A Tale of Baltic Lions and Germanic Eagles

Unto his imperial majesty, Kaiser Rex and his excellency, Prime Minster Karl Wolf, The Constitutsional monarchy of the Germanic kingdoms, do we send greetings and salutations.

Since time immemorial, Balticum has always wanted to seek close cooperation with as many nations as possible, especially those who belong to the Germanic sphere, no matter the circumstances, and we both know that of our kin respected and honored each other's sovereignty. The conclusion also tells us that it is not good if old friendships are to be left idle, if left too long without and growth, it will disintegrate and slowly but surely disappear like a speck of dust, especially in times when despicable terrorists threaten our liberties and way of life.

Which is why we, König Oscar III & Reichskanzler Gabriel Pomeroy, hereby invite thee along with your spouses to our beloved country, specifically our capital Königsberg, as we shall renew our commitment towards each other and prosper gloriously more than before. It is with our hope that his imperial majesty and excellency kindly respond and personally accept this gracious and most humble invitation.

The Kaiser, his wife Carla the 4th and there daughter Laura the 2nd are along with the Prime minister and his wife are on there way to the capital of Balticum Königsberg.

This is one of Kaiser Rex's first meeting with a foreign power.

The Kaiser hopes to establish better relations with the Kingdom of Balticum , a trade agreement and support against the Soran order.

They left Barland international airport 2 hours ago and will arrive in 4 hours. 

Princesses Laura is excited to go to a the capital of Balticum.

Reichskanzler Gabriel Pomeroy, First Lady Serena Pomeroy and King Oscar III in Bellevue Palace, Official Residence of the Baltic Monarch, Königsberg - The King was on the upper level of the Belevue Palace in his private office, staring right into the open, contemplating about the upcoming state visitation from their neighbours in the north, some of them like the Kaiser and his family were actually related to Oscar's dynasty due to the marriage between his great-grandfather King Oscar I and one of the princesses of the former Kingdom of Balen which would later on unite all of the Germanic kingdoms into one, effectively forming a united Empire. The Palace itself, completed in 1786, is situated on the banks of the Spree river, near the Königsberg Victory Column, along the northern edge of the Großer Tiergarten park. Its name – the French for "beautiful view" – derives from its scenic prospect over the Spree's course. Although it might have not been the most grand and spectacular of Königsberg's palaces, it was still a sight to behold and as the name suggested, its views were more famed towards the river area.

As his majesty was still in some sort of meditation, the door to his private office was opened and in came the Reichskanzler and the First Lady, much to his joy. He greeted them and asked how life was for them in which they replied that it went on as usual, just more busy overall due to Gabriel's appointment as Reichskanzler overseeing a country with 50 million inhabitants, not to mention the great beuracracy behind maintaining a welfare state. "How's that lil' baby in your belly doing, still kicking as usual?" the King asked inquisitively. "Oh hihi, those kicks always remind me of his presence, Gabe here and I have been preparing for our baby's arrival, mentally and physically so to speak, I mean that baby room's gonna get taken care of as well as eating the right stuff and not the bad ones, which isn't hard for me since I'm used to that...".

As they were busy chatting, one of the royal staff opened the door and announced that the Germanic delegation would soon be there. "A'ight we'll come right down, thanks...ok my dear young friends this is it." The King and the Presidential couple went down to the lower levels of the palace, exited and stood right in front of the entrance on the red carpet. Gabriel and Serena were always a bit nervous, foreign meetings are something to get used to although with the exception of the King, who through his years as a crown prince and 13 years now as Monarch, learned the tips and tricks already. "This will be another day of meeting and greeting, at least I'll just be there for advice hehehe...". The Presidential couple chuckled, "How lucky you arew but at least we get to determine the terms once accepted by the Senate" Gabriel answered, in which the King also chuckled. "Well my favorite part is when we'll exchange gifts and have our tea session, ah now there they are!" The Baltic entourage could spot the incoming car cortege who were escorting the Germanics, with many bystanders behind a 'NO-Trespassing' tape flanked by the Polizei and so forth.

"Honey you will do fine" said Queen Carla the 4th to her husband Kaiser Rex.

"I know i am just a bit worried that it wont go good"

"It will be fine" Said the Prime minister Karl wolf.

The car went to a stop as it reach the palace.

The Kaiser and his family and the PM and his wife got out of the car.

They saw King Oscar the III. The Kaiser went up and shook his hand.

"You must by King Oscar I am glad to be able to meet you" said the kaiser.

"Remember to smile before the cameras..." the King reminded silently the Baltic presidential couple as the car cortege containing their Germanic guests finally arrived, stepping out of their vehicles while the cameras were flashing and their distinctive clicks could be heard loud and clearly, certainly a historical meeting in the modern age when the Baltic and Germanic governments could finally meet again after such a long while of hiatus between the two countries as of recently up til' the outbreak of the Soran claimants' revolution. With the flags high up in the poles flashing their colors brightly in the autumn sun and the wind adjusting their rectangular shapes, the Baltic entourage greeted their foreign brothers and sisters with enthusiasm and joy. "An honor and pleasure as well to finally meet you again once more after all these years Rex, Good day to you my dear Queen and Princess,g lad that you decided to come along too". Serena and Gabriel also took the opportunity to welcome PM Wolf and his wife, "Congratulations to your continued tenor as PM for a great nations such as yours, Serena and I am dearly sorry for what has happened recently in the Empire, we have indeed plenty of important topics to discuss about..."

