1.   Are you currently an (active) member in other Nation States Rping communities? If so, would you be willing to say which ones?
2.   Rokkenjima or Clysperis? Which one do you enjoy RPing more?
3.   What kind of Rps in TIO do you enjoy reading the most?
4.   What do you think is missing or could be improved in TIO when it comes to RPing?
5.   Why do you think TIO has survived for almost a decade when most (NS) Rping communities have disappeared? What is its strength?
6.   Why won’t you agree to have CTO disbanded?

Here are my thoughts on this:

1.   I am fine with adding Paralipomena to the list above without further discussion. He should have been part of the first batch above. Izhitsa is not active on the forum currently so I would suggest that we go through the Order of the Pen process where I will vote in favor. Please don’t get me wrong, he is very talented. My point is that since he is not very active now we can wait a few days or a week until we go through the whole process of the Order of the Pen. I am in no way opposing his nomination.

2.   The nominations presented in the first post by Beatrice could have been handled better and by that I mean leaving the Order of the Pen to make the nominations. However, if that would have been the case then complaints might have been raised that the leadership is not moving fast enough, that nothing has changed. So I think we should also consider there was an expectation that decisions had to be made fast since not much had been done for years in this department.

3.   It think the rules we have in place aka what is described as the constitution are to make sure that players are not unfairly treated and that they can RP in peace. What Beatrice has done here was to reward some players which everyone agreed they should have been rewarded. It’s hardly a major issue so I would hope we all see that when discussing what procedure should have been followed. I think asking for a vote of confidence is too much and is not in anyone’s interest. 

4.   As we get accustomed to the new rules we will have movements where we will find that things are subject to interpretation, which could have been worded better, that we lack precedents etc. I would urge people to have some patience with this process.

5.   Regarding Ach's proposal that says:

2) The Membership of the Order of the Pen say yes/no.
3) If Yes, the name of the new member be posted in the Conference Hall where it is signed by the GC

I would add a time limit like say 5 or 7 days for people to vote. I expect not many will vote and there is not point to wait for weeks with the hope more members will vote.
I also would better define what “If yes “ means. Maybe “if there are more yays than nays” or if “no more than 3 members oppose it” etc. Again, I expect people to not vote much (kind of like CETO membership) so I would like it to be better defined so it’s clear that even in cases where we might only get 2 votes in a week, the new member is added to the group.

Maria and her husband Ivan had arrived in Daito just a day before. Ever since Samantra re-emerged form isolation, the Holy Kingdom tried to rebuild connections with its former partners and allies. A special care was always given to the Christian communities aboard, especially those of the Orthodox branch of Christianity. And this visit was no exception. The day before Maria and her husband made a brief and discreet visit to one of the Christian communities in the city.

Of course, Maria didn't waste the opportunity to speak with the Samantran press that was in Daito for the event so that she could capitalize on the visit.

Daito was a member of CSTO alongside Achkaerin and Rokkenjima, two nations Petrograd saw as problematic for the stability of Mundus and antithetical to its national interest, so Daito was seen with suspicion. Still Petrograd was well too aware that Daito was too large to ignore and the visit of today was meant to keep the channel of communication opened.

Much to their surprise, Maria and Ivan arrived among the first of the foreign guests. They were dressed in traditional Samantran cloths as it was custom in the Holy Kingdom.

As they got close to Shikō Nakanoin they gave a short bow of the head. Since it was a formal meeting she assumed the hosts knew who they were through the proper protocol:

“Your Highness, allow me to bring the best wishes of the Samantran people for the Imperial couple. May they live long and healthy lives together.

I had hoped to see the couple during the ceremony but I understand that is not possible” she added.

“Dear Samantrans, Christ is Risen! The greatest holiday of Christianity has come. Together with the people of Zaporozh, Halych, Nis, Volhynia and Belgravia we celebrate the miracle of Christ’s resurrection, His victory over death.

For us Samantrans the holiday is also about the Holy Kingdom since our Lord is also the king of Samantra. So perhaps there is no better day than today to think about how can the Holy Kingdom better serve the Lord and his message in Mundus and what can each of us do to make Samantra a place that honors Him and is ready for His return.   

I would also ask to keep in your prayers the Christians of Rodina who despite the persecutions of their government continue to be faithful to Christ, to the small yet strong in faith Orthodox community in Mtrulumi, Mktvartvel, who has recently experienced a horrific attack and needs our solidarity more than ever and to the Christians of Centralia so that the Lord may bring them peace.

And I would like to end with the words of the pascal troparion:
Christ is risen from the dead, by death trampling death, and to those in the tombs granting life! “

Among those that received the Holy Fire from Vanora was the President of the Duma. After receiving the Holy Fire she personally stopped by the embassies of Zaporozh, Halych, Nis and, Volhynia and Belgravia to bring the Holy Fire to them and to share with the ambassadors the good news that Christ is Risen! The President has also stopped by the Rodinaian embassy and left a candle near the fence of embassy. "

I would like to formally present the application of the Holy Kingdom of Samantra to join OPEN as an associate member.

