The Kingdom has noted the lack of a common diplomatic forum which has resulted in a fractured diplomatic stage. We have seen great powers relay their intent via Decree or, in recent times, through their respective Press Offices. All too often a series of events are initiated via such statements with talks taking place after the initial volley of proclaimed actions, a point at which matters of import are actually discussed. Perhaps not since the days of the CTO have we enjoyed a common diplomatic forum; neutral ground upon which exchanges may take place to preclude disagreements, discord or, worse, armed conflict. It is the aim of the Kingdom to rectify this state of affairs and provide, once again, a common diplomatic forum on the global stage to decrease tensions before they flare, inhibit conflict before it erupts, and forge brotherhood throughout the community of nations.

To these ends I envision the formation of an International Dialogue Council (IDC) which would bring together diplomats from across Mundus, not only to address bilateral issues before they become crises between nations, but also to find common ground regarding common concerns and challenges which concern all nations. Indeed, in times where great concerns are before us we may discuss them proactively rather than the current state of affairs which so often sees reactionary action to any situation facing our world.

It would be my pleasure to welcome diplomats to the Assembly of Nomes which will host talks to establish the International Dialogue Council, declare the terms under which it will operate, and establish any other provisions determined by the nations assembled. I view the IDC as a beginning, not a final form; an institution which can prove itself and perhaps expand and evolve to serve the needs of the community of nations as time moves forward. Lodgings will be provided in the City of Setri for the duration of the Summit.

Kikyo nodded respectfully, "The pleasure is mine," she would continue with a grin before being lead aside. "You look well," Beatrice said to Nettie as they were taken to their seats, "I must admit I do miss our evening chats from our time together in the Imperial Government, discussing matters of import, you were perhaps my favourite Premier to work with. All said, it's so good to see you're doing well," she continued with a smile as they were seated, before glancing over to their neighbours. Beatrice looked to Lucinda with an eyeroll, "Seriously?" she mouthed, to which Lucinda responded silently "behave yourself Bea, kill her with kindness." Understanding the assignment Beatrice waved to Ketevan with the brightest smile she could muster before returning her attention to Lucinda. "Will that suffice?" she asked, to which Lucinda shook her head offering a smirk.

Asuna, meanwhile, having taken notice of the conversation between the two looked over and motioned for them to cease with a firm gaze and a single motion of her right hand.

"And the least surprising surprise of the year goes to," Sophia said with a chuckle.

"It was a fun time," Kikyo replied, "still proud of what we accomplished there too. Once our generation takes hold I'm confident that things will go so much more smoothly, especially knowing what Asuna has in mind."

"It is, thank you," Akasha said with a smile. "I hope we'll have a chance after the festivities to conduct some business here in the Holy Empire as we're entering another cycle of procurement, and I'm certain there's areas where your producers can fill the needs we're looking to address."

McKenna: Present Measures To Remain In Place


"As the Empress stated movement will first take place on the Mktvartvelo side of the equation; present measures will remain in place until we see something there."

"It is an unfortunate situation," Imperial Liaison for Foreign Affairs Gregory McKenna stated to the RBC, "however, the Empress has set forth a path for a return to normal trade relations between the First Empire and the Unitary State: publicly present the provisions of the Act which were allegedly violated, rescind the travel advisory and sanctions against Empress Saisei, and take the first step in the reduction of tariffs. Dependent upon those developments then we may see reciprocation and, if discussions in the Imperial Diet are accurate, we may see an amendment to the Mktvartvelo Trade Act which sees it recast as a more general "Trade Powers Act." In the defense of Rokkenjiman interests abroad the Empress considered her actions, made the decisions which needed to be made, and will stand by them until the conditions which demanded their implementation are remedied. The cart shall not come before the horse."

