Immoral Economics (ATTN Tamora)
« on: July 15, 2018, 04:04:09 PM »
OFFICIAL LETTER FROM THE PALACE

To Emperor Abbas Safavid,

Greetings! In the recent weeks, we’ve seen Tamora get heavily tariffed by various nations due to cultural differences. Even though I am a bit against the legality of slavery, I’m not writing this to argue or debate, but I’m writing this as a request to visit your wonderful nation as a tourist and as a diplomat. I would like to visit your capital for signing of treaties that would benefit both of us. I would also request a visit the Kingdom of Attica as to have a talk with the queen. I hope that I gain understanding from your culture and beliefs and I hope that the ties that we will create become stronger in time.

Truly Yours,

King Lapu

Addressed to His Majesty Ferdinand "Lapu" Adartse, King of the Empire of Quintelia:

It is my great pleasure to have you as a guest in my Empire. Strong and mature leaders focus on mutual interests rather than cultural differences. I have contacted the Queen of Attica and she has personally confirmed that she looks forward to your visit and will make sure to reschedule her agenda in order to give you a proper greeting. I have instructed my staff at the Foreign Office to get in touch with their homologues in Empire of Quintelia so they can arrange the details of your visit.

Respectfully yours,
Abbas Safavid
Emperor of Tamora

King Lapu was travelling alone, although in an empty Boeing 747-8 rather than his usual private jet. He sat in one of the first class seats, reclined on his chair, with one hand holding a pen, signing the approval of further budget cuts, especially in the Justice Ministry. The plane was not alone as it is guarded by two F-15s just like three other empty 747-8s following from 2km away. It is then followed by one C-160 which is also guarded by two F-15s about 4km away from the plane the King is on. One kilometer Ahead of the plane he was on were two Chinook Helicopters and one kilometer behind the C-160 is another pair of Chinook Helicopters. And finally, three more F-15s are following all the other aircraft. This is the first time he is going through the Sea of Kyne since agressions between the Iwi and Royal Seleucid started, so King Lapu made the desicion to assmeble the largest civil aerial transport convoy in Quintelia, if not the world for his safety. A few hours of flight and the plane landed on the Djerb International Airport and taxid towards the terminal. The few minutes later, the other empty planes landed, then finally the door from the King’s plane opened as he stepped down towards the tarmac of the airport.

King Lapu couldn't have picked a more interesting time to visit Tamora. People were protesting in the streets of major cities for the release of a Tamoran sentenced to death in Slava Lavosk, while the international community was watching to see what Tamora would do in relation to the Zimalian situation. Tamora always had an isolationist streak so times like this were rare indeed.

The Tamoran press talked quite a bit about the upcoming visit of King Lapu. It was the first time the King of the Empire of Quintelia was visiting Tamora and that created a bit of news and speculation as to the reasons why the visit would take place. Foreign leaders rarely visited Tamora, those from other continents even less so. Nevertheless, the press painted a positive picture of  Quintelia: a nation similar in size to Tamora though somewhat richer that was colonized by the Ecclesiastical State and as such still greatly valued religion. Tamorans were always interested in the religious landscape of any visiting country and Quintelia was no exception. Since the federated kingdom of Attica was also Catholic, the religion of Quintelia was not a total mystery to Tamorans and that helped a bit.The press transmitted live the landing of the large aerial convoy that brought King Lapu to Tamora. Tamorans and especially those in government and the Emperor liked large displays of power like this and as such King Lapu made a great first impression.

At the airport, the Head of Foreign Affairs, Ayatollah (high Manist priest) Ramin Rafsanjani, as well as a half dozne other dignitaries awaited King Lapu with the red carpet. Once the King touched the Tamoran soil, Ayatollah Rafsanjani greeted King Lapu in a formal and respectful manner:

"Your Royal Majesty, the Empire of Tamora welcomes you. I am Ayatollah Ramin Rafsanjani, Head of Foreign Affairs for the Empire of Tamora. The Emperor is looking forward to meeting you."

Since  the Head of Foreign Affairs was of a lower diplomatic rang than King Lapu, he didn't not extend his hand for a handshake. The Head of FA instead politely made a short bow as did the other members of the delegation as they were presented to King Lapu.

The Guard of Honor was standing near the delegates and once the introductions were made, Ayatollah  Rafsanjani discreetly gestured them to begin. They played the national anthems of both Empires. The Tamorans escorting the King all placed their right hand above their hearts while the anthem of Tamora was played. When the Honor guard finished playing both anthems, Ayatollah  Rafsanjani saluted the Royal Guad, waited to see if King Lapu wanted to do the same and then politely invited him to one of the large limousines waiting for them.

The convoy had at least  two dozen cars, most of them filled with security personnel ready to intervene should there be any trouble not that they were expecting any. The large convoy was a sign of respect meant to show how important the visiting guest was. Traffic was diverted to allow the convoy to travel quickly to the Imperial Palace. As they were making their way there, a couple of Tamoran Air Force jet fighters flew quite close to the convoy. They were meant to show the local population that an important guest was here.