The Holy Kingdom is a country that has deep economic ties with the members of OPEN. All of country’s oil and gas are imported with 65% of the imports coming from members of this organization. Our country uses 6 million barrels of oil per day meaning the total annual imports of oil alone account for almost 216 billion roubles/USD per year (ooc: assuming the price of oil is 100 USD, so adjust according depending on the price), 65% of which, as previously stated, comes from OPEN countries. The data I believe speaks for itself and makes the Holy Kingdom one of the largest clients of OPEN.

While our country lacks oil and gas reserves, and as such has no upstream sector, it does have a significant oil and gas sector that handles the downstream sector. Our major companies have some of the largest refineries in the Rus’ world since we import so much crude oil that we have to refine and ship across the country. The Samantran government understands the importance of the oil and gas for the Samatran economy and is a partner for the industry. We are helping the industry to further develop the infrastructure such as to increase capacity for the liquefied natural gas terminals in our ports, to construct new gas powered plants and to further develop the pipelines (gas and refined oil) as to be able to export it to our neighbors such as the Grand Duchy of Belgravia and others. 

Lastly, the Samantran economy according to forecasts and barring any major economic downturn, will continue to increase its imports of oil and gas at least until the end of this decade. Furthermore, I believe the Samantran government has shown interest to work with many of the members of this organization for the betterment of the oil and gas industry and our people’s wellbeing.

It is for the reasons presented above that I believe the Holy Kingdom of Samantra will be a valuable associate member of the organization, further increasing the visibility and influence of the organization in Mundus and its role in the stability of the global economy.

In the hope of a positive answer to our application, I look forward to any questions you might have regarding our application.

Samantra, I love you!: One of the most discreet professions in Samantra: ghostwriter

"Denis has recently turned 50 and lives in a mansion at the outskirts of the port city of Lirom together with his family. He makes a six figure roubles/usd income per year and has saved enough to retire tomorrow if he wanted to. What does he do for a living? It’s not what you would expect, his profession is not one many Samantrans have even heard of: ghostwriter.

Have you read a contemporary memoir recently? Or politician’s speech that you really liked? Or a post on social media by one of Samantra's celebrities? Chances are the author is not who you think it is but a nameless ghostwriter, a person who helped or outright wrote the entire text in the name of the "official” author.

We talked to Denis about what it means to be a ghostwriter.

-  How does one become a ghostwriter? I never hear of anyone wanting to become one.
-   It is not something people dream of indeed. In order to become one you first have to be a good writer and one that has knowledge of history, the holy Bible and the traditions of the Church and preferably psychology. At least if you want to be successful.

-   Why would a ghostwriter need knowledge in those areas?
-   Because in order to write a good text whether it is a speech, memoir or something else one needs to make references that are relatable to the public. And in Samantra the public likes to hear religious and historical references. And psychology helps to better understand how people “work” and especially their feelings. It is the key to touch their souls.

-   What is one of the hardest parts of your job?
-   That you cannot really talk about your work especially if it is successful. You might have friends over for dinner and they might say something about how good your work is and yet they'll never know it is yours.

-   If we look at today’s speeches in the Duma, how many of them would you say they are written by ghostwriters?
-   There is no way to say for sure. Ours is a discreet profession but if I were to guess I would say at least 50% percent if not more.


Denis Utkin is the patriarch of his family. We will never know his “works” but chances are you heard or read at least some of them.


-   What does that say about our society? When those that are elected to serve do not speak what they write themselves?
-   I personally do not see a problem with it. In most of what we do in everyday we ask the help of professionals from anything to plumping and a haircut to health issues. Why would public speeches be any different? A friend of mine in the business says that we are not ghostwriters but translators. We put on papers what people think but cannot express in words. I’d like to think that thanks to my profession the quality of the speeches in the Duma has increased, that more people are interested in hearing the debates and, modestly aside, more of them are memorable.


-   I understand that you will be leaving the profession soon. What will you be doing next?
-   I plan to start a new career as a screenwriter. It is something I have considered for years but waited until the time was right. I believe that time has come.

"In our previous show we asked you, the public, if international adoptions should be suspended and 70% of you agreed. The number of people who sent messages and voted in our poll has surpassed any previous record on our TV channel proving the matter has touched deeply in our souls. With such a large majority deciding in favor of the suspension of international adoptions,  Trinitas TV decided to step up and join Sister Liouba’s fight. In the coming weeks and months we will be asking each and every member of the Duma where they stand on the issue and how will they vote if such a proposal will presented to the floor.

