While our two nations may believe in different religions we believe there is much more that unites our nations. We are both nations in which the female is entrusted to rule the nation, we believe that our nations are blessed as the home land of Goddesses and we are both committed to maintaining our nations cultures and traditions. We therefore believe that it has been too long that we have not meet face to face. With this in mind we would like to arrange a state visit between us, be it in your homeland or ours. We have many issues we wish to discuss with you.

We look forward to your response.

Queen of Lodja, Guardian of Sessifet, Viktorya Tar; greetings and honor,

It has long been since last Our two nations treated with one another. Much has changed, yet much is maintained. It is agreed that Lodja and Arda Tuluva should come together in harmony for the prosperity and tranquility for all.

Their is but little strife between Us because of Our differences for they are complimented by Our similarities. Rituals and traditions keep the word from spiraling towards chaos. A maxim held in high regard for both Sessifet's Avatar and the Great Tercenë. Much can be achieved if Our two wills work in conjunction.

It is with this regard We wish to treat with Lodja; to move forward to a new dawn, to created a foundation of harmony and prosperity. Alas, dear Queen, Oh Guardian, the auspices are unfavorable for the coming Lunar cycle to extant an invitation to Our Court. The Augurs and Astrologers assure Us that the omens are most approving for travel to Our southern neighbor. With Heaven's consent do We, with joy, accept an invitation to treat with Your Majesty in Gaia.


Blessings of Heaven and Earth.

Gaia was beginning to get used to high profile visits and receptions now, and the people loved it. There was not much that the Lodjain people enjoyed more than the pomp and ceremony of their royal family and while Queen Sonja had been no stranger to parades and ceremonies they had never featured foreign visitors. The main road from the airport to the Isle of the Goddess. A possession of blue jacketed Queen's Lancers sat on their horses awaiting the arrival of their guests. As the soldiers milled around on their horses Lord Besarian Ivanov mingled between them. The Lord of the Conclave, the Queen's highest advisor walked amongst them chatting to a few officers he knew back in his days as a soldier. He was rather looking forward to a chance to meet a foreign Head of State and her entourage, since the Queen's marriage he had been confined merely to Conclave duties, offering advice on matters of state rather than actually getting out and about.

With Besarian was Helene Tar the Queen's mother and therefore afforded the title "Mother of The Guardian", she herself was four months pregnant but was still keen to be seen to doing her bit to help her daughter. Either side of her stood two of the dismounted lancer officers each carrying long polished spears. A few horse drawn carriages awaited each with the horses freshly brushed down and their manes interweaved with threads of gold to make them glimmer in the sunlight. "When will they arrive?" Helene asked Besarian as he returned from chatting with two men he'd served with back in his former days.

"I believe Your Most Regal Highness anytime soon." He stood waiting silently, glancing at his watch keen to get underway.

Among the Blood of Arda Tuluva’s nobility it was thought scandalous that their sovereign would “demean” herself to travel abroad at the behest of a foreign monarch. However, all oppression was silenced after the Empress issued an Imperial Edict declaring it treason to question the Will and Decision of the Autárimë Empress’ wish to re-forge relations with Lodja in person. Those against is quickly ended their oppression and retired to their own estates in repentance and meditation. It was rare for the Empress to issue an Edict with such harsh penalties, but she needed to maintain her stance of a new and changing Arda Tuluva, and with hope the Empress will have less opposition in the future.

The Arda Tuluvan Empress arrived in Gaia early that morning from the sea. It has been decided that it most auspicious – and pious – to travel by boat as then the Empress could perform prayers and sacrifices to the Vala Ulmo, Lord of Waters.

The Arda Tuluvan Imperial entourage arrived at the Isle of the Goddess. The Empress was carried upon a palanquin with a golden silk umbrella shielding her from the sun. A host of servants held up various banners and sigils displaying Imperial symbols of power: the phoenix, the dragon, the chrysanthemum.

The Empress’ Ómari, Ehtelë, spoke as he bowed low to the Queen Mother then to Lord  Besarian, “Your Regnal Highness. Your Lordship. Honor and glory to Lodja! Honor and glory to Sessifet's Guardian!”

“May I present Her Most Sublime and August Majesty, the Autárimë Emperor, the Daughter of Heaven.” As he spoke the Arda Tuluvan sovereign descended from her palanquin as most of her entourage bowed in a full kowtow.

She approached the Lodjans, the golden silk umbrella was detached and the servants holding the sigils of the phoenix appeared behind their monarch. The Autárimë Empress slightly extended her arms in greeting. She was the Daughter of Heaven, Holder of the Mandate; as such she did not bow nor incline her head as was so typical of Arda Tuluvans.

“Atta eleni sílar lúmenna omentielvo.”[note] Translation: Two stars shine at the hour of our meeting. Honor and glory.[/note] The Empress said, speaking the traditional greetings. According to Arda Tuluvan tradition the Empress is considered superior to all, as such her Ómari generally would have been used to speak on her behalf. However, the Empress had decided that she would show her hosts the greatest of respects by speaking directly to them.

Helene bowed as Besarian did likewise, the courseway over to the island behind them was lined by the Lancers, they had hours before the tide cut the island off so there was no hurry. "Your Imperial Majesty honours us with her presence" The Queen's mother began. "I must ask something sensitive before we proceed." she was nervous and glanced sideways at Besarian and the Priestess Raisa who stood a few paces behind.

"If I may Ma'am" Besairan began. "You see Your Imperial Majesty" it was clear Besarian was looking down as he spoke, he recalled something about it being a sign of respect, and while he held no sway with these people's traditions, barely doing the same for his own nations, he was under strict orders to make sure the meeting went off without a problem. "It is customary for the Island to be kept pure, and upon entering it for the first time there is a ritual of purification." he paused for a moment, seeing the Priestess in her black robe keen to get started. "However our Queen has determined you yourself are already pure and therefore there is no need." He could see Raisa about to protest but a slight backwards glance stopped her. "This purity extending to those you deem worthy" he wasn't entirely comfortable with this himself but Viktoriya had been firm in this. "So unless you wish to experience this ceremony please follow me."

There were a number of press following and some of the accompanying Lancers had never set foot on the island, and the ceremony to them was not optional, in fact many couldn't wait and an expectant cue was forming. Raisa stepped forward, and once blessing those from Arda Tuluva[1] who were submitting to the ritual she began on those waiting patiently. The rank of the individual didn't matter, each was ordered to close their eyes as the Preistess dipped her thumb in the sea and sprinkled a few drops of water on the top of their head or hat. Next she walked around the person sprinkling pinches of sea salt she'd made herself onto them, all the time praying. The parties made their way over the causeway and reached the bottom of the hill.

Besarain began again. "Now Your Majesty has a choice, the streets here are narrow, and the only people who live here are members of the royal household, but no vehicles can get through because of the narrowness, its about a half a mile walk up a steep hill." he pointed up towards the imposing castle at the summit. "Or alternatively we have this" he pointed to a steep cliffside railway cabin which stood waiting. Once the Empress had made her decision the ascent started, upon reaching the summit Queen Viktoriya herself was waiting, she looked serene in a blue dress, golden thread used to pick out a stag down her right hand side and a Five clawed Dragon on the other.

Viktoriya moved towards them, her pale complexion and smooth movements adding to her mystique. "We are thankful you have agreed to come here, it means much to all of us" Her entourage came behind her, one of them dressed in a white dress with flame red hair handed a small wooden box over. It was embossed with gold patterns, Jasmina lifted the lid as she passed it over. "We here in Lodja see salt as a sign of purity, so please accept from one monarch to another this gift" she handed the box towards the Empress, next Dragan Knežević, the Finance Minister stepped forward. He handed forward a purple silk cushion, a Blue John Dragon perched on top of it.

The Minister spoke, like Besarian his eyes lowered. "Your Imperial Majesty, on behalf of the Patricians of Lodja please accept our gift. It's made from a gem stone called Blue John, as far as we know its only found in Lodja." He stepped back. To almost immediately be replaced by a woman dressed in a smart man's style suit with short cropped hair. Lady Anna Utkin had a similar but smaller cushion to Dragan. "Your Imperial majesty, on behalf of the Plebleians of Lodja please accept this gift." She handed over a strange ring, it was made out of smoothly polished wood the top a block of resin containing a single blossom. It was a rare looking object and had been made by her father Tomas who despite his daughters raise to prominence was still a lowly Pleb artisan. The gifts presented Viktoriya stepped forward once more.

