Adopted by the General Assembly on 17th October 2017

The General Assembly,

Concerned by the delay which was witnessed in the release of Lakhzovian election results which has cast a shadow of doubt over the validity of said elections,

Noting the allegations of electoral misconduct which have been raised by the International Electoral Monitoring Group, a coalition of thirty one international non-governmental organisations who have lodged several concerns as to the conduct of the Lakhzov elections,

Acting in the support of democracy and those free institutions which exist in Lakhzovia,

1. Rejects at this time the results of the Lakhzov election.

2. Reserves the right to recognize the results of the election, as presented by President Kadassa, once an independent body has verified the results and concerns of misconduct have been satisfactorily addressed.

3. Commissions an observation team to visit Lahkzovia to investigate claims of electoral misconduct where observers may have access to any and all data relevant to the elections.

4. Requests Lakhzovia adopt the recommendations of the East Moreland report on the Vilniz Chemical Plant (noting recommendation four has been satisfied). The CTO further requests that the review identified in article three be reported on publicly or copies of the findings and subsequent recommendations of the review be made available to the international community and the Secretary General of the CTO.

5. Endorses the East Moreland Four Point Plan and urges Lakhzovia to engage with the plan, noting that the Utman have made known their readiness to negotiate.

6. Nominates Sakura Sheppard to chair the negotiations under point four of the above mentioned plan.

THE TREATY FOR THE PROTECTION OF HYGELAC AND HROTHGAR

Recognising that Hygelac and Hrothgar remain one of the last unspoiled wildernesses of Mundus and are therefore deserving of protection.

Aware that there is still much we can learn from these regions.

Hopeful that nations can co-operate to establish safe non-destructive research projects in the region.

Concerned that nations have begun eyeing the regions for military purposes

The nations which have signed this treaty agree as follows:

1. Hrothgar and Hygelac are to be considered special wilderness areas, deserving of protection. They shall be defined as beginning 200nm from their coast is accordance with the Fair Seas Concordt.

2. These regions shall be used for peaceful purposes only. There shall be prohibited, inter alia, any measure of a military nature, such as the establishment of military bases and fortifications, the carrying out of military manoeuvres and training, as well as the testing of any type of weapon. The present Treaty shall not prevent the use of military personnel or equipment for scientific research or for any other peaceful purpose.

3. In order to promote co-operation in research the Contracting Parties agree that, to the greatest extent feasible and practicable:
a) information regarding plans for scientific programs in either region shall be exchanged to permit maximum economy of and efficiency of operations;
b) scientific personnel shall be exchanged in the regions between expeditions and stations;
c) scientific observations and results from the regions shall be exchanged and made freely available.

4. No nation shall be permitted to claim territory in either region as their own sovereign territory.

5. Both regions shall be designated a "No Contamination" zone meaning that all material must be removable from the region at cessation of activity, this shall include any research stations.

6. In order to ensure safety of research nations shall be permitted to claim up to four 10sq km Scientific Zones in each region, these zones must have a coast line. Within each zone a nation has the following rights and responsibilities.

a) Ensuring compliance with Article 5.
b) Taking a lead in scientific research.
c) Maintaining a record of all people present within their zone.
d) Ensuring the safety of all people within the zone
e) Protection of flora and fauna

7. Any radiological explosions or the disposal of radioactive material is prohibited.

8. No activities for resource extraction may be undertaken.

9. In order to ensure compliance with this treaty each nation shall nominate a team of five inspectors, these inspectors may visit any Scientific Zone giving 48 hours notice. Inspectors may carry out the following checks.

a) That nations are disposing of material in accordance with Article 5.
b) That all installations are not permanent
c) That all equipment and vehicles comply with the treaty.
d) That no military use of the zone is being carried out.

10. Following the signing of this Treaty by at least five nations the Åland Republic of Hygelac shall give up all claim to territory it currently occupies in Hygelac.