The unprecedented number of messages we received were mostly in support of Sister Liouba dedication and sacrifice for the orphans under her care but some of them presented criticism for us. One major criticism was that while we offered ample time to present the story of the adopted Maria but we offered no time to present the stories of the orphans at the Saint Josef Orphanage. Time is limited in our shows and deciding what to include in the 50 minute we have is always a tough decision. Nevertheless, we admit we could have made time to include at least one story from the lives of the extraordinary children in the orphanage. We understand this now and we will do better in the future. A few however have criticized us for our emphasis on the connection we as Samantrans have with the orphans as expressed by the quote “blood doesn’t turn into water”, to them we make no apology and pray to the Lord to give them wisdom.

Lastly, the show also touched the hearts of some who despite being physically more than a thousand miles away are as close to us as any family member. Our brothers in Christ from Zaporozh have offered to help by offering to take care of some of the orphans and thus staying truth to the Lord who said “Whoever welcomes one of these little children in my name welcomes me.” The laws governing adoptions aboard by non Samantran citizens are complicated and are so for good reason. Yet a way was found so that the interest of the children trumped bureaucratic concerns.  Faced with immense national pressure, the secular government acted and the President of the Duma signed a presidential decreed allowing specifically and as a matter of exception for the adoption of the orphans at the Saint Josef Orphanage by citizens of Zaporozh. The presidential decreed was cosigned by the leader of the opposition who thus confirmed the emergency of the situation and the need for the presidential decree allowing it to come into force as soon as it was published in the Monitor of Laws.


The President of the Duma calling Sister Liouba to inform her that the presidential decree allowing the orphans at the Saint Josef Orphanage to be adopted by Zaporozh citizens is now law

While this doesn’t mean the situation of the orphans in the Saint Josef Orphanage has been resolved it is an important first step. Sister Liouba, together with the local authorities, will determine in the coming weeks if a suitable place will be found in Zaporozh for the children.

Duma passes immigration reform bill


The Samantra’s prosperity in recent decades has made the Holy Kingdom a potential destination for emigrants, especially those from Rus’ countries


The Duma adopted the immigration reform bill 70-30 with bipartisan support. The main aspects of the law after the reform was adopted provide:

-   Citizens of Rus’ countries (as defined by previous legislation) are now allowed to immigrate to Samantra for work and they also can obtain citizenship after five years provided they pass a citizenship test and are in good moral standing. 
-   Citizens of non Rus’ countries can apply for work permits to get jobs in Samantra. When considering the application the following aspects are factored in: knowledge of the Rus’ language, religious affiliation, job skills and others such as criminal record.
-   The law continues to provide fast track immigration for Orthodox Christian that face persecution aboard or reside in countries that are at war.

The reforms are a compromise between the Republican Party and the Legion Party and take into consideration the demands of employers which have asked to allow for greater flexibility in hiring from abroad, the interests of the unions which demanded that immigration be limited for fear of lowering wages, and cultural and religious considerations. 

Minister for trade, economy and finance, Stats Petrov, has praised the reforms saying:

“The new immigration law confirms that the Holy Kingdom remains a safe haven for Orthodox Christians from around the world and at the same time makes it easier for citizens of Rus’ countries to come and work here and eventually settle. Last but not least where jobs cannot be filled by Samantrans or people of Rus’ the law allows for immigration from non Rus’ countries provided they speak the language and follow Christ.”

Yeva and Stas exchanged glances at the Basil’s emotional outburst. Stas couldn’t help but think that he was glad Samantra got rid of the monarchy and that rulers so young as Basil or Asuna of Rokkenjima could never get that much power ever again in Samantra.

Yeva replied: “I appreciate Your Majesty’s willingness to approach the issue in such a frank manner.  The matter is settled then.“

Stas decided to handle the infrastructure questions:

“I believe the total costs would be in the range of 20 billion roubles/USD and take around eight to ten years from start to finish.”

Stas represented the interests of Samantra’s corporations in the government, more precisely its powerful financial sector. He didn’t really care that much about whether the project made economic sense as long his backers profited from the project. Would the project turn a profit? Maybe in 50 years but Stas had to paint a different picture:

“Your Majesty, on the matter of outweighing the costs I believe it does if we look past the limited aspects of economic numbers.

Our two nations have the chance to build a mega project that will stand at least a century if not more creating a world class landmark. A landmark which not only will bring tourists but also prestige to our countries and the whole region. Look at the latest Clysperi bid to host the Mundus games. Their great pyramids are one of the main selling points. It doesn’t matter that slaves probably helped build them, what matters is that they endure and still serve a purpose to the government in Clysperis millennia after they were built.   