While the convoy made its way to the Imperial Palace, Ayatollah  Rafsanjani who was in the same car as King Lapu did a little small talk to help pass time. He always mantained a formal and respectful manner, careful not to disrespect the King in anyway. He also  took the opportunity to reconfirm the schedule with the King to check and see if he needed to make any last minute arrangements.   "So your Royal Majesty, after the meeting with the Emperor and the short press conference afterwards, would you still be travelling to the Kingdom of Attica to meet the Queen there? We can of course change it and have her come here, at the Imperial palace, in a couple of hours if that is more convenient for you. "

The convoy reached its destination without any issues. At the Imperial Palace, Emperor Abbas Safavid and his First Wife, as well as a whole slew of servants waited outside to greet King Lapu. Once he got out of the car, the Emperor extended d his hand for a handshake and said:

"I welcome Your Royal Majesty to Tamora. I hope you had a pleasant journey here." he then turned his attention to his wife and said "This my First Wife, Alya" as he said that Alya bowed her head and addressed King Lapu " It is an honor to meet you Your Royal Majesty."

The Imperial couple then guided King Lapu through the small labyrinth of rooms until they reached the more seclude office, where Abbas Safavid always has meetings with his important guests.

Once they reached the room, Alya excused herself in order to allow the two heads of state some privacy. Not they they remained alone in the room. There were four house slaves ready to attend to their needs as well as two guard of honor solders standing in the corners of the room.

Abbas addressed King Lapu:

"Please Your majesty, have a seat" he mentioned towards a medium size table with two chair opposite to each other. One of the house slaves quickly went to the chair the Emperor gestures towards and pull it to incite King Lapu to take a seat. Abbas then continued " If there's anything you need? Anything my servants can get you?"

As Abbas also took a seat, he addressed King Lapu again:

"So your Royal Majesty, what brings you to Tamora in "interesting" times? "

King Lapu smiled and waved to the crowd, more specifically to the press from both nations who are reporting live. As the Ayatollah approached and welcomed the King, he extended his arms as ti shake them, only to withdraw it back three seconds later, realizing that the Foreign Minister may not actually shake his hand. He then instead made a rather short bow as a reply. Although the King doesn’t usually travel with guards or armed personnel, it was a rather refreshing sight, knowing that either Borlanders, Bene Gesserits, or even violent critics can attack at any moment; even if the Borlander attack on Quintelia wasn’t personal, the BG are recognized in Quintelia, and the opposition has been quiet for two years.

“Nah, I want to see and explore Attica with the queen if you don’t mind.” King Lapu replied to the question of the Ayatollah. Finally, the King exited the car not forgetting his case with documents. As his fellow head of state reached out his hand, he shook it firmly. He also extended his hands to the first wife. “The honor’s mine, Emperor.” He replied back as the two leaders shook. While in the palace, the King marveled at the intricate designs of the building, from minor details on the tiles to the lighting and arches. In the meeting room, the King took time to take in everything that has happened in the week, and took a deep breath. “Well, all I ask to your servants is to get both of us some of your local food for snacks, and a refreshing drink.” He ordered as if he was an emperor. “Well, I must say Abbas, you’ve got some racket here. Fifteen percent of your people are slaves, and your government owns like what, 300,000 people working for you for free? If I’m going to implement slavery back in my nation, everyone in the world is going to kill me.” King Lapu replied, laughing as he made a rather offensive joke. “And that’s what brings me here, slaves. I did not come in a convoy of aircraft to show superiority or power... well, I sort of did, but my main reason of bringing in a convoy that can carry at least 3,000 people isto transport some slaves. And this is what I believe is a win-win situation for everyone. I get to have workers for projects in my nation, which would benefit my citizens and make them less protesty; the slaves can get freedom and finally get paid; and you will get paid with my money. I want twenty thousand slaves, both men and women, just name the price and let’s bargain. Also, don’t forget that wekre still going to sign our treaty as well.” King Lapu continued, with his hands folded over his lap, and his body leaning back to the chair.

The slave servants looked at Emperor for his approval since King Lapu ordered for the Emperor too. The Emperor nodded and said:"Do as our guest wishes". The servants quickly rushed off and started bringing at least a dozen plates with various traditional cuisines. There was no way two people could eat that much and was instead meant to please the eye with such opulence. They also brought several beverages, all without alcohol. Not that alcohol was banned in Tamora but it tended to be taboo in most of the country.

The Emperor smiled politely at King's Lapu joke and answered:

"I appreciate your direct approach, Lapu. May I call you Lapu?" he proceeded without allowing King Lapu to reply "I had no idea about your plans. Had I known I would have been a little better prepared. Before we talk price, I have to know just what kind of skills are you looking for. Depending on what you want I might have to contact some of the corporate nobles (ooc: families owning the large business in Tamora) but it's doable. According to our traditions I tend to stay away from the business sector. There is also another issue, I'm afraid I'll have to insist on you taking any children they have with you. We dislike breaking up families.

