Presidential Palace Nakim

Kadassa had called an emergency meeting of the Presidential Advisory Group, they had spent the past three hours discussing the best way to handle the spiralling situation. Despite a number of hawkish voices the conclusion had been reached that at the current time de-escalation was still the most desirable outcome, it had then been decided by Kadassa that Lakhzovia need to make a final diplomatic push to prevent direct foreign intervention, the time bought would allow them to further push the narrative of Lakhzovia facing down a concerted international terrorist threat.

He ordered his aide to get him a phone link to the Rokkenjiman Empress, he picked up the receiver preparing himself in anticipation for a difficult conversation.

Meanwhile Cikniye would be attempting to make contact with Lakhzovia's northern neighbours and try to dissuade them from involving themselves in any imperialist adventures.

To my Esteemed counterpart in Arstotzka

We are concerned to learn of your nation's apparent support for the Utman terrorist organisation which is currently seizing territory in our northern provinces. We are additionally concerned at your apparent embrace of Rokkenjiman imperialism which has made evident its intentions towards Cotf Aranye by surrounding our continent wherever possible with its troops.

Lakhzovia believes that only when united against the designs of the imperialists can our continent reach the fullest extent of its potential and we had long considered your nation to be one committed to such a path.

We fear that perhaps the current situation emerges from a misreading of the facts on the ground, for we would never allow ourselves to believe that the great Arstotzkan people would allow themselves to be led astray by the false promises of imperialism nor that they would seek to create a terror state on their border which would destablise the entire region.

I am convinced that our nations share a common destiny in peace and would request an opportunity for a formal meeting.

"Your Majesty, President Kadassa is on the line for you," said an aide as Evanthe took a pause in her discussions at the Marble Palace. "Very well, hand it over," she sighed.

"Mr. President, the last time we spoke a Rokkenjiman embassy laid as a pile of burning rubble. Today, we see plumes of smoke arise from a chemical plant. Tell me, what misfortune will accompany your next call? Perhaps the prelude to yet more carnage?" Pausing, Evanthe recomposed herself before continuing.

"I have given you the best advice I possibly could as a treaty partner, advice and concern which have been clearly disregarded. It is easier, I suppose, to paint a picture of aggression and deflect the issues facing your nation, however, you'll find no solution if you continue to follow this path. I am intrigued, however, as to what you wished to discuss, so I'll listen. I do hope, however, that you will listen to what I have to say in return and value it as the words of a concerned friend who, despite all the signs saying it is futile, continues to hold out hope regardless."

I know that you are feeling a certain degree of exasperation but please know that it is matched only by my own." he paused briefly for effect before continuing "I know you consider me to be a dictator, with all the imagined power and control that would entail, but the reality is that there are limits to my control over events and greater limits still to my knowledge of what any particular branch of my government is doing at any given time.
 
I know our working relationship never got off to the best of start, nor if I’m honest can I say that I entirely trust you and I know with certainty that you do not trust me. However with all that said it is my firm intention to bring about a de-escalation of the current tensions between our countries. I am still open for discussions, and still await an answer regarding my request to meet with a Rokkenjiman delegation headed by the Empress Emerita Beatrice.” Kadassa hesitated for a moment as if deciding whether to continue, when he began again it was with a hesitant and somewhat sheepish tone “I know you feel you have no reason to trust me or my intentions but I assure you I mean what I say, I know also that the recent events around the chemical plant have raised some very serious concerns internationally and I will be honest with you in this matter, it has come to my attention that a bomb did in fact strike the facility but this was accidental due to a fault in the guidance software, which was meant to strike an embedded Khaliniz Brigade position in the vicinity. The Utman militia was seeking to take control of the plant, and given the potential misapplications of the agents produced and stored there this was an unacceptable risk. We can all see what damage these chemicals can do at relatively diffused levels over an area of 5km, imagine the danger if they fell into the hands of a terrorist organisation? Naturally the military is highly embarrassed by this failure and as you may expect unwilling to publicly announce its shortcomings to the world, especially at a time of heightened alert. I have of course ordered a full judicial review of the incident."

