Honored Assembly Members, I would like to begin by thanking the Heyran Diplomatic Corps for responding to this quorum in a manner which, in our view, demonstrates considerable grace on their part and brings honor not only to their nation, but to this Assembly as well. That being said, there is much which must be discussed, so rather than engaging in further pageantry, which would waste the time of this assembly, I will instead respond to the concerns levied by the Republic of Heyra.
First and foremost, with regards to the statement made by His Excellency, Prime Minister Konishi, I would like to clarify that he does not necessarily speak on the behalf of the Imperial Daitōjin Government, but rather speaks based upon his own personal concerns with regards to the status of financial transactions going on in Elysium. As we are well aware, the Heyran financial system is, by design, opaque, thus providing an incentive for foreign companies to incorporate subsidiaries within the Republic. This, on its own, is not an issue. However, as we have seen since Elysium was founded, a number of Tamoran companies, companies which, per the resolution passed in 2019, it should not be permitted to be engaged with, have been able to incorporate subsidiaries within the settlement. While we acknowledge the resolution passed in October of 2020 as being legally binding, and we laud Bakkermaya for sending observers to Elysium in the first place, these concerns felt by the Prime Minister, while not necessarily the view of the government as a whole, are nonetheless ones which I have seen and heard voiced by many members of both the Daitōjin Diplomatic Corps and by the members of the Imperial Diet.
With regards to the other point made by the Heyran representative, that being the accusation that the Prime Minister of the Empire of Daitō, by merely voicing his concerns over the status of Elysium and the transactions that occur therein, has somehow insulted this most honorable institution, we believe the Heyran government, unfortunately, to be mistaken. His Excellency, being a strong proponent of the Pan-Ardian ideal which this assembly represents, has never and would never call into question the integrity of the Assembly of Ardia. But even so, we are willing to accept that the Heyrans feel slighted, as the Prime Minister has, in effect, called into question
their integrity, not this institution's, for which we are willing to apologize. However, we do believe, though owing to the nature of the Heyran financial system it may be difficult, that clarification should be made regarding the subsidiaries of Tamoran companies operating from Elysium.
On the behalf of the Empire of Daitō, I would once again like to thank the Heyran Diplomatic Corps for presenting their arguments, as I would like to thank everyone here for attending. If there are any other issues which may need to be addressed, I am willing to answer with regards to that, however, until then, I yield the floor.
