Utmand Declaration of Independence On the same sacred terrain that the feet of the Holy men of Kineyr once trod in deep antiquity, where the glorious Princes of the Kinnerites ruled for uncounted ages, there is to be found the first flourishing of the Utman people whose unique cultural, spiritual and linguistic inheritance descend directly from our Kinnerite ancestors.
The unique, organic and ancient connection of the Utman people to the full extent of our ancestral lands is undeniable. Stretching from the western shores of Lake Kinoros and from the north boundary of the Alkhaz plain east, encompassing all of the Transmecurian hill country and north beyond the Pillars of the Heavens to the Grahz Valley, the land of the Utman is a single, indivisible and holy land; the eternal inheritance of the Utman people.
Having long suffered at the barbarous hands of invaders from the plains, our people threw off our oppressors and instituted a new age of peace not only for us but for our former occupiers, showering on them the beneficence of our rule and extending to them full dignity in a fraternal spirit; a situation lasting through the tumultuous times of the twentieth century until the catastrophe in the last decades of that millennium, where our oppressors sought to destroy the peaceful order and again subject us to their barbaric rule.
Now in the second decade of the new millennium, and entering the fourth decade under Lakhzov tyranny, the Utman people have reached a crucial juncture. Not only is our right to live in peace in our ancestral lands under direct and imminent threat, but also the very continued existence of our culture, language and religion.
In the face of this campaign of extermination at the hands of the Lakhzov, the peace loving people of the Utman nation are left with no other recourse than to affirm our rights to live freely in the security that can be provided only by self-rule within our historical national territory.
We, the Utman Liberation Organisation as sole representatives of the Utman nation, therefore declare the independence of the Republic of Utman within its historical boundaries, in order that we may establish in our land a new order based on the universal values of democracy, freedom and the sanctification of human rights for all our citizens.

Spoiler: Utman Call to the World for Recognition show On behalf of the Utman Liberation Organization, the sole legitimate representative of the Utman people, I wish to convey the following:
In making our unilateral declaration of independence the goal of the Utman people is the realization of their inalienable national rights in their independent State of Utman, with Khalin as its capital, on all our historic lands which Lakhzovia occupied in the 1986 War.
We adhere to the option of negotiating a lasting solution to the conflict in accordance with resolutions of international legitimacy. Here, I declare that the Utman Liberation Organization is ready immediately to approach the negotiating table; however should Lakhzovia be unwilling to do so our people will continue their popular resistance to the Lakhzov occupation, its settlement and apartheid policies and its genocidal campaign of ethnic cleansing. Further they will receive support for their resistance, which is consistent with international humanitarian law and international conventions and has the support of peace activists from around the world, reflecting an impressive, inspiring and courageous example of the strength of this defenseless people, armed only with their dreams, courage, hope and slogans in the face of bullets, tanks, tear gas and bulldozers.
When we bring our plight and our case to the international community, it is a confirmation of our reliance on the political and diplomatic option and is a confirmation that we do not seek the initiation of an armed conflict. Our efforts are not aimed at further bloodshed. We only aim to de-legitimize the occupation and apartheid and the logic of ruthless force, and we believe that all the countries of the world stand with us in this regard. However should the Lakhzov State see fit to attempt to crush the flourishing of Utman freedom we will not shy away from defending our people, homes and future with every means at our disposal and to the last drop our martyrs blood.
It is a moment of truth and my people are waiting to hear the answer of the world. Will it allow Lakhzovia to continue its occupation, the longest and most brutal occupation in the world? Will it allow Lakhzovia to remain a State above the law and accountability? Will it allow Lakhzovia to continue rejecting the Declaration of Universal Human Rights and the positions of the overwhelming majority of countries in the world?
We call on the international community, which so many times before has turned a blind eye to our plight to officially recognise the Republic of Utman and extend to us international protections, including membership of the Commonwealth Treaty Organisation, in order that the Utman people not be condemned to become another entry in the victim list of the twenty first century genocides that stain our recent world history.
Spoiler: The Story so Far show Having made their declaration of independence a number of nations cautiously welcomed the development and extended provisional recognition. The Utman began to give guarantees of tolerance and desire for democracy as well as accepting Achkaerinese offers for mediation in negotiations for a diplomatic settlement.
Lakhzovia refused to recognise the legitimacy of the Utman move branding it a 'stunt' and restating their position that the ULO is a terrorist organisation, they made noises that sound like a threat to crush the independence movement.
In the meantime the ULO leader Racp Uttaman returns to Transmecuria province and forges a unity government with the Shanata Party, this new government re-arms the Khaliniz Brigade militia to provide a defence force and sets about forging its first international relations.
Rokkenjima begins to apply diplomatic pressure on Lakhzovia in hopes of avoiding another potentially genocidal civil war. Lakhzovia made their willingness to discuss any sort of compromise dependent upon the presence of the Empress Emerita Beatrice as head of the negotiating team though this is just a ruse to buy time while they make preparations for war.
The Republic of Saheristan facing a similar internal conflict with their own minority Lalishi people reach out in support to Lakhzovia hoping that together they could aid each other in dealing with both their problems.