"Sarcasm?" Evanthe asked seriously, "That was dismay, President. Dismay that at every turn you greet me with tragedy," Eva continued as she returned to the room, holding a finger to her lips as she pointed to her phone, placing it in speaker mode. "I'm sitting here with Beatrice, whom I have argued with to great extent over what needs to be done next. She sues for more patience, whereas I see continued patience a fool's errand towards the inevitable."

"Hello Sachim," Beatrice said following Eva's cue, "It's been some time, yes?" she continued. "My friend, during my time imprisoned in Achkaerin I often thought of you, I knew there were issues you faced that you could not share with me but I figured the time would come where we could discuss them. Empress Evanthe has granted me the authority to speak with you, though I would prefer to speak with you from a position of greater authority for now this will have to do. As you know, I face a list of my own issues that unfortunately complicate matters, however, I've been granted a level of latitude in this matter I couldn't have expected, so I hope we may make progress where the internationalist has failed," she said as she mouthed sorry to Evanthe.

"So, if we're to understand from what Eva has told me, the chemical plant was an accident? Surely you must recognize that this will be difficult to prove, especially with the international scrutiny involved with this matter. I can work with you, Sachim, but my hands are tied. I need you to be honest with me, we need to work together, and I promise you I will do whatever I can for you despite whatever you face."

Beatrice lowered her voice slightly, "Please, I know what these people are capable of. After all, they framed me and removed me from office, using a Toshi genocide as the catalyst. We must be careful, Sachim, if we're both to hold hope of surviving. You can't hold back from me, I know how these people work and I can be a friend even with my present restraints. I can't let them get you, too."

Raising her voice Beatrice continued, "So, what is it you wished to discuss? Empress Evanthe trusts me enough to play the role of an intermediary on this affair, so let us reach a just and honest conclusion."

Anyway niceties aside, yes the chemical plant is rather an embarrassing accident. However I am concerned at the potential for Lakhzovia's enemies to make propagandistic capital from it, I note already that despite the lack of deaths there are mutterings about a chemical attack and war crime, you must appreciate how nonsensical this is. If we planned such an attack then we would have done a very bad job of it given only minor injuries across a lightly populated area.

The truth is, as even the FMN article reports, the Utman terrorists were seeking to seize the plant, the chemicals produced there are particularly noxious and the danger of them falling in to the hands of the Kahliniz Brigades was that they could use them to produce extremely deadly weapons with the potential to be used in densely populated Lakhzov areas.

For this reason, despite the fact that we have so far held our hand militarily while the Utman aggressively seize infrastructure and assets, we were not in a position to sit back, we had to prevent them capturing the plant and it was during this battle that a faulty guidance system struck the very plant we were attempting to protect." he hesitated for a few moments "Look, there is far more to be discussed than can be done over the phone. My request was for you to lead a delegation for the purpose of negotiating de-escalation and resolution to the current crises, it has been my fear, and my Security Minister's contention that the current regime in your country is set on the removal of my government by any means necessary, my concern is that no amount of gestures of goodwill or agreements to negotiate from me will be of benefit and that this very conversation is merely a pretence. If your government is serious about resolving this crisis I am open to discussions, but I would like for you and your delegation to meet me in person for proper discussions. I have had Abesi grant you air clearance for a helicopter to land at the Presidential Palace, I hope your government will see sense and actually allow a negotiating team to attend. The invite is there, if Evanthe turns it down then the world will see that all this so far has simply been a fig leaf to cover her conspiracy against the Lakhzov people."

Beatrice smiled as she spoke with Kadassa; she'd known that there were questionable qualities about the man, however, she never believed that his actions were taken in malice. At heart, she believed, he was a leader who always acted to preserve his nation just as she had acted during the Second Patriotic War to free Rokkenjima. "I never thought the opportunity would again exist, however, if there were any time it was needed it is now. Some time before my removal from the Throne I made clear my displeasure with the Valtheim approach towards crisis response and, today, we see a build-up of military forces and hardware around Lakhzovia which would make any nation fearful of what is to come next."