Ever since the Rus’ Empire crumbled under the nefarious forces of communism, our corner of Mundus has been yearning for achievements that shape Mundus. I know the Samantran people want to see the Holy Kingdom build wonders that rival that of the Rus’ and Ardian empires and I think the people of Nis want the same thing. Think of the potential, Samantran and Nis architects designing the bridge, our construction companies working on a Mundus class project and future generations, including Your Majesty’s children, seeing the project that was started and finished under your reign and being named Nemanjić  bridge after your dynasty for your side and after Vladimir the Great (ooc: the exact history of Vladimir the Great would have to take into account the major differences between the Rus' of Mundus and that in RL) on the Samantran side.  ”

Stas wasn’t lying when he said that such projects were popular with the Samantran people. What he did not mention was that having such projects built meant that the party in power got an electoral boost.

“To conclude, Your Majesty, the project would see each of our nations pay 10 billion roubles/USD for the project. On our side the bridge will be owned and operated by a private company who will be allowed to charge toll fees. The company will of course be listed on the Petrograd Stock Exchange. The government will provide a grant of 5 billion roubles/usd with the rest being covered by private parties domestic or international. We would prefer if the whole project would be owned and operated by a joint Nis-Samantran company each side having 50-50 shares but each side having separate companies is also a possibility.”

“While or nations do not have a similar form a government and domestic concerns we nevertheless share many of the same values. That has allowed us to see the same threats and cherish the same values.
What we seek first is to get reacquainted so to speak. To formalize our economic and cultural ties and slowly assume our responsibility to secure the Rus’ Sea (ooc: Rodinian Sea) and to start coordinating in issues that threaten our national security. If we speak with one voice, we will be heard more clearly.” replied Yeva without going too much into details since there was another issue she wanted to address first.

“Your Majesty, before we go forward allow me to be frank and ask you what relations are right now with the Basnion minority. Your Majesty was not around during the … incident that took place decades ago and I was quite young myself. Samantra stayed silent then despite international pressure. During those times there was a different generation in charge of Samantra, my generation will likely not remain silent should something similar happen again. That is why I need to know how relations are with the Basnion minority.”

Until then Yeva did the talking for the Samantran side but now Stas intervened.

“Just so we are clear, these are the topics we wanted to address with Your Majesty but they are conditional on knowing how you stand on the Basnion issue” as he said that he opened his briefcase, took out a few papers and showed them to Basil. He had a tablet with him but since Basil took a pen, he assumed the monarch was the more conservative type despite his young age:

“Proposed agenda:

1.   Infrastructure:
-   Exploring the possibility of building a bridge between our two nations (OOC: Samantra no longer controls the province in the Northern part of the Emerald Strait. So Samantra is in the South of the strait and Nis in the Northern part).

2. Trade and economy:
- Exploring the willingness of both sides:
     - to reduce tariffs.
     - allow domestic companies to invest in each other’s countries.
- Discussions on the main strengths and weakness of each other’s economies.

3.Cultural ties:
- exploring ways to secure the internet against immoral materials and false information.
- Invite the host to join the Ardian Coalition (ooc: the countries that thought alongside the Ardian Empire in the Great War) exhibitions aboard.

3.Security:
   Joint patrols of the Strait
-   Exploring the opportunity for Nis (government or NGOs) to join the Desovietization Institute and exchange ideas about how each side can contribute.
-   Present each other’s opinion on the following entities: OPEN, SUN.
-   Discussions on the Centralian Civil War
-   Discussions on the availability of the Nis side to join a new organization as a founding member: Rus’ League."

That defeats the point of reasonable grounds being required - when you call for the confidence vote it is fair that you identify the reason, if the reason is "Because they broke the criminal code." for example then it's reasonable, not to mention critical, to first determine that such a thing happened before any vote occurs. so I would suggest:

"To remove an office holder for a violation of the forum rules shall require first the establishment that such a violation occurred, as per the procedures of this document, and then a confidence vote of the office holder lasting for two (2) days, the process is overseen by the Lord Chief Justice (or Grand Chancellor should the Lord Chief Justice be the subject of the matter). A confidence vote not concerning a forum rule violation may be held at any time and overseen by the same. No office holder who has been the subject of an unsuccessful confidence vote shall face another one for six months, without the leave of the Grand Chancellor (or Lord Chief Justice if the Grand Chancellor be the office holder)."

As far as I am concerned, that addresses all my concerns.  I am pleased with the proposed draft.

If you wish to remove an office holder then you need reasonable grounds to do so and that means as defined under this. Equally "Loss of confidence" could be a ground, however we should not leave it open to the abuse of "remove this person because a player does not like a person who holds an office."

Lack of confidence is reason enough. The current proposal creates the opportunity for abuse as the Chancellor can block the removal of the Chief Justice and vice versa.

So I propose a compromise. If an unsuccessful confidence vote for removal was held in the previous 3 ( or 6 months,how  people hwre think it is best) then shall require first the establishment of reasonable grounds for the removal. That way the office holders are not ar risk of being spammed with confidence votes every two weeks and the players have a way to express they dissatisfaction without needing the consent of those in power.

How does that sound?