You also said something about a treaty? What do you have in mind?"

OOC: I assumed that you prefer Lapu to Ferdinand. If not, I'll edit.

King Lapu picked up the utensils that were served with the food and began eating one of the kababs. He then sipped the refreshing pomegranate juice, although he was expecting a glass of liquor be served to them, especially since it seemed it lacked sugar. As for the meat, the King isn’t exactly a big fan of lamb, although he imagined that the meat was marinated for a long time, as the flavors seeped in throughout the meat, which makes it more redeemable, and finally, he swallowed his first bite of the barbecued meat. “I’m sorry for the late notice. Though I was thinking of having random slaves that can understand English and basic Tagalog, but then again, I need people that specialize in a few skills. I want 65% of the adult slaves be capable in construction work, 10% of them capable of farming or fishing, 10% capable of work in food processing, and 5% capable of doing housekeeping. The other ten percent could be random. Now, you mentioned that I need to bring their children home, that is no problem, although I’m going to ask that I don’t pay for them, only for their parents.” King Lapu finished his reply, taking a sip of the tea, which he is a fan of more than the pomegranate juice. He then took a spoonful of tarhana, and he nodded signifying that he liked it. “As for the treaty, I think we’ll discuss about it after we make a deal with these slaves.”

Emperor Abbas replied: "That can be arranged but it will take some time to make all the necessary arrangements. Moving three thousand people, since I assume you're not planning on transporting immediately all twenty thousand, on such a short notice is no easy task not to mention that our companies will have to find a replacement for them. A 75,000 dinars (USD) for each of them should an equitable price. The children will be given away for free. " Abbas takes a pause for a couple of moments before continuing:

"Lapu, you said you'll be coming here as a "tourist and as diplomat" to sign treaties that "would benefit both of us". I have gladly welcomed you into my palace. You then surprised me with your offer leaving me unprepared but I said I will handle the logistics on such a short notice. I have also said the price. Let me inform you that Tamora is not a "racket" and I'm not a slave broker. Now, I think we'll discuss the treaties since this is why we agreed to meet in the first place. The slave arrangement will be part of the overall deal. " As soon as he finished talking, he had one of the slave servants pour some tea for him.

"Wait, if you say 75,000 dinars, then you multiply it by 20,000 that means, uhh, give me a minute." King Lapu thought for a while, sipping some tea for himself as he whispered his computation out loud. "So that means, uh 75 times 2 that's one hundred fifty, then there's three zeros, no no no. It's four plus three zeros, then that's 1,500,000,000 dinars, right? So that's one and a half billion dollars? Okay, that's fair." He then took out a checkbook from his case and a ball point pen from his pocket and wrote an amount. "So, how about a down payment of a hundred million dollars, and I'll send the rest later on through the embassy, and speaking of embassy..." The King pulled out a sheet of paper, and gave it to the Tamoran Emperor. The paper read.

Quote
Section I - Diplomacy

(1) The parties agree to maintain active embassies with each other. If summoned an ambassador shall present themselves to the host government within twenty four hours of the summons.

(2) Either party may request a twelve hour extension upon receipt of the summons should a level of seniority be required due to the issue concerned.

(3) The parties declare that they shall act in a spirit of friendship and cooperation with a view to further developing and fostering economic and cultural intercourse with one another, each adhering to the principle of respect for the independence and sovereignty of the other and non-interference in their internal affairs.

(4) Should disputes or conflicts arise between the High Contracting Parties over problems of one kind or another, both parties shall settle these disputes or conflicts exclusively through friendly exchange of opinion or, if necessary, through the establishment of arbitration commissions.

(5) The parties shall allow citizens of the other nation to apply for a fast track visas aiding in travel between the two nations for purpose of trade, recreation, and business. These visas shall be available to anyone who meets the following criteria

(a) Has a stay lasting no longer than 100 days
(b) Has a return ticket
(c) Is able to fund the duration of their stay.
(d) Has no criminal record
(e) Is not deemed a threat to national security.
(f) All requirements have been fulfilled in accordance to local laws and procedures when conducting trade and/or business.

"If there is anything you'd like to change with it, just change it."

Abbas listened as King Lapu did the numbers. Abbas, as most Tamorans, liked talking about money. He added: "Indeed, that's a billon and a half dinners (USD). I'm glad you agree the price is fair. Now about the proposed embassy, I see nothing that will raise even the slightest of concerns for us, so it's fine." Abbas signaled to one of the house slaves. Immediately he was brought a tablet. Abbas started reading the display for a couple of seconds before looking back at King Lapu and saying:

"Let me continue our talk with something more substantial. We are both sovereigns, we shouldn't be wasting our time with deals about embassies. Not that I do not appreciate the gesture or the attention you give to such details.
I believe that despite obvious differences between our two nations, there's also things we have in common. The Empire of Quintelia, has the potential to be the prime power of Ardia and overshadow Rokkenjima. So here is what I have in mind:
One, as gift from me, I will ask our company Kadyrov Industries to give you a help in further developing your space program. I'm been informed that Empire of Quintelia has already launched its first satellite, so Kadyrov Industries can help you speed up the process. The help they will provide will be only for civilian purposes, of course.

