Reading this plan, i must admit that it looks very exciting. We are prepared to give your country 11km2 of our EEZ, however it would be foolish of us to just give it away to you without having anything in it for us, which is why we are giving you the following counteroffer/treaty:

Vaguzia will give 11km2 of their EEZ to Némérie if the following demands are going to be fullfiled:

1. Vaguzian citizens will be accounted for the jobs both during and after the construction of the airfield, ground control, security, air traffic etc.

2. The 11km2 of EEZ will not be sold but leased for 1 million$ per 3 months

3. Vaguzian Airlines will get a favourable position in the airport. (So pay less tax etc.)

While Leonard was discussing with his Minister about the negotiations with Némérie, the secretaris stormde into the room "Majesty, Michelo Veratti just called." Leonard looked confused and said "What the hell does this Mafia leader want?" The Secretaris reacted "He says he will break out deal if we dont make a deal with Némérie"

The counteroffer looks good, however, we do not agree on sell price which is why we have a last counter offer (Point 2 and 3 Will remain the same.)

1.  The secede of the 11 km2 of defined territorial waters/EEZ to the Principauté de Némérie on the previous plan in exchange of a sum of 130 millions USD along renouncing officially on the said 11 km2 territorial waters/EEZ in favour of the Principauté.