"Please walk with us" she headed off inside and the Lodjain's fell into step with a member of the Empresses entourage as a wide proscession made their way through the grey stone corridors of the Palace of the Goddess. "We firmly believe that in many ways we're kinded spirits, both thrust into a lifetime of service, both divinely connected and both determined to make our nations great." she kept her eyes looking ahead as she seemingly glided along the corridors. "It is our hope that we can go beyond simply building closer ties between us, but that our nations can act as a beacon of what strong women can achieve for their nations" by now they'd reached a door which was dominating the whole corridor. Behind it lay a wing of the Palace with a variety of bedrooms and lounges, it even had its own kitchen that could prepare mini banquets, the staff already in place had been practicing some of the guests delicacies for weeks now. "Please make yourself at home, our home is your home" she nodded and Anna Immich took a key from around her neck and unlocked the door, before turning and presenting it to one of the Empresses followers. "This is Lady Anna, she is our Head Lady in Waiting, for the duration of your stay she is at your service, whatever duty you need her to perform, whatever desire you need her to fulfil she will do as though it was an order we gave. Now when you have rested and are ready we would like to invite you to tea on our private balcony." The Queen bowed to her opposite number briefly before turning and leaving with her entourage.

"If Your Imperial Majesty would step this way, it’s an honour to be in your service" Anna held an arm inviting them to step inside.


Spoiler:  Post VI: Arda Tuluva • show

They understand much. The Empress signed discretely to Ehtelë following quickly by another odd gesture as she followed Lord Besarian forgoing the ritual herself.

“By command of Her Most Sublime and August Majesty, the Daughter of Heaven.” Ehtelë announced as he turned to face the Arda Tuluvans, “We are to submit ourselves to the Ritual of Purification.”

The Empress opted for the railway cabin, her robes were far to heavy and cumbersome for an elegant stroll that long, it didn’t help that her neck was beginning to stiffen from weight of her headdress. The Empress was attended by Arda Tuluva’s Consul of State, Inglor Lord Anordradil; her Ómari and seneschal, Ehtelë; and her two standard-bearers. The rest of the Arda Tuluvan entourage took the pathway that lead to the Castle proper.


When Queen Vikoriya presented her gift the Arda Tuluvan Empress accepted it personally, a small smile appeared on her lips as she locked eyes with her fellow monarch. She thanked her host, “It is with gratitude that we accept this gift. As it is, salt holds a long historical importance to my people and society.”


Then Lodjan Finance Minister, Dragan Knežević, presented his gift. He, too, like the others averted his eyes. These small gestures that her hosts give have already gone a long way in impressing the Empress. The Arda Tuluvan sovereign made a gesture of thanks and warding of omens with her right hand (the pointer and pinky fingers folded in while the other three remained straight and she waved a small circle). The Empress’ most trusted anvir’arma took the pillow case from Minister Knežević and presented it to the Autárimë Empress, who nodded her head approvingly while signing to Ehtelë as he handed it off to another attendant. “Her Most Sublime and August Majesty wishes to convey gratitude and thanks for this gift on from the Patricians of Lodja.” Ehtelë Voiced.

The same format followed after receiving the gift from Lady Utkin, Ehtele took the cushion presenting it to the Autárimë Empress before handing it off to another attendant, “Her Most Sublime and August Majesty wishes to convey gratitude and thanks for this gift on from the Plebeians of Lodja.” Ehtelë Voiced.

A box made of sandalwood and gilded in intricate golden designs was brought before Queen Vikoryia and was opened for her. “Jade, silk, and saffron.” The Empress said, it had taken Ehtelë off guard who looked a bit shocked. “We present the three traditional gifts to you as a sign of Our thanks and of Our hopes for a fruitful meeting.”

The Autárimë Empress followed in stride with the Lodjan Queen. The two glided down the corridor with such poise and grace it appeared to many the two floated, they held an aura of authority, of power: truly goddesses of their domains.

“We do what destiny wills.” The Empress said in response. “We are also arbiters of our own fate. For We are Heaven’s chosen and you selected by Sessifet.” She said with conviction. Like her counterpart the Arda Tuluvan sovereign kelpt her eyes forward as if peering into the their future. “We are beacons of light in a world dominated by men. We shall be a pharos to guide the ships of fortune and fate. In ages past the Queendom and the Empire worked hand in hand to the benefit of all. It is with this in mind that We are desirous to bring about an era of prosperity and tranquility between Lodja and Arda Tuluva.”



Any desire, Majesty. Did you hear that? Ehtelë signed to the Empress whose eyes shot him a quick, admonishing look as she flicked her hand. He bowed quickly and formally in apology, eyes averted to the floor as he took a few steps back allowing the Empress to pass by. The Empress and the Consul held a brief conversation before he departed to Arda Tuluva's embassy to meet with the ambassador and other concerns there.

 “Her Most Sublime and August Majesty expresses great joy and gratitude for such honors of staying in the Divine Queen’s Palace.” He said to Lady Anna as the Empress walked by followed by a host of servants holding the sigils. “I am called Ehtelë, chief anvir’arma and primary seneschal to the Daughter of Heaven.”

He gestured to for Lady Anna to enter first before following her inside. Soon an army of attendants flooded the room bringing in various cases and trunks. The Arda Tuluvan sovereign had disappeared into her bedroom to change and prepare for tea later that day.

He gestured to one of the couches in the parlor for Lady Anna before taking a seat himself. “I am sure you have been informed already, but I would be lacking in my duties if I did not stress the following.” He smiled at her reassuringly, “It is of great importance that you, nor your staff, speak or make eye contact with the Daughter of Heaven. If, by some miracle, the Daughter of Heaven speaks to you, you must show complete difference averting your gaze and first refer to the Daughter of Heaven as ‘Your Most Sublime and August Majesty’ and then thereafter as ‘Your Imperial Majesty.’”

“Any and all concerns or questions should be brought to my attention. Rituals and tradition govern all aspects of the Daughter of Heaven’s life. I do not believe there is enough time to explain even a tenth of them before our visit if over.” He said humorously with a smile.


It was then that Ehtelë requested that he be showed the apartments and staff that the Lodjans had prepaired for the Arda Tuluvans' stay.

He was informed that the cooking staff were becoming proficient in Arda Tuluvan cuisine, which was met with approval from Ehtelë.

After assessing the rooms and meeting the staff the Empress' senechal nodded his respects to Lady Anna, "Lodja truly is a most  honorable and gracious host, Lady Anna. This shall go far in the eyes of the Daughter of Heaven."

The two had taken their seats back in the main reception area of the suite. Other Lodjan servants brought and prepared traditional Arda Tuluvan jasmine tea. Ehtelë took a sip and was pleasantly surprised by its aroma and taste. Just delightful. As the two drank the tea Ehtelë had, quite diplomatically, steered the conversation to the subject of Lodjan Royal protocol. He inquired if there was any special ritual or procedure the Empress should be aware of when meeting with Lodja's Divine Queen.

He has listened to Lady Anna and as she finished another of the Empress' servants appeared, bowed politely to the two then whispered in Ehtelë's ear. He raised a brow quisitively. He turned his head slowly to Anna. "Today is full of surprises. It appeared, Lady Anna, that you have been granted a rare opportunity for you have been summoned by the Daughter of Heaven."

Ehtelë lead Anna to the sleeping quarters given to Arda Tuluva's sovereign. Bowing low at the waist Ehtelë announced their arrival. There was a large paper multipaneled screen set up with lovely paintings of women regaling along a river bank with an abundance of flowered and cranes. The women were dressed in the style of the old Cúldarë dynasty show casing it's age.

Beyond the screen a blurred silhouette of the Empress could be seen. She appeared to sit, back facing them, almost lazily on a chair, yet with an aura of grace and authority. Two female servants attended to her hair, styling and adorning it with pendants and ornaments; while tworking others were rubbing oils onto her arms and legs.

