early spring hint of colour among the old browns and oranges that the winter had imposed on Northfort. The flowers beds saw the first green shoots beginning to push through and the the odd tree was beginning to blossom. This was of course a stark difference to the King Robert International Airport's specialised diplomatic terminal. It was used almost exclusively for this type of occasion and gave the media a good chance to get their photos while also ensuring the security of the royals and anyone visiting or departing.

The arrival would be the typical one. A group of red jacketed, silver breastplate wearing Red Legionnaires would provide a guard of honour while a band from the Air Force would of course play that Jugland national anthem as they exited their aircraft. They would then be greeted by King David and his cousin and Foreign Minister Orlaith Kade. The King was well rehearsed in these kind of meetings now however his cousin had only attended a handful of such events but was looking forward to today's meeting.

Once the aircraft was inbound the band had one more quick run through of the national anthem as the Red Legionnaires gave each other a final once over to ensure their uniform was immaculate by which point it was time to say hello. The King waited for their delegation to descend and extended a hand, "Welcome to East Moreland." He greeted them each in turn.

"Thanks for the welcoming, Majesty", Secretary Burkhardt Kvalheim said. "It is a pleasure for us to visit your nation".

The Juglander delegation was headed by Burkhardt Kvalheim and Johannes Skouen. Kvalheim, was officially the President of the National Council, and therefore the highest office holder in the Federal Union of Jugland, although he was not the head of state of the Coft Aranye nation. As former Minister of Foreign Affairs, he had a larger diplomatic experience, although this was his first visit abroad since he was elected to the National Council. On the other hand, Skouen, as Secretary Transport, Energy and Communications had a -rather eclectic- experience limited to domestic politics, and it would be his first diplomatic visit abroad.

The King accompanied his guests to the waiting convoy of vehicles and soon the royal convoy was whizzing out of the airport via a side gate and heading towards the spire of the Temple of Helus which dominated the skyline of Northfort. The sight of the royal convoy was pretty common and the locals were well rehearsed at allowing it to navigate the city with ease. Soon the car took its usually turn into the Temple District and past the Temple of Helus which had acted as a kind of beacon for the convoy on its route in. There was then the turn onto the hill which made up Embassy Row where the vast majority of the larger embassies were located and as only diplomatic and military vehicles were allowed on the street it meant they were soon heading into the gates of the Palace grounds. A vast sprawl of green parkland and forest that now in the spring was blooming into life. As they followed the canal that lead to the lake that stood before the Palace David could see his staff exercising the Royal Stable and watched as the group headed off towards the woods.

The sound of the gravel crunching under the car soon stopped as they arrived at the steps of the Palace and the group headed up the short flight into the entrance hall of the Palace. A quick left turn and through a large oak door they entered the King's own private office which was essentially a large lounge with a desk backed to a huge bay window that looked out over the lake. The lounge was made up of four large leather sofas around a low glass topped coffee table, the frame of which was crafted out of one of the engines of the SSC Honeybadger. It was these sofa's that the meeting would take place on. With everyone settled and refreshments served the King opened his notebook and put his pen in the folds. "So gentleman where would you like to begin?"

They contemplate the town as their journey advanced. The Temple of Helus quickly catched Kvalheim's attention. Many scholars and erudites tried to find similarities between the Order of Werden, Jugland's national religion, and other Mundus religions, including East Moreland's religion. However, Kvalheim always found that parallel rather unfounded in this case. 'So is this Alba Karinya's most important city?', Kvalheim wondered, as they were heading toward the palace. Northfort's palace resembled to him like one of those Summer palaces.

"First of all, Your Majesty", Secretary Kvalheim replied, "we are grateful of the chance of visiting your country as soon as it was possible. In some way, it is certainly a personal honour, as it had been a long time since the last time a Juglander delegation officially visited Alba Karinya. We hope the relations between our nations is established toward a positive step. That's why we would be interested to consolidate our presence, starting from your country. For that reason, if your government agrees, we would like to expand our presence, from our current embassy in Northfront, to the opening of Juglander consulates in the coming months".

"But answering directly your question", he continued, "although we follow the development of our world certainly with interests, our main concern, and the first reason we are visiting your capital, is rather obvious. It could be said that our nation have only recently started to walk again, after an unfortunate period. Our main concern is to establize and develop our economy. In the last six months, we have experienced a notable change and it is my opinion that our path is already giving its fruits. We have witnessed the interests of some East Moreland companies to invest in our country recently, although there are still some obstacles and relunctance that this meeting could help to reduce or alleviate, we hope".

"In terms of opening consulates you're more than welcome. We have Portworth which is our largest city in terms of population and also a major port, Silverhills is likely to soon become the 2nd most populated city and is what I suspect you could consider to be the entertainment capital of East Moreland and then we have Chamwick which used to be called Technology City and is a rather small city but growing and an important hub for innovation. We would naturally expect as more Morelanders head to Jugland the opportunity to do likewise."

"As for East Moreland businesses looking to invest I am not surprised. We've had several major businesses like OsmanTech and EMAC seek to capitalise of trade deals we've orchestrated. If you're keen for them to invest then perhaps we could look at what barriers could be removed. For example EMAC constructed a small facility in Heyra to make ejector seats taking advantage of arrangements through the AKO and MICA. Likewise OsmanTech established farms in other nations to allow them to grow materials for their production needs and then bring them to East Moreland for refining. Essentially any agreement would need to perhaps consider how we can streamline trade between us. I am unaware of whether you've commitments that would impact this, for example I've read that different regions of your nation appear to have different approaches to government from what I've read, perhaps you could explain how this works and then we can explore making agreements that work for all parties."