While the Empress and the Anselmo Family are in Valtheim for the wedding of Empress Serenity and Princess Euphemia McKenna has been entrusted by the Empress, given the presence of Vicegerent Ravenswood in Valtheim for the wedding, to handle the day-to-day affairs of the Imperial Government in their absence. "As a Liaison of the Empress I am trusted to speak with her voice, this is a responsibility which I take most seriously," McKenna continued. "The fact of the matter is that there exists no risk to citizens of the Unitary State within Rokkenjiman borders, and the issuance of such an advisory only stokes the flames of fear which are most unhelpful in this current state of affairs. It was with reluctance that the Empress felt she was compelled to issue a reciprocal advisory against unnecessary travel to the Unitary State, as it was not a measure she had considered until the advisory was issued by the Unitary State."

"At the end of the day the Empress is charged with protecting the interests of the Rokkenjiman People globally, regardless of where they might be or their station in society, and I believe I can share her anticipation that this present period between the First Empire and the Unitary State may be placed behind us sooner rather than later. The Empress has relayed the conditions under which that process may start and remains resolute in her position that a change of course will not be coming in that regard. The Empress has made clear what needs to transpire for a change in the Rokkenjiman position, once those decisions are made and relayed she is prepared to reciprocate in kind. Until that happens, however, expect present measures to remain firmly in place."

The Imperial Ryūsei.

Asuna, Thomas, Beatrice, Alex, Lucius, Kikyo, Evanthe, Sophia, Emerson and Lucinda touched down at Valtheim International upon the Imperial Ryūsei. Kikyo's presence wouldn't be publicly highlighted, though it would be explained as to not raise any eyebrows; perhaps something tied to her performance at the Youth Diet? Regardless the Anselmos were pleased to be in Valtheim for a most joyous occasion.

Meanwhile Pharaoh Akasha Di-‘nh-mi-Re and Nasser Safavid followed just behind hand in hand, which Asuna motioned toward her mother, "I guess the "professional relationship" was just a break?" Beatrice sighed, "Now, let's not speculate, it isn't in good form yes?"

Upon conditions which would see the Unitary State rescind its travel advisory and sanctions against the First Empire and Empress Saisei, as well as reducing tariffs against businesses based in the First Empire of Rokkenjima, the First Empire would duly consider and likely implement likewise measures toward the Prime Minister in kind.

The First Empire would be willing to match movements by the Unitary State if they are initiated there, but as I remain faithful that the, so to say, original sin is not ours, I will take no reductionary actions until they are enacted by ther Unitary State first. If they rescind the actions against Councillor Saisei, should they reduce tariffs to a lower level I would be willing to match their efforts. The initiative must be upon them, however; I will take no action absent of their action. They will move, or we won't; it is that simple."

Pharaoh Acquires Former Eleanor, Seeks Out AADC For Her Planes


The former Rokkenjiman aircraft carrier Eleanor will field Achkaerinese aircraft if the Pharaoh has her way.

Whilst the Kingdom of Clysperis has inked a deal to secure a former Rokkenjiman aircraft carrier to join the Royal Clysperi Fleet Pharaoh Akasha Di-'nh-mi-Re has indicated that the Kingdom would look to the Holy Empire to supply the planes which will take off from her decks. "The future RCN Shu might be Rokkenjiman in her origin, yet given our partnership with the Achkaerinese aerospace industry, and their fielding of similar carriers, we are looking to their capacity to provide the planes which will launch from her," the Pharaoh shared with CSMC. "Although we sought a nuclear carrier initially the Eleanor Class fulfills our requirements for a second carier and, as we met a most favourable deal with the First Empire in acquiring her, I feel that this deal is one we may all be happy with, even if she is not nuclear," the Pharaoh continued.

The Pharaoh, through her negotiation experience, secured the sale of the former Eleanor for र1; in return the IRN will receive rights to refuel and resupply at Clysperi ports, and to temporarily be stationed in Clysperi ports for so-called "pre-positioning" operations. "Rokkenjima is providing the foundation," the Pharaoh stated, "Achkaerin will provide the remaining pieces. This is a win for Clysperis," the Pharaoh continued, "as we are now the only Midaranye state to field two operational aircraft carriers abroad; combining Rokkenjimanm shipping with the expertise of Achkarinese naval aviation grants us the best of both worlds. I promised you all that we would regain our rightful place, to position power wherever the Gods determine power must be positioned, yes? This deal, with Rokkenjima and our intention to acquire yet more from Achkaerin, I have delivered," the Pharaoh added.