"As soon as I have secured the permission and blessings of all involved I would be honoured to speak with you, personally, on finding a resolution to this unfortunate crisis. Once this has been acquired I will be in a position to build a delegation where we may meet to discuss ratcheting down tensions, de-escalating the military situation, and ensuring that Lakhzovia's sovereignty is preserved and respected throughout this process. As for the removal of your government," Beatrice paused as she looked to Evanthe, "I give you my personal assurances I will do my best to prevent that. Any incursion into Lakhzovia would be the prelude to a tragedy, and I would pray the 'Diplomat Empress' knows that defeat and suffering can only follow such a pursuit."

"Give me a few moments to consult with the Empress and our partners and, hopefully, I may return to you with confirmation that we shall soon be speaking. May Islyna's patience guide your hand, and her compassion your heart."

OOC - since half of this is in the Marble Palace don't mind me...

All the while that the conversation had been going on Serenity had been sat opposite Beatrice and Evanthe, Nettie had been perched on the edge of Peter's desk and Peter himself had been stood over the other side of the study, as Beatrice finished speaking he signaled Evanthe and Nettie and indicated the study door they needed to discuss the next move.

Once out in the corridor Peter turned first to Nettie, this was something he'd slowly been getting in the habit of doing it was almost second nature now.
"Thoughts?" Peter asked
"He's trying to drive a wedge and Beatrice is smart enough to play along." Nettie said "He believes if we're not working together then he has the upper hand, which is probably true. Two problems though - first we can probably get a road map to peace for Kadassa but until we've spoken with the Utman we don't know if such a peace will be lasting because there are things I doubt Kadassa will be prepared to give. Secondly and more urgently this Chemical Plant incident coupled with the ongoing Tsagarai situation this potentially places both would be leaders of Lakhzovia in trouble."
"Suggestions?" Peter asked
"Give Kadassa something to work with something to put him at ease." Nettie said
"The Wasp incident." Peter said
"My thoughts exactly." Nettie said
"Go and brief Beatrice." Peter said, Nettie headed back inside as Peter turned to Evanthe "So do we let Beatrice go?"

"He does desire a face-to-face meeting, so her meeting him personally is essential at this point. Kadassa is cunning to be sure, however, Beatrice has him outclassed at that game. To an extent she respects him though not to an extent I would classify her as a sympathizer to be sure. She invested a lot into Pyrettania-Nakim so those actions he has taken which have weakened the diplomatic relationship will also be motivation for success here."

Peter said taking a deep breath "Legally speaking Beatrice is still in Achkaerinese custody in the interests of securing peace I will allow her out of the country, we'll fly her down there and you have a helicopter pick her up that'll take her to the Presidential Palace. But obviously she's only going to get half the equation which is Kadassa's position, we still need the Utman half of the equation which is where coordination with the Iwi comes in to play, we get both sides of this we put them together and work out a deal that works for everyone. Do that and we might stop this from becoming what we both fear it might become."

Kadassa was waiting in his office when he heard the drone of a helicopter growing in volume, his men were waiting up on the roof along with a number of armed guards, he would normally have been there to greet the guest in person, but given the circumstances he had decided to exercise extreme caution when it came to exposing himself in public. Finally the sound of the helicopter blades began to die down indicating that it had come to a landing on the roof top helipad.

His security would then escort the visitor down to meet him in his reception room. He got up from the desk in his personal study and made his way to the room which had been prepared with the tea and pastries that were a mark of any Lakhzov diplomatic meeting. Instead of seating himself at the table he instead took a stand at one of the grand windows giving a view out over New Nakim and onward to towards the old city.

He heard the door open and in the reflection of the window he saw two security men enter and flank the door followed promptly by his guest.