It seemed an eternity before the Daughter of Heaven finally spoke, "Anna Immich, Chief Lady in Waiting to the Queen." She paused again. Her voice was soft, precise and astute. "A lofty position that few truly understand. Privy to much, yet unnoticed by many." She extended her arm as the oiks and lotions were worked further into her smooth, unblemished skin.

"Before We met with your monarch We would know who Queen Viktoriya truly is, of her character and person. Know that We have no ulterior motives. We wish only for harmony between Arda Tuluva and Lodja."


Spoiler:  Post VII: Lodja • show

It was an awkward question that the Empress had asked, after all out of all the people in Lodja it was probably Anna who knew the Queen best, however by the same token she was in a position that required total discreetion. She was however only too keenly aware that to say the diplomatic lines would be a little obvious, she thought for a moment before starting her answer. "Well Your Majesty" Anna said looking out of the window "Queen Viktoriya is someone I've only known a year, therefore I wouldn't persume to consider myself an expert on what she is like. I do know that she is a person of two parts.....I don't mean the Goddess and Viktoriya, I mean within herself." She thought for a moment, she wasn't making much sense in her own mind. "If I can explain.....she is young, she's been brought up in a family that while wealthy aren't the richest in Lodja" Anna's own family were equally wealthy, "In public she knows she has to be the epitimy of calmness and authority, yet behind closed doors she is I would say growing into that role. She still often consults the Conclave, as well as other trusted people, over the smallest of issues. Yet when in the public eye she has no problem letting the people know she carries all the power, prestige and authority of the Goddess." Anna was feeling more relaxed now and found it easier to talk. "I suppose Your Majesty could say that the Queen at times though is rather sad, I don't think the life she leads has quiet lived up to the fantasy a young girl would have had. I mean what young girl doesn't imagine being a Queen in a fancy castle leading the life of a fairytale Princess." She thought back to her own childhood and the same thoughts had gone through her head, she had however never had chance at being Queen and therefore was rather pleased with how her own life had turned out. "I think she'll be happier once she finds her 2nd husband, a man she marries for love, but that'll take time" she finished wondering if she had said too much.

Over the other side of the Palace Dragan Knežević the nations finance minister had purposely placed himself between the visitors appartments and the Queen's private balcony. Hearing the tell tale click clack of the entourages heels he began his walk towards them, a deep red leather folder tucked under his arm. "Ah Good Day Your Divine Majesty" He bowed while moving. "I trust our guests are settling in" he said as he waited for her to past, "They seemed rather friendly when I meet them earlier" he said keen to reaffirm his position with her.

The Queen surprisingly stopped and turned to Dragan. "We're glad you think so" Viktoriya began, "It is our firm hope that our two nations can become firm friends." she said icely.

"Mine too Your Divine Majesty" he said, "I believe the two of us could have some superb business and economic links" he said sewing his little seed of a thought into her mind.

"We would be keen to hear your ideas" Viktoriya was easy enough to get meetings with if you worded things right. "Please follow us" Viktoriya motioned as she headed towards her own private balcony. Dragan bowed his obidience and fell into step alongside Angelina Evanov , the Queens newest security officer, and the first Pleb to serve in the position.

"Hello Angelina" Dragan said politely as he fell into step with her, she liked him, not just because he was handsome but because he was the only noble who seemed to not look down upon her. "How's the visit going?" he asked understanding that bedding the Queen's female household wasn't the only way to get information.

"Very good Your Lordship" Angelina replied as they rounded the corner.

"Now...now....what have we said" he mockingly admonished her.

"Very good Dragan" she smiled as she blushed, just like with everyone he meet the future Duke of Kezen insisted they use his first name. It felt awkward though. They had reached the Queens door and beyond it was a large balcony, large enough to fit five or six good sized dining tables on, but today a single coffee table and comfortable seats filled the space, enough for a large entourage but with two seats face to face in the centre. Angelina waved goodbye to Dragan as she took up position on the door to let the Empress in. Dragan and the Queen disappeared inside along with the rest of the security team and Ladies in Waiting.

"Please be so kind as to pour us a lemon tea" Viktoriya asked Dragan as she disappeared to take off some of the baubles of state leaving her in just the dress representing her nation. "Please join us until the Empress arrives."


Spoiler:  Post VIII: Arda Tuluva • show

The Autárimë Empress understood all too well the burden of power. Being one person in two parts. Yes, indeed, she understood that she must, like Viktoriya, maintain an astute, ever calm demeanor, to portray only authority and grace while in public. In private, well, the Empress had to follow the constant daily rituals and repetitions that governed the life of an Arda Tuluvan sovereign.

The Autarime Empress knew what her life would be like since her aspirations to Ascend. Her mother, the Tar-Ancalimë Empress had taught her well. One must keep their distance; it was an extremely lonely at the top. But, they believed they were doing Heaven’s will. But giving one’s life wholly to the State was a small sacrifice for the greater good of the Empire.

Lady Anna’s answers were exactly what the Empress wanted to hear. She knew she was extremely lucky to have found love in her first husband, the Ingaran, unlike her mother who found like solace in any of her consorts. She made a gesture at the thought of Eruenvinyanto and made a small prayer to Heaven for his quick recovery from the illness that has befallen him.

 The Empress signaled to Ehtelë that Lady Anna could be dismissed who politely lead her out before returning again to set up a small altar with a statue of Estë i Valië Milya, the Heaven’s aspiration of healing and renewal. Incense was lite and the Empress bowed before the Altar to offer her prayers.


Autárimë Empress was dressed in white silken robes embroidered with golden chrysanthemums and various ornate patterns. The Arda Tuluvan sovereign left her personal quarters with only a small contingent: two servants who walked before her holding traditional lanterns ‘to light the way and scare demons’, two standard bearers of the Phoenix sigil behind her and four other servants, along with Ehtelë who walked just behind his sovereign. Once the Empress arrived she was greeted properly and lead to Lodja’s Divine Queen.

The Empress nodded her head to the Queen and extended her arms, “Your Majesty.” Viktoriya gestured for her guest to take her seat. The Empress sat down gracefully as her servants arranged her long train and dress. The Empress was offered refreshments which she gladly accepted. She looked around with a small smile, “A splendid view, Majesty. It is Our hope that one day We might offer hospitality at the Arcalcassë Palace.”


Spoiler:  Post IX: Lodja • show

Dragan was sat rather enjoying the view and his opportunity to explain some of his finer thoughts and plans to the Queen, he was never happier than when he was working his brain, unless it was killing it in a bar with booze. He was keen to try and change things for his nation, he saw great potential in Lodja, but it was untapped, in his mind that was a crime in itself. "and that Your Divine Majesty is why I think we could really push with this." he was busy rounding up his latest idea when the Empress approached. "The Empress is arriving" he said quietly to Viktoriya as their visitor approached. He stood politely and stepped away from the table, Viktoriya had been sat with her back to the door and stood too.

"Empress" she nodded politely as she approached the table, " We are most impressed by your dress" she smiled, Lodjains were renowned for being rather materialistic and shallow, especially when it came to physical appearance, and of course fashion. Dragan pulled out the chair he had been sat on further and turned it slightly for the Empress.

"Please Your Imperial Majesty, be seated" Dragan said holding the chair and waiting for her to do so. Once she had taken her place he helped slide it closer to the table before stepping back. "Your Divine Majesty" he said turning to his monarch. "I beg your leave, I'm sure two monarchs don't need my presence" he bowed his head.

"Lord Knežević, thank you for your company and advice. We hope to see you soon" She smiled at the bearded nobleman's son.

"I count the hours" he said with a smile knowing how many ladies enjoyed flattery. "Empress, meeting you has been an honour yet again" he bowed to her and then walked away, whistling a merry little tune as he went.

Viktoriya waited for him to leave the balcony. "May I pour you a drink" she held up a bottle of white wine that had been chilling in a cooler. She poured them both a glass and then replaced the bottle. "We rather enjoy our time here, the view is beautiful we agree" she smiled, "However in winter it does get very icey out here, legend has it one guardian of Sessifet once slid over the side losing her balance.....although that is not something we think very likely" she chuckled, "Unless of course she had somehow offended the Goddess. May we speak alone?" the Queen asked and waited for the various entourage to leave, she had sent hers away long before the Empress had arrived, leaving them sat inside the lounge.