Empress Issues Sanctions Against Mktvartvelo Officials

The Empress imposed personalized sanctions against Prime Minister Brdzeni Kvirkvelia and First Deputy Minister Otar Nasidze, both of the Unitary State of Mktvartvelo, following the implementation of sanctions against Councillor Anselmo by the Unitary State. "With immediate effect I issue sanctions upon Prime Minister Brdzeni Kvirkvelia, which shall include a ban of any travel to the First Empire of Rokkenjima or any overseas territory or other such jurisdiction under Chrysanthemum Throne, suspensions of any company, business entity or organization tied to this sanctioned individual from partaking in any economic activities within the First Empire, as well as the freezing of any and all assets associated with the sanctioned individual under any soil which is ruled by Chrysanthemum Throne. Furthermore, the First Empire will be imposing sanctions upon products from third-party shores at a rate of 35% for any product which contains components from the Unitary State regardless of the percentage of said components in the final product upon its arrival to Rokkenjiman shores."

The Empress also discounted the Travel Advisory issued by the Unitary State as "an exercise undertaken purely in political theatre; it is not the People of Mktvartvelo that we find ourselves in quarrel with, it is those in power who use that power to wrongfully attack Rokkenjiman businesses and interests abroad. I will continue to protect the interests of every Rokkenjiman, regardless of their station in society and as I speak in the defense of my mother today know that I would speak with the same veracity on behalf of the poorest amongst us, for my charge is the entirety of our populace. I am, unfortunately, mandated to advise all Rokkenjimans against unneccesary travel to the Unitary State, as well as advising against investments in the economy of the Unitary State as the security of your investments cannot be guaranteed by the Imperial Government; in a moment, they could sieze your contributions at their whim, and I will not see any Rokkenjiman engaging in that sort of gambling."

"The Unitary State has one window to ensure that our permanent state of relations is not that of adversaries," the Empress continued. "They may, for once to date, state publicly the provisions of the Act which Abstergo is alleged to have offended and allow Abstergo an opportunity to act upon their concerns, or they may continue their opaqueness and relegate themselves to the fate ensured by that path. The First Empire will not back down," the Empress continued, "we have the capacity to absorb any economic measure the Unitary State looks to leverage against us; our economy is robust and amongst the largest across Mundus, after all. We'll either have an honest conversation or else we'll utilize every economic hammer in our tool set against the Unitary State, and I'm confident in our odds if it should move to that stage. Take the opportunity to talk while it still exists, or don't; I am beyond this drama and whether or not it ends in reconciliation or us throwing down on you with an elbow to your figurative neck is likewise beyond my capacity to care."

Furthermore, I am imposing personalized sanctions upon those officials of  the Unitary State who had any part in actions against the First Empire of Rokkenjima, including the seizure of assets by such individuals held on Rokkenjiman soil.

These measures will remain in place and will be reviewed, and reconsidered, as developments unfold.

Risako Conducts Port of Call To Setri


Risako will spend the next three days in Clysperis, according to a source from Imperial High Command.

The Eleanor Class supercarrier IRN Risako will spend the next three days visiting the port city of Setri in the Kingdom of Clysperis as a port of call for the carrier strike group in its routine patrols of the Great Northern Sea. Both Imperial High Command and the Imperial Rokkenjima Navy have stated the present tensions between the First Empire and the Unitary State had "absolutely nothing to do" with the deployment, indicating that the visit was planned "months in advance" prior to the present state of affairs. "We have seen interest from the Kingdom in acquiring a flat top," one official said on condition of anonymity, "and this port of call allows them a look at what they may one day consider, given the ex-IRN Eleanor is presently being considered for sale or scrap. Eleanor remains a fine ship, her capacity would be befitting of the Kingdom of Clysperis and its interests abroad and, naturally, we would provide the necessary planes for sale to see a continued evolution of the capabilities of the Royal Clysperi Naval Air Wings," the source continued.

