The Petrograd Bears go public on the Petrograd Stock Exchange

The Petrograd Bears singing the national anthem before the beginning of the match

This week PSE celebrated its first sports team coming to the exchange as a public company. Petrograd Bears are the best ranked rugby team in the Holy Kingdom with millions of fans in the country. As rugby is the most popular sport in the country, it was no surprise that the listing drew interest from many Samantrans who wanted to own “a piece” of Samantra’s most iconic sports club.

And the club did not disappoint its potential investors, the initial shares were subscribed in less than a day and once listed, the market capitalization of the company reached 500 million roubles/USD.

According to the spokesperson for the club, Petrograd Bears intends to increase its presence aboard and make the club more popular in other Rus’ countries and beyond. “Rugby is a very popular sport in Mundus and there are tens of millions of potential fans out there who we want to reach”.

Rurik Gusev CEO of PSE added that : “We are extremely pleased to see Petrograd Bears join the exchange, they are a valuable part of Samantra’s sports history and, more importantly, its future. Part of our assumed agenda is to make PSE the premier exchange of the Rus’ economic sphere by the end of this decade. So in order to achieve that we have started to approach all sectors of the Samantran economy and aboard to attract investors and interest and to have as many companies and sectors listed on the exchange. I am pleased to say that the Petrograd Bears is one very important step in that direction. “

Patriarch Alexy read the draft several times while drinking tea and trying to imagine the implications of the document on Samantra’s legal system. In most ways Samantra was already compliant and in the few ways that it was not he knew he could not defend it publicly.

“Allow me praise you for the proposed draft. It is ambitious, comprehensive and takes into account the needs of the individual while not ignoring the obligations of the individual to the family, society, state and God.

I would like to see the final document use unborn rather than fetus in article 11. And I noticed that there are many requirements on the part of the state and society to provide for the individual and I would like to see a provision or a more clear way to express a basic Christian principle that “If anyone is not willing to work, let him not eat”. So for examples the privileges afforded in articles 25 and 26 should be forfeited if man refuses to work.

And before I conclude I give praise to article 35 which ensures the document will be interpreted by the proper authorities in the manner that is according to our traditions, beliefs and societal standards. "

Technically what your proposal does is require the GC to inform the Justice Mod of proposed changes in advance which is hugely helpful because right now that doesn't happen.

So basically under the proposed change if you wake up and see a "stange" announcement from the GM on Discord and since you were not notified about it you can immediately say STOP without having to read what happened, guess whether Dave was informed or wait for a complaint,  right? So that cuts the time needed for you to intervene. Do I get it right?

You know you are old when you start debating yourself. I am just realizing that if the current constitution doesn't allow that kind of behavior from the GC then my proposal doesn't really help or change much. So maybe we should consider removing some or more of the powers of the GC and maybe give them to a collective body like say Justice Mod, RP Mod and GC. With all three having to agree for a decision to be made.

I would apply Markus's idea and I would apply it across all the office holders (this would address the point I made earlier about checks and balances by the way)

Yeah, having it across all offices is much better and fair. It does not single out one position.

I will write here more in length what I have said on Discord so that people who do not read hundreds of messages can still be informed.

One of the problems I have is that Beatrice makes announcements on Discord out of the blue that are very controversial and create a lot of discontent. She then realizes she is wrong and cancels them and regrets making them but the damage is done. Players who read them start resenting and new players might even leave.

Now Ach has said something along the line “What B did is unconstitutional, people should come to me and follow the judicial process”. That doesn’t work in games, players will not take time to do something like this.

So I would like to propose a mechanism where Grand Chancellor must make all announcements of her decisions on the forum first, then wait for a reply by the Head Justice of TIO saying whether that is in the power of the GC(but no more than say 7 RL days) and 24 h after that happens an announcement on Discord is made. That gives B time to rethink her proposal, us the time to actually read it and provide some feedback, Ach the time to review it etc.

Announcements like: nobility scrapped or making appointments, mod promotion or demotions, review people RP etc.

Just wanted to say that I think me calling it "a minor issue" came out wrong. I wanted to say it's another issue. It's not a minor issue to have such criticism of Dave after he put so much effort and dedication. So I apologize for how that came out.

Let me start by saying that I appreciate a lot the fact that Altona took the time to write everything and provide feedback. I can imagine it was not easy. Feedback like this is important if we are to solve any issue we have as a community.

I full agree with what Altona said and with his proposals including making him a mod. I would add that I have raised similar concerns in the past about the hierarchy in TIO (though never so eloquent as Altona or as detailed)  and was dismissed as imagining things. Now I see in the announcement section that the current hierarchy will be preserved and attempts to disrupt it will be monitored and reviewed. I guess I was not imagining things after all.

I have tried bumping the changes proposed by Beatrice both on the forum and on Discord and was ignored. There is a pattern of a spike in activity by Beatrice when a crisis happens, proposals are made and then nothing, total silence despite pokes made and questions being ask. I really hope this time some reforms are implemented.