Although she recognized the importance of her visit to Lakhzovia Beatrice couldn't help losing herself in a few selfish moments. The flight provided opportunities to catch up with a call to Adriana and Lucius, catching up with friends at home, as well as an opportunity to make arrangements for the Austrana to be on hand once her duties in Lakhzovia had concluded. There still remained several tasks to be attended to before her name was rightfully cleared, however, patience was something she had come to accept throughout the recent challenges visited upon the Anselmo Family.

Following her escort through the door she nodded approvingly of the prepared refreshments. "Respected President, how I've missed you," she said as she approached, taking in a glimpse of the city beyond Kadassa. "Truly a beautiful city, why, this view reminds me of what one can see from Pyrena. Pyrettania sits just beneath the hill, the hum of the city ringing in one's ears almost as if it were the very pulse of the nation. This is why we must succeed Sachim," she paused, "so once you're ready we should get to work. I truly am happy to see you again, even under such circumstances."

"Indeed. It's amazing, from here to city looks so peaceful, continuing on with life as if nothing has, or ever will change. Yet stability is only ever an illusion, all civilisations are permanently on the brink of disaster. But I don't intend this day to be the day that Lakhzovia falls." He turned to face Beatrice "It is certainly good to meet with you again Empress. As you say, let us get down to business."

He walked over and sat at the prepared table, helping himself to tea.

"Let me just begin by saying I genuinely have no interest in conflict with Rokkenjima, I feel aggrieved that the relationship between our country's that we forged together has been brought to this low point by your Empire's current leadership. The reason I wanted to meet with you was because if anyone could tell me how to turn Evanthe's sights away from my people it would be you."

"In ages past we saw at several times games played between great powers, and while the methods may have been more brutal they were also more honest, more straight-forward, with less pretenses of supporting democracy and the struggle for self-determination. Today we see all of the ingredients coming together to open Lakhzovia as the next board in this long-running game: the Utman, the perceived election issues, a foreign embassy in literal flames. That the Megitsune didn't give flight to her helicopters during that affair is a great surprise, but also a relief, as I am sure we can both see just how wrong that could have quickly gone."

"It is of great disappointment that relations between our nations have fallen to these depths, however, it's the situation we are unfortunately forced to work with. You ask how Evanthe's sights my be turned from Lakhzovia, well, Saheristan certainly is doing you few favours in that regard. Each missile which takes to the skies, coupled with exercises of air and naval power, only fuels the legitimacy Pyrettania and Valtheim require to deploy further forces to the region under the guise of keeping the Matildas' "safe and open" for international shipping, and that is to say nothing of the attention this has invited from the Iwi's CNN allies. Already we see a Ui Cennselaig fleet deployed to the Commonwealth while the Morelanders are loaning defensive systems to the Iwi. Saheristan's actions have made the situation worse and must be reined in should you wish to deny legitimacy to any further deployments."

"Entering into a military escalation will help no one at this point, and I feel once you've ensured Saheristan behaves better the path before us will become clearer. Now while I recognize talks regarding the Utman are a toxic idea to you unfortunately there will eventually have to be some 'give' in this regard. I'm not suggesting granting any legitimacy to the Utman, however, keeping the door open for talks actually gives you the upper hand. Denying even the possibility of talks allows them to write a narrative which removes Lakhzovia's voice from the equation. We need to bring that narrative back under Lakhzov control, which also goes back to reigning in Saheristan: this doesn't work if we have a loose cannon undermining things."

Beatrice produced the statement from Arstotzka, which she was certain Sachim had seen before.