The port of call comes as tensions between the First Empire and the Unitary State are reaching heights not seen since a port of call of an Imperial Battleship to the Kingdom of Clysperis. "The IRN does not consider political situations in our decisions for ports of call," a spokesperson for the Imperial Rokkenjiman Navy shared with the RBC. "Our sailors have one mission, the preservation of Rokkenjiman interests and their preservation regardless of national borders. This potential partnership between the IRN and the RCN has the potential to change the course of relations in Northern Cotf Aranye, and we will continue to pursue an equitable status quo in the North. Following our R&R the Imperial and Royal Navies will conduct joint exercises in the Gulf of Safraen, and I am looking forward to a successful cooperative effort between our forces, even as we seek to "sink" each other," the source said with a smile.

Empress Suspends Normal Trade Relations With Mktvartvelo


"The First Empire will not play by the rules of enchanted foreign powers which utilize lawfare against the interests of any Rokkenjiman party" the Empress stated as she suspended normal trade relations between the First Empire and the Unitary State.

The Empress has suspended normal trade relations between the First Empire of Rokkenjima and the Unitary State of Mktvartvelo under powers granted to her by the Mktvartvelo Trade Act. "This entire affair has seen one Rokkenjiman business targeted by a foreign government in the most opaque of manners, a fact which I could not ignore upon the passage of the Act," the Empress shared with the RBC. "This suspension of normal trade relations is a first, not final, step; depending on developments within the Unitary State I will consider, and take, further measures accordingly, including the implementation of a 75% tariff upon all goods from the Unitary State as well as restricting any services provided by an entity within the Unitary State from being provided in Rokkenjiman borders. If these unfair practices do not end I will see a 100% tariff imposed on goods from the Unitary State as well as the levying of individual sanctions against the key figures of the Unitary State which have brought us to this point."

I will also ask my closest of family and friends to enact similar measures against the Unitary State as, as I see it, this is little more than a direct economic attack against a business based in Rokkenjima. I hope that saner heads prevail in the Unitary State; I wish for relations, for trade and commerce between our Peoples but it will not be done upon a tilted scale. Mktvartvelo Trade Act

Preamble

Whereas the Unitary State of Mktvartvelo has engaged in unfair market practices that undermine fair trade and economic stability, it is necessary to enact measures to protect the interests of the First Empire of Rokkenjima and ensure equitable trade relations.

Section 1: Title

This Act shall be known as the "Mktvartvelo Trade Act."

Section 2: Authority

The Empress is hereby granted the authority to take the following actions in response to Mktvartvelo's unfair market practices:

Suspension of Normal Trade Relations: The Empress may suspend normal trade relations with Mktvartvelo, including the imposition of tariffs, quotas, and other trade barriers.

Imposition of Tariffs: The Empress may impose tariffs on goods and services imported from Mktvartvelo to protect domestic industries and ensure fair competition.

Restrictions on Services: The Empress may enact restrictions on services provided by entities based in Mktvartvelo, including but not limited to financial services, telecommunications, and transportation.

Sanctions on Individuals and Entities: The Empress may impose sanctions on individuals and entities in Mktvartvelo that are found to be engaging in or supporting unfair market practices.

Review and Adjustment: The Empress shall periodically review the effectiveness of the measures taken under this Act and make adjustments as necessary to achieve the objectives of fair trade and economic stability.

Section 3: Implementation

Regulations: The Empress shall issue regulations necessary to implement the provisions of this Act.

Enforcement: The relevant government agencies shall enforce the measures enacted under this Act and ensure compliance with its provisions.

Section 4: Reporting

The Empress shall report to the Imperial Diet on the actions taken under this Act and their impact on trade relations and economic stability.

Section 5: Duration

The measures enacted under this Act shall remain in effect until such time as the Empress determines that Mktvartvelo has ceased its unfair market practices and has taken steps to ensure fair trade relations.

Section 6: Severability

If any provision of this Act is found to be invalid or unenforceable, the remaining provisions shall continue in full force and effect.

Councillor Anselmo Proposes Mktvartvelo Trade Act


"The Imperial Government must recognize when a market is unfair and act accordingly," Councillor Anselmo stated.