It was in the lounge that Roksana now took over hosting duties. With Anna on loan so to speak to the Empress it had fallen to the 2nd most senior lady in waiting to look after the Empresses entourage. "Please take a seat" she pointed to the soft low sofa's that dominated the lounge, it was was huge, easily capable of hosting thirty or so people. "We've various foods, all Lodjain specialties, stuffed olives, fruit pancakes, I can recommend the Pelmeni, they are small vegetable, fish or meat dumplings" she held up the plate of the dumplings towards the guests. "So how long have you been in the service your Empress? Do you get lots of balls in your Palace?" she asked, Roksana loved the balls, mainly for the attention that she gained but also just the luxury of the whole thing.

Outside the Queen was relaxing slightly, although she didn't really know the Empress Viktoriya somehow felt that there was a connection, perhaps it was the fact they'd been similar ages when they took power. "If I may speak plainly" Viktoriya faced seemed less stern, as though the mask of Queenhood had been dropped, "I wanted to invite you here not just because I feel our two nations can be friends, but also I believe that we can become friends, as two individuals. Each of us have a great burden placed upon us, both by our position and our faiths. I don't know about you but at times I feel that its something that can be hard to carry, and while I have been fortunate enough to build a group around me I can trust..." she thought for a moment about the Conclave...."mostly trust" she continued, "and I have been lucky to make friends with people such as King David of East Moreland and King Finley of Ui Cenneslaig, I feel they can not understand the challenges the two of us face. I hope you don't feel I am talking out of turn, but I hope that the talks between us can be done not just as two monarchs leading nations keen to make their way in the world, but as two friends. I would therefore appreciate it if while we talk alone you call me Viktoriya and not by any title" she smiled not sure if such a lack of formality would go over well with a nation she knew liked their rituals. The door opened and Roksana appeared and approached the table with a tray made up of the selection of foods from inside. "We thank you for the food Roksana" the Queen's stoney expressionless face was back. "Perhaps you could take the Empresses entourage to the kitchen, ensure they are satisfied with preparations for this evenings meal." Roskana nodded and returned to her duties. Viktoriya waited for the door to close, the mask once more seeming to dissolve. "I wonder then if there is a topic you wish to discuss first?" she asked as she offered the plate of food to her hopefully new friend.

“My family has been in the service to the Tercenë Dynasty for generations. I am an anvir'arma and have served the Empress since I was born.” Ehtelë said matter-of-factly before he sampled some of the treats offered and found them to be delicious.

Ehtelë chuckled at the question of a lot of balls, “There are many festivals and holidays throughout the year in the Palace. It feels like have the year is just preparing for one or another. Exquisite parties and feasts are thrown for them, each with its own traditions, flowers, and specialties. Dancing and music is an integral aspect of each festival and they all have many unique dances and cerography that is accompanied to that specific festival. I know about two hundred and thirty-two different dances.”



The Autárimë Empress took a small sip of her wine, it was quite refreshing. He eyes gazed towards the ledge as Viktoriya mentioned the rumored mishap of a previous Guardian. Her own thoughts found it quite probable, a misfortune from a jealous rival. There are numerous balconies and terraces at the Arcalcassë that many a person has ‘slipped’ or ‘fallen’ from throughout the centuries.

The Empress delicately flicked her hand when Queen Viktoriya requested privacy. Ehtelë bowed formally to his sovereign then to the Lodjan Queen before he signaled for the others to withdraw as well. Her two standard-bearers flipped a switch and the ends popped open so that the two Standards might be held in place in a crisscross manner behind her, the poles were fastened together quickly before they bowed low and left the room, never turning their backs to the Daughter of Heaven.

The Lodjan monarch let the mask of her stature fall and showed her true self, a quality that the Empress had seen in so few in her life. She allowed herself to visibly smile, not smirk or grin, but a true smile when Viktoriya mentioned the possibilities of them becoming friends.

Friendship. A difficult commodity to obtain in her position, hard to know who truly is genuine, for most of her life she counted only Ehtelë as a friend. She could laugh with him, talk to him easily, and trust him fully. Those were what friends did, did they not? But, yet. He was still her servant, sworn to faithfully serve her and keep her secrets, and life, safe. The two hailed from completely different Castes. She the highest, a daughter of the Great Tercenë Dynasty; and he an ilar’nalda, hereditary servants. It was not until she married Eruenvinyanto that she found true companionship, a man whom she loved and could trust. Arda Tuluvan hierarchical notions would still put the Empress above all other sovereigns, still, it would be nice to know and befriend someone who would be her closest equal.

She gave a small chuckle at the ‘mostly trust.’ Courtiers and politicians, can one ever truly trust them or their intentions? She knew all too well that those who are in government might have the best intentions for the state, but they were politicians. And politicians generally thought of themselves first.

It was an odd thing, personal names. Her own was cast aside the moment she declared herself Empress not to be used again. Not even her consorts used that name. She was the Autárimë Empress now, the Daughter of Heaven and Lord of Twelve Thousand Years. She would thus use Meneliel, Heaven’s daughter. It seemed fitting, less formal than what her servants call her: Yéndë o Menel, Daughter of Heaven.

“And you, Viktoriya, might refer to me as Meneliel.” She gave her counterpart another smile taking a sip of the chilled white wine. “Though I have not met Ui Cenneslaig’s sovereign, I have had the pleasure to meet King David the winter before last. An honorable man.” The Empress said, “Though I only spoke with him briefly. My consorts, however, entertained him for an evening with a banquet. He made quite the impression on the Ingaran, my primary consort.” She made a strange gesture that was common among Arda Tuluvans (the pointer and pinky fingers folded in while the thumb, middle, and ring fingers remain upright and the palm out).

“I am pleased that you understand the burden of rule, Vikotirya. I have lived a life dictated and proscribed by ritual and tradition, one that I am sure you have come accustom to since your ascension. Of all the monarchs of Mundus I believe only you and I truly understand the sheer responsibly placed upon us as divine sovereigns and leaders of our faiths. A great duty to our people, though it brings stability and joy to the nation, it weighs heavily upon our shoulders.” She smiled lifting her glass to her counterpart, “But we shall endure. For we have been chosen to govern, you by your goddess and I from the Mandate.”

“We are neighbors who share a border and I wish to form a strong alliance between Lodja and Arda Tuluva, Vikoriya; one that I am most sincere in forging. Thus why I decided to come myself and not send a proxy.” The Empress knew that Viktoriya would understand the monumental importance of the statement. An Arda Tuluvan sovereign rarely left the confines and security of the Arcalcassë Palace, let along the Empire. 

“In Arda Tuluva only the worthy gain Heaven’s favor and in my path to ascension I have come quite adapt to seeing the true aspect of a person’s character. I see in you a worthy ally, and in time, a trust friend. The future lies ahead of us, Viktorya, and we shall be its arbiter.”

"I think you would find King Finley of Ui Cenneslaig.......interesting" she choose her word carefully, and the mention of the man brought a smile to her face. "I remember first meeting him and he was far from the image of a King, in many ways as far from King David as you can imagine. Don't get me wrong in a nice way" she felt like she had betrayed David for a moment, she admired him greatly and even believed she had romantic feelings towards him, but she knew these were of no use and so did her best not to dwell on them. "Finley was up to his knees in a river tending to an eel trap to gather breakfast for his guests. He is a real man of his people, he lives and breaths the Celtic culture, much like David does the Morelander one but the Celts have such a zest for fun and life." she remembered her visit to Ui Cenneslaig and everyone was so friendly towards them, so keen to make them feel welcome. "It's also confusing when you see the men in their skirts."

They sat chatting for a few more moments, "I believe our nations can easily find a way to work together and make all our lives much better, and I think that time may be close" she looked at the oak carved grandfather clock that stood just inside the balcony door, and with perfect timing there was a knock on the door.

"Your Divine Majesty" a tall green jacketed soldier snapped a smart salute " Your Imperial Majesty" he bowed to their guest, "The Conclave is gathered they are awaiting the privledge of your prescence." he stood smartly at attention unmoving as the Queen finished her drink and stood.