I am extremely humbled that (some) people like my RP. It’s been extremely fun RPing in TIO and I have learned a lot in this community and from the RPers here. Thank you for the kind words.

I would also like to add the following:

-   I strongly feel that more feedback should be given to posts. I can’t stress this enough. If you are a new player you literally have the impression that nobody reads your post unless you did something wrong and then it’s short and negative feedback. Now I understand that we cannot comment on all posts or even most of them but at least when it comes to new players some sort of acknowledgement should be given on Discord every couple of posts or so.

-   I encourage people to give feedback as soon as possible. I sometimes feel that some read the posts, do not like something and out of politeness don’t say anything. Since no feedback was given naturally the posting player thinks everything is ok and then continues to do more of the same creating more frustration. When finally feedback is provided it is not criticism it is outright dismissive because of the exasperation accumulated in time. That doesn’t help anyone.

-   I urge players to have more moderation when it comes to claims on anything. I understand players want a piece of something they like from RL. I also understand that if you’ve been here for decades it’s natural to have more claims than new players but please: be more flexible in sharing them especially with new players, use them if you claimed them, do not claim tons of stuff and give some thought if they work for your nation (maybe it did in the past and that’s no longer the case and you can relinquish the claim now?). Again, I understand the attachment but think of a new player starting out, it’s no way on earth he is going to search years of posts to see what pics have been used, what bands, buildings, movies, inventions etc.

-   There are two TIO communities: a forum based one and a Discord based one. By that I mean there are forum members, lots of them, that hardly talk on Discord and there are quite a few that are active on Discord and have nothing to do or very little with the forum. I am sorry, but I think we need to restate that the forum comes first. That no matter how active you are and sharing ideas on Discord if you haven’t posted on the forum your nation is inactive or does not exist. Titles like nobility (or whatever), mods etc should be given/ earned by forum activity and not Discord one.

PS: I do not understand the criticism against Dave and do not subscribe to them but that is a minor issue.

Diplomacy and Events / Re: For a nuclear future (Samantra and Altona)
« on: April 13, 2022, 05:18:29 PM »
“You are being too modest Your Highness” replied Maria. “I do hope Your Highness will accept the invitation, that after the meeting, we go see the Samantran National Museum of Art. I think it’s worth it since it gives a glimpse into the soul of Samantra” she said smiling to the prince. (ooc: if he agrees, the museum visit will not be RPed).

“Thank you for the details” said Talya “If I may, you gave a fine example but the reactors are not meant for Samantra or for countries as developed as that. So my question to you is would they be profitable in a country like Zimalia where I assume the price of energy is lower? And what could we do to lower the initial cost of the nuclear reactors? Like for example would if help much if the land to build it would be given for free?
Since you mentioned Lijiang. Tell us a bit about your customers aboard. Who uses your nuclear plants and how many are there in use aboard of your design(s)?”

“I am more concerned  about these nuclear plants on barges. How safe are they security wise compared to a regular one? I do not just mean the elements but also in case of say a potential Borelander attack” Maria said Borelander but she thought Achkaerin.

Maria then moved on how the potential deal would be structured:

“Before we talk details let me tell you what we need. Altona would be building them, maintaining them with the refurbishing also being done by Altona. On our part we expect the right to audit/inspect them at any time and for as long as we want in order to make sure there are no problems. Since we do not actually have any expertise on the matter I imagine the inspections will be done by a third party but will be paid by us, of course. I think I am not exaggerating when I say that the deal has the potential to make the Altonan Nuclear Energy the gold standard in the industry if our plans are successful.

Aside for the monetary aspect which we will discuss I also want to touch on the other aspects of the deal. Just as you want the Altonan Nuclear Energy to become the gold standard in the industry, we want the Petrograd Stock Exchange (PSE) to become the premier stock exchange of the Rus’ countries. So as part of the deal we want Altonan Electrical Syndicate to go public on PSE, to be listed here. If the company is already public in Altona we don’t mind having PSE as a secondary exchange but we want it on PSE. Such a prestigious company on the exchange would increase Petrograd’s standing in the Rus’ would and beyond.

There is a lot to discuss so I will limit to one more thing before I leave you to it. We want the company that owns the future reactors to be registered in Samantra, to be listed on PSE of course and to be majority Samantran owned. Other than that we would love to have you as partners in it. But allow me to be frank, the company although private, will work in the interest of the Samantran government and alongside it. So if during talks with a foreign country it makes sense to sell them energy cheaper for a while to get their goodwill we will do it even if the company’s profits are affected. The company will also consider who Samantra’s friends and allies are so it might deal with a country that perhaps Altona would not get along. That is why we want control of the company. If you are ok with this, as I said we would love to have you as shareholders. “

Neither Maria nor Talya addressed the supply of uranium topic since they already approached too many subjects and left it to be addressed later.