DIMITRY KAMINSKY RELEASES PUBLIC STATEMENT ON UTMAN SITUATION

"The current events happening as of now in Lahkzovia, and the now newborn nation of Utman, has now been on eye by most nations on Mundus now. The fact that tensions are rising right at our country's doorstep, should also not let us ignore it as well, we have been planning possible scenarios if this situation goes haywire and the nation of Utman and Lahkzovia could plunge into war, we will act quickly, and we will not stop or be stopped by anyone with an opposite opinion. This also applies to the ludicrous statement made by Saheristan, deeming us as "terrorists", and their offers to sever diplomatic ties with us, along with Iwi and Rashidun, which we obliged to do unhesitatingly. Our nation must not be threatened by Lahkzovia and his little brother Saheristan, and we will act with force if they decide to plunge into combat measures."

"We can avoid a future which sees Lakhzovia reduced to ruins in yet another iteration of the long-running games of the great powers. To do that, however, we must approach this with wisdom, nimbleness and patience. When it comes to Lakhzovia you must set standards for military actions, including exercises, as such actions have great consequences. To be sure military exercises can send a strong message, however as I have highlighted, when taken foolishly they can open the door to complications which you cannot afford right now."

"Yes Saheristan has been acting rather rashly, and we certainly will do what we can to bring down the level of rhetoric on their part. I must emphasise however that it is in everyone's interest including theirs to keep the Matildas open and that there should be no justification on the part of some imagined threat to close them.

Please remember that Saheristan's actions come after the revelation that the ULO has been actively working with the Lalishi terrorists who have been plaguing their country and the apparent willingness of certain countries to continue supporting them despite this. It should also be remembered that the provocative military buildup was initiated by Pyrettania and Valtheim.

The recurring theme seems to be a demand that Lakhzovia negotiate, however as we have pointed out it is impossible for us to do so while fleets sit in the Peniche and troops gather on our northern and western borders.

As for Arstotszka's threats we have been weighing our options in this regard. We find it disappointing that the nation has ignored requests from our Minister of Foreign Affairs for a diplomatic meeting and instead has moved on to direct threats of military intervention.

Given that these are allies of Rokkenjima we take this to be a calculated attempt by Pyrettania to increase pressure on Lakhzovia, or at the very least an indication of Rokkenjima's unwillingness to control their junior partners."

Kadassa got up from the table and fetched an atlas from the bookshelf which he brought back and opened on the table revealing a map of Lakhzovia "Look at this map and tell us if we are concerned at Artstotszka's threats" he said as he gestured to the band of mountains that ran across the north of the country "We are fortifying our northern border, if they decided to attack us our response will be hard and immediate, even if they manage to overwhelm the frontier do they imagine they would be able to traverse the mountain passes? It would become a mass grave and monument to their arrogant adventure." Kadassa looked up at Beatrice "We would recommend that Evanthe do as is demanded of me and put a short leash on her attack dog before I put my boot in its face."

As I have repeated many times, Lakhzovia does not desire a war but we are effectively being forced in to one. We cannot countenance reducing our military readiness or entering in to negotiations with the Utman while we are being militarily encircled and threatened.

We will commit to de-escalating tensions around the Matildas and agree provisionally to discuss a framework for a return to normality in Transmecuria based on an amnesty with the potential for easing of the measures currently employed in the region in exchange for the disarming of the Khaliniz Brigades and the dissolution of the rebel regime. We will also pledge to consider extending autonomy to the Utman communities over certain aspects of civil administration. However this offer is only possible on the basis of a full withdrawal of the forces currently threatening us."

Furthermore, in exchange for talks with the Utman, both Rokkenjima and Achkaerin agree to limit their total forces at any military base in the region only to those vital for the defense of the interests of both in the region. Such levels should not be so high as to pose a threat to Lakhzovia or those considered within the norms of international law."

You state that it was we who began the military build up, by which of course you mean our mobilisation of forces to restore order after Tsagarai instigated mass civil strife in our cities." he paused and forced a suitably pensive look onto his face "It is against the advisement of my Minister of Defence and Security, however I am prepared to agree to the following.

I will recall our troops from the streets of our cities back to their home bases, we will also withdrawn troops from forward deployment positions within Transmecuria retaining only those required for the defence of Lakhzov populated areas and major infrastructure. This is to act as a signal of our lack of desire for war and a first step on our part of de-escalation.

