Matters of Admin - MAEA

It has come to my attention recently that some of the business of the Mundus Atomic Energy Agency has been left unfinished and as such those of us who are members must seek to rectify that as soon as possible.

There are three decisions that are needed to be made by the membership.

The first of those is where the Headquarters should be. It was the offer of Rokkenjima to host that has spurred me to ensure that we, as members, ensure we have all the neccessary functions and requirements of the Agency. As such I believe we should allow until 24th April 2021 2pm (East Moreland time) for any other members wishing to host the organisation to put their bid forward. Should no bids come forward we would automatically base the HQ in Rokkenjima.

The second matter is that of appointing a President of the General Conference. The General Conference is the main decision making body of the agency and the President is empowered to represent the General Conference in discussions with nations and shall report back to the General Conference before any decisions are taken. The President shall serve for two years but may be re-elected.

The third matter is that of appointing a  Chief of Staff who shall oversee the day to day tasks of the Agencies staff. The Chief of Staff shall serve for four years and may be re-elected. The staff shall include such qualified scientific and technical and other personnel as may be required to fulfill the objectives and functions of the Agency.

For the positions of President and Chief of Staff nominations shall be open until 24th April 2021 2pm  (East Moreland time) and should more than one person apply for each position a simple majority vote of members shall determine the person elected.

The government of Nya Åland wish to nominate Dr.Ulf Gren to be the President of the Mundus Atomic Energy Agency. As well as being a well respected Scientist in his own right he has vast experience managing scientific endeavours that have involved large scale international co-operation. In June of 2014 he was the Union of Nordic People's Minister for Science and Technology when the Large Hadron Collider opened in Jaholm. The LHC was the first Collider of its type and size on Mundus and the ambitious project has yielded several significant discoveries since its turn on. The LHC has during its 7 years of operation seen many collaborations with nations across Mundus. Since leaving government in 2016 Dr.Gren has worked in a variety of projects until in 2018 helping establish Mundus' first Global Seed Vault, what is effectively a fall back ecological lifeboat should it ever be needed. This seed bank has collected a variety of seeds from across Mundus to enable the long term survival of agriculture should large scale natural disasters hit.

It is our belief that Dr.Gren's track record of successfully running large scale science based projects that involve international co-operation make him an idea candidate to be the MAEA's President.

MAEA Administrative Matters

The First Empire wishes to second the nomination of Dr.Ulf Gren as President of the Mundus Atomic Energy Agency. His accomplishments and experience as Minister for Science and Technology bodes well for the leadership and knowledge he shall bring to the MAEA Presidency, and his cooperative approach will serve present and prospective members of the Agency well.

Any details regarding Asagao Tower that have not already been disclosed are also open for discussion at any time, as well as any considerations which the Agency may have in mind to ensure the Tower meets the Agency's specifications prior to moving in. The Ashinxao Prefectural Government, which presently owns the Tower, will shoulder any costs and responsibilities should the Agency have need for something which is not presently incorporated into the Tower and living district.

The Holy Empire of Achkaerin will support Dr. Ulf Gren's nomination for President of the MAEA, we are considering potential nominee's for the position of Chief of Staff. In regards to the organisations headquarters Achkaerin will respect the decision of the MAEA membership however we express our discontent with the potential location of the headquarters being in Rokkenjima, a nation which intended to violate the very charter governing this organisation. I do not believe that to be supportable without a contest, therefore Achkaerin will submit for consideration as Headquarters of the MAEA, the former headquarters complex of the CIS located in the Achkaerinese city of Leonaise, this is a fully equipped complex in terms of technology and it features offices, meeting rooms, staff accommodation and is easily accessible via transport links. Most importantly it is a complex that has hosted an international organisation with the requirements of the MAEA.

Addressing Achkaerin

As I am certain Emperor Peter is aware Councillor Faust conducted a review of policies and decisions undertaken during the Saisei Era. This situation in particular was highlighted by Chrysanthemum Throne during the course of her review, a passage of my comments on the matter can be seen below.