"You have our thanks" it was as though a switch had gone off in her head, the smiling and laughing 18 year old had gone, replaced by an icy Queen, her face a dignified serenity as she seemingly glided in her floor length dress. "Have our Ladies meet me outside" Viktoriya turned to  Meneliel. "Would the Empress care to join us?" Viktoriya asked her face blank of all expression. The Queen headed outside and found Jasmina, Stasya and Roksana stood waiting on one side of the long stone hallway, the Empresses staff and Anna stood the other. As the Empress emerged all the Lodjain's gave a dignified bow and a phalanx of soldiers fell in on the groups flanks marching with them through the Palace. They reached the end of the long hallway which suddenly opened up on one side into a large quad where a beautiful flower garden emerged. "We shall stop a moment" The Queen instructed and left the walkway heading down towards a garden which was full of the colours of summer, she walked for a moment until she found a oldish man working away, she exchanged a few words with him, the man beamed proudly, knelt behind a low bush and then stood extrazagently presenting the young Queen with two bright multicoloured flowers. WIthout a word the Queen handed one to the Empress and then preceeded to thread the stem through part of the silver wire that held her hair in place. The Flower made her appear more child like now as it was probably far too big for the decorative piece she intended it to be. "We love this little garden, the gardner is called Tostig, he has been a servent of the Goddess since he was 12 years old, he celebrates his 65th birthday this year and all that time he has cared for this garden." she admired the mans dedication. "We have determined that when he celebrates his birthday this year we shall name him Knight of the Inner Garden, it may be a very small estate but a man who dedicates his life to such a small area of land to make it beautiful deserves recognition does he not?" Viktoriya had it all planned now, a large party for the man and instead of a sword to Knight him a garden tool of some kind. He'd no longer be a Pleb and as such could now become a guest of the garden whenever he choose, a fitting end she thought for such a long career.

By now they had reached the door of the Conclaves Meeting Room, it was almost at the centre of the whole Palace and a solid oak door with silver hinges stood before them, Jasmina pushed it open and spoke loudly, "Her Divine Majesty and esteemed guests, Her Imperial Majesty of Arda Tuluva" the two monarchs and the Empresses attendents entered while Roksana and Stasya stayed outside. It was not a large room and rather dark with no natural light, a large chandelier hund rather low over a long thin table where seats were staggered, it strecthed away from a set of six steps, on the top was a large wooden chair with many comfy cushions while a short step below was a similar one, on the forth step down were several chairs on the extreme left and right.

"This will not do" Viktoriya said looking at the chairs, "This is a meeting between partners, not one nation above another" Viktoriya turned to the Empress, "It is customary that the Queen sits in the top chair, her guest the one below and any other members of my household in the lower ones." she turned back but no one had moved, many of the nobles unsure what to do, Jasmina was about to call for one of the guards outside to move the chair but noticed a movement across the table.

"Please Your Imperial Majesty, excuse our error"  Dragan Knežević the Finance minister stood, bowed and walked towards his Queen, "My Divine Majesty forgive me" he bowed and waited for Viktoriya to nod her approval, he walked up and hefted the chair, as he did he wished he'd asked for a little help as it was heavier than it appeared and he only just managed to get it sat on the top step without showing obvious signs of struggle. He walked back down to ground level and offered a hand to the Queen, "May I have the honour of escorting Your Divine Majesty to her chair" he waited for her to lightly place her hand on top of his and he walked her to the chair, waited for her to sit down before walking backwards down. "Thank you for joining us Your Imperial Majesty" Dragan said as he bowed to her before resuming his seat. Viktoriya gestured for the Empress to join her in the newly placed seat.

"We have already spoken in private" the Queen began, "It is clear to us both that it is neccessary for our nations to be friends, therefore we desire you to help us reach a formal agreement that will enable us to become the very best of friends. We would like to invite Her Imperial Majesty, or her representatives to bring any proposals to the Conclave."

The Autárimë Empress would have preferred the opportunity to change her garments into more formal vestments when dealing with Lodja's Conclave, however, she did not protest and gave no sign of dissatisfaction as her spirits were lifted from the lovely conversations she had had with the Queen, Ehtelë made no comment about that matter which amused the Empress as he always had something to say when things were "not done in the proper manner". The Empress quite liked the Queen and looked forward to getting to know Viktoriya better. It truly would be soothing to be friends with a peer.

As the Lodjan Queen disappeared into the astonishing garden as Arda Tuluva's Consul of State, Inglor Anordradil, rejoined the Arda Tuluvan delegation, "Lord Anordradil."

"Your Sublime Majesty." He approached with a deep bow.

"Know that We are pleased and desire to proceed."

"Very good, Your Majesty." He bowed again taking some steps backwards as the Queen re-emerged from the garden.

The Autárimë Empress took the flower with poise handing it to Ehtelë. We shall show unity, she signed to him who immediately moved the little blue flower on the left to the right replacing it with the beautiful one that the Queen had gifted.


The Empress wondered if she would have shown the same courtesy as Viktoriya had their roles been reversed, the thought, however, was quickly dismissed for the gesture from Viktoriya had gained Lodja insurmountable hén’póna[1] from Arda Tuluva, though the Empress, ever serene, did not show it she was extremely satisfied by the Queen's actions. It was now clear to the Empress that Lodja's Queen, full of dignity and grace, could be counted a friend. The Consul, though, was visibly displaying his approval and beaming with gratitude, for a man of his station - in Arda Tuluva - exhibiting such expressions was a great sign of respect and admiration.

The Arda Tuluvan Empress singed delicately to her ómari, "His Excellency, Inglor Lord Anordradil, Consul of State, Executor and Supreme Cordon of the Empire; is given leave to speak on behalf of the Daughter of Heaven." Ehtelë Voiced

The Arda Tuluvan Consul stood from his seat, "Your Most Sublime and August Majesty." He said bowing low to his sovereign, "Your Divine Majesty." Again, a low bow to the Queen of Lodja, he turned to face the members of the Conclave and with a slight bow to Besarian Ivanov, "Your Lordship." Then to the council proper, "Noble and esteemed Conclave. Honor and glory."

He was seated at the forefront of the Arda Tuluvan delegation on the fourth row as Lodjan precedent demanded, he walked down to be at the same level as the Conclave, "It is an honor and privilege that I stand before this august body. It is also a great pleasure to represent the Arda Tuluvan Empire in the presence of the Daughter of Heaven and the Divine Queen." He turned to bow to each respectively before facing the Conclave once more.

"The differences between the Great Arda Tuluvan Empire and the Divine Queendom may be numerous. But I say it pales in comparison to the similarities that our two noble societies share. We are both guided by divine will for our sovereigns," he turned bowing low to both the Empress and the Queen, "are the epitome of our nations' faiths: Heaven's Chosen and Sessifet's Guardian." He bowed low again before returning his gaze to the Conclave. Arda Tuluvans were known for their constant bowing, especially when it concerned their empress. "Our two civilizations adhere to a hierarchy that believes all people are born for a specific reason, as such, both Arda Tuluva and noble Lodja created societies in which this concept lays. We both place high value in aesthetics, beauty, and art which are exemplified in all facets of Arda Tuluvan and Lodjan society. Our two nations abide by a similar moral campus of sensuality and pleasure, nations free from the constraints of repression. We are an Empire and a Queendom devoted to stability, tranquility, peace, and harmony."

The Consul allowed his words to manifest looking out on the council as some nodded their agreements, "Her Most Sublime and August Majesty, the Empress - might she live forever - is ever desirous to maintain peace and harmony in Albion, on Mundus. With this grand hope the Arda Tuluvan Empire wishes to forge a strong alliance with the Divine Queendom of Lodja."

The Consul signaled to his attendants who brought documents of the Treaty[2] to each of the Conclave councilors, "For centuries we have known peace between us, no animosity, no suspicion had taken root. Their Sublime and Divine Majesties have formed friendship. It is we; My Lords and Ladies," Anordradil said gesturing to himself and the Conclave, "who govern the temporal governments of their radiant Majesties."

He turned to bow to the Empress and the Queen, "the Goddesses have declared Their intent and I say let Their Will be done." Facing the Conclave once more, he paused dramatically before he finished, "I ask: who are we to question the infallible and ineffable wisdom of our Holy Monarchs?"