Second, I believe you have an issue with farmers and a certain company NutriArdia. I don't know if you are aware of this but Tamora is quite competitive in the agricultural sector. It's not just crops we do well but it's also agricultural machinery, pesticides etc. If all sectors did just as well Tamora would be in a much better position. From what I understand, the people in charge of NutriArdia are being investigated and have their assets frozen. This NutriArdia company is privately owned and from what I understand and all these investigations are hammering it. One of our companies would like to buy NutriArdia and I need to know that if they do that those investigations will go away. I assure you that my people will handle the farmers well and they won't protest anymore.

Thirdly, and this is only available if we agree on the second point, we would like to invest some money in Quintelia. And by we I mean me. The Imperial treasury has a lot of reserves for rainy days, I would like to establish a fund that will invest in infrastructure projects for rural areas and rural areas only of Quintelia. Of course, we do not know the market very well so we rely on you to recommend what construction companies to use and etc. We would like to work only with people that are reliable and loyal to their sovereign. So my proposal is this, I will establish the TIFRA (Tamoran Investment Fund for Rural Areas) and the first 1.5 billion dinars of the fund will be the ones from the sale of slaves. Once we see those, I will then add an extra 1.5 billion. So will start with a 3 billion fund and go from there. I believe that will help lower your unemployment and help build a working relationship between. What do you say, Lapu?"

“Well, I must say, for a nation that doesn’t have many ties, you seem to be an expert here.” King Lapu said, as he accidentally sipped the pomegranate juice. “Can someone please bring me either a glass of wine or a glass of water?” He exclaimed, wiping his mouth of any remnants of food. “Anyways, where was I? Right, you might have read the news incorrectly, as we are still in the process of building our first three satellites. Although we can launch two satellites through Ui Cenneslaig, I think I can ask for the other one to be launched by your Kadyrov Industries, and If I can keep in touch with a few high ranking officials in Kadyrov Industries, then I can inform them of new projects by the Ministry of Science and Tech, as they are just starting to pick up steam.” He replied for the first point. “Also if you think we can spice things up a notch in the future, we can work on a few joint military satellites if you’d like.” He giggled softly for a bit.

“For the second point, however, I must refuse. NutriArdia has been accused by thousands of my citizens of corruption, and that company needs to be investigated. Plus, they have not lobbied for any of the ministers, so I have no interests in that company and is just a fairly mild annoyance. Plus their CEO and CFO are currently under house arrest as we speak and the company value has plummeted in value in the stock market. According to my Agricultural Minister, the farmers that protested are now being temporarily employed by a few companies that are more important and more responsible on giving better wages.” King Lapu replied, taking yet another bite of the kabab. “But that does not mean we can throw your third point out to the trash. Which is why I’m introducing to you, Dizon Farms.”

“I mean sure you have only heard of NutriArdia, but Dizon Farms is the real deal here. It is the largest agricultural company in Quintelia and has expanded it’s influence in other nations, with a bit of help from me, of course. Dizon Farms owns land in Ecclesiastical State, Sirinisi, Pardclinnia, and even has a subsidiary in Royal Seleucid called Dizon Seleucid.” He poured himself another cup of tea and finished it in three seconds. “And not to brag but, we have the most competitive agricultural sector in the world. With almost a hundred companies that focus on agriculture and agricultural research, there is no doubt the rural sector in Quintelia is blooming.” He continued, taking yet another piece of paper. “Now, I may not need your TIFRA right now, but I need some rainy day fund, literally. Monsoon season is about to start in Quintelia and DF may take quite a hit, so hereks what I propose, TIFRA is established for both of us if Dizon Farms can buy some arable land. Oh yeah, this is the sign-up sheet. And instead of 10%, you’ll receive 35%. Price is negotiable.” He gave the emperor some sheet to sign up om.

Abbas listened carefully as to what King Lapu had to say. When King Lapu asked for wine or water, the house slave was quick to bring the guest some water.

"It's usually the weak nations that seek many ties, generally the strong ones need not have such entanglements" retorted Abbas.

"Starting with the positive, we are always looking to strengthen other countries in an effort to make Mundus a more multi polar world. Kadyrov Industries will provide expertise to build your satellites or to build better ones to be more exact. If you want to have one of them launched by Kadyrov Industries, they will do it gladly. We will cover the costs, as I said, it's a gift. After you do all that and see how working with us goes, we will talk military satellites. After all, Kadyrov Industries is mainly a military supplier.
If we can't agree on NutriArdia then we aren't interested in discussing the third point. If your rural sector is doing so well then you don't need our money anyways. As far as Dizon Farms are concerned, I'm sure they are a fine company but no foreigners can own land in Tamora and that will not change.