The entire group then proceeded to go inside the main hall of the palace, with an entire regiment of royal guards at the sides lining up in a row holding their rifles up high along the red, bright carpet leading up to the humble yet eloquent palace belonging to the Baltic monarch. Even though the main hall also contained annoying paparazzis with their flashing and clicky cameras they were much less of them and it didn't still distract the attention of everyone gathered. The Baltic entourage showed their Germanic friends a table set with a chair in which the King further explained, "For every foreign official visiting us we usually ask of them to write their signature in this visitor's book which is quite old, thick...and well, dusty hahaha *hands out pen* I believe the Kaiser wishes to write down first?" No matter who went first, it went by a few minutes for the Germanics to complete their signatures as neatly as possible and once that was done, they headed outside again in front of the Palace; the Balts facing in front of the crowd on the right side and the Germanics on the left respectively, standing in front of the flag poles while a guard regiment was playing both the Baltic and Germanic anthems. Both the Balts and Germanic officials standing proud and tall while their anthems were played, a moment to just silently contemplate both of their nations' greatnesses.

Once both anthems were played, the entire group headed back inside again, this time going up to the 2nd floor where it was a special room for delegations and other special occasions. The King lead the group inside this room, followed by the palace butler and the various servants with the body guards waiting outside and making sure no one would enter the room without any special permission and intention. They were greeted by an elegant coffee table tailored for the royals as seen by its intriquate carvings and gilded decorations, with the entire tea seat including sandwhiches, scones and other type of sweet bread accompanied with their respective sidings; it was altogether flanked by a sofa and a few couch chairs. "Now hehe, before all of us dive into this deliciousness prepared by our most excellent head chef, and begin the talks, I would first like to show you something...come." The King, Reichzkanzler and First Lady led them to a large, also well-designed working desk and on it were the gifts presented, a few of these were standing beside.

"Let me first direct you to these beautifully made paintings your majesties and excellencies, the first one you see on your left depicts you my dear Kaiser friend riding on a horse, being led by your father as he is holding the bridal rope...the second one, for our excellencies, depicts our own continent, Alba Karinya, focusing on the bodies of ocean and if you take a closer look on these paintings, made by our foremost Baltic artists, you can see how they maximize their efficient detailing to create the ultimate realism behind them." The King took a pause and drank his water from the glass he already put there a few moments ago, ready for moments such as these. "This here in these huge white boxes is the most famous Marsipan from the naval city of Lübeck, I hope both couples here are sweet teeth-minded people hehe." The reichkanzler finished. Now it was their turn to receive gifts from their Germanic guests before proceeding back to the table, pour some tea, munch on sandwhices and finally begin the talks.

"Those are marvelous masterpieces" the Kaiser said.

"Now for our presents" He handed the King a small box which contained a small revolver with golden sights and bronze handle.

"This was used during the Great Germanic war by Balen officers." "Its one of 28 pistols remaining used in the war"

"And here is a saber used by officers of the Balen and Bayern forces during the first German-Soran war" and he gave them the saber wrapped in cloth.

"It was used by Hans Rommel, Legendary officer of the 3rd Death dragoons"

"He was killed in a skirmish near the end of the war."

"Its been re polished and still have the original markings on it of its maker"

"This is simply marvelous Rex, thank you so much for these bestowed gifts, the Baltic nation shall preserve these to the best of its abilities, we're greatful for such legacy to reside in our nation." the King replied happily, as he and the Presidential couple were delighted by these items, although while they were on the way back to the snacks and tea, they looked at each other as it required no words, wondering if the Germanics were really willing to give away precious treasures from their own cultural history. Still, it was best not to disturb the glad situation by asking such questions that only seemed to stir up sad situations, if they would arise somehow it would be the Germanics to deal with it when it comes to national anger and disappointment.

The entire group sat down in the couch chairs and sofa while the servants poured the tea and coffee while the guests preferred to pick their favorite sandwiches and sweet to put on their plate; once that was down it was finally time to begin the discussion. "So...*chewing* I believe it's time to begin *slurps* the King said enjoying a cucumber sandwhich washing it down with freshly brewed coffee. "Well your majesties and excellencies, how about we with the first topic that always seem to come first...diplomacy, so these are the Baltic proposals:

- The parties agree to maintain active embassies with each other. If summoned an ambassador shall present themselves to the host government within twenty four hours of the summons.

- Either party may request a twelve hour extension upon receipt of the summons should a level of seniority be required due to the issue concerned.

- The parties declare that they shall act in a spirit of friendship and cooperation with a view to further developing and fostering economic and cultural intercourse with one another, each adhering to the principle of respect for the independence and sovereignty of the other and non-interference in their internal affairs.