I will also intervene directly to reign in the rhetoric of the Saheristanis, make it clear that Lakhzovia's support for their own struggle against the Lalishi is not unconditional and that we will not abide by their threats to Rokkenjima or the Iwi. We will publicly announce that our future cooperation with them is reliant on provision of a guarantee that they will not initiate hostile action against their neighbours unless they are first attacked. We will also look at withdrawing our LMB missile systems from Saheristan in reciprocation for a the withdrawal of Rokkenjiman and Achkaerinese troops from the immediate area of Lakhzovia.

As a matter of trust building and to show the good faith of our intentions I will also offer fresh elections and allow international observers from the CTO to monitor the proceedings. I will also personally pardon Argan Tsagarai. This however is only possible on the basis of a full cessation of hostile actions against my country."

He rose from the table and paced slightly as he continued before resting his hands on the back of his chair "I know Pyrettania and Valtheim feel that they are in a better position to make demands than we are. However you of all people should understand the spirit and mentality of the Lakhzov people. We have been oppressed for centuries, and within thirty years of regaining our freedom in our historic homeland we are faced with a situation where outside forces appear to be allying themselves with our former oppressors in order to inflict a mortal wound on our nation. I know that the Rokkenjiman people carry the same scars and spirit of resistance, could you imagine your own people surrendering to such a situation?

Our people have endured hardship for centuries, they are not afraid to suffer again for the sake of freedom. Our country was left in ruin by the failed states created by the Utman dominated United Peoples' Republic and the subsequent civil war, and yet with a single five year plan we were able to restore our nation to a semblance of normality. We can achieve this feat again, against the backdrop of centuries it is nothing. In short our people are able and willing to withstand the devastation of war, we will rebuild. However any such war would spread far beyond the limits of Lakhzovia and the damage it would inflict would make it a very expensive adventure with no ultimate payoff. I therefore urge the nations rallying against us to take heed of this, there is a very real risk that they are making a miscalculation in regards to the extent of Lakhzov resolve, and this could lead to outcomes that benefit nobody."

"With your blessings I could oversee Rokkenjiman peacekeepers while a new round of elections are conducted under the supervision of CTO observers. These observers can be taken from nations who have yet to take such a forceful position on the matter, however, Lakhzovia and Rokkenjima must move toward presenting a more united front. This would also allow Lakhzovia to move from relying upon the erratic and largely damaging Saheristan. If you cannot trust Evanthe you know that you can trust me, and while Evanthe may sit upon the Throne I know with whom the loyalty of the Imperial Rokkenjiman Armed Forces resides. If I have your word as the person you trust, it is a position Pyrettania and Valtheim will find difficult to reject if it is the only means to effecting peace."

"As for the Utmen themselves, perhaps it would be worth it to consider allowing an increased level of autonomy. We could see a resolution which allows for Utmen areas with control over their domestic policies, largely free of interference from Nakim, while deferring foreign, economic and military policy to Nakim. Sometimes, to achieve what one wishes to achieve you must cast off some desires to claim what will prove to be an ultimately superior position, all while allowing your adversary to believe they are getting what they wish at your expense. We can make this work, however, we must be cunning and willing to make the calls which are required for success. The clock is running out where we will be capable of making decisions on our terms, so I do urge you to consider my words with careful haste."

"I think we are coming to an acceptable agreement. I would be willing to accept a small contingent of Rokkenjiman peacekeepers for the duration of a new election and its immediate aftermath, but only on the proviso that you personally are in command of it. In exchange for agreeing to such a presence in our country I would expect a withdrawal of Achkaerinese and Rokkenjiman forces from the Peniche and reduction in troop numbers in surrounding territories, after all if Lakhzovia allows Rokkenjiman peacekeepers in to Transmecuria then the justification for the military build up, the so called "never again" promise will have evaporated.

If this can be guaranteed then I will convince my Ministers of Defence and Security that it is the course of action we must take."