"I don't have anything else prepared to discuss, do you?" as he said that he let down his tablet and started eating a piece of kabab.

The glass of cool and quenching water was refereshing for the King, finally washing off the lingering tangy taste of the pomegranate, with a seed still stuck in one of his teeth. “Well, if that’s your opinion on foreign affairs, I can’t change it. Let’s move on.” The King flipped and shuffled through a few more documents. “Well, since we’re talking about it right now, I think it’s the best time to introduce the second part of the treaty, trade.” He took another sheet of paper, which read.

Quote
Section II - Trade

(6) The parties pledge to trade fairly with each other and to respect the lawful commerce of each party.

(7) Neither of the parties shall create taxes, limits, bans, or quotas on the goods or services of the other party on basis of their origin from the other party, with exception to such taxes, limits, bans, or quotas created by international organizations of which the parties are members thereof.

(8) The parties recognize the right of free commercial navigation through the waters and airspace of the other party, with adherence to local laws and procedures.

(9) Tamora shall sell 20,000 slaves to Quintelia, which would be transported over the course of one to two months.

“If there is anything you’d like to add, just tell me.” He said, taking yet another bite of the kabab, before saying to one of the slaves in the room. “Will you please compliment the chef here, he or she really gave their best, though do tell them to try adding like a cup of soda, that way the meat can have some acidity and sweetness mixed along the already amazing flavors in his kabab.” He continued while waiting for his fellow leader to reply.

The house slave bowed to King Lapu and replied: "The compliment honors us Your Majesty and we will take note of your recommendation. If there's anything else we can bring you, please say soYour Majesty."

Abbas looked at the proposal and said:
"I'm afraid point seven will not do. As Emperor it is my job to protect my people from aggression, outside influence and to preserve our traditions. Tamorans that have businesses rely on me to protect them against foreign competition so we are a high tariff nation. Our Empire aims to import as little as possible in order to be independent from the whims of other powers. This is why we are so forgiving of those nations that chose to put tariffs on us. We can't blame them for doing what we ourselves do. Boycotting is a different matter though.

I'm saying this to you so you know it's nothing personal, just how we do things here.

Leaving that aside, I made some minor adjustments to the last point. I believe you'll find them reasonable and in line with what has been discussed already.

“Ok, now that we’re done with trade, shall I bring the next point of our treaty?” The King asked, as he took a spoonful bite of Sabzi, to which was yet another delightful treat. “Also, shall I get some more dishes, suprise me.” He said to the servants. “Now where was I, ah, yes.” He gave the document before eating some more kabab, which was halfway through.

Quote
Section III - Defence and Security

(9) Both parties shall desist from any act of violence, any aggressive action, and any attack on each other, either individually or jointly with other powers. With the exception of other existing mandates.

(10) The parties agree to share military intelligence that is believed to be in the interest of the safety and security of the other, so long as doing so does not compromise the safety or security of themselves.

(11) The parties shall take part in an annual naval, aerial, and military training exercise between their respective armed forces.

As Abbas looked at the proposals he said: "You are very generous and truly a man of peace, Lapu. We would of course not object to point number 9. In fact it's what we consider to be the present situation. As for the others, our empires are on different continents. It's hard to have military exercises especially when considering that our navy is not what people call a blue water navy. Tamora, unlike other nations, does not fight for dominance of the seas. Land has always been our focus and will remain so. Also, we tend to keep to ourselves so we are not interested in exchanging information or military liaisons.

Allow our relation to grow and that might change. "

The slave servant rushed to the kitchen and came back quickly with a barbecue made of camel meat. It was hard to surprise a king but he had hoped that will at least peak the king's interest. "

"Your Majestity, we hope this will be to your liking" said the slave servant.

“Ok, that seems fair, I guess we have to wait for a few years.” The King replied, as he continued the treaty. “So, now we’re on our last parts.” He continued, as he gave the last page of the document.

Quote
Section IV - Special Agreements

(10) There shall be an annual sporting event held between the two nations in the sport of _________

(11) There shall be an annual cultural exchange between the two nations.

Section V - Miscellaneous

(12) This treaty shall be in force until either party withdraws from it. After which the treaty shall cease to be in force ninety days after notice is given. Notice shall be given in writing.

(13) The present treaty shall be ratified within the shortest possible time. The agreement shall enter into force as soon as it is signed by both parties.

“And that would be the last part of our treaty, unless of course if you want to change something about it.” The King said as he begun cutting off a chunk of the meat. “I do hope it’s the hump of the camel.” He remarked as he began chewing on the stuff. “Ok, wow. This is some good meat. It’s tender and tasty, it’s a bit gamey, but I like myself some gamey meat. I shall give my compliments to the chef, and after we sign the treaty, can I please have a look at the kitchen?” The King said, before taking another bite of the camel.