- Should disputes or conflicts arise between the High Contracting Parties over problems of one kind or another, both parties shall settle these disputes or conflicts exclusively through friendly exchange of opinion or, if necessary, through the establishment of arbitration commissions.

- The parties shall allow citizens of the other nation to apply for a fast track visas aiding in travel between the two nations for purpose of trade, recreation, and business. These visas shall be available to anyone who meets the following criteria

(a) Has a stay lasting no longer than 90 days
(b) Has a return ticket
(c) Is able to fund the duration of their stay.
(d) Has no criminal record
(e) Is not deemed a threat to national security.
(f) All requirements have been fulfilled in accordance to local laws and procedures when conducting trade and/or business.

-  The parties agree to the establishment of a system of extradition for persons accused of crimes in one country to the jurisdiction of the other. No extradition shall take place until compelling evidence has been presented and the country who would be granting extradition is satisfied that Articles four and seven of the Mundus Convention of Universal Rights will be met.

"Any objections or concerns before we move on to the next section?" President Pomeroy asked while taking the opportunity to get more coffee and sandwhiches. The King simply sat by and enjoyed the company basically.

The King too the opportunity to chat a lil' with Laura, "So Laura my dear, what's currently going on in your life, busy with school and all?" before smiling towards her imperial parents.

- Both parties shall desist from any act of violence, any aggressive action, and any attack on each other, either individually or jointly with other powers. With the exception of other existing mandates.

- An armed attack on one party shall be considered an attack on both parties.

- The parties agree to share military intelligence that is believed to be in the interest of the safety and security of the other, so long as doing so does not compromise the safety or security of themselves.

- The parties shall take part in an annual naval and military training exercise between their respective armed forces.

- The parties agree to an annual officer exchange between their armed forces to promote co-operation between their armed forces.

- In the interest of security and mutual defense the two parties give permission and access to military vessels through each of the other High Contracting Party's territorial waters under the following conditions

(a) An official communique shall be sent to the other Party's High Command as to the reason why military vessels are entering territorial waters.
(b) Prior to entering territorial waters a naval route, compliment, and plan shall be sent. Vessels shall not deviate from planned routes unless requested by the other party or it is in response to a SOS call.
(c) Neither of the two parties shall conduct military maneuvers in the others Exclusive Economic Zone (EEZ) without prior authorization.
(d) Continual communication shall be maintained while military vessels of one party are within the territorial waters of the other.
(e) The vessels shall at all times except where otherwise explicitly accounted for act in accordance with the Fair Seas Concordat."

If this is agreeable then all you two need to do is decide which sport you wish to compete at annually." Reichskanzler Pomeroy added.

The King really didn't care a lot as loch as both sides had their fair share of fun, "Rex, you may have the honors of choosing this annual sport event...Also please don't be shy, if there's anything special you'd like to add, please suggest and we shall determine if it's agreeable by both parts"

Treaty of Friendship, Trade and Mutual Security Between the Empire of Germanic Kingdoms and the Kingdom of Balticum

Section I - Diplomacy

(1) The parties agree to maintain active embassies with each other. If summoned an ambassador shall present themselves to the host government within twenty four hours of the summons.

(2) Either party may request a twelve hour extension upon receipt of the summons should a level of seniority be required due to the issue concerned.

(3) The parties declare that they shall act in a spirit of friendship and cooperation with a view to further developing and fostering economic and cultural intercourse with one another, each adhering to the principle of respect for the independence and sovereignty of the other and non-interference in their internal affairs.

(4) Should disputes or conflicts arise between the High Contracting Parties over problems of one kind or another, both parties shall settle these disputes or conflicts exclusively through friendly exchange of opinion or, if necessary, through the establishment of arbitration commissions.

(5) The parties shall allow citizens of the other nation to apply for a fast track visas aiding in travel between the two nations for purpose of trade, recreation, and business. These visas shall be available to anyone who meets the following criteria

(18) The present treaty shall be ratified within the shortest possible time. The agreement shall enter into force as soon as it is signed by both parties.

After both parties seemed to agree with the treaty overall and their signatures in place, the discussions continued and lasted for a few hours. The Baltic entourage, noticing that the time seemed to fly past by awfully fast, the King asked, "If there's anything more you'd wish to discuss...otherwise I'd say we can conclude this nice get-together so to speak, may I also ask our dear friend how'd you wish to spend your other days in Balticum before heading home?"

"I think that could be arranged, certainly; Thank you once again for taking the time and actually sit down and discuss right here in the Royal Palace, it's hard these days to consider...outsiders...as true friends, especially those one's blood-related to" The King stretched out his hands, which also signalled the Presidential couple to do so as well. "An honor as well to conduct business with you Prime Minister Wolf, we shall have many of these opportunities in the future, I'm sure of it." Reichskanzler Pomeroy said, while the First Lady took the opportunity to wish Laura good luck in her future studies and said she could also apply in a university spot in Balticum if she chose to have foreign studies. "I think this is another masterpiece conducted in diplomatic fashion, ain't that right gentlemen?" She rhetorically asked finally...