Statement on the commemoration of the 100 years anniversary of the Treaty of Awara


“The Holy Kingdom of Samantra regrets the manner chosen by the Empire of Daitō to commemorate the one hundred years anniversary of the signing of the Treaty of Awara.  The Empire has wasted an opportunity to address the anniversary in a manner that is respectful to the history of the Ardian Empire and its allies choosing instead a manner that borders on jingoism. 

We thank all those who attend the Divine Liturgy organized on the grounds of the embassy for souls of the Ardian soldiers and their allies that gave their lives in the conflict leading to the signing of Treaty of Awara.

The Holy Kingdom of Samantra nevertheless joins in commending the conclusion of peacekeeping missions in the Republics of Halych and Volhynia and is hopeful that the mentioned "National Revival" is one that sees the Empire make amends for its colonial past and will see it seek friendly relations with its neighbors. It is with these thoughts in mind that the Minister of External Affairs of the Holy Kingdom will attend the Imperial Wedding.”

I like the proposal because it helps with the following:

-   It helps explain how there are traces of Rus over such a large area.
-   It puts the roots of Rus outside the control of any player or region.
-   It allows for countries outside of the Rodinian Sea to be just as Rus as them (ex: Lodja).
-   It is flexible enough to provide explanation should another Rus nation turn up somewhere very far from the Rodinian sea.
-   It has the potential to add to RPing as nations can create stories about Rus’ artifacts/ruins existing on their territory about that migration.

So as far as I am concerned, I am for it.

As far as Samantra’s history is concerned I tried to keep it simple and linked to that of Rodina in the hope that would not mess up many people’s history. This is what I have for Samantra:

Kaitaine is also Rus from what I understood from Libby but all I could find in the factbook is this:

Lodja, the other major Rus nation of present day, has never been part of the Rus Empire as far as I understood from Libby but I may be wrong.


My conclusion (speculations) from the little we have above:


-   The Rus Empire did not last beyond 1760 -1770.
-   The Rus Empire probably owned if not all the lands around the Rodinian sea then it did most of them at one point in time.
-   Waddan, Clysperis and Centralia were never part of the Rus Empire so it is clear it never reached that far. In the case of Centralia I think it is safe to say it never even got close. In the case of Clysperis, Rodinia/USR did conquer them for a period and they became SSR of Clysperis( 1949-1977) but that is another matter since it is not the Rus Empire.
-   Safraen was invaded by USR at one point but the invasion was defeated thanks to a grand coalition of major powers. Again that was not the Rus Empire but USR/Rodina.

Dave always had a system where if he had an idea about something with an NPC so for example the "Sandwich Club" he would first pick three random members of the forum not involved in the RP and ask them their opinion with a simple yes/no question. He went with the majority. It was my intent to carry that on as I think its a good idea. I'm not sure that perhaps having set people taking on that role is good as it takes away the flexibility of it being people not attached. So for example if we say one of the people is Markus and the question is about something between Samantra and Safraen then Markus may have a vested interest. I think putting something in about the RP Mod consulting before starting anything with an NPC is a good idea I just don't think we need to say who it is.

Ach and Tytor are right in suspecting that the query was not why we do not restrict consultations to RP managers but why we exclude them from the consultations. From my reading of the draft their role is minor and have no authority over NPCs so why not also include them in the pool of players that can be asked by the RP Mod? I am not saying they should be given priority just that the RP Mod be allowed to use them in the three players consultation process.

It's a minor issue so it's fine either way of course.

Your kind words bring me joy and at the same time hope that we will be able to find a way to help these wonderful children. I have never met you but you are known in Samantra as a woman of faith and I have trust in you. Your people speak the same language as us, share same faith and come from the same cradle us as (Rodina). On our side there are legal hurdles but following the publicity we have received, and the fact that Zaporozh has the same roots as us, I believe we will be able to overcome them.

Though I have nothing but trust and respect for your nation and your family, I believe you as a mother would understand that I would first need to personally visit some of the communes or families that would be willing to adopt. I want to see for myself before I proceed further.

Please tell me if that is possible and also what necessary paperwork do I need in order to get to your country. Please forgive but I have never traveled outside the holy kingdom and I am not familiar with such distant travels.

To be honest I quite agree with Kermah, 50 days is way too long for this to take and I hope Beatrice will understand when I say that communication for large swathes of this has been lacking from her end, it honestly shouldn't take days for people in the leadership team to be told what the concerns are and it certainly shouldn't take a thread like this.

Based on everything read here, on Discord and focusing around Altona's five points and accounting for the concerns of other players as well the following is what I suggest

replacing the current Constitution with:

This does not make wholesale structural change, what it does is change a long winded, wordy and at times confusing way of expressing how the region works (based on Markus's input ) into what I hope is a more user friendly explanation of the various roles (based on Nova's groundwork), who currently holds them and what their responsibilities are. Ideally a version of this, if adopted, would be sent out as a welcome PM when someone joins.