Councillor Anselmo has proposed the "Mktvartvelo Trade Act" which would suspend normal trade relations between the First Empire and the Unitary State "until such a time the Unitary State ceases unfair practices in their market." The Act would grant the Empress the authority to enact, and rescind, a suspension at her discretion "based upon conditions as they exist and as they develop over time." In addition to the suspension of normal trade relations the Empress would have the authority to enact tariffs against goods as well as restrictions upon services based in the Unitary State. Councillor Anselmo explained that placing these tools in the hands of the Empress were necessary when dealing with partners who engage with Rokkenjiman firms in bad faith.

"Over the course of this drama between Abstergo Industries and the Unitary State it has become clear that Mktvartvelo does not represent a free market, and the Imperial Government must recognize when a market is unfair and act accordingly. Markets which target the businesses of one nation over others who offer similar products and services are inherently unfair, especially those who extort those they choose to target. Rokkenjima has a long memory, we remember the days when foreign nations such as the Ardian Empire sought to harm our interests abroad in their long attempts to bring Rokkenjima to heel. The First Empire will always stand as an advocate for the interests of its People and will not stand idly by in cases where those interests are infringed upon."

When asked if she was concerned that the Unitary State may take reciprocal action if the Act is passed Councillor Anselmo shrugged. "Access to the Rokkenjiman market is more lucrative for the Unitary State than our access to their market. If they continue to single out Rokkenjiman firms under the guise of enforcing law, I don't see that as something which would compel Rokkenjiman businesses from wishing to operate in that market in the first place. There is no harm in granting the Empress a toolset to deal with unfair markets, stating that, it is my hope that she will not have to utilize those tools in the first place. The lack of those tools, however, would enable this sort of unfair behaviour and extortions in the future and that is something we have the opportunity to address today."

Coordination Begins For Clysperis-Abstergo Partnership


Naser Safavid has been tasked with overseeing the process of further engagement between the Kingdom and Abstergo.

Following a meeting with a team from Abstergo Industries in Setri which will be home to Abstergo North Mr. Safavid said that the process was "moving along well. Following the previous exchange between Abstergo and the Unitary State it is my understanding that they withdrew much of their presence from that market beyond a handful of retail outlets. This has made the process for us easier while allowing Abstergo to start with a fresh page as it looks to establish a permanent presence in the north." Beyond their offerings in the consumer market Mr. Safavid confirmed that the Abstergo Financial Group had been cleared to begin operations in Clysperis, in addition to securing investments in a variety of projects throughout the Kingdom.

"In Clysperis the markets, not the government, determines those who win and those who lose," Mr. Safavid continued. "We saw in Soviet times what markets become when dominated by government interference and can contrast the results to those heralded by my partnership with Pharaoh Akasha Di-'nh-mi-Re. I think that this entire affair across the Gulf offers a lesson to foreign businesses considering operations in the region; they may operate in a free and open market or one in which their operations could be threatened by an entrenched bureaucracy whose interests depend on the feelings of the state. Just as with Abstergo, we look forward to forging more mutually beneficial partnerships with businesses from across Mundus."

Pharaoh Welcomes Abstergo To Clysperis


Pharaoh Akasha Di-'nh-mi-Re entertained a representative from Abstego Industries earlier this week.

"We're just on the other side of the Gulf of Safraen, and we'd love your business and investments, unlike some," Pharaoh Akasha Di-'nh-mi-Re said as she rubbed elbows with a representative from Abstergo Industries who visited the Kingdom to open negotiations for the establishment of a northern headquarters for Abstergo Industries. She has not been shy about the prospects which the Kingdom and Abstergo could cooperate, including the construction of a modern, and safe, nuclear power plant to replace the Soviet era installation which has proven to be a bane to the Kingdom in recent times. "Clean Abstergo energy, powering Abstergo technological advancement across the land of the Pharaohs, while enriching the Clysperi economy yet further? The potential for both of us in that endeavour cannot be overstated," the Pharaoh continued in her pitch whilst revealing her own aOS device. "In Clysperis we have a dedicated work force, in Abstergo they've the need for labour as well as consumers; matches made in heaven are rarely made, but if our neighbours will not embrace opportunity when it knocks, Clysperis will."