Economics and Industry / The PSE week in brief #5

The world has moved on

Minister Stas Petrov at one point in his speech said it is more appropriate to refer to the Rokkenjiman Empire as Little Rokkenjima to better describe its impact on Mundus.

Minister for trade, economy and finance Stas Petrov opened the exchange trading day. The opening was closely watched by millions of Samantrans who wanted to see what the impact of the announced Rokkenjiman sanctions were on the exchange and anticipate how the Samantran economy will fare in the future. While many were worried, the markets defied expectations and traded higher by more than 3% on a volume ten times the daily average and the highest in the last decade.

Minister Stas Petrov had this to say:

"Today we see clearly what happens when you stand up to Rokkenjiman bullying: absolutely nothing. The world has moved on. The Rokkenjiman Empire is becoming inconsequential to a fast changing Mundus."

Traders say the market was flooded with massive buy orders from the opening minutes of the trading hours with one trader explaining:

"Normally large investors are careful to not scare the market one way or the other and try to hide the size of their orders by dividing them into smaller ones. Today the opposite was true. The orders were huge and calmed the initial panic".

There is no way to know for sure who the buyers were but market experts have no doubt: "Orders of this magnitude could only be initiated by the Samantran Central Bank probably in conjunction with the private pension funds. It was a coordinated operation planned in advanced which shows the government expected the sanctions unlike the last time".

While the authorities do seem to have been prepared for this, as evidence from rumors which appeared in the news days ago it will remain to be seen what impact the sanctions will have on the Samantran and Rokkenjiman economies.

Convention Centre / Re: Gowu Fashion Show 2022 (Open RP)
« on: April 12, 2022, 07:01:08 PM »
Raisa was too naïve and passionate about her work to understand that Xiaoling was probably mocking her and instead interpreted as praise for originality:

“Oh, thank you. That is so kind of you to say that. And yes that is me” she said smiling. “Pleased to meet you Governor” she said not getting the title right “I come from Samantra and back home such outfits are very popular. Let me just praise you for how well everything is organized and running smoothly. I have always been of the opinion that we Samantrans are a creative people but are not the best when it comes to organizational aspects. “

“I haven’t had the chance to attend any of the previous fashion shows, how do you feel this year is going compared to those of the previous years?”

As she was talking she couldn’t help but notice the Morelander Queen. Since she was the main attraction of the show so far she was hard to miss. Raisa was shocked by her garments and thought she had forgotten to to put on her top but did not stare and immediately turned her sight to the Achkaerin host.

Maria had to admit that she didn’t expect that Altona would send a prince over for the informal talks. She interpreted the gesture as a sign of respect for Samantra and a show of commitment for the talks.

The talks would take place in the Oak Palace, the building of the Samantran secular government in one of the most exquisite rooms. Maria was joined by Talya Samarin, the CEO of Umarov Real Estate Trust, which today would act as an informal economic advisor to Maria. The two in fact served the same interests, that of the Umarovs,  it was only that Talya was more open about it.

The room where the meeting took place.

Maria and Talya both stood up when the guests were entered the room. They approached them, greeted them, presented themselves and invited the guests to take a seat.

Once they were all settled, Maria began by saying:

“Your Highness, had I known the government would sent such an important representative we would have scheduled the meeting at a much later date and organized a state visit with military honors included as appropriate for Your Highness’ military background” even though in reality she was glad that was not the case since state visits took a lot of time to organize.

“I am aware of the irony of the situation. Samantra is a nation with no nuclear background and it wants to expand its use aboard. So first allow me to explain how we have come to this point. I am sure you might have heard of the Great War Era and the nuclear bomb dropped by the Achkaerin on our greatest friends and allies at that time, the Ardian Empire. What the Allies could not defeat by the strength of their men they defeated with the merciless and coward act of the nuclear bomb. I will not bore you with our nation’s history but ever since then the Samantran public is reluctant to accept nuclear energy. While opposition was subsided significantly it’s too late for us to develop our own domestic nuclear energy providers and the Samantran public is still reluctant to accept nuclear plants near their communities.

Still we in the government understand the opportunity of nuclear energy and we want to make use of it in our approach with the developing countries of Mundus. This is why we have invited you here, to see what solutions we have to build affordable nuclear reactors in developing countries such as Zimalia, how much they cost and if they could break even and how we can supply them with uranium.

But before we begin getting into the details, I would like to first address the elephant in the room. Samantra does not trust the empires of Achkaerin and Rokkenjima, we believe they honor their names are imperialistic to the core and jealously guard their privileged place under the sun. This is one of the reasons why we have no intention to join MAEA and we seek partners that also do not seek to join. So Your Highness, does Altona intent to join MAEA?”

Maria waited to see what the guests would reply. She didn’t really expect Altona to have intentions about joining MAEA and she just being diplomatic. Her message for the guests was to make clear from day one where Samantra stood on the two imperialistic powers and have Altona understand the risks.