11. Nations who have signed this treaty shall do all that is possible to ensure Mundus wide compliance with this Treaty.

12. Nations shall meet annually to reaffirm this Treaty and amend it as necessary.

The Holy Duchy of Vanora is regarded as the Holy Land of Mundus, the nation one of the most ancient on Mundus has a troubled past having been for a long time fought over and not only on religious grounds, it's been occupied by several powers throughout the ages including the Rus Empire (circa 586 BC - 470 BC) and the Holy Empire of Achkaerin (63 BC - 313 AD). Vanora has a complicated history with certain other nations such as the Kingdom of Abydos who according to the Christian and Jewish faiths held the Vanoran's in slavery (as per the book of Exodus). 

In the twelfth and thirteenth centuries the land that present day Vanora occupies became ravaged by the Crusades risking the division of the land between powerful Lords in the aftermath however the nation of Vanora was brought into being by William Jerome a Christian knight and one of the heroes of the final defence of Jerusalem during the Crusades. Soon after however in the 15th Century the Crusader states lacked significant support and the state weakened until the majority Jewish people of the region established a nation unifying what was left.

In the 16th and 17th Centuries fearing a new wave of religious invasions a Convention of Faith was held in Jerusalem which outlined that the Duke of Vanora would permit and protect the religious sites of all three Abrahmic religions and grant pilgrims access. This effectively stopped conflict and from 1698 onwards the state has remained relatively stable thanks to the Convention of the Faith Treaty (1698).

Ever since the Convention of the Faith Treaty (1698) Vanora has operated a unique Governmental System, the Head of State - the Monarch (Duke/Duchess) is always Jewish, the Prime Minister is always either a Christian or Muslim and the Secretary of the Conference is always a from whichever faith the Prime Minister is not.

The Network of Crowns is not a military alliance nor an organisation designed to take away national sovereignty. It is an organisation designed to recognise and celebrate the unique and varied cultures of the various monarchies that exist upon Mundus. It is our view that these nations, despite their difference in language, culture and history share a common bond forged by the rule of their monarchs. This is something we believe should be cherished and celebrated.

Committed to celebrating the service given by monarchs to their nation.

Hopeful that monarchies can co-operate in a range of areas

The nations signing this document hereby agree to the following conditions.

1. That monarchs will act towards each other with friendship and kindness. That any disputes shall be settled by peaceful means whenever possible using various international organisations to bring about mutually acceptable solutions.

2. That monarchs will host Ambassadors of other member nations within their capital. These Ambassadors are to present themselves to the monarch within 24 hours of being summoned in writing.

3. That every two years[1] a Festival of Crowns shall take place. This shall be a Cultural Festival to be hosted in a member nation choosen by a panel made up of one representative per nation. Each representative may nominate one city as host and may cast one vote, this however may not be for their nation. A nation may not host two consecutive Festivals.

4. That every two years[2], to be staggered with the Festival of Crowns, a Tournament of Crowns shall take place. This shall be a sporting event similar to the Mundus Games but on a smaller scale with each member nation choosing two Sports. The host shall be choosen by a panel made up of one representative per nation. Each representative may nominate one city as host and may cast one vote, this however may not be for their nation. A nation may not host two consecutive Tournaments.

5. The Network of Crowns shall operate a system known as the Grand Tour, where a direct descendent of the monarch may travel to any other member to live, work or study. While they are in a host nation they are to be considered as part of the host nations royal family so far as practical.

6. Members of the Network of Crowns agree that they shall ensure any Tariffs in existence are no higher for members than for the lowest tariffed non-monarchy nation which does not hold a Trade Agreement.[3]

7. Member nations agree that should a natural disaster or act of God befall a fellow member they shall take whatever action is within their power to offer support.

8. Member nations agree to an annual Council of Crowns. This shall take place in a rotation basis determined on the order by which this Treaty is signed. This Council shall be attended by either the Monarch or their appointed person and shall discuss matters of international importance as well as co-operation between members.

9. This Treaty shall be open to any nation that has any form of monarchy so far as they ratify this Treaty. A member may be blocked from joining should a petition of more than 70% of members be presented within 48 hours of the disputed nation signing this Treaty.