The introduction of the Roleplay Managers I believe accomplishes Altona's point 1 of "Have no GC involvement in determining what RP is permitted" - the Roleplay Managers essentially operates as the RP Rule makers thus removing that authority from the GC and transferring it to them.

The Order of the Pen inclusion takes on Ffion's suggestion of a way of dealing with the nobility issue highlighted in Altona's point 2. Induction into the nobility has always been a reward for good roleplay as well as several years ago for legislative stuff and service. That it hasn't been updated in years is an oversight and it is no wonder that it has the perception it has. The approach proposed is to remove the inactive members titles (this is what the nobility amendment is about permitting), the remaining nobility would then be transferred to the Order of Pen from where they (not the GC) can admit new members. Think of it like this a player does a good RP, the Order of the Pen thinks "hey that's good." they can go the GC and ask for the player to be inducted, the GC then makes a formal announcement acknowledging the player and the reason. The idea is that by making the group in effect self growing, it becomes what it should have always been a status awarded for roleplay and avoids the neglect it's had in recent years.

Addressing point 3 - "sort the mods out" this is underway, a few days ago Beatrice posted on discord the application form for Discord Mod's, and I expect that when those applications are processed attention will be paid to wanting people in the role who will provide the support network new players need.

on Altona's point 4 - this is largely in terms of the example down to Beatrice to resolve. I will by way of explanation highlight that this isn't the first time a knee jerk of that type has happened, some of us who've been around a while have seen it before and I've been here long enough to have seen it more than once so I'm sort of desensitized to that at this point. To go back to the Mods for a second in providing the support network we will ensure proactivity.

I'm not going to say much on point 5 - I do think RL has played a role over the last couple of years in that player activity levels have dropped and the number of open RP's had reduced so perhaps we slipped into cliques without thinking, I also think that discord banter has proven unhelpful. I have included the RP event management/running under the RP Mod responsibilities.

What I've put up here I believe addresses what it can address in terms of the GC involvement in RP admin, the nobility and the mods. Everything else that's been raised is going to be down to all of us to address ourselves as it concerns player attitude. I will add that if players believe gaming is occurring or has occurred then as the current RP Mod Rob does have the power to remove events from the Canon, I'm not suggesting Rob run around knocking players on the head, but his role has the tools it requires to keep people within the spirit of the RP.


Thanks for the work you put in for writing it. It is fine by me. I have just a couple of suggestions or questions. Please do not take them personally, I want to consider worse case scenarios that I hope do not happen.

1.   “ Decisions regarding the actions of an NPC shall require the consultation of three players who may NOT be the roleplay managers,”
   I am curious, why can’t they be roleplay managers?

2.   Who moderates the Discord Mods, the Chancellor, Cartographer etc especially on Discord? I am concerned that the new moderation powers on Discord will be abused and used to suppress dissent and criticism or simply to punish players for perceived past grievances when such moderation powers did not exist.

3.   If we want to file an appeal or a compliant regarding abuse of Discord mod powers, we do it with the Lord Chief Justice, right?

4.   If the Lord Chief Justice abuses his powers what options we as regular players have? Where do we file a complaint then?

5.   “- If any individual holding an office fails to log in to the forum for a period of fourteen days without posting a Leave of Absence they shall be deemed as having vacated their position”
Does this apply to Discord mods? Because right now we have a Discord Mod who I believe does not even have an account on the forum.

6.   Should we add the responsibility of recruiting to the RP Moderator ?

The Institute for the Desovietization of the Rodinian Sea Countries (IDRSC) announced in Petrograd

The Oak Palace (ooc: secular government) has announced its intention for form the Institute for the Desovietization of the Rodinian Sea Countries (IDRSC) and has invited partners private or government from the Holy Kingdom or aboard to join as founding members of the Institute.

According to the press release, the Samantran secular government will provide a 10 million roubles/USD initial funding with future private or government partners expected to provide other funds. The intentions of the Institute are as follows:

-   To remind the Samantran public and those aboard of the crimes and horrors of the Soviet regime in Rodina.
-   To help provide funding to publish the accounts of the victims of Soviet Rodina.
-   To provide information to the citizens of Rodina trapped under the yoke of the Soviet government.
-   To provide the Divine Liturgy to the Christians in Rodina.
-   To honor the contributions of all who have fought against the Soviet Regime.
-   To provide funding and support to similar existing initiatives and programs in the Rus’ countries.

The press statement states that the Institute will officially be incorporated next month so any potential partners who wish to join as cofounding members will need to contact the Samantran secular government or publicly announce their intention to join by then.

"In our previous episode we showed you just one example of the dozens we have had the pleasure of seeing about successful international adoptions. Today we will show you another perspective, that of the Sister Liouba, who over the last three years has made more than 20 formal complaints to the secular authorities asking for international adoptions to be investigated.

