Update on the Rokkenjiman Question an Euirasian Nationality
Having received representatives of the Rokkenjiman minority in Euirasia's eastern border regions as well as having had informal discussions with Rokkenjiman emissaries the government wishes to announce that we have decided to alter our policy regarding the Rokkenjiman population.
First it must be stressed that our nation, as a successor of the multi-ethnic Ardian Empire, has always been one that accommodates ethnic diversity. As such our national identity is cannot, and is not formed on an exclusionary ethnic basis. Instead our country embodies a civic nationalism in which all who hold Euirasia in their heart and take their fellow countrymen as their brother are welcomed into the arms of the Euirasian nation.
As Euirasian national identity is so based on the personal dedication of the individual to participation and identification with the nation the government is therefore announcing that we will be introducing the 'Nationality Act' which will govern citizenship and other issues of national rights and responsibilities.
Under the provisions of the Act the following will be introduced:
1. Dual nationality will be outlawed.
2. Dual citizenship will be forbidden.
3. The national curriculum will be compulsory in all schools.
4. All instruction, government services and official communications will be in the Ardian language.
Under the provisions of this act the Rokkenjiman's of the eastern provinces will be given the option of formalising their national and citizenship status by pledging allegiance to the Ardian Commonwealth of Euirasia and renouncing their Rokkenjiman nationality, citizenship etc.
Those who wish instead to surrender their Euirasian nationality in favour of retaining a Rokkenjiman identity will be permitted to apply for a Non-citizen Residency Permit, or to approach the Rokkenjiman Empire to apply for repatriation.