Due to these steps not being taken by the Saisei Empress I would like to take this opportunity to say, unequivocally, that both the Saisei Empress and the Imperial Diet acted in a reckless manner which did not respect the First Empire's commitments under the MAEA while attempting to blatantly mislead both the public and foreign nations as to the nature of the process by which measures are approved by the Imperial Government. Given renewed ties and coordination between Pyrettania and Valtheim, the trust I have placed in my Vicegerent (Count Emerson Ravenswood) and my standards for Rokkenjiman policy and diplomacy Emperor Peter knows full well that such a situation would not make it to the drafting boards in the present era. Both of us have, unfortunately, experience in working with the Saisei Empress, both of us know that her judgment was faltering, and both of us can see the circumstances which allowed for that affair to transpire.

While I've no doubts as to the facilities of the former complex which housed the CIS I've every confidence in the systems of Asagao Tower which was constructed with sustainability and futureproofing at the forefront of its design. Asagao Tower utilizes 70% less electricity than contemporary office buildings while utilizing an aquifer thermal energy system to provide all energy required for heating and cooling. Ethernet powered LED lighting, used in tandem with an array of sensors, allows the Tower's systems to respond intelligently and maximize energy efficiency. To increase sustainability and ensure a more harmonious relationship with nature, rain water is gathered and utilized for toilets and gardening needs.

Network speeds via broadband are amongst the highest in Mundus while the Tower and adjoining residential district are covered by stable 5G service. Another advantage which can be seen is the configurability options of Asagao Tower; several floors can be tailored to the specific needs of the MAEA from day one while, in an era where the nations of Mundus are certainly more conscious of their use of energy and the impacts it has on the environment around us, Asagao Tower presents a more ecologically friendly and future-proofed option while being located in a part of the world which will reduce travel times, as well as the fuel consumed by airliners and other means of transportation to reach Asagao Tower, versus the location of the former CIS Complex.

The Empress can comment however she likes about the former CIS complex however the truth is that both sites are suitable, the CIS complex match's Rokkenjima's on internet speed, it matches on energy innovation, it matches on transport links. Lauding one location and suggesting it is more advanced is rather inappropriate and on the part of the Empress would seem to ignore the planning that went into the former CIS Complex, sustainability, future proofing and durability were at the heart of it. It is a proven location and is more than capable of providing the administrative centre that is required in a headquarters for this organisation.

Addressing Achkaerin

I have no doubts that the former CIS complex was well-built, however, the fact remains that Asagao Tower is at least a generation ahead of it by virtue of being newer construction. The First Empire has a long and storied history of hosting major international institutions: the Cross-Straits Organisations, the Covenant of Nations, the Commonwealth Treaty Organisation, one of the various international courts; this is a proven history which dates back to the Ardian Entente. Many of these institutions have had their headquarters in Pyrettania or elsewhere in the Tri-City Megapolis, thus it's an area which foreign diplomats and dignitaries know well by now. Hosting such facilities has meant that the governments of Pyrettania, Exuperia and Ashinxao have had to work together to ensure that any issues due to infrastructure which could impact the organisations hosted within the Megapolis are dealt with in an overtly proactive manner before they may develop into a problem. Asagao Tower itself utilizes on-site solar generation which itself is supplemented by power from a TEPCO Sirius Photovoltiac Plant which features Sirius Energy's nocturnal solar option. In the event of a failure of on-site generation, or at times where power needs are hampered by weather, these systems can tap into the subterranean energy reserve to ensure the lights stay on without interruption.


Asagao Residential District

Workers and businesses across this region are also well versed in servicing a variety of individuals from across Mundus and, representative of the greatest levels of diversity within Rokkenjima, a variety of restaurants, clothing shops and other 'comforts' already exist to serve the tastes of international visitors. The secured Asagao Residential District features terraced houses ready to be furnished as seen fit by incoming personnel. As the Achkaerinese Emperor presented a contest, the First Empire will work to assure fellow members of the Agency that Asagao Tower has the capacity to host such an institution while highlighting the established history and capability of the surrounding region in hosting international organisations and those who are expected to work in them. I believe that the above listed qualities, combined with reduced time and fuel consumption in transportation in relation to the CIS complex, are valid points in Asagao's favour.