Addressed to the Altonan ambassador in Petrograd
From: Her Excellency, Minister of External Affairs Maria Mikhailov

I would like to begin by your nation’s achievements in the field of nuclear energy have left an impression on us in Samantra’s secular government. What you have achieved is impressive by in and of itself but to have done it outside MAEA and without much connections to the large regional blocks that dominate Mundus is outstanding. Yet despite your achievements in the field we feel that your exports aboard have been if not modest then at least below their potential.

The Holy Kingdom of Samantra seeks to create bridges with the developing countries of Mundus and I believe your nuclear expertise could help us achieve that. So I would like to invite your or a representative of your government together with one of your experts on nuclear energy to the Oak Palace (ooc: HQ of the secular movement) for an informal and discreet exploratory meeting about building affordable nuclear power plants in developing countries. Our government in a partnership with the private sector is willing to fund construction of such nuclear power plants in the developing world provided that we can find a suitable and flexible partner that meets our needs and a feasible plan so that they can become profitable and recover our investment in the long term.

Should you be interested, please let us know so that we can have our staffs arrange the meeting.

Respectfully yours,
Maria Mikhailov
Minister of External Affairs

Rus’ Media Corporation (RMC), the largest media conglomerate in the Holy Kingdom of Samantra, is accepting applications for actors (men or women)  in the next movie of the HK 40K franchise, a production with a budget of 50 million roubles/USD.

We aim to market the movie not just in Samantra but throughout the Rus’ countries and beyond and we are opening some positions for international actors to apply for a role in the future movie. Please note that the movie is in the Rus’ language and while knowledge of the language is not mandatory actors are expected to say the lines in the Rus language (specifically the Samantran dialect).

Applicants are expected to provide a picture, a brief summary of the experience in acting, the knowledge in the Rus’ language, their religious adherence, the citizenship they hold, minim expected pay for the movie ( one for lead role and one for secondary role) and any other information they may deem relevant. Please note that the movie will feature extensive violence.

We thank the potential candidates for their interest and we look forward to working with them during this movie or in other future productions.

The controversial history of Samantra’s most popular Sci-Fi franchise

Christian religious symbols abound in the novels and in the fandom conventions of HK 40K.

For those in Samantra that are interested in Sci-Fi there are none who have not heard of the universe of HK 40K (Holy Kingdom 40K). In the franchise’s 40 year history tens of millions of books were sold, several movies were made, though none of them successful, and every year more than a dozen fan conventions are held. There is no Sci-Fi universe that is more popular in Samantra today than HK 40K. It has even earned a brief mention in some history text book for primary schools.

So it’s hard to imagine today that the universe struggle at first and the first novel risked being banned in the country. For those unfamiliar with the universe it takes place in the far future in the year 40 thousand where a space faring Rus’ human nation called the Holy Kingdom spans an enormous space of over “100 stars and over a trillion souls”. The universe is dark even for a dystopia with the Holy Kingdom presented in books as having succumbed to superstition and moral decay and is constantly at war. The Holy Kingdom of the novels is a theocracy ruled by an emperor who the people worship as a god but it is never revealed if he is even alive. Upon publishing the novel many in Samantra where outraged at the parallel between Holy Kingdom of the Sci FI novel and Samantra with many in the country seeing the universe as a critique of Samantra’s institutions. The most outrageous of them by far being that of the God Emperor who sits on the throne in the novel being a veiled reference to Jesus Christ who is the King of Samantra. The fact that the author of the novel, Iban Krylov, refused to ever say publicly if it was a critique of Samantra only fueled criticism of the novel but also its popularity.

So what helped the novels and the universe take off in Samantra despite the initial rocky start? The answer is the the fandom which did not care or didn’t even see a political critique of Samantra but a universe rich in religious elements and symbolism, and a dystopian setting that many compared to Samantra’s Sacred War and thus were immediately drawn to.

A fan of the franchise representing “Saint Silvana”. In the universe of the novel women serve in the army (ooc: in Samantra they do not) and at fan conventions women characters are often portrayed as carrying weapons.

So what can be said for the future of the franchise? According to the company owning the rights to the universe, the answer is an expansion aboard and a reattempt at making a movie. The past failures of the universe to be successful at the cinema have not dissuaded the company from trying again, this time with a huge 50 million roubles/USD budget almost twice the size of the largest budget of the previous attempts.

“I think the previous attempts were not marketed properly. We learnt a lot from past mistakes and the new movie will show this” said a representative of the company. According to sources the movie is set to release late this year. The company has also allocated a significant budget aimed at marketing the novels aboard.

Fans of HK 40K universe also draw inspiration from Samantra’s proud history relating to the Great War Era.

OOC: This is NOT a claim of the Warhammer 40K since I do not do claims. Feel free to also use the 40K universe if you want to.
The HK 40K is a not a perfect copy of Warhammer 40k with the Holy kingdom of the universe being much smaller than the Imperium of 40K and likely not the only human civilization. I haven’t decided if there are aliens in HK 40K.