We went 50 miles north of Novyy Rim, to the Saint Josef Orphanage where Sister Liouba works and lives. She in charge of the whole place, where more than 150 souls ranging from 4 years old to 18 years old call the orphanage home and see Sister Liouba as the closest thing to a mother. Sister Liouba was kind enough to show us the place, what schedule the children have and how a regular day in their lives looks.


For us she is Sister Liouba but for the 150 souls under her care she is Mother Liouba

In the evening she also found the time to answer our questions about international adoptions and her quest against them:

-   Sister Liouba, as far as we understand you are firmly against international adoptions and have made over 20 formal complaints against the whole process. Can you tell us why you are against them?
-   If were are being exact that would be 24 formal complaints registered with the secular authorities asking them to investigate international adoptions. I asked the authorities to investigate because I suspect that something illegal is going on with them.

-   Such as?
-   Based on my experience and what Tamora is known for internationally I suspect these adoptions are somehow connected to Tamoran slavery.

-   That is a serious accusation to make.
-   I am not accusing anyone, I am asking to the authorities to investigate. 
 
-   And what did the authorities say?
-   That they will investigate, that they do not have enough to begin an investigation, nothing concrete.

-   I understand that you have also asked for international adoption to be suspended in the Holy Kingdom. What do you say to children who will miss an opportunity for a great life in Samantra and what alternative do you offer to the couples who want to adopt?
-   The children abroad are not my concern, my only concern is the children under this roof who need a mother and a father, and with each passing day their chances of being adopted are lowered because most couples want to adopt newly born babies, not 3 or 4 year old or God forbid 8 or 9 years olds. And if any of them have any special need nobody even looks at them.  So my alternative to the couples who would no longer be allowed to adopt from aboard would be for them to give a chance to these wonderful children. Samantran blood flows through their veins and blood doesn’t turn into water.

We spoke at length with Sister Liouba about her concerns regarding international adoptions and her determination to see them suspended. Not once were we under the impression that her crusade is driven by anything other than a love of the orphans under her care and a deep desire to see each and every one of them have a mother and a father. We also noted that her determination is absolute. Far from being discouraged by the passivity of the secular authorities, her determination only grows each day. If she doesn’t get a positive answer soon we are told she is determined to go to all the way to the state Duma to make her case heard. And if that doesn’t work, she is determined to request an audience with His Holiness the Patriarch in Novyy Rim.

“I will let the matter rest only when I see justice for these children or when I will no longer breathe and will see the King of Samantra (OOC: Jesus Christ) for my judgment.”

At the beginning of our journey we were certain that cases like Maria and her adopted parents represent the best possible outcome, we were reluctant to even listen to anyone who would try and stop other foreign children from experiencing the same love and opportunities Maria was blessed with. After talking with Sister Liouba and hearing her point of view our certainty was shaken. Blood doesn’t turn into water and as long as there are Samantran orphans up for adoption why should we look aboard?

Samantra, I love you!: The curious case of international adoption cases


Context:

By late 1980 IVF (in vitro fertilization) was spreading in some of the advanced Mundus countries. The Samantran Orthodox adopts the official position to that is a capital sin and that IVF be banned in all its forms and for any reason.

Late 1990s: the highest secular court in the land rules that a Petrograd based clinic can perform IVF for a Samantran married infertile couple who had been trying to have children for more than a decade. The Holy Synod, which acts as the highest court in the land, overrules the secular court and permanently bans the practice.

Late 2000s: The Holy Synod rules that any Samantran who has performed IVF aboard is subject to prosecution for breaking the law against IVF. First criminal charges are filled.
 
Late 2010s: The Holy Synod withdraws the license of a Samantran bank and annuls its incorporation for having systematically ignored evidence that showed some of its clients used its services to transfer money aboard to pay for IVF.

“Few things are nobler in life than giving children the opportunity to have parents and couples the chance to become parents. For the tens of thousands of Samantran married couples that cannot have children only one option remains: adoption. Adoption has been around for millennia and we can see examples in the Bible in the cases of Moses or Esther. And many choose to adopt from aboard. According to government statistics more than half of international adopts done by Samantran couples are with children born in Tamora.

Trinitas TV has talked to many couples who resorted to international adoption as a solution to become parents. Most couple we talked to have similar backgrounds and stories: they are in their mid to late thirties, well above average in yearly earnings, reside in the major cities of the holy kingdom and desired to have a baby child but could not for medical reasons.

Tania and Boris is one such couple. They both work for two of the largest 50 companies listed on the Petrograd Stock Exchange (PSE); They reside in the affluent northern district in Petrograd and have adopted Maria from Tamora since she was a baby.

“We always wanted kids any we tried for years. We did everything we could, we tried every treatment and every prayer, went to all monasteries we knew, we tried everything. We eventually learned to accept that we had no chance to have them” says Tania.

“And then we adopted Maria since she was just a couple of days old.”

