An offer to Midaranye

Following a meeting with His Majesty King David of East Moreland the The International Refugee Support Agency is able to offer to arrange for the evacuation of refugees in the region of Midaranye at risk because of the Clysperis Civil War. With the IRSA acting as an intermediatory East Moreland are happy to offer an initial 10,000 places for refugees at camps in Vanora, Abuqiya or Safraen.

Should the offer be accepted the IRSA would require access to an air-field to conduct the evacuation and a staff from the IRSA would be needed to be on the ground to administer the neccessary paperwork and if neccessary issue an Uppsala Passport[1] allowing travel to East Moreland.

It is our hope that should the initial stage be successful that East Moreland can be persuaded to take in more individuals as well as other nations agreeing to participate. By moving a large number of people out of the region we hope to avoid casualties and additionally relieve pressure on in theatre camps.

Should the offer be accepted priority shall be given to unaccompanied children, the sick or injured, then to single women with multiple children, single women with a child and then to the elderly. Should the IRSA be able to offer any further support, aid or advice we would be happy to support.

OOC- For those new to the region. Melissa Lusk was the Head of the Mundus Refugee Council when the CTO existed and oversaw the successful evacuations of refugees from Uppsala following the disaster there, from Mavrosia and finally from Lakhzovia.

Upon receiving this communication I must note that the Empire of Tamora already has an extensive effort underway in aiding Clysperi refugees fleeing zones of conflict. Clysperi-Tamoran coordination and cooperation is thus the best vehicle possible to aid the Clysperi People in these dark times and, as such, I am unable to accept this offer. Rest assured that this is a task which we, the native nations of Midaranye, have well in hand and will execute to the full benefit of the Clysperi People.

We would like to express our regret that IRSA is still being led by Ms. Melissa Lusk, a person that is on the watch list of MIACHD( an NGO that has received praises from both the Tamoran and Clysperi governments)  for her activities in FAS which has caused great economic harm in Tamora. Ms. Lusk has both refused to apologize for the harm she has caused and has also refused to take responsibility for those actions.  It is for these reasons that the Tamoran government has little faith in Ms. Lusk and cannot cooperate with an organization that is under her leadership.
 
While we are thankful for East Moreland’s offer to take in refugees we believe there are still issues that need to be addressed regarding its ability to do so. There are reports in the press which are cause of concern. We, the Tamoran government, also remember that fact that the government of East Moreland has in the past withdrawn help without any prior consultation with Tamora on something as sensitive and vital as the Jekar Shield Missile system when Tamora was under threat of a nuclear attack. Taking in refugees is a very important commitment and the facts stated before give us reason to believe that the government of  East Moreland lacks the ability to honor such important commitments.

We would like to remind IRSA that adequate funding is being provided by the government of Tamora to meet the needs of the refugees present in the three nations mentioned. Furthermore, Tamora has seen a rise in the influx of Clysperi coming to Tamora by using the current agreements in place with Clysperis, with Tamora continuing to receive that influx for as long as required.

We would like to ask the governments of Vanora, Abuqiya or Safraen to respect the wishes of the government of Clysperis which has declined the offer of IRSA and has instead opted to continue with the Clysperi- Tamoran cooperation that is currently in place on the matter. We believe that respecting the wishes of the government of Clysperis will ensure an easier repatriation of the refugees, is respectful to the interests of the Clysperi refugees as expressed by their legitimate government and is also an act of goodwill and friendship to both the Empire of Tamora and the kingdom of Clysperis, two neighboring nations. The government of Tamora, as previously stated, is ready to continue to provide help and assistance as well as consider any other help the governments might have in relations with the refugees and their needs.

The agency is disappointed to hear of the rejection of this offer however we are forced to respect the decision. It had always been our plan to bring supplies of non-perishable food, medicine, tents and other items our experience has found necessary for the establishment and care of refugee centres. As such these resources are currently stored ready to go at Ostlake in East Moreland and if permitted to enter the no fly zone we would like to still utilise these materials. Naturally should you change your mind or the situation on the ground changes are offer to evacuate refugees from the region still stands.

In regard to Vanora, Abuqiya or Safraen our offer also remains in place and we are willing to evacuate refugees if needed.

I have also begun the process of recruiting voulenteer academics to help establish new online classes for what was called the Refugee University. This is a project that will allow those in education to access online classes to continue their education while at camps. I would be greatly appreciative if Clysperis and Tamora would support this project as I believe education can have an excellent effect on refugee camps by giving people healthy distractions and allowing them to continue their normal lives as much as possible. We ran a similar project in Uppsala and saw several hundred people accessing classes on a range of subjects ranging from Nordic History, Biochemistry and even Basket Weaving. To aid in this process we have secured 100 Watly hubs for distribution during the crisis. This should permit not just clean water and electricity in some camps but also access to the internet.

It is my hope you will change your mind and support the evacuation of refugees however we stand ready to offer whatever aid you should need.

Dear Miss Lusk

Royal Seleucid applauds your determination to try and alieviate the suffering of refugees and believes this is a worthy causes. While we are not directly involved in the Clysperis civil war in any way we can I believe offer a useful piece of the jigsaw so to speak. The city of Meybad in Royal Seleucid has a large military airbase which can be utilised to take supplies via road or rail into Tamora, Abuqiya and then into the regions required. This route also aliviates the need to discuss an end of the no-fly zone in Clysperis to begin bringing supplies in. As such I am willing to put into action teams of Seleucid military forces to escort these supplies North if permitted by yourself and then naturally the governments of Tamora and Abuqiya. There is however one issue with this matter and that is that Meybad sits in the Celtic Protectorate and therefore my forces can not access the base due to the Celtic Protectorate treaty. To get around this I would be sending my men as unarmed individuals so as to not send armed forces into the Protectorate. Additionally I can not in good conscience allow vast numbers of foreign Cultists who would be accompanying the aid into a region declared internationally as unsafe without first having a risk assessment completed by someone such as yourself who is experienced in such aid matters. I therefore invite you, or a person appointed by you to come and meet with myself to discuss the safety status of Meybad in order so we may begin the movement of supplies. I am so confident you will find the area safe and hospitable that I believe you will have no objection to the use of Meybad as a kind of funnel for aid.

To the governments of Tamora and Abuqiya I hope that once Miss Lusk is confident of the security of Meybad that you will permit unarmed members of the Seleucid military to cross your borders and move the supplies brought into Meybad through your territory and to the border regions allowing it to be distributed as yourselves and the Clysperis government see fit according to the situation on the ground.

I hope this is a satisfactory way forward of aiding those most in need while reassuring my MidAranye partners that no more foreign nations will be sending forces to our homelands.

TO: International Refugee Support Agency

We would like to respectfully decline your request for collaboration on the issue of the Refugee University. As we have already mentioned in our previous statement, Ms. Lusk has serious reputation issues that she needs to first address them before the government of Tamora can engage in any projects with organizations that are represented or headed by Ms. Lusk.  Should Ms. Lusk indeed want to put the interests of the refugees first then I am sure that resigning from position of Chair of the International Refugee Support Agency in order to allow for the organization to be free from associating with the serious allegations facing Ms. Lusk is something she would have no trouble doing.

It is the hope that of this government that IRSA will reconsider its position regarding Ms. Lusk in order for the organization to regain at least part of its credibility.