It is rather unfortunate that the Empress of Rokkenjima persists in citing accolades and features that are of no consequence to this matter, Rokkenjima's history of hosting international organisations is well known it is however also known that on at least one occasion Rokkenjima has threatened to pull support for those organisations when it has been faced with something that it does not agree with. Additionally Achkaerin has a solid history of hosting international organisations, it has hosted the CIS, it hosts the major international courts on Mundus in a dedicated legal centre including the Uppsala Convention Court and the associated committee. Achkaerin also hosts a physical archive pertaining to the CETO.

Also the point on travel time and fuel consumption largely ignores the nature of the MAEA. If the organisation functioned similar to MICA for example in regards to ad-hoc meetings then this is a more significant factor, however this is not the case with the MAEA as Rokkenjima by virtue of the Empress's responses knows. The city of Leonaise is perfectly capable of housing staff as it has done so before.

The simple reality is that both locations are more than capable of hosting this organisation and it is a matter for the membership to decide. I would suggest Rokkenjima focus less on it's proposed location, that is now a matter for the membership to decide, and instead consider how it will assure the international community that the set of circumstances that lie at the heart of this doesn't happen again by addressing the flaw in its own process.

Having made a decision along with the Grand Council that it is necessary for the Majestic Empire to join MAEA as we look to begin a huge wave of modernisation. We wish this wave to be seen as being done ethically and responsibly. It is our ambition that within a decade our nation can be seen as an integral part of the international community. We however now have our concerns about this "community" within a few hours of joining this organisation we have witnessed two nations, former nuclear powers and supposedly allies, attacking each others bids to host a prestigious organisation. It is the duty of MAEA to be an organisation to support the safe and responsible use of nuclear energy for nations by the use of mutual respect and co-operation. Both Rokkenjima and Achkaerin represent what many would determine to be the "super-powers" of Mundus, a distinction earned by the fact they were one of three nations to develop nuclear weapons of mass destruction and in one case deploy them. It is their duty as founder members of this organisation to lead it through its development and ensure it fulfils its stated intent. This is not achieved by squabbling over where a HQ should be like bidding for a major sporting event as this is a far more significant decision.

With their clearly being now a need to have the established world order begin to shift to include more nations taking leading roles I believe an alternative to these "old powers" must be sought and as such will put forward a HQ based in Lijiang. This therefore gives the world an oppurtunity to show that nations may no longer rely on their glories of old in seeking a role in the international community nor will the world tolerate these nations using significant organisations as some kind of prestige football. With this in mind I will be utilising my powers as Dragon-Emperor to take the campus of the Fengtai Shūyuàn (OOC- Shūyuàn are large complexes used for education in traditional Lijiangian cultural subjects.). This institute is moving to a new purpose built campus in the next six months as I propose their former campus become the HQ of the MAEA


The location is around 5km west of the capital Fengtai and is was built in the 1920's and sits in a forest park. It utilises many significant aspects of ancient Lijiang construction utilising more modern materials. The complex is for example heated using a system similar to a hypocaust powered by biomass. As the complex sits among a woodland which is part of a managed forest it is sustainable in nature. The complex has dorms which house around 200 students and our intention is to convert these into rooms for 100 individuals meaning that people assigned to MAEA could live on site if they wished or utilise accomodation in Fengtai. With the site being a former school there are plenty of facilities on site for recreation, large scale meetings, use of information technology as well as administration work.

Placing the HQ here would send a very clear message that the world are willing to see the established international order, which is busy point scoring against each others claims rather than focusing on the positive aspects the organisation would find. Our nation humbly asks you to support our bid and welcomes any questions.

The Grand Duchy of Bakkermaya wishes to nominate Duchess Anna Davidson as Chief of Staff for the MAEA. The Duchess has held the title of Lead Sword of Bakkermaya for a term lasting 24 months (traditionally held for 12 months) and during that time was responsible for being the link between the Grand Duke and the Ducal Council. As such she has a wealth of experience liasing between different bodies. Furthermore as the Duchess of Wellow she has instituted a wide number of measures to ensure the Dukedom is managed in her abscence on Lead Sword duties. These measures have been so effective that this has instilled in her the confidence to once more take on a larger international role allowing her Dukedom's citizens to largely manage themselves.