The Imperial Government of the Arda Tuluvan Empire and the Royal Government of the Divine Queendom of Lodja desirous of strengthening the cause of peace and harmony between Arda Tuluva and Lodja come together in Gaia to commit themselves and agree to the following Treaty:

ARTICLE I “Mutual Defense & Non-Aggression Pact”
In the interest of continual harmony and peace, the two High Contracting Parties agree to a Mutual Defense Pact and Non-Aggression Agreement adhering to the following SECTIONS of ARTICLE I:

SECTION A:
Both High Contracting Parties obligate themselves to desist from any act of violence, any aggressive action, and any attack on each other, either individually or jointly with other powers.

SECTION B:
A belligerent action, or an armed-attack, on one of the High Contracting Party shall be considered a belligerent action, or an armed-attack, on both of the High Contracting Parties.

SECTION C:
Should one of the High Contracting Parties become the object of belligerent action by a third power, the other High Contracting Party shall in no manner lend its support to this third power.

SECTION D:
Should one of the High Contracting Parties be the aggressor of belligerent action against a third power, the other High Contracting Party shall in no manner lend its support to this third power.

SUBECTION 1:  Should the Arda Tuluvan Empire be the aggressor of belligerent action against member-states of the Conradh na Náisiún then all agreements between the two High Contracting Parties shall be dissolved.

SECTION E:
Neither of the two High Contracting Parties shall participate in any grouping of powers whatsoever that is directly or indirectly aimed at the other party.

SECTION F:
The two High Contracting Parties shall agree to share military intelligence that is believed to be in the interest of the safety and security of the other, so long as doing so does not compromise the safety or security of themselves.

SECTION G:
The High Contracting Parties shall take part in an annual naval and military training exercise to promote co-operation between the two High Contracting Parties.

SECTION H:
In the interest of security and mutual defense the Divine Queendom of Lodja shall permit the Arda Tuluvan Empire to construct and maintain a naval and military base upon the northeastern area of the Island of Alcurad Minor.

ARTICLE II “Trade Agreement”
To bolster economic prosperity between the two High Contracting Parties, the following SECTIONS of ARTICLE II shall be agreed:

SECTION A:
The High Contracting Parties pledge to trade fairly with each other and to respect the lawful commerce of each party.

SECTION B:
Neither of the High Contracting Parties shall create taxes, limits, bans, or quotas on the goods or services of the other party on basis of their origin from the other party, with exception to such taxes, limits, bans, or quotas created by international organizations of which the two High Contracting Parties are members thereof.

SECTION C:
The High Contracting Parties recognize the right of free commercial navigation through the waters and airspace of the other party, with adherence to local laws and procedures.


ARTICLE III
The Governments of the two High Contracting Parties shall in the future maintain continual contact with one another for the purpose of consultation in order to exchange information on problems affecting their common interests as well as to strengthen cultural and diplomatic relations.

ARTICLE IV
The High Contracting Parties declare that they shall act in a spirit of friendship and cooperation with a view to further developing and fostering economic and cultural intercourse with one another, each adhering to the principle of respect for the independence and sovereignty of the other and non-interference in their internal affairs.

ARTICLE V
Should disputes or conflicts arise between the High Contracting Parties over problems of one kind or another, both parties shall settle these disputes or conflicts exclusively through friendly exchange of opinion or, if necessary, through the establishment of arbitration commissions.


ARTICLE VI
The High Contracting Parties shall allow citizens of the other nation to apply for a fast track visas aiding in travel between the two nations for purpose of trade, recreation, and business. These visas shall be available to anyone who meets the following criteria

(a) Has a stay lasting no longer than 90 days
(b) Has a return ticket
(c) Is able to fund the duration of their stay.
(d) Has no criminal record
(e) Is not deemed a threat to national security.


ARTICLE VII
The High Contracting Parties agree to the establishment of a system of extradition for persons accused of crimes in one country to the jurisdiction of the other.


ARTICLE VIII
The present treaty is to be in place until either of The High Contracting Parties withdraws from it. After which the treaty shall cease to be in force 90 days after notice is given.


ARTICLE IX
The present treaty shall be ratified within the shortest possible time. The ratifications shall be exchanged in Gaia, the Divine Queendom of Lodja. The agreement shall enter into force as soon as it is signed.

The Conclave sat patiently waiting for their guests to go through their seemingly endless formalities, they were no strangers to ritual here in Lodja but they were not so dominating over matters such as this. While the Consul spoke of their hopes for the talks the Conclave sat patiently trying their best not to react to some of the more surprising matters in the proposal. As they took time reading the document carefully a few raised eyebrows around the table were noticable, the Queen had read her own copy and exchanged a few knowing glances with several of the nobles.

"While we firmly agree that our two nations can and should be connected through treaties this one is not something we would sign in its current format" The Queen remained seated and passed her copy of the article to Lady Jasmina who was sat on the bottom most step just in case of moments like this. She noticed the Queen had made a few notes on the document and the youngest Lady in Waiting passed the document to Lord Besarian who took a moment or two looking at the document before speaking.

"If I could ask General Kubik's opinion on this?" Lord Besarian looked down the table to where the giant military man sat.

The 6ft 5 tall General rose from his seat and despite his age still cut an impressively strong sight. "It is my opinion Your Divine Majesty that this treaty in its current form is unacceptable. As your military adviser I believe that we should remove completly the notion of a foreign base on our shores. We have the military capabilities of protecting our own seas and believe muddying the waters so to speak with a 2nd nation operating is not something beneficial." He tried to gauge the reactions of the man who had presented the treaty. He had finished his little part and so sat back down.

It was now the turn of Dragan Knežević to stand, "I wish to add some of my own advice if it pleases Your Divine Majesty" he waited for his Queen to nod and then began, " I believe Article 6 may also need to be given some consideration. If I may explain something to our esteemed guests." he thought for a moment or two, "I agree these visas are a good idea, especially for recreation but in terms of trade and business we have a special situation here in Lodja that may need some redrafting. You see to own or operate a business here you must either be a noble or have the permission of a noble, therefore allowing access so easily from foreigners could be problematic. What I would suggest is this those coming from Arda Tuluva for business or trade must also first acquire a written invitation from a noble here. That shouldn't prove too difficult as I am sure many nobles would be more than happy to facilitate that." His work done he sat back down, looking along the table to where the next speaker would be.

Anna Utkin, the only female noble on the Conclave stood next and looked down at her notes, she was responsible for Social Affairs and so justice fell under her auspice. "In regards to extraditions I believe this is a fair move, however I would ask for one small redraft. I believe that the article should include something along the lines of only extraditing once we are presented with evidence of a suspected crime, this will stop extradition being used as simply a means to get hands upon people who are not in favour of the government in their homeland." She took her seat, she'd actually been rather nervous of speaking in front of a foreign monarch.

"Thank you" Viktoriya said once Anna had returned to her seat. "There you have our opinions." Viktoriya looked back at The Consul.

Inglor Anordradil took heed to what the giant of a general had said, it was abundantly clear to him that the Lodjans had no desire to allow Arda Tuluvan military presence within the Queendom. Not wishing to press the issue and turn these negotiations asunder the Consul made no further attempt at negotiating the base. A glance to the Empress was all the confirmation he needed, she nodded her head almost unnoticeably before the Consul bowed in obeisance. He then signaled to one of his aids who brought forth a single document to be presented to Lodja's Queen then other attendants gave copies of the same documents to the Conclave.

"The Divine Queendom of Lodja is spread far and wide, her territorial waters vast and encompassing," Lord Anordradil began, "if there were need for Arda Tuluva to offer humanitarian aid or, Heaven forbid, engaged in conflict with nations across the Alucard to the south or east, easy access would save valuable resources and time. It is the hope of the Arda Tuluvan Empire that the Divine Queendom of Lodja would over the Empire rights to sail military vessels through her waters. It is, therefore, requested that SECTION H of ARTICLE I, be revised as the following:

"SECTION H:
In the interest of security and mutual defense the two High Contracting Parties shall give permission and access to military vessels through each of the other High Contracting Party's territorial waters; in accordance to the following SUBSECTIONS of SECTION H of ARTICLE I:

SUBSECTION 1: An official communique shall be sent to the other High Contracting Party's High Command as to the reason why military vessels are entering territorial waters.