"All sports teams are private in Tamora, they are usually attached to a religious organization. They decide in what events they want to take part in since they are the ones who pay for it. I cannot commandeer them and have them participate in sporting events. Also, as Emperor, my administration does not handle such matters. Since you are have a meeting with the Queen of Attica maybe you can agree with her to establish a sporting event. The same goes for cultural exchanges." says Abbas as the changes the proposed treaty:

"I am glad you're enjoying the food. Also your interest in our traditional cuisines and especially the way they are made honors us. However, I must decline your request to visit our kitchen. Cooking is a matter reserved for women and as such the kitchen is the women's section of the palace. Strangers, even guests us prestigious and important such as yourself, are not allowed. The women cooking there are not wearing their hijab and seeing them like that would be highly inappropriate. I'm sure you understand.

Now is there anything else I can do for you Lapu? Have you given any thought on how will you get to Attica? Did you consider taking the highway? It might take an hour or two more but you get to see a bit of Tamora. "

"Ok, then. I guess we can now sign the treaty." King Lapu replied, a bit disappointed that there's no sports event between them. "Here's the treaty, it's ready to sign and do please double check if I made any mistakes." He handed the paper, as he took his last bite of the camel meat.

Signed,
Kingdom of Quintelia, King Lapu
Empire of Tamora, Emperor Abbas Safavid
[/quote]

After signing the treaty, Abbas resumes speaking:

"You made the right choice, Lapu. Going by car will be worth the extra hour or two.
It was a pleasure meeting you, Lapu. May this treaty be the first building block of our two nations' relation. Now if there's not anything else I can do then I believe the meeting has reached its conclusion." as the says that, Abbas moves to shake the hand of Lapu. He then escorts the king to his car.

Once inside the car and after Abbas went inside the palace, King Lapu is informed by the security personnel that because of unexpected issues in traffic, they would have to wait a couple of minutes before leaving the palace. The security personnel is calm without a hint of worry in his voice.

Less than five minutes pass before the palace doors are opened and two women wearing a hijab are running to the car. One of the security guards gets out of the car and opens the door where King Lapu was seating and says:" Your Majesty, I apologize for the delay. The women insisted they wanted to see you."
The security guard had barely managed to finish talking that the two women were already near the King and the older one was started speaking:

"Your Majesty, we apologize for keeping you from your important business. We only wanted to thank you for your generosity. Only the two of us could come on such a short notice but we bring the gratitude of all who work in the kitchen. We will mention you in our daily prayers and will forever remember your generosity. " the two women then make a deep bow towards the king as a sign of respect. The security guard closes the door and the convoy takes off. The two women do not move from the spot and instead look at the convoy until the last car could no longer be seen.

Spoiler: the women from the kitchen • show

The two women were both grateful for the King's gift and honoured to have met him.

The convoy headed for Tamora's highway system but passing through Djerb, the capital of Tamora, the convoy sometimes had to go slow for various reasons giving passengers the time to see the streets of Djeb and its people.
Regular Tamorans were dressed very conservative and despite the heat none wore shorts or short sleeves. Also, most women covered their hair. Religious symbols abounded all over the city and were present not just on window apartments but also in windows shops , street ads and especially street art. Some Tamorans were sitting on the bench praying and there were even street preachers in the most crowded intersections reading passages from their holy books. Religion was everywhere in Djerb and an integral part of people's lives.

Spoiler: Street ads and art in Djerb • show

Aside from religious symbols and iconography, the Tamoran flag was present all over the city: on the balconies of apartment buildings, in window shops, as stickers on cars and even on Manist temples.
Once the convoy reached the outskirts of Djeb, it raced to the highway and once they got on the highway, the convoy switched to the emergency lane started going with at least 140 miles per hour. At that speed it didn't take more than four hours to reach the federated kingdom of Attica. As the cars greatly reduced the speed and left the highway, they skipped past the line of waiting cards that were waiting to pass the checkpoint to the federated Kingdom of Attica. Some foreigners might find is strange but the kingdoms of Tamora still carry considerable powers and they can limit the free movement of people within the empire. The kingdom of Attica was one such kingdom that reserved and exerted that right. As a diplomatic convoy, it passed with easy at the checkpoint and having barely stopped. In the few short minutes that the convoy went through the checkpoints you could see the flag of Attica flying over the checkpoint and the Armenian language becoming the dominant language. Signs were also translated into Parthian but Armenian reigned king in this part of Tamora.

Spoiler: the flag of Attica • show

In Attica, this flag is "king"

Since Attica was the smallest kingdom in Tamora in both size and population, the convoy reached the capital, Alaverdi, in less than an hour. For a foreign passenger who had never been to Tamora, it could be a bit of a shock. Where Djerb was a huge Parthian(ooc: RL Persian) metropolis where the Manist faith had a clear and visible presence, here things were radically different. The hijab among women was in a clear minority, with men and women wearing clothing that resembled more the average Mundus country, though perhaps somewhat more conservative. The Tamoran flag was rarely seen outside major government buildings and instead gave way to the Attican flag. The religious buildings were also different, the overwhelming majority being (Armenian) Catholic, the official religion of Attica. A traveler used to the Imperial Enclave(where King Lapu had just had his visit with the Emperor) could be forgiven if he'd thought Attica was a separate country.