Duchess Anna has a track record of large scale projects and international co-operation. She was responsible for helping create the project known as the "Great Alucard Clean Up" which saw several nations co-operate to begin the large scale removal of floating plastic waste from the Alucard. Soon after she authored the Wellow Environmental Treaty which was the first attempt to have nations across Mundus agree to large scale reductions in a wide range of pollutions. These clearly show the Duchess has the required skills to under take the day to day management of the MAEA in an effective manner.

We heartedly recommend her for this role.

As stated from the outset the Achkaerinese position on the HQ is that it must be the decision of the MAEA membership. It is unfortunate that following the submission of the Achkaerinese bid that Rokkenjima sought to escalate or "one up" the bidding by making inaccurate claims about Asagao Tower in comparison to the former CIS complex, the Achkaerinese responses to that have been fair and have only corrected the inaccuracies, we have made no claims about Asagao Tower we have simply stated that both sites are suitable and that the MAEA membership should decide. Achkaerin's primary concern in respect of the Rokkenjima bid to host remains not with concerns over Asagao Tower but with the belief that it is in our judgement inappropriate to permit a nation that has arguably breached the terms of the charter the honour of hosting the headquarters of the organisation.

Achkaerin shall withdraw the nomination of the former CIS Complex in Leonaise.

Noting Concerns

The First Empire must note its concerns regarding the bid put forth by the Majestic Empire of Lijiang, a state which rivals the Tamoran Empire in its potential capacity for human suffering. The Majestic Empire is a state in which the Dragon Emperor may, utilizing the vastly superior resources of the state, employ multiple proceedings and trials against a citizen for the same act, lacks protections for workers as basic as minimum wage and equal pay for equal work. A land without elections, where torture is legal while gay, lesbian, transexual and female lives are viewed as holding less worth as evidenced by the restrictions placed upon them by the state, amongst them the prohibition of gay and lesbian individuals from serving in the military or even having the right to marry, while sexual reassignment surgery remains illegal. Just as the First Empire boycotted the Mundus Games for being held against the backdrop of slavery and human suffering, so too must we note our objection to the MAEA being hosted in the shadow of discrimination and human suffering.

Placing the Headquarters of the Agency in Lijiang would indeed send a very clear message, that our personnel and governments would be content to conduct business in a land where torture is legal, where lives are worth less depending upon how an individual was born, and that we are willing to cede our moral compass. Until such a time the Majestic Empire has addressed these many issues, and for the reasons I have previously stated, I do not believe that the Majestic Empire would be an appropriate host for the MAEA.

The Majestic Empire is saddened that as the newest member of this organisation and having stated this is the first step along a road dedicated to two purposes, change within Lijiang and a more balanced world order, a senior member of that Order has sought to claim for themselves the prize of hosting a prestigious organisation such as the MAEA not upon the merits of its building and location but rather by attacking what it perceives as the character of one of its fellow members. Since becoming Dragon-Emperor there have been several opportunities for Rokkenjima, and other nations to interact with us and none of these opportunities have been utilised to comment upon our society. The Empresses words show a lack of understanding on the context of Lijiang and our history. In the short time since coming to the throne for example we have already ended the process of forced marriages of children and have been examining several other reforms. Ironically while we are considered unacceptable as hosts of this organisation on the grounds of "prohibition of gay and lesbian individuals from serving in the military or even having the right to marry, while sexual reassignment surgery remains illegal" Rokkenjima see's no problem with being in a military alliance and  sending it's future Empress to be educated in a nation that has same sex marriage constitutionally prohibited and doctors performing gender reassignment are subject to fines and possible jail terms. Seemingly it is permitted to be considered the closest ally of Rokkenjima and do these things but not offer an alternative to Rokkenjima hosting a HQ and do these things.  No context has been placed upon the fact that for 120 years our nation has essentially been rudderless and has already since the four months I have been Emperor made changes to our nation. In the coming months and years more reforms will be coming as we begin to work with other nations change is inevitable. One of my first speeches to the people of Lijiang spoke of their being need for reforms and as more people return to their ancestral homeland from other nations this is inevitable however 120 years is a lot of ground to make up. The fact that we are even considering the need for joining such an organisation as MAEA sends a message to our people that modernisation is coming. If we had have been granted the right to host its HQ that too would have sent a message to our people that the world is accepting of our Empire, our people and that we are part on an international community not a closed world any longer. 