10. A nation may leave this Treaty at any time by giving 30 days written notice.

11. This Treaty shall come into force from the 1st November 2016

People of Achkaerin, the Commonwealth and the world,

As those of you who followed the referendum campaigns and then the events of the day itself will now know Achkaerin has voted to leave the Commonwealth Treaty Organisation by the following result:


As Emperor I am satisfied that the margin of victory is significant enough, therefore I will not be invoking my right of veto and the result will stand (further details on the timetable to leaving the CTO are below). But first I will emphasize something this did not have to happen, but happen it has and it happened for a great many reasons. Having an organisation dedicated to the cause and principles of the Commonwealth is noble and is something that Achkaerin supports this is why the world has seen a great level of activity from Achkaerin in the CTO. However to then expect a nation like Achkaerin to account for half of the heavy lifting at practically all times is unacceptable and this is the reality that the CTO has seen for while every nation seems to talk the talk in the chamber of the General Assembly only two CTO nations seem to follow that through with action and that would be ourselves and East Moreland, the experience of these two nations in working together may be to our advantage at times but it cannot be expected that when there are nations in the CTO with larger military capabilities and at times better positioning in the geographic sense that an organisation of at least fifteen nations[1] can be expected to rely on two. We have seen it time and time again throughout the existence of the CTO and ultimately the lack of willingness from other members, with the exception of East Moreland, to step up on a regular basis has to be considered as a major factor in what has happened in the last twenty four hours.

It's also important to explain what this means, Achkaerin will leave the CTO but that is all we are leaving, we will seek to support our friends and our allies as we always have it is simply the case that if we are to contribute equally to an organisation then it is right and fair that everyone contributes as far as is possible to the same extent, I'm not so sure this is the case with the CTO it's a fantastic place for a debate but not for seeing the sort of action that the resolutions mandate. This is the single greatest issue that the CTO must address if it is to fulfill the purpose it aims to.

Having consulted with the Secretary General earlier this morning we have reached the following agreement as to how Achkaerin will proceed to leave the CTO:

• A formal letter to the Secretary General will be delivered at the beginning of the Summit of Aldspring by the Achkaerinese Representative attending.
• Achkaerin will formally leave the CTO at the end of the present Secretariat term[2]
• Achkaerinese citizens who hold positions within the CTO such as those working within the Secretariat and subsidiary bodies will not be asked to resign in the case of the Secretariat this is because the Secretariat is by convention deemed to be independent of any nation, in the case of subsidiary nations these are also open to non CTO members.
• Achkaerin will continue to abide by the Commonwealth Treaty and fulfill it's obligations under it until it's departure.

This may not be the brightest day for the CTO but we do hope that the organisation will take a look at the reasons behind this happening and address them.

My friend,

I'm not quite sure what I can say at this point, if I'm honest I'm not sure which way I wanted this to go on the one hand I see the value of a body like the CTO on the other I hear, understand and respect the concerns of the Achkaerinese people. Rest assured that Achkaerin has no intention of fading into the background when it comes to situations such as those our two nations have faced in recent times whether it be in Mercia or Uppsala, if they continue to happen we will be ready to lend whatever help is required since I fear that East Moreland may now find itself carrying the bag alone at the CTO - my most sincere apologies on this. I hope to be proven wrong but Achkaerinese stances won't change simply because we've left an organisation we weren't really getting out of.

Adopted by the General Assembly on 5th August 2017

The General Assembly,

Remembering the reasons behind previous resolutions concerning Mercia,

Recognizing the recent changes that have taken place in that nation and their impact,

Determined that measures employed by the CTO should not last longer than is reasonable,

1. Lifts all sanctions, restrictions and other measures imposed and implied against Mercia through the repealing of General Resolution #0008, General Assembly Resolution #0012 and Security Council Resolution #0003.

2. Recognizes the legitimate democratic decision of the Mercian electorate to change their country's system of government and that Queen Alexandra Madoc and Queen Mary Wulfingas are the two Queens of the nation.