Heydar sensed where Samantra might struggle in getting the support to associate with G.A.A.

“Thank you for your statement support Your Majesty as well as the backup plan. If I am not too bold I would ask a favor of Your Majesty. Your Emirate is the closest friend of Waddan and your nation knows them best. I will be frank and admit we struggle to approach them:  their infrastructure is lacking, we don’t have much information regarding their customs and we have few commercial ties. Would Your Majesty be willing to make the case on our behalf? Your Majesty has offered medical help to their Sultan, their nation trust Your Majesty’s world.”

Stas didn’t want to publicly express that his government wanted access to G.A.A. relatively fast and with Waddan it could take months and there was of course the slavery issue. Samantra was reluctant to approach Tamora, which was a huge market and had some influence in the region, because of slavery with Waddan being that small and underdeveloped Samantra’s interest was nonexistent. It was true that Samantra could have waited for the Desert festival to take place and have the talks with Waddan there but the Samantran government wanted access to G.A.A. sooner.

Maria, which up until then content to let Stas do the negotiations while she taught about how could the trade deal be better sold back home so that it benefits her political career, decided to approach another matter:

“Your Majesty, it gives me great pleasure to see that out two nations have can cooperate so well on economic matters and I want to see if we can extend that to cultural issues.  The Holy Kingdom is a nation that honors and respects its history and its legacy. The Samantran people care a lot about the history of the Great War Era and our country’s contribution to the defense of the Ardian Empire and its contributions to humanity. Royal Seleucid was among those that a played a key role in helping the Ardian Coalition throughout the war (ooc: I purposely left it vague since that role is more complex) and we would like for that contribution to be better known in Samantra and beyond. I propose we initiate an exchange program where university professors of history from Samantra teach in Royal Seleucid and vice versa on the subject of the Great War Era. I think it would be valuable for our students to understand each other’s point of view and contributions in the Great War Era. Samantra also plans to fund aboard a series of exhibitions about the Ardian Coalition perspective in the Great War and we would love if we could reach some sort of agreement where Your Emirate’s museums could contribute alongside Samantran ones to this exhibitions. We plan on also inviting the Allied States of Ardia in the effort and the Heyran Republic. I believe it would beneficial for the nations of Mundus to learn more about the Ardian Coalition perspective’s in the Great War Era.”

Maria proposals were meant to help sell the deal to the Samantran people and the Duma. The Samantran people were very passionate about Samantra’s contribution to the Ardian Coalition in the Great War and had a great deal of sympathy for the nations that comprised the Ardian Coalition. With today’s agreement having a clause reminding them of Royal Seleucid’s contribution to the Ardian Coalition that would help block criticism back home that Samantra was getting too close with a nation that had human rights issues.

« on: April 09, 2022, 07:06:08 PM »
Patriarch Alexy closely watched the Zaporozh delegation. He expected Tikhon as head of his Church to come but not Moisey Viktorov. For Alexy that was confirmation of just how influential the man was in Zaporozh. He considered inviting him over to Novyy Rim, the spiritual capital of Samantra, for a visit together with his wife but that was for another time.

Patriarch Alexy nodded in agreement to Tikhon even if he wasn’t necessarily fully in agreement with him. He considered that teaching the youth was a matter not relevant for the interfaith dialogue but an important discussion to be had about how each faith should approach the youth. He however did not express his view and instead decided to approach another topic:

“Since Brother in Christ Cheon Suk-won is here I think we should also consider the topic of our faiths abroad. For example the faithful of Brother Cheon Suk-won’s flock are people with a strong belief in Christ but not large in number. When going aboard whether it is for visit or work they might face issues and challenges of all sorts, challenges that perhaps the embassy cannot help or might not even exist.  The same can happen with members of our faith going aboard. So maybe we can find some agreement today that allows the members of each other's faith to ask and receive help from local religious leaders of the God of Abraham.  I am sure that already happens daily as people of all our faiths help each other but perhaps we can find here an agreement that facilitates that. Maybe each of our faiths can have a designated person in each of our regional organizations be they eparchies or dioceses or whatever each of us calls them in charge of interfaith help for the people who follow the God of Abraham”.

Patriarch Alexy was reluctant to get into too much detail with his proposals since the people at the table had different means and organizations behind them. For Patriarch Alexy he could easily implement and instruct his priests while funding was not a problem. For others like Bishop Cheon Suk-won though that might not be as easy.