If this is to be the state of international organisations where more fighting takes place over the location of a HQ than promoting the growth and positive contribution of such an organisation then Lijiang will be reconsidering whether membership is beneficial to either ourselves or the global community as clearly members of the MAEA at present can not be trusted to act in a manner of co-operation. Please expect a final decision on whether our membership is to continue and whether we withdraw our bid within the next 24 hours after I have consulted with our Grand Council.

To the members of the Mundus Atomic Energy Agency,

I would like to begin by thanking the First Empire, the Holy Empire and the Majestic Empire for their headquarter proposals. Dartfordia does not wish to take aim at any of these locations, as I am sure each location would not have only provided adequate housing for the Agency, but would have gone above and beyond in their hospitality. Dartfordia has belonged to organisations headquartered in both the First Empire and the Holy Empire and my officials are never disappointed by the quality of the service that is rendered.

We are concerned about the polarity in opinion regarding the headquarters. We understand there may be strong reluctance in deciding between the First Empire or the Grand Duchy, I would therefore like to put forward our own candidate for headquarters: the Cross-Straits Campus. Colleagues will likely be familiar with this site as it previously was the headquarters of the Cross-Straits Union. It currently forms part of the Arendelle Innovation District, and is partially occupied by the Cross-Straits University and a number of businesses.

The scale and size of the campus, when originally built for the Cross-Straits Union, has meant it has been difficult to find permanent occupiers and the site is only being half utilised by other organisations. It is perfectly suited for international organisations, is well connected with a direct link to Arendelle Airport by Metro, and the surrounding areas offer plenty of hotel and former consular locations for nations to occupy.

We do not anticipate MAEA needing to take up the entirely, or even a huge part, of the campus. Under our proposals the Cross-Straits University will continue to occupy some of the outer buildings and share certain spaces of scientific research, and with the consent of the organisation and university additional organisations may occupy any remaining space to reduce the administrative cost. This will provide a unique home for MAEA in a great city, with plenty of opportunity to grow in future. We hope members of the MAEA will consider our approach.

On the matter of the President, we are happy to second the nomination of Dr. Ulf Gren.

Hosting the MAEA has not been something which the First Empire has viewed as a prize, it is a solemn responsibility given the Federal Republic's development of nuclear weapons and one way in which the First Empire can give back for that grave mistake. Given the infrastructure and experience of the First Empire presenting those strengths does not speak of competition, but of assurance in the capabilities of Ashinxao in serving as a bedrock from which the MAEA may operate and grow now, and well into, the future.

While I can respect reforms that are being enacted or being examined we must not put the horse before the cart: basing the MAEA in a nation which holds that torture is legal, pays women less than men for the same work and holds many restrictions over women across the Majestic Empire in the hopes that it shall spur some grand reform is not appropriate. It could very well lead to nations being entrusted with great responsibilities only to renege upon the path of reform. So long as the situation exists as it presently does within the Majestic Empire the First Empire cannot withdraw its objections to the bid as put forth. While I certainly wish the Majestic Empire well on its path to reform, for the good of its Peoples and their quality of life, placing the MAEA into such a sensitive and controversial position as one of its formative actions.

On the matter of the Kingdom of Tytor the education of the Crown Princess is an experience, both for her and the Kingdom, in learning from each other. In Floodwater, for example, we may perhaps see a vision of the Kingdom's future and the path it is presently on. Our nations have come together in times of crisis, have supported each other, and I feel that the Royal Government of Tytor has a track record arcing in the right direction. In time, I have confidence that the Majestic Empire may do the same, however, that has to be worked towards and trust has to be established. With that being said, again, at this time headquartering the MAEA in the Majestic Empire would be premature, placing the cart before the horse, and would shroud the Agency in an air of controversy which would not serve it well in this stage of its existence.