In discussions with Abstergo the Pharaoh advised them to "pay not one cent" to Mktvartvel. "What will they do when you decline to pay 70% of the court fees; invade Rokkenjima? Absergo Files Appeal To The Supreme Court

Abstergo Industries is understandably disappointed by the ruling of the Ktsatskuri Second High Court and maintains that the Ministry of Telecommunications and Information is decidedly wrong and, perhaps, biased. On this basis Abstergo Industries have appealed to the Supreme Court of Mktvartvelo and hopes to secure a balanced, and just, ruling on this matter.

Abstergo Industries is the only foreign corporation which has faced the scrutiny and wrath of the Ministry of Telecommunications and Information despite other foreign firms being involved in the same markets as Abstergo. Take for example Arasaka and their offerings via its Hinode large language model, its Arasaka Assistant and Kaibyo digital assistant, both of which perform similar duties as Lexa while offering similar on-board capabilities which see no data connection required to function. Yet, despite operating in this same market space, the Ministry of Telecommunications and Information has taken no action against Arasaka; it's campaign has been directed solely against Abstergo Industries.

To operate in the market spaces which Abstergo does we are required to adhere to the Consumer Privacy and Protections Act of 2017 which places an outsized emphasis on the privacy and security of data which our customers choose to share with us. The Privacy Policy under which our services are operated is considered amongst the highest of standards, whilst Empress Asuna has proven that Abstergo maintains, of its own volition, the implementation of Informed Consent Prompts demanded in the domestic Rokkenjiman market but not in markets abroad, ensuring that our customers in foreign markets opt-in, not out of, agreements regarding the storage and processing of their data. Furthermore, through the Secured Integrated Memory Processor (SIMP) most data processing occurs on-device and never interacts with Abstergo servers and, in the cases in which it does, it is anonymized to such a degree it cannot be tied to any single aID. I would again remind everyone that the SIMP was designed so that not even Abstergo itself could access the contents within the chip; it serves as a secure enclave which we could not breach even if ordered to do so by the Imperial Government itself.

It is unfortunate that state attorney Merab Chigogidze sees this as some sort of victory when, what it really is, is a decision which stifles innovation. Every new technology has faced troglodytes, yet I believe this is the first instance of such fear of new technologies being aligned against just one innovator when those in the Empire of Fusan and the Holy Empire of Achkaerin are involved in the same market space as Abstergo. This witch hunt against Abstergo must end, and I remain confident that we will prove our case to the Supreme Court and walk away vindicated. Abstego has built a suite of products which serve the greater good of its users, it has put into place beyond ample protections for its customers in every product it releases, and I could share with the Ministry of Telecommunications and Trade the number of times data has been requested from Abstergo by national governments only for them to be refused because we ensured such requests would be impossible for us to carry out by design.

Should similar actions not be enacted by the Ministry of Telecommunications and Trade against firms in other nations who operate in this same market space it only serves to  bolster the position of Abstergo Industries that these actions against Abstergo are taken with prejudice, and we will explore every legal action at our disposal in ensuring that justice, not the corruption which has heralded itself as justice, ultimately prevails.

Clysperi Economy Marks Another Record Year


Pharaoh Akasha Di-'nh-mi-Re praised the recent economic report as "continued proof of the Clysperi economic miracle."

Delivering on her promises to raise the standards of living of the Clysperi People Pharaoh Akasha Di-‘nh-mi-Re praised recent reports which showed that the Clysperi economy grew at a real rate of 57%, from  Đ397.2bn to Đ623.7bn, with a new GDP per capita at Đ17.4k. Sugano Supporters Surround Pyrettania Courthouse Where Sugano Trial Was To Begin


Some outside the courthouse carried signs and banners which read "Make Azukishima Great Again".

Despite a strong presence of Imperial Provincial Police the start date of the trial has been pushed back, citing "security concerns" after a large crowd of Sugano supporters filled the streets outside of Pyretannia Central Court. Increased security protocols were implemented with those gathered instructed to return home and "cease the causation of civil unrest." At the half-hour mark of those orders being issued officers dispensed tear gas and crowd control munitions which saw many disperse from the area, while resulting in the arrests of at least 50 individuals who resisted to comply with lawful orders. The Empress, who is presently abroad, briefly returned to the United States where she spoke with Rokkenjiman officials as the developments unfolded.