He also tested the waters a bit to see what the opinions at those at the table were by saying:

“I agree with Brother in Christ Tikhon that we live in a world bombarded constantly by harmful images and messages and I think we should not take that as a given like there is nothing we can do. We are also bombarded by elements of nature but we do not sit idle at their mercy. We diligently work to protect ourselves and our community. I think we should do our best to stop those messages from getting to our children by working with our governments and asking them to do something that sees them reduced in number and limited in harm. In Samantra efforts are made in this regards, we have a department that has created guidelines for advertising and oversees that commercials for example do not go against biblical principles. ”

To: His Royal Majesty, King HeydarJulius Devaux
From: Her Excellency, President of the Duma Yeva Litvin

I would like to express my full support for Your Majesty’s kingdom in the face of the announced Rokkenjiman sanctions. We find the sanctions to be politically driven and part of Rokkenjiman agenda that treats other sovereign countries outside its sphere of influence as threats or pawns. The Holy Kingdom rejects that approach and respects the sovereignty of each country in determining its domestic policies.

The Holy Kingdom of Samantra assures Your Majesty of our full support on the matter and my government has implemented a plan aimed at alleviating the disruptions created by the ill advised Rokkenjiman actions. Furthermore, I would like to reconfirm our interest to join the Gulf of Auraxis Agreement as an associate partner. I believe cooperation between our countries is key to countering the malign influence of the Rokkenjiman Empire.

Yours respectfully,
Yeva Litvin

The Pharaoh of Clysperis speaks before the Duma

Pharaoh Akasha before the Duma

During her state visit to the Holy Kingdom, the Pharaoh Akasha received the Cross of the Holy Kingdom, the highest civilian decoration in the Holy Kingdom, for making history in banning the practice of slavery and indentured servitude in the lands of the Kingdom of Clysperis. After receiving the decoration Pharaoh Akasha had this to say before the Duma:

"President Yeva Litvin, honorable members of the Duma, ladies and gentlemen, I thank you all for the opportunity to speak here, with you, today.

Much has been said prior to my arrival before you in this Chamber today that has no bearings upon the relationship between Clysperis and Samantra. While I am one who can appreciate the historic differences held between our nations towards the Achkaerinese I remind you that, today, you are meeting with a representative of the Kingdom of Clysperis, that which we shall discuss has nothing to do with the Kingdom, and especially with my stance in regard to the position taken by allies of Achkaerin toward Samantra on an issue which one could arguably draw some agreement between the Kingdom and Rokkenjima, even then I proceeded to slash costs paid by Samantra for oil and gas supplied by the Kingdom of Clysperis because I value national sovereignty; I value self-determination, even when it goes against what I believe in, and I value the right of any People to determine what happens within their borders because no one outside of them could possibly know what is best for the People of Samantra, just as no Seaforthian could know what is best for the People of Clysperis.

The difference before us is strong, and offers a different narriative than that which we've seen from the global elite: they disagree with you and levy sanctions and other measures in response. Clysperis disagrees with you? We accept it and move on, we move on to areas where we can find agreement, we move on to issues where we can find some manner of consensus, we see that we have differing views and we don't declare war on each other; instead, we recognize that differences between peoples and cultures are to be expected and are wholly normal, but they do not mandate us to be foes or rivals. Some would say that it would be difficult to provide guarantees that supplies would not be endangered? Clysperis, and Clysperis alone, determines with whom it conducts business with, and while I honour and respect the friendship which Clysperis holds with the Achkaerinese do not confuse friendship with the status of vassal. Clysperis and Samantra have disagreed and, especially in the course of that disagreement given the positions staked internationally, the actions of my Kingdom thus far have proven themselves: disagreement or not, divergent views or not, the Kingdom will not take punitive measures in response because we respect the differences between cultures and societies are opportunities to be harnessed, not disparaged which has unfortunately been the basic operational mode of Mundus for far too long.

I remain hopeful for what we will accomplish here, I hold faith in the capabilities of the President as a representative of her People and I shall endeavour to be a representative of my People. I shall leave dissenting views, clip-baits and attention grabbing for the media whilst her and I conduct the business of state. I believe that to be a sentiment shared by all of us here today as I graciously accept the Cross of the Holy Kingdom. It has been a long journey for the Kingdom to reach this day, and we shall continue to do that which is in the service of Ma'at and the future of our People, and to see a future where servitude is consigned to history once and for all.

Thank you all for your time."

The speech has been well received by the Duma and at one point, when Pharaoh Akasha mentioned that friendship with Achkaerin should not be confused with the status of vassal, the members applauded vigorously forcing the Pharaoh to pause for a full minute before continuing.

It remains to be seen what the outcome of the talks will be as both sides have serious disagreements and different agendas.

