If we hope to salvage it, and to decrease foreign involvement in these affairs, it is best to, for lack of a better term, 'play their game' with the best face possible."

The referendum ensures that the legitimacy of Heyran sovereignty over Barnacle would never again be questionable: this problem would essentially be permanently resolved.