Another incident involving those carrying MAGA insignia occurred in Kavania Prefecture on the border with Fusan. Individuals identifying themselves as "Brigade One" presented themselves in tactical gear while concealing their faces. The conduct we've seen of those prolcaiming a MAGA allegiance do not align with that of a lawful Rokkenjiman citizen; their implementation of intimidation against the lawful conduct of the Imperial Government, which acts on behalf of the Rokkenjiman People, will not be allowed to succeed. Sugano will face trial, he will face justice, and those who seek to derail the legal processes of this First Empire will not be allowed to succeed."

  • Individuals under the age of 16 shall be precluded from engaging with any social network. It will be upon social media companies to verify the ages of their users, with those allowing those under the age of 16 upon their platforms facing legal action from the Ministry for Justice.
  • Any social media platform, messaging service or image hosting service which facilitates the unwarranted sharing of images of so-called "dick pics" will be held accountable as accomplices to sexual misconduct and will share the same consequences as the perpetrator upon such sharings.
  • Educational settings will seek to educate Rokkenjima's youth on the risks of social media, its corrosive influence on the health of society as a whole, while providing tools to our youth to ensure they may recognize disinformation as well as those who spread it. We will not allow the body politic of Rokkenjima to be infected by the parasite mind virus that is misinformation.

Title I — The Cross-Straits Community
Article 1
By the present Treaty, the Cross-Straits Community, hereafter called “the Cross-Straits”, is hereby reaffirmed.

The Community  is based on respect for the individuality of the peoples and of the Member States and for equality of rights and obligations.

Article 2
It shall be the aim of the Community to reconcile, co-ordinate and unify the policy of Member States in spheres of common interest: foreign policy, economics, cultural affairs and defence.

Article 3
The Cross-Straits shall have legal personality.
The Cross-Straits shall enjoy in each of the Member States the legal capacity accorded to legal persons under their domestic law. It may, in particular, acquire movable or immovable property and may go to law.

Title II — Institutions of the Community

Article 4
The Institutions of the Union shall be as follows:
— the Council;
— the Committees of Ministers;
— the Political Commission;
— the Cross-Straits Parliament.

Article 5
The Council shall consist of the Heads of State or Government of Member States. It shall meet in principle every six months and not less than twice a year.

Article 6
The Council shall deliberate on questions whose inclusion on its agenda is requested by one or more Member States. The agenda shall be drawn up by the President. The Council shall adopt decisions necessary for achieving the aims of the Community  unanimously. The absence or abstention of one or two members shall not prevent a decision from being taken.
The decisions of the Council shall be implemented by Member States that have participated in their adoption. Member States that are not bound by a decision, by reason of their absence or abstention, may endorse it at any time. From the moment they endorse it, the decision shall be binding on them.

Article 7
A Committee of Foreign Ministers and a Committee of Ministers of Defence shall be set up. These Committees shall meet not less than two times a year and shall report to the Council.

Article 8
The Council may decide to set up other Committees of Ministers.

Article 9
The Political Commission shall consist of representatives appointed by each Member State. It shall prepare the deliberations of the Council and ensure that its decisions are carried out. It shall perform such other duties as the Council decides to entrust to it. It shall have at its disposal the necessary staff and departments.

Article 10
The Cross-Straits Parliament shall deliberate on questions concerning foreign policy and defence on which the Council asks its opinion.
The Council shall each year render to the Cross-Straits Parliament a statement on the activities of the Community.
The Council shall be represented at the debates held in the Parliament on this statement.
The Parliament may address to the Council either oral or written questions or recommendations to which a reply shall be given within a period of two months.

Title III — Obligations of Member States

Article 11
There shall be solidarity and reciprocal assistance as between Member States. They undertake to refrain from taking any step or decision that might hinder or delay the achievement of the aims of the Community.