Petrograd launches “the Good Samaritan” government program

Trinitas TV news anchor

Following news that the Rokkenjiman Empire issued unexpected and unprecedented sanctions against Royal Seleucid and Waddan, the secular government in cooperation with the spiritual government has initiated “the Good Samaritan” government program. The program is aimed at helping Samantran companies provide support to affected parties of the Rokkenjiman sanctions against Royal Seleucid and Waddan by paying for the costs of transitioning from Rokkenjiman goods and services to Samantran ones. Under the program Samantran companies that pay the costs for foreign partners to transition from Rokkenjiman goods or services to Samantran ones will see that cost deducted from their income tax. As one analyst explained “changing suppliers whether it’s for a good or service is often a difficult and costly process. Through this program a Samantran company can offer to pay for that cost, provided that there is a transition to a Samantran product or service. What surprised many is that the program is not exclusive to affected parties from Seleucid or Waddan but anyone else on Mundus. So for example if a company from Rayyu has problems because Rokkenjiman airline companies no longer service flights between Rayyu and Royal Seleucid then they can benefit from the program if the switch to a Samantran airlines that services those routes. The same can be said for say a Zaporosh company that say imports oil and gas and was using a Rokkenjiman international bank for their payment to Royal Seleucid. They too can benefit if they switch to a Samatran bank going forward. “

The program has been well received by the business environment of Samantran with representatives of the large corporations saying it will help them in encouraging foreign companies to switch to Samantran goods and services. However, when talking about the impact of the program the representatives where more reserved in their estimates with one CEO saying:

“We don’t have the exact data of the trade and investments between the two MidAranye states and Rokkenjima but from what I understand from our partners in Royal Seleucid it is limited. In the case of Waddan I imagine it is minuscule but again these are not official data. “

The Patriarchal Palace has issued a statement in support of the program saying that “where Rokkenjima has spat Samantra kisses, where the Empire has chosen to seed discord the holy kingdom brings peace and where the Empire is First to bring harm the holy kingdom attempts to heal”.

The Oak Palace (secular government) has released a statement saying the Rokkenjiman sanctions are “ill advised, not aligned with that the community of nations desires and an abandonment of diplomacy“ adding that “constructive dialogue must be the way to approach disagreements between sovereign countries”.

The secular government issues warnings to Samantran businesses: consider backup options for Rokkenjiman goods and services

President Yeva Litvin met with several CEOs of some of the country’s largest corporations for talks about how the secular government can adapt regulations to allow businesses to better compete aboard.  The regular meeting though was exceptional in that, according to sources, the President of the Duma issued warnings to the CEOs to have backup plans for their imports from Rokkenjima whether it is goods or services, with those backup suppliers to be from Rus’ countries or SUN countries preferably. According to the sources, the tone of the meeting was dire with the President saying that Rokkenjima’s actions are increasingly hostile to Samantran interests and anticipated further hostile actions as those initiated by Rokkenjiman empress against Samantra but later rejected by the Rokkenjiman legislature.

Trinitas TV contacted the Oak Palace for comments in regards to the rumors but no comment was given other than that the “the exact contents of the talks were private but the agenda was about improving the competitiveness of Samantra’s business environment and potential challenges Samatran businesses could face.”

“Then we have an agreement on both the cars and trucks and oil agreement” said Stas while Maria nodded in agreement discreetly.

Stas knew that such an agreement will be well received by Samantra’s automotive industry and its financial sector so that would help him earn more connections and capital with them. Maria on the other was more interested in the oil agreement and the agreement of not using the Rokkenjiman and Achkaerin currencies. Such a deal would be popular back home and she intended to assume all the credit for the deal.

Tamora was an issue both Stas and Maria wanted to avoid, at least for now, so they smiled when Heydar mentioned them but did not say anything.

“Now that you mentioned it, Your Majesty. Can Samantra count on your vote for us to become an associate Gulf State? “ asked Stas opening the other major point on the Samantran agenda: Gulf of Auraxis Arrangement.

144
“Such infrastructure projects are wonderful opportunities but they also cost a fortune and are risky, Your Majesty. If the projects don’t yield the expected results they could easily turn into a money pit. Not to mention it takes years to build them. I do however understand that this proposal shows that Your Majesty values our business partnership and from our perspective shows that there is willingness to accommodate our concerns. ”

Yeva paused for a couple of moments before resuming:

“I think we can make this work if Your Majesty is willing to also offer us the following concession. We would like for 10% of oil and gas payments to your kingdom to be moved to the escrow account up until an amount that is equal to 10% of yearly oil and gas purchases is reached. The money will be gradually released to your government as payments start coming from the infrastructure projects but will not go below that 10% of yearly oil and gas purchases. This means that we start having a monetary guarantee from day one and do not remain exposed until the infrastructure projects start making money.

We will of course ask for this escrow account to be held in a Samantran bank of your choosing or at our central bank.

In return we agree to your terms to maintaining purchases of oil and gas from the Kingdom at a level no lower than the present and we will recommend to our companies that the Clysperi business environment is one that is safe for investing which will see our companies continue to invest in Setri.

Does Your Majesty agree? “

145
Stas realized how to the point was Heydar in the talks. It must have been less than an hour since they got off the helicopter and they were already find new ways to cooperate besides oil. He appreciated the merchant attitude of Heydar. As far as Stas knew most heads of state or government were not that interested in economic affairs and left such matters to cabinet members or just prepared really well and had advisors in the meeting with them. That was not the case here, as far as he could tell Heydar seized opportunities as soon as he saw them. Furthermore, he suspected the Giga factory was one of Heydar 's favorite investments though  whether that was because of his ego or his belief that the factory could be one of the Emirate's best assets in the distant post oil economy was impossible for Stas to know.