And Maria, who is now 10 years old, was very lucky. She performs excellent at one of the top schools in country, she takes regular swimming and equitation courses, has private tutors, was baptized in the Church and attends the Divine Liturgy with her parents every Sunday. In fact Maria has already won several distinctions at school for her excellent knowledge of our language and history. For all intents and purposes Maria is as Samantran as anyone who was born in our lands.

And yet there is a certain taboo about cases like that of Maria’s. There is a certain topic that her parents do not under any circumstances talk to the press. And that is her adoption procedure. For any questions we have we are immediately requested to talk to their family lawyer.

“The adoption has been done in full accordance with international laws and Samantra’s legislation respecting the highest standards in the field” is the answer we always get from lawyers before we are stonewalled and are replied that the interest of the child is paramount and that privacy laws forbid them from providing more information.

What we observed in the weeks we have talked with many couples such as Tania and Boris is that all adopted children from Tamora have some things in common: they are all newly born babies, in perfect health and there is always a mention of Elysium, a Heyran city state bordering Tamora. The Heyran republic is famous for its opaque legislation so any attempt at getting information from them was futile.

In the next episode we will be speaking with a person that has made more than 20 formal complaints to the authorities asking them to investigate such adoptions for serious breach of national law. And in fact has even advocated for the extreme position of banning all international adoptions until an investigation is done in such cases. Why would a God fearing Christian attempt to rob children like Maria of their chance for such a bright future? What options does she offer to couples like Tania and Boris? And could she have a point?

State Duma rejects sanctions against the Rokkejiman Empire: "Samantra turns the other cheek"


The President of the Duma Yeva Litvin: Today Samantra turns the other cheek


The Samantan Duma rejected 65 to 35 the proposed legislation that would have implement a tit for tat sanctions on the Rokkenjiman Empire following their announced sanctions on the Holy Kingdom.
The vote divided both parties with members not voting according to the usual political lines. After the votes were counted, the President of the Duma, who voted against the proposed legislation, had this to say before the floor:

“Today the Holy Kingdom of Samantra has chosen to turn the other cheek and reject the language of hate promoted by the Rokknejiman leadership who has chosen to sanction the livelihoods of the Samantran people because we have dared to implement the Good Samaritan program. I understand it was not an easy choice to make and I thank all members for their vote and their input.

The Holy Kingdom will continue on its path of an independent and sovereign foreign policy regardless of foreign pressure.

To the Rokkejiman people I say that we have nothing against you and you are still welcome to come to the Holy Kingdom for business, leisure or spiritual awakening.”

Boris Kuzmin, the leader of the opposition who also voted against the proposed legislation, was short in his speech:

“All I have to say is this:  “Blessed are those who are persecuted for righteousness sake, for theirs is the kingdom of heaven.”

In other news, the secular government has doubled down on the Good Samaritan program increasing its budget and amending it so that Samantran companies will receive subsidies if they cover the costs of foreign clients for transitioning from Daito goods and services to Samantran ones as a result of the Daito’s government imposed sanctions. The program however was not amended to include costs relating to sanctions on Tamora and remains limited to those related to Royal Seleucid and Waddan.

OOC: Since Daito retconned the sanctions, the Good Samaritan program did not involve Daito in any way.

State Duma begins day by holding a minute of silence for the victims of the Central Civil War


The leader of the opposition, Boris Kuzmin, invited his confessor to the session to pray with him for the victims of the Central Civil War


The State Duma began today’s session with a minute of silence so that members could pray for the victims of the Centralian Civil war. The war has been raging on for months if not more than a year and the Samantran public and much of Mundus has received little information about what is happening. The Legion Party has proposed that the day’s session begin with a prayer in an effort to remind the Republican administration that “our brothers in Christ in Centralia are suffering as we have suffered not many decades ago” and urged the secular government “to not let the call of the Providential Republic of Centralia go unanswered”.   

During the session, Boris Kuzmin, who has pushed for Samantra to begin formal talks with the Providential Republic of Centralia, had this to say:

“I understand caution but what we see now is indifference. Many have raised concerns about the Providential Republic of Centralia and I share many of them but we should not sit and do nothing while waiting for a perfect alternative to appear. I would like to remind everyone present that every day that goes by people are dying in Centralia. We share a continent with Centralia and we share the same faith, we should not remain indifferent. Through much of its history Centralia was a victim of Tytorian colonialism and it is now a victim of Mundus' indifference. I pray we find the wisdom to help and not have to look back years from now and regret that we have done nothing.”

Some members of the Duma have also raised concerns regarding the uranium supply for non MAEA countries. Centralia is an important exporter of uranium for non MAEA countries, if the civil war affects exports some experts say we could see an energy crisis developing in Mundus.  While Samantra does not have any nuclear reactors and is thus unaffected by a potential suspension of Centralian uranium exports, the opposition says the secular government should nevertheless assess the potential negative effects for the Samantran economy should such a scenario come true.