Article 12
The Parties hereby proclaim that an armed attack against any signatory shall be considered as an attack upon them all and, should such an attack should take place, each signatory shall pursue the rights of individual and collective self-defence to aid the Party or Parties so attacked by taking forthwith, in concert with those of the Accord, such actions as deemed necessary, including the use of armed force, to restore and maintain the territorial integrity, peace, security and harmony threatened in such a manner.

Article 13
The Parties hereby commit themselves to mutual aid amongst each other; the Community shall see that resources are collectively ready to alleviate conditions brought upon major disasters, whether they be man-made or natural in cause. Mutual aid may come in the form of humanitarian relief, rebuilding infrastructure, and the establishment of an Action Plan to establish the resources and actions which will be made ready for scenarios such as a natural disaster, terrorist attack, or other forms of upheaval which may place unforeseen strains on our governments and societies. Each Party is expected only to provide that assistance which is within their capabilities to provide.

Article 14
For the purpose of Article 13, an armed attack on one or more of the Parties is deemed to include an otherwise offensive armed attack:
On the territory of any of the Parties or on any territory under the jurisdiction of any of the Parties,
On the forces, vessels, or aircraft of any of the Parties, when in or over these territories or any other area in Mundus in which the forces of any of the Parties should be stationed or operating.

Title IV — Finances of the Community

Article 15
The budget of the Community shall be drawn up each year. The financial year shall run from 1 January to 31 December inclusive.
The draft budget, drawn up by the Political Commission, shall be adopted by the Council which, where appropriate, may make any amendments it considers necessary.

Article 16
The administrative expenditure of the Community shall be met from contributions by the Member States calculated according the following scale:

The budget shall be implemented by the Political Commission.

Title V — General provisions

Article 17
The present Treaty may be reviewed. Draft amendments shall be submitted to the Council by the Governments of Member States.
Draft amendments adopted unanimously by the Council shall be submitted for ratification by the Member States, after the Cross-Straits Parliament, where appropriate, has expressed its opinion. They shall come into force once all the Member States have ratified them.

Article 18
Three years after this Treaty comes into force, it shall be subjected to a review in order to consider suitable measures either for strengthening the Community in general in the light of progress already made or, in particular, for simplifying, rationalizing and co-ordinating the ways in which Member States co-operate.

Article 19
The Community shall be open for membership to States which are invited by a Member of the Community which share considerable interests, values and principles with the Community.
The admission of a new State shall be decided unanimously by the Council after an additional Act to this Treaty has been drawn up.

Article 20
This Treaty, drawn up in a single original in the Rokkenjiman, all
  • texts being equally authentic, shall be deposited in the archives of the Government of Rokkenjima which shall transmit a certified copy to each of the Governments of the other signatory States.


The instruments of ratification shall be deposited with Rokkenjima which shall notify the Governments of the other Member States that this has been done.
This Treaty shall come into force on the day when the instrument of ratification is deposited by the last signatory State to do so.
In witness whereof, the undersigned Plenipotentiaries have affixed their signatures below this Treaty under their common seal.

As she was present for the formation, and reformation, of the Cross-Straits Union, I have invited a member of the Imperial Diet to join me in these talks, as well as my Imperial Liaison for Foreign Affairs, Gregory McKenna, Grand Marshall Forrester, and William Nye, Director of the Imperial Space and Exploration Agency.

Lexa Sentinel Uncovers Zero Day Security Vulnerability


Lexa Sentinel, a derivative of the Lexa AI platform designed to uncover security vulnerabilities in widely used code, found an exploit in the code which would allow for a remote attacker to gain access to a system running aOS 1.4 and nexus 1.4, an exploit which has been patched as of 2 PM AST today. Normally such vulnerabilities are unknown to vendors, with no patch or other fix existing, leaving time for those who discovered the exploit to either report it to the vendor or sell it to state actors who utilize such exploits against their adversaries, or criminals who utilize them in the facilitation of criminal acts. Following this successful development of Lexa Sentinel Abstergo is prepared to offer the services of this suite to states authorized for the transfer of such technologies under Imperial law.

Lexa Sentinel is also being tested in other spheres of cyber security, such as network monitoring, analyzing, detecting and responding to cyber threats in real time.