SUBSECTION 2: Prior to entering territorial waters a naval route, compliment, and plan shall be sent. Vessels shall not deviate from planned routes unless requested by the other High Contracting Party.

SUBSECTION 3: Continual communication shall be maintained.
"


The Arda Tuluvan Consul of State allowed the Queen and her council to mull over the new section, so he moved on to the other two areas of the Treaty that were in conflict in hopes that can be settled to each other's mutual benefit. "Yes, Article VI. It is known that it is important to maintain the national heritage and culture of one's sovereign identity. In these ever changing times many a nation might forgo their ancient traditions, but alas, Lodja and Arda Tuluva do not." The Consul tugged at his beard a few times as he spoke, the Empress knew that he had no contingency for this outcome and was thinking of what to add. But did not want to show ignorance so he spoke to fill the time before he thought of something.

"Our societies are strengthened by our unique character, not hindered. We are lifted up by our traditions, guided by our rituals. Lodja and Arda Tuluva have stood the test of time, we thrive and are unyielding. As the article states 'These visas shall be available to anyone who meets the following criteria:. Perhaps if we added: (f) All requirements have been fulfilled in accordance to local laws and procedures when conducting trade and/or business." He eyed Minister Knežević, who had stated his concerns. "I believe this should satisfy Lodjan law."

"Her Ladyship is well attuned to the need to combat corruption and unduly persecution." He looked towards Anna Utkin, "Minda-Rúcina[1] taught that the pursuit of social harmony does not mean absence of conflicts and disagreements, there is even room for loyal opposition. An addendum to the line of Article VII can be added." He paused for a brief moment, much to his vexation. "No extradition shall take place until compelling evidence has been presented."

Viktoriya was rather glad the guests didn't push for the Naval base, after all this fledgling relationship was beginning to blossom and having to be more stern in a refusal may cause offence, something she was not willing to do at this point. It was left to General Kubik to begin the response, after all he was the military man in the Conclave, "I have no issues with this revision" he said as he stood but then scanned his notes once more, "However may I suggest a slight rewording. to subsection two, I believe it should say: Prior to entering territorial waters a naval route, compliment, and plan shall be sent. Vessels shall not deviate from planned routes unless requested by the other High Contracting Party unless it is in response to a SOS call. After all if the vessel is the closest it has a duty to respond in times of emergency I wouldnt wish to see a ships captain caught between a rock and a hard place." He then thought once more, "I would also request a Subsection 4, and that be the following "Neither of the two High Contracting Parties shall conduct military manouvers in the others EEZ without prior authorisation."

Next to stand was Dragan, "I believe the amendment to Article 6 is acceptable, while not part of the treaty" he turned to face his Queen, "I recommend we establish something I have already suggested to Your Divine Majesty" she knew what he spoke of and nodded, "Some time ago we came up with the concept of establishing the Royal Lodjain Agency, essentially any company wishing to deal in Lodja but unable find a noble to do business through could, if their nation had a trade agreement with us, apply to this Agency, some brief background checks would be carried out, essentially making sure their business is legitimate, and once we approve them they could trade using the Queen's approval, I'm sure you'd agree it would carry quiet some weight, in return for using her name the Queen would expect 1% of the companies Lodjain after tax profits as a nominal fee. I would therefore suggest Your Divine Majesty that if this treaty is agreed you permit me to form this Agency and open it to our guests nation in the first instance."

"We approve" was all Viktoriya said as Dragan nodded and took his seat. "Anything else Conclave?" she asked looking down the length of her table.

Besarian glanced and seeing no one had he stood. "No Your Divine Majesty, I believe the Conclave support this with the amendments."

"Very well" the Queen nodded, "We hope this is agreeable now to yourselves"

"It is agreed." The Consul said bowing to the Lodjan Queen.

"So let it be written." The Empress intoned a traditional saying as she made a gesture to ward off ill-omens and bring forth fortuitous portents.

"So let is be done." The Consul, along with the other Arda Tuluvans, said as they bowed low. "May peace and prosperity flourish eternal between the great Lodjan Queendom and glorious Arda Tuluvan Empire." The Consul said to Vikoriya, "Honor and glory, Your Divine Majesty, death and shame to your enemies." He turned to face the Conclave, "May you continue to counsel justly and wisely. Honor and glory." He said as be bowed again.

It would take some time for copies of the amended treaty to be drafted and the Lodjans prepared for the Signing Ceremony in an adjourning room that offered more light and allowed official Court photographers from both nations to take pictures of the momentous occasion.

Two official copies of the Treaty were presented before the Autárimë Empress and Queen Viktoriya; one in Quenya, the other in Lodjan. The Arda Tuluvan Consul was the one who actually signed the Treaty documents, but in Arda Tuluvan tradition the Affixation of the Imperial Seal was what truly ratified the treaty. Attendants from the Arda Tuluvan delegation held the Imperial Seal by tasseled golden ropes – it was an immense, ridiculously heavy, and extremely cumbersome jade object with five serpentine dragons carved into the base circling it with a large phoenix perched atop - the Empress guided it to the document to affixed her Seal, she had to push hard on the Seal so that the paper was indented. It was a red inked double-phoenix with the Quenya words ‘Having received the Mandate from Heaven, may the empress lead a long and prosperous life’ circling around it. This was done again for the other document.

Spoiler: The Arda Tuluvan-Lodjan Alliance of Peace & Harmony • show

The Imperial Government of the Arda Tuluvan Empire and the Royal Government of the Divine Queendom of Lodja desirous of strengthening the cause of peace and harmony between Arda Tuluva and Lodja come together in Gaia to commit themselves and agree to the following Treaty:

ARTICLE I “Mutual Defense & Non-Aggression Pact”
In the interest of continual harmony and peace, the two High Contracting Parties agree to a Mutual Defense Pact and Non-Aggression Agreement adhering to the following SECTIONS of ARTICLE I:

-SECTION A:
Both High Contracting Parties obligate themselves to desist from any act of violence, any aggressive action, and any attack on each other, either individually or jointly with other powers.

-SECTION B:
A belligerent action, or an armed-attack, on one of the High Contracting Party shall be considered a belligerent action, or an armed-attack, on both of the High Contracting Parties.

-SECTION C:
Should one of the High Contracting Parties become the object of belligerent action by a third power, the other High Contracting Party shall in no manner lend its support to this third power.

-SECTION D:
Should one of the High Contracting Parties be the aggressor of belligerent action against a third power, the other High Contracting Party shall in no manner lend its support to this third power.

--SUBSECTION 1:  Should the Arda Tuluvan Empire be the aggressor of belligerent action against member-states of the Conradh na Náisiún then all agreements between the two High Contracting Parties shall be dissolved.

-SECTION E:
Neither of the two High Contracting Parties shall participate in any grouping of powers whatsoever that is directly or indirectly aimed at the other party.

-SECTION F:
The two High Contracting Parties shall agree to share military intelligence that is believed to be in the interest of the safety and security of the other, so long as doing so does not compromise the safety or security of themselves.

-SECTION G:
The High Contracting Parties shall take part in an annual naval and military training exercise to promote co-operation between the two High Contracting Parties.

-SECTION H:
In the interest of security and mutual defense the two High Contracting Parties shall give permission and access to military vessels through each of the other High Contracting Party's territorial waters; in accordance to the following SUBSECTIONS of SECTION H of ARTICLE I:

--SUBSECTION 4: Continual communication shall be maintained while military vessels of one High Contracting Party are within the territorial waters of the other High Contracting Party.


ARTICLE II “Trade Agreement”
To bolster economic prosperity between the two High Contracting Parties, the following SECTIONS of ARTICLE II shall be agreed:

-SECTION A:
The High Contracting Parties pledge to trade fairly with each other and to respect the lawful commerce of each party.

-SECTION B:
Neither of the High Contracting Parties shall create taxes, limits, bans, or quotas on the goods or services of the other party on basis of their origin from the other party, with exception to such taxes, limits, bans, or quotas created by international organizations of which the two High Contracting Parties are members thereof.

-SECTION C:
The High Contracting Parties recognize the right of free commercial navigation through the waters and airspace of the other party, with adherence to local laws and procedures.