The convoy reached the destination: the Royal Palace of Attica.

Spoiler: the Royal Palace of Attica • show

The building was constructed under the reign of the first king of the Saroyan (the current ruling dynasty of Attica), almost 400 years ago. Since then it had been the residence and the seat of power of Attica's Monarch.

The Queen of Attica, Arpine Saroyan was waiting to greet King Lapu personally. As the king got out of the car, she approached him and extended her hand for a handshake.
"Your Majesty, welcome to Attica. Your presence here honors us deeply" said the queen to King Lapu. "I was informed you traveled by car all the way from Djerb, I hope the trip wasn't too tiresome. Do you still want to go ahead with the meeting or would you like to rest and reschedule for tomorrow ?"

Spoiler: Queen of Attica • show

The 31 year old Queen of Attica meets King Lapu, her first official state visit as Queen.

The press was standing some 30 feet away from the two officials, taking pictures as well as transmitting live the reception of King Lapu. Tamora in general was rarely visited by foreign HoS, naturally the federated kingdoms of Tamora saw even less state visits, so King's Lapu visit was covered by both the press of the kingdom and also the national one. Arpine, the current queen of Attica, had ascended to the throne just two years before causing stir in the ultraconservative Tamora as the first woman to lead a Tamoran kingdom. Both critics and supporters of the queen would be looking at the visit as a test to see if she is apt to lead her kingdom.

"Well, that's it then. I hope I do see you around and this shall not be our last." King Lapu replied, shaking the Emperor's hand. "The pleasure's mine, and I sure do hope to meet you sometime again in the near future."

Meanwhile, as the cooks approached and thanked him, the king just smiled and gave a nod as a way of approval to their praise and cooking. He did not say a word as he was trying to be cautious on not offending anybody and not breaking anymore religious laws. The trip going out of Djerb exposed Lapu to more of the city’s architecture and people. The architecture satisfied his eyes, as the skyscrapers and the Manist structures mixed well, like some eye candy to him. The people, however, were more of a mystery. He leaned over the tinted window as he looked at passersby who also took a look at the motorcade. The king tried to play with himself to spot which is a slave and which is not. A few of the indicators were their poker face as if they’re thinking of many things, mostly problems; while a few looked insecure and shy. The people who he thought weren’t slaves were mostly the ones taking a picture or video of the motorcade, probably to post in Facebook, Twitter, Instagram, and other social media sites, or the Tamoran equivalent of them. The rather short tour of Djerb ended when they reached the toll gates. King Lapu, however, was rather unimpressed of the countryside, as he saw what he could consider underdeveloped rural area. The backdrop of a few mountains was what made him not regret the trip.

Alaverdi was more interesting than Djerb, however. It looked like a small city in any agricultural province in Quintelia, complete with religious billboards and medium-sized buildings. The motorcade finally stopped, and King Lapu greeted back to the Queen. "I'm more than honored to be here, to be the first Quintelian leader to visit your kingdom, or should I say, queendom." He smiled at his own remark as he continued. "The trip was enjoyable, to say the least. Finally an excuse of moving out of a city looking at countryside. As for now, I suggest we can look around the palace and learn a bit of your history. Though as you are the host, I guess you can do whatever you had scheduled." He shook the queen's hand with his right and waved at the press with his left arm.

The Queen laughed the queendom joke and invited the king into the palace to show him around.

" I am glad you enjoyed the trip, Tamora has a natural beauty to it."

"I would be more than glad to tell you a little about our history. Attica's history is tied to Christianity, particularly the Armenian rite. Our patron saint is Gregory the Illuminator who has brought Christianity to Attica more than 1500 years ago." As she talks she points to a religious icon on the wall showing the Christian saint. "He's a very popular saint in Attica. It is hard to breakdown the history of a nation to the basics but I can tell you that Atticans and our monarchs were focused less on building empires or expanding and more on piety and worshiping God. Though we have a long history and always had access to the sea we never had colonies and our borders remained mostly unchanged thought the years. We traded of course but we kept mostly to ourselves. "

"Our recent history is more problematic." the Queen did not want to enter into details with a foreign HoS and cause a potential diplomatic incident or inconvenience King Lapu by appearing to try to get him involved in the internal politics of Tamora.

" But was done is done. " she says trying to move om. " Today Attica is doing well, we had some issues with the sanctions that were placed against Tamora but we are hopeful that the expected recession won't last long. Tamora has a strong and relatively large internal market, it's a nation of young people with a high birthrate and there is a huge potential here even with all the sanctions ".

" Oh my, but you were asking more about our history rather than current events. Sorry about that, I tend to drift to current events as that takes most my focus. I assume the same is true for yourself, Your Majesty? The present takes most of your time and energy leaving little for contemplating on the past?"