Following consultation with the Grand Council it is my duty to inform the membership that by a vote of 11-4 the Majestic Empire will be withdrawing both its membership and offer of hosting.

Our position within this organisation has been made untenable as it is clear that one of the authors of this organisation have a lack of trust and respect for the Majestic Empire.

At this time we will be pursuing our modernisation of the Empire through other avenues.

With the deadline having passed we are pleased to name Dr.Ulf Gren as the President of the Mundus Atomic Energy Agency and Duchess Anna Davison as the Chief of staff.

With two potential sites for the the HQ members will have until Monday, 8pm East Moreland time (UK time) to cast their vote. The HQ shall be located in the nation with the majority. With East Moreland having called for the resolution of this matter we ourselves shall only vote in the event of a tie thus ensuring the process has a definite outcome meaning the new President and Chief of Staff can begin their work. The two bids submitted are

1. Dartfordia, Arendelle the Cross-Straits Campus. Colleagues will likely be familiar with this site as it previously was the headquarters of the Cross-Straits Union. It currently forms part of the Arendelle Innovation District, and is partially occupied by the Cross-Straits University and a number of businesses. The scale and size of the campus, when originally built for the Cross-Straits Union, has meant it has been difficult to find permanent occupiers and the site is only being half utilised by other organisations. It is perfectly suited for international organisations, is well connected with a direct link to Arendelle Airport by Metro, and the surrounding areas offer plenty of hotel and former consular locations for nations to occupy. We do not anticipate MAEA needing to take up the entirely, or even a huge part, of the campus. Under our proposals the Cross-Straits University will continue to occupy some of the outer buildings and share certain spaces of scientific research, and with the consent of the organisation and university additional organisations may occupy any remaining space to reduce the administrative cost. This will provide a unique home for MAEA in a great city, with plenty of opportunity to grow in future. We hope members of the MAEA will consider our approach.


2. Rokkenjima,  Asagao Tower a building built for the modern era of sustainability in architecture. Abstergo Industries has provided several systems to Asagao Tower which make it one of the most sustainable buildings in the world, from super-efficient LED panels which may be powered utilizing the very cables that carry data for the Internet to sensors (light, humidity, temperature, motion) which create a digital ceiling to ensure energy is used in the most efficient manner. Adjoining Asagao Tower is a secured residential district which would be open for MAEA personnel, foreign diplomats and dignitaries to utilize.

While we had believed that the organisation should have been located in the nation which helped create the original document we feel that the unwelcoming way Rokkenjima have treated a potential new member means the organisation must be located in Dartfordia. The idea of the MAEA is to safeguard the world from potential nuclear proliferation and nuclear emergencies. As such the organisation is likely to have a broad membership in terms of political, spiritual and cultural outlooks. By stating a nation has a "potential capacity for human suffering" when no contact has been had with that nation means that there are now barriers unrelated to atomic energy felt by potential members. It is my hope that by locating the organisation in Dartfordia work can be done to ensure the membership of MAEA is as broad as possible. It is then down to members to use their right to help nations develop atomic technology or sell atomic material to leverage human rights reforms if felt appropriate.

We wish the organisation well as we believe there is a great need for such an organisation.

The Holy Empire of Achkaerin votes for Dartfordia, while there is virtually no difference in suitability based on the submitted locations and we are sure that both locations would be capable of doing the job this has now gone beyond a simple and straight choice of location because we now have to contend with political statements, we believe that Rokkenjima's actions in this process have in effect bullied a member into serving notice of their withdrawal and significantly harmed the MAEA's image abroad which in turn will impact its ability to do what it needs to do, therefore to grant Rokkenjima the honour of hosting the MAEA would be an endorsement and rewarding of such bullying actions this is something Achkaerin will not do.