ARTICLE III
The Governments of the two High Contracting Parties shall in the future maintain continual contact with one another for the purpose of consultation in order to exchange information on problems affecting their common interests as well as to strengthen cultural and diplomatic relations.


ARTICLE IV
The High Contracting Parties declare that they shall act in a spirit of friendship and cooperation with a view to further developing and fostering economic and cultural intercourse with one another, each adhering to the principle of respect for the independence and sovereignty of the other and non-interference in their internal affairs.


ARTICLE V
Should disputes or conflicts arise between the High Contracting Parties over problems of one kind or another, both parties shall settle these disputes or conflicts exclusively through friendly exchange of opinion or, if necessary, through the establishment of arbitration commissions.


ARTICLE VI
The High Contracting Parties shall allow citizens of the other nation to apply for a fast track visas aiding in travel between the two nations for purpose of trade, recreation, and business. These visas shall be available to anyone who meets the following criteria

(a) Has a stay lasting no longer than 90 days
(b) Has a return ticket
(c) Is able to fund the duration of their stay.
(d) Has no criminal record
(e) Is not deemed a threat to national security.
(f) All requirements have been fulfilled in accordance to local laws and procedures when conducting trade and/or business.


ARTICLE VII
The High Contracting Parties agree to the establishment of a system of extradition for persons accused of crimes in one country to the jurisdiction of the other. No extradition shall take place until compelling evidence has been presented.


ARTICLE VIII
The present treaty is to be in place until either of The High Contracting Parties withdraws from it. After which the treaty shall cease to be in force 90 days after notice is given.


ARTICLE IX
The present treaty shall be ratified within the shortest possible time. The ratifications shall be exchanged in Gaia, the Divine Queendom of Lodja. The agreement shall enter into force as soon as it is signed.

Viktoriya had been informed that Arda Tuluvans don't shake hands in the traditional sense, especially not their sovereign. However, it was the Empress who held out her hands to which Viktoriya took and the two kissed each other on both cheeks as the Arda Tuluvan delegation and the members of the Conclave applauded their approval of the Treaty's ratification.

"To show Our gratitude and sincerity, We have a gift We wish to present to Her Divine Majesty." The Arda Tuluvan sovereign said as her servants brought forth a beautiful lacquered box, as the small chest was opened the Autárimë Empress intoned, "We bequeath unto Her Divine Majesty, Queen Viktoriya, the Collar and Star as a Grand Cordon of the Supreme Order of the Phoenix." The Empress removed the star and gracefully attached the Order to Viktoriya's dress, "Eternally the Phoenix dies and is born again, so too does the Spirit of Sessifet." She said in reference to Lodja's religious customs. "Let it be known that the Order is awarded unto the Crown of Lodja in perpetuity. May you live a long and prosperous life."

Viktoriya was pleased that she'd got the agreement she wanted, it was another feather in her cap in terms of her first year on the throne. She waited patiently for the room to be prepared and the document signed, she had wanted her husband to be here for the photo oppurtunity however he was nowhere to be found. She had donned a new dress for the occasion, as tradition dictated it was dark blue but embroided in gold with symbols from Sessifets story intermingled with creatures from their guests mythology. She entered the room allowing the attending media to get their photographs before picking up the pen and signing the document. She once more allowed the media to get their pictures of the two monarchs together before accepting the box.

"We apologise for not having as beautiful a gift" Viktoriya smiled as she took the box and inspecting it passed it on to Lord Besarian who was waiting to one side. It was left to Dragan to present their own. "We hope that this will bring some enjoyment" she handed over a single iron key with a gold ribbon attacthed to the loop at the end. "We present you with a small Private Residence on Tar Island, our ancestoral home. It is yours and we wish you to be regular visitors, our family still reside on the island and are only half a kilometer away. Should you ever require anything they would be only too happy to provide anything you need or wish, for you are now our friend and our nations friends and here in Lodja we always ensure we take care of our friends."

The groups began to drift away and Viktoriya guided the Empress back onto the balcony. "I sincerly hope that you do come and spend some time on the Isle of Tar, its a stunningly beautiful place. Me and my sister Alana loved it there, a time before we had all these responsibilites we would just spend the day on the beach playing games, swimming and mother would bring us hot chocolate. There are days I still wish I was there just watching the waves coming in. To me its the most peaceful place on Mundus. I'd really enjoy showing it you one day." she smiled. "I do hope it isn't long until we meet again" she said turning to face the Empress, "When you leave I want you to take this" she removed a charm in the shape of a Kingfisher from her bracelet "Here in Lodja the bird is seen as an omen of a  promise of abundance, of new warmth, prosperity and love. It was given to me by my father when I became Queen along with several other charms. I hope this one brings you luck" she dropped it into the Empress hand before returning back to the room where a small celebration with wine and snacks was beginning. As meetings go she was delighted with this one, and she was sure the people of Lodja would be too.

The Empress has also changed into her official Imperial Regalia prior to the signing ceremony. Ever a keen observer, the Empress had noticed several of Arda Tuluva's mythological creatures in Viktoriya's dress. She had eyed Ehtelë discretely signing that Lodja's Queen has, yet again, proven to be a woman of great cunning. The events that had transpired in the Conclave, giving the Empress an equal seat, and then wearing a dress adorned with Arda Tuluvan symbolism has garnered the Queen greatest amount of hén’póna - honor - before the Empress. She was truly a brilliant political tactician.

The Queen gestured for the Empress to attend with her on the balcony. There the Daughter of Heaven signaled to her servants to remove the long outermost robe of her regalia. She let out the smallest sighs of relief, these robes were not light and if she was to now mingle with the crowd the length of the robe might prove rather cumbersome.

She smiled at Viktoriya upon receiving the small pendant charm, "The Kingfisher holds significance in Arda Tuluva, as well." She said looking at the small charm, "There is an artwork using this bird's feathers called picala halatiron, or dotting with kingfishers. The feathers are painstakingly cut and glued onto gilt silver, the effect is quite beautiful."

She handed the pendant to Ehtelë who was apt at attaching it int the middle of the gold emblem on her belt. The Empress wondered if Viktoriya had known this or that items, hairpins, headdresses, and the like adorned with the picala halatiron were reserved solely for the Imperial dynasty.

Reentering the room with the soiree the Empress was approached by Lord Anordradil who bowed low, "Fortune and blessing to Her Sublime Majesty." She gestured for him to rise, "Everything went smoothly, Divine Above. The Queen honors us with her dress."

"Queen Viktoriya is most cunning. For more intelligent than many perceive." The Empress and the Consul were speaking in Quenya, in a dialect that is used only by the Court. While they had been in the Conclave meeting the Empress' servants had spoken with many of the Palace's staff to learn what they could about the Lodjan Court intrigue, who then related it to Ehtelë who then reported to the Empress.

It would appear that this Lord Besarian was an ambitious man with many machinations. And lovers. He reminded her of the Virtuous Consort, the two were schemers. Intelligent, but could they truly be trusted? The Empire would have to be careful around him in the future when conducting diplomatic business. She was certain that Lord Besarian wanted what was best for himself. People like him thought that what was best for him was best for the country. She paid it more mind, he was Lodja's premier minister and the Empress had little desire to mettle with their internal affairs.

"The Queen of Lodja has an eye for the future and sees the path." The Consul said as he looked around the room, "The Queen ushers this nation to a greater destiny like the Daughter of Heaven guides Arda Tuluva with wisdom and might."

The Empress nodded her agreement as she gestured to Ehtelë who moved to stop Dragan Knežević. Ehtelë bowed politely, "Lord Knežević, Her Majesty, the Daughter of Heaven, would like to speak with you." He gestured for Knežević to move towards the Arda Tuluvan sovereign, clearly this wasn't a request.

He bowed politely, after all, these Lodjans did know their etiquette. "Dragan Lord Knežević, Your Most Sublime Majesty." Her ómari said.

"You honor Us with all that you have helped achieve." The Empress said, "Let it be known that Lord Knežević has pleased Us and the Throne thanks him." Another servant approached and handed Dragan a small pouch, "A jade dragon pendant. With this all in the Empire shall know the Throne's gratitude." The jade dragon was carved with five claws, only the Empress and those she has gifted  have pendants or adornments with a five-clawed dragon.