3. Formally apologizes to the nation of Mercia for the unwillingness of the CTO to act on the Mercian Genocide. This to be done both through passage of this resolution and a letter written by the Secretary General.

4. Commends the nations of East Moreland and Achkaerin for acting when the CTO did not and the nation of Ui Cenneslaig for its actions both in combating the genocide and then ensuring the stability of the country.

Any other details: This is required due to the previous actions of this organisation. In order to acknowledge the shift of power in Mercia and to allow CTO members to conduct relations with Mercia this resolution is required.

The General Assembly,

Recognizing the past shortcomings of the CTO,

Determined to make the organisation accessible to all sovereign nations,

Willing to adapt to meet the needs of Mundus,

1. Establishes the membership classification of Observer nations

2. Amends the Commonwealth Treaty as follows to fulfill article one.

Current text:

Article 5

A Member of the Commonwealth Treaty Organisation against which preventive or enforcement action has been taken by the Security Council may be suspended from the exercise of the rights and privileges of membership by the General Assembly upon the recommendation of the Security Council. The exercise of these rights and privileges may be restored by the Security Council.

Article 6

A Member of the Commonwealth Treaty Organisation which has persistently violated the Principles contained in the present Charter may be expelled from the Organisation by the General Assembly upon the recommendation of the Security Council.

Proposed text:

Article 5

1. A nation may request admission to the Commonwealth Treaty Organisation as an observer member. The applicant nation must be a sovereign nation, determined by meeting the test outlined in article one of General Assembly Resolution #0004 that three members support the sovereign rights of the applicant nation. Admission of observer members shall be handled by a vote of the General Assembly.

2. Observer nations shall have the following rights and responsibilities
a) an observer nation must abide by the Commonwealth Treaty.
b) an observer nation may participate in debating sessions of the General Assembly but may not vote.
c) an observer nation may not participate in an article 22.5 session of the General Assembly[1] unless they are party to the dispute.
d) an observer nation may join in full any CTO subsidiary organisation.
e) an observer nation may appoint a judge to the International Court of Justice
f) a native citizen of an observer nation may not be Secretary General of the CTO.[2]

Article 6

1. A Member of the Commonwealth Treaty Organisation against which preventive or enforcement action has been taken by the Security Council may be suspended from the exercise of the rights and privileges of membership by the General Assembly upon the recommendation of the Security Council. The exercise of these rights and privileges may be restored by the Security Council.

2. A Member of the Commonwealth Treaty Organisation which has persistently violated the Principles contained in the present Charter may be expelled from the Organisation by the General Assembly upon the recommendation of the Security Council.

1.	What would be a Security Council matter if we had one.
2.	i.e. a Heyran could not be Sec Gen.

Those nations who were present at the original discussions and signing of the Uppsala Convention will recall the understanding under which a fail safe court system was devised, with the main court for cases under the Convention being located in Seaforth and auxiliary courts being located in Achkaerin, Dartfordia, East Moreland and Rokkenjima. This was a system designed to ensure that cases were heard on neutral ground and that the rights of all parties as enshrined under the Convention were upheld. Achkaerin following discussions with the other three nations mentioned now intends to right this system somewhat by locating the new main court within its borders.

Therefore we are advertising the building contract for the new court building, at minimum it must:

• Be capable of housing several courtrooms and associated offices and prison cells
• Be capable of housing the Convention Advisory Committee of the Uppsala Convention
• Have additional offices for building staff
• Be capable of accommodating lawyers and their clients for meetings
• Have a cafe

• Room for a public information area on the Uppsala Convention
• Room for a press room

The Achkaerinese government has already determined the site of the new building, choosing to locate it in Avalon approximately a five minute walk from the present Achkaerin auxiliary court located at our JAG Headquarters (this being where the recent Andean Genocide Trial took place). Submitted bids will be reviewed by the Avalon Chief Executive, the Judge Advocate General, the prospective building manager and the Achkaerinese representative to the Convention Advisory Committee.

OOC- helpful hint Avalon is a modern city at its centre but around the edges (where this is) it gets more traditional in building style.