The withdrawal of the Majestic Empire from the MAEA is truly an unfortunate development, one which the First Empire certainly did not desire. It is perhaps a consequence following years of the laissez-faire attitude the Saisei Era represented that we see an over-protective stance taken by Chrysanthemum Throne. Specifically on the matters before us I shall be speaking with with King David on ways in which to work with the Majestic Empire, both in regards to the MAEA and also in the interests of clearing divisions of time and understanding between the First and Majestic Empires. It is my ultimate hope that through these tri-lateral discussions, should they be agreed upon by the Majestic Empire, we may work together and impress upon the Grand Council that withdrawal is not necessary. We will also work with East Moreland and all MAEA members to ensure that membership is open to the entirety of the international community; just as when Rokkenjima invited the members of Warsaw to the Covenant of Nations regardless of political differences, believing that through that organisation we could both work together and foster a more secure and stable future for all Peoples and Nations.

With this being said, the First Empire's bid to host the MAEA is one undertaken in the vein of service: despite the Federal Republic being no more the Saisei Era saw the maintenance of the Rokkenjiman arsenal and indeed the possible expansion through new weapons systems. In providing a home to the MAEA, through strengthening non-proliferation measures, and ensuring that nuclear materials are handled responsibly and serve the advancement of humanity instead of sowing the seeds for its destruction, we continue our work toward a Mundus which harnesses the power of the atom for peace.

With that being said I vote for Rokkenjima to host the MAEA at Asagao Tower, not in the interests of prestige or as an honour, but in the interests of service to the MAEA and all nations in achieving the mutual goals we see for the Agency.

We are saddened to see the sudden withdrawal of the Majestic Empire in both candidacy and membership.

I believe we have broadly set out our case for hosting the organisation. We certainly respect the view of the Lodjan Government, but hope others might see the value in utilising Dartfordia as a more neutral territory to house international organisations. Despite the general lack of diplomatic activity, we are nonetheless fully committed to supporting the aims of this organisation.

Had the Majestic Empire of Lijiang remained in the consideration then Ui Cenneslaig would have voted for them following their attempts to rapidly join the international community in a positive and productive manner following such an absence. It is the Cenneg nation's belief that the MAEA is an organisation with a great deal to offer Mundus and should be seen as standing alone, open to all without prejudice. Our fear is that having the MAEA on the same campus as both former and existing Cross Strait facilities creates an image of the MAEA being connected with that body, this must be avoided. We therefore cast our vote for Rokkenjima.

The nation of Cantabria abstains from the vote. We had a preference from Lijiang because of the manner of allowing their bid to stand on the merits of its building alone. We can not in good conscience vote for either Dartfordia who are tied so closely with the Rokkenjiman crown and this clearly means we can not vote for Rokkenjima following what we believe to be the poor treatment of a fellow , and sadly now former, member Lijiang. We like our Celtic bretherin believe this treaty to be a significant force for good and wherever it is based it must be permitted to succeed.

When the MAEA was originally proposed Grand Duke Lascelles stated words to the effect of "The MAEA must not become a political football" it is truly saddening to see that this has now manifested. We have seen Rokkenjima previously breach the MAEA charter without consequence, we have seen Rokkenjima in the course of this process launch an unwarranted, malicious and unacceptable attack on another member that resulted in that member not only withdrawing its bid to host but then also then withdraw its membership, the only word that is appropriate to describe that is bullying, the Empress has still not apologised for that and it simply cannot be said that the withdrawal of the Majestic Empire of Lijiang from the MAEA was unforeseeable, the fact that it happened shows just how ill judged the bullying statement from the Empress of Rokkenjima is, now if Rokkenjima had concerns related to the mission of the MAEA in regards to Lijiang that would be a different matter but to attack them on the grounds of matters that the Empress has not sought further information is just plain reckless and communicates very clearly that as far as Rokkenjima was concerned the MAEA would be headquartered in their nation no matter what they had to do or say, or to put it another way this time the ends justified the means. This is an approach I do not agree with.