For our part, in the coming weeks we could confirm the number and place of the consulates we wish to establish".

"You're right, Majesty", Secretary Johannes Skouen said, as Kvalheim did not reply waiting for his colleague to intervene, "our country has started a process of decentralization and federalization, following the establishment of our new constitution. However, as the regions which government will probably soon established, we have the competence to promote trade and investment, as well as freedom to determine in certain degree their labour legislation and some forms of taxation - most of the important competences regarding trade belong to the federal government, such as tariffs and trade agreement with other countries, which we are certainly open to explore. The regions will have certainly autonomy on the promotion of trade and investment, and it is possible that some of them may be interested to open trade offices in your country in the coming future, just to increase communication with East Moreland's companies, and they will have an important say in our nation's trade policy, through the upper house of our parliament, although we are certainly confident that they will be helpful to secure an attractive economic atmosphere for foreign investment".

"In that case then perhaps I could suggest a system where we shall make avaliable to your nationwide government a facility in Chamwick and another in Portworth. These would be in the form of one of the pre-prepared business units we have there. The one in Chamwick would feature a space sufficent for some small scale manufacturing and an 100 person office complex. We would be willing to issue work visas for 250 people. The one in Portworth is essentially a warehouse which you could convert to some small scale manufacturing and a space for about 50 office workers, we'd be willing to offer work visas for 100 people there. That would give you an inroad to work in those two areas and of course allow your workers to be able to make contacts with local business concerns. It wouldn't be of much help to any large Jugland businesses as a a manufacturing or warehouse hub but could give some of your start ups or entrapeneurs a foot in the door. We would be willing to also lower tariffs on all goods of which no manufacturing has taken place so things such as raw materials, unprocessed foods and the like. In addition any goods you can prove have had at least 80% of their manufacturing take place in Jugland may enter East Moreland at a reduced tariff so long as they are do not then go to a third nation. We would naturally expect some kind of reciprocation."

"We'd be willing to organize a meeting, as soon as possible, between regional and local representatives and East Moreland businessmen, in case they were interested, to ease any hindrance or misunderstanding that East Morelander companies willing to establish or invest in our country may find".

"I have recently talked with local representatives from one of our regions, particularly the east of our nation", Skouen continued, "and they are looking for an expansion of the primary sector, particularly the agriculture sector, as they are looking for cooperation, investors, and farm development. In the case any East Morelander companies or individuals were interested in acquiring o renting law for such purposes, we'd be glad to mediate as well. Obviously, with the condition that they hire local workers for such tasks, giving the particular situation in that part of our country".

They have marketed a hardy version of rice supplimented with various added vitamins and they have also purchased large amounts of resources. I'm sure we can do a deal." The King flipped open a battered leather bound notebook. It had been in his posession since becoming King and had travelled the world with him. It had drafts of various treaties in and countless notes. He suspected either when it was full or when he passed on it'd be handed over to a museum or scholar and today he began the next page.

6. Jugland permit East Moreland based industries to invest in the agricultural sector of Jugland. Those companies must pay tax on locally recieved profits. They will not be taxed for removing after tax profits from Jugland.

"Excellent" David extended a hand before calling for his personal secretary and Chief of Royal Household Quinn Germaine to come in. "Quinn can you alert the media that we'll have something for them shortly." Several members of the vetted East Moreland press pack had been given permission to be in the Palace today by Malcolm Tucker should such an agreement be reached. Now this pack of what Tucker liked to call "tamed journalists" would be put to work covering this agreement. For around an hour the King and his guests engaged in small talk until Quinn reappeared.

"We've made arrangements in the Small Library" Quinn lead them up through the Palace to the Small Library as a child it had been one of David's favourite locations within the Palace and he was still a frequent visitor. The long table had been draped in half the East Moreland flag and half the Jugland flag. A series of chairs had been arranged at the back of the table while the press sat in front. The King and his guests filed in and took their place at the side of the table with their flag on and then the King removed a pen from his inside pocket. It had been presented to him as a gift many years ago now by the long now isolated nation of Sky Coast. The coral work on the pen still reminded him fondly of the visits and also the countless treaties he'd signed with it. Quinn placed two copies of the treaty down, one in front of each delegation. David neatly affixed his signature and then waited for his counter-part to do the same before they exchanged copies and affixed their signature on the 2nd copy thus making things official. The King was well practiced at such things and paused holding his pen just a hairs breath above the treaty and looking at the photographers to allow them to get their shots. Once he had finished he held up the document in its black bound folder and held it so the media could see and get the shot of the King's smiling face next to the freshly inked deal. Finally the King turned to Kvalheim and Skoeun to shake their hands. "It's a good result for all of us" he said loud enough for the media. "A foundation for us to build on. I look forward to seeing what your people do at Chamwick soon." All that was left was for the media to do there bits and pieces and David could chalk up another successful series of talks.

Secretary Kvalheim and Secretary Skoen allowed the East Morelander to lead during the ceremonial signing that they had prepared. It was their first official diplomatic travel since the declaration of the Federal Union of Jugland, and although the results of the treaty they were about to sign will probably be rather limited, they were satisfied.

After giving back a few compliments to the East Morelander government in front of the press, Secretary Kvalheim simply expressed that they would be happy to receive the King in an official visit back in Jugland "sooner than later". They were not sure if their visit would be an important point in the future of East Moreland-Jugland relations, but they were satisfied they had been smooth enough to calm the waters back at home.