Approx 3km South of Meridian Island

It was a fair day up north, the Star Chaser was anchored off a small island known to the Achkaerinese as Alha, it wasn't big or imposing or anything but it was unique in that on it sat a sacred shrine, a shrine to the Goddess Kisara and her beasts. What was unusual was that this shrine had the complete collection, most only honoured the Goddess this didn't, this had the beasts, the guardians of the world. Standing at the shrine was Melanie Bell and her best friend Natasha Raines. They were reading a piece of paper from one of Melanie's fathers journals something known as the Cradle Riddle:

The Cradle lies where the eyes of mortals cannot see
where night and day, united with the earth, observe begins the path to enlightenment
the path that infinity and eternity carved in their struggle eons ago,
follow their gaze and take your first steps.

Do not stray to the Sun lest the earth swallow you whole and soul.
Instead let the faithful guide you through the valley of the virtuous chosen at rest,
and if the Goddess finds you worthy the way will be revealed to you.

Answer the challenges of Fire and Ice but remember life's rhythm if you wish to proceed and learn the truth that attaining the Cradles wealth permits.
But leave your burdens behind or you will succumb to the weight of the world and one must be as free as the birds to attain that which you seek.
Prove your worth, prove your virtue and you will see with clarity.

"Well for centuries people have been looking in the wrong place." Melanie said "Because the Dragonstone, the artifact this riddle is etched on was sitting in Vafleon but everyone forgets that the Dragonstone's original home is in Artaxia. So everything we're supposed to look for in the way of signposts and the like we should be looking for around here. Where night and day, united with the earth, observe begins the path to enlightenment."
"Of course Kisara's beasts of the sky." Natasha said

"Ninfeyn the lunar dragon and his brother Rekmiin the solar dragon, night and day" Melanie said pointing to statues of the two dragons looking out over the coast "And with them the great eagle Kriflon, the guardian of the land, otherwise known in basic elemental terms as earth. All three of them looking in a south east direction."
"Your Dad was bang on then, it is in Tokulel."
"Looks like." Melanie said, she wasn't dismissing it being somewhere else but there definitely appeared to be substance to back the theory up.
"Are you really going alone?" Natasha asked
"I have to." Melanie said "I'm following this to the end wherever it leads and I can't put you or the rest of the gang in jeopardy."
"You'd better find it." Natasha said
"I'll call in once a day." Melanie said
"You'd better or we come looking for you." Natasha said "Good luck."

Tokulel Two Weeks Later

Two weeks after that conversation with Natasha, Melanie driving her off road expedition spec jeep had crossed the northern border into Tokulel, it had been fairly simple crossing the border, going through customs and all the rest of it. She could have done without the thunderstorm opening up overhead, she'd driven about four hours from the border and had parked up at the side of the road, there was a pub or tavern or whatever the locals called it there. She picked up her shoulder bag and wandered inside, she was getting hungry and while she had packed some rations, she'd rather not use them unless she had no choice. Recognizing that Academica now exists in a state of civil war.

Upholding the agreement reached between Academica and the AKO[note]OOC -Essentially that Academica would grant autonomy to two provinces while two provinces went a little nuts and therefore would be opposed. One region being Silverdale which has proclaimed the Silverdale Empire of Alba Karinya.[/note]

Acting to protect the sovereignty of nations within Alba Karinya and furthermore to protect lives.

1. Recognises the Silverdale Empire of Alba Karinya as an illegal entity.

2. Permits forces approved by the Alba Karinya Organisation and Academica to take action to prevent the Silverdale Empire of Alba Karinya taking control of territory.

3. Requests that all nations prohibit the sale or transfer of arms and related materiel to Silverdale Empire of Alba Karinya.

4. Requests the freezing of funds and other financial assets or resources connected to the Silverdale Empire of Alba Karinya.

5. Requires nations to take measures for the prevention of entry onto or transit through the territories of member states by members of the Silverdale Empire of Alba Karinya.

6. Requires nations to enforce a prohibition on provision of technical assistance or training in military matters or in the manufacture or maintenance of arms and related materiel.