Rokkenjima bullied Lijiang out of this organisation and every vote cast for Rokkenjima in this process can be interpreted as an endorsement of that bullying, what was required following the Empress's statement was a complete repudiation of Rokkenjima by means of votes being cast for Dartfordia or the Empress of Rokkenjima in recognising how ill judged her remarks were to withdraw the Rokkenjiman bid in favor of Dartfordia and ensure the neutrality and integrity of the MAEA were not compromised. The vote falling to, and worse appearing to reward, Rokkenjima hinders the ability of this organisation to do several important things, thanks to the Empress's statement there is now a perceived minimum standard for joining this organisation that has nothing to do with nuclear regulations this impacts the capability of the MAEA to grow its membership, the rest of Mundus has watched the drama unfold and now we have a situation where nations that might have considered joining this organisation will have witnessed all that has happened and thought better of it. There may even be nations who, seeing the failure of this organisation to hold one of its members accountable, are considering their future in the MAEA. This is sadly not the first time circumstances such as this have happened nor is it the first time that they have happened involving Rokkenjima, last time the international community stood firm and held Rokkenjima to account, it is unfortunate that they have chosen not to do so this time.

I congratulate Dr. Ulf Gren and Duchess Anna Davison on their appointments as President and Chief of Staff respectively and hope that they will as a matter of urgency table a proposal for how we ensure Rokkenjima is held to account for the damage they've done in this process. We owe it to the agency to ensure that it retains it's neutrality, authority and integrity I fear it teeters on the edge of losing all three and any ability to do the job it exists to do. I hope the matter of Rokkenjima's poor conduct in this affair will be addressed or regrettably I will be forced to consider whether the MAEA is an organisation that is line with the principles Achkaerin stands for.

The First Empire would wish to thank the membership of the MAEA in the trust shown to host the Agency. This is a responsibility which the First Empire will endeavour to fulfill to the fullest of its capabilities, ensuring the safety, security and ability of the Agency to operate to its greatest potential. I would also wish to congratulate Dr. Ulf Gren and Duchess Anna Davison as the first President and Chief of Staff of the Agency. At their earliest convenience I look forward to going over any modifications which they may wish to specify for the Tower to ensure it fulfills each and every need of the Agency to their specifications.

However, prior to those discussions taking place I would, upon the authorization of the Agency and the acceptance of the Royal Government, wish to offer Dartfordia the rights to host the Headquarters of the Agency. We all know that the former CSU Complex is a fine institution, it's a proven site which has conducted international operations before, and I feel it is important to highlight that the primary concerns of the First Empire and myself are the success of the Agency. Should the Dartfordians wish to initiate this process, again with the authorization of the Agency should it reach that point, I invite them to make their intent known at their earliest convenience.

I will take a moment to remind Emperor Peter of Rokkenjima's commitments to the Agency operating in a full capacity of neutrality, highlighted here:

"We will also work with East Moreland and all MAEA members to ensure that membership is open to the entirety of the international community; just as when Rokkenjima invited the members of Warsaw to the Covenant of Nations regardless of political differences, believing that through that organisation we could both work together and foster a more secure and stable future for all Peoples and Nations."

Concerns regarding where the MAEA would be hosted do not translate to concerns regarding entrance into the MAEA: the only metrics which should be taken into consideration when it comes to members joining are those set forth by the Agency itself. The divisions and misunderstandings between the First and Majestic Empires are an issue to be tackled between our three states at the Trilateral Talks I am working with King David on initiating between our three nations while also opening a path for the Majestic Empire to the reconsideration of their membership. Through collaborative diplomacy I have every faith that we shall yet see a good outcome for both the Agency and the Majestic Empire. I am truly contrite and penitent that the approach to which Rokkenjima expressed its concerns regarding the Majestic Empire effected its withdrawal from the Agency, which is why I shall work to see these issues resolved with a focused dedication. I only ask that the Agency grants the necessary time to see these efforts bear fruit.

While the Government of Dartfordia appreciates disagreements within this organisation and we initially put forward the proposal for the Cross-Straits Campus as a capable and sustainable alternative for this organisation, we do not believe it would be right to host the organisation against the wishes of the majority of members.

The decisions taken by the Governments in this Agency were not taken lightly, and we respect the rights of members to choose how the organisation is shaped, how it is organised, and how it should present itself to Mundus.

We therefore decline the kind invitation from the First Empire to host the Agency's headquarters.