"Would Your Majesty be willing to give exemptions on tariffs or taxes of Samantran cars using those batteries? Because if that is so I believe we have a deal." Stas didn't know much about the Seleucid market and he assumed that gas prices for the population were low, far lower than in Samantra so the need for electric cars would not be that great. Still if Heydar agreed the Samantran car manufacturers would have an advantage over other imports of electric cars. And in time who knows how the Samantran car manufacturers could take advantage of this.

Stas was pleased with the assurances given by Heydar. He knew that the Seleucid king did not have a track record of sanctioning other countries and he likely won't start now.

"Your Majesty, your word is as good as gold to me and Samantran companies are satisfied with how things are going but we are looking to have some sort of agreement in writing between our two governments mentioning this. These are turbulent times and we want to assure the public back home and the business environment that our supply of energy is secure.

In regards to the currency for payments allow me to make a different proposition. As Your Majesty has said there was an occupation by the Celts not long ago and there is also the wish that the Emirate be paid in drachmaes while we naturally would like to pay in roubles. Why don't we go for 50-50 drachmas - roubles approach using the Heyran exchange rate or a combination as Your Majesty suggested? Cenneslaigs Punt is a fine currency backed by Mundus largest economy. I would be lying if I said it would not be a good choice but is it really in our national interest to use it? Shouldn't we use the tens of billions of roubles in energy trade between us as a way to boost our financial sectors? If we reach an agreement on the giga factory we already have one more reason to encourage our financial sectors to get used more with each other’s currencies."

Stas was well connected with Samantra's financial sector and was a former lobbyist for them. In fact as a minister he was their man in the government so for him national interest of Samantra and the interest of Samantra’s financial sector often meant the same thing.

“We will would be interested in meeting the Emirite of Rayyu especially if you recommend them. If I may ask, Your Majesty, have they given any reason for refusing to join OPEN?”

146
Yeva did not comment on the special Clysperi crude oil, all nations that export oil praise their oil and for good reason but Yeva wasn’t looking to start a contest which oil was better.

“I am not looking to include your kingdom into our dispute with the Achkaerin but at the same time realities cannot be ignored, Your Majesty. You yourself have sanctioned nations that in the past have sanctioned Tamora. You did that in order to help an ally. If relations between Achkaerin and us further deteriorate we are in a vulnerable position.

I appreciate the permanent preferred trading status proposal and before I ask for details I would first say that it raises new concerns. Not so long ago you have seized Tamoran assets overnight. So what is permanent today can change tomorrow. What if God forbid Your Majesty is no longer on the throne tomorrow? We have no guarantee the permanent status would be maintained” Yeva was polite enough to make up the excuse with Akasha not being on the throne but she was more concerned if Akasha changed her mind.

“I think you may have mistaken our position with that of the current international order. We detest slavery, of course but we do not let the domestic policies of a state affect our energy security. We wish to cut our dependence from Tamora because they have entered in what seems a period of isolation and that raises concerns for us and the international sanctions placed on them makes trade difficult. We have not sanctioned the Tamoran Empire and we consider the Emirate of Royal Seleucid to be a reliable partner. We have no intentions to reduce our imports from the Emirate”. As she said that Yeva admitted to herself that Akasha’s point was a good one even if not exactly on spot in the case of Samantra. It would seem Talya Samarin, the CEO of Umarov Real Estate Trust, who had negotiated before with Akasha was right. There was more to this woman that just her social media account and underestimating her would be a mistake.

Yeva did not want to sound like she was stonewalling Akasha, she appreciated the effort to negotiate.

“Your Majesty, we have been honest so far even if there is serious disagreement between our positions so I will continue to be so even if what I will say may not be pleasant. There is little trust between us, Your Majesty. Your decisions of seizing Tamoran assents makes us think you could do the same to us should you decide that is required by your national interest. If I were to guess that is why some of your neighbors are a bit reluctant to heavily invest in Clysperis. Your extremely close relationship with Achkaerin is a liability for us. Should you change your mind or as I said, God forbid, for whatever reason you will no longer be on the throne and another CLysperi Pharaoh comes we could end up with oil cut and assets frozen. That is why our companies are reluctant to invest too much and as a state we are prudent and want to reduce our dependence on your oil.

If we are to come to some sort of compromise that I need to see some sort of agreement in which your side also stands to lose if the agreement is broken. If you are willing to put some skin in the game then I believe we could reach a compromise and one that could see more, much more Samatran investments coming to Clysperis. I understand you want to your new city to become an international financial hub, we can help and much more.“ Yeva added trying to show that there was willingness on the Samantran side for real negotiations and that she was not only asking for Akasha to compromise.

“So what is Your Kingdom willing to put at stake for a compromise to be reached?”