" Since we have moved quite a bit from the subject of history may I ask what made decide to visit Attica? I am honored, of course. It's just that HoS, the few that do come to Tamora, do not take the time to visit us... local monarchs of Tamora. "

King Lapu thought for a second, not noticing that he let out an awkward "hmmm" while he stared at the icon of St. Gregory the Illuminator. "Well, seeing as you are the only coastal kingdom in your nation, I have thought of a somewhat crazy but conceivable plan for your kingdom being in a greater control, seeing as your recent history is a bit too problematic." He said, knowing what the Queen was pertaining to. "So before anything, may I propose something? What if we make a joint project in making coast guard ships and later on, probably naval ships." The King shrugged. "So, what do you think?"

The Queen pondered for a couple of moments before answering, clearly surprised by the proposal:

"I guess a joint project making coast guard ship will not upset the imperial power. Once that gets going, we can talk about navy ships.
Did Your Majesty have a specific proposal in mind or how do you wish we proceed further?"

The Queen shook the king's hand as a sign of approval. "You have taken me by surprise Your Majesty, and I have not the information with me. But let us agree on it in principal and figure out the details as we go along. Would that suite Your Majesty? "

"Also, if you don't mind. Could we move  to the dinning hall?"

"I can imagine it wasn't something he was expecting, Your Majesty."

As she said that, the Queen guided King Lapu in the dinning hall. The room was lavishly decorated. It was where the Attican monarchy invited the most important of guests for various events. The room was largely empty since there were no other guests. The staff quickly brought King Lapu a series of traditional Attican dishes like : harissa soup, followed by ghapama meal and then some desert: kanafeh and baklava. Of course the staff made sure to bring some wine but also some varieties of oghi including one from grapes and one from red berry. Since this was Attica, alcohol was not taboo.

But the Queen also had a little surprise ready. She invited one of the most popular Tamoran traditional bands to play for the King hoping that would please him.

As they ate, the Queen resumed their discussion:

"Yes, I heard you decided to buy slaves, including the children, to free them. That is a noble gesture Your Majesty. I am sure the Holy Father Peter II will be pleased. We need more Catholic leaders that willing to do something and engage.

Your Majesty will forgive me for not asking this before but how are things in the Empire of Quintelia? Though the two countries are very different in many respects, I also feel they have quite a lot in common at least when it comes to having the need to bring a much needed prosperity to the people. "

King Lapu looked around the dining hall with amazement printed on his face. This is something he would like to have in his palace, but can't due to budget cuts and the time such structure would take in building, with every detail perfect. King Lapu tasted the soup brought upon, and enjoyed it, as it was similar to the local lugaw, with the wheat adding an interesting texture. "To answer your question, Your Majesty," King Lapu began, wiping a few drops of the soup from his chin. "First off, both of us are a bit new to this modern world. Sure, I saw Quintelia being open back in 2010, but in a span of seven years, the world has changed so much that we had to check if we were on the same planet." He laughed at his remark before continuing. "I'd also think that we're still both developing economies, although you guys have a more developed infrastructure than we have as of the moment. Lastly, I think that we are both interested in expanding influence throughout the world. You started with Zimalia, I started with making treaties with more powerful nations like the Ecclesiastical State or Ui Cenneslaig." He took a sip from a glass of oghi, taking time to assess the taste before realizing it's alcohol. "I didn't realize it's alcohol." He said realizing it's alcohol. "Finally, some nice drink."

"Indeed, Your Majesty. Both nations are opening up to the world though I would argue that Tamora is doing so because of external pressure not because there is a willingness to change. The sanctions put on us by the international community have allowed the ultra conservative faction in government to win the debate against the isolationists. The ultra conservatives always wanted to export the Tamoran model aboard but the isolationists have always argued that it may lead to sanctions. When the sanctions came in anyways, that left the isolationists without a leg to stand on.

So Tamora is expanding its influence but without any intention to change or join the international community. That is why unlike Quintelia, Tamora does not seek to make friends with powerful countries like UC or ES and is more interested in Royal Seleucid, Zimalia but also Quintelia. I have no idea how your meeting with the Emperor went and that is of course confidential but the Foreign Office has no hostility or aversion towards Quintelia." realizing that might not have been very clear."In Tamora that means the Foreign Office has a positive view. Tamora does not trust foreigners in general.

And of course there's the issue of tariffs. Tamora has no income or corporate tax so it relies on sales tax, property tax and tariffs for government income. And tariffs are also meant to protect our industry. So Tamora cannot really sign trade agreements with UC or ES as they would naturally require Tamora to lower its tariffs. So I guess Tamora has no choice than to take the harder road here.

But returning to the similarities, Quintelia also has a powerful agricultural sector as well as oil and gas. In fact Dizon farms are famous not just because of their size of their operations but also because of their investments aboard. Quintelia has a bright future ahead of it with such a large population and willingness to engage in international commerce."
