Addressing Soviet Relics: Nemphis Nuclear Station (MAEA)

I come before the Mundus Atomic Energy Agency today in regards to a dangerous relic within my lands: the Nemphis Nuclear Station (NNS). Constructed by the Godless Soviets during their occupation of the Kingdom it houses two RBMK-1500 water-cooled graphite-moderated channel-type reactors. During my studies in Rokkenjima we learned of such reactors and the inherent dangers in their designs; thankfully the units in question are not in active operation, however, a great deal of nuclear materials remain at NNS and the site has been maintained largely as the Soviets left it prior to their eviction from the Kingdom. While my scientists have maintained the site as safely as possible I fear that we are nearing a time where our abilities will be at their limit; it's not as if the Soviets left with good intentions or the best of instructions regarding their abomination of a creation.

Nemphis Nuclear Station

For these purposes I would wish to invite a team from the MAEA to assess the condition of the Nemphis Station, to devise a plan as to the removal of nuclear materials and their safe storage, decontamination of the Station and, eventually, its safe demolition. During this time I would also wish to discuss the construction of new, modern, nuclear power stations to provide power for the Clysperi electric grid. I look forward to any assistance the Agency is capable of providing in these crucial areas of concern.

The Kingdom of East Moreland is perhaps one of, if not the most experienced, nation on Mundus when it comes to the safe disposal of nuclear materials having disposed of its own nuclear arsenal and supported the dismantling of others. As such we shall utilise, if needed, members of the Royal Logistic Corps in order to safely package, transport and then dispose of any materials that require it.

We shall support the work of specialists capable of dismantling the reactor and associated equipment.

The offer put forth by the Kingdom of East Moreland is accepted. The continued existence of the Nemphis Nuclear Station poses an ever present risk to the Kingdom of Clysperis and its neighbours. I look forward to a day where it shall no longer blight Clysperi soil with its presence.

One challenge which faces us in this task is dealing with the graphite stacks. The costs of maintaining and operating these reactors has been a costly affair for the Clysperi state, thus I would propose an international trust to be formed by the Agency which would assume stewardship of the Nemphis Nuclear Station until its dismantlement.

Having consulted with members of our Ministry for Science and Technology it has been suggested that using the same processes by which we converted several nuclear warheads into useable fuel we can examine the use of the material from Clysperis being converted into MOX. With this in mind we will be utilising some fuel in our own reactors and will offer to Clysperis MOX fuel at cost price should they wish to utilise it in future. Furthermore we shall be inviting the MAEA to observe the process in line with our treaty obligations.

I shall give my blessings to this path and welcome your personnel to Clysperi soil at their earliest convenience. The Nemphis International Airport should be sufficient in handling any aircraft you should choose to deploy for the purposes of this mission. I would also request that, if possible, you coordinate with other members of the MAEA and perhaps see if a few of them may ride along? I know there are many more well versed in nuclear technology than any in my nation amongst the ranks of the MAEA and shall welcome their scientists and specialists without any political biases.
