I am writing to you to invite you both to multilateral talks in Ebora concerning greater co-operation between our nations. I believe that our three Empires can offer much to each other and that we can work co-operatively to ensure all our subjects are able to prosper and feel secure. With that in mind I am proposing a three way agreement with the provisional title of the Pan Imperial Entente and I am hopeful that you may attend in person with ideas for how we can make this arrangement a success.
